MESSAGE FROM DEAN GUIDANCE AND COUNSELLING

Guidance refers to the help given by one person to another in making choices or decisions in addressing a challenge where as counselling is the face to face interaction between the counsellor and the counselee(client) for the purpose of enhancing the client his or her problems. Therefore, there is need for a wide program of guidance and counselling services in the school. The students need our support to help them think about their future occupations and guide them to select or opt for occupations in which they would fit best. Among others, below are some of our activities that we undertake in the department;

Planning for provision of guidance and counselling services to the students. This we do by generating termly work plan for the department Coordinating with professionals in the various fields such as doctors, engineers, lawyers, teachers, accountants and they like to come and talk to the students on schedule so as to stimulate their interests in these professions for the future occupations. Preparing for and organizing careers week to provide effective guidance and counselling services to the students. During these talks, the students are encouraged to build confidence in themselves and what they want, they should plant themselves on a rock of excellence, have strong attributes, look for the biggest opportunity and aim to be described as educated people in society. Orientation of new entrants to school with the focus on the school and its expectation, studying with ambition, making of appropriate choices of subjects offered in the school for

their future careers. Allocation of students to members of the teaching staff to form academic families where each teacher has fifteen students under his/her supervision. This strategy helps us to closely monitor the child’s academic progress, discipline, health, spiritual growth, hygiene, moral aspect and other aspects of human growth. The teacher also liaises with the child’s biological parent/guardian to join hands in his upbringing. Organizing moral education lessons in classes with emphasis on life skills such as personal hygiene, dressing code, way of communication, behavior, eating habits, caring for the environment, family manners general socializing and others Liaising with health professionals in the district to provide health education and voluntary testing of HIV/AIDS and counselling services to our students. Coordinating with the ministry of education and sports on the policies and policy guidelines on guidance and counselling and disseminating the information to the students Guide the students in A-Level at the time of filling the JAB and PUJAB forms to make strategic choices of courses in order to maximize opportunities for sponsorship and in the job market. It is also in our interest to encourage the students to plan their time well, they should decide what they want, befriend people who help them, select activities which are useful to them co-curricular activities, club activities for instance YCS, SU, HIV/AIDS, straight talk, Tax club, Savings Club, watch and listen to useful TV and radio programmes etc. In conclusion, guidance and counselling is a very important service for students in schools and colleges. It is a strategy that we can use to promote good attitude and disciplined behavior in schools and to prevent or minimize crimes in schools and colleges and promote good neighborliness with other schools. It is a good approach to rehabilitate or remedy existing bad habits or practices and institute programmes of developments in our schools and colleges.

MESSAGE FROM THE ACCOUNTS AND FINANCE DEPARTMENT

Under the Modified Cash Basis of accounting, revenue is recognized generally in the period in which it is received and not when earned, while expenditure is recognized in the period in which it is incurred. Similarly, purchases of assets including immovable property, plant and equipments are expensed fully in the year they are paid for.

Dear Esteemed Reader, It is yet another year and the Non teaching staff especially the Finance department of St. Joseph’s College Ombaci under the headship of the Senior Assistant Accountant (Bursar) as captured below, brings you additional volume of our Magazine write up about the same Great Institution. As a Custodian of Resources/ Finances, with joy I greet you in the name of our Lord, Shalom! Allow me thank and appreciate you for your whole heartedly support to our wonderful family of St. Joseph’s College Ombaci for productive existence.

Budget and Financial Statements (Finances) The students enrolment in the College for the last five years ranges between 700 to 850 students with an affordable termly fees of Shs.547,000= only for the year 2019 and with the break-even 2019 Budget of Shs.2,282,545,336= only. The above School Budget caters for also 107 staff comprising; 55 teaching staff, 17 non-teaching staff and 35 group employees.

St. Joseph’s College Ombaci collects fees only through the Bank Account No: 2010040723, in Centenary bank, Arua branch. The mandate of the account is: the Principle Signatory (Headteacher) signs only with anyone of the two signatories; that is either the Chairperson Board of Governors or Chairperson PTA.

The Financial statements are prepared in accordance with the requirements of the Public Finance Management Act, 2015 (the Act) and comply with Generally Accepted Accounting Principles (GAAP) taking into consideration the Government of Uganda Legal and Regulatory Framework regarding Public Finances. The measurement basis consistently applied for presenting the financial statements is the historical CHALLENGES The College amongst a number of challenges is also faced with the following; 1. Low Income base that does not permit the management to execute very many of its planned activities. 2. Inadequate number of staff on Government pay.

ACHIEVEMENTS 1. Successful Platinum Jubilee Celebrations despite the meagre funds raised from external sources. 2. Receipt of Donation from Stanbic Bank in-kind worth Shs.37, 000,000= only in form of Wood Work Machine. 3. Successfully completion of renovation on Administration and Jerusalem blocks.

AUDIT OF FINAL ACCOUNTS The books of Accounts of St. Joseph’s College Ombaci as any other entity are audited regularly by the Office of Auditor General as mandated by Article 163(3) of the Constitution of the Republic of Uganda, the National Audit Act, 2008 and Section 30 of the third schedule of the Education (Board of Governors) Regulations of the education (Preprimary, Primary and Post-primary Act, 2008 that provides that: “ The Accounts of the Board shall be audited annually by the Auditor General or an Auditor appointed by the Auditor General”. In conclusion, as we pray for the regaining of the lost Glory with the Diocese of Arua especially the Verona Fathers’ fraternity, I want to thank and appreciate all the Stakeholders who contributed to the realization of this great College and the Government of Republic of Uganda for creating an ideal environment for holistic education in the region.
