NewWestminster is 150 trees closer to its goal of planting 11,800 trees by 2030.

The city’s third tree sale was a hit, with resi-

dents purchasing all 150 trees available at this year’s spring sale. Residents picked up their pre-purchased trees atWestburnco Park on Saturday.

It’s the third time the City of NewWestminster has made trees available for

residents at a cost of $10.

It’s part of the city’s goal of having a 27% tree canopy in NewWest.

To accomplish that goal by 2030, 3,300 trees will be on private lands and 8,500 will be on public lands.

Last spring’s inaugural

tree sale saw 151 trees being purchased for planting in NewWest. A similar number of trees sold at the SpookyTree Sale on Oct. 31, 2020.

The city’s urban forest management strategy includes efforts to grow New

Westminster’s citywide urban forest canopy cover from 18% to 27%, which is the North American standard.

The city has stated that the most effective way to achieve that 27% target by 2030, which would sup-

port the removal of 4,050 tonnes of carbon pollution annually and increase the city’s forest’s carbon storage capacity by 50%, is through city-community partnerships.

City moves ahead with eight-lane pool

The City of New Westminster is moving ahead with construction of a new aquatics and community centre next month, the city announced on Monday.

The new aquatics and community centre will be built adjacent to Canada Games Pool and Centennial Community Centre where the Sixth Avenue parking lot is currently located.

Both of the existing facilities will remain open during construction, the city said. Starting April 1, fencing will be erected and construction equipment will begin arriving on site, the city said.

Progress on the project had been delayed due to the COVID-19 pandemic.

The project will include an eight-lane pool. Some community members and supporters of the Hyack Swim Club had urged the city to build a 10-lane

pool, saying it would meet the needs of a growing city and allow the city to host large swim competitions.

Groundbreaking and construction is expected to begin in mid-April, with the new facility scheduled to open in late 2023, said a news release. Demolition of the old facilities and completion of the outdoor spaces is anticipated to be complete for summer 2024.

“Our community has waited a long time for this day. I am very pleased that construction on the new aquatics and community centre is finally underway,” said Coté, in a statement.

“This new facility will be a tremendous asset to our city, providing individuals of all ages and abilities with an accessible and welcoming space to be active, learn and connect.”

DEVELOPMENT

Hall allowed to pursue liquor licence The Metro Hall has the go-ahead to pursue a liquor primary licence.

The downtown banquet venue was the subject of a virtual public hearing on Monday night, after it applied to the city for a zoning amendment to allow it to apply for operation as a liquor primary licensed establishment.

No one spoke at the public hearing, and council voted in favour of the amendment at the subsequent council meeting.

The change will allow the Metro to bypass the need to apply for a special event permit each time it hosts an event with liquor service. Currently, the venue obtains more than 100 special event permits every year for functions such as wedding receptions, birthday parties and holiday events.

lation, the B.C. Liquor and Cannabis Regulation Branch requires a motion from council before approving liquor primary applications.

The liquor primary licence will allow the 8,500-square-foot hall to serve liquor seven days a week from 9 a.m. to 2 a.m., with a maximum oc-

cupancy of 400 people.

But the venue will continue to be used as it is now, with no changes to the exterior.

Coun. Nadine Nakagawa questioned whether there’s any mechanism for the city to encourage accessibility work, noting the venue lacks accessibility and she’s concerned about the “culture of exclusion” it creates when the city has non-accessible venues.

City staff said there’s no legal mechanism to require accessibility changes, but, given that the hall is interested in being a “good neighbour,” city staff can work with the venue to try to find ways to pay for accessibility upgrades – including potential funding from other levels of government.The Metro Hall is at 759 Carnarvon St. – Julie MacLellan

Starting April 6, there will be no access to the Sixth Avenue parking lot. On-site parking will only be available at the Cumberland Street parking lot.

Facility users should plan to arrive early for lessons and programs as parking will be limited and additional time may be required to walk from alternate parking locations.

Visitors are encourage to consider alternate modes of transportation such as walking, cycling, transit, and carpooling.

Record writer nominated for provincial award The NewWestminster Record/Burnaby NOW newsroom team has captured a trio of nominations for this year’s Ma Murray Awards.

The awards are presented annually by the B.C. andYukon Community NewsMedia Association to recognize the best work produced by community newspapers around the province.

The Record earned a nomination in Arts & Culture Writing, for a piece by Julie MacLellan exploring the Massey Theatre’s emergence out of the pandemic with a return to live music in the fall (before COVID-19 restrictions brought live entertainment to a halt once again in November).

The NOW reporting duo of Cornelia Naylor and Dustin Godfrey earned a nomination in the new special COVID

Coverage category for their two-part series Loneliness and Loss, exploring the impacts of the pandemic on seniors in long-term care and their families.

Photographer Jennifer Gauthier also earned a nomination for her photograph “Safe Sports,” a shot of a speed skater in training at the Kensington rink in November as local skaters worked to find ways to make their sport work in the face of the pandemic.

The Lower Mainland Purpose Society has applied to become operator for the New Westminster Health Contact Centre that would include overdose prevention services at their existing location at 40 Begbie Street. The Health Contact Centre would provide a number of integrated services, such as witnessed consumption, drug checking, harm reduction supplies, peer employment opportunities, education on safer drug use, and would conduct regular needle sweeps of the community, including sharps recovery. These services would work in tandem with the existing services already offered by Purpose Society. This project is a partnership with Fraser Health, who initiated the creation of the Centre and would be providing the funding.

As a Health Contact Centre is not a permitted use in the current zoning, a Temporary Use Permit is required. The Permit will allow the Centre to operate for three years and, after that time, may be extended.

Is the protection and restoration of a 1907 home a fair exchange for lot subdivision and construction of a second house on a small lot?

That was the question posed by neighbours during a public hearing on Monday for a heritage revitalization agreement for 221 Townsend Pl. in the Queen’s Park neighbourhood.The agreement would require the owner to restore the existing home and list it on the city’s heritage register, in exchange for permission to split the lot and build a second home.

City councillors voted 5-2 in favour of the agreement, but not before hearing from numerous speakers – on both sides – at the virtual hearing.

The home in ques-

tion is a one-storey worker’s cottage, one of eight known examples remaining in New Westminster of the British Columbia Mills Timber and Trading Company’s pre-fabricated wood-frame homes.

“I can’t emphasize the heritage value of this little house enough,” said Elana Zysblat, the heritage professional working on behalf of the homeowner.

She said the prefab homes were considered both “practical and fashionable” and told council the Queen’s Park neighbourhood has always historically included small lots and modest homes – not just large homes on large lots.

Homeowner Mattia Nichele told councillors he’s not asking for any more density than would, in fact, already be allowed – since existing zoning would allow him to add

on to his own home and build a smaller carriage house as well.This way, he said, he’s creating a second family home of similar size (about 1,600 square feet), allowing another family to also own a home in the neighbourhood.

Existing zoning would allow him to cover 35% of the site; the new plan covers 35.2%.

RESIDENT REACTION MIXED David Brett, a former president of the Queen’s Park Residents’ Association, spoke up in favour of the plan. Brett was involved in the working group that developed the Heritage Conservation Area guidelines for Queen’s Park, and he said this plan is a positive for the neighbourhood.

Having a heritage revitalization agreement would be a win for the

home, he said, because nothing in the Heritage Conservation Area imposes any obligation on homeowners to restore their homes – meaning houses can essentially be demolished by neglect.

“These new homeowners, their value system is aligned to restoring their home and pouring a lot of sweat equity into that process,” he said.

Brett said the plan preserves the “single-family character” of the neighbourhood.

Neighbours of the property, however, were less sold. Residents raised concerns about the small size of the two lots that would be created – about 2,360 square feet each – and about the relaxation of setback requirements.They expressed fears the agreement could set a precedent for other properties in the neighbourhood.

Patricia Fraser said neighbours don’t want people to use heritage revitalization agreements as a tool for “unnecessary development.”

“We can’t continue to jam more people into this small area,” she said.

COUNCIL VOTES Councillors Chuck Puchmayr and Jaimie McEvoy voted against the agreement.

Puchmayr said it could well set a precedent and could lead to people promoting properties in the neighbourhood for similar development. He also raised concerns about the loss of green space and trees in the neighbourhood.

McEvoy said the city needs to look closely at how it’s using heritage revitalization agreements, especially given the neighbourhood is already desig-

nated as a Heritage Conservation Area.

“If it’s not a vehicle for preserving heritage, it’s not rightly being used,” he said. “I think that’s a pretty valid question: in an HCA, is this really a heritage win?”

Mayor Jonathan Cote noted the “competing priorities” facing the city.

He acknowledged neighbours’ concerns about densification but said the city needs to look at what the homeowner could already do – in the form of adding a potential suite to the house and a smaller laneway house on the property. He said that, while that approach would add two smaller rental units and might in fact do more for housing affordability, the owner’s proposal also offers an alternative that fits in to the idea of offering more housing options.

CPC will pay for climate stance

Prime Minister Justin Trudeau’s election trigger finger just got decidedly itchier.

That is because the federal Conservative Party took a giant leap into the past when its policy convention voted against efforts to enshrine the reality of climate change in official party policy.

More than half of the party’s convention delegates voted against including these sentences in its platform: “We recognize that climate change is real.

The Conservative Party is willing to act.”

While these are only two sentences, the rejection of what they say (that climate change is indeed “real”) further pushes the Conservatives out of the mainstream and further away from a growing number of voters in key urban and suburban centers.

This is delightful music to the ears of Trudeau and his Liberals.

The issue of climate change – and the need to fight it – is rising in importance among voters, particularly those who live where most of the electoral ridings exist: in those same urban and suburban areas.

Of course, there is nothing stopping Conservative Leader Erin O’Toole from shrugging off this vote – he wanted it to pass – and come up with his own climate change action plan and put it in front of voters when an election is called.

However, if he does just that, he may risk a fullfledged revolt by much of the party’s grassroots.

Those folks tend to live in the western provinces and many natural resource-dependent small towns.

In any event, this episode gives the Liberals and the federal NDP ample fodder to continue to cast the Conservatives as a bunch of old, out-of-touch climate-change deniers.

And, given the evidence that the issue of fighting

climate change is clearly so divisive for the Conservatives, it is virtually certain both of the other two parties will make it a major focus of their campaigns.

In addition, the controversy generated by this misstep comes at a time when the party is struggling with other issues.There have been reports of internal strife over O’Toole’s leadership, and poll after poll shows the party consistently trailing the Liberals among decided voters nationally, but even more so in the riding-rich areas of Greater Toronto, Metro Vancouver and Greater Montreal.

Social conservatism, a sure-fire vote-losing position if there ever was one, seems to be popping its head up within the party from time to time, offering free swings to the Liberals and the NDP. Then there is O’Toole himself. He has yet to establish much of a presence with the voting public and seems to bounce between mutually exclusive positions.

He wants a sharper and more aggressive strategy to fight climate change, yet his own party and a big chunk of his caucus do not share the same view when it comes to setting priorities on this file.

Meanwhile,Trudeau and his government continue to kick gargantuan amounts of money out the door in various financial aid programs. Deficit fighting, a traditional hallmark of Conservative philosophy, seems a distant memory for so many.

This is all starting to look like an early election, perhaps as early as May or June.

Trudeau clearly has his finger on that election trigger, and the question now is when he pulls it.

Squint to see the lake’s name

Parks commissioners agreed trees and a watercourse in a park at the foot of Burnaby Mountain should be protected, but a meeting on the measures ended with commissioners debating the name of the park.

The moniker being used at the time was Squid Lake Park, but one commissioner said it had originally been Squint Lake Park because the lake was really only a slough and you had to squint to see the water. Another commissioner said it would be a pity to lose the unusual Squid Lake name.

Step up to fight racism

Editor: There are no words to fully express the grief, fear and demoralization that members of the Asian community have experienced in the past year, culminating in the events of the past week. Our hearts and souls are heavy, and we see that many outside of our community are sympathetic to our anguish.

For those outside of the Asian community, it’s hard to know what to do from here. I know many in my social circles feel the desperate need to help, without knowing where to start.

So what can you do?

1) Eliminate racist and prejudicial language from your vocabulary and humour. This includes not only slurs, but rhetoric such as the Kung Flu, China virus, yellow fever in reference to sexual preferences and many others.

2) Stop perpetuating harmful stereotypes.

We all know what I’m talking about. The ones about driving, math, being quiet and subservient, our smelly food, our eyesight, our sex appeal or lack thereof. All of this is harmful, microaggressive, racist and only serves to dehumanize us.

3) Start identifying and unlearning your racial biases. Catch yourself when you make a snap judgment. Because with practise, you’ll catch yourself before you make one.

4) Educate yourself. There are many historical events that exemplify and perpetuated systemic racism against Asian-Canadians. Read up on them. The Japanese Internment of the Second World War and the Chinese railroad workers are a great place to start. Also make sure to follow social media pages and accounts that cover current issues, provide education and additional resources for further learning.

5) Support your local, Asian-owned, community businesses. Refer establishments to friends and family. Welcome us into, and allow us to enrich your communities.

6) And finally, step up when you witness wrongdoing. Both big and small. With strangers and loved ones. In the words of a wise wizard, “It takes a great deal of bravery to stand up to your enemies, but a great deal more to stand up to your friends.” Win the small private battles around your dinner tables that we are not there to fight.

This is the work that needs to be started; the individual deconstruction of internalized bias, and the further spread of education, and introspection. This is where we need our allies to put in the work, to ensure that the future is a place where we can all live free of fear for ourselves and our loved ones.

City Residents launch petition to keep Hume pool open Theresa McManus

Sapperton residents have a sinking feeling about the city’s summer plan for the Hume Park outdoor pool.

Having learned the city doesn’t plan to open the pool this summer, residents have launched a petition on change.org in an effort to get the city to reconsider its plan.The petition, which has been signed by more than 250 people, states the pool provides swimming lessons, entertainment, a chance for the kids to be physically active, an opportunity for parents to relax with their children, a chance for children to get out and play.

“Hume Park Pool is the ONLY walking distance activity in Sapperton.We have no library, no skate park, no artificial turf, nothing but this pool,” said the petition. “It is the highlight of the year for all the residents of this area.”

The city’s website describes the pool as “an oasis on a hot summer day” and notes that “children love splashing and playing while adults join in or relax on a chaise lounge.”

Sapperton resident Rnold Smith said the pool is a treasure in the neighbourhood and an important amenity to Sapperton families.

“Sure, the little kids can go and play on the playground but if you want to engage kids, like eight to 15, the pool is such a treasure,” he said. “Not only that, it’s just such a gathering place for everyone.

ple here.”

Smith hopes the city will reconsider its decision to close the pool this summer.

“In this year of difficulty, this is such a bright spot for mental health and for community wellbeing,” he said. “If there is any way to reverse this decision and keep it open, it would go a long way to making this community feel cared for.”

CITY’S RESPONSE Steve Kellock, the city’s senior manager of recreation, said staff went through a series of workshops in the fall in preparation for the 2021 budget year and made decisions based on the current state of the pandemic and some of the constraints the

city was facing, including physical constraints.

“One of the decisions that was made was to close Hume Pool for this year, and it will open in 2022,” he said. “We have a plan to do some of the capital work that needs to be done and a plan to resume operations going into next year.”

Kellock said some work that had been planned for last year had to be deferred because of the pandemic.

“We intended to do some of that work this year to ensure that we were ready to be open and good to go for next year.

It’s just a bit of a catch-up to get the facility ready to be operational in 2022,” he said.

Weather plays a role when work can be done at the outdoor facility.

“Some of it is sealing work on the pool tank.

When you want to paint and seal any of the cracks or address any of the tile work, it always is better when you have a period of favourable weather,” Kellock explained. “One of our local challenges is just how wet it can be.That was part of why we lined some of that work up for that time.”

Kellock said New Westminster and other cities with pools are also “facing a deficit in the industry” after the organizations that certify lifeguards and aquatic staff put all their training on hold at the start of the pandemic.

“I’ve looked to some of the surrounding municipalities, and there are a few that have made some closure choices as well.

And there are others that are already starting to raise the flag in terms of the constraints they are seeing coming forward for their staffing resources,” he said. “It’s one of the other factors playing into this, in addition to how we had planned our work plan in the fall.We went through the budget planning exercise to try and make the best decisions we could at that time in that phase of the pandemic.”

Kellock said Canada Games Pool and Moody Park Outdoor Pool won’t be impacted by staffing challenges because the city had always been planning for those facilities to stay open this summer.

Since the pandemic began, Kellock said city staff have become experts in delivering safety plans that have allowed all of the city’s facilities to reopen to the public.

“We are quite confident in our ability to keep the community safe,” he said. “That said, Hume pool is a very small facility, and due to the current orders that are in place there would be very few people able to be in that space at any given time, which would very much make it serving a very small segment of the community, whereas through Moody and Canada Games Pool we can maximize community access into our facilities during these COVID realities.That was again a factor in our prioritization.”

Kellock said staff will be presenting a comprehensive report about Hume Park outdoor pool to city council on March 29.

“The two things I would say are we look forward to opening Hume pool in 2022,” he said of his message to residents. “We also

encourage people who are really passionate about that facility and that park to engage with us through the master planning exercise so that we can talk about the long-term future.We would welcome feedback and input.We really have looked to try and maximize opportunities to serve the community across parks and recreation across the city. And while it’s not at Hume, we hope we can accommodate people in some of our other spaces and some of our other programs and services.”

The Hume Park master plan process is underway and is considering the future of the Sapperton park.

City Council set to consider overdose prevention site Temporary use permit for the Begbie Street health centre is on the agenda for the March 29 meeting Theresa McManus

A proposed overdose prevention site in downtown NewWest will be considered by council this month.

On March 29, council will consider issuing a temporary use permit that would allow a health contact centre to operate at 40 Begbie St. for a three-year period ending on March 29, 2024. Concerned about the number of people dying in the drug poisoning crisis, council directed staff last July to work with the Fraser Health Authority on the establishment of an overdose prevention site and the implementation of a safe supply program.

The health contact centre, which would include an overdose prevention site, would be operated by the Lower Mainland Purpose Society, under the Fraser Health Authority. Services would include witnessed consumption, drug testing, harm reduction supplies, take-home naloxone kits, training on naloxone, education on safer drug use, a medical clinic, nutritional information, and referral to treatment centres and health services.

According to a staff report, the centre’s staff would do regular needle

sweeps of the surrounding area.

Because a health contact centre isn’t a permitted use in the current zoning, a temporary use permit is being sought. A three-year temporary use permit is being proposed, with an option to renew for an additional three years.

A recent report to council outlined the engagement that’s taken place about the proposal, including a virtual information session, online engagement and emails and calls to city hall.

Many people have expressed support for the project, citing a need to respond to the increasing number of deaths from the drug poisoning crisis and the Purpose Society’s history of providing services in NewWest. One business suggested daily sweeps of the area could have a positive impact by reducing the number of discarded needles being found in the area.

“As a resident of downtown NewWestminster, and someone who lives adjacent to this site and other important organizations such as Lookout and the UGM, the poisoned drug supply crisis is one that I see impacting my neighbours on a daily basis,” wrote one resident.

“We are sorely overdue for a safe site for our most vul-

nerable community members to use drugs with supervision and get help if necessary.”

Council has also received a letter from someone (names have been removed from correspondence in the council package) who assisted someone who was overdosing and unconscious beside a public walkway.They noted it wasn’t the first overdose they had attended to in NewWest.

“This centre is very much needed in New Westminster,” said one email to the city. “It (has) taken far too long for such a centre to open, and it is way too late for the 31 members of our community who died in 2020 as a result of the overdose crisis and the 110 people who died in our community between 2014 and 2019.”

The city has also heard from people with questions and concerns about the proposal such as: people congregating outside the centre while waiting to enter or when leaving; the concentration of services in the downtown. Others suggested the facility would promote illegal behaviour by allowing people to use illegal drugs and could draw people who are struggling with addictions from other municipalities.

“It was noted that

health contact centres are being established in other municipalities; however, NewWestminster is furthest along in the process,” said the staff report.

“There are also a number of other publicly accessible sites throughout the region that include witnessed consumption as a service. It was also noted that those utilizing the centre would most likely reside in NewWestminster, and that there would be a limited distance that someone would travel to access the service.”

cerns about feeling unsafe downtown because of the increased number of people sleeping and loitering in the area, as well as open drug use and needles being found in the area.

The owners of Arundel Mansions, which is located next door to the proposed overdose prevention site, stated the business has plans to expand the hotel, but that process has been paused because of the pandemic. If the city approves the overdose prevention site next door, they stated they will cease plans for an expansion.

A lawyer whose office is on Begbie Street said

some of their clients have voiced concerns about their safety because of the homeless people and drug users/dealers who are in the area.

“If the TUP is approved and this health care centre goes ahead, I have to seriously consider how long I can remain at this location, and then I will either have to relocate my business at a considerable expense and inconvenience or close it down,” wrote the lawyer in a letter to council. “This is not something that I want to do, but I expect that (the) nature of the neighbourhood will deteriorate.”

What do I do if I knock out an adult tooth?

City Negotiations underway to create New West shelter Theresa McManus

With the extreme weather response mat program poised to end at the end of March, efforts are continuing to find a way to shelter homeless people in an emergency response centre.

Last May, BC Housing opened a temporary 40bed emergency response centre in the Massey gymnasium at the old New Westminster Secondary School. Since its closure in July, the city has been working with BC Housing to find a new location for an emergency response centre.

“BC Housing is in ongoing negotiations to secure space for an emergency response centre in New Westminster,” said BC Housing in a March 16 statement to the

Record. “While a location has been identified, negotiations are ongoing.We hope to provide an update to the public on this in the coming weeks.”

Coun. Chuck Puchmayr said a lot of the people who stayed at the Massey facility have ended up sleeping on the streets and sleeping very rough.

“I certainly would like to see us come up with some space where we can actually do this 18-month care for people who are suffering severe mental illness and living really rough in the street,” he said.

John Stark, the city’s supervisor of community planning, said the challenge has been coming up with an appropriate location that would accommodate a suitable number of guests and meet physical distancing requirements.

When receiving reports from the city’s COVID-19 task forces, council members routinely question staff about the status of shelter spaces and an emergency response centre in New Westminster.

That was again the case at the most recent council meeting.

A March 1 update to council from the vulnerable and at-risk persons task force stated the city has worked with BC Housing and the Lookout Housing and Health Society to put 10 mats in place at the Russell Housing Centre through the extreme weather response program.Those spaces, which are only made available during extreme weather events, are in place until March 31.

Puchmayr said it’s sad that availability of the extreme weather response

mats is triggered by projected temperatures. He said a recent forecast didn’t trigger staffing of the mat program, but it snowed overnight and people were left to sleep outside.

“It’s absolutely heartbreaking,” he said. “To me, people should be off the street period, especially in the wintertime.”

According to Stark, BC Housing surveyed faith and non-profit providers in April 2020 and found there was demand for about 40 to 50 emergency shelter beds over what is currently available. He said negotiations are underway for a space that would provide emergency response beds for 18 months.

“There is a need for additional shelter capacity,” he said. “For BC Housing, it is finding a location

where it can accommodate what they consider an optimum number of guests with regards to staffing and from a monetary perspective too.They have looked potentially at smaller locations but they found them really difficult to staff and monitor.

Those discussions, as I stated, are ongoing.There is a site which they have landed on but they are in negotiations.Those negotiations are taking much longer than they had anticipated.”

According to BC Housing, the 10 extreme weather response mats operating in New Westminster will cease operations at the end of the month.

In addition to that program, BC Housing said there are 53 full-time shelter spaces operating in New Westminster yearround: Elizabeth Gurney

House – 12 spaces; New West Shelter – 15 spaces; Stevenson House – 14 spaces; and Fraserside Emergency Shelter – 12 spaces.

Stark said the city is continuing to work with BC Housing on longer-term shelter needs, recognizing that people need shelter year-round, not just between Nov. 1 and March 31. He said work is continuing to create new supportive housing units where individuals could stay for two or three years, potentially longer, and receive a whole array of supports.

“Those conversations are ongoing, but it is challenging. BC Housing has a lot of requests, and staff and volunteers are in short supply,” he said.

New West improving on early-year ‘vulnerability’ Julie MacLellan

New Westminster’s kindergarten students are faring better on a provincial assessment designed to pinpoint areas of “vulnerability” in communities.

Tanis Anderson, district vice-principal for early learning, brought that information to the school board’s education committee meeting Feb. 9 as part of a report on learning outcomes in the New Westminster school district.

Anderson told trustees that New Westminster schools have been steadily improving on results in the Early Development Instrument – a provincial tool that allows school districts to measure “areas of vulnerability” in neighbourhoods and apply services accordingly.

It’s based on assess-

ments by kindergarten teachers in February, with teachers answering 104 questions about each student.The questions cover five broad categories: physical health and well-being, language and cognitive development, social competence, emotional maturity, and communication skills and general knowledge.

“This really gives us a really good indicator for future success, even into adulthood,” Anderson said.

The data collected in New Westminster schools in 2019/20 showed F.W. Howay Elementary having the highest vulnerability rates, with 64% of students rated as “vulnerable” in one or more of those categories.That was followed by Qayqayt Elementary, at 38%, and Lord Kelvin Elementary, at 29%.

Anderson noted that, digging deeper into the Howay results, it appears the high rate of “vulnerability” may have been something of a statistical anomaly. She said the cohort that school year included only 14 children.

“Sometimes data looks a little bit different with a smaller number like that, and it’s one teacher completing all of that data for one school,” she said.

The data is collected in three-year “waves” provincewide, and the New Westminster numbers reflect the first year of Wave 8.

Anderson noted the trend in New West since Wave 6 (2013 to 2016) has been a positive one, with vulnerability rates in most of the categories going down over that time.

deemed “vulnerable” on at least one indicator) stood at 30% in Wave 6 and 27% in Wave 7 (2016 to 2019). Now, in Wave 8, it’s at 24%.

That compares to B.C.wide rates of 32.2% in Wave 6 and 33% in Wave 7. Provincewide data for Wave 8 isn’t yet available because data collection for that wave is still ongoing.

“According to this data, things are improving, so this is really good news,” Anderson said.

Trustee Anita Ansari questioned whether the district can get a detailed breakdown of neighbourhood data surrounding vulnerable students, so it can plan activities and programs for where they are most needed.

Maureen McRae-Stanger, the district’s director of instruction, learning and innovation, said the Ministry of Education will put together neighbourhood data once all three years of Wave 8 are completed.

“We know that in the Queensborough neighbourhood and in the Connaught neighbourhood, which really takes in (Lord Tweedsmuir) and Connaught Heights, that we have definitely seen a decrease in vulnerability for our students within the (Early Development Instrument),” she said.

She said more “robust” data will be available after the Ministry of Education collects data from all schools, including independents, during the remaining two years of Wave 8.

Middle-grade students’ well-being on a downward slide Julie MacLellan

The well-being of middle-grade students in New Westminster is on a downward slide, and the school district wants to turn that trend around.

Student well-being was one of many aspects of learning in the district covered during a presentation to trustees at the Feb. 9 education committee meeting.

Maureen McRae-Stanger, the district’s director of instruction, learning and innovation, presented information about the MiddleYears Development Instrument, a survey done each year with Grade 4 and 7 students. Students are asked a series of questions on the themes of optimism, self-esteem, happiness, absence of sadness, and general health.

Results are tabulated to show whether students are “thriving” or whether their well-being is “low” or “medium.”

“Students who are thriving with well-being are going to be able to do better in their intellectual capabilities and their career pathways, so we know these pieces are important,” McRae-Stanger said.

McRae-Stanger noted the overall trends in New Westminster are fairly aligned with the province.

In both cases, she noted there’s been a downward trend over the past three years in the number of students who are “thriving.”

Among Grade 4 students in NewWest, 37% ranked as “thriving” in 2019/20, down from 40% in 2017/18.That compares to 38% and 42% respectively for the province.

At the Grade 7 level, 31%

of NewWest students are “thriving,” compared to 34% in 2017/18. For the province as a whole, those numbers are 31% and 38% respectively.

ADULT CONNECTION McRae-Stanger noted the study also helps to pinpoint ways the school district can help students thrive. It tallies up an “assets index” that includes adult relationships, peer relationships, nutrition and sleep, and participation in organized activities outside of school.

“These are the things we really want to focus on if we want to make any difference in well-being,” she pointed out.

On the assets index, McRae-Stanger said the NewWestminster results often reflect what’s happening at the provincial level, but she pointed out a couple of key areas of con-

cern.

“Adult relationships and nutrition and sleep have been the biggies for us, and also for the province, for the past three years,” she said.

In 2019/20, 76% of Grade 4 students and 70% of Grade 7 students reported having an adult in their life who believes they will be a success – down from 81% and 73%, respectively, in 2017/18, and lower than this year’s B.C. numbers.

“Students are feeling less connected, or have fewer adults they feel connected to, at home, at school or in the community,” McRae-Stanger said. “Those are areas for us to pay attention to and try to figure out ways we can actually connect more fully with our students in schools.”

SLEEP IS LACKING

Another area where results are on the downhill slide is nutrition and sleep. Among Grade 4 students, only 62% reported adequate nutrition and sleep, down from 69% in 2017/18. In Grade 7, that number stands at 62%, a slight drop from 63% in 2017/18.

B.C. numbers are similar, at 63% among Grade 4 students and 58% among Grade 7 students.

“Physical well-being is also really important for success in other areas of life,” McRae-Stanger pointed out.

She noted that makes programs like the district’s FuelUp hot lunch program all the more important, and she said the district needs to find ways to work with parents to help improve students’ sleep.

McRae-Stanger told trustees the survey results go back to school

principals so they can share them with staff and build plans around areas that need improvement.

The district also has a social-emotional and mental health working group that is working on plans to address student well-being.

Trustee Mark Gifford pointed out one of the factors that influences the well-being of students is the well-being of staff, and he asked what the district is doing on that front.

McRae-Stanger said supports for staff are part of the mandate of the social-emotional working group, and the district has provided more social-emotional support for staff this year, including Pro-D Day sessions and other resources.The district is also working to support parents, she said, noting a recent Parents’ Night Out event on building emotional resilience.

News COVID vaccination clinic coming to Anvil Centre New Westminster residents may soon be able to get their COVID-19 shots at Anvil Centre.

The Fraser Health Authority announced Tuesday it has opened five mass immunization clinics in Chilliwack, Cloverdale, South Surrey, Delta North and Coquitlam, and plans

are in the works to open four more in New Westminster, Burnaby, Surrey and Langley.

“These new clinics will support our current immunization plans and will remain open through phases 3 and 4 as we work to immunize our communities over the coming

months,” stated a Fraser Health news release.

The mass clinics are being housed in shopping malls, recreation centres and conference centres, like the one planned for Anvil Centre at 777 Columbia St. As the new clinics come online, Fraser Health said

some of its previous clinics will either close or be repurposed.

Museum marks Persian New Year with Nowruz display A local couple has teamed up with the local museum to help community members celebrate Nowruz.

Visitors to the New Westminster Museum can view a Haft Seen Table that’s been put together in celebration of Nowruz.

“Nowruz means ‘new day.’ It has been celebrated by many Persian and Central Asian com-

munities for over 3,000 years to mark the new year,” said a notice posted at the museum. “Nowruz falls on the vernal equinox (the first day of spring) when the hours of daylight and nighttime are almost equal. About 300 million people worldwide celebrate the Nowruz festival every year.”

to create a display for the occasion – and to make 100 goody bags for visitors to the museum.

“We make many goody bags on every celebration/ holiday and birthdays, and pick people that we think would benefit from it the most. My kids always helps me to create these and get things done,” said Roqiya Ahmadi, a mom of four. “About Nowruz,

The notice posted at the museum explains that a Haft Seen Table includes seven items starting with a letter of the Persian alphabet.

“Coloured eggs are an important part of this table as eggs represent the change from winter to

spring,” said the notice.

“The plain white original colour of the egg represents the cold, pale snow.The decoration of eggs with bright colours and patterns resembles how the seasons change.

Eggs are also a symbol of hope, fertility and growth.”

Arts & Entertainment New Westminster looking Preschool hosts art exhibit for city’s next poet laureate at Queen’s Park gallery New Westminster is on the hunt for its next poet laureate.

The city is seeking submissions from folks interested in serving as New Westminster’s next poet laureate.

A call for submissions states the poet laureate, through public readings, presentations and engagement opportunities, strives to reflect the life and diversity of the city, to share and promote the value of literary arts with all residents and to stimulate dialogue, learning and connection around issues and ideas that are important to the community.

“The City of New Westminster is accepting submissions from local writers (poets, spoken word artists and storytellers) with

diverse voices and perspectives in consideration for the city’s poet laureate program. BIPOC (Black, Indigenous and people of colour) and equity-seeking literary artists are strongly encouraged to apply for this opportunity,” said the call for submissions. “The term ‘equity-seeking’ refers to those in the community that face entrenched marginalization due to attitudinal, historic, social and environmental barriers including age, ethnicity, disability, economic status, gender, nationality, race, sexual orientation or transgender status.”

It’s expected the poet laureate will present imaginative and insightful work at select public events, engage with the community through initiatives that in-

spire participation in and appreciation of the literary arts and conceptualize, develop and implement a legacy project that builds upon their engagement initiatives The deadline for submissions is Thursday, April 1.

The poet laureate, an honorary position running from 2021 to 2024, includes a $2,500 annual honorarium and a $1,000 annual budget to support the laureate’s engagement initiatives.

You can enjoy work by some of New Westminster’s youngest artists in an upcoming exhibition at the Gallery at Queen’s Park.

Queen’s Park Parent Participation Preschool is hosting an exhibition, Lines and Dots, at the Arts Council of New Westminster’s gallery.

It will run at the gallery from April 1 to April 11.

A press release notes that Lines and Dots includes both individual and group work.The artists are three-, four- and fiveyear-old students from the preschool. All of the art was inspired in part by the books The Dot, written by Peter Reynolds, Lines That Wiggle, by Candace Whitman and Along A Long Road, by Frank Viva.

Their work explores a variety of mediums, including watercolour, oil pastel, tempera paint, acrylic paint, wood and wire, with a variety of abstract paintings, drawings and sculptures.

The gallery is open Wednesday through Saturday, 10 a.m. to 2 p.m. daily, but will be closed April 3 and 5. It will also have extended hours on April 4, 10 and 11, from 10 a.m. to 5 p.m.

Queen’s Park Preschool has been operating in New Westminster since 1965.The annual art show has become a tradition over the past several years, giving families and the wider community a chance to enjoy the art in the gallery just upstairs from the preschool.

That’s one of the reasons our annual Design an Ad special supplement continues to be popular in New Westminster.

Creativity is such an important part of learning … it’s about how we express ourselves as individuals and how we showcase our views of the world around us. That’s why our school district is so excited to participate in this annual event, Design an Ad.

The New Westminster Record, local businesses and organizations, and the New Westminster school district, team up and ask city students to design newspaper ads for the special section.

Every year, the students produce insightful, creative, thoughtful – and often humorous – advertisements that highlight the strengths of their subjects and often carry compelling messages.

The businesses and groups get to choose which students’ advertisement they want to run in the section. Unfortunately, this year due to COVID-19, our photographer couldn’t visit the schools so the teachers graciously sent some in to us instead! The ads and photos of students are put together by our team at the New Westminster Record and another Design an Ad section is complete.

This partnership with the community and our local paper is a great example of how we can work together, for the benefit of all. And it’s something we know our students get very excited about each year.

So to our students: whether you’re aspiring marketers or budding young artists, future advertising strategists or destined to be hobby crafters, I want to applaud the work you’ve shared this year. And I hope you’ll always strive to hold onto the creativity and passion reflected in it.

Celebrating Seniors

Society works to keep seniors connected with tech Cameron Thomson Glacier Media

A Lower Mainland non-profit has received commendation from the Government of British Columbia for its work in keeping seniors connected through the coronavirus (COVID-19) pandemic.

The Seniors Come Share Society has responded to the isolating conditions of the COVID-19 pandemic by relying on technology and those who are more knowledgeable on wielding it. Based in Surrey, the non-profit organization invented a virtual lunch gathering, complete with cooking lessons and a meal delivered to participants’ doors.

A number of the older adults, who the society has served for 43 years, are not as familiar with technology as younger generations. As such, the Seniors Come Share uses “tech buddy” initiatives to help its clients cross that gap.Tech buddies, who are part of volunteer programs at Seniors Come Share, have continued to be in demand during the pandemic.

Louise Tremblay, executive director for Seniors Come Share, says this is no surprise, given that so many services have had no

Even before the pandemic, the society offered a program called Seniors CentreWithoutWalls.The small-group gathers via teleconference and features a mix of trivia, storytelling, music, health information and socializing.

the popular teleconference 50 times a month.

Nicholas Simons, minister of social development and poverty reduction, recognized the society’s efforts in a recent press release.

“I’m really impressed how the society has been able to adapt its services to reduce social isolation and ensure those vital human-to-human connections continue throughout the pandemic,” said Simons. “Seniors Come Share is just one of over 2,000 community social services agencies that provide vital services.”

Not everything can go virtual though.The loss of the day programs was felt by many of the 500 seniors and their families that Seniors Come Share serves

in a typical month.

Seniors Come Share relies on diverse sources to fund its work including the Fraser Health Authority, community foundations and annual gaming grants.

Better At Home, a provincial program funded by the B.C. government and administered by the UnitedWay, also supports Seniors Come Share.

The B.C. government

has proclaimed March as Community Social Services Awareness Month in appreciation of the hard work of the over 42,000 people who work in the social services sector.

If you’ve had the good fortune to have reasonable vision in your life, even if assisted by glasses or other aids, it’s important to try to maintain and protect that vision as we age.

Good vision helps us to maintain our quality of life, health, independence, mobility, mental health and social well-being. Conversely, vision loss has been linked to increased accidents, increased injuries and poor physical, social and cognitive functioning.

A loss of vision can affect our ability to work or care for ourselves and others. It can affect how we engage in casual activities

such as reading, socializing and pursuing hobbies, and it can affect our ability to perform self-care activities such as eating and dressing, or activities such as shopping, driving and managing our finances.

As we age, we can probably expect changes to our vision, and it is important to recognize those changes.

Some less serious, but possibly bothersome, changes can include difficulty reading small print; taking longer to adjust from light to dark; more sensitivity to glare from sunlight or unshielded light bulbs; loss of depth perception, making it difficult to judge distances; difficulty in seeing contrasts and colour; dry eyes; and tearing or watery eyes.

Many of these normal age-related vision issues can be circumvented by seeing an eye doctor regularly, correcting vision problems through wearing glasses and keeping your eyeglass prescriptions up to date, taking medication or, in extreme cases, surgery.

We can also make changes to our homes and routines to stay safe and independent, like getting rid of those throw rugs or brightening up the dark corners.

There are also many services available to help seniors adjust to vision loss, including the Canadian Ophthalmological Society, which is a national, recognized authority on eye and Continued on page 28

There are, however, some serious conditions which will need more aggressive treatment, including: glaucoma, degeneration in parts of the eye such as macular degeneration, cataracts, floaters, diabetic retinopathy, and dry eye syndrome, which occurs when the tear glands do not produce enough tears.

If glaucoma and degeneration are not treated, they can lead to vision loss or even blindness.

Floaters are early indicators that something more serious is happening to your eyes, so they should be looked at by seeing a

doctor.

We can protect our vision and possible accidents from poor vision by turning on the lights and getting higher wattage light bulbs, getting a humidifier, quitting smoking, wearing UVA and UVB blocking sunglasses (research has shown that sunlight is a risk factor for cataracts and macular degeneration), reducing glare, and eating a healthy diet.

It is important to protect your eyes through common sense precautions and practices including safe distancing, washing your hands a lot, following good contact lens hygiene, and avoiding touching or rubbing your nose, mouth, and your eyes, particularly after you have touched a

Finally, with COVID protocols in place, many of us are spending more time sitting reading and viewing screens.

Itchiness, blurry vision, and headaches due to eye strain are being reported.
