I have been involved in a lot of non-profit entities through the years and one thing that is very apparent is that good volunteers are vital to the success of any organization. The volunteers who support the Roseville Area Chamber of Commerce are some of the best! People volunteer for a variety of reasons and volunteering is mutually beneficial. Organizations are able to accomplish much more than they could afford and can pull from a diverse and experienced group of people. Volunteers get to meet and network with a new subset of ambitious people, they get the good feelings that come with serving, and they receive recognition. I would like to recognize some of the volunteers that do so much to make our Chamber the best. The list is in no way comprehensive and I would love to recognize everyone individually but that is a daunting task. Please know that if I didn’t mention you personally, you are still very much appreciated. Let me start off with our fabulous Board of Directors. The wealth of experience and business acumen at our board meetings is astounding. All are committed to making the Chamber a force for good in our community. I have come to admire the amount of time and effort our Past President, Brian Ivie, put into serving as President last year. Our Incoming President, Kristen Holihan, does so much behind the scenes. She will be a major upgrade from this year when she starts. Without further ado, let’s hear it for our volunteers!

There are so many ways one can volunteer in the Chamber. Those who do certainly enjoy the rewards of service. If you are one of many that make the Chamber what it is by volunteering and giving back, thank you!

NEWS FROM THE CEO
Chief Executive Officer Wendy Gerig
New Developments in Roseville The Roseville area is a constantly evolving region with new projects being proposed, discussed, and acted upon every day. For those of you who aren’t aware of the latest developments, here is a brief synopsis of what is currently underway in our beautiful city.

First, the McKesson Corporation is officially slated to open a medical supply distribution center at 7701 Foothills Blvd in Roseville. The center will employ 166 people, and is scheduled to open around July 2018. McKesson is listed as the fifth-highest revenue company in the United States by Fortune.com, and is expected to contribute to the largest employment sector in Roseville — the medical industry. This is a fantastic addition to the Roseville area, and we are thrilled at the economical and developmental benefits that it will bring. Secondly, we would like to thank now-former Roseville Police Chief Daniel Hahn for his excellent service to our great city since March of 2011, and we wish him the best of luck on his new journey as the Chief of Police for the City of Sacramento. That being said, we would now like to welcome our new Police Chief, Jim Maccoun. Chief Maccoun served as Roseville’s Assistant Police Chief since 2014, and will officially take over his new role in midAugust. Having grown up in Roseville, Maccoun says that he “look[s] forward to working with our community, continuing to build our team, and developing the next generation of leaders in the department.” Congratulations, Chief Maccoun! We know you will excel in your new position, and will do your due diligence to keep this city safe. Lastly, at the Chamber's monthly Economic Development & Government Affairs Committee meeting in July, David Attaway CEO of Placer Valley Tourism - shared with attendees the exciting plans underway at the Placer County Fairgrounds. Phase 1 of renovations has begun, which includes work on the 2 existing buildings - Jones and Johnson Hall - along with improvements to the pedestrian areas, barn areas, and the Washington Blvd corridor.

Jones Hall
Two pleasant surprises were “uncovered” in the early stages of the renovation - a fabulous, almost pristine, wood ceiling in Jones Hall, and the exterior has what appears to be Gladdy McBean tiles on the front of the building, which had been painted over and hidden all of these years!
Roseville Area Chamber of Commerce, is proud to be an accredited five-star Chamber of Commerce. The Accreditation Program was instituted by the U.S. Chamber to recognize effective organization performance. Only 10% of the Chambers throughout the nation successfully complete the accreditation process for this voluntary program and less than 1% achieve five-star status.
Construction on Phase 1 is slated for completion in 64 days...what a fabulous improvement for Central Roseville! Phase 2 will certainly be even more exciting! w w w. R o s e v i l l e A r e a C h a m b e r. c o m

CITY UPDATES How Will Service-Reduction Options Presented at CPAC Meetings Affect City staffing? Rob Jensen City Manager
In July, the City kicked off the eight-month Engage Roseville effort under the City Council’s direction to get residents and customers engaged in issues affecting city services. While the effort focuses on closing a $14 million budget gap, we don’t anticipate an immediate budget reduction of this magnitude, but we need to be prepared. Barring new revenue streams, the current gap is anticipated to widen to this level due to a fundamental shift in the way people spend (which reduces our sales tax revenue), and our lack of control of increasing expenses (such as pension costs, unfunded state mandates and regulatory burdens, increases in minimum wage, and health care reform). We’re being proactive by starting early with this community discussion. Because we forecast expenses will outpace revenues in the next 3-5 years, we need to figure out how we will live within our means in accordance with Council policy. This means our service levels (expenses) will need to be reduced to align with revenue. The priorities derived from the CPAC and Council from this exercise will act as a guide for future budgets in the event we need to make reductions. Specifically, the CPAC will be evaluating and prioritizing what services we offer the community, not how we deliver them. Delivery of services has been addressed through management audits and ongoing refinement through staff suggestions, technology innovation, and customer feedback. 4
page
This effort will help us better understand community priorities and to create a sustainable operations plan for the next several years. I encourage you to learn more and to get involved at roseville.ca.us/engageroseville. I also wanted to address two areas of particular concern I’ve heard from the community: • Managing staffing levels: In the past 10 years, our population has grown and the City’s General Fund staffing levels have decreased, resulting in a 39 percent reduction per capita in staffing during that time. In addition to being understaffed, 30 percent of our workforce is age-eligible for retirement. Because of these factors, we plan to reduce labor costs through attrition, so no layoffs are anticipated moving forward. • Planning for economic realities: Roseville has a strong tradition of sound fiscal management, which is why we’re one of the first cities you’ll hear about tackling these issues that affect all California cities. All California cities are affected by our state’s tax structure, shifting consumer trends, rising costs, and unfunded requirements from the state. We’re taking a leadership role by proactively addressing these trends and realities, which allows our community to have options. This approach gives our community more control: We’re able to prioritize services and make decisions about funding now to minimize the impact of flat revenues and rising costs in our budgetary forecast.
