Doug: I am honored to be a part of Northern California’s ONLY 5-Star Accredited Chamber and work with such an amazing group of individuals that work tirelessly to support and help businesses and their employees grow and prosper in our community. Additionally, the Roseville Area Chamber of Commerce is blessed with an outstanding Board of Directors dedicated to ensuring that the Chamber has the necessary resources to achieve its Vision and Mission. Doug: This Chamber is very proactive in its desire to help business owners grow their business through its educational seminars, networking opportunities as well as special events that bring business owners, civic leaders, and the public together. We are fortunate to have this 5-Star Chamber in our corner serving as a wonderful resource to help businesses become the best they can become. I consider my membership a wise investment in both time and money.

From this, the Board has decided to develop and implement a 3-Year Strategic Plan which will laser-focus on the “4 Pillars”. In deciding to concentrate efforts on “fewer” major items rather than “many” trivial items, the Board believes that the impact will result in greater success in the Chamber’s Mission, AND greater satisfaction by our members. Chamber: What have you learned by serving on the Board of Directors that was a surprise to you? Doug: Even though we all come from different backgrounds and experiences, and have different objectives; we are more similar that we realize. The Chamber Board is an excellent example of a group of individuals coming together to work on common issues for the benefit of the many. Wow……that’s OUTSTANDING! Chamber: Who has been a role model to you? Doug: As I have gotten older and
I reflect over my life and career, I have to say my father Edward Wagemann has become one of my main role models. This farmers’ son from Alberta only had an 8th grade education, BUT he had more “common sense” than anyone I know. At one time I told him that I could place him as a manager in any of my businesses and could rest easy knowing everything would run smoothly. He also gave me one of the best pieces of advice…..”you were given 2 ears and one mouth….. use proportionately!” Chamber: Time for rapid-fire questions! The United States Chamber of Commerce, at its board meeting in November, awarded the Roseville Area Chamber of Commerce with a prestigious 5-Star Accreditation for its sound policies, effective organizational procedures, and positive impact on the community. It is critical that business leaders have a voice in the debates that will shape the business climate in their communities. Accreditation recognizes a chamber’s work to foster a healthy business climate that enhances the quality of life for its members and its community. We are absolutely thrilled to have received this honor for the second time, we received our first 5-Star Accreditation in 2014.
Local chambers are rated Accredited, 3-Stars, 4-Stars, or 5-Stars. State chambers are recognized as either Accredited State Chamber or Accredited State Chamber with Distinction. The final determination is made by the Accrediting Board, a committee of U.S. Chamber board members. The U.S. Chamber of Commerce is the world’s largest business federation representing the interests of more than 3 million businesses of all sizes, sectors, and regions, as well as state and local chambers and industry associations. We started our 5-Star celebration at the November Luncheon where we brought a cake and balloons to share the good news with our valued members.
Accreditation is the only national program that recognizes chambers for their effective organizational procedures and community involvement. In order to receive Accreditation, a chamber must meet minimum standards in their operations and programs, including areas of governance, government affairs, and technology. This extensive self-review can take months to complete. Your Roseville Area Chamber received perfect scores in six of the nine sections. We are proud to be reaccredited as the only 5-Star Chamber in Northern California. It is an immense honor and validates to our members and the business community that we do what we say we’ll do and this process ensures that there is value in our various programs and services.
But the celebrations won’t stop there, we are proud to serve you for the next five years as a 5-Star Chamber of Commerce. We value every member and your input. CITY UPDATES Roseville Invited to White House Roundtable on Affordable Housing John B. Allard II City of Roseville Mayor
Affordable housing is cited as one of the major issues affecting the economy, health outcome, and quality of life of residents of California. It used to be that California and just a few other states with high-cost real-estate markets faced this issue alone, but in recent years, it’s become an issue affecting the entire nation to varying degrees, as rising housing costs force families to dedicate larger shares of their monthly incomes to housing. According to the White House, “between 2001 and 2017, the number of renter households allocating more than half of their incomes toward rent increased by nearly 45 percent. These rising costs are leaving families with fewer resources for necessities such as food, healthcare, clothing, education, and transportation, negatively affecting their quality of life and hindering their access to economic opportunity.” For this reason, the White House established a White House Council on Eliminating Regulatory Barriers to Affordable Housing through a June 25, 2019 Executive Order. In October, the White House Office of Intergovernmental Affairs invited the City of Roseville to participate in a White House Roundtable on Housing Affordability with Housing and Urban Development (HUD) Secretary Ben Carson and other key administration officials and policymakers. Some might wonder how our Northern California city got on the radar of the White House on the issue of affordable housing. Earlier this year, several members of our City staff and I traveled to Washington D.C. for the annual Mayor’s trip to meet with legislative and regulatory representatives on key issues facing our city and region. One of the representatives

meetings was with from HUD. Roseville
has a strong reputation with HUD, having deployed nearly $6 million in the community last budget year through housing, and low-income communityinvestment and -service programs. In addition, nearly 1,300 people were assisted last year by the Roseville Housing Authority. We shared our story with HUD officials and provided an update on our progress in this area. Through our General Plan, Roseville requires 10 percent of all housing units developed to be affordable to households at very low, low and middle (moderate) income households. Since 1989, Roseville’s policies have produced 3,004 affordable housing units. This ensures housing options for all members of the community like seniors, persons with disabilities and entry-level and service-sector workers. However, affordable housing is difficult to build due to the necessary subsidies, partnership, and need for many funding sources. Those include subsidized loans, federal tax credits to development investors, and grants. Federal and state funding have lending and monitoring requirements that trigger additional costs such as energy efficiency, accessibility and adaptability features. Although a higher initial cost, quality construction is critical to the longevity of affordable housing since subsidized rents make it harder to pay for repairs and renovations. Studies have shown an average annual cost savings of approximately $31,545 per person when individuals can be placed into permanent housing from homelessness. This reduces impacts on emergency rooms, public safety response, and emergency shelter, and improves physical and mental health, decreases substance use, and increased employment.
Roseville’s recent efforts have continued to yield strong results: • Early this year, Lohse Apartments on Vernon Street celebrated its grand opening. It was built through a partnership with Mercy Housing and provides 57 units for low-income households, • Campus Oaks Apartments along Foothills Boulevard broke ground this year on its second phase, which will have 45 units reserved for very low income households. • Main Street Plaza also broke ground this year on 65 affordable units in Historic Old Town in partnership with Meta Housing. • Junction Station will provide 80 affordable units also in Historic Old Town and replaces a property formerly on the site that was in serious disrepair. It’s due to this level of policy leadership and demonstrated success that Roseville was invited to participate. In the White House meeting Nov. 13, 40 officials from cities across the country shared concerns and opportunities during the roundtable discussion: • Roseville remains concerned with delays in federal approval process and for duplication of efforts in environmental review at the state and federal levels. • We’d like to see the process to apply for tax credits for affordable housing projects streamlined and expanded allowing more flexibility to address a broader range of affordability needs than it currently does. • A federal focus on enhancing funding for vocational and technical education programs in public schools is desired to address labor shortages in the construction industry. The City of Roseville is extremely supportive of the development of affordable housing in our community and has been so for more than 30 years. We welcome opportunities like this to explore ways to make housing more accessible to everyone.

We must take an active stand. We should educate our employees about documenting known risks. We should reassure them that if they see something, say something. When conducting an investigation, coworkers always knew something but never said anything. Or we hear, “had I known then what I know now, things may have turned out differently.”
