Limpopo Gambling Board appoints New CEO GREGORY MAKOKO been appointed Chief Executive Officer of the Limpopo Gambling Board, succeeding Serobi Maja who retired at the end of October 2017. Chairperson of LGB Board, Elijah Tjiane addressed staff at a welcome reception at its offices recently and said the board was optimistic that Mr Makoko will take the Limpopo Gambling Board to greater heights and will uphold the legacy created by the previous leaders and in particular ensure that it retains unqualified audit reports from the Auditor General. Makoko is a former Deputy Director-General in the Department of Cooperative Governance, Human Settlements and Traditional Affairs and has 31 years of experience in the public service. He holds a BA Honours in Social Work, a BA in Social Work and Psychology as well as a Master’s degree in Public Administration. “The Board welcomes Mr Mokoko to the gambling regulatory industry and wishes him all of the best,” Tjiane concluded.

National Gambling Board outlines Strategic Five-Year Plan for Gambling Industry The South African National Gambling Board (NGB) has outlined its strategic plan for the gambling industry for the next five years. THE PLAN, covering the NGB’s strategic thinking for the years 2018-2023, and compiled under the guidance of the dti, details the National regulator’s thinking with regard to future challenges, including technological advancements in the coming. “Disruptive technologies, such as big data analytics, the inter-connectedness of electronic devices, the use of artificial intelligence, virtual reality, crypto-currencies and biometrics, also referred to as the ‘fourth industrial revolution,’ have an impact on how punters and the public view and participate in legal and illegal gambling activities,” says NGB’s Caroline Kongwa, who oversees Caroline Kongwa, NGB Accounting Authority the current work of the NGB as the Accounting Authority.

Trade Minister Rob Davies also echoed the need for a revised strategy to fuflil the NGB’s aims in light of: “The ongoing efficient regulation of gambling in a continuously changing, integrated,automated and user-friendly technological environment. The five-year strategic plan (2018-2023) will ensure that the NGB continues to strengthen its regulatory mandate in an efficient and effective manner,” Minister Davies said. North West Gambling Board Appoints New Chief Executive Officer The North-West Gambling Board has appointed Mr. Nathan Oliphant as its new Chief Executive Officer. Mr Oliphant’s was appointed following the departure of Mr Fortune Sekgaphane whose tenure ended in January this year. MR SEKGAPHANE led the Board from 2008-2018 and was instrumental in many of its successes. The Board’s Legal Manager Mr. Jacob Montshioa was holding the fort during the transition phase and is credited for stabilizing the organization during this period. Mr. Oliphant comes with a wealth of experience in both the public and private sector. He held several positions in Eskom and exited as Industry Support Manager responsible for the NorthWest province. He joined the Department of Finance,Economy and Enterprise in the North West as its Chief of Staff and later Acting Chief Director in Economic Development. He has led various organization and institutions aimed at empowering women and young people in various sectors of the economy. High on the agenda in his new role is to look at creating opportunities for the Previously Disadvantaged in the gambling industry. “We need to measure the impact that the gambling industry has in our socioeconomic discourse as a province. Has it been able to contribute in addressing the 04 I Gaming For Africa I April / May 2018

challenges of poverty and unemployment. Has it been able to create opportunities for the poor, downtrodden or previously disadvantaged either through job opportunities or direct ownership” said Mr. Oliphant. Mr. Oliphant further maintains that he will be focusing his energies on dealing with the scourge of illegal gambling particularly in the western region of the province where it continues to show a stubborn presence despite efforts to curb it. “I will schedule meetings with our licenses, provincial head of police, the Hawks and devise ways and means on how we can deal with illegal gambling. Government is being robbed of taxes and levies by these unscrupulous people. Some of these operations are a haven for criminal activities such as drug and human trafficking.” Efforts to transform the industry are overshadowed by illegal gambling activities, Mr Oliphant maintains. “We need to be tough and swift in our actions, or else by tomorrow we will end up with an industry riddled with corrupt and crooked people.”

CASA Members Invest R63-million in Education During year end March 2016/2017, CASA (Casino Association of South Africa) members spent a combined R63 million in the past year on bursaries, education initiatives and various training programmes, contributing over R712 million towards CSI initiatives over the past five years. CASA members continue targeting basic and tertiary education by awarding full bursaries which cover all costs related to education to well deserving scholars. While these bursaries are offered to members of the public, CASA members are well into developing their own staff members by funding and training them for various programmes that enhance their skills and knowledge. For more background information, about CASA’s economic contributions in the year ended March 2017, please visit www.casasa.org.za Peermont Through the Peermont Community Benefit Trust, the Peermont Education Trust, and the Peermont Children’s Trust; all of which support community development, education initiatives and various training programmes; Peermont improves the lives of people in the communities they serve. The Peermont Education Trust was created by Emperors Palace to serve the community of Ekurhuleni. The Trust has sponsored a total of 120 graduates on full scholarships since inception. The scholarship includes tuition, accommodation, books and a laptop. The students are selected from disadvantaged areas and are able to select from a wide variety of fields including Engineering, Finance, Biotechnology, Physics and Computer Science, amongst others. Opening its doors in 2016, the Peermont Hotel School is the first of its kind in Ekurhuleni. Based at the illustrious Emperors Palace, the initiative is part of the ongoing responsibility of the Peermont Community Benefit Trust to uplift and develop the youth through skills development.

Sun International Sun International has been involved in numerous projects focused on upgrading and refurbishing of schools, promoting literacy at Early Childhood Development level, Hospitality Educational Programme and programmes to help learners improve in Maths and Science; in communities directly and indirectly affected by their operations. Sun International prepares learners for tertiary education in the hospitality and gaming industries and ultimately for careers at Sun International through their bursary and internship programmes. 200 bursaries are offered to learners annually, focusing on hospitality management, mathematics, science and information technology. The Sun International Digital Hospitality Curriculum Programme, was developed in April 2017 in partnership with the Department of Basic Education. Through this programme 87 schools in 8 Provinces have received the donated equipment and have had their Hospitality Studies Teachers trained on basic IT skills and the platform. Sun International Time Square and the International Hotel School Training Division brought the classroom to the community of Pretoria, where 473 learners from the community had the privilege to be trained (NQF level 3) in the hospitality field, taking the first step towards their future development.

Tsogo Sun Tsogo Sun’s community development programmes focus on education and training for disadvantaged children and youth with innovative initiatives that reach more than 40 000 children and youth across the country. The Group’s wideranging programmes for primary grades include early childhood development projects,learnerships, school uniforms, and the Tsogo Sun Moves for Life national chess programme that aims to improve maths, science and literacy skills, reaching over 23 000 learners and 570 educators across 55 schools, and for high school students they include peerdriven leadership training, career development, and preparation for employment. Additional to Tsogo Sun’s educational programmes are the Olwazini Discovery and Computer Centre, a science and cultural centre geared at making education fun and promoting learning of science, technology and maths; and the Apartheid Museum, the leading museum in the world dealing with 20th century South Africa, and more particularly the apartheid years. Learners are frequently hosted at both these facilities to improve their knowledge and understanding. The provision of bursaries to high potential students, support to early childhood development educators and school visits to the Apartheid Museum also form an important part of Tsogo Sun’s commitment to education.

Annual Fun Bowls Day FOR THE third year, Novomatic Africa and GameSmart hosted one of a kind annual bowls event. Things got tense at the finals where two unbeaten teams went head to head till the end when it was all square. A Sudden death playoff was initiated with only 18 balls spare to determine the 1st prize winner. It was nail-biting with Bernard Hunter from the Gold Hackers team, pushing the jack away from its opponents. With only two balls left Ian Mossop from the Beach Bums team managed to secure a one ball lead on his opponents. All pressure was on Brett Jooste to better on Ian’s ball placing. The crowd were on their feet. After several consultations with his team and looking for the right gap, Brett bowled a magnificent shot. With both balls next to the jack it was a close call and an official of the Irene Country Club was called to measure the distance between the balls from the Jack. Winning by a mere 2mm on its opponents team, Gold Reef City was announced the 1st prize winners. “Well Done to Goldreef City team on their win and for both teams on their excellent play and entertainment provide,” said Gordon Cameron and Ian Mossop. The Winning Team of Gold Hackers comprised Bernard Hunter, Peter Woodcock, Brett Jooste and the runners-up were Beach Bums Dave Seaton, Ian Mossop and Deon Valkenborgh. After hosting another successful Bowls event at the Irene Country club by Game Smart and NovomatIc Africa, raffle tickets were sold at the event to raise funds for Tobie Botha, who was selected to represent South Africa at the Commonwealth Games. A total amount of R7100 was raised that will assist Tobie with a new set of bowls. Gordon and Ian would like to extend a big thank you to each and every one who contributed to this great cause and wishes Tobie all the best for his participation at the Common Wealth Games.

North West Gambling Board appoints Investigations & Licensing Manager The North-West Gambling Board has appointed Ms Morongoa Moss as Investigations & Licensing Manager. Ms Moss brings a wealth of experience in both managerial and executive level. Her career, which spans more than fifteen years, has seen her becoming a force to be reckoned with in the industry. MS MOSS has worked for different entities such as the Gauteng Gambling Board, National Gambling Board and Phumelela. When asked about her new role in the North West Gambling Board, Ms Moss had this to say: “A good foundation has been laid for me by my colleagues who have been keeping the fires burning. The Safe-Hub gives us the opportunity to change young people’s lives through sports development – a child in sports is a child out of court.” The Diepsloot Safe-Hub programme has been operating at Muzomuhle Primary School in Diepsloot since February 2016 and is delivered by AMANDLA EduFootball through a funding partnership with Montecasino at an investment of more than R4 million over three years. This year it provided 640 local youngsters from grades R to matric regular access to a safe environment for facilitated sports, arts, life skills lessons, personal development, and the opportunity for a better future. The Safe-Hub also runs the successful Night League programmes for 100 young men from the community, aged 19 and over, to play soccer on a Friday night. The PlayMakers (three boys and eight girls) between the ages of 18 and 27 worked at the Safe-Hub throughout the year with the children in the various activities, gaining valuable work experience and training to become more employable. Sun International takes Decisive Action to Close loss-making Operations and Improve Operating Performance • Group revenue for the year increases by 12%; EBITDA by 13% • Back to basics strategy in SA helps lift revenue 2% (-1%) and EBITDA by 15% (-9%) in the second half • Fish River Sun, Sun Nao Casino (Colombia), International VIP Businesses in SA and Panama closed • Ocean Sun Casino in Panama downscaled • Application made to the Eastern Cape Gaming Board to restructure the Boardwalk • Performance of Carousel and Naledi being addressed • Business remains resilient and cash generative. Sun International released its year end results, reporting revenue growth of 12% and an increase in EBITDA of 13%. Revenue growth was attributable to the inclusion of the results of Sun Dreams (from 1 June 2016), Sun Slots (from 1 April 2016) and Time Square (from 1 April 2017). Focused cost control and enhanced efficiencies in South Africa helped grow EBITDA from a -9% decline in the first half to 15% growth in the second half, resulting in EBITDA for the year increasing 3%. South African revenues improved in the second half compared to the first half, from a -1% decline to 2% growth, resulting in flat revenues for the year. Sibaya, Sun City, Sun Slots and the Table Bay produced pleasing results with growth in revenue and EBITDA. Time Square’s results were disappointing while GrandWest revenue was in line with the prior year, with EBITDA dropping by 2%. Operational performance in Latam was subdued largely attributable to a low growth economy and the tragic shooting which took place at Monticello in July 2017. The group incurred a number of once-off or abnormal items that have been adjusted for in headline and adjusted headline earnings, both of which were 41% below the prior year. Group CE Anthony Leeming remarked: “We have taken decisive action to address underperforming operations and to focus on both cost control and increasing efficiencies”. “We’ve made significant investments over the last few years in both South Africa and Latam. The refurbishment of Sun City and the acquisition of Sun Slots have met expectations. However, other developments have fallen well short, increasing our debt and debt ratios significantly. Economic growth in South Africa and Latam has slowed, political uncertainty has increased and social challenges, particularly in South Africa, are at an all-time high. Together, this has created the perfect storm, putting pressure on consumer spending and slowing gaming revenue growth”. “That said, our business has proved its resilience and we remain cash generative and positive around future opportunities. A stronger balance sheet and capital structure will also provide management with the headroom to focus on the business. Given the need to reduce the high debt levels, the board has decided not to declare a dividend for the year ended 31 December 2017. Looking ahead, Leeming said: “The mood in South Africa has definitely lifted. However, we don’t expect this to translate immediately into an increase in discretionary spend or spend on gaming but should have a positive effect in the medium term”. “Closing loss making entities will have a positive impact, as will the interventions we’ve put in place at the Ocean Sun Casino, the Boardwalk and the Carousel. We are anticipating much improved performances from these operations”. “We’re also expecting increased footfall and thus improved revenue and EBITDA at Time Square, following the opening of the arena a few months ago and the imminent opening of the hotel. The major refurbishment at Sun City will continue to deliver benefits, although a stronger Rand and the drought may deter some tourists and put pressure on The Table Bay in Cape Town”. “The Chilean economy is also showing signs of recovery, assisted by the recent change in government. Gaming revenues have stabilised and Monticello is starting to reflect revenue growth compared to the prior year. The addition of Thunderbird Resorts in Peru will contribute positively, A successful outcome for Sun Dreams in the municipal licence bidding process in Chile will also have a significant impact”. “This is not an easy economic environment in which to trade. However, we have the right plan in place. We’ve taken the necessary steps and we’re completely focused on the job at hand.”

LPMs - A Key for Economic Development in Rural NorthWest The rural parts of the North-West Province stand to benefit from a roll-out of Limited Pay-Out Machines (LPMs). Audit & System Manager of the North-West Gambling Board Mr Kenny Monate says the market of LPMs in districts such as Bojanala in the Province’s platinum belt shows the signs of saturation. The Gross Gambling Revenue “GGR” trend analysis shows that the opportunities lie in the Far West of the province, particularly the Dr Ruth Segomotsi Mompati District Municipality. “The GGR of Bojanala was the highest in the first four years when we started the rollout of LPMs due to the fact that the Operators preferred and placed more LPMs in the district (Bojanala) which houses an average 56% of the LPMs currently operational than the other three districts (Dr Ngaka Modiri Molema at 15%, Dr Ruth Mompati at 7% and Dr Kenneth Kaunda at 22%),” says Kenny Monate Audit & Systems Manager for the NorthWest Gambling Board. “This is primarily because Bojanala is the economic hub of the province. Although the GGR is still high (sitting at 57% in average) we have noted a decline in GGR per Machine (LPM) from 27% in 2015/16 (which was higher than all other districts) to 24% in 2016/17 Financial Year. The decline in GGR per Machine is due to the increasing concentration of the Machine in the district,” Mr Monate said. On the contrary the GGR per Machine in Dr Ruth Mompati has increased drastically by 35%, from 24% in 2015/16 to 30% in 2016/17 Financial Year (which is now higher than all other districts). This is due to the lesser number of Machines and increased demand for

gambling in the district. The statistics show that there is still an untapped market in Dr Ruth Mompati.Dr Ruth Segomotsi Mompati is one of the economically depressed regions in the province. The district cont inues to grapple with issues such as unemployment, poverty and income inequalities. “The investment in the district coupled with the higher profit margins will surely bring relieve and benefits to the locals through various means such as employment opportunities and being the actual owners of these operations,” Mr Monate said. The district also continues to grapple with the scourge of illegal gambling operations. And this has robbed the province of better economic prospects particularly in the collection of taxes and levies. Mr Monate believes that the roll-out will assist to suffocate unscrupulous forces in the industry. “People must now begin to look at this market and take it away from illegal operators. And as the Board we will be strengthening our efforts root to out the mushrooming of illegal gambling operations so that the new investors are able to reap the rewards of their investments.”

Namibia Clamps Down on Illegal Gambling with Jail & Hefty Fines NAMIBIA IS clamping down on illegal gambling in the southern African countrys, with owners of unlicensed gambling machines now facing hefty fines or imprisonment. This is according to the Minister of Environment and Tourism, Pohamba Shifeta, in a Motivation Statement of the Gambling and Entertainment Control Bill that was read in Parliament recently. The minister revealed that there are approximately 20,000 unlicensed gambling machines across the country. Shifeta said the Bill that provides for the establishment of the board as an administrative body or agency of the government, gives 26 I Gaming For Africa I April / May 2018

power to the board to establish and maintain a register of every gambling machine manufactured within or imported into Namibia. The new Bill also gives power to the board to establish and maintain a central electronic monitoring system capable of - detecting and monitoring significant events associated with a gambling machine or any device associated with the gambling machine that is made available for play in the country. Shifeta also revealed that there are 260 licence holders (six casinos and 254 gambling houses) and 2,845 registered gambling machines (1,145 casinos and 1,700

gambling houses). He said the gambling industry contributes to the State Revenue Fund about N$22 million annually in Namibia. “We must note that this Act also regulates casinos. We have so far 6 casino licences that have been granted. It must also be pointed out that the Damaseb Commission of Inquiry did not find any challenges with the way the casino sector is being regulated,” he said. Shifeta said the main objectives of the Gaming and Entertainment Control Bill is “to regulate the gambling and gambling activities in Namibia; to set out the principles for gambling and gambling activities; establish the Gambling Board; to establish the Gambling Trust Fund; and to provide for incidental matters”.
