Every member of the Roseville Area Chamber of Commerce is very aware of all the outstanding networking opportunities, stellar events like SPLASH, support of our young professionals through IGNITE, excellent seminars, advertising options and much, much more! However, did you realize that one of the most important benefits to our members is the Chamber’s hard work behind the scenes advocating on your behalf with our State, Regional, and Local legislators on topics that affect the economic climate that we are all working with? Did you know the California Chamber of Commerce awarded our 5-Star Chamber with its’ prestigious “President’s Circle Award for Excellence in Business Advocacy”. Here are some examples of how the Chamber is advocating on YOUR behalf: In 2017, your chamber partnered with several other chambers to create the United Chamber Advocacy Network (UCAN). Through UCAN, our 1,200 plus member voices join with a couple of thousand more voices from other local chambers in creating a unified voice on State level issues affecting small business such as taxes, regulatory compliance (including the Dynamex Decision/AB5) and other issues impacting the overall business climate. Last year, UCAN delivered 23 position papers either supporting or opposing various Assembly and Senate Bills impacting small business. UCAN concentrates its efforts and resources on the State level which frees up time and efforts for the Chamber to concentrate on Regional, and Local issues. The Chamber CEO and Chamber President meets monthly with the Roseville Mayor and City Manager to
discuss local issues affecting small business and to create a collaborative environment to address common objectives with the desire to bring more business into the Roseville area. Your Chamber CEO meets quarterly with Placer County Executives and Supervisors to discuss various county issues and see how the Chamber can work in partnership and assist in various common objectives; such as homelessness, affordable housing, etc. Your membership also grants you access to the Chamber’s Economic & Government Affairs Committee which meets every 4th Friday of the month from 8 a.m. - 9 a.m. at Randy Peters Catering & Event Center. At these meetings, government representatives and other local experts share on various subjects and issues regarding economic projects, pending legislation, and how we can all work together to bring new business into the Region. Chamber CEO Wendy Gerig is a board member of Placer County Tourism working to promote Placer County as a destination place to visit and support our thriving businesses. Chamber Representatives are members of the City of Roseville’s Economic Development Advisory Committee which advises and assists the City Council in creating an attractive business environment.
Representatives of YOUR Chamber are members of the Greater Sacramento Economic Council which serves as catalysts in spearheading business growth strategies in the Greater Sacramento Region (including Roseville). Chamber Board Members work along side other business organizations such as the Roseville Downtown Partnership and the Roseville Merchants, Inc. to assist them in their efforts to achieve their specific objectives. The Roseville Area Chamber also has an independent Roseville Business Political Action Committee (PAC) which weighs in on State, Regional and the Local level issues affecting business. 2020 is going to be a big year for small business and the regulatory environment. Your Chamber is committed to concentrate its’ efforts on the following priorities: • Reduce taxes • Reduce regulations • Improve the business climate YES…there is a LOT going on behind the scenes…but we can’t do it alone. We need each member to weigh in and let us know how we are doing and what specific issues you are wanting us to concentrate our efforts on. How many of you are looking forward to our annual “Roseville” event? This annual event is the area’s largest business and economic trend show and showcases economic development coming to our City and in recent years, has featured an inspiring keynote speaker. But I’m excited to share that we are shaking things up for 2020! This year, in collaboration with the Rocklin and Lincoln Area Chambers, as well as Placer County and Placer Valley Tourism, we are expanding and reimagining our annual “Roseville” event to become “Placer Valley 2020!” This regional event will be larger than our annual business and economic trend show has been and will have exciting additions to the program.

The Accreditation Program was instituted by the U.S. Chamber to recognize effective organization performance. Only 10% of the Chambers throughout the nation successfully complete the accreditation process for this voluntary program and less than 1% achieve five-star status.

COUNTY UPDATES Expanding Opportunities for Higher Education in Placer County Kirk Uhler Placer County Supervisor, District 4
As higher education opportunities go, Placer County is unnecessarily limited in its offering. Don’t get me wrong, those we do have are fantastic. Sierra College consistently ranks in the top tier of Community Colleges in California. William Jessup University offers a variety of four-year degrees in a private, Christian environment. And there are several for-profit offerings that are helping educate our workforce. However, Placer County exports the vast majority of our annual high school graduates to locations far and wide, because we simply don’t have enough choices in our area. And, unfortunately, many of those students don’t return after they have graduated, starving our businesses of a supply of qualified employees. Our Board of Supervisors, along with some of our city and higher-education partners and the development community, is working to change that. Two incredible opportunities that would dramatically expand opportunities in Placer County are currently underway: the Regional University project and the Placer Ranch Project.
university. Mr. Tsakopoulos then paid nearly $10 million to process the plans and complete the environmental work. The result is an entitled project just west of Roseville, half of which will be a residential development consistent with Roseville’s West Park and the other half will be the university campus. The developable land is being sold to private builders, the proceeds going to the university endowment. Despite a few stops-and-starts with a couple of different university partners, the Tsakopoulos family continues to work through the University Development Foundation to find a university partner. The Placer Ranch project is comprised of nearly two thousand acres just north of Roseville in the County’s Sunset Industrial Area. Approximately three hundred acres of the project are identified as a future California State University/Sierra College campus. Willie Duncan, President of Sierra College, and Robert Nelsen, President of Sacramento State University, have
done an incredible job of partnering to create a direct path for Sierra students to complete their core courses at Sierra before transferring to Sac State with a promise of a degree in four years. Additionally, they have worked with our business community to understand what our employers’ needs are and come up with curriculum to meet the needs of our regional workforce. They have been so successful that each semester between 3,500 and 5,000 Placer County residents make the trip down to Sac State. By adding what will start as a Sac State satellite campus before growing into a new CSU campus, we will meet the needs of our own residents while attracting other young, bright minds to our area. I am extremely grateful to the Tsakopoulos family and the Placer Ranch team for recognizing, and helping us meet, the need for additional higher education opportunities in Placer County. Thanks to their generosity, we will make great strides.
The Regional University project is an amazing opportunity brought to Placer County by Angelo Tsakopoulos, one of the largest property owners in the region. In pursuit of his passion to provide higher education in our area, Angelo convinced a few other property owners in western Placer County to join with him in donating approximately 1,300 acres for the purpose of endowing a new, four-year Photo courtesy Sierra College

THE CHAMBER HELD A COMMITTEE MEETING IN JANUARY TO DISCUSS THE OPENING OF THE NEW EVENT CENTER AT @THE GROUNDS AND PLACER RANCH. The Roseville Area Chamber’s January Economic Development & Government Affairs meeting was held on Friday, January 24th at Randy Peters Catering & Event Center. Presentations were given from David Attaway on the new Event Center opening in February at @the Grounds and from representatives from Placer Ranch and Sacramento State. Where were you a year ago? For the folks at Placer Valley Tourism, they were celebrating the groundbreaking for the new Event Center at @the Grounds. At the January Economic Development & Government Affairs meeting, Placer Valley Tourism CEO David Attaway shared how his team was in the home stretch with the new Event Center and invited everyone to the Grand Opening festivities. After David’s presentation, Holly Tiche from Placer Ranch gave an overview of the Placer Ranch development and introduced two representatives from Sacramento State. Holly shared that she has been working to get a CSU campus to Placer County for almost 20 years now. In addition to a university, the Placer Ranch development (which was just approved by the Placer County Board of Supervisors in December 2019) will include opportunities for an estimated 7,300+ jobs, residential home developments, an elementary school and middle school, and an age-restricted residential community.
