Beginning again at Bonita Park By Sue Hutchison

The ground breaking program for the new event center accompanies memorabilia from the devastating Little Bear Fire in June 2012. Several of the camps outbuilding and peoples homes were destroyed. Many are being rebuilt. Amidst frosted trees and residual snow, Bonita Park Nazarene Camp and Conference Center broke ground for its new event center last Saturday. The camp has been without a gymnasium since the Little Bear Fire in 2012 ravaged the camp, burning more than 130 structures to the ground. Staff, guests and state and local elected officials participated in the affair and braved the 20 degree temperature in the process. The new event center is yet unnamed but will cost approximately $3.5 million. Stan Yocom, execu-

tive director of the camp, reported that more than $2 million was recouped in insurance funds to offset

the cost for the new structure. In the process of meeting the remaining need, Bonita Park has launched

a Capital Campaign effort to raise the additional funds. They have also secured financing to begin the project immediately. In an earlier interview, Connor Bryan, activities director for Bonita Park explained, “It’s a huge step. To get back on our feet we decided we couldn’t wait the five years it might take to raise the money,” he said. The new building will cover more than 33,000 square feet, have an indoor rock wall which is slated to be the third largest in New Mexico, meeting rooms, a snack shop, an elevated walking/running track, basketball and volleyball courts, and more. “One of the biggest hits we took was losing our gym,” continued Bryan while describing the loss due to the fire. The new Event Center will cover that base and add much needed indoor facilities for the camp. See BONITA PARK, pg. A3

Citizens challenge water rate increases By Eugene Heathman Editor eugene@ruidosofreepress.com Voices of citizens were heard during a public hearing Tuesday regarding proposed Village of Ruidoso water rate increases. Burdened with drought, after effects of the Little Bear Fire and a patchwork delivery system, village staff has been exploring financial options to meet the costs of water production and ongoing infrastructure repairs while council considers water rate increases and General Obligation Bonds to fund total water line replacement in some areas. With the Village of Ruidoso Utility Department reporting an average of three to four water leaks per day, current water revenues only fund operational costs with minimal maintenance to the villages failing infrastructure of water lines. Currently Ruidoso is losing approximately 30 percent of water produced. According to data

supplied during a workshop in November a typical municipality loses just 10 percent. The current rate structure applies $3.07 for maintenance fees, $3.35 for capital maintenance, a base rate of $14.44 for residential and $18.64 for commercial. Proposed rate adjustments to the ordinance would be to increase the capital maintenance fee for residential and commercial to $6.93 and the base rate for both to $17. This would not include trash removal, sewer charges and applicable taxes. Every 1,000 gallons of water delivered to Ruidoso’s business and

That is closer to one-third of all voting age eligible persons in the village,” Currier said. The intent locally, is to continue See COUNCIL, pg. A3

Grindstone trails receive monetary boost By Eugene Heathman Editor eugene@ruidosofreepress.com Becoming a more diverse outdoor recreation destination through a dynamic network of multi-use trails bordering the Village of Ruidoso received another boost Tuesday as councilors ratified a one-year agreement with Tony Boone Trails, LLC, with $49,500 to construct additional trails. The Grindstone trails are a multi-use trail system for Lincoln County that will stretch more than 96.6 miles in Ruidoso and Lincoln National Forest. Currently, Phase 1 of the Grindstone bike trail is

complete, which includes 6 miles of trail. Also funded is Phase 2, which will add 12 miles to the trail. The $49,500 from Tuesday has Tony Boone Trails, LLC, providing Project Management Services to the Village of Ruidoso will cover the construction of approximately 6.2 miles of new purpose-built trails for mountain bikers at the Grindstone Trail System. The trails project concept relied heavily upon cooperation with the U.S. Forest Service since most of the trail system is on public forest land bordering the village. The trail system will offer several access points and trail ! IEWS S.B. V
