As a chiropractor, I make my living off of referrals. I am blessed to have a large patient base that regularly refers their family and friends to me. A personal recommendation is certainly the best source of new business, and it’s no secret that the Roseville Area Chamber of Commerce does a fantastic job of referring their members. Another great source of new business is when people search online. What makes searching online so effective are the positive reviews and social media recommendations that so many great patients are willing to share.

I would venture to say that the vast majority of businesses in our area rely on, or at least are affected by, online reviews. Yelp and other search engine reviews can make or break a budding business. Referrals by word-of-mouth or through social media also can make a huge impact. In fact, our reputations are on the line every day, especially online. The Chamber is a great resource for social media recognition, as it constantly uses these media outlets to promote its members’ businesses and events. Third-party mentions on Facebook and Twitter can show potential customers that a business is not only credible, but recommended as well.

T.S. Elliot once asked, “Where is the wisdom we have lost in knowledge, and where is the knowledge we have lost in information?” We live in the information age. At times, the amount of information can be overwhelming. The abundance of information can kill true knowledge. It can also distract us from wisely using what we know or what others know for a good cause and purpose.

So, what are you sharing about yourself, your business, and others’ businesses? Are you taking the time to give a useful and positive review for a business that serves you well? When friends on social media ask for recommendations or referrals, do you share your favorites? Do you share worthwhile events that help support local causes and businesses? Do you regularly refer or recommend other great local businesses?

Here at the Roseville Area Chamber of Commerce, we pride ourselves on being a reliable source of information on what’s happening in the area. There are two pieces of information that have recently come to our attention that I would like to share with you. The first is regarding a significant piece of legislation, titled AB-199, which would have a devastating impact on housing development if passed. The second is in regards to the current status of the Placer County Fairgrounds renovation.

AB-199 is a legislative proposal, sponsored by the State Building Trades Council, which poses a grave threat to the entire construction industry. The bill mandates the payment of prevailing wages for private residential construction projects in California. Such a requirement could effectively end new home-building projects in California, which will worsen the already severe shortage of housing in our state. The potential cost increase to a new home ranges from $40,000 to more than $80,000. The state has identified the cost of housing as a critical issue and a top policy priority for state and local government to address in 2017. AB-199 further exacerbates the home affordability issue in our state. The CA Chamber of Commerce has identified AB-199 as a “Job Killer” bill. If passed, AB-199 will increase the total cost of new residential construction in CA by 46% (Beacon Economics, 2016). Facts supporting this concern:

• The average CA home already costs about 250% more than the national average

CA Dept. of Housing and Community Development The Roseville Area Chamber of Commerce has joined a coalition of cities, Chambers, and business groups in registering its opposition to AB-199 — please take a moment and join with us by going to careabouthousing.org/coalition and signing the form at the bottom.

In more positive news, Placer Valley Tourism, the not-for-profit regional tourism marketing bureau, will officially take over management of the Placer County Fairgrounds in Roseville starting this July. The Fairgrounds are currently managed by the Placer County Fair Association, and has been since its inception 79 years ago. Placer County will provide $2 million to help with the renovations, while Placer Valley Tourism will put forth an additional $4 million. The agreement with Placer Valley Tourism ensures that they will manage the Fairgrounds for the next 35 years.

David Attaway, the CEO of Placer Valley Tourism, says that the plan is to repair and updated existing buildings and parking lots, and to explore building an indoor sports and events center.

CITY UPDATES

City and Unions Work Together to Control Costs Rob Jensen City Manager

W

hat does it take to deliver an excellent quality of life in a community? Good policies and great people.

Both have proven instrumental to Roseville’s ranking as one of the best places in the nation across a range of categories, including for safety, health, young families, entrepreneurs, and even being playful.

While our staff is passionate about delivering high-quality services that make Roseville the great community it is, the cost to provide services continues to escalate. As with any service provider, our highest cost is labor. Given this reality, I’m particularly thankful that the City’s labor groups and employees have been an integral part of the solution to managing labor costs. The changes we’ve made together still allow the City of Roseville to attract and retain competent, dedicated people to serve our community.

Affording our commitments With fiscal soundness one of the Council’s top goals, the City started working several years ago on ways to ensure we live within our means. It’s an important undertaking given that labor-related costs account for almost 75 percent of the City’s $141 million General Fund, which pays for a variety of services including fire, police, parks, recreation, library, and public works.

Controlling costs Ensuring consistency among labor groups within our workforce and developing strategies to contain costs have been key focus areas. In partnership with our labor groups, we took proactive steps, which included: • Controlling pension costs by transferring the responsibility to employees to fund 100 percent of the employees’ share of pension costs: This has significantly reduced pressure on the City’s budget.

• Capping liability for retiree health benefits: A definedcontribution plan is offered to new employees instead of the defined-benefit plan that previously existed. This means that employees, along with the City, contribute to saving for their retiree-medical benefits; and that the City’s cost associated with the defined-benefit plan will eventually be zero.

• Setting salary-level targets at median levels in labor-market comparison: Salary schedules for new employees have been reduced up to 21 percent in some cases to reflect median salaries in the labor market, instead of upper-end levels.

• Reducing the rate of increases within each salary range: The previous pay scales allowed for 5 percent increases between each step in a salary range. Now, new employees are eligible for increases no greater than 2.5 percent between each step in the range. This extends the time it takes to reach the highest level in the pay range, which can now be up to 15 years; slowing the growth rate of this expense.

Long-term outlook The good news from a fiscal standpoint is that with approximately 35 percent of the City’s workforce eligible to retire in the next five years, the benefit of many of these cost-saving measures will be realized sooner than later.

However, budget challenges remain: • The growth of sales tax and property tax—the two primary sources of revenue for the City’s General Fund—have significantly slowed, yet expenses including labor, materials, and supplies continue to rise. A downturn in the economy could create more challenges for us as we strive to live within our means.

• Combined with that, the findings of several recent performance audits have shown that although our current staff is highly efficient, the continuation of existing staffing levels with the increased workloads the City faces is unfeasible and that additional staff would be needed to maintain our service levels.

Tough choices are in front of us as we balance controlling costs with providing services. At its recent Goals Workshop, the City Council directed staff to engage the community to determine what services the City should be providing and what levels of service should be provided. From a financial perspective, we’ll also need to consider what we can afford. We will embark on this effort this year to find the right balance that addresses problems, opportunities, and priorities.

As your city manager, I greatly appreciate our labor groups’ willingness to partner to address the fiscal challenges we continue to face as a city. Our employees are dedicated, hardworking, and truly care about our citizens. As we work with the community to understand where to focus our efforts and our budget, we remain committed to delivering high-quality services in a cost-effective manner. It’s the core of what we do.
