Q&A with Jeff Richardson and the Roseville Area Chamber of Commerce Chamber: What have you learned from serving on the Board of Directors that was a surprise to you? Jeff: I am impressed with how much experience, knowledge and community clout our Board has. I have learned that it is an honor to serve and I have been impressed at how engaged the Board is with their Chamber and how much talent that is at the disposal of the Chamber. It is also impressive on how much the Chamber, the staff and its board are respected in our community. Chamber: Why are you and your business, Westfield Galleria, members of the Chamber? Jeff: With the Galleria being a leader in the business community I believe that we have a civic obligation to be involved and engaged in our community. The RACC is one of the best ways to do this. In addition, I know through my affiliation that the Chamber consistently has the improvement of the business community in the forefront of their objectives. On a personal level I very much enjoy the networking within the members and Board. I have found that businesses associated with the Chamber are usually the best at what they do. Chamber: What Chamber accomplishment are you the most proud of? Jeff: Most recently it was the
successful completion of the Chamber Planning Conference to plan 2019. We took a different approach this year and facilitated a successful team building exercise that provided some very deserving children with bikes. We did some good for our community and at the same time kicked off the new Board with some great memories and relationships formed. Many of the Board members provided positive feedback. Chamber: What are your goals for the Chamber in 2019? Jeff: I want the Board to be engaged, empowered and feel that they are able to contribute fully to the best of their ability. This will pay dividends in all of the Chambers goals. A strong bond between Board members will produce higher Board participation in events and activities while engaging in productive strategic planning for the Chamber. I would like to see the strengths and benefits that the Roseville Area Chamber offers be communicated more widely so that all that all nonmembers can see the benefit of membership and engage in their community. Chamber: Who is a role model or mentor to you? Jeff: My Father, even though he passed when I was 23, I still live by his values, he was a good man that provided for his family and
lived a life of integrity, honesty and loyalty that I constantly strive to emulate. He taught me from a young age that whatever you do, do it your best and you will go far in life and in your relationships. Chamber: How do you keep your employees or team members motivated? Jeff: I like to paint the picture of what success looks like and connect the individual contribution to the overall team goals. Everyone has to own it and commit to a common objective then all team members feel part of that success. I manage in a fair and collaborative way with high accountability balanced with the reward for positive performance. I also like to have some fun along the way! Chamber: Complete the sentence, a business can’t be successful without... Jeff: People! They are the backbone of every successful business Chamber: If you could give your younger self advice, what would that advice be? Jeff: Get involved, don’t hold back and step into experiences with confidence, even if they seem difficult or intimidating, once you embrace them and immerse yourself in the experience there is always growth that comes from it.

Roseville Election Results - What’s Next Dominick Casey Roseville City Manager
I joined the Chamber board at its annual retreat weekend in early November to provide a city update. I enjoyed the time we spent together and the opportunity to exchange information and viewpoints and answer questions. The workings and regulations surrounding municipal operations can be quite different from how businesses operate in many key areas. The more we can establish a common understanding of the challenges and opportunities, the better our dialogue will be. I appreciated being invited to this event. As we look ahead to 2019, I want to take a moment to thank you, the members of the Roseville Area Chamber of Commerce, for your partnership and support of the City. We all have the best interests of our community at heart and we’re stronger together.
Now, a few updates:
Measure B
Measure B, a half-cent local sales tax increase to protect Roseville’s essential services on the November 6, 2018 ballot, passed receiving 62 percent of the vote. With its passage, beginning in April 2019, the sales tax rate in Roseville will be 7.75%, still one of the lowest sales tax rates in the region. The City will begin to receive the additional revenue from Measure B in July 2019. The estimated annual revenue of $16 million to $19 million generated by Measure B will be factored into the City’s Fiscal Year 2019-20 budget. In addition to allowing the City to maintain current service levels, there will be limited growth in priority areas. Everything else

will remain flat or be partially restored. The City will continue to focus on paying down liabilities and debt to get ready for the next economic cycle as we stabilize the General Fund. The City Council will hold public budget workshops this spring—as it does every year—in preparation of the FY201920 budget. At its annual Council Goals workshop on September 4, the Council reviewed input gathered through EngageRoseville as it prioritized funding preferences for Measure B revenues if it were to pass. At the top of the preferred services list are: Establish police Beat 7 on west side with two police officers Restore one police officer to traffic unit Phase in maintenance costs for new citywide parks Phase in more library hours and materials, and hours at Maidu Museum Create a General Fund Stabilization Fund Maintain adequate industry training and development programs
City Council
Two four-year terms on the Roseville City Council were open on the November 6 ballot due to term limits. Krista Bernasconi and Pauline Roccucci finished first and second in the voting. The new Council members were sworn in December 10. The City of Roseville’s charter specifies how the next mayor is determined. The candidate receiving the most votes, Krista Bernasconi, becomes the next vice mayor for the first two years of her term before becoming mayor for the last two.
as mayor on December 10 as well. Gore received the most votes in the 2016 general election for city council. In the June 2018 general election for county supervisor, Gore was elected to a seat on the Placer County Board of Supervisors. She will be sworn-in as supervisor on January 8. The City’s charter has no set procedure to fill a vacant position on the City Council. The remaining members of the City Council will determine the process to fill the vacancy. In the past, councils have appointed a community member to the vacant position. Once the Council position is filled, the Council will vote on which councilmember will represent the city as its mayor in 2019 and 2020. We anticipate the full Council to be in place in February.
Proposition 6, Repeal of SB1 (gas tax)
Proposition 6, the repeal of Senate Bill 1 – the gas tax, was also on the November 6 ballot. It was defeated. This means Roseville will continue to receive approximately $3 million annually for the next 10 years of funding for road improvements, expansion and maintenance. There was a lot at stake financially for Roseville in this election. The results will help ensure that we maintain the quality of life our community values in the face of slowing revenues and rising expenses. We look forward to your continued participation in providing input on key decisions as we plan for the next five-year budget cycle.

Written by Wendy Gerig, CEO of the Roseville Area Chamber of Commerce In November, I had the pleasure of attending our Joint Chambers Economic Development and Government Affairs meeting hosted by the Lincoln Area Chamber. These joint meetings bring together local South Placer Chambers including the Rocklin Area Chamber, the Loomis Basin Chamber, the Lincoln Area Chamber, the Auburn Chamber, and our own Roseville Area Chamber. The meeting started with an update on the City of Lincoln from Shawn Tillman, Lincoln’s Economic Development Director. He shared about the new and thriving businesses coming to Lincoln such as Sprouts Farmers Market and Ulta Beauty. The city is expecting new commercial construction in 2019 and has seen a 29% drop in industrial vacancy. Next, Rob Haswell, CEO of Visit Placer, shared the Ten Things to Do in Placer County Over the Holidays, including holiday events happening this weekend! He suggested taking out of town guests to the Placer Wine and Ale Trail, to Donner Summit for some fun in the snow, to an indoor adventure in Roseville at TopGolf or iFly, or out shopping at the Fountains or the Westfield Galleria. Finally, Eric Oddo of the Western Placer Waste Management Authority shared how they are turning recent changes in state regulations from being a liability to an asset for our region. They are bringing in new technologies to keep landfills small, recycling productive, and compost odor-free while maintaining local control.
