CITY COUNCIL TO WEIGH IN ON PROP. 36 & MORE
TECONOMIC & GOVERNMENT AFFAIRS
his November, Californians will be asked to vote on Proposition 36 – The Drug and Theft Crime Penalties and Treatment-Mandated Felonies Initiative. The initiative’s proponents submitted over 900,000 voter signatures, exceeding the required 546,651 to qualify for the November ballot.
The initiative has garnered support from small business owners, victims of fentanyl, social justice leaders, community organizations, and elected officials, and aims to address the rising issues of drug addiction and theft exacerbated by the 2014 voter-backed Prop. 47, which lowered penalties for these crimes. Prop. 47 more than doubled the amount a person could steal before facing a felony charge from $400 to $950, by requiring that thefts under $950 be charged as misdemeanors.
The Roseville City Council’s Law & Regulation Committee has referred this initiative to the full City Council to consider taking a support position. It is anticipated this item will be on the City Council agenda at 6 p.m., Wednesday, August 21, in Council Chambers at 311 Vernon St.
Key Proposals of Prop.36:
• Drug and Mental Health Treatment: This proposal mandates treatment for drug addiction with enforceable legal consequences for non-compliance, aiming to support recovery.
• Tougher Laws on Drug Dealing: It proposes increased penalties for drug dealers, especially those involved with fentanyl and other hard drugs, with provisions for murder charges if trafficking leads to death.
• Revising Theft Penalties: The initiative seeks to reintroduce harsher penalties for repeat theft offenses, target "smash and grab" crimes, and allow for the aggregation of theft values to elevate charges to felonies.
The initiative introduces "treatment-mandated felonies," which combine judicial discretion with mandatory treatment programs to effectively curb the cycle of drug use and criminal behavior.
As we consider an advocacy position on this initiative, our City’s efforts remain focused on the priorities the City Council outlined in its strategic plan, including to Ensure a Safe and Healthy Community, Enhance Economic Vitality, and Support Community Engagement and Advocacy (Roseville.ca.us/strategicplan).
To this end, as outlined in the City Manager’s Budget Message for FY 2024-25, the Roseville Police Department’s efforts include establishing the Real Time Crime Center, serving as RPD’s command and digital briefing center for critical incidents (RTCC assisted on 413 calls for service in 2023); and being awarded a $600,000 Retail Theft Suppression Grant, to be used for additional Flock cameras, other Investigations Unit technology, and overtime funding for retail theft enforcement operations, such as Operation Grinch during the holidays (roseville.ca.us/cmbm).

Cybersecurity is a layered approach and there is no one-size-fits-all process for securing an organization. In many cases, it takes dozens of layers to protect your organization and reduce the risk and damage of a cyberattack. Below are four basic layers you can use to begin the process of protecting your business.
Tip 1: Turn on Multi-Factor Authentication (MFA)
Enabling MFA can help block automated cyber-attacks, it requires users to provide two or more verification factors to gain access to a resource such as an application, online account, or VPN.
Tip 2: Update Your Software
Keeping your software updated ensures you have the latest security patches, protecting your systems from vulnerabilities and reducing risk. Regular updates for operating systems, applications, and antivirus software help close security gaps.
Tip 3: Think Before You Click
Be cautious of unsolicited emails, especially those that create a sense of urgency or contain unexpected attachments. Always hover over links to see the actual URL and consider using email filtering tools to reduce the number of phishing attempts that reach your inbox.
Tip 4: Use Strong Passwords
A strong password should combine uppercase and lowercase letters, numbers, and special characters. Alternatively, pass phrases—a series of random words or a memorable sentence—can be easier to remember and just as secure. For example, a pass phrase like "BlueSky!Monkey*Jazz" is both strong and memorable. Avoid using easily guessable information such as birthdays, common words, or sequences like "123456."

MECONOMIC & GOVERNMENT AFFAIRS
easure B is a proposed ½ cent sales tax for transportation funding that would be collected in the Cities of Lincoln, Rocklin, and Roseville beginning in 2025. It was developed by the Placer County Transportation Planning Agency (PCTPA) following a public process to identify and prioritize transportation funding needs in our region. The funds would be used to address growing traffic congestion and declining transportation revenue. The three cities are part of a special district that was formed to address current and future transportation infrastructure needs in our region. If passed, Measure B would generate around $1.58 billion over the next 30 years.
Measure B funds must be spent on transportation investments that benefit the District and cannot be taken by the State or used for any other purpose. In addition, the money must be used to supplement existing transportation revenues and may not replace current funding. The development community will continue to pay its fair share and existing funding from local agencies will remain the same as well.
According to PCTPA Executive Director Matt Click, “Competitive funding programs require local funding matches which can be provided by Measure B allowing us to leverage those funds and increase transportation funding in our region.”
Safeguards for Measure B include the creation of an independent Citizen’s Oversight Committee which will review all revenues and expenditures using Measure B funds. The Committee will have full auditing power and all its meetings will be open to the public.

"BIG BOY" ROLLS INTO ROSEVILLE
The world’s largest operating steam locomotive, Big Boy No. 4014, was on exhibition from July 12-13, drawing in large crowds and an economic jolt to Downtown Roseville. The Big Boy locomotive dates back to World War II, when twenty-five Big Boy locomotives were built for Union Pacific to transport heavy freight during the war. Out of the twenty-five, eight are still preserved, but Big Boy No. 4014 is the world’s only Big Boy still in operation.
Big Boy No. 4014’s stop in Roseville was not only a celebration of the rail car’s deep history, but an important reminder of Roseville’s railroad town story. In the late 1860s, the California Central Railroad and the Central Pacific Railroad intersected into an area by the name of Junction. Over the next forty years, Junction evolved into Roseville, where in 1906, the Southern Pacific railroad transferred its facilities to Roseville. The railroad became a central part of Roseville’s growth, stimulating trade, increasing residential development, and serving as one of the area’s major employers, with a peak of about 6,000 employees in the 1940s and 50s. Roseville’s trainyard was soon majorly expanded, marking the return of Roseville as a major West Coast rail center. Currently, Roseville’s railyard is one of the largest on the West Coast, seeing 98% of all Northern California rail traffic and being the third largest employer in Roseville at around 2,000 employees. Roseville’s railroad-town roots continue to hold a tremendous impact, and Big Boy No. 4014’s tour is a noteworthy reminder of the city’s history.

IGNITE CORNER: Q2 ROUND UP!
In April, we kicked things off with our Coffee Chat at Safe Credit Union. It was a pleasure to hear from Tania Nunez, Director of Planning, Design & Construction at the Sac State Placer Center.
Our biggest event of the year, The Bash, took place on May 2nd and was a resounding success! With over 400 attendees at Vernon St Town Square, this year’s event was a fantastic change of venue from the Downtown Roseville pedestrian bridge. We had more than 20 vendors, including nonprofits, local restaurants, breweries, and top-notch local wineries. Local band Adam Aldama and The Aces provided great entertainment, making it an unforgettable evening. A big thank you to everyone who supported The Bash and our Roseville professionals and non-profits!
On July 12th, we enjoyed an exciting Ignite Offsite tour of the FBI Sacramento Field Office here in Roseville. With over 60 attendees, this event was a fascinating experience. We had the opportunity to hear from the public relations representative and the lead agent responsible for FBI hiring. A huge thank you to the FBI for hosting us.

RRoseville mourns the passing of Aldo Pineschi, a beloved figure whose deep roots in the community shaped his lifelong dedication to service and leadership.
Aldo's professional trajectory was distinguished by his roles in political consulting focused on local campaigns and community relations. Aldo's love for politics was palpable, evidenced by his involvement in numerous political

Tuesday, June 18 the Sierra College campus in Rocklin was the center of the region’s efforts to advance breakthrough strategies for preparing youth and working-age adults for well-paying jobs. The Sierra Workforce Summit was made possible by collaboration between Sierra College and business leaders including the Roseville Area Chamber of Commerce, which was part of the planning from day one.
The Sierra Workforce Summit addressed the needs of employers faced with a growing economy, changing skill demands, hard to fill positions, and new technologies revolutionizing how work gets done.
Speakers and sessions at the Summit included:
•Opening keynote address by Lance Hastings, CEO of the California Manufacturers and Technology Association
•Futurist Keynote by Todd Trotter, Senior Vice President for Human Resources, Kaiser Permanente
•Employer focused sessions with major local employers including Bosch, Trane, Placer County, and Kaiser Permanente
•Panel on the future of workforce development including Roseville Area Chamber CEO Rana Ghadban
•Roundtables of local education leaders on employer needs and aligning the workforce pathways
Wrapping up the event, Sierra College Superintendent/ President Willy Duncan challenged the attendees with, “Sharing of ideas is valuable but won’t move the needle on preparing our region for the workforce challenges of today and the future. I would like to offer a call to action, a big goal moving forward. This is a vision, a pathway of our own, and something that we can take from today’s Summit and begin to work on.”
