Rock band’s stolen guitar recovered two years later

A vintage guitar belonging to Canadian rock band 54-40 has been recovered in Surrey – more than two years after it was stolen in NewWestminster.

In October 2018, seven vintage guitars and an un-

disclosed amount of equipment belonging to 54-40 were stolen from a cube van that was parked overnight outside of Queen’s Park Care Centre. At the time, a tip led NewWestminster police to a storage facility in Surrey, where five of the stolen guitars and some equipment were

found.

Now, a sixth stolen guitar has resurfaced.

The RCMP’s Upper FraserValley Regional Detachment announced last week that a guitar belonging to 54-40 was among a cache of stolen property located in Surrey.

A man in distress “began to show signs of life” after police revived him with Narcan.

The New Westminster Police Department reports that one of its officers was doing foot patrols in the 400 block of Columbia Street on Saturday, Jan. 23 when he saw a man snorting something off the ground.

“Upon approaching this male, the member witnessed him fall backwards and lose consciousness, where he turned pale and his lips turned blue,”

said an NWPD press release. “Additional patrol members arrived on scene to assist, and two doses of Narcan nasal spray were administered.”

Police say that, soon after receiving the Narcan, the man began to show signs of life. Patrol members stayed with him until he was assessed by BC Ambulance.

“We’re glad our members located this individual when they did and were able to provide lifesaving intervention,” said police spokesperson Sgt. Sanjay Kumar. “The naloxone spray is used often by our patrol members, and

with great success – we’re thankful that all our members have access to it.”

According to Kumar, New Westminster police officers used 41 naloxone kits in 2020; of those, 18 people regained consciousness.

The New Westminster Police Department began using Narcan in February 2017 as a means of saving lives in opioid overdose situations.

“The drug, which enters the body through a nasal spray, reverses the effects of opioids,” said the press release.

“New Westminster Police Department would

like to encourage people using drugs to practise harm-reduction strategies during the COVID-19 pandemic.”

The incident comes at a time when Fraser Health and the Lower Mainland Purpose Society are planning to open a health contact centre in New Westminster.

The facility, which would be open at 40 Begbie St. daily from 3 to 11 p.m., would provide witnessed consumption, drug testing, harm reduction supplies, take-home naloxone kits, training on naloxone, education on safe drug use, nutritional infor-

mation, a medical clinic, regular needle sweeps of the neighbourhood and referrals to treatment centres and other economic and/ or health services.

In July 2020, city council directed staff to work with Fraser Health to explore an overdose prevention site and a safe supply program in New Westminster.

On Jan. 25, council urged staff to do what it can to try and help the facility as soon as possible, noting there were 31 illicit overdose deaths in New West from January to November 2020.

A New Westminster man has been charged after allegedly chasing two people with a 10inch knife.

The New Westminster Police Department says two men were walking along Eighth Street about 7:30 p.m. on Jan. 21 when a man they didn’t know allegedly began chasing them with a knife.

“New Westminster police officers arrived on scene and quickly located the man by following the sounds of screaming,” said an NWPD press release.

“When officers located the man, they saw he was holding a 10-inch knife.

Officers instructed the man to drop the knife, and he was safely arrested without incident.”

According to NWPD, the two men were offered the services of the victim assistance unit.

“These men did the right thing in calling 911,” said NWPD spokesperson Sgt. Sanjay Kumar. “If you see someone with what you believe to be a weapon and their behaviour is making you fear for your safety, call us right away.”

The Lower Mainland Purpose Society has applied to become operator for the New Westminster Health Contact Centre that will include overdose prevention services at their existing location at 40 Begbie Street. The Health Contact Centre will provide a number of integrated services, such as witnessed consumption, drug checking, harm reduction supplies, peer employment opportunities, education on safer drug use, and will conduct regular needle sweeps of the community, including sharps recovery. These services will work in tandem with the existing services already offered by Purpose Society. This project is a partnership with Fraser Health, who initiated the creation of the Centre and will be providing the funding.

As a Health Contact Centre is not permitted use in the current zoning, a Temporary Use Permit is required. The Permit will allow the Centre to operate for three years and, after that time, may be extended. Council may attach conditions to the issuance of the permit to ensure that the impacts of the temporary use on existing businesses and properties are mitigated.

City City council backs down from police budget freeze Theresa McManus

New Westminster city council has backed down from its demand for a 0% budget increase for the police department after encountering resistance from the police board.

In response to calls for police reform across North America, council voted 4-3 in December to ask the police board to bring forward a budget that incorporated a 0% increase for 2021. At its Jan. 19 meeting, the police board unanimously agreed to “respectfully decline” council’s request, with the police chief saying it would put staffing levels below or around those it had in 2004.

The political hot potato landed back in council’s hands on Monday.

In a 5-2 vote, council

voted to accept the recommendation from the police board, approving a 2.9% increase.

Coun. Chinu Das said the police board is genuinely supportive of reform.

“When we are talking about police reform, and if that is the objective we want to move toward, then we have to look at what are the current police responsibilities and how do we identify which responsibilities can be culled from the police department, who else is going to take it up, how that transition will happen seamlessly without hurting anybody in the process,” she said.

On Monday, council received correspondence from the police board outlining an overview of initiatives it’s undertaking in 2021 related to police reform.These include: com-

pleting a review on the use of police equipment and weapons; engaging with the provincial government on alternative models for crisis health management; researching police reforms in other parts of North America; and retaining a consultant to review how the NWPD is deploying its resources – including an analysis of services now performed by police that could be de-prioritized or transferred to appropriate community agencies.

In December, councillors Patrick Johnstone and Jaimie McEvoy had joined Nakagawa and Coun.

Mary Trentadue in supporting the motion asking the police board to bring forward a 0% budget. On Monday, Johnstone and McEvoy voted to support the 2.9% budget increase.

Johnstone said he doesn’t want to spend the next four months having a dispute over the budget instead of actually starting on work related to reform.

“I have a feeling we would end up in a dispute mechanism that will get us back to where we will be if we just move this resolution today. I am not satisfied by that,” he said. “I don’t think that is the best solution to where we are, but I think that is the solution that serves us best.”

‘Long-haulers’may never recover

For those of us who spend almost every day scrutinizing the B.C. Centre for Disease Control’s “dashboard” for the latest COVID-19 updates, one bit of data has been a bit of a mystery.

That would be the number of people who have tested positive for the virus, but are now listed as “recovered” once 14 days (COVID-19’s incubation period) have elapsed since their test.

There has been evidence almost since the pandemic began that some people never truly “recover” from having COVID-19 in the normal sense of the word.

Many people report various ailments that linger long after they have been pronounced recovered. Serious fatigue and various concussion-like symptoms – a cloudy brain, memory problems – seem to be the most common.

Those who experience these symptoms for a lengthy period are called “long-haulers” and now special clinics have been established to both treat and study people who find themselves in this situation.

British Columbia recently added a third such clinic in Surrey. It will join two other clinics – one at Vancouver General Hospital and the other at St. Paul’s Hospital – that will specialize in dealing with what many health experts agree is a baffling trend.

The estimates of how many “long-haulers” are actually out there vary.

King’s College in London, England conducted one of the largest surveys of COVID-19 patients and it found that about 10% of them reported feeling symptoms a month after getting the virus.

It also found a further 1.5-2% of reported symptoms more than three months after being tested.These are the true long-haulers.

If we apply that kind of survey to B.C., that means we have many long-haulers in this province.We are approaching 70,000 total cases of people who have had COVID-19 and a 1.5% rate translates to more than 1,000 people still being sick three months after getting the virus.

And as our COVID-19 cases grow (B.C.’s daily case average has hovered around 500 for a month now), so too will our number of long-haulers, who can stretch across all age groups.

A recent NewYork Times magazine article profiled several people aged 40 and under – three of them women – who are long-haulers and their stories make for scary reading.

Of course, it has been known quite some time that viruses can trigger long-lasting after-effects, some of them quite serious. But what is alarming about the high number of long-haulers is we are still at the beginning of studying the impact of COVID-19.

That means treatment for many may prove elusive.

However, the three B.C. long-hauler clinics - and other such clinics elsewhere in the world - will be trying their best to solve a mystery that has flummoxed the experts for months.

In the meantime, that BCCDC dashboard will continue to show how many people have died from COVID-19, how many are hospitalized and how many are in the ICU. Those numbers are easy to understand. However, the “recovered” number (we are fast approaching the 60,000 mark) is different. Just ask a long-hauler.

Activists go after local sawmill

Greenpeace activists opposed to International Forest Products logging ancient rainforests tried to shut down the company’s sawmill in Queensborough with limited success in September.

Four activists suspended themselves from a chip loader hoping to prevent the mill from being able to load river barges, but the chips were rerouted into trucks.The activists, two Canadians, one American and a German came down voluntarily after seven hours and were arrested.

Editor: If you’ve read this paper lately, you will have seen my name mentioned many times.

My name is Sarah Wethered and I’m president of the New Westminster Teaches’ Union.

Prior to becoming NWTU president, I was a teacher-librarian at New Westminster Secondary School for 20 years.

I worked hard to create a safe, caring and welcoming space for students.

I selected novels for our collection that have characters that were reflective of the ethnic backgrounds of our students.

I ensured that our LGBTQ+ students had novels and non -fiction that helped them realize they weren’t the only queer teenager in the world.

I purchased picture books so that our diverse

learners had books written at their intellectual level. I sponsored clubs to provide a safe and welcoming space for our students on the fringe.

I helped produce RockSolid every year to combat bullying.

I was backstage at every drama, dance and musical performance, ensuring that students were safe while in the Massey Theatre dressing rooms, thus earning the nickname “Backstage Mama.”

I dedicated 20 years of my life to ensure the safety of your children. Now, I’m asking for you to help ensure the safety of my members. I’m asking parents to help make our schools safer by sending their children to school wearing a mask.

Teachers aren’t allowed to make it a rule that a mask is to be worn in a classroom. We are told that this is a parental choice.

All school staff work tirelessly every day to ensure your children’s safety. I ask that you do the same for everyone in a school.

Community Out-of-the-box thinking brings families together Shipping container offers a safe visiting space for families, residents at Queen’s Park Care Centre Theresa McManus

A shipping container is providing a place where families can meet with loved ones who are living in long-term care at Queen’s Park Care Centre.

Up until now, families wanting to visit their loved one in a safe and private way could only do so via a window visit, where a health-care worker brings a resident to a window at a specified time for a visit.

Fraser Health and the Queen’s Park Healthcare Foundation have created a new visitor centre inside a renovated shipping container, providing a place where residents and patients can visit.

“It’s an innovative way to bring families together,” Karl Segnoe, whose 92-year-old grandmother lives at Queen’s Park Care Centre, said in a news release. “I have every confidence in the staff to keep my grandmother safe, but I fear social iso-

lation is taking a toll on her well-being. Being able to visit as a family will be huge because my grandmother is such an important person in our lives.”

The shipping container, which arrived in December, is heated and furnished, with separate entrances for residents and families. A clear Plexiglas partition permits private, distanced visits for one resident and up to four visitors at a time.

“Residents in longterm care and their families have endured so much during the pandemic,” said Dr.Victoria Lee, president and CEO, Fraser Health. “I’m grateful to the Queen’s Park Healthcare Foundation for helping us move this project forward so families can connect with their loved ones in this unique way.”

Lizz Kelly, executive director of the foundation, came up with the idea and got the ball rolling.

“We had the space, so I applied for a $25,000 federal grant,” she said.

“All of us at Queen’s Park Care Centre are looking forward to the day when COVID-19 is behind us and we can remove the partition in the visitor centre so families can celebrate together and hug each other.The pandemic has taught us that the

small things in life are really the most important.”

Kelly said the container arrived in December.

While there are currently around 30 visits a week, it’s hoping to soon expand the hours and visits to 45 per week.

“Since Jan. 8, we have had 60 visits for the second-floor long-term care, with an average of

Two potential projects in New West will have to spend a bit more time in the queue before being considered by city council.

Council was scheduled to get input on two projects at Jan. 25 public hearings, but the items could not be considered because the city failed to meet its notification requirements.

“At 5:10 tonight, my staff realized that the Zoom ID distributed on the public postcards was incorrect. Based on the

legislation, this requires the city to reschedule tonight’s public hearing,” said city clerk Jacque Killawee. “The public hearing will be rescheduled to Feb. 22. Again, I apologize for this error.”

City staff emailed each of the citizens who had registered to speak at that evening’s public hearing to inform them of the postponement.

Because of the COVID-19 pandemic, New Westminster city council has been meeting remotely on Zoom since last March.

Two items were intended to be up for discussion at the Jan. 25 hearings: Ð A zoning text amendment for a proposed cannabis-infused products manufacturing facility at 1135 Tanaka Ct. in Queensborough.

The NewWestminster Home Learners Program won’t be moving out of Hume Park after all.

Two weeks ago, a staff report came to the school board’s operations committee suggesting the program could be moved from its headquarters at the former Hume Park elementary school to the grounds of Lord Tweedsmuir Elementary School in theWest End. The proposal came as the district is pondering the future of its alternate secondary school programs, RCAP and POWER, which currently serve students out of leased space at Columbia Square Plaza downtown.

Staff had suggested the possibility of moving those programs into the Hume Park space and shifting the Home Learners out.

But, after an outcry from parents and virtual townhalls with both school communities, trustees put the brakes on that idea.

After a lengthy discussion at their Jan. 26 school board meeting, trustees agreed to keep both programs where they are – with an eye to finding a more permanent home for the RCAP and POWER programs within the next two years. (See related story page 15.)

Trustees noted the level of support shown by Home Learners parents for the program in its current location.

“It’s clear the Home

Learners Program is cherished by participants for the teaching and learning practices that live there, the close relationship it nurtures, as well as the physical building and its proximity to Hume Park,” said trustee Mark Gifford.

Though Gifford expressed some concerns over the tone of some email correspondence and social media commentary about the proposed move, he agreed the program works in its current setting.

“The program is a gem, and it’s set in a jewel of a location,” he said.

Trustee Mary Lalji also spoke in favour of keeping the program in Hume Park.

“The current set of learners have an established level of comfort, fa-

miliarity, access to a variety of learning options and opportunities, and a site which provides the setting for exceptional learning support structures,” she said. “In this, this will change if the HLP population of learners are migrated to portables adjacent to Tweedsmuir school.”

Board chair Gurveen Dhaliwal said the proposal to move the programs has been “an exercise in the importance of public consultation.” She cautioned that, while it’s clear there’s no desire – from the board or the families – to move the Home Learners Program at this point, the Hume Park site isn’t a forever home.

land, plus the 0.4-acre property at 522 Fader St., across the street (which it bought in 2019) for a future middle school.

“This isn’t a conversation that we need to start having right now, but we do know that Hume will

be the home to a middle school in roughly 10 years, and we need to make sure we are having those conversations early on and are appropriately prepared to deal with the future of the Home Learners Program as well,” Dhaliwal said.

NewWestminster’s alternate secondary school programs will stay where they are for now – but the school district remains on the hunt for a better longterm location for its RCAP and POWER students.

The school board voted Jan. 26 to extend the lease on the programs’ current Columbia Square Plaza premises until at least August 2022, with the option to extend for one year beyond that date.The school district will use that time to “meaningfully engage” with students, staff and families to help locate a suitable space that meets the long-term needs of the programs.

The board had originally considered a proposal to move the RCAP and POWER programs to the former Hume Park elementary school building now occupied by the Home Learners Program but scrapped that plan after objections from Home Learners families (see story page 14). Where the program could go, however, won’t be an easy decision.

Secretary-treasurer Bettina Ketcham told trustees that, if they’re interested in keeping the programs on property the district already owns, the options are limited; she said staff has already reviewed those options and found the Fader Street site to be the best alternative.

Superintendent Karim Hachlaf told trustees that, given the district is considering the future of both a junior and a senior alternate program, there would be a “huge advantage” in creating a single school community.

Hachlaf said that, if transportation is a barrier, the district could look at using its existing bus on a different schedule to support the alternate students, or it could consider an additional bus, if needed.

Associate superintendent Maryam Naser said the alternate programs are particularly important in NewWest – since, with only one high school, students don’t have the option of transferring to a different school if NWSS doesn’t work out.

Trustees agreed to have the district do more consultation with the RCAP and POWER community and asked staff to report back no later than June.

Community Want a pet? Rescued rabbits ready to rock ’n’ roll Theresa McManus

Axl Rose, Stevie Nicks and Joan Jett are on the road to recovery – but some of their friends didn’t fare as well.

The trio are among nine rabbits who currently call the NewWestminster Animal Shelter home.The surge in rabbits at the shelter comes after seven babies and adults were recently rescued in Queensborough.

“It all started off with a person finding a little baby rabbit in Queensborough, very early in January.The baby was being chased by a cat.This Good Samaritan scooped up the rabbit, brought her home under her jacket, kept her for a night, and then we got her at the shelter,” said Margie Fox, an animal services officer. “She said, ‘I’m pretty sure I saw another rabbit or two.’”

Sure enough, when Fox visited the area where the rabbit was found, she spotted three or four more rabbits. She recruited some assistance from volunteers from rabbit rescues.

“As you can imagine, it can be difficult to catch rabbits,” she said. “Luckily, some very kind-hearted people gave up a few hours and came with me to round up – I think we rescued another six that day.”

Sadly, one of the rabbits was in critical condition and had to be euthanized by a veterinarian,

and another was found dead in a field.The others were taken to the shelter in Queensborough.

“We lost one of the babies overnight,” Fox said.

“They were all very thin and malnourished.”

In the subsequent days, the shelter received reports of more rabbit sightings and ended up scooping up two more babies.

“We have a total of seven rabbits from that group that survived,” Fox said. “They are doing well, and they are all listed for adoption on our PetFinder website.”

INVESTIGATION ON Given the circumstances under which they were found, staff considered what to name the rabbits that would be up for adoption – ultimately setting on “girl-power” names of women in rock (a.k.a. Stevie Nicks, Sass Jordan, Joan Jett, Debbie Harry, Chrissie Hynde, Siouxsie Sioux), and Axl Rose for the lone male, who was the last baby to be caught.

“They have all been to the vet to be examined, to receive their vaccines because there is a fatal rabbit disease that’s been in the area for the last few years.

They are all gaining weight very well,” Fox said. “It definitely looked like they were not well cared for. I can’t go into too much detail because we do have an open investigation.They weren’t dumped.They were from close by.We are just investigating to the

lack of care.”

While it’s not unusual to see rabbits in some neighbourhoods in the Lower Mainland, Fox said New West is fortunate in that it doesn’t have the rabbit overpopulation issues that exist in some communities, such as Richmond.

“Those are all domestic rabbits in Richmond,” she explained. “If we hadn’t rescued these guys – that is basically how these problems start.They are basically left to be out loose and they are procreating, as we all know rabbits can do prolifically, and they just keep procreating and procreating and procreating.”

NewWestminster Animal Control wants residents to contact the shelter if they see rabbits in the wild.

“Different cities do have different protocols when it comes to stray rabbits,” Fox said. “In NewWestminster, because we know we don’t have that same issue, we don’t want it to become that issue.”

Last week, the City of NewWestminster put out a call on social media for alfalfa hay to feed the rabbits and some toilet paper rolls in which the hay could be stuffed for fun eating.While those needs have been filled by kindhearted community members, donations are always welcome.

“We actually are really good for hay and toilet paper rolls now, but of course they will continue to go through them.

We had a good amount of food donated,” Fox said.

“Honestly, veterinary care is expensive. One of the rabbits had an infected and broken toenail that had to be removed.The vet bills definitely add up.

Everybody will be spayed and Axl will be neutered, and they will get their microchips as well.”

“We have a resident pair that were here before these guys.They came in as babies but have stayed here because the interest is so low.That is Cedric and Cecilia,” Fox said. “They are a pair that has been here for a long time.”

Fox said rabbits are domesticated animals that deserve to live in homes where they’re loved and safe.

“Rabbits like to live inside and like to be with people and family,” she said. “They shouldn’t be left outside to fend for themselves because they can’t – they’re prey.They are domestic animals, and they rely on us humans.We are the ones who brought them into our lives, bred them, bought them, whatever, and we should honour our commitment to them.”

Fox said rabbits typically live in big groups, and the shelter tries to adopt them in pairs if possible.
