Downs Police Chief resigns By Eugene Heathman Editor eugene@ruidosofreepress.com Ruidoso Downs Police Chief Doug Babcock resigned Friday after being placed on probationary status two weeks ago. Ruidoso Downs Mayor Gary Williams announced the appointment Corporal Christopher Rupp as interim Police Chief, effective Aug. 6. “This is a temporary appointment to the interim position until Ruidoso Downs can conduct the process of hiring a new police chief,” Williams said. Ruidoso Downs councilors decided to monitor the former chief for a period of 60 days following a report presented to City Clerk Carol Virden by four out of five Ruidoso Downs Police Officers. Babcock has not yet announced the reasons for his resignation.

The report delivered to the Ruidoso Free Press addresses a variety concerns involving Rupp including alleged misappropriation of state DWI grant funds in addition to unresolved procedural and safety of Downs police officers against Babcock and specifically his second in command, Corporal Rupp. The Police Officers and Dispatchers of the City of Ruidoso Downs and the Ruidoso Downs Police Department, with the exception of one patrol officer, all contributed their thoughts and documentation in solidarity, and according to the report, as a good faith effort to bring excellence to the workplace, the Ruidoso Downs Police Department. Capitan schools opening amid construction By Sue Hutchison Reporter suehutch@valornet.com School begins next week at the Capitan elementary, middle and high school campus. As students arrive, they will find significant changes have taken place during the summer. With high school students relocated throughout the campus during construction, the 2013-14 academic year will present challenges. “Teachers will be out of their classrooms and will help students find their way,” said Ed Vinson, Capitan School Board member. Vinson was on campus to monitor progress of work before students arrive for classes next week. Capitan voters approved a

bond election in spring, 2013 which opened the door for the school district to implement changes which will assist in the security and safety of students while becoming a more environmentally aware campus. The last bond issue came to voters almost years ago and failed by 31 votes. The Capitan School Board presented their concerns to the community before the election regarding what they believe were priorities for student safety and ecological and fiscal responsibility. Current improvements are the result of the successful bond election. When visitors, students and parents first arrive, a significant change is the entry.

“We’ve relocated the entry to Tiger Drive,” explains Vinson. The north end of the existing parking lot will be fenced and become construction storage, he explained. The temporary entrance will be relocated back to the original on Hwy 380 once work in completed. Also being utilized as storage is an area which will become an outside terrace, according to Vinson. “Using space here saves us from having to rent storage elsewhere,” he explained. With administration being

moved to the west end of the high school campus, visitors and parents will check in from the parking lot, which will eliminate the need for unauthorized foot traffic on campus. Visitors will also have access to a conference room to speak with students as needed without requiring them to walk school hallways. Sharing the road: Severe bicycle accident reported on weekend By Erik LeDuc Reporter erik@ruidosofreepress.com Bicycling in Ruidoso is growing. Clubs and events report consecutive banner years for attendance and Ski Apache has just given cyclists another reason to rejoice after the inaugural opening of its first bicycle trail from the top of the resort. Yet with more cyclists comes more dangers, such as a recent, severe accident that took place on the corner of Brady Canyon Road and Mechem Drive. Kendall King, a local cycling enthusiast and businessman, can attest to that. On Sunday King was doing what he does most every morning - skipping the gas pump to pedal his way from his home on the fringes of Upper Canyon to Zocca Coffee, a trip of perhaps five miles on relatively easy terrain - at least compared to the usual rugged, steep terrain he’ll speed and leap over on his mountain bike.
