Each year from 2000 through 2015, more people moved out of California than moved in from other states. A more recent report by the California Legislative Analyst’s office shows that between 2007 and 2016, a million more people have left the state than have moved in from other states. Similarly, this trend continues into our education system. If current trends in the labor market persist, by 2030 California will have a shortage of 1.1 million workers holding a bachelor’s degree. Because of this, it is imperative that we address our educational system and our workforce when it comes to developing a comprehensive plan to respond to changing times and trends.

Access to education for the jobs that we offer is an important consideration for how we are preparing the next generation of California workers. By leveraging our existing education system in tandem with our workforce needs, we can better create avenues to keep our youth educated and local when the time comes for them to join the professional sector.
Internships are an often-overlooked strategy to transition California youth into California workers. Employers can use internships as a cost-effective recruiting strategy for services received at a low cost, as well as to convert interns to full-time employees seamlessly, which reduces or eliminates any training-related costs. Additionally, employees who start out as interns are also more likely to stick around than those who did not start as interns, so there’s a positive impact on the longevity of a worker’s lifecycle within the company. Twice a year, the Roseville Area Chamber hosts an Internship Panel with local industry and career center staff from Sacramento State, Sierra College, and William Jessup University. These events help our local businesses not only understand the benefits of providing internships, but also how to start a successful program within their own companies. 2) Apprenticeships Apprenticeship is a system of learning while earning, and “learning by doing.” It combines training on the job with related and supplemental classroom instruction. There are over 800 occupations in California across a variety of industry sectors that are prime candidates to foster apprenticeship positions. At present, about 2/3 of California’s 54,000 apprentices are training in building and construction trades occupations. There are also significant numbers of apprentices in training as barbers, cosmetologists, firefighters, machinists, auto mechanics, and in public safety. In these changing times, apprenticeships will strengthen our educational system, our communities, and California’s economy by giving youth and other workers new, high-road career opportunities. 3) Mentorships Mentoring is a relationship between two people with the goal of professional and personal development. Mentors become trusted advisers and role models – people who have “been there” and “done that.” Who among us couldn’t benefit from some guidance? Or, offer guidance to those early in their life path. Mentors offer an established resource for support, and encourage their mentees by offering suggestions and knowledge, both general and specific. The goal is help mentees improve their skills and, hopefully, advance their careers. Not everyone is capable of implementing an internship or apprenticeship program within their place of business, but most of us can offer our professional and life experiences to our state’s youth and set them up on their best path to success here – locally. Moving forward It’s hard for us, as individuals, to feel as if we have the ability to make an impact on our state’s employment environment. However, not only can we offer resources to our employers or colleagues – such as those provided by the Roseville Area Chamber – but we can also offer our own experiences and lessons learned to the next generation to secure a bright future for the state we all share and love.

As a member of the Roseville Area Chamber of Commerce, you will always have a voice at the local, regional, and state levels of government. Every month, I meet with Roseville’s City Manager, Mayor & Chamber President. At these meetings I help to advocate for larger issues like local tax ordinances, roadway projects, etc. and smaller issues that are of concern to our individual members.

I also sit on the Board for Placer Valley Tourism, where my role is to help guide the tourism agencies in Roseville to try and attract visitors to this area, because more visitors means outside money being spent on hotels, shopping, etc., which ultimately increases sales for these businesses and sales taxes for the city.

Additionally, I participate in weekly phone calls with the California Chamber of Commerce and, through the creation of the United Chamber Advocacy Network (UCAN), we are now able to advance a state-level policy agenda of primary importance to our members.

CITY UPDATES Advocating Roseville’s Interests at the State and Federal Level Dominick Casey Acting City Manager
Each year, thousands of new bills and regulations make their way through government at the state and federal levels. They could significantly affect the safety in our neighborhoods, the quality of our infrastructure, the cost of our utility rates, and the privacy of our information. Advocating on legislation and regulations that affect you is one of the City Council’s top priorities. Council recently approved our 2018 Legislative Platform, posted on our website, which guides our advocacy efforts at the state and federal levels. It’s an important way we keep the interests of our community top-of-mind among legislators and regulators. Our focus is always on maintaining local control, ensuring that the City receives appropriate and full funding for services or benefits we’re required to provide, protecting revenues, and promoting financial flexibility to address issues. Key topics for Roseville this year include: public safety issues related to opioid abuse, affordable housing and homelessness, affordable and reliable water and power, infrastructure funding, cybersecurity, and funding services and programs at our parks and libraries. In addition to monthly meetings here in Roseville with our state and federal representatives, we spend time at the state capitol and in Washington DC throughout the year. We meet with legislators on key committees that weigh legislation affecting our community. We also meet with federal agencies such as the Veterans Administration, US Army Corps of Engineers, and the Department of Housing and Urban Development. Relationships we build increase our effectiveness. Advocacy efforts have saved the city millions of dollars, saved ratepayers millions of dollars, and brought more funding to address housing and infrastructure needs in our community. Often legislation is written without a complete understanding of how it affects various facets of our society. With Roseville’s close proximity to the State Capitol, we regularly offer our expertise in a variety of industries from public safety, transportation, and parks, to electric, water, and land use as we meet with decision-makers and testify on these matters. The effort has paid off. In many instances, we’ve been able to help reshape legislation to minimize adverse effects on our city. The City Council’s Law & Regulation Committee meets monthly and its meetings are televised and streamed online. We also raise awareness through our e-newsletters and meetings with community partners, including the Roseville Area Chamber of Commerce, Roseville Coalition of Neighborhood Associations, industry associations, and regional organizations. The shifting legislative and regulatory environment is proving more challenging than ever. Increasing uncertainty demands a high degree of vigilance as the City of Roseville prioritizes legislative advocacy in the best interests of our residents and businesses.
