Veteran burials at Fort Stanton advance By Patrick Rodriguez Reporter patrick@ruidosofreepress.com SANTA FE – An attempt to allow all veterans and eligible family members to be interred at the Fort Stanton cemetery unanimously cleared the House Consumer and Public Affairs Committee on Thursday, meaning that it could be discussed in the lower chamber of the state Legislature by the end of the week. Introduced by Rep. Zach Cook, House Memorial 10 would request the Department of Cultural Affairs, which runs Fort Stanton, perform a study to determine procedures to accommodate the burials. In addition, the Cultural Affairs Department would consult with the Department of Veterans’ Services to identify and consider special needs and desires regarding burial of veterans. The Museum of New Mexico’s Board of Regents voted in
November 2010 to limit burials at the cemetery to deceased Merchant Marines, spouses of Merchant Marines and those associated with the Fort Stanton hospital, which closed in 1953. The permission for burial has been granted by the museum’s board of regents on a case-by-case basis since the new rules went into effect. The effort in the Legislature
is a follow up of a joint House memorial Cook introduced during the 2011 regular legislative session. It unanimously passed the House but died in the Senate. Since the limit on burials at Fort Stanton, about 24 veteran interments have taken place. The permission has been granted by the board of regents on a caseby-case basis. But, Cook said, “We don’t
want those decisions made on a case-by-case basis. It can lead to arbitrary decisions, so we’re just trying to set the standards and the criteria for allowing burials out there for veterans and their family members.” The memorial will either go on to another House committee for recommendation or to the floor for a vote. Unlike a joint House memorial, a house memorial doesn’t go to the Senate. Although a memorial that is passed does not become law, the resolution could influence policy. “When it’s asking a certain government agency to do something, they take them very seriously,” said Cook of a memorial. The study could explore the potential for federal assistance to expand the cemetery to accommodate burials of other veterans and their families. There’s also a suggestion to rename the graveyard the Fort Stanton State Veterans’ Cemetery.
Business leaders urged to supervise lawmakers By Patrick Rodriguez Reporter patrick@ruidosofreepress.com ALBUQUERQUE – Gov. Susana Martinez wants the state’s business leaders and their employees to hold lawmakers accountable for creating a friendlier climate for their companies. Speaking at the Embassy Suites hotel on Jan. 23, the governor urged members of the business community to follow specific pieces of legislation that pertain to them, as well as contact their legislators and show up to committee meetings at the State Capitol in Santa Fe. Martinez said the easiest way for a bill to die in the Legislature is when lawmakers don’t hear about it from their constituents. “Don’t assume that what is going on in the Roundhouse is in the best interests of small businesses,” she said. “You can call them and say, ‘I’m a business in your district and you need to remember who you represent.’ We need to speak in a cohesive and united voice. Your voice has to be heard.” Martinez gave an outline of her legislative agenda, which calls for $92 million in spending on education reform, $55 million in gross receipts tax cuts and $45 million for health care. During her State of the State address last week, the governor asked lawmakers to pass her education reform package, which calls for an end to social promotion and to ensure that students are able to read at grade level.

The governor also said that she wants to end tax pyramiding, or double and triple taxation, for the construction and manufacturing sectors, which have lost suffered from numerous job losses during the past decade. In December 2000, there were 41,900 manufacturing jobs in the state. By June 2011, however, that number had Todd Fuqua/Ruidoso Free Press been reduced to 28,900.
