THURSDAY, 21 February 2019 will go down in history as the day the biggest poker progressive jackpot ever to be won in South Africa, paid out. A staggering R4.8million was won in the early hours of the morning when one lucky player’s winning hand on the poker felt resulted in this massive payout. SA Budget Speech Holds Surprise Gambling Tax Proposal DURING THE recent 2019 Budget Speech delivered by South African Finance Minister Tito Mboweni, the minister revisited a withholding tax on gambling winnings first mooted 8 years ago. While the proposed new ‘gambling levy’ is not anything new, the tax proposed reflects the pressure government is under to source increased funding for its tax base, as wasteful expenditure and corruption at senior levels of government begin to drain the national fiscus, and place a severe burden on service delivery. In 2012, the government proposed a 15% withholding tax on gambler’s winnings, but eventually decided in the interests of expediency to opt for an

additional 1% levy on a uniform provincial gambling tax base. This additional levy was to be introduced with effect from 1 April 2013. The proposal at that time, was for the 1% levy to fund rehabilitation and awareness programmes to mitigate the negative effects of gambling. A similar levy was to be used to tax the National Lottery. In the 2019 Budget, the Minister announced that government intends to publish draft legislation pertaining to a gambling tax for public comment in 2019. Whether this will take the form of withholding tax - that may be prove too onerous to implement or comply with by casinos and gambling operators, or a simplified version where levies are imposed or increased remains to be seen.

The North West Gambling Board Cracks The Whip On Illegal Operations The South African Police Service working hand in glove with the North West Gambling Board have clamped down on il egal operations in Ikageng Township near Potchefstroom in the Dr. Kenneth Kaunda District Municipality in the North West. SEVERAL ILLEGAL gambling machines were confiscated by the police. Nine foreign nationals and two South African women were arrested and issued with offence notices of being in possession of illegal gambling machines. One of the concerned parents, Magdeline Mogotsi, maintains that it is predominantly young children and teenagers who are victims to this illegal mode of gambling. “We are happy that these Cherry Masters have been confiscated by the police. Every day after school our children rush to various tuck-shops in our township to play these machines much to the neglect of their school work. We also don’t want to have a situation where by when our children are all grown up, they then become problem gamblers. The raid forms part of a larger strategy by the

Board aimed at thwarting illegal operations in the province. The Board’s Gambling Control manager, Mr Simon Mogapi says there are currently close to sixty known illegal gambling sites operating in the North West.

“Our relationship with the police is bearing tangible fruits. Our strategy is in full swing and we are hopeful that we will be able to deal with this,” Mr Mogapi said. Over thirty million rand in taxes and levies is lost by government due to illegal gambling in the province. Acting Chief Executive Officer of the Board, Mr Jacob Montshioa maintains, not only is the Board losing these monies to unscrupulous people, but the youth become prone to many societal ills such as problem gambling. “We are worried that our youth might be lured into these illegal operations only to be used for other criminal activities such as human and drug trafficking as well as money laundering. We would like to appeal to our communities to be vigilant and help us fight illegal gambling,” Mr Montshioa said.

The 2,000m² facility is expected to have a significant impact on the local economy, with 200 permanent jobs created upon opening. Ugandan Government Ordered to Suspend Betting & Sports Betting Licenses In what appears to be a mixed and confusing message from the Ugandan Government, the country has stated that it will implement a directive issued by Ugandan President, Yoweri Museveni aimed at curbing underage gambling, but one will ultimately target foreign firms operating in the country. UGANDAN FINANCE Minister David Bahati said the directive, in which the president orders that no new gambling licences be issued, and that those that expire should not be renewed, appears to be motivated by Museveni’s belief that “betting companies are distracting young people from work.” In May 2017, the Ugandan government imposed restrictive measures on the use of betting games to limit access for minors, in addition to increasing taxes on the companies in the sector. Uganda has the highest percentage of population under 30 years of age in the world, with 77 per cent in that age group, a figure that contrasts with youth unemployment rate in the country - at 2.91 per cent in 2017. Samuel Mutekanga of Betway, one of the most important sports betting companies in the country, said the decision was “a surprise,” as well as “a commotion that threatens our investment.” In an apparent move to clarify the directive, and one which heaped further confusion, Finance Minister Matia Kasaija saying that the new policy was specifically targeted at ‘foreign’ sports betting companies that channel revenue from their local betting operations back to their base of operations outside Uganda. Kasaija said the country was “not banning gaming. We’re saying this activity should be limited to only

Ugandans. We have said that licensees that are running will not be renewed and new ones will not be issued to foreigners because we’ve discovered so much of our money is being exported through that gaming thing which as far as I am concerned has little value to the economy.” Bahati said the government’s aim was “strengthening the regulatory framework” by reviewing the betting sector in order to “regulate the number of betting companies because there are complaints that they are mushrooming everywhere.” Bahati said the government would use its review “to determine how many [betting operators] to license and where they should operate across the country.” Bahati offered no timeline for when this review might conclude but did say an official statement would be issued “sooner than later.” While Bahati’s comments make it sound as if only retail betting operators are facing the axe, he confirmed that online betting operators would be included in the government’s review. Jurgen you’ve been there from the start, and Charl you’ve been a part of the business for almost two thirds of that time, can you tell me how it started for you both? Jurgen: As you know Roy, DRGT™ literally started in a garage. We began with a relatively simple idea then, one that very quickly became our vision, and I guess our entire development mantra: ‘…to develop and deliver the best technology that puts the player first.’ To fully execute this though, Michiel (van Dam, CTO and co-founder) and I realised that we needed to not only provide operators with cutting edge technology that was robust and user-friendly, but we also needed to ensure that we had the people and the means to support those products, and more importantly our customers, the operators who use them. Charl: I left Aristocrat after 13 years’ service in 2007, dabbled in running my own pubs (with LPMs, of course) for a couple of years and ultimately decided to get back into gaming equipment distribution in 2009. Jurgen: Michiel along with our R&D Directors and our Global Product team drive our product development and its associated time lines. Without divulging too much, I think it is safe to say, as I have said on many previous occasions, consumers in general (and this includes gaming ‘players’) are becoming more and more demanding of tailored solutions and ease of use, and less and less tolerant of extended time lines or service intervals. With this in mind, we need to develop quicker, install quicker and be able to provide operators with technology to engage quicker and more directly with their players. Products like our drMediaManager, drScreen video and TV streaming functionality and our ability to present jackpot and other media to the top screens of EGMs talk directly to this ‘shift’. Gaming for Africa: This leads to my next question: You exhibited at ICE London again earlier this month, how did things go? Jurgen: Advances in technology allowed us to provide a truly serverless offering. It also afforded us the ability to provide more functionality than existing legacy systems, and furthermore ensured that we were able to install our product extremely quickly. A case in point was our installation at Grand Casino Basel, where we completed the entire change over in a single day during normal operating hours. Gaming for Africa: Considering the above, does your system operate on all gaming devices? Charl: Absolutely, we’re able to operate our systems and jackpots on literally any slot machine, as long as it operates using a legislated protocol. What I’m referring to here are the likes of SAS, ASP, NSW and GRIPS; this flexibility has been extremely advantageous, and continues to drive much of our African expansion. Gaming for Africa: In closing, for those Casinos wanting a new system or jackpot

Emperors Palace ‘Garden of Lights’ raises R1.4million for Charity Emperors Palace has wrapped up yet another successful edition of its annual Garden of Lights, with proceeds from the 2018/2019 event amounting to an incredible R1.4-million. From the R1.4 million raised from tickets sales, R400 000 was donated to the Reach for a Dream foundation and R350 000 each was donated to the Peermont Childrens and Education Trusts. In celebration of the resort’s 20th birthday, a further R10 000 was donated to 20 worthy charities that were nominated by 20 Emperors Palace employees. “THIS YEAR, we welcomed over 100 000 excited children, mums, dads, couples, friends and family from across Gauteng, who came to see the dazzling array of lights at Emperors Palace,” says Clive Tavener, General Manager for Emperors Palace. “This amounted to R1.4 million in proceeds from ticket sales, which we have donated to charitable and educational causes for communities in need.” The Garden of Lights is a magical event that lit up Gauteng skies over the festive season for the 11th consecutive year. It was created to spread merriment and festive cheer through spectacular light displays, colourful characters, fun fair rides and delicious food offerings, and took place in the perfectly manicured gardens of the five-star Peermont D’oreale Grande hotel at Emperors Palace.

“The Garden of Lights is our way of bringing back the days when mom and dad would bundle the whole family into the car to go and see the Christmas lights in town,” says Tavener. “Every year, we get to see the delighted smiles on the faces of children and parents alike, as they walk into gardens and experience the incredible light displays. Sun International first in Africa to stop sending waste to landfill Sun International has become the first company in Africa to receive a prestigious Green Building Council of South Africa’s (GBCSA) Net Zero Waste rating for an ambitious recycling effort at its Wild Coast Sun property. THE AWARD is the first of its kind in the country, and although the Wild Coast Sun was already sending zero waste to landfill by the end of 2016, the verification process required one full year’s data before it could be certified. The GBCSA completed the criteria process at the end of 2017, after which an external audit of the data was done in 2018 by professional environmental consultancy company, GCX. To be considered for the award, an operational waste and materials management plan needed to be introduced and implemented on site. The Wild Coast Sun had to submit to regular audits and, to be effective in the long term, educational, workshops and seminars were used to create awareness among staff. Sun International first introduced plans to eliminate waste sent to landfill in 2015, and will aim to achieve zero waste to landfill at all of its South African properties. It aims to be a leader in waste management in the local hospitality industry by encouraging suppliers, contractors and concessionaires to introduce similar waste saving initiatives at their operations. Since January 2017, the Wild Coast Sun has recycled 600 tons of waste annually. Not only will this help to protect the pristine Wild Coast environment, it is also creating jobs for the local community. The project now sustains two permanent enterprise development projects. Gayo enterprises, headed up by Aben Mbabala, employs seven people who are responsible for collecting and separating food waste, cartridges, paper, cardboard and batteries. Vuka Uzenzele Trading is managed by Alex Nzimakwe with five employees who produce compost from food waste and garden cuttings, and plant and manage the new organic vegetable gardens. The compost yard covers approximately 70 meters and produced 187 tons of compost during 2018. This translated into a saving of R430 000 for compost, which the resort had to previously buy to maintain its golf course and gardens. Organic vegetables grown in the garden which is cultivated with the additional compost being produced, now saves the hotel and restaurants approximately R10 000 per month in produce costs. Excess vegetables are also donated to local schools for their soup kitchens, with one school alone feeding as many as 900 children a day. Most plastic waste is recycled, while other used materials such as hotel furniture, computers, appliances and linen are donated to needy local communities and organisations such as hospitals. Non-recyclable waste is used to manufacture eco-bricks by the unit’s appointed recycling service provider based in Port Edward. This in turn has created further jobs in the area to deal with the approximately 40 tons of waste that the Wild Coast Sun used to send to landfill every month. In 2018, Wild Coast Sun was also the recipient of the Eco-Logic Recycling and Waste Management Award. Speaking about the award, Sonja Stroud, Safety, Health and Environmental Officer said: “Our approach to sustainability is holistic. It is based on the need to protect our natural environment and to save our natural resources, so eliminating the waste we send to landfill is a natural progression of this strategy. To achieve our zero waste goal we had to scrutinise every element of our operation at the Wild Coast. The first step was to get rid of skips and compactors and to sort the waste on site. Now, recycling and repurposing waste lessens our environmental footprint and also assists people living in the communities we do business in through donations of physical products, excess food from our gardens and the creation of new business and employment opportunities.” For visitors to the Wild Coast Sun resort the benefit lies in being able to eat fresh organically grown vegetables in our restaurant and hotel, and in knowing that not a single waste product discarded by them will go to landfill. Nigerian Government Fury as Illegal Operators Siphon Off a Trillion Naira Annually Vows to Stamp out Illegals The Nigerian Federal Government has started moves aimed at putting an end to the activities of il egal lottery operators, which leave losses amounting to more than one tril ion Naira annually. To this end, the federal government through the National Lottery Regulatory Commission (NLRC) is to police unauthorized online games.

NATIONAL LOTTERY Regulatory Commission is also considering on one hand to enlist the help of the Central Bank of Nigeria (CBN) to monitor the payment settlement services to unauthorized lottery operations; and the Nigerian Communications Commission (NCC) on another to ban illegal lottery and gambling activities on GSM networks. It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators. Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
