At the end of September, Kinna was riding home from Coquitlam along United Boulevard in the bike lane, which comes to an end just before the Bailey bridge.

Rather than use the multi-use path off to the side of the bridge, which can be quite slippery, he chose

to take the lane behind a pickup truck across the Bailey bridge.

“Traffic came to a stop, and I went to pass on the right-hand side, which I am allowed to do, and the pickup in front of me swerved to close the space between his truck and the guardrail,” he recalled. “I had to duck to make it un-

der his mirror and was nearly crushed between him and the guardrail. He expressed afterwards that I should stay off the road and use the sidewalk.”

If you’re planning on visiting a civic facility in New West, be prepared to mask up.

In response to the health orders put in place by provincial health officer Dr. Bonnie Henry on Nov. 7, council approved a motion to make masks mandatory in all of the city’s indoor facilities.

“The new order, which is a temporary order that limits social interactions, is specific to the Fraser Health and the Vancouver Coastal regions,” said Steve Kellock, the city’s senior manager of recreation.

Henry will be giving an update on the order today (Thursday, Nov. 19), and it’s widely anticipated the order will be extended or expanded in response to surging COVID-19 numbers in the region.

Kellock said the temporary order addressed a number of issues, including gatherings, group physical activities, workplace safety and travel between different health regions in B.C. He said the city immediately suspended all group fitness, all indoor sport games and any programming that includes social interactions.

A Nov. 9 report to council stated the city isn’t anticipating any facility closures at this time but the

situation “continues to be fluid” because of the pandemic.

Jackie Teed, the city’s senior manager of development services, said the staff committee that’s responsible for identifying and implementing any responses to new public health orders related to the pandemic met to discuss the new public health orders.

The committee recommended: there be no changes to facility hours, except where all programs have been suspended; the city review its remote working protocols for staff to further reduce staff at facilities where operationally feasible; and the city temporarily suspend inspections of occupied buildings.

“We will be implementing a daily screening protocol.This is for any staff or members of the public who attend civic facilities.There will be concierges doing the screening at all city sites,” she said.

“Those concierges are currently there to assist people with understanding the mask-wearing request, as well as the circulation requirements.Those concierges will now also be walking people through the screening questions.”

Staff also recommended the city implement a mandatory mask policy for the city’s indoor civic spaces.

People who have medical exemptions and children under the age of five are not required to wear masks. Masks will also continue to be optional for city staff when they’re working in a personal office or workstation, when they’re working behind a Plexiglas barrier and physical distancing is maintained, or when they’re working outdoors and physical distancing is maintained.

“Requiring face masks indoors in City of New Westminster facilities is a prudent step to continue limiting the spread of COVID-19 in New Westminster,” stated the staff report.

Kellock said the mandatory mask policy for indoor public spaces would last for the duration of the temporary health order that’s now in effect. He said the recommendation aligns with what’s being recommended by Henry and the B.C. Centre for Disease Control.

“In terms of enforcement, what we are suggesting is that this is not about staff going out and enforcing, but this is about staff educating; this is about staff being in that concierge role at the front desk – providing a mask for those who don’t have it with them,” he said.

“But we are not looking for our staff to become en-

forcement agents in this change.We are looking to follow suit with standards that have been set out by others who have done this, like TransLink.”

Coun. Jaimie McEvoy said masks help prevent the transmission of COVID in indoor, enclosed spaces such as buses and SkyTrain.

“When you’re the one wearing a mask, you are helping to ensure you don’t get somebody else sick with a disease where you can be infectious for up to 10 days without even knowing it. Nobody wants to get somebody else sick.

Nobody wants our employees to be in an unhealthy situation,” he said.

“So, in terms of civic facilities, I think this is a move that’s consistent with what is going on elsewhere.”

Coun. Patrick Johnstone said the city has a responsibility to make sure its staff and the people who are coming into city facilities are in as safe an environment as possible.

Mayor Jonathan Cote said the city has been trying to reopen its facilities, and do it in a way that is safe and responsible, given the global pandemic. Given the current COVID-19 situation in the province, he thinks it’s a responsible direction for the city to move forward with a mandatory mask policy at this time.

He applauded city staff for responding to the public health orders with immediate action.

Cote encouraged staff to reach out to see what’s worked with other organizations that have made masks mandatory, such as TransLink.

“There has been a lot of really good learnings,” he said. “Number 1, they have realized that by making it mandatory, the compliance levels have gone up significantly from around under 50% to about 90%.”

A staff response stated that Kinna’s concerns had been passed on to the city’s meter-collection team for discussion. He said the

city’s response indicated it is a safety issue for staff to walk too far from their vehicles when carrying cash that’s been collected from parking meters, but they will discuss other options because they recognize the importance of keeping bike lanes clear.

Kinna said the Nov. 6 incident wasn’t the first time he’s seen city vehicles blocking bike lanes; he suggested it’s “a regular occurrence” on East Colum-

bia Street when employees stop at a deli to get lunch.

“My first request is that the city engage in training for all city staff that recognizes that it is never acceptable to park or stop in a bike lane,” he said.

“None of us would ever park in a crosswalk, so why is a bike lane OK?” Kinna also urged the city to move quickly on implementation of AAA cycling infrastructure. He said all levels of riders ben-

efit from safer cycling infrastructure and will feel safer knowing they won’t be forced into traffic.

“The city has done an OK job of updating pedestrian infrastructure in terms of curb cuts and new crosswalks and signalized crossings,” he said.

“But asking kids to ride their bikes on sidewalks, because the road isn’t safe enough, isn’t good enough anymore.”

minster’s master transportation plan outlines a hierarchy that will be followed when planning transportation improvements, with walking in the top spot, followed by cycling, transit, commercial vehicles and cars.

Kinna said the city is ignoring its own master transportation plan when allocating money for budgets. In a time of a climate crisis, when kids should be riding their bikes more of-

ten, he said they’re not being supported with safe infrastructure.

“This infrastructure would benefit children, seniors, people who can’t afford cars or just don’t want them,” he said. “It’s time to move faster on reallocating the space with more than just signage that gets knocked down or driven over.”

Council referred Kinna’s concerns to staff for a report.

New restrictions unlikely to work

As the number of COVID-19 cases in this province dramatically escalates, it is difficult not to envision a return of some of the tighter measures we experienced when this pandemic first began.

We have broken through the 700-a-day case threshold and our doubling rate now sits at 13 days.

That means we should hit 1,000 cases a day soon (perhaps even this week, as we crossed the 500 threshold on Nov. 6).

The number of people in hospital due to having COVID-19 has more than doubled since the last week of October, as has the number of patients in critical care.

Provincial health officer Dr. Bonnie Henry has banned social gatherings in Metro Vancouver.

We should know this week whether that is having any impact.

I will be surprised if the numbers fall off to any great degree.That’s because the virus appears to be running rampant in one particular area of the province – Surrey – and a ban on social gatherings may not be a strongenough measure to stop the spread.

Data released by the B.C. Centre for Disease Control last week showed that in October the number of COVID-19 cases in Surrey grew by 2,179.The next highest was Vancouver with 658.

Other municipalities had much lower numbers.

Burnaby had 287, North Vancouver had 148,West Vancouver had 81, New Westminster had 94 and the Tri-Cities had 363.

It will be interesting to see whether this huge spike in cases in November is still centered in Surrey or whether it has become more spread out.

Given that Fraser Health (of which Surrey is by far the biggest city of any municipality within

its boundaries) has routinely accounted for 6575% of the positive cases each day, all this month it is unlikely the geographical breakdown of cases has changed.

If the ban on social gatherings does not have the desired effect, will other measures be implemented?

Other jurisdictions where the virus is surging have gone that route.

Manitoba, which has the worst per-capita showing of COVID-19 cases, has closed all non-essential retail outlets and has banned indoor dining and gatherings.

Parts of Toronto have different restrictions and many areas ban indoor dining. Ontario’s public health modelling projects that province could hit 6,500 cases a day by midDecember.

Across the border in Washington, a four-week semi-lockdown began this week. Restaurants and bars are closed to on-site activities and retail stores are limited to 25% occupancy (the state is now setting daily records of more than 2,000 cases a day).

Henry has already opened the door to region-based restrictions.

If our daily case numbers do not start declining soon and by a significant amount, do not be surprised if things like a regionally focused ban on indoor dining and reduced retail activities (perhaps even mandatory masks) are back on the table.

The virus is rampaging around the world, and we are now in that “second wave” that we all dreaded when this pandemic began. However, back then we did not know what the second wave would actually look like.

Now we know and it is a scary sight.

Here is a positive side of fireworks in our city

Editor: Can we consider a positive side of fireworks at Halloween?

For some families this is a longtime tradition; it was definitely part of my childhood.

One of our neighbours always had fireworks, hotdogs and hot chocolate for all us kids. And you know what this did?

It kept us from roaming the streets and partaking in some of the common Halloween pranks that may have included toilet papering houses, smashing pumpkins and egging houses.

Traditions like this build family and neighbourhood bonds, provide great memories, and ensure our kids are where we are and enjoying some fireworks put on by responsible adults.

A few hours a year can actually provide a lot of good in the long run.

I may have been watching with my immediate family from my home, but the ceremony made me feel like I was watching with the community and that we were united as a community in honouring our veterans virtually.

This acknowledgement is so important even if we cannot be together in person.

Remembrance Day is a special time to recognize and honour those who have given so much to our country, fighting for the liberties we enjoy today.

My extended family and I would like to thank the New Westminster Royal Canadian Legion and the Royal Westminster Regiment for offering this well-done ceremony.

City New West council stands by ban on hookah lounges Theresa McManus

Opening a hookah lounge is still a pipe dream in New Westminster.

Earlier this year, the city received a pre-application review from applicants wanting to open an upscale lounge that serves hookah.To make that happen, they would need the city to amend its smoking control bylaw, which prohibits smoking in places like restaurants and retail businesses.

The city’s land use and planning committee, which includes three members of council, discussed the proposal at its August meeting and referred the issue to council for feedback. On Monday, council supported staff recommendations that the city stick with its current smoking control bylaw.

Marilyn Bergstra, B.C.’s policy specialist for Action on Smoking and Health, urged the city to reject any applications that will compromise public health and worker safety.

“The evidence clearly demonstrates that secondhand smoke resulting from hookah smoking is every bit as harmful and possibly more harmful than tobacco smoke,” she said. “There is no safe level of secondhand smoke, and water pipes do not provide any filtering or dilution of secondhand smoke.The emissions from water pipes often exceed occupational health standards.”

Bergstra also addressed the issue of hookah as a cultural activity.

“Hookah bar operators often claim that shisha smoking is a cultural activity that trumps public

health and worker safety,” she said. “However, a number of Middle Eastern countries have banned hookah smoking in public places, including Turkey, Jordan, Syria, Lebanon and Kuwait.”

Bergstra said the City of New Westminster became one of the first Canadian municipalities to approve a comprehensive smoking ban in workplaces and public establishments, including bars, lounges and restaurants, in 2000. She encouraged the city to strengthen its smoking control bylaw to prohibit any form of smoking and vaping in workplaces and public places.

Rob Cunningham, senior policy analyst with the Canadian Cancer Society, also urged council to maintain its existing bylaw regarding hookah smoking, not weaken it.

“Secondhand smoke is secondhand smoke. It contains toxins; it contains carcinogens,” he said.

“People should not be exposed in their workplace, in their public places.”

Cunningham, a lawyer, said legal challenges about hookah lounges on the basis of freedom of religion have been dismissed by the courts. He said there is a trend occurring in municipalities across Canada to eliminate all water pipe smoking in public places.

“Often it’s said that these products do not contain tobacco, and, if they did contain tobacco, it would be illegal under the existing bylaw because you can’t smoke tobacco,” he said. “But it’s been found on many occasions … that what they were offering to customers really did include tobacco.

It’s pretty hard for an inspector to know this without going to a lab to test.

This (ban) makes it clear.

It makes enforcement

easy. It provides protection from secondhand smoke.

We support the bylaw in its current form.”

Staff recommended no changes be made to the smoking control bylaw and that city regulations related to smoking substances (tobacco, cannabis, non-tobacco substances, etc.) and forms of smoking (such as cigarettes, cigars, vaping and water pipes) remain consistent. Council approved the recommendation.

The previously demolished heritage house (McKenzie House) would be reconstructed in its original location and a heritage house from 112 Royal Avenue (Henderson House) would be relocated to the new parcel. Community District puts inclusive education review into action Julie MacLellan

The New Westminster school district has laid out its plans for putting an inclusive education review into action.

Bruce Cunnings, the district’s director of instruction for learning services, provided an update on the ongoing multiyear process at the school board’s Oct. 27 meeting.

Throughout the 2019/20 school year, contracted consultants worked with a district advisory group on the review – holding focus groups, seeking public input through the ThoughtExchange crowdsourcing platform, holding one-onone interviews and hosting meetings to gather input from staff, families and students.

Their mission was to find out what’s working – and what’s not – for students with identified special needs and Indigenous students.

The process led to a re-

port outlining 23 separate recommendations, which was presented to the board in June. Cunnings was then tasked with mapping out how to put those recommendations into action. He told trustees implementation will happen in three phases, beginning this school year and ending in 2022/23.

The first phase – which covers items being addressed in 2020/21 – focuses on a number of recommendations around training for staff, including creating a district committee that will help to develop a multi-year professional development plan for the district.

Cunnings noted some of the recommended training has already begun through Pro-D Day sessions and in-school training with principals, vice-principals and teachers.

Another key area of focus this year will revolve around improving communications and administrative procedures – such

as creating an easy-to-read parent handbook and issuing an updated district manual on inclusive practices for all schools.

Cunnings said one change that will be reflected in the handbook stems from feedback from educational assistants (EAs), and that is the importance of having EAs present at school-based team meetings when the students they support are being discussed.

The budget for the first phase of the work, happening throughout the current school year, is set at $8,750 – including $3,150 in ABA (applied behavioural analysis) training for staff and $5,600 extra for staffing.

The staffing costs include extra pay for educational assistants and curriculum facilitators.

a lack of action.

She noted that the $5,600 in staffing costs doesn’t highlight the creation of two new district administrator positions – a vice-principal for early learning and a principal for equity and inclusion – but those positions will be an integral part of carrying out the work of the review.

She also noted that Pro-D Day training costs aren’t reflected in that budget and that a number of procedural changes

have no costs attached.

Beattie also pointed out that the recommendation to ensure education assistants are present at all school-based meetings could carry some extra costs, but those costs aren’t yet known.

Trustee Maya Russell, who was also part of the inclusive education review team last year, said the action plan presents some “wonderful, wonderful work.”

“I really, really hope

that the staff and families and students who participated in this will see the changes in our classrooms on a day-to-day basis and see their hopes and aspirations for their students reflected.” she said.

“I’m sure there’s lots more to do, but I think we really have turned a corner.”

School board chair Anita Ansari thanked Cunnings for his work.

“You spent a year looking at the problems, and you’re spending this year actually fixing them,” she said.

“We recognized early on that this was going to be a multi-year project, and we’re really grateful that you’re carrying it forward through some really peculiar life circumstances, and you’ve kept your momentum up.”

Cunnings will return to the board in March and June 2021 with updates on how the implementation of the recommendations is coming along.

But, despite everyone’s best efforts, COVID-19 is getting in to schools – andWethered pointed out the exposures are coming more frequently than they did at the beginning of the year.

That’s taking its toll on teachers,Wethered said – not just here, but across the province.

“I’m hearing provincially that all teachers are stressed, that all teachers are exhausted,” she said. “Teaching in a pandemic is exhausting.”

Continued from page 16 Henry’s comments were based on monthly data from the B.C. Centre for Disease Control showing that 261 of B.C.’s 1,942 schools have had COVID-19 exposures (as of Nov. 5).

Hachlaf noted 50 of B.C.’s 60 school districts have had no exposures at all but pointed out the story is very different in the Fraser Health andVancouver Coastal regions.

BCCDC numbers show the vast majority of exposures – 175 – have taken place in Fraser Health. And it’s the rising number of exposures in this region that has teachers concerned.

‘TIME TO ACT IS NOW’ he B.C.Teachers’ Federation is calling on the government to act on the situation in schools.

“The time to act is now,” said BCTF president Teri Mooring in a livestream on Nov. 12. “If we’re seeing more community transmissions, we’re going to see more in schools as well.We’re going to see a lot more school exposures; it’s just a matter of time. And with increased school exposures, we’re going to see an increase in school transmission.

It’s an unfortunate numbers game. It’s going to happen.”

In a letter posted on social media this past weekend, Mooring called on the premier to respond to the dramatic rise in cases by reducing class sizes to 15 students – specifically in Fraser Health.

Wethered is on board with the call for reduced class sizes, noting it’s the only way to maintain physical distance.While some distancing might be possible in a kindergarten classroom with 17 small children, she said, the situation is very different in a high school classroom full of 28 or 30 adult-size students.

Wethered said cutting class sizes would be possible in New West only if half the students attended at one time, on alternat-

One idea that’s been put forward in Ontario and Quebec is the possibility of an extended winter break. Adding a week on both ends of the existing two-week holiday over Christmas and New Year’s would give a full four weeks to help slow the spread of the virus.

Wethered said she hasn’t heard the idea floated in New West, but she’s open to it. Perhaps, she suggested, the two extra weeks could be turned into remote learning weeks at either end of the break.

Asked about the idea by reporters on Nov. 16, Henry said the idea of an extended winter break is one she’s been discussing with her counterparts across the country. She noted the idea of an extended school break isn’t without its problems – such as what would happen to the children of essential workers.

Henry said any changes to school breaks wouldn’t be done hastily.

“If we are going to make this change, it will be a thoughtful change that will be done ahead of time, in discussion with the different stakeholder groups,” she said.

In the meantime, she said, she’ll keep on focusing on the positives.

“A positive is that students are in school, and for the most part they’re happy to be in school, and teachers are teaching. Good things are happening; it’s just a little different – a lot different,” Wethered said.

She knows the pandemic isn’t going to last forever. She points to the news that vaccines may begin to be available by the early months of 2021 as a reason for even more optimism.

And in the short term? Everyone involved in the system – students, parents, staff, administrators – will continue to make it work as they already are: together.

“We will get through this,” Wethered said. “We will all get through this working together.”

Keeping kids with any symptoms – even minor ones like sniffles – out of schools is the “number 1 protection” for everyone, Wethered said.

DON’T SEND ANYTHING FOR YOUR CHILD TO SHARE.

That includes lunches, treats, snacks, games, toys and supplies.

MINIMIZE YOUR FAMILY’S SOCIAL CONTACTS.

Remember that your family’s life outside of school influences what happens inside the school.

That means sticking to provincial health orders and doing everything you can to minimize

your family’s social contacts – even if it means making hard choices for the greater good.

MAKE SURE YOUR CHILD IS AS INDEPENDENT AS POSSIBLE.

Teachers aren’t supposed to touch students, and that includes helping them with zippers, shoelaces and the like. Send your child dressed in clothes they can handle

without help.

DON’T EXPECT EVERYTHING TO LOOK ‘NORMAL.’

All those Christmas concerts and assemblies you’re used to being part of? They won’t be happening, or they’ll be happening in new ways. Don’t pressure your child’s teacher with unrealistic expectations.

LOst GROSSER, Gertrude (Gertie) It is with deep sorrow that our family announces the passing of Gertrude (Gertie) Grosser on October 28, 2020, at the Madison Care Home in Coquitlam, after a long and wonderful life. Gertie is survived by her two daughters, Jacqueline Grosser and Angela Lange (Grosser), and her beloved granddaughter Amanda Grosser.

She is predeceased by her parents, Anna and Erich in Wuppertal, Germany, her place of birth.

Her love of helping others led to the creation of the SHARE Society in the Tri Cities area, which grew from a small clothing exchange started in her home in Coquitlam in 1972, to one of the most important social service agencies for families throughout the community. Today her legacy serves thousands of families. She also worked with young people at Tree and Leaf, a rehabilitation society, using her amazing people skills to help them learn life skills through their time working at the greenhouses. Her time working for the Coast Foundation was again helping those with challenges navigate life. Many will also remember her from the concession stands at Spanish Banks, and later, Third Beach, where the outdoor fireplace in winter and beautiful flowers in summer became a favorite place to stop, and she made many long-time friends there. Gertie was the recipient of the Citizen of the Year Award in 1973 (Coquitlam Chamber of Commerce), the Community Service Award in 1974 (District of Coquitlam), and Certificate of Merit in 1974 (Valley View Hospital). She was Founder and Honourary Chairperson for SHARE and an award was created in her honour: “The Gertie Grosser Award”, given to a member of SHARE each year for outstanding service to the community.

She had a huge sense of humour and unbound curiosity for life and the people in it. She made many friends all over the world and stayed in touch over the years. Sundays were spent at Lonsdale Quay listening to music, and she always met new people, who were often surprised by the little lady who walked up, smiled and said, “So, where are you from?”

She loved babies and children and they seemed equally drawn to her. Music played a huge part in her life, dancing or singing to a song she loved, or listening to tapes in her car. Her dinners at the house are legendary…

BILODEAU, Dorothy (Dot) (Cuthbert) It is with sadness and so much love that we announce the passing of our Wife, Mother, Grandmother, Auntie and best friend.

Dorothy was born June 1, 1942 in Prince Albert, SK and died suddenly at home on 13 November 2020.

She was predeceased by her parents, Maurice and Hazel Cuthbert and brother Del Cuthbert. She is survived by her loving husband and best friend of 58 years, Bernie Bilodeau, daughters Shelley and Lorene Bilodeau and her granddaughters Casey and Jordan Potter.

Dorothy came to BC with her family in 1948 and they settled in New Westminster, BC where she eventually met husband Bernie. After starting their family, they made the move to Langley, BC where they raised their girls (and a number of animals) on their small farm. Dorothy loved gardening, spending time outdoors and with her Mom and Dad, who had moved to their home on the property. She spent an enormous amount of time in the service to others throughout the community - Girl Guides of Canada (Leader, Commissioner), Langley Figure Skating Club, Ballet Mom, Langley Community Music School Mom and was heavily involved in her girls’ school Parent Advisory Councils.

Dorothy was a pillar of the community and loved everyone she had the privilege of spending time with.

She will live forever in our hearts.

A service to celebrate Dorothy’s life will be held when the Covid Crisis has passed.

Gordon Keith Frenette passed away peacefully at Burnaby Hospital surrounded by his loving family.

The youngest child of Alice Frenette, Gordon was born and spent his entire life in Vancouver and Burnaby. Gordon was a transit operator and drove routes throughout the Lower Mainland for over 30 years, without an accident. He was beloved by his regular riders, some of whom continued to recognize him even during his retirement. Gordon was predeceased by his wife, Elizabeth Frenette (2014). He is survived by his son, Derek and daughter−in−law, Kathryn Williamson; daughter, Erica Hazelton and son−in−law, Jim Ong; grandchildren, Abigail and Ghaiden Ong; and many other family members. Gordon was a resident at Mulberry Parc in Burnaby from 2014 to the present and leaves many friends there. A celebration of life attended by close family and friends will be held after the pandemic.
