We’re fortunate to enjoy a collaborative relationship between the City and the Roseville Area Chamber of Commerce, and so, beginning in January, the city manager and mayor came to the Board of Directors meeting to discuss the challenges, as well as possible solutions to those challenges – such as tax increases.

The Board – myself plus 20 other individuals – had an initial reaction of “no, absolutely not”.

Over several months of meeting with the City Manager and mayor, we were educated on exactly why this solution was in everyone’s best interest.

The City of Roseville is an incredible city in which to work and live. Our businesses and residents are proud to be here, which we can attribute to many wonderful reasons – quality of life, educational system, and low crime rate – to name just a few. The city has consistently ranked in the Top 10 cities in California in every metric, and have continued to be prudent stewards of their budget for the benefit of all – something that can easily be taken for granted. After the recession hit and the years that followed, the City was able to maintain quality-of-life services while minimizing cuts – they reduced staffing, implemented pension reforms, cut hours at city facilities, and cut community events to maintain a balanced budget and service levels. The City borrowed from other funds that need to be replenished now that we are safely beyond those economically uncertain times. Today, in addition, the City has been dealing with increased obligations passed down from the state, deferred maintenance costs, and all the while a slowing of revenue growth. With all of the increased obligations, the budget deficit is expected to be $2 million-$3 million per year, for a minimum of 5 years, in order to maintain the levels of service, More than a year ago, the City began appealing to its residents and businesses to participate in a yearlong effort – Engage Roseville – to prioritize city services and determine acceptable options to align service levels with revenues. This allowed our community to impact decisions on what services were most important to them. In addition, the City made available an

interactive budgeting tool that allows the community to close the budget gap, make cuts (with impacts), and match expenses to revenues. A survey also went out to the community and we learned that the majority of the participants preferred raising revenue over cutting and eliminating services that make our City what it is.

Our current sales tax rate is the lowest in the state, at 7.25% – for context, sales tax in California ranges from 7.25% to 10.25%. Of that 7.25%, the City of Roseville gets to keep just one penny.

As a result, the Roseville City Council unanimously approved giving the community the opporutnity to decide by placing a half-cent locally-controlled general sales tax measure on the November 2018 ballot, Measure B. The entire half-cent would go to the City of Roseville and would not be able to be taken by the state. If voter approved, the measure would generate an estimated $16 million-$19 million annually in new revenue to protect essential Roseville services such as public safety, roads, parks, recreation programs, and libraries. Measure B would also include independent citizens’ oversight board and regular audits.

In May, after months of meetings and research, the Roseville Area Chamber of Commerce Board came to the unanimous decision to support Measure B – a stark departure from our unanimous reaction to deny it, all those months back.

No one likes more taxes, but after studying the information gathered from Engage Roseville, the surveys, and reviewing the budget, revenue generation is how we will be able to preserve our quality of life in Roseville. I strongly encourage you to take the time to review the budget, the process it took to put a tax measure on the ballot, and fully engage in the future of our amazing City of Roseville.

Roseville City Council places half-cent sales-tax measure on November ballot Dominick Casey City Manager

Roseville was founded on a vision.

In 1909, Roseville incorporated as a city, corralling the community’s spirit of self-determination and desire for local control to ensure a high quality of life. The city and community have worked hard over the last several decades to implement the vision we enjoy as a reality today.

The city has faced challenges head on, taking action to address problems without delay. Since the Great Recession, we’ve been working to close a budget gap as expenses have increased.

And like all California cities, we are facing shifting consumer spending habits which are slowing our revenue growth. To date, we’ve been successful at closing the gap in ways that haven’t been too noticeable to the public.

But we’re at a point now where budget cuts will be increasingly noticeable in our community. The city services and maintenance standards the community has come to expect are unsustainable and are starting to decrease and decline.

As a service organization, our biggest expense is labor.

We’ve successfully worked with our labor groups to reduce salaries, reduce the growth of salaries and reduce benefits to new hires. The number of city employees has declined even as the city has and will continue to grow.

We’ve trimmed costs and conducted independent audits to ensure we’re working at maximum efficiency. We’ve made cuts. We’ve tightened our belts.

On the revenue side, we’re limited as well. Taxes and fees are the main options we have to increase funding. Currently, Roseville is at the state-mandated minimum sales tax rate of 7.25 percent of the purchase price. It’s important to note that the City of Roseville receives one penny of the 7.25 cents of sales tax on every dollar of purchase, with the rest going to the State and some to the County. For online purchases, the City receives less than a penny for every dollar spent.

We’ve spent the past year reaching out to you with EngageRoseville – in person and online – gathering thousands of your ideas and opinions for ways to close the budget gap and enable the community to express and prioritize opinions concerning City services.

You spoke, we listened, and our budget reflects that. We’ve done a lot of hard work. The options are limited and the choices are getting tougher.

Through the EngageRoseville efforts, the majority of participants told us they’d prefer to find ways to increase revenue over cutting services in order to protect public safety, roads, parks, recreation and libraries. This is why the City Council put a half-cent sales-tax measure on the November ballot. It would generate approximately $16 million to $19 million annually. This would add 50 cents to the price of an item that costs $100 and is estimated to cost a Roseville family of four an additional $67 a year.

If a new revenue source is not secured, we will have to be prepared to make further cuts to our standards and services to close the budget gap. You can gather the facts at Roseville. ca.us/measureB in order to make an informed decision.

Part of our rising expenses include pension costs. We’ve taken the steps available to contain them, and employees are now paying the maximum contribution. The reality is the City is obligated to pay its pension obligations. Relief is in sight, as employees with lower benefits—due to our recent cost-control efforts—begin to retire. But a change in state law is needed in order to be able to do more at this point.

HOW SUCCESSFUL NETWORKING CAN HELP MARKET AND GROW YOUR BUSINESS Lori Prosio started Prosio Communications five years ago at her dining room table. Now, she leads a team of 15 and her firm is one of the top PR and ad agencies in the Sacramento region.

Prosio shares a few tips on how networking can help market your business.

While some networking events are large in scale, others can be significantly smaller and lend themselves to more of a one-on-one interaction. As a business owner, I realize how valuable networking opportunities are as a way to identify new business leads for my company, align myself with like-minded individuals, and become more familiar with the community I live and work in.

Whether it’s an industry event, a local chamber meeting or a government update on current events happening throughout your city, where there are professionals, there are always opportunities.

Networking is key to establishing visibility for you and your business, and if you make it a priority and a consistent practice, it will allow you to build relationships with potential partners, clients and even make some friends along the way.

Making connections during an event is always important, but don’t forget to network AFTER the event. Staying connected after an event or engagement is crucial – you should be reaching out to anyone you met within a few days of attending the event, while your initial introductions are still fresh. But don’t stop there – you should think of networking as actively fostering a relationship, and like any relationship, it requires maintenance. Suggest a coffee date or send along a quick “plus-one” invite to a seminar or another event that

you’re attending that may be of interest to your new contact. It’s not just about what both parties can provide to each other, but a chance to see what opportunities you can seek together - networking should lead to some form of collaboration to truly be successful.

Networking should be a constant act of engagement for you, your business and your staff. We are all busy, and sometimes networking may feel like a chore, but making it a priority can benefit both you and the long-term success of your career or business. In addition to the advantages of socializing with your business community, being more connected to your community can provide future opportunities for business pursuits, ongoing access to valuable resources and various growth opportunities. You should think of networking as an investment in your professional career, or in your business - the more effort you put in, the more likely you are to net a sizable return.
