It is not by chance that we live in such a well-planned and thriving community. Roseville is a great place to run a business, has award-winning schools, and is a wonderful place to raise a family. Our city government has planned well to provide excellent services while still being fiscally responsible. However, for the last two months, and for the next several, the City of Roseville is meeting with a committee of local business owners and residents to discuss options for decreasing expenditures in response to the decrease of sales tax income. Though it seems to me like the malls and shops are busier than ever (kudos to the Galleria for still being a premier location for people to gather), the sales numbers, at least according to the sales tax income, are decreasing. Decreased revenue for a city means that cuts have to be made. I have full confidence in the City and their committee task force to make the right decisions, but I know that we can help. Part of what makes Roseville a great community is the vast number of retail shops we enjoy. From the Automall to the Galleria, and from Wal-Mart to mom-and-pop boutiques, we have it all. People come from many miles away to shop with us. However, with internet shopping becoming increasingly easier and quicker, retail shops are starting to take a hit.

I know that technology is changing the way we do business, making us a more global economy. I am certain this will force cities and states to adapt to maintain their budgets. CITY UPDATES
Economic Development in Placer County Jack Duran
District 1 Supervisor
There are a number of exciting and unique projects currently underway in Placer County that stand to become integral parts of not only the county’s economic health but also the region’s. Whether we look at the two university projects that are underway, Regional University and a satellite CSU campus, or the various residential projects that are finally underway, there is a lot of economic development occurring in Placer County. One of the most exciting projects has to be the renovation of the Placer County Fairgrounds. Placer Valley Tourism is leading the charge with these renovations and once complete, this property promises to become a central focal point not only for the county but the region as a whole. Part one of the project will see the renovation of Jones and Johnson halls along with a new, more accessible parking lot and interior walkway areas. Part two will see the construction of the 130,000-square foot multi-purpose events/sports complex as well as a commercial kitchen. Frontage along Washington Blvd. will see added foliage and shrubbery. This is a great project that demonstrates the county’s ability to get things done when the interested parties are willing to work together towards a common goal. The Fairgrounds, or The Grounds, as it will be known, is a community gem and I am excited to be a part of something that will be there for decades to come. Economic development of any area generally includes new residential development projects. Riolo Vineyards recently received from the county 11 building permits for its first model homes. This is the first time the county has approved building permits for a specific plan and I was honored to be able to take part in the distribution of those permits. Another development project currently in the process of submitting tentative small and large lot maps is Placer Vineyards, which is probably one of the biggest projects in Western Placer County. This is a project that has been dogged by naysayers who said it would never break 4

ground. Yet, now the project has been green-lit and could break ground in 2018. It goes to show what can be done with a positive vision and a lot of focused, hard work. There is no doubt that the region will benefit economically and socially from this development as it will lead to new, wider roads out in the westernmost part of the county. Placer Ranch and the Sunset Area Plan are two of the most important projects in the area. The Sunset Area will become the economic driver for not only Placer County, but the region as well, and Placer Ranch will play a key role in this venture by providing nearby housing and other amenities to the workforce employed by businesses in the Sunset Area. Work has started on the master planning process for preparing an environmental impact report for the Sunset Area, one of the first steps needed for development. The Sunset Area is an 8,900-acre area in unincorporated western Placer County and Placer Ranch is 2,213 acres of land entirely within the Sunset Area. Placer County is working to create an area that attracts national companies that will set up shop in warehouses, office complexes and industrial facilities. The county is doing everything it can to streamline the ease with which businesses are able to set up shop in Placer County. We have compiled a database of available properties and attributes that can assist in determining the best location for a business owner. We are also working to establish a business center to house an array of services offered to prospective business owners. These services will include information about planning and permitting, business planning, marketing, loan readiness and hiring assistance. As always, it is an honor and a privilege to serve you. Fairly complex laws and governing documents that are set in place to achieve those outcomes. An association is typically responsible for exterior maintenance such as yards, roofs, paint and so on. They also may maintain roads, gates, parks, and recreational facilities. These maintenance and operating costs are funded by mandatory owner assessments. If you live in an association that’s run poorly, it can not only cost you excess money in the short term, but also it can cost you when you sell your home. Association management and accounting is much more complicated and specialized than you might think. HOAs are governed by a volunteer Board of Directors elected by their fellow owners. They need help from Community Association Management companies to fulfill their responsibilities. That is what the CiD Consortium, LLC does and has done for over 40 years.

How do your reserve accounts look?

Does your association appear blighted?
•
Do you get your annual disclosures on time, if at all?

Are meeting times and agendas published 72 hours before hand?

How do the financials look? Is the association always broke?
•
Are you still using old-school payment books?
•
When is the last time your board reviewed the governing documents?
•
Is the association handling “That one neighbor” correctly?
