Chairman’s Foreword
Developing a strategic plan for the economic development of Orosh commune has been one of the most important tasks of our local government. This document lays the foundations for future projects which will improve the living conditions of the Orosh commune inhabitants. After an all-inclusive 6-month process wherein participated the local government, community representatives and groups of interest, Orosh commune is now the holder of a development passport containing a mission, goals, targets and projects for the next 4 years. I get this opportunity to thank the commune’s task force and the representatives from the community, civic society and business who worked together for the preparation of this Plan. On their behalf and in my name, I wish to express my gratitude to CANGO, its experts and staff, who, with their professional skills and adapting themselves to our problems and culture, played a key role in this importamt document’s preparation process. III.
Introduction
This Strategic Plan has been developed in the context of CANGO’s Local Government Capacity Building Program. The Program aims at promoting participating methods in planning and managing the resources of Mirdita’s communes. CANGO and its experts have a many year experience in developing strategic plans for local governments at communal level. After succeeding in developing strategic plans and profiles for the communes of Malësi e Madhe and Lushnja, CANGO, as from 2007, has been focused in the communes of Mirdita. This document is a result of the joint efforts of Commune of Orosh, local civic society and community representatives and of CANGO. Yet, what is worth mentioning more than this successful product, is the participatory process involved in its preparation. Such a process made the participating parties to better support each other and to work together in order to jointly determine the needs, ambitions and strategic directions wherein to focus the resources and efforts of the commune, community and partners. This planning cooperation helped to direct commune’s developments towards modern standards and to forge a democratic and representative society.

IV. Preparation of the Strategic Plan Why a SPED for the Commune Orosh Commune took the initiative to prepare a Strategic Plan for Economic Development (SPED) in the course of its efforts to exercise its legal function of promoter and supporter of commune’s economic development, aiming at a most effective and efficient use of the local human, social, institutional, financial and physical resources, as well as of the opportunities offered by the national and regional development for the creation of an attractive and friendly place for the inhabitants, businesses and visitors. Strategic Plan This Plan is the first effort of our community to address in a planning, methodological, and widely participatory way the developing needs of the commune, focusing powers to cope with many economic, social, environmental and mentality difficulties encountered by the local community and its government. This is a 5-year plan. We gather that the desired changes and improvements and the present ambitions of our commune inhabitants may not fully come true within the terms of this Plan’s implementation, nevertheless, the communal management, together with the community and the public and private shareholders, will show devotion and seriousness in the implementation process providing all the necessary human and financial resources and encouraging sustainable and long-term partnerships. Only such earnest commitment can be bring about the achievement of the goals provided for in the Strategic Plan. The Plan was approved by the Commune Council with its decision no 43, dated 09 November 2007. Methodology Strategic planning has been deemed by the Commune as the best and systematic method to promote and support the economic development, to manage changes and opportunities, to analyze and face development challenges and to create a wide consensus in the community on the vision and economic future of the commune. The strategic planning process enabled an analyses and process of thinking and decision-making in group which aimed at a realistic combination of needs, challenges and trends with the extant and potential resources which will lead up to the economic improvement, business promotion and strengthening, and to the creation of new jobs. Participatory planning was made possible through the direct inclusion of the inhabitants and of the key partners in the plan preparation. The Commune Chairman set up the Planning commission by inviting many people: Orosh commune inhabitants and outsiders of Orosh origin, to assist with their professional and representative contribution in drafting the Strategic 2007- 2012 Strategic Plan for Economic Development

Plan, in assessing the needs, resources, partnerships and development priorities. In formulating the Strategic, Plan the Planning Commission has taken into account the human and natural resources, the commune’s and its surrounding area’s economic situation and the prospects of future developments after the Durrës-Kosovë highway construction, the cultural and historical heritage, the comparative advantages and what the Orosh community desires to see in their commune. Organizational Approach in Drawing up the Strategic Plan The organizational approach was such that it enabled a direct and institutionalized decisionmaking of a group made up by village representatives, people from various businesses, civic society, members of the communal Council, the Chairman and the commune staff. Institutionalization of the planning contribution was made through the Economic Development Planning Commission presided over by the Commune Chairman. The Commission is supposed to draft, follow up the Plan implementation and reviewing. The structure of the Commission was such that it made possible a wide participation and membership grouping by field and interest group.

Assessment of the Local Economy The elements taken into account when assessing the local situation were consolidated in an SWOT analysis matrix (analysis of the strong points, weak points, opportunities and threats) based on statistics and information regarding natural, human and financial resources, economy and business structure, employment level and structure, education level, as well people’s qualification. The Planning Commission made the local situation analysis, identifying thus the main advantages and challenges the Orosh Community faces in its walk toward the economic growth. Subjects 1. VI. Mission and Goals Mission The goal in determining the Mission was to enable the Orosh community to clearly articulate how it would want its future to be like, what strategic directions were to be pursued and to give to the inhabitants a clear idea as to where to focus its powers and resources. The mission presented in this Plan has been developed by the Economic Planning Commission after consultations with several community segments and has been approved by the Communal Council. The aim has been to establish a Mission to be developed and accepted by as many shareholders and interest groups as possible and to come up with something that could be regarded as representing the ambition of the Commune of Orosh.
VISION of the Orosh Commune Transformation of the commune into an entity of dynamic and contemporary developments to keep pace with the rapid economic developments in the region, making both the commune and the community active and competitive, so that its inhabitants resolve to stay in Orosh, the commune gets repopulated, the commune is transformed into pleasant place to live becoming thus appealing to the inhabitants and to Albanian and foreign visitors. To achieve this vision, the directions we are working on are

Goals and Targets Setting goals helped us to decide on how the required and desired changes are to be attained. Some of the actions for their attainment are not directly connected with the creation of new jobs or the development and attraction of new businesses, but with the economic future of our commune. This future lays on firm foundations such as the infrastructure, qualitative communal services, improved life quality, education level, security and good local governance. The goals of the Plan reveal the main directions where the commune development shall be focused and have been arranged by order of importance, where the economic development and the creation of a favourable environment for the local business are the main priorities. They were developed through a logical break-down of the vision and deal with the Commune’s essential issues:

For the development of these goals, the Planning Commission was focused mainly on our natural and human resources, held into account the challeges which the community faces and the opportunities opened up by the fast development of the area where the Orosh commune belongs in, the history and culture, the physical state of the commune and the expectations of the community. At the end of the planning process, the Commission defined the following goals and targets:

Financing of the Strategic Plan Finding funds for the implementation of the Strategic Plan is a great effort and challenge for the commune same as its preparation. The Action Plan is guideline for fund planning the indentification of potential partners for the Plan implementation. The communal government will actively take part by funding the Plan with its own revenues and will afterwards promote cofinancing or other community contributions for the Plan impelementation. The communal council shall include the implementation of the Plan projects in the annual shert and middleterm budget. Co-financers of the Plan shall be the Central Government, the business community, Albanian and foreign donors and organizations. Involvement of the business with direct investments for the implementation of a number of projects constitutes a strong guarantee for its implementation.
VII. Overview on the Commune Orosh is a commune located in the central part of Albania in the beautiful Mirdita Region. It has rich heritage and has been central to many important developments in the history of the country. Orosh residents have played a crucial role in the Development of Albania throughout the course of history. The commune is about to embark on a brand new era with the development of the Mayor thoroughfare from Durrës to Prishtina that will bisect its borders and with it bring a new era in the development of the region a. Geographic Position and Relief The Orosh Commune is part of the District of Lezha. It is in the central mountain region, in the central and north-eastern part of Mirdita District, with the following geographical coordinates: northern geographical latitude 41, western geographical altitude 19 degrees 37’ 37”. It is bounded on the north and north-west by Puka’s Gegjan commune, on the north and north-east by Mirdita’s Oroshi commune, on the south by Selita commune, on the east by Dibra’s Lura commune, on the south-west by Gëziq village of Rrëshen Municipality, and on the west and north-west by Kaçinar, having Oroshi i Madh River as a natural border. In general the commune’s territory is made up of magmatic rocks, ultrabasic and basic, intrusive and effusive, which make this unit very rich in minerals, especially in copper, pyrites and rare minerals. It also contains large quantities of carbonatics mainly concentrated in the Orosh plateau. -Tectonics: This unit is crossed by the turn of Oroshi i Vogël river. Land movement and superposition, in the course of time, have wrought an almost original geotectonic diversity. Its basic indicator is the relief inversion at Munella Mountain, part of which belongs to this unit. This double geological view makes this area’s geo-morphological riches very attractive for the visitor, but should also make local inhabitants mindful of the economical profit they could derive from such resources. 2007- 2012 Strategic Plan for Economic Development

- From the relief point of view: Orosh commune is a mostly irregular ensemble, especially in its magmatic part. This is caused by intermittent tectonics and regressive erosion due to the gradual elevation. Administrative border extremities are linked with geographical altitudes: in the west, 800 m above sea level (the Guramëdhenjtë of Pëshqesh); in the south, Kodra e Qipujve (hill) 1391 m; in the east, col of Loku Mountain 1132 m and in the north, col of Shëni 1009 m. The north-west of Oroshi i Vogël is entirely made up of ultrabasic effusive-intrusive magmatic rocks that give rise to an irregular relief. The territory is generally composed of two valleys: the Oroshi i Madh Valley (serving as borderline) and the Oroshi i Vogël Valley. Their main direction is north-east, south-west and east-west, therefore the commune is under the influence of the Mediterranean clime. Altitude above sea level varies from 170 to 1800 m, whereas inclination from 15 to 50%, but mainly around 23-35 %. The south-eastern part (Church of Bukli 773 m), of the same geological constitution, has an irregular relief starting with 184 m heights (the valley area), gradually ascending north-east, at Laku i Bardhë, where it meets with lime rocks at an altitude of 904 m. The plateau of Shejti Mountain, unique in its formation, is like a natural huge terrace rising up to 1380 m. It is entirely made up of carbonatics with a variety of carsts (solutions), fields, pits, funnels, caves, carstic springs, trampolines (Nënshejt). The minimum height is 178 m, the maximum quota 592 m at Kamërdhi in the Shejti Mountain. This mountain’s namesake scale has striking beauties and caustic springs. b. Climate Because of its geographical position, this area, has a Mediterranean pre-mountain and mountain climate. The average annual temperature in Mashtërkorë (pluri-annual) is 14,3 Celsius degrees. The absolute maximum temperature is 39,3 Celsius degrees (recorded at Reps, in 1978); the absolute minimum is -18, 3 (at Reps, January 1979). Pluri-annual average annual rainfalls: 1560 mm. The absolute maximum 2750 mm (in 1963); absolute minimum 900 mm (in 1968); number of sunny days 210; number of days with average frost 75.

-Hidrography The commune has a dense hydrographical network extended mainly east-westward and vice-versa. The main flows are: Oroshi i Madh and Oroshi i Vogël rivers and the brooks of Bulshar, Darza, Orosh, Nërshenë, Nënshejt, Çoku and of Lugu i Errët. The main artery, Orosh i Vogël river, crosses the commune for 17 km, having the brooks of Spaç and Lgjin as main branches and Bargjana as main source. This river is fed from natural springs, mainly calcareous, but also from permanent ones coming from north-west of Albania. Average flows are 120 m3/ /second which, because of the terrain declination, vary from 5 m3 to 10.000 m3. Carstic sources make hydrographical resources peculiar. The most famous of them are the Bargjana source with average annual flows170 litres/sec and the Lugje of Nënshejt. Water from the springs of Spaç and of the Orosh highlands flows down from caves and caverns with everlasting ice. Water temperature in many of the springs does not go above 1-2 Celsius degrees during the hot summer season.
c. History There is no other region in Albania like the territory of Orosh Commune where interesting stories, myths, cults, rich ethno-culture, ancient cultural and natural monuments gracefully blend together. A visitor in search of breath-taking natural beauties can encounter it right at the entrance of Pëshqesh, there where one still can see traces of the medieval legendary road once connecting Mirdita with the Adriatic Sea. The road, starting from Lezha, passed through the center of Mirdita reaching beyond it, up to Kosovo. This is shown in a map of 1688 published in Venice by P. Koroneli. Shpali is historically mentioned as the meeting-place of traditional assemblies of the leaders and noblemen of our mountains. There the highlanders pledged to defend their homeland or to be reconciled. One of the most famous assemblies convened at Shën Aleksandër of Orosh in 1602, with representatives from 13 important regions of Albania. This assembly made known to the West that the country ought to return to the time of Scanderbeg. One of the pictures of this profile has been taken in 1900 by Edith Durham, known as krajlica e malësorëve (mountaineers’ queen). The picture beautifully

depicts a picturesque view from a meeting of Mirdita men at the lawns of Shpal where many assemblies have taken place. Being one of the most ancient centers of Albania, Shpal is important in the national history Bukli is one of the most renowned cultural centers not only of Mirdita but of all Albania. Tomb excavations there have unearthed sickle-shaped earrings, pierced bronze earrings, bronze necklaces with engraved birds, glass beads, work tools and clay pots. Such discoveries are important as they reveal an original Albanian culture different from the Roman, Byzantine and Slavonic cultures. Spaç is one of the biggest bajraks of Mirdita. It is otherwise known as the land of the seven churches whose ruins can be seen to this day.

Spaç is an ancient dwelling place with a soil very rich in copper, pyrite, rare minerals etc.. The Church of Shën Demetri, dating back to around 1134, has a special history and role in the national culture. Dom Prend Suli, scholar of ethnology, linguistics and history, served there as parish priest. The belief, deep-seated in the popular memory, on fraternal relationships among Spaçi, Orosh and Kuzhena inhabitants is a most precious inheritance. During the communist dictatorship the notorious political prison, a kind of Albanian Mathausen, was constructed at Mëkuç of Spaç. In March 1967, Mehmet Shehu, one of Communist Party leaders, resolved to use the Spaç mine as prison for the first 400 political convicts who were sent in 1968. The many intellectuals of Mirdita, along with input from others, have thought about changing the prison into a museum that would pay tribute to those who suffered under communism, keeping thus alive the remembrance of an absurd period of cruelties. This prison became the tomb of many Albanian patriots and intellectuals. Blinisht, wonderfully surrounded by two crystal-clear rivers, has breath-taking landscapes. From Oroshi i Madh river, Blinisht gathers highland warm waters, fit for swimming even in May, leaving cold waters to Oroshi i Vogël which abounds in trout. Strawberries and fig trees grow in Blinisht and it is also rich in pastures. In the traces of the early medieval road, at the crossroads of Reps, along the many-centennial Marpepaj oaks, the highway Durrës-Prishtina is being built. One enters the downstream villages: Mashtërkorë, Zajs e Shmri, a wonderful trio by the Oroshi i Vogël river, mostly made up of characteristic towers resembling castles. In every single step the visitor makes, he feels like going two steps back in the past. Albeit old, buildings show excellent handicraft skills. Masterly carved stones artistically unite with poles, lintels and arches. These urge the visitor to have a more careful look at the portals worked with love. These riches must be preserved. Fortunately, since there are still people living in these towers, there is no need for a museum administration. Setting out for the oaks of Marpepajs, after 3-4 km the visitor runs into the pluri-centennal abbey of Orosh. Its territory has been subject to many “dilatations” and “contractions”. In mid-October 1888, when Pope Leo XIII legalized the recovery of Mirdita abbey by conferring on it the Nullius status, the great abbot, Prend Doçi, famous clergyman and patriot, under the auspices of the 2007- 2012 Strategic Plan for Economic Development

Vatican implemented a magnificent project for the new diocese. Within 6 years, abbot Doçi widened the abbey eight times. He built an abbey residence at Orosh up to, what was then, European standards (same as its author and architect). In these highlands Edith Durham described him as a brilliant man, founder of an Albanian alphabet, builder of a school in 1899. Mirdita and its heart, Orosh, were the cradle of the insurrection against the Turks. Thanks to opposition and diplomatic efforts Mirdita preserved its ancestral religion. Almost 100 years ago Faik Konica wrote that the country owes its national dependence to the Albanian Catholics. In those times of unrest, the Canon of the Mountains, a self-governing institution, was perfected, providing for everything: tribal relations, pledges, religion, hospitality, ownership, authority, assistance etc.. All efforts to replace it with the Turkish law (the sheriat) met with failure. On the top of Grykë-Orosh are the rubbles of Chieftain’s tower. The renowned household of Gjonmarkajs became celebrated not only in Albania but also in Europe. Gjon Marku, the first chieftain three centuries ago, Bib Doda, the first pasha, Preng Bib Doda, famous prince and other their heirs showed that after the fall of the Bushatllis’ dominion in north and that of Ali Pashë Tepelena in south, no other Albanian family has had such a strong influence as that of this Orosh household. Arch-temple of Christianity in Mirdita: heading up for Shejti Mountain one runs into several historical places. On the summit of Shejti Mountain there is the church ensemble perfectly composed of the old abbey of Shën Llezhdri, the church of Shën Gjergji, the church of Shëngjin, the Redeemer’s Church, the Church of Robes (wherein dead men’s clothes are placed), cells, bells, summer abbot’s residence, etc., a graceful and majestic scene, a rare town of Christianity, the field of Lugje, the Ice Cave, Lajthiza, beech and pine forests, ancient mountain pine-wood, olive trees and cold springs.
d. Flora and Fauna Vegetation in the area is very rich. It includes Mediterranean everlasting green shrubs and alpine pastures at altitudes from 178 m up to 1582 m above sea level. Thanks to the varied vegetation makes, the commune is full of medical and industrial plants, as well as ligneous material. Vegatation is mainly made up of: Bush: arbutus berry-tree, heather, domestic hornbeam, read and black juniper, hawthorn, willow, poplar; Oaks: lime, ash, maple, chestnut, etc.; Beech belt: pine, beech, mountain pine-wood, etc.; Meadows: in Munella’s and Nënshejt’s plateaus there are productive meadows for cattle pasturage

Fauna: Forests serve as habitat for a rich fauna whereof mention could be made of the mole, bat, wolf, fox, brown bear, marten, wild pig, hare, roe, wild goat, squirrel and the weasel. There are also a multitude of local and migrant birds such as the partridge, screech-owl, cuckoo, crow, nightingale, culver, blackbird and the magpie. The summit of Guri i Shqipes mount, the crown of Shejti mountain, and Ndërshenë are the natural habitat of our national symbol: the eagle.
e. Population The Orosh Commune population belongs entirely to the Catholic religion. It is spread in 15 villages and in the town of Reps. Following the migration and emigration process of more than half of the population after 1990, it currently amounts to 3376 inhabitants. However that may be, the DurrësKukës-Morinë highway construction, a strategic national investment, has halted such phenomenon and there are even instances when people who had been away for years have returned. f. Local Government The commune is made up of 15 villages. Its local government has been elected in 1992. Reps town is the communal capital housing the local the government offices and administration. The local government bodies (the commune council and chairman) get elected by the community. The council has standing committees: the finance and economy committee, the order and security committee, the education and health committee, and the agriculture committee. The commune has a 15 member staff and 15 village chairmen.

Education
Mirdita’s education history commenced in 1660 when Gjergj Uladagni opened a school at Vela. In 1671, Shtjefën Gaspari, Vatican’s apostolic envoy, during his visit at Orosh, mentioned the school presided over by Dom Nikoll Vladanai. There are no accurate data as to when this school was opened, but it seems most likely that in mid 17th century Orosh had already a school. In 1899, on the initiative

of abbot Prend Doçi and of the local chieftain’s, Internat, a renown Albanian school, was opened close to the Orosh abbey. In the last decade of the last century, the commune had two high schools: the “United High School” at Reps and the “Agricultural High School” at Bulshar, as well as seven secondary schools. They have contributed to the social and cultural development of the area, becoming at the same time important promoters of artistic, cultural and sport activities which involved not only pupils but all the community. Many of these pupils have afterwards completed their university studies and have become known intellectuals.
At present the commune has one high school: the “United School of Reps”, and secondary schools in eight villages: Mashtërkorë, Grykë-Orosh, Shpal, Kullaxhi, Bulshar, Gurth-Spaç, Vau i Madh and Nënshejt. A school hostel is soon expected to be built at Reps for the benefit of pupils arriving from the commune villages.

h. Health Primary health service is offered at Reps town and Nënshejt, Lgjin, Grykë-Orosh, Gurth-Spaç, Bulshar, Blinisht, Pëshqesh, Kullaxhi villages. All the health centers have nurses, midwives and an ambulance. At Reps town, center of the commune, there is also a doctor in charge of the whole commune. Important investments made during 2007 have notably improved the public health service everywhere. i. Public Utilities Public utilities in the commune include cleaning, attending to parks, cemetery maintenance, funeral service and water supply. The main water supplier, about 5 km long, is at Reps. It provides drinking water to the town, Lgjin village and part of Mashtërkorë village. Almost all the villages have water suppliers which get their waters from the many springs of the commune’. Cleaning service: 2 employees Park service: 1 employee Water-supply service: 7 employees Cemetery’s service, covered with communal funds, mainly deals with the maintenance and encirclement of the public cemetery. There are funeral services both in Reps and villages. j.
Road Network and Transport
Orosh Commune is crossed by two main roads: Durrës-Orosh-Morinë interstate under construction and Shpal-Orosh-Kukës. An automobile road network, constructed from 1944 to 2006, connects all the villages with each other. With respect to the density, in comparison with the rest of the country, Orosh commune inherits a road network of satisfactory standards. Density is 53/100 km2, i.e. 11.6/km2 higher than Mirdita’s road network density and 10.8% higher than Albania’s network density. But this road system needs new pavement quality, drainage works and a maintenance system. Along the road system there are many art works expected to grow in number once the highway is completed.

k. Telecommunication Reps town is served by Albtelecom, whereas villages are connected only through AMC and Vodafone (mobile telephony providers). After the completion of Durrës-Prishtina road construction, advanced telephony system (with optical fibres) shall be operative benefiting both households and businesses in the commune, as well as alongside the road. In 2008, a parabolic antenna will be placed at Reps for the commune’s internet connection. l. Social Assistance A special office, subordinate both to the commune and to Lezha regional directorate, is in charge of providing social assistance in the commune. Central government funds are granted on an annual basis and subsequently, according to periodic evaluations and studies made by the commune, are distributed to families with no or little income. Associations
The are a number of associations operating in the commune. Among those are the Association of Forests, active in all of the villages, intent on forest preservation, maintenance and regeneration. There is the Association of Irrigation working in every village for the water management and conflict resolution between water consumers. Very active is also the Austrian association, headed by Mariane Graff, focused on investments for school restructuring, construction of health centers, providing health equipment and school supplies, etc.. CANGO (Center for cooperation between Communities, Authorities & NGOs) works intensively in capacity building for public administration and key representatives of the Orosh commune civic society and community. n. Culture Orosh is well known for its cultural heritage and rich soil. During excavations, objects belonging to the Arbër culture have been found and there are still archaeological places as yet to be excavated. The Commune has a complex of churches and ruins dating back to a dozen of centuries ago. It has also ancient trees brought by the Benedictines of early Italy such a 900 year old elm, a symbol tree of the Catholic religion. It put down strong roots in Shenjti Mountain withstanding many natural challenges. The abbeys of Orosh and Shpal, the ruins of the churches of Spaç and Bukli, the chieftain’s tower, old schools, old roads once connecting Shkodër with Kosovo, etc., are a rich heritage. Almost all the villages of the commune have pluri-centennial towers resembling small castles that reflect high-level sculpting and architectonical mastery.
VIII. Economic Profile of the Commune 1. Land, Agriculture and Breeding The landmass of the Orosh Commune is 6603 ha, mostly covered by forests and woodland plants, whereas the agricultural land is limited, about 0.2 ha per capita. The forests account for approximately 70% of the territory, agricultural lands for 16%, unproductive areas for 6% and those with woodland vegetation for 8%. The forests’ main function is the productive one.

Agricultural production has for years now been predominant in Orosh. Currently agriculture is the only employment source in the commune. The main income-generating alternative for the Orosh farmers are the vegetation and farming products, agro-processing, forests and mountain tourism. Because of the adequate nature and clime, efforts are being made to develop the viticulture, arboriculture, breeding (especially cattle, bovine, poultry and swine breeding), medical plant cultivation and processing. Agriculture, notwithstanding the difficulties it encounters, has a solid base for development and, the achievements of many farmers, testify to it. There is room for optimism since, despite migration, every village is inhabited, there are propitious climate and land conditions, tradition in viticulture and 2007- 2012 Strategic Plan for Economic Development

breeding, increasing demands for local products, unpolluted environment and opportunities for the development of BIO production, mountain agro-tourism and of the processing industry. Based on the above and on the opportunities opened up by the Durrës-Kukës-Prishtinë highway (which crosses the commune for 17 km), agriculture is expected to develop in the near future, especially with regard to viticulture, arboriculture, vegetables for conserves and dehydration, hetero-oily plants, cattle, meat, milk and bee-breeding. Swine and poultry breeding are also developing and in certain places fish-cultivation has started. The development of wine, fruit, vegetable and milk processing industry is in need of investments. The agriculture development strategy, based on the production destined for the market and its stimulation, is a realistic one. It takes into account the farmers’ economic conditions, the necessity to increase the market-oriented production and the farmers’ revenues along with their employment opportunities (which would put an end to the difficult living conditions in villages). Agriculture in Orosh must develop in those branches and directions that better suit each single village, according to their concrete conditions. Fruit trees and vegetables. The most prevalent fruit-trees are: apple, fig, chestnut, pear, grapes, datepalm, quince, cornel, hazelnut, pomegranate, mulberry, plum, peach and nut. Animals and Breeding. In breeding, special attention get the bovine, sheep, goat, swine and the field hen. Thanks to the commune’s variety of nature and relief, many wild animals and birds, live there, such as the fox, wolf, bear, wild rabbit, wild goat, wild cat, wild swine, roe, hedgehog, squirrel, badger, marten, mountain grouse, sparrow, bat, culver, eagle, falcon, magpie, jay, cuckoo, nightingale. Medical plants. The most widespread medical plants in the commune area are: savoury, thyme, mountain tea, strawberry and violet.
2. Employment The private sector is the main employment provider in the commune. Bektel-Enka (contractor for the Durrës-Prishtina Road), alone has hired 430 people which has resulted in an increase of many families’ revenues and the perfection of many construction-related crafts. There are qualified workers in the commune (miners, mechanics and other auxiliary professions) fit especially for the construction and mining industries. 3. In general farmers work to meet their own family needs and only a small quantity of their products goes to the market. There are a number of developing businesses in handicraft, wood material utilization and processing, viticulture and arboriculture, bee-breeding, construction, and medical plant collection. The geographical position of the commune, crossed by Durrës-Kosovë highway for 17 km, offers consolidation opportunities for these businesses as they shall be able to establish relations with the businesses of Mirdita and of the region.

Bee breeding Bee-breeding is of special importance to the commune of Orosh. It is aided by the diversified flora, the unpolluted environment, the huge green areas and non-usage of poisons and herbicides. Hence beebreeding has a marvellous oasis for development, consequently its production is of high quality. Tourism Thanks to the natural and mountain riches in the area, there are also opportunities for family-tourism and natural agro-tourism development. These businesses could develop in Fushë-Lugje, Nënshejt, Frash, Ndërshenë, Bulshar and in the riverside villages: Mashtërkorë, Vau i Madh, Pëshqesh, as well as the high meadows of Munella and Nënshejt which have places fit for skiing. Positive Local Economic Development activities expected soon in the community include the construction of a new copper refinery factory at Repsi’s Shkorret quarter and the re-opening of the Spaç mine.
