It’s finally official:The brand-new NewWestminster Secondary School will be up and running for January.

The NewWestminster school district has just received its occupancy per-

mit for the new school.

“We’re so excited to share this long-anticipated news,” said superintendent Karim Hachlaf. “The new school is going to offer so many new opportunities for students, staff and really the whole community … with new arts and maker-spaces that will allow us

to lead into the future, innovative classroom designs to enable more collaboration and creativity in learning, and two neighbourhood learning centres that will support welcoming and wellness initiatives for students and other community members in New Westminster.”

The new $106.5-million facility was intended to be ready for this past September, but COVID19-related delays – including workforce reductions and supply-chain issues – caused a number of setbacks along the way.

With the occupancy permit obtained at last,

staff and students will begin moving in to the new building in the week of Jan. 4.

“The first week back in January is going to be an orientation week, where we’ll shift all students over to a few days of remote learning,” Hachlaf said.

“This will enable us to

make sure that there’s appropriate time to safely stage our entry and orientation opportunities for both staff and students alike.”

Hachlaf said the district will now engage the wider school community in the process of moving.

A new aquatic centre, a district energy system and roads and parks initiatives are among the hundreds of line items in the City of New Westminster’s proposed 2021 capital budget.

The proposed $202.6-million budget includes some new initiatives, as well as some projects that didn’t get done in 2020 because of COVID-19.

Harji Varn, the city’s director of finance, said the city had set out to spend $137 million on items in its 2020 capital budget, but then the pandemic hit and the city had to defer a quite bit of spending.

“That means we are carrying over a lot of our work into 2021,” she said.

In addition to carrying over $85 million from 2020 for initiatives like the aquatics centre, land purchases, Massey Theatre, roads and paving, and a pump station, the proposed 2021 capital budget includes $117.6 million in “new asks” including money for initiatives such as cycling, greenways and Moody Park Arena.

At a Nov. 16 workshop with council, staff outlined the proposed 2021 capital budget – including some items deemed to be “preliminary in nature” so council has a complete picture of what’s being proposed for next year’s budget.

“Today is not about making decisions. It is a proposed budget,”Varn stressed. “It is the list of

priorities.”

A staff report states that an “ambitious” program is proposed, which aims to pursue many of the projects and initiatives directed by city council and supported by community members during a public engagement process.

Varn said the budget is based on the guiding principles of being sustainable, adaptable, stable and accountable, so the city can continue to focus on council’s strategic priorities, climate action and core services, while managing through the pandemic and uncertain times.

“The existing 2020 to 2024 capital program of $475 million is ambitious and relies heavily on debt and the existing reserves, as discussed during previous budget meetings over the years,” she said. “During 2020, COVID impacts required the city to reduce spending and defer several capital projects.You will see in the 2021 proposed capital budget it is a combination of deferred 2020 capital projects, due to COVID, and important city projects already earmarked for 2021.”

According to Varn, the city is currently in “excellent” financial health.

“As we move into the 2021 proposed capital budget, we do seek to add another $85 million in new debt and draw $100 million on our reserves. Some projects, the big one being our New Westminster aquatic centre, and other projects that make up the $202.6 million of the proposed capital project are

all important projects serving the community,” she said. “So therefore, a firm commitment to financial best practice, such as delivering these capital projects on time and on budget and not dipping into contingencies, will all help the city’s cash position.”

Varn said securing federal and provincial funding would “greatly assist” the city’s financial sustainability, and would reduce the city’s reliance on debt and help replenish reserves.

“The 2021 proposed capital budget, while supportable from a financial management perspective, places strain on the city,” Varn said. “An overreliance on debt does strain the city’s ability to be nimble and flexible and pivot toward new opportunities

when they arise.”

Big-ticket items in the proposed 2021 capital budget include the New Westminster aquatic centre (Canada Games Pool and Centennial Community Centre replacement) – $84 million; Queensborough substation/electric grid – $19 million; automated electrical meters – $10 million; vehicles and equipment – $8 million; cycling/greenways – $7 million; sewer separation – $6 million; Massey Theatre – $6 million; the Boundary pump station – $6 million; facilities – $4 million; land purchases –$5.7 million; water main replacements – $5 million; and paving and roads – $4 million.

According to staff, $99.6 million of the capital budget would be funded

through reserves and $85 million would come from approved debt funding. A further $14 million would come from partners, federal and provincial governments or third-party funding, while $4 million would come from development cost charges.

Lisa Spitale, the city’s chief administrative officer, said the city is seeking to incorporate a best-practice approach of finishing the budget process by the end of year.To do that, council followed up on the Nov. 16 workshop about the proposed capital budget and utility rates with a Nov. 23 workshop on the operating budget. At a Dec. 7 workshop, council will consider the draft 2021 operating and capital budgets, incorporating feedback received

from council during the recent workshops.

Mayor Jonathan Cote said he can’t recall a time in the last decade where the city has actually spent all of the funds approved in the capital budget, with 2020 being even more of an anomaly because of COVID-19.

“Where I’d really like staff to look at this capital plan is really actually take a realistic look and say, ‘What can we get done this year?’” he said. “Even though it’s only on paper, putting forward a $200-million budget but then only delivering half of that, it seems like we haven’t actually really thought this through.”

Cote said the first step to getting the budget down to a “potentially a more manageable number” is for staff to consider what can realistically get done in 2021.

“If the answer is ‘There’s a good chance we won’t get to this this year,’ then it probably shouldn’t be in this year’s (plan); it doesn’t mean it shouldn’t be in next year’s or it shouldn’t be in the five-year capital plan, but maybe it doesn’t make this year’s capital plan if that’s the case,” he said.

A Nov. 30 report stated city departments have been amending the proposed 2021 capital budget based on council’s feedback. “In particular, departments are applying ‘a reality lens’ to the proposed 2021 capital budget,” it said.

cations they might need to make to lesson plans to cover January’s orientation week - lessons organized in a way that will also allow staff time to settle and set up their new spaces,” he said.

NewWestminster MLA and newly named B.C. Education Minister Jennifer Whiteside, in an interview with the Record Monday morning (just hours before the occupancy permit was announced), noted that

the NWSS project was the largest capital project of its kind in the province.

As an alumna herself – she spent a few years of her own high school days at the old NWSS –Whiteside said the opening of the

new school is a “very exciting” way to start her tenure in the Education Ministry.

“I am absolutely thrilled about the imminent opening of the new school,” she said. “I think that New Westminster students are

really going to benefit from the state-of-the-art new high school.”

More details are still to come soon, including an orientation schedule for students and staff and an opening ceremony date.

Topic: Should places of worship be opened up?

Are the “Cynical Spreaders” winning the day right now or are our rising COVID-19 numbers simply a reflection of how tough it is to combat this virus?

“Cynical Spreaders” is the title that pollster Angus Reid Institute conferred back in the summer on people who refuse to follow public health orders or protocols or guidelines.

They do not keep their social distance from others, they continue to gather in unsafe numbers and situations, and refuse to wear a mask for the most part.

Given that much of our steady rise in the number of daily cases was attributed to large gatherings of people at private homes, it is tempting to blame the “Cynical Spreaders” for this escalation.

However, Angus Reid pollster Shachi Kurl pegged the “Cynical Spreaders” (who tend to be younger, conservative and not highly educated) to represent just 18% of the population.That is a number big enough to cause some trouble, but our worsening situation seems to go beyond their impact.

Just look at how bad November was in this province when it came to COVID-19.

Nearly 20,000 people tested positive for the virus during the month (up from about 5,000 in October). About 500 people were hospitalized, about double that in October, and more than 140 people died compared to 30 in October.

The number of outbreaks in long-term care facilities has more than doubled, going from 24 to more than 50. Most of deaths in November occurred in those facilities.

Going into last weekend, our daily case count of new cases was about 800 (a rolling five-day average).

“You can’t go to church. But you can go toWalmart, the mall, a restaurant and school. And you can pile onto a bus to get to all those places. But church? Out of the question. Makes no sense.”

‘Cynical Spreaders’ not soley to blame At the start of the month, the average was 270 new cases a day.

Things have been getting unmistakably worse every day, even though a public health order landed mid-month forbidding socially gathering with people outside your personal household.

It is important to remember that B.C. is not alone in having this kind of experience.Things are even worse in Alberta and cases keep piling up in Ontario, Manitoba and Quebec.

Around the world, most northern hemisphere countries - particularly the United States and Europe -- are experiencing a significant surge in case numbers, deaths and hospitalizations.

Provincial health officer Dr. Bonnie Henry said at a recent briefing the virus is behaving differently now than in the spring, so the public health measures had to be changed.

“Right now, in B.C., as around the world, at least in the northern hemisphere, across this country, and Europe, and other places, we are seeing a much higher level of community transmission,” she said. “This means that things that were safe using the guidelines we had developed over the last 10 months are no longer in that safe zone.This is different than what we were experiencing before in the spring, the summer, and even earlier in the fall.”

There is no question those “Cynical Spreaders” are a public health nuisance, but it seems the surge of COVID-19 has exceeded their impact.

November was a terrible month for COVID-19.

Let’s hope December is better on that front, but I’m not holding my breath.

The DetachedYouth Program, which provided services to at-risk New West youth, was psyched about its new digs near Mercer Stadium, but there was one big problem. In four months, the centre saw three major break-ins, with thieves stealing “everything with a plug.”With three claims in four months, the program’s insurance company was getting worried, and the program was considering putting bars on the windows, something director Aaron Johnson was loathe to do.

We deserve more data about COVID-19

Editor: At her Nov. 19 briefing, Dr. Bonnie Henry announced face masks will be required

by British Columbians in all indoor public spaces and retail stores, and social gatherings are restricted to household members only.

Parents and teachers know you get the behaviour from children that you allow. Appropriate consequences can work to get the desired behaviour. When applying consequences to Henry’s announcement, I’m wondering what the “negative consequences” will be, besides the fact that store employees will no longer be waiting on unmasked citizens?

Perhaps it’s also time for the Trudeau government to try to get an all-party bill passed – call it something like the Emergency COVID-19 Act – which includes financial penalties for non-compliance.

Exceptions could be made for those living below the poverty line.

To the anti-maskers I say, “Which do you prefer: wear a mask now, or have a breathing tube inserted down your throat later?”

The test positivity rate is the fraction of COVID-19 tests that come back positive, calculated by dividing the number of positive tests

by the total number of tests.

It appears a school is only closed if a certain number of COVID cases is declared an “outbreak”, or school officials decide to close a school before it reaches “outbreak” level.

On Nov. 19 the positivity rate in the Fraser Health region was 9.6. BCTF president Teri Mooring’s Nov. 14 letter to Premier Horgan begins: “On behalf of B.C’s 45,000 school teachers and 550,000 students we serve, I am writing to urge you in the strongest possible terms to instruct the Ministry of Education to respond quickly to the dramatic rise in cases of COVID-19 in the Fraser Health region by reducing class sizes to no more than 15 students.”

Reducing class sizes to 15 should occur in all schools in the province. Masks should also be mandatory in all schools and grades, and not just in certain areas of the school.

How could this be accomplished? Students attend on alternate days; or attend daily, but only mornings or afternoons. Either scenario may not be realistic for many working parents of younger children, since they would need to find care when their child is not at school. The government should be funding daycare and creating spaces for these children. If not funding daycare spaces during a deadly pandemic, then when?

The City of New Westminster is inviting community members to be heard on a number of topics – in a variety of ways.

The city has launched a new online engagement platform, Be Heard New West, which features engagement tools such as discussion forums, polls, idea boards and surveys.

The platform, which aims to provide a space for community members to be informed and provide input on a variety of city projects, is found at www. beheardnewwest.ca.

“Hearing feedback and input from a diverse range of voices is critical to ensuring that as a council we are making decisions that will benefit everyone in our community,” Mayor Jonathan Cote said in a news release. “The goal of Be Heard New West is to provide a respectful space for residents to interact with each other and increase the depth and

breadth of public involvement in city processes.

With the convenience and flexibility of the platform, we hope to increase participation rates in our public engagement processes and to include the voices of those who may have been missing from the conversation.”

According to the City of New Westminster, Be Heard New West offers more interaction and tools than traditional online surveys. Users will be able to post ideas on virtual postit notes, comment and upvote other community members’ ideas, participate in moderated online discussion forums, take quick polls, submit questions and participate in online surveys.

The city encourages community members to register on the site before they start sharing their input. Registered users can tailor their preferences to receive notifications about topics that matter most to them.

There’s a new leadership team at the helm of the New Westminster school board.

Trustees voted for their new chair and vice-chair at their Nov. 24 meeting. In a first for the board, the vote took place via a virtual Doodle poll in lieu of paper ballots, since the board is still holding its meetings online via Webex.

Gurveen Dhaliwal, previously the vice-chair, was acclaimed as chair after being nominated by outgoing chair Anita Ansari.

There was a three-way race for the vice-chair’s spot, as trustee Maya Russell nominated Dee Beattie, while Danielle Connelly and Mary Lalji put their own names forward.

Connelly, who ran for school board under the New West Progressives

banner, and Lalji, an independent, are the only two trustees who aren’t part of the majority group endorsed by the New Westminster and District Labour Council (the group that ran with Team Cote in the 2018 municipal election).

After a brief procedural discussion over whether trustees are allowed to self-nominate, Russell agreed to nominate both Connelly and Lalji so the election could proceed.

In the end, Beattie emerged the winner.

Beattie was also chosen as the board’s delegate to the BC School Trustees Association’s provincial council, with Maya Russell as her alternate.

Russell was chosen as the board’s representative to the BC Public School Employers’ Association, while Connelly was selected as her alternate.

City New West Farmers Market hosts weekend event Julie MacLellan

A planned holiday art and food market in New West has had to be scaled back in light of COVID-19 health orders, but a winter farmers market is still going ahead.

The Arts Council of New Westminster and New West Farmers Market had teamed up to plan an outdoor winter holiday market for Dec. 12 and 13. It was originally intended to bring together both food vendors and artisans for a festive, onestop-shopping holiday affair.

But, in light of the new restrictions on events in the latest provincial health orders, the artisan component had to be dropped.

The holiday event is being replaced by a Decem-

ber Weekend Market featuring New West Farmers Market vendors. It will still be held outdoors, in front of New Westminster City Hall (Sixth Street and Royal Avenue).

Market manager Lily Nichol said the market wanted to stage a winter event to benefit both customers and vendors.

“We were concerned about how our vendors were going to do over the winter months because we weren’t able to run our winter market this year,” she said.

Nichol noted the market has worked with city and health officials to ensure that COVID-19 safety protocols are in place, as the market did during its spring and summer season. Access will be controlled to limit the number of shoppers in the

space at any one time, and all shoppers are asked to wear masks.

The market is running on the mantra of “Shop, don’t stop” – meaning customers are asked to shop their way from one side of the market to the other, and not to linger or double back wherever possible.There will be printed maps to help visitors plan their stops.

Shoppers will be able to check out the wares of 50 to 60 vendors bringing all kinds of edible – and potable – offerings.There will also be a small, curated selection of artisan wares, including baby items, masks, jewelry, knitted goods, sweaters and more.

“Depending on how the weather is, we’re also hoping there might be greens,” she said.

Seven bakeries are lined up to take part, so you’ll be able to pick up bread, cheesecakes, cookies and all manner of other treats.

New to the market will be vendors offering crème brulée and bannock.

Your holiday beverage requirements can be taken care of at the stalls of five alcohol vendors, and those so inclined can pick up some cheese for pairing with their wine, courtesy of Golden Ears Cheesecrafters.

Other food offerings run the gamut: honey, kettle corn, maple syrup, coffee, mulling spices. And, yes, two chocolatiers are booked to take part.

“We are hoping to be able to supply dinner tables and breakfast tables; get all the appies you might want,” Nichol said.

The market will take place rain, snow or shine.

“We will be there no matter the weather,” Nichol said. “We’re prepared for that.The farmers market is used to running 12 months a year.

We have all the equipment and the know-how.The most important thing to us is we’ll have a safe opportunity for our vendors to sell their goods.”

Volunteers will be on hand to monitor the entrance and exit area, and, in the event of a crowd, there’s plenty of lineup room so shoppers can safely distance from each other while they wait.

“We’re not quite sure what the customer turn-

out is going to be,” Nichol said, noting it’s a new event for the market – and, of course, there aren’t many other events running right now.

Regardless, she said, people will have plenty of time to check out the market since it’s open for six hours both days.

“We have a lot of plans in place to make sure the crowd is well managed and safe,” she promised.

The market runs Saturday, Dec. 12 and Sunday, Dec. 13 from 10 a.m. to 4 p.m. both days. Shoppers can park for free in the Tipperary Park lot and access the market from the Tipperary Park/Fourth Street side. Entrance is by donation.

It’s almost time to bid farewell to the old New Westminster Secondary School building – and folks are being asked to share their memories of the school for a special farewell event.

The city’s only high school is being replaced, with the new building ready for occupancy in January and the current school set to close for good in 2021.

Organizers want to hear any and all stories from people for whom NWSS was a significant milestone in their life’s journey.

ZONING AMENDMENT BYLAW NO. 8245, 2020 FOR 100 BRAID STREET (REZ00201) WHAT IS THIS BYLAW ABOUT? Wesgroup has applied for Zoning Bylaw text amendments to the Comprehensive Development Zone (CD-67) at 100 Braid St which would: • Increase net residential density from 18,817.5 sq.m.(202,550 sq.ft.; 4.4 FSR) to 28,167 sq.m.(303,190 sq.ft.; 6.45 FSR); • Increase maximum building height from 65 m. (213 ft.) to 118 m. (390.5 ft.); • Decrease resident and visitor parking by up to 20%, subject to a Transportation Study and a Transportation Demand Management Plan; and • Remove six specimen trees from Braid Street.

The project would still provide for 395 sq.m. (2,252 sq.ft.) of art gallery and studio space, with discounted rents. In exchange for the amendments, 423 secured market rental housing units would be provided, which meet the City’s Family Friendly Housing requirements for two and three bedroom units. The above changes for density, height, and parking are being considered under the City’s Secured Market Rental Housing Policy. In addition, the applicant is pursuing Canadian Mortgage and Housing Corporation (CMHC) funding in order to offer 96 of the units at less-than market rates. The rates would be secured for 16 years and based on CMHC’s affordability criteria, and accessibility and energy efficiency requirements.

News Whiteside takes the helm at Education Ministry Julie MacLellan

To say it’s been a big week for JenniferWhiteside might be a bit of an understatement.

The newly minted New Westminster MLA vaulted into the provincial spotlight on Nov. 26 when she was sworn in as the education minister in Premier John Horgan’s new cabinet. She replaced outgoing minister Rob Fleming at a particularly challenging time for the Ministry of Education, with COVID-19 numbers surging and calls growing for further action in schools.

Just a few days in to her new role,Whiteside was faced with the provincewide #SickOutBC protest – a parent-led effort to highlight concerns over safety in schools by having parents keep their children home on Dec. 1.

“I understand parents’ concerns, and I know that, like all of us, they want to ensure their kids are safe,”

Whiteside said in an interview with the Record Monday.

Whiteside stressed the message heard repeatedly from provincial health officer Dr. Bonnie Henry: that the COVID-19 situation in schools reflects the situation in the wider community. As COVID-19 numbers go up around the province, and particularly in the Fraser Health region, the number of exposures being reported in schools is also climbing.

“What’s happening in schools mirrors what’s happening in our communities,” she said. “That means that we’ve actually seen quite limited transmission in schools because we have good safety plans in place. I know it is still a very anxious time, but it’s very important for us to recognize that the social and mental health outcomes for kids are better when they have access to in-class learning.”

Whiteside noted the government’s priority is to

keep schools safe so students can stay in class.

“We need to do everything we can to keep schools open,” she said.

“That’s what we’re going to do.We’re working with districts; we’re working with all our partners in education … to do everything we can to make sure that the safety plans that have been developed are applied consistently.”

Whiteside is well aware of the enormity of the task she’s faced with in taking the reins of the Ministry of Education in the midst of a viral pandemic.

“We are dealing with challenges that we never anticipated we would have to deal with in our lifetime,” she said.

ButWhiteside is not dwelling on the potential pitfalls.

“It’s a tremendous honour to have been asked by the premier to serve in what is such an important portfolio for our province,” she said.

ment to our public education system, as I do to our public health-care system, so it’s a real privilege. I’m really excited about the opportunity to work with all of our education partners, to continue to improve what, for me, really is a system that is all about providing real opportunity and real equity for children in society.”

Whiteside comes into politics from a labour background, most recently

as the secretary-business manager of the Hospital Employees’ Union, so she’s well aware of the political realities surrounding the pandemic.

“It’s very hard for everyone, and particularly so for those folks who are really on the front lines,” she said. “We need to continue to follow the provincial health advice that we’re getting from our very strong and competent leaders and really work to-

gether to ensure we have good lines of communication.”

Whiteside noted she’s already started communicating with the various partners in the system – the B.C.Teachers’ Federation, CUPE (the Canadian Union of Public Employees, which represents school support staff) and the B.C. School Trustees Association.

She had a chance to speak with school trustees virtually over the weekend, at the BCSTA academy, and over the coming days she’ll be taking part in briefings and conversations with all the partners involved.

“I think the work that is done in our schools – by the teachers, the education assistants, the custodians, the principals, all the people who do such incredible work in the system – is so fundamental to building healthy communities and a strong society,” she said.

Those are the women Jennifer Whiteside names as she talks about the New Democrat MLAs in whose footsteps she’s following.

As the newly elected provincial representative for New Westminster, Whiteside cherishes the

city’s tradition of female leadership.

“It’s a real privilege to follow in the footsteps of such leaders and advocates for our community,” she said during an interview with the Record Monday. “It’s a huge honour to serve as the MLA for New Westminster.We have such a vibrant and caring and strong community.”

But she’s not taking her sights off the fact that she’s been elected to serve the citizens of New West.

She highlights issues she heard about from residents during the campaign: housing security and affordability, mental health, child care.

City Richard McBride school renaming process set Julie MacLellan

NewWestminster residents will have a chance to share their ideas about the renaming of Richard McBride Elementary School in the new year.

A district renaming committee – which includes staff, union reps, students, community members, the district aboriginal coordinator and others – met for the first time on Nov. 5 to lay the groundwork for a community consultation process.

McBride’s parent advisory council brought the idea of the renaming to the school district in June, expressing their concerns over having a school named after someone with McBride’s past. McBride was the 16th premier of British Columbia, from 1903 to 1915. He held publicly expressed views against Asian and Indigenous people and against women’s suffrage, and

throughout his time in office he oversaw legislation reflecting those views.

Associate superintendent Maryam Naser, in a report to school board, noted the committee wants to hear from communities that may have been harmed by McBride, and it has already reached out to Chief Rhonda Larrabee of the Qayqayt First Nation for input.

Trustee Maya Russell suggested the committee should consider broadening its outreach to other Halkomelem-speaking Indigenous nations, along with the Qayqayt.

“If there was interest in potentially an Indigenous name, I think we would need to put some resources into working with a native speaker and a linguist,” she said.

Naser agreed, noting the possibility of an Indigenous name is one of the alternatives that has been discussed. So far, she said, the committee has agreed

to keep the possibilities for name suggestions as broad as possible to see what ideas come in.

She said the committee wants to ensure the process is as inclusive as possible and that it acknowledges the harm that was done by McBride in the past to pave the way for reconciliation.

The committee has set out a timeline for community consultation that includes taking name submissions in January and February 2021.The committee will review those ideas and do further consultation, as needed, in March and April, with a goal of bringing a final report – including a shortlist of potential names – to the school board’s operations committee meeting on May 11, 2021.

A final decision on the new name will be made by the school board in a closed meeting and announced at a public meeting.

Our Work in the Community

This year marks the 10th anniversary of Honour House.

The 11-bedroom heritage home in Queens Park, New Westminster officially opened on November 10, 2010, with Captain Trevor Greene, a Canadian soldier who was injured in Afghanistan, cutting the ribbon to open its doors. The home has now provided well over 10,000 nights of free accommodation for our heroes. Guests regularly attend local hospital appointments for cancer treatment, PTSD, organ transplants, on duty injuries and many more serious illnesses.

A second project, Honour Ranch, was launched in October, 2019, just outside the village of Ashcroft, BC. The ranch sits on a beautiful and secluded 120-acre property which includes 10 private and comfortable log cabins and one large guest lodge. The location will provide a free temporary living space and onsite support for our men and women in uniform and their families to help them learn healthy strategies to cope the often-debilitating effects of operational stress injuries, such as PTSD.

Due to COVID-19, Honour House Society has been unable to hold the vast majority of fundraising events that would normally help them to keep their lights on and doors open each year.

Our Work in the Community:

Through 50+ programs and services, FSGV supports 12,000+ individuals and families in Lower Mainland communities each year – New West included. Our variety of programs bring community members together, teach invaluable parenting and life skills, and encourage literacy in our community.

New West Hospice Society was incorporated as a non-profit charity in 2016. Since then, we have been working on developing partnerships to help get New Westminster designated as a Compassionate City. We do this by creating programs to support people at end-of-life in their location of choice and people in grief through a Bereavement Group Support Program. Our volunteer team is called our Compassionate City Crew.

When it is safe to do so, we’ll be back in the community at festivals and hosting other events to continue our public awareness and education.

Last Door Recovery Society is a non-profit, charity providing residential addiction recovery services for individuals and families in New Westminster for 35 years. Last Door programs are licensed and accredited and serve male youths 14 to 18 years and adult males 19 and over. Last Door offers value added programs for families including weekly Parents Groups, Partner Groups, Co-Parenting Groups and a quarterly Weekend Retreat.

Last Door was also instrumental in bringing the Recovery Day BC festival to New Westminster, with record crowds each year, we are pleased to be part of the 2019 festival. Recovery Day in New Westminster has become Canada’s largest celebration of Recovery from addiction and mental health issues.

Our Work in the Community

In the year before COVID-19, we had more than 15,000 visits to our programs, provided more than 2,400 referrals to additional supports and we delivered more than 1,200 hours of programming. Since March 2020, we have had to be quick to respond and when we had to close our doors to in person programming we immediately launched our online services.

We delivered circle time LIVE to our families twice a day – seeing that familiar face was a source of comfort and delight for the little ones and the grown ups. We have been regularly running our Nobody’s Perfect Parenting Program and providing 1:1 support for families. We partnered with the City of New West to distribute food hampers to families who were in need, and we partnered with a local community garden to distribute fresh produce to families! We have done daily Family Fun Posts with a craft, science experiment or recipe to focus on fun. These have been viewed thousands of times by kids of ANY age. We are so grateful that families all around the Lower Mainland (and some internationally) were able to view the videos we created. We became experts at online content creation – in the past nine months we have gone from 0 to 100! We have received thousands of views each month of our interviews, our circle times, our yoga club, and they were able to participate in our daily clubs like our moving club, our photography club, and our outdoor club.

Upcoming Events

With the most recent public health orders we are focusing on CONNECTING with families across New West through more family activity posts, secret fairy installations around town, more fun and a deep focus on the resources and support our families need. You can keep your eye out around town for our story walks and on our social media for more fun activities that we can do without gathering together! We are doing our annual toy drive in partnership with Peter Julian’s office on December 12th and we will have sign-ups for our families to do a COVID-safe pick-up of their toys!

Upcoming Events

We’re living in unprecedented times. Businesses, schools, sporting events, all aspects of our everyday lives have seen profound challenges due to the COVID-19 pandemic.

Our community is in need of help now, more than ever.

Like other charitable groups within the city, we’ve struggled to maintain our regular fundraising events that provide us with the means to give back to the neighborhoods we serve.

With 2021 on the horizon, we are hopeful for better times ahead. Keep an eye out for upcoming events like our Shred-A-Thon, Vancouver Canucks Alumni versus your New West Firefighters Charity Hockey game, our annual NWFRS Open House event and a number of barbecues along the way.

With the safety of our firefighters and community as the utmost priority, we are tentatively moving forward with our annual Tree Chip. This year, it will be a Drive-Thru event with all volunteers wearing the necessary PPE, donators staying in their cars, and donations being accepted by credit or debit card. The dates are Saturday, January 2nd and Sunday, January 3rd from 10am to 3pm at the Canada Games Pool Parking Lot. Every cent stays within the city so please come out and donate, every little bit helps. Due to social distancing measures, there will be no BBQ, popcorn or live music.

All of our fundraising efforts are open to the public and we encourage the citizens of New Westminster to come out to our events! Most of them are by donation and include BBQ’s and entertainment. It’s a win/win situation – the family enjoys a fun outing and we get to help our community’s most vulnerable! Our Focus

In BC, when a child in care turns 19, their government support is cut-off and they are deemed “aged-out” of the system. Aunt Leah’s Place helps to prevent children in foster care from becoming homeless and mothers in need from losing custody of their children. To support them on their journey to self-sufficiency, we provide supported housing, coaching on essential life skills, educational guidance, and employment training.

Our founder Gale Stewart, having been a foster parent herself, knows where the gaps in service are and committed to develop programs and services designed to fill these deficiencies. We consciously create work opportunities for young people. We consciously create work opportunities for young people who have lived experience in the care system. Our Board Members and caring staff strive to create a warm, uplifting and welcoming environment for the many moms, children and youth who come through the doors of Aunt Leah’s every day.

Our Work in the Community For over three decades, Aunt Leah’s has been working proactively at the ‘entry’ and ‘exit’ points of the foster care system. First, by helping low-income families maintain custody of their children, therefore helping to reduce the number of children and youth going into government care.

Second, by working with foster youth readying to ‘age out’, giving supports similar to what modern parents give their own children transitioning to adulthood.

By modeling Canadian families, and surrounding youth with holistic supports – including housing, education and employment, life skills development, food security, health & mental health counselling – we have seen program participants realize their potential and become independent adults connected to the community. Today, we know this work is an important part of preventing homelessness. Last year Aunt Leah’s Place served over 351 youth, moms & babies.

Aunt Leah’s is proud to be selected by Charity Intelligence Canada as one of the 2020 Top 10 Impact Charities in Canada for the 5th time, and the 4th year in a row. Aunt Leah’s was also included as a Top 10 Impact: Canadian Youth Charity.

Working from home over the holidays? Some tips The holiday season brings families together, but it also means added distractions for the many people working from home due to the COVID-19 pandemic.

How can remote workers keep their focus sharp and their productivity high while noise and interruptions surround them? And what can businesses do to ensure their employees aren’t slacking and projects are on track?

“Working from home creates a different psychological vibe from the all-business environment of a brick-and-mortar of-

fice setting, and that feeling is magnified during the holidays,” says Cynthia Spraggs, a veteran of working remotely, author of How ToWork From Home And Actually Get SH*T Done, and CEO of Virtira, a virtual company that helps other businesses work virtually.

Spraggs offers these tips for employees: CREATE A MENTAL COMMUTE AND BRAIN WARM-UP. A morning routine can help clear the mind and prepare for the working mindset. “The drive to

the office used to create a mental separation between home life and work life and give the worker space and time to prepare for the day,” Spraggs says.

Spraggs suggests developing a routine, such a reading or exercise, to do the same.

CREATE MUST-DO LISTS. The holidays are filled with gift lists, decorating, family obligations, baking plans and other tasks.

Spraggs suggests starting the day with a list of work tasks that must be completed that day.

“Prioritizing them makes it more likely they’ll get done, even if your mind does veer off into visions of sugar plums.”

KEEP YOUR OFFICE SPACE A QUIET PLACE, AND SHOW EVERYONE THE DOOR. “Establishing a clear boundary is a must,” Spraggs says. “I strongly advise you to put a door between you and the rest of the household, and keep it shut.”

And here are Spraggs’ tips for employers:

TRUST, DON’T MICROMANAGE. Some businesses go so far as screen- or mouse-tracking software on company-provided devices to check in on their workforce. But Spraggs says that type of micromanaging can be counterproductive as employees feel distrusted and overly pressured.

HAVE DAILY CHECKINS. Remote managers should establish either a daily one-on-one call or team call with their employees. In the holiday sea-

son, Spraggs says, extra efforts should be made in communication to compensate for people taking time off and getting projects completed.

SET HOLIDAY GOALS AND REWARDS. “Your quarterly goals can be augmented by special holiday goals and rewards for meeting them,” Spraggs says. “These dangled carrots incentivize working diligently at home during the holidays and give them a bonus. Making it fun and competitive, the productivity goes up.”

Keep your mental health intact while visiting family As we head into the holiday season, COVID or no COVID, that carefree, happy, excited feeling just might not be there for you when you think about family gatherings (following government rules, of course).

Licensed clinical psychologist Dr. Bethany Cook shares some things to think about before attending family events this 2020 holiday season: ASK YOURSELF “IS THIS GOOD OR BAD FOR MY MENTAL HEALTH?” Bottom line, if you know a visit to your family will knock you off your “centre,” the answer is you should not go.The fallout from bad family visits can cause a splash big enough to ripple for weeks before and after the event.

ASK YOURSELF “AM I ABLE TO SET A BOUNDARY?” Often it’s easier to set boundaries with co-workers and acquaintances because we don’t usually have a past with them like we do with our family members.Will you be able to ask your family to

respect X? Will they be able to?

ASK YOURSELF “WILL I BE ABLE TO ENFORCE MY BOUNDARY?” Make sure you and your spouse are on the same page with who will enforce the boundary and how.

WRITE UP A “COST/ BENEFITS” ANALYSIS If you are potentially putting yourself, spouse and/or your children into a toxic environment, you need to look at who benefits and how much. Mentally preparing yourself for the visit and having clear expectations allows you to remain in control and decreases feelings of anxiety.

ASK EXTENDED FAMILY TO AGREE NOT TO BRING UP POLITICS (OR ANY OTHER “HOT TOPIC”) No, this doesn’t make the gathering inauthentic. It means we are showing mutual respect for one another and all agreeing ahead of time to shut up about certain things.

TAKE SMELLING SALTS

When we feel threatened we stop using our frontal lobes (judgment, reason, understanding) and instead our thoughts stem from either our limbic system (the emotional centre, which results in over-thetop impulsive responses) or our cerebellum (survival mode, which is flight/ fright/freeze).

One way to regain control of your thoughts and/ or feelings in the moment is to ground yourself using one of your five senses.

Snap a rubber band on your wrist, startle yourself with the flavour of sour candy or black licorice, or take a whiff of smelling salts.

HAVE AN EXIT PLAN Feeling in control will be the number 1 “stress reliever” you’ve got, which means having a solid exit plan ready to implement if things go sideways. Both you and your spouse need to agree on the exit plan, maybe even have a code word and a prearranged excuse (if you don’t want to have to “get into it” at the moment) for when the plan gets implemented.

The RCMP wants to help keep the season merry and bright by providing some tips to help protect the public from crimes related to online shopping and online marketplace apps.

ONLINE MARKETPLACE APP ROBBERIES Online marketplace apps are a convenient way for people to buy and sell merchandise. Unfortunately, they are also a convenient way for criminals to commit personal robberies.

Criminals use apps such as Facebook Marketplace, Craigslist, Kijiji and Letgo to arrange face-to-face meetings with their victims.

Victims are often lured using ads that offer highvalue items at low prices.

When the meet-up takes place, the victims are robbed of their cash or high-value item.

Surrey RCMP Robbery Unit recommends these tips if you plan to meet an unknown person to buy or sell an item: Ð Insist on a public meeting place during the day, such as local businesses with regular foot traffic. Ð Gather as much information as possible so you know who you’re dealing with, such as their full name and cellphone number. Ð Do not meet in a secluded place or invite strangers into your home. Ð Only meet during daylight hours or in a welllit and heavily populated area. Ð Be especially careful

Ð Always use a secure internet connection when making a purchase (look for a little lock icon on your browser). Ð Don’t use open Wi-Fi that isn’t secured. Ð Only shop on sites that take secure payment methods, such as credit cards and PayPal. Never send cash or a cheque. Ð Make sure you use the correct delivery address when completing your online purchase. Ð Make sure someone is home or alert a neighbour when you are expecting a package or delivery. New Westminster families will have one more chance to opt in to online learning for the second half of the school year.

The school district is opening up registration in December for families who want to transfer their children into the kindergarten-to-Grade-8 online program starting after the winter break.

A virtual information session is being held tonight (Thursday, Dec. 3) from 6:30 to 7:30 p.m.

Community Police officers cycle to help kids fighting cancer Theresa McManus

Three New West police officers embarked on a 470-kilometre bicycle ride through the B.C. Interior to raise money to help kids fighting cancer.

Constables Art Wlodyka, Jelisa Massoud and Colin Adam were already training for the Cops for Cancer Tour de Coast when the event had to make some adjustments to accommodate COVID-19 health guidelines. Despite the added challenge of COVID-19, the trio organized their own route and support team and redoubled their efforts to fundraise for the worthy cause.

“Our ride took us from Oliver, along the Kettle Valley Trail, up to Salmon Arm and back,” Massoud

said in a news release.

“While the weather and route definitely proved challenging, we were motivated by the brave kids who are going through cancer treatment and the

overwhelming support we’ve received from our donors.”

The local police officers raised money to be put toward pediatric cancer research and support programs like Camp

Goodtimes.

“Even though the ride was challenging, we thought about the cancer patients, cancer survivors, our colleagues and longtime volunteers who have been involved in supporting this ride,” Adam said of the Sept. 21 to 25 ride.

The New Westminster Police Department has supported Cops for Cancer initiatives for more than two decades. Although the police department has presented a cheque to Cops for Cancer related to the riders’ recent fundraising efforts, people can still donate to the cancer society at www. cancer.ca.

“Of the over $20,000 raised by the three of us, $7,745 was donated directly from members of NWPD to Camp Goodtimes,”Wlodyka said.

Longtime New West resident Elmer Rudolph’s environmental efforts have once again been honoured by Burnaby.

Rudolph is one of the recipients of the City of Burnaby’s 2020 environmental awards, which recognize individuals and community groups that have made significant contributions to the sustainability of Burnaby’s environment and are role models in the community. He was recognized in the Community Stewardship category for his outstanding commitment to community action for environmental protection and rehabilitation of the Brunette River.

“Mr. Rudolph has played an exemplary role in community stewardship for the Brunette River and has inspired those who have worked alongside him, as well as his community,” said a profile on the City of Burnaby’s website. “His dedication, leadership and commitment to protecting Burnaby’s diverse ecosystem has made a positive impact on species conservation while demonstrating the importance of community action for environmental protection.”

Rudolph, a member of the Sapperton Fish and Game Club, is a longtime member and president of the West End Residents’ Association.

Recipients of the 2020 environmental awards were announced at Burnaby city council’s Sept. 28

meeting.

According to the profile, Rudolph was recognized with an environmental award in 1996 – the very first year of Burnaby’s awards program – and has spent the subsequent 24 years volunteering to protect Burnaby’s diverse ecosystems.

Rudolph’s efforts include leading conservation initiatives and rehabilitation programs in the Brunette watershed, advocating for pollution prevention and the ecological health of the Brunette River and Burnaby Lake, working on rehabilitation projects such as the installation of large woody debris and in-stream weirs, cleaning out of spawning beds to provide opportunities for successful salmon reproduction, and playing a key role in starting a community fish hatchery in Burnaby that has enhanced salmon populations in the Brunette River watershed, including significant salmon-bearing streams.

“Each year, Mr. Rudolph volunteers his time to work on salmon rehabilitation projects, coordinate and manage volunteers, and advocate for the protection and conservation of salmon,” said the profile. “He also spends time engaging youth in initiatives and educating them on the importance of species conservation and is a longtime supporter of the Stoney Creek Environment Committee’s Great Salmon Send-Off.” TRIVIA TIME AGAIN You can get together with friends online for a bit of fun and support two

GENERAL EMPLOYMENT COWIE, Peter J. April 18, 1937 − November 25, 2020 A lifelong resident of North Burnaby, Peter passed away peacefully on November 25. He is preceded by his wife, Karen, and survived by his four sons, Rod (Rita), Chris (Susan), Allan (Monika), Bruce (Dale); and his grandchildren, Heather, Jack, Geoff (Irene) and Michelle (Curtis). Pete loved all sports, especially lacrosse. In his younger days he played and coached, and later loved to watch a game after an afternoon of crib or a trip to the casino. He will be missed by his family and friends.
