Cuts loom for continuing ed programs

The New Westminster school district’s daytime and late-afternoon continuing education programs might be on the chopping block at the next school board meeting.

The Pearson Adult Learning Centre is part of the old New Westminster Secondary School and set to be demolished.There is no space in the district, including the new high school, for the daytime pro-

grams, according to board chair Anita Ansari.

“It’s kind of a multi-layer problem in that we discovered that when we looked at it holistically and when we look at how we’re getting a new school in the space that the program occupies currently, we have to move off that space because it’s part of where the deconstruction and decommissioning is happening,” she said.

“And so we have to do something about the day program because we can’t host it at the high school

ney,” Ansari said. “In the past, I guess we weren’t really aware of this number.”

The board is looking at the overall viability of the district’s continuing education programs and will be considering the future of the night program by February next year, in time for the 2021/22 budget.

At Tuesday night’s meeting, school trustees voted unanimously to postpone a decision on shutting down the daytime programs until the March 10 school board meeting, at the request

The issue is also the cost, she said, as continuing education students are usually only taking one or two courses at a time, so the district needs eight students taking a course to equal the funding they get for one full-time student.

“We find we’re getting a budget shortfall where we’re trying to run a program with a lot less money but a lot more people doing the one or two courses they need to be able to move on in their educational jour-

The school district’s secretary-treasurer is presenting at an upcoming school board committee meeting and will have more information about the budget for the 2020/21 school year then, he said.

“I do recommend it would be beneficial that the board make its decision after having the chance to have that data in front of the board and being able to see the clear financial impact,” he said at Tuesday night’s

meeting.

The school board also voted unanimously to send a letter to the Ministry of Education, asking that the ministry increase per student full-time equivalency funding for adult continuing education from $4,773 (63% of school-age FTE funding) to $6,348 (85% of school-age FTE funding).

The school district is also working to find other continuing education options outside of the district and to communicate those options to students.

Wet’suwet’en solidarity event set for Saturday

A gathering is set to take place in NewWestminster this weekend so locals can show their solidarity forWet’suwet’en hereditary chiefs battling a pipeline through their territory in northern B.C. A group ofWet’suwet’en hereditary chiefs is opposed to the Coastal GasLink pipeline, which would move natural gas from northern B.C. to theWest Coast. In recent weeks, supporters have launched blockades at locations across Canada, including rail and port facilities.

NewWestminster resident Christa MacArthur put out a call on Twitter last Sunday morning to see if anyone wanted to join her in front the NewWestminster Law Courts in Begbie Plaza in a show of support.

“I have been struggling with the situation with the Wet’suwet’en and not knowing how to express my support for the Indigenous people, not really feeling that blocking roads or rail corridors is the right position for me,” she said. “Wanting to do something to express support in a public way.”

Having seen the impact

that small, unkind actions or words can have on people in person and in social media, MacArthur believes small, positive actions can do the same.

“If mean words can cause so much pain, then surely supportive words have a similar and opposite impact,” she told the Record.

“If someone tells you ‘your hair looks so good today,’ that makes your day. It feels invisible, but I don’t think it is.”

While MacArthur was a bit discouraged that more people didn’t join her in front of the law court on Sunday afternoon, she was encouraged when a number of people told her they’d attend a gathering in support of theWet’suwet’en if they had more notice. A gathering in solidarity with theWet’suwet’en People is taking place on Saturday, Feb. 29 at 1 p.m. at Hyack Square.

“If more people stand up and express support, then although it is not direct action, it helps people feel supported,” MacArthur said.

“So that’s all I am really trying to accomplish.”

“It feels overwhelmingly complex, but support doesn’t need to be really complex,” MacArthur said.

“It’s not saying that we have

the solutions – it’s saying, ‘we support you.’”

MacArthur believes the RCMP and senior governments need to remove pressure and respect Indigenous

New Westminster is urging senior governments to begin good-faith consultation with the Wet’suwet’en People.

On Monday, council approved a motion by Coun.

Nadine Nakagawa calling on the provincial and federal governments to suspend permits authorizing construction of the Coastal GasLink project and to begin good-faith consultation with the Wet’suwet’en People.The motion also asks the federal and provincial governments to end any attempts at forced removal of Wet’suwet’en People from their traditional territories and to refrain from any use of coercive force against Wet’suwet’en People who are seeking to prevent construction of the Coastal GasLink pipeline through non-violent methods.

The preamble to the motion states the Wet’suwet’en hereditary chiefs, whose

representative role is recognized by the Supreme Court of Canada, have indicated a lack of consent for the Coastal GasLink pipeline through their unceded territory. It also states that Canada is party to the Paris Agreement, which includes commitments to significantly reduce greenhouse gas emissions and to pursue efforts to keep global warming below 1.5 C, and that the City of New Westminster has declared a climate emergency, has endorsed the Truth and Reconciliation Commission’s calls to actions and has prioritized reconciliation in its strategic plan.

“I recognize that this is a complicated and very sensitive issue,” Nakagawa said.

“I think when we come at it from a settler government perspective, it is really difficult to understand the complexity of this situation, and there is multiple news reports coming from a lot of different places about the nature of the dispute. “

Nakagawa said she had “some hesitation” in bringing the motion forward because it’s a situation involving elected band councils and hereditary chiefs, and so it’s an issue she can’t fully comprehend.

“But at the same time, I am chilled and horrified by watching people removed from their territory by RCMP. Seeing the red dresses hanging in Wet’suwet’en territory

and seeing those removed as they attempt to build a pipeline through there,” she said.The red dresses are symbolic of the epidemic of violence against Indigenous women and girls. “What the outcome of this should be, that is not for us to say, but it is very clear to me that this is just one more piece of a very long story of colonization.”

Nakagawa’s hope is that governments are able to sit

down on a nation-to-nation basis and have a goodfaith conversation. She said the motion is in support of Indigenous sovereignty on that territory and recognizes that it is unceded territory.

Coun. Chuck Puchmayr was the lone council member to oppose the motion.

“They are engaged in consultation, in negotiation.

It has gone on for many years,” he said.

“It’s not our job as city council to circumvent a democratic process in their community, and I can’t support the resolution. I am sorry.”

Some Wet’suwet’en hereditary chiefs oppose construction of the Coast GasLink natural gas pipeline, saying it was permitted without their consent.

Supporters have launched blockades at various locations across Canada.

Puchmayr said 20 First Nations communities along the pipeline route have signed on to the project, including some Wet’suwet’en

People. After years of consultation and public meetings, he said they supported the project because they feel it will create economic opportunities and jobs in their communities.

While he shares some of Puchmayr’s concerns, Coun. Jaimie McEvoy said he could support the motion because it was “restrained” and doesn’t take sides.

“On the one hand, you have people who have a principle that they want to see Aboriginal people get a fair share of the resource economy, get jobs and have benefits of the resource economy that other people have.That’s not an unprincipled position to take, whether you disagree with it or not.The effect of that is an effect on climate,” he said. “On the other hand we have people who are motivated by concerns about climate change, who give priority to that issue.That’s a position of principle as well.”

City vows ‘bold’ action at 22nd Street station Theresa McManus tmcmanus@newwestrecord.ca

Could the area around the 22nd Street SkyTrain station become a car-free zone in the future? That is one of the ideas that may be explored in a new planning process being proposed for the neighbourhood.

Subject to approval in the 2020 to 2024 capital program, council has directed staff to proceed with work on the proposed project, dubbed 22nd Street SkyTrain Station Bold Vision for Affordability and Climate Action. Staff has proposed a new approach to planning for the around the station in response to the City of New Westminster’s declaration of a climate emergency and council’s approval of seven bold steps to fight the climate crisis.

“Towards developing this bold new neighbourhood vision, the city would identify a team of industry experts who would be tasked with creating an innova-

tive approach to imagining the neighbourhood that responds to the climate emergency, and specifically the seven bold steps and council’s strategic vision,” said a staff report. “Leading with this principle should result in examples of a bold vision that could be explored including creation of: a carfree zone; a zero-emissions vehicles zone; a renewable energy zone; or other ideas as determined through an ideas competition.”

The city’s plan is to retain a consulting team and to launch a design and ideas competition in 2020, evaluate the shortlisted ideas and endorse a vision in 2021 and begin implementation of the vision in 2022. If the budget is approved, staff would immediately begin the process of retaining the consulting team.

Advancing a staff work plan on the development of land-use policy for this neighbourhood means other aspects on implementation of the official community

plan will be deferred. Council has directed staff to defer work on the monitoring program for Phase 1 of the infill housing program until 2022 and to defer implementation of Phase 2 of the infill housing program (duplex and triplex implementation) project until 2022.

Coun. Patrick Johnstone said the change reflects the “new reality” of the city’s climate change declaration and seven bold steps, which weren’t in place when council adopted the OCP. “I think that it is really important for us to get some work done on understanding how the 22nd

Street area will work and if we can actually do something really ground-breaking in master planning a truly car-light, or if I can blue sky and dream, carfree community adjacent to a SkyTrain station and really push the boundaries on how we can achieve some of our climate goals,” he said.

“I recognize that some of the work we can’t get done because of this, having to do with infill density, is a little bit disappointing and will be delayed a little bit, but I just feel that this task is a bigger priority for us given the strategic direction the city is going.”

New B.C. tax on sugary drinks is easy to swallow

Paying taxes leaves a bad taste in the mouths of most people, but there’s a new one that feels like it will be easier to swallow.

Finance Minister Carole James announced in her budget last week that the 7% provincial sales tax will now be added to carbonated drinks that have sugar.

The tax takes effect on July 1 and is forecast to generate $27 million in revenues.

According to one expert, children’s health will benefit from this decision to tax sugary soda drinks.

Dr.Tom Warshawski, chairman of the Childhood Obesity Foundation, told the Canadian Press that studies show sugary drinks contribute to obesity, a leading cause of Type 2 diabetes, heart disease and hypertension, and health outcomes have improved where sugar taxes are levied.

Warshawski, a consulting pediatrician from Kelowna, said sugar drinks are not healthy and the tax will shift people to choose healthy drinks like water.

Warshawski said it may take

a decade to collect data on improved health results for children in B.C., but he’s seen remarkable changes with young patients who cut out sugary drinks.

“When I see kids who are drinking sugary drinks, and I get them to shift away from sugary drinks, I see a return on that change in behaviour within a month or so,” he said.

According to the Canadian Cancer Society, research published in 2017 by the University of Waterloo estimated a 20% excise

tax on sugary drinks would save more than 13,000 lives in Canada and prevent 600,000 cases of obesity and 200,000 cases of Type 2 diabetes over 25 years.

The research concluded the drink tax would result in $11.5 billion in health-care savings over 25 years.

Other countries are doing this, including Belgium, United Kingdom, Mexico, Chile, France, Portugal, Norway and Hungary charging an excise tax of 20% on such drinks.

Eight cities in the United

States also levy sugar taxes, including Berkeley, Calif., where a University of California study published last year in the American Journal of Public Health found sugar-drink consumption was down almost 52 per cent in some neighbourhoods and water consumption was up 29%.

Warshawski said he and other health-care officials had been calling on provincial governments in B.C. to impose the 7% provincial sales tax on the drinks for years, but their efforts were

rejected until Tuesday’s budget.

“It was long overdue, but give them their credit,” he said. “It’s hard for government to introduce new taxes.There’s always a political backlash of some degree.”

We haven’t seen much of a pushback from the general public, other than some grumbling.

The fact is, we already tax dangerous things like cigarettes, so making sugary drinks less desirable doesn’t seem like much of a stretch.

However, I have definitely been blinded to a major issue that we have all been tricked into believing is a good thing.

This thing is called the gig economy.

Mayday to all Gen Zers – this is not a drill.We are the next ones to be played.

The “gig economy” involves the hiring of freelance or temporary workers to perform jobs for a company. However, this is what “freelance” used to mean.

It is now taken over and moved to different industries. Uber is a popular example of this.

The appeal of the gig economy for the working class is one word, ease.You are your own boss.

No one is calling you and asking why you’re an hour late for work, or having to wake up at ungodly hours.

You make the time.You call the shots.

Or so that’s what it seems.

While the gig economy is painting this picture for us, it is painting over what it’s eliminating in the process.

This being employees’ rights.

Or any sort of protection and benefits.

This is what people running towards the gig economy must remember.

Not only having a 9-to5 job, but easily accessible work on your own time.

Since I was 18 years old, I have done my time in the gig economy, and let me tell you, they have all been 0/10 experiences.

While it’s fun to know you’re getting easy money, what you forget is the protection that you may need if something happens to you.

Especially when you’re sexually harassed on the job.

The last thing you would ever expect, but it happens.

The process for this is short and simple: there is no formal process.

You tell on someone that has no experience dealing with this matter.The event lingers.

Everyone is uncomfortable.You eventually have to quit to save yourself any embarrassment and for your own safety.

This is not only an old people problem, this is a Gen Z problem, too.

We are the ones that will define whether this stays or goes.

Or at least is modified to ensure safety and protection comes first.

While it may be awesome to make money by literally doing nothing, this is not sustainable long-term.

At all.

What companies don’t want to tell you (and are probably laughing at you behind your back) is you don’t have power at all.You are essentially giving them more money to roll around in.

Do your homework, rally the troops and ask for more from employers.

That is what can be done.

Let’s not be blinded by accessibility and “easy money.”

We are starting to lose our rights as employees.

Fix 10th Avenue instead of adding car-free streets Editor: I am completely against “car-free” streets in New Westminster.

Why does one group of citizens want to inconvenience another group of citizens in this community? Quit picking on drivers. Goody for you if you can go about your business without driving a car, but stop penalizing those of us who can’t.

The thing that needs to change in New West is the roads. They are going to spend ($1.4 billion) replacing the Pattullo Bridge, which will probably bring millions more vehicles into this community, but they are doing nothing to improve the feeder roads, and I am not just talking about the ones that are connected to either end of the bridge.

A lot of traffic in New West is just passing through. They shouldn’t have to use our residential and commercial streets to do that, but they have no other options here.

I say turn 10th Avenue into a bypass road. They could be working on it while they are building the new Pattullo Bridge.

Tenth is already a de-facto truck route, but it’s a lot of heavy traffic on a very narrow road that was never designed for that. If 10th Avenue was upgraded and properly connected to Highway 1 on the one end and Marine Way on the other end, it could be a much better truck route.

It’s already connected to McBride, across the Pattullo Bridge and to Burnaby on Canada Way, Kingsway and Southridge via Byrne to Marine Drive and Way. Plus, if the vehicles driving down 10th do need

to make deliveries or come into New West for any reason, 10th connects to every street in town.

A truck route on 10th Avenue would inconvenience the people who live there, but it’s already doing that.

Compensate those residents in some way, give them a grant to put in triple glazing, put up sound barriers, whatever. It’s easier to change one street than it is to try to change the whole city.

We need to have a way of funnelling all this “passing through” traffic, away from our city streets. Limping along, year after year, with this inefficient, archaic road system is not getting us anywhere.

Other cities have managed to build bypass roads, why can’t New West? Of course, those roads haven’t gotten rid of the traffic, but they move it through neighbourhoods much more efficiently and keep the congestion confined.

We have a plethora of interchanges and freeways on the fringes of this city that have conspired to make our traffic congestion worse. They have turned New West into a convenient shortcut.

Now we need to turn it into an efficient shortcut. We need to get to the core of this issue and deal with what’s wrong with our streets. Automobiles are not going away. They may become more energy-efficient, but they are just too convenient for everyone who uses them to disappear.

Car-free streets are not going to address these issues. However, maybe if we found a way to really deal with our traffic congestion, we could enjoy a few pedestrian-friendly streets, open only to local traffic, as in, the people who live there or have business there.

New Westminster Fire and Rescue Services is feeling the squeeze.

A temporary storage structure located behind the Glenbrook fire hall, next to the recycling depot, will have to hit the road as construction of a new aquatics and community facility unfolds.The site will eventually be used for parking for the new facility.

“Hopefully, once the pool is done, we will have a plan to where we can relocate it,” Fire Chief Tim Armstrong said of the storage tent. “It is basically keeping some storage for equipment.”

The large fabric tent provides storage for some of the fire department’s vehicles, including its antique Mack fire truck. It also houses equipment stored in shipping containers.

“It’s going to be in place for a while,” Armstrong said of the storage tent.

While the site where the tent stands was considered for a spot for staging equipment during construction, Armstrong said the fire department indicated that wasn’t really conducive to its operations. He’s confident a new storage space can be found.

It won’t be the first time New Westminster Fire and Rescue Services has had to relocate items now stored in the tent.The fire department previously had a storage space at Sapperton Landing Park, until it was needed by Metro Vancouver.

“We had to move out of there,” Armstrong said. “We looked at some temporary measures.”

The fire department had considered using a space at the Queensborough fire hall, but that didn’t work out, Armstrong said.

“We ended up losing a back section of our property there to a development that is going in on the corner,” he said. “We are kind of getting squeezed, real-estatewise, all over the place.”

Forty child-care spaces added in Queensborough the portables, according to the release.The district will own and maintain Kids Borough, and it will be run

by Westminster Children’s After School Society, which runs nine other child-care centres in the city.

“Together, we’re teaming up with the city,” Ansari said. “We’re really happy to deliver child care in Queensborough.

“This is one of the ways to address child-care concerns,” she said, adding many parents have contacted the district about these issues.

The district is exploring all avenues and working with all available agencies to deal with the shortage of child care in New Westminster, Ansari added.

The society has a waitlist for Queensborough children, and those families will be contacted via email and offered a space at the new centre. Any remaining spaces will be offered on a first

A new school-aged childcare program is set to open at Queensborough Middle School this spring.

Kids Borough will have 40 spaces for children ages five to 12, for before- and after-school care, according to a press release from the school district.

New Westminster school board chair Anita Ansari said she understands the difficulties parents face trying to find child care in the city, as she has two children in child care herself.

“We know the need is there,” she told the Record.

To address that need, School District 40 is working with the City of New Westminster on the Kids Borough project, which will see two school portables moved and retrofitted to house the new centre.

The city provided $136,950 for the work on

Opening dates and times will be provided by the district and the society once licensing requirements have been met.

A centre for younger children is also in the works, according to Mayor Jonathan Cote.

“The City of New Westminster recognizes the need for additional child-care spaces in Queensborough and is committed to working with the school district and the province to address this need,” Cote stated in the press release. “In addition to these 40 school-age care spaces, the city has received a provincial grant for a child-care facility in the Queensborough neighbourhood for children aged five and under and is seeking further funding for another similar facility in the area.”

Brewing Dissent taps into roots of craft beer New book by Douglas College instructor is being launched today Janaya Fuller Evans

It was a weird experience in London that led Douglas College English instructor Noëlle Phillips to write about craft beer and the Middle Ages.

The event was in a popup bar in the remains of a cathedral.The experience involved putting on a rain suit and entering a gin cloud to breathe it in.

“The guys that run it called it alcoholic architecture and they wore these monk’s robes, and there was this whole gothic, monastic theme happening,” Phillips said. “I was fascinated by

the reimagining of medieval history to create this modern experience.”

Phillips went on to present a paper about the connection between the use of history and the marketing of alcohol, which led to a publisher asking for a book proposal.

Craft Beer Culture and Modern Medievalism: Brewing Dissent is the result of Phillips’ exploration of me-

dieval themes in craft brewing marketing, and the connections between the two time periods.

“The more I thought about it the more I noticed it in the way we talk about beer, especially craft beer,” she said, adding companies like Budweiser have recently used medieval imagery and themes to sell their beer, as well.

“But that’s very rare with the big beer companies,” she said. “When a company does that they’re trying to emulate, they’re trying to capture part of the craft beer market.”

As to why craft breweries are using the Middle Ages as inspiration for their marketing campaigns, Phillips said it is connected to the local food movement.

Instead of only focusing on a particular place for their marketing strategy, they pick a time in history.

“So our concept of the medieval, whether that’s realistic, takes the place of the immediately local in some of these breweries. Either they find an origin story for their beer or they find a theme that connects a much older practice of producing and consuming beer we’ve kind of lost,” Phillips said.

“I think medieval marketing wants to recover that kind of loss and redevelop that connection to beer.”

Phillips also addresses the male-dominated nature of both the modern craft brewing industry and the shift in the Middle Ages.

“It was women who did all the brewing, and they were essentially disbanded from the industry, removed from the guilds and that kind of thing,” Phillips said.

“It became an industry associated with men when in fact it began as a women’s industry.”

“That’s particularly problematic when positioned as medievalists because in my field, medieval studies, various white supremacy movements essentially use medievalism – modern adaptation of the Middle Ages – they use it to kind of reinforce ‘our white history’ which is completely false,” she said.

“Race was not even an idea in the Middle Ages the way it is now. It’s a false narrative.”

But Phillips believes the connection to our ideas of the past can also be a positive one, she said.

“I think there are all kinds of good reasons to support craft brewing and the positive side of that medieval marketing is I think it makes us feel a connection or long for a connection that we feel we have lost somewhere,” she said. “I love medievalism, I love the sort of modern use of the Middle Ages, but I’m also always conscious of the fact that that is our imagining of it.”

How we respond to historical concepts in marketing also says a lot about how we see ourselves, Phillips said. ”Am I going to be the

monk, am I going to be the Viking, am I going to be the goddess, am I going to be the dragon slayer – there’s all these images in marketing that say a lot about what appeals to us,” she said.

“What do we focus on in history, and what do we ignore? Because that’s going to tell us what we value in society.”

The official book launch takes place today (Thursday, Feb. 27) from 4:30 to 7:30 p.m. in the Laura C. Muir Theatre foyer and Amelia Douglas Gallery at Douglas College, 700 Royal Ave.

Forums look to change the conversation on housing Theresa McManus

A public discussion on the sometimes “toxic” topic of social housing is continuing in the coming weeks.

Elliot Rossiter, a faculty member in the Douglas College department of philosophy and humanities, developed a three-part series of events related to public engagement on social housing, in part due to the modular housing development in Queensborough and the controversy surrounding it.

Changing the Conversation: Reflective Empathy and Public Discourse on Social Housing aims to explore how alternative modes of public engagement might amplify different types of voices in the process and how those voices might be incorporated into the city’s engagement processes around the development of public policy – particularly around controversial issues.

More than 90 people attended the first session in

January, which included a discussion of public engagement processes and the background of political discussions about housing in New West.The three-part series continues in March.

“My sense of the feedback is that the content was good in discussing problems with public dialogue on social housing. … I think that there was an appetite for more discussion of solutions in terms of how to improve public dialogue and engagement practices around these issues,” Rossiter said in an email to the Record.

Rossiter said the next two events in the series will provide more space for that type of discussion.

Listening to Different Voices in the Process is the focus of part 2 of the series, which is taking place on Tuesday, March 3 at from 6:30 to 8 p.m. at the New Westminster Public Library.

“This event will centre the voices of those with lived experience of poverty

and homelessness and aims at redressing the one-sided narrative that often occurs in public conversations,” said the outline.

“A key goal of this event is to think about how to make public conversations more reflective, empathetic and balanced in terms of representing marginalized voices in municipal public engagement processes.”

The series wraps up on Friday, March 27, when it explores Reframing the Narrative through the Arts.

The event runs from 6:30 to 8 p.m. at the Laura C. Muir Theatre at Douglas College.

“This event will explore the political function of the arts in helping community members think more deeply about social housing,” Rossiter said in his outline.The events are free and open to the public.

Celebrating Seniors

Seniors’ vaccination rates need to improve: report British Columbia needs to do a better job of encouraging seniors to get vaccinated.

That’s one of the findings of a recently released report from the B.C. Seniors Advocate – Monitoring Seniors Services 2019.The annual report measures the performance of senior services across health care, housing, transportation, income supports and personal supports.

The 2019 report provides a comprehensive picture of the services being offered to B.C. seniors and highlights some of the gaps in those services, a press release from the Office of the Seniors Advocate said.

“We clearly have work to do in terms of increasing our vaccination rates among seniors, and among the public as well,” B.C. Seniors Advocate Isobel Mackenzie said in the press release.

“The public health data is clear: vaccine efficacy diminishes with age.The best protection for frail and elderly seniors is not only the

vaccination of seniors, but of the people around them.”

According to the Office of the Seniors Advocate, 37% of seniors received the publicly funded flu vaccine, while 87% of long-term care residents and 74% of staff were vaccinated.

The report also stated it’s become clear the province needs better data when it comes to tracking and reporting of elder abuse.

“The current approach is not providing us with reliable information on the magnitude or root causes of elder abuse and neglect,” Mackenzie said. “For this reason, the Office of the Seniors Advocate has launched a systemic review of the current system, and we expect a report with recommendations will be available later in 2020.”

Here are some highlights from the Monitoring Seniors Services 2019 report: • The proportion of the seniors’ population grew from 14% in 2008 to 18% in 2018; those aged 75 to 84 and 85 or older have re-

mained at 5% and 2%, respectively, since 2008.

• The distribution of the seniors’ population is not consistent across the province, with the percentage of seniors ranging from a high of 24% on Vancouver Island to a low of 13% in Northern Health.

• Property tax deferral continues to grow with a total of 63,581 seniors deferring over $237 million.

• The Shelter Aid for Elderly Renters (SAFER) subsidy continues to grow beyond the rate of population growth; showing an increase in the proportion of seniors that rent and who require financial support. A total of 24,233 seniors were SAFER recipients with an average subsidy of $215 per month.

• 2019 was the fifth straight year there was a decline in the number of seniors’ subsidized housing units and an increase in the number of seniors on the waiting list.

The waitlist increased by 14% in 2019.

• Short-term home support

Preventative measures: More work is needed to improve vaccination rates among seniors. PHOTO ISTOCK

experienced an increase in clients, which links to the reduction of the average length of stay in hospitals; however, long-term home supports saw a decrease in both the number of clients and in the average hours per client.

• Long-term care experienced increases in wait times and in the number of seniors placed on the wait list, although both wait times and waiting list are shorter then in 2014/15,

when data were first reported.

• Small incremental increases in the number of funded long-term care beds, with an increase of 464 beds (2%) over the past five years.

• Assisted living continues to see flat to negative growth and the waiting list now represents 20% of total available units.

•Better at Home saw an increase in the number of services offered; however, there

is a continued trend of fewer new clients each year; this is reflective of existing clients staying on service and fixed funding that creates waiting lists.

• Alzheimer Society First Link dementia support served 11,567 unique clients in 105 communities, with 5,000 new clients.

• The number of HandydDART clients in the BC Transit system went down for the second year in a row, although up in the TransLink system.

• 29% (264,000) B.C. seniors receive the Guaranteed Income Supplement (GIS).The 3.9%increase in recipients is proportionate to the increase in the population.

• The elimination of MSP premiums and recent changes to the Pharmacare deductibles and co-payments will have a positive financial impact on low-and moderate-income seniors.

The degree of impact will vary depending on individual circumstances.

Learning, Education And Developing Seniors (LEADS) is a training program that provides a supportive environment where participates can develop the skills and confidence they need to take on leadership roles in the community.

Regular nail clipping can help prevent destructive scratching.

Get your cat used to grooming DR. MANJU ARORA from a young age. Start slowly. At the beginning, you may only gently stroke one paw for a second or two. Immediately offer a special treat (preferably a delicious treat such as yoghurt or liver pate).

Repeat for several days until your cat is comfortable with this.

The next step is to gently press the top and bottom of a digit to extend the nail and to clip the very tip of one nail. Slowly work up to trimming more than one nail per session and reward each time. This process may take weeks so be patient! Do not to clip too far up the nail where there is a blood vessel. Talk to your veterinarian for more help and advice.

NewWestminster Secondary School is on time and on budget, according to Karim Hachlaf, the school district superintendent.

“I’m thrilled to say that we continue to be on schedule.What that means is we’ll be opening the doors to the newest school in the province for September 2020 for the secondary students of NewWestminster,” he told the Record.

Currently, the contractors are working on the exterior cladding of the building as well as the interior finishes, according to Hachlaf.The

finishes include drywalling, electrical, HVAC, lighting and painting.

“We will actually begin to move in with large equipment and so on and so forth in the springtime,” he added.

The school was previously expected to open in September 2019, but that plan proved too ambitious, according to the previous superintendent.

’Bellies target face-offs With the signing of NLL’s Joe Nardella, NewWest secures premium specialist Dan Olson

In a world of specialists and niche marketing, everyone has a defined role.

The New Westminster Salmonbellies for 2020 will have just that.

The team announced Wednesday the signing of faceoff specialist Joe Nardella, who currently plays with the National Lacrosse League’s New England Black Wolves.

The 26-year-old Worchester, Mass. native adds a valuable skill set to the team and frees up standout defender Mike Messenger to roam more, ’Bellies general manager Ray Porcellato said. “(Nardella) is one of, if not the best, face-off guys in the game,” said Porcellato. “He’s the kind of piece that will help us get to another Mann Cup.” An All-American during his college career at Rutgers University, Nardella has gone on to be an assistant coach at Harvard and set up his own lacrosse business centred around his special talent.

His Faceoff Factory (www.faceofffactory.com) is something the righthander will be bringing to the West Coast during his trips to play with New West, Porcellato added.

“He also plays in the field PLL (Professional Lacrosse League), so we expect him to be here for six-toeight games, then here for the playoffs and on.”

He’s contributed two goals and three assists this season for the Black Wolves, where he plays with fellow ’Bellie Anthony Malcom, but Porcellato said his main purpose will be to give New West an advantage in the circle.

“If you can win 60 per cent of your faceoffs, that extra possession time works in your favour,” noted Porcellato. “We will be well-stocked in that department with him, Messenger and Tyrell Hamer-Jackson.”

Although Messenger won 53.6 per cent of his faceoff duties last year (186-of-347), Porcellato said it was important to spread that role around and free up the strapping 6-foot-2 defender from being the central faceoff man.

“It’s unfair to ‘Mess’ to be handed all those draws and then run allout of the defensive gate,” remarked the GM. “(Nardella) is an elite faceoff specialist that can take the Continued on page 24

It wasn’t the idea of losing his last game that burned veteran boys basketball coach Ted Cusick so much, as it was knowing a handful of his kids were likely leaving the gym for the last time short of what he felt they deserved.

Last Friday’s 87-77 overtime loss to the Maple Ridge Ramblers at the Fraser North zone playoffs closed the books on the New West Hyacks’ 2019-20 season, shy of qualifying for the 4-A provincials.

Having coached at the high school level for 50 years in and around the Lower Mainland, Cusick said it was time to sign off.

“It’s time. ... Fifty years is a long time,” said Cusick, who retired from teaching in 2001 but kept the whistle. “I will miss the coach-

ing, but God I’m old. I won’t miss the working around a schedule where you can’t do certain things because you’ve got to be at the gym for practice every day.”

New West nearly extended Cusick’s season in a drawn-out battle with Maple Ridge, leading by three with but a dozen seconds on the clock.

A misplayed shot became a Ramblers’ rebound, which the rivals drove down court and turned into a three-point buzzer beater from point guard Dale Longmuir to force an extra 10-minute session.

“After they tied it, we were just deflated,” noted Cusick. “It was all up to us, and we had a chance to slow it down and finish it, but we took a risky shot and they got a late chance. ... I feel badly (for the kids), especially those who are walking away from the game, hav-

ing played their last with a team.”

Quentin Leberg led New West shooters with 21 points and eight rebounds, while Bradie Traverse counted 20 points, including four of the three-point variety. Kirk Bothwell notched 17 points, grabbing eight boards, while Udhay Mangat chipped in seven points and eight rebounds.

Bothwell, Mangat and Traverse are among the six players graduating in the spring.

The team’s back was against the wall after dropping the opening game of the zone playoffs, a tough 85-60 setback to honourably mentioned Heritage Woods.

In that tilt, the Hyacks hung tight and only trailed by three with 10 minutes to go, only to see the tide change abruptly, as the Kodiaks outscored them 20-2 over the fourth quarter.

“We just didn’t execute well.We

didn’t hit our shots, but that was a theme during the season,” he noted. “In the beginning I saw these guys just light it up in practice and thought that we’ll just jack the threes. But that never happened.”

In the end, facing off against another coach with 50-plus years of coaching, Maple Ridge’s Ken Dockendorf, was a fitting finish.

Well, almost.

“Fitting yeah, if I’d won. A nightmare with the loss,” Cusick said in his typical half-joking delivery.

A longtime coach at Killarney,Windermere and Point Grey, upon retiring Cusick took on coaching duties at Riverside and Port Moody before coming to his hometown team, where he’s spent the past 10 years.

“I enjoy it,” he added. “I wouldn’t say it keeps me young, but it keeps me moving.”

Royals rebound after opening upset at BCs A full season’s hopes went down in flames Friday but got a bit of redemption Saturday when the Douglas College men’s volleyball team claimed bronze at the PacWest championships in New West.

The regular season champions, the Royals’ national championship hopes were dashed in a shocking five-set semifinal loss to the underdog Camosun Chargers.

Douglas trailed Camosun 2-0 before finding their footing and battling back with decisions of 25-22, 25-16 to force a fifth set. But the visitors, who were just 13-11 during the regular season, stopped the Royals’ run with a 15-12 victory.

In the loss, PacWest Player of theYear Max Haronga racked up a season-best 22 kills and seven digs.

Putting on their game faces the next day, the Royals shook off a similar deficit, again overcoming a 2-0 hole to defeat Vancouver Island 3-2 (20-25, 13-25, 25-22, 25-21, 15-13). Reid Marriott clinched the win with the decisive set point over a back-and-forth battle against their rival.

Matt Shand was named Douglas’ Player of the Game, posting 22 kills.

Royal City teams to curl at masters Four Royal City Curling Club rinks are heading to Vancouver Island next month after qualifying for the 2020 Connect Hearing B.C. Masters curling championships.

The 60-plus tournament saw 16 teams in total make the grade – eight men’s teams and eight women’s – for the event that runs March 3 to 8 in Lake Cowichan and Duncan.

Team Lepine, which enjoys roots with four clubs – Langley, Royal City, Penticton and Cloverdale – features skip Craig Lepine, third Neil Houston, second Craig McLeod and lead Kevin Jeannotte, and is coached by Karen Lepine.

Royal City and Golden Ears clubs are part of Team Moore, led by skip Garth

Moore, third John Zwarych, second Fred Fox and lead Wayne Salto.
