Ruidoso Chamber Golf tourney generates generous scholarships By Eugene Heathman Editor eugene@ruidosofreepress.com Spirits were high at the Ruidoso Valley Chamber of Commerce last week in anticipation of the holiday season and for good reason; Christmas came early in the form of $6,200 in scholarships to eight local youth organizations. Funds generated from this year’s second annual Chamber scholarship golf tournament at Cree Meadows Country Club in October more than doubled last year’s revenue. Since 1970, The Ruidoso Valley Chamber of Commerce (RVCC) has been a voluntary, action-oriented organization of business men and women work-

ing together to improve the business climate and quality of life in Ruidoso and the surrounding area. RVCC Executive Director Becky Brooks said, “these scholarships are very special this year as Ruidoso businesses and individuals

really stepped up for us (the chamber) to give back to the community, especially our youth.” Receiving a $1,500 scholarship were the Lincoln County Food 4 Kids Backpack Program which provides food for children during the See SCHOLARSHIPS, pg. A7

Tim Coughlin announces candidacy for village council Tim Coughlin, Executive Director of the Boys & Girls Club of Sierra Blanca, has announced his candidacy for Ruidoso Village Council in the March 4 election. “Ruidoso is my home, but it Tim Coughlin seems as though for too long we have ignored the future creating some of the situations we are dealing with now,” Coughlin said. “We need to think toward the future so that our residents and youth have every opportunity to succeed. Every decision that the Council makes, must be with the future in mind. It is time for a fresh face and fresh ideas and I believe I am that person. We need to move forward on a plan to replace our failing infrastructure, help to bring wellpaying jobs to our area, increase our position as a premier tourist destination and most of all provide for our citizens.” Coughlin has previously served as a board

Currently Coughlin serves as the Executive Director of the Boys & Girls Club of Sierra Blanca, Chairman of the New Mexico Chapter of The Professional Association, a member of the Ruidoso Parks & Recreation Committee, and as the Alternate Ruidoso Municipal Judge. “I have always been a team player and welcome differing opinions with an open mind, as no one person has all the answers,” Coughlin said. “We are making huge strides toward changes in our community. As a Ruidoso Village Council member, I can help continue to improve the lives of our citizens and for future generations to come.”

County Manager: letter not intended as intimidation By Erik LeDuc Reporter erik@ruidosofreepress.com

Editor’s note: This is the first of a two-part series following issues between the county, Alto and Greentree Solid Waste Authority. A recent letter sent out to municipalities participating in the Joint Powers Agreement that formed Greentree Solid Waste Authority was not intended to attack seated board members or At right, GSWA Consultant Joe Lewandowski and County Manager Nita Taylor squared off with talking points as GSWA Operational Supervisor Debra Ingle and GSWA board members, from left, Cheryl Bradford of Corona and proxy for Carrizozo; Jackie Powell, proxy for Mark Doth; Sam Hammons of Capitan and Gary Williams of Ruidoso Downs observed.

threaten municipalities, said County Manager Nita Taylor during the Thursday GSWA board meeting. Rather, it was intended as an outreaching gesture to the municipalities involved in the JPA. Unfortunately, the interpretation was almost uniformly different from intention, with board representatives from Capitan and Corona stating that their trustees had felt the letter to be intimidation or an attack on the GSWA council. Possible violation of Open Meetings Act by GSWA board in filing By Erik LeDuc Reporter erik@ruidosofreepress.com Two days after the Lincoln County Commission renewed their contract with Attorney Alan Morel, Greentree Solid Waste Authority, during its Thursday meeting, announced that they would be renewing their conflict of interest complaint against the attorney, this time before the New Mexico Disciplinary Board. In a letter to Board Chairman Steven Gonzales, signed by GSWA Board Chair Sam Hammons and “Cc: GSWA Board Members,” the authority stated that, “Morel became the contract attorney for Lincoln County in or about 1994 and has served continuously in the capacity since that time. He also maintains a general civil legal practice. This complaint involves his representation of Sierra Contracting, LLC, a private for-profit company which directly competes with GSWA.” Morel, speaking Friday morning, said he was not concerned about the allegations. “These are the same allegations that were asserted in District Court that were dismissed,” he said. “It’s absolutely not true, but I’ll let the courts and Disciplinary Council make their own decision.”
