Soaring insurance premiums and deductibles are causing panic among some condo owners.

Asifa Lalji, who owns a condo in Anchor Pointe at the Quay, said her strata had been anticipating increases to their insurance rates, but it turned out to be far worse than anyone imagined.

“We thought we were going to get a 40% increase in our insurance for our building, which would then translate to an increase in our maintenance fees,” she said. “Then January rolled around, when our insurance for the building actually came due, and we found out instead of a 40% increase that we had budgeted for, we actually ended up with a 300% increase.”

Lalji said other stratas in the area are facing similar increases, which could result in increased maintenance fees and/or special levies – something many residents may not be able to afford. She said the increases are particularly challenging for seniors and people with disabilities.

“Having a hit like that – where does the money come from?You dip into your savings, you dip into your home equity lines.

There is no fiscally responsible way to cover these costs,” she said. “What do you do when all of a sudden you have like a $150 or $200 increase to your living expenses every month?”

Bruce Campbell, Anchor Pointe’s strata president, said a 40% hike in insurance premiums would have seen in his monthly strata fees rise to about $480 a month, but it’s now more

“People are obviously in a panic and a crisis mode at this point in time,” he said of the 300% increase.

“They just don’t know what is going to happen, what the rates are going to be next year.”

Lalji has started an online petition, which will be forwarded to the premier and other provincial officials, the Office of the Superintendent of Real Estate Services, the BC Financial Services Authority, the Insurance Council of BC, the Financial Consumer Agency of Canada and the Financial

ways it can be addressed. It is a matter of getting all the stakeholders together and figuring out what the best way to do this is,” he said.

“The only way that is going to happen is bringing everyone to the table to discuss it.

This petition is kind of the starting point for that.”

Anchor Pointe representatives are also reaching out to the Quayside Community Board and other residents’ associations in the city, New Westminster MLA Judy Darcy, BurnabyNew Westminster MP Peter Julian and city hall for support.

“Although some of the regulatory bodies are trying to lobby the province, there is not a lot of consumer protection.We need to see that,” Lalji said.

“We need to see the consumer, the strata owner, the tenant protected in all of this.We aren’t seeing that right now. … We want to see that protection and we want to see it get to a point where it is affordable again.”

Lalji said the soaring insurance premiums and deductibles is an affordability issue on several fronts. She noted some people will be forced to sell their homes,

some people who want to buy condos may choose not to get into the condo market because of uncertainty about future costs, and tenants in units that are being rented out may lose their homes if the owners need to sell.

“I think there is a sentiment that this isn’t a local issue, that it’s not something that the local government can do anything about.The effect, the consequence at the end, will very much impact the social and economic base here in New Westminster,” she said.

The petition, called Stop the Unfair and Unprecedented Increase to B.C. Strata Insurance Premiums, is found at change.org.

The petition is an attempt to bring some calm to the crisis by sparking a conversation and a process that aims to bring everyone to the table.

Campbell believes part of the problem is the current insurance model means owners are dependent on commercial insurers, who need to show a profit for their stakeholders.

City needs more public restrooms: group

When you gotta go you gotta go. But what do you do when there’s nowhere to go?

That’s the basis for a new petition, spearheaded by the Peer Network, urging the city to install publicly accessible washrooms in New Westminster.

Rhonda Cummings, chair of the Peer Network, has witnessed the need for public restrooms.

“I live right by the SkyTrain. On a few occasions, I have come out of my building and there’s been human feces in the back by the garage,” she told the Record.

“I have seen people going in behind, down on Carnarvon – they’ll go into this little space to do their business. I can see that from my balcony.”

Cummings said neither of the two SkyTrain stations in downtown NewWestminster has public washrooms, nor does the Shops at New West station. She’s heard of incidents of people doing their business in stairwells and even outside a store.

“People have to clean that up,” she said. “That’s not a pretty thing to have to do.”

Cummings believes the city could offer a pilot project by providing porta-potties in busy areas like the downtown and uptown neighbourhoods.

“They have done this in Portland andVancouver. It’s gone beyond the porta-potty.They have self-cleaning bathrooms with dispensers,” she said. “They are vandalism-safe – there is no glass, metal.We can start with the porta-potties and work our way up.”

The petition, which will be presented to city council, states the lack of public restrooms affects people experiencing homelessness because most businesses will not allow non-customers to use their restrooms, and

those they can use are only open during certain hours, forcing people experiencing homelessness to use alleys, streets and bushes to relieve themselves. It states that providing porta-potties in certain areas of NewWestminster would help keep city streets clean and provide dignity to people living without homes.

“A lot of people, elderly people, have Chrohn’s, irritable bowel syndrome.They can’t go out of their house unless they know they are going to be able to go to the bathroom,” Cummings said.

“That is limiting them.”

Cummings believes public washrooms should be located at all SkyTrain stations and at the Shops at NewWest. She said other malls have public restrooms.

“It covers a wide variety of people, not just homeless, not just people with issues,” she said. “Everybody has issues. Going to the bathroom should not be one of them.”

John Stark, the city’s supervisor of community planning, said city staff are looking into the concerns that have been raised regarding the availability of and access to washrooms.

Cherie Mak, senior property manager for First Capital, said the Shops at New West doesn’t have any public washrooms but most of the shops do have washrooms for their customers.

“We are not interested or have the capacity in terms of space and monitoring in the provision of any public washrooms,” she said in an email to the Record.

“There are some incidents that some people use the stairwells at times, but we are addressing that issue.”

TransLink is currently conducting a feasibility study to determine a customer washroom implementation strategy, said spokesperson Dan Mountain.

one near the Main Street SkyTrain station.

“The doors appear to have a timer so that they will open after a set amount of time has elapsed,” said Courtney Pankratz, coordinator of the NewWestminster Overdose Community Action Team. “Eastside

Works also has a light-sensor technology that will alert staff if someone has been motionless in their bathroom for some time.This is to help notify in case of a medical emergency or overdose. This technology has been made possible through a small organization called Brave.”

The Peer Network is a group of people who have been directly impacted by the overdose crisis – through their own experiences or those of loved ones. One of its objectives is to raise awareness about matters that directly affect them and identify strategies to take action.

“We had 35 people pass away in 2018,” Pankratz said about NewWestminster. “In 2019, that went down to 17. It’s hard to know exactly why the numbers are going down.There

are a lot more people who are aware, who are able to recognize the signs of overdose.”

The Peer Network meets every Tuesday at 4 p.m. at Lookout Housing and Health Society’s Russell Housing Centre, 740 Carnarvon St. (enter from Alexander Street). Its efforts have included dispensing care packages to those in need, providing phones so people can call 911 if they’re in a crisis, doing art projects, offering Naloxone training and doing community outreach to share information about how the opioid crisis is impacting NewWest.

“We are doing a program that we call the New West Street Degree,” Pankratz said. “That is based on a model fromVancouver, really acknowledging that a lot of people who are either using drugs right now

or might have been using drugs in the past, they have a lot of knowledge and expertise around how to keep people safe.We are doing a certificate program for people who want to continue doing outreach work.”

Cummings, who has lived in NewWest for 15 years, said it’s rewarding to be involved with the Peer Network.

“It’s given me a purpose.

I know that sounds cliché.

Really, it’s given me something to do, and I feel like I am helping people.Therefore I feel like a worthwhile person,” she said. “Other people who are coming, I see them feeling good about themselves.They feel like they actually matter.”

B.C. and in other provinces start to get their insurance renewals for their buildings, Lalji said some of them are starting to realize they aren’t even going to get insured.

“Stratas are getting denied their insurance premiums.We are hearing that people are trying to move and because of the increas-

es in their maintenance fees, they are not able to sell their homes,” she said. “They are being priced out of the market based on affordability.”

While some organizations have suggested stratas can bring their insurance deductibles down by ensuring their building is well maintained, Lalji said An-

chor Pointe did that but still faced a huge premium increase.

In addition to putting money into a contingency reserve fund, she said the building had a study done to determine all of the work that needs to be done to the building.

Association of BC recognizes the severe impact recent increases to strata insurance deductibles and premiums are having on consumers and is calling for consultation amongst all key stakeholders with a focus on proposed legislative action.

“Now is the time to act to help stabilize the market,”

the association’s executive director, Chuck Byrne, said in a news release.

“We all have the consumer’s best interest in mind, and by acting together we can help them through this difficult situation and add long-term clarity and stability to the market.”

A special council meeting has been called for Tuesday, Feb. 25 as part of the 2020 budget process.

The city has hosted a number of events to get feedback on its 2020 to 2024 capital program and the city’s seven bold steps for climate action.Through an open house, a workshop, an online survey and opportunities to appear as delegations at council meetings, the city says it’s heard from about 370 community members.

A staff report outlines a number of themes heard in the consultation process.

These include a desire for more information to better understand the budget and how projects are prioritized; mixed feedback on spending, with some uncomfortable with increased spending and others indicating support for the capital plan projects and spending levels; and support for climate

action.

“It is important to note that while trends and themes were identified in the engagement feedback, it is evident that there is a lack of consensus on many priorities,” said the staff report.

“For example, while there is broad support for the climate action steps, some participants expressed that the plan is not bold enough and more needs to be done.

In contrast, a few participants questioned taking a climate lens to the budget at all or expressed a lack of belief in the city’s ability to effect change.”

Based on feedback received during the public engagement process, staff presented council with 12 budget recommendations.

At its Feb. 3 meeting, council endorsed the following recommendations as part of the 2020 budget deliberations: ! Prioritize climate action in the capital budget. ! Reduce spending on infrastructure for single-occu-

pancy vehicles and projects that don’t support public transit, walking and cycling. ! Prioritize and accelerate active transportation capital projects. ! Prioritize and accelerate robust urban forest capital projects. ! Prioritize and accelerate people-centred public realm capital projects. ! Prioritize and accelerate affordability and livability capital projects, such as housing, child care, economic development and incentives for improved housing. ! Prioritize initiatives with a greenhouse gas-reducing positive impact and/or potential to reduce city costs for community benefit.

(Projects such as the district energy system must show significant reduction or cost savings to be implemented.) ! Prioritize initiatives that maintain and upgrade utilities and critical infrastructure and/or add capacity, such as new substations, combined sewer separation,

and/or support public safety and emergency preparedness and employee health and safety. ! Prioritize and accelerate projects that support inclusion, reconciliation and engagement. ! Prioritize and accelerate projects that support the implementation of the arts and theatre strategies. ! Prioritize e-gov initiatives and continue to develop paperless practices within the corporation. ! Ensure the lifecycle of the city’s fleet of vehicles and equipment is maximized to the full extent possible and accelerate the transition to alternative fuel and electric vehicles to coincide with manufacturers’ availability.

New Westminster resident Christopher Bell appeared at the Feb. 3 meeting to praise the city for its efforts to engage with the community about the budget.

He was upset that there was no staff presentation highlighting the information gathered to date or

any comments from council members acknowledging the “extraordinary work” done by staff.

“It’s worth a celebration,” said Bell, later telling the Record city staff have worked like “draft mules” on this year’s budget.

Staff will be presenting the proposed capital program to council at its regular meeting on Feb. 24. In addition, a special budget meeting has been scheduled for Feb. 25, where council and community members can discuss the proposed capital program and the draft operating budget.

According to the staff report, the engagement process has revealed the need for “Budget 101” type workshops to promote community engagement around the annual budget process and the need to start engaging with the public earlier in the process and to offer more opportunities for engagement.

begin to host Budget 101 workshops.

Through the process staff also determined the city needs to develop “robust evaluation criteria” to make the city’s prioritization process transparent.

“During the engagement process, staff heard questions such as ‘where is the biggest bang for the buck’ on climate action spending and ‘city spending on climate action and other priorities must be balanced with affordability,’” said the report. “The evaluation criteria will need to address these community comments: the city needs to develop the return on investments for each project; the city needs to list the greenhouse gas emission savings/ reductions for each project; and the city needs to show more data on trade-offs, co-benefits and qualitative analysis on options.”

This year, staff will develop project-evaluation criteria that will be applied in the 2021 budget process.

Premier sold out principles with no bridge tolls

Look, we get it – nobody wants to pay more to drive.

We hate gas taxes and we hate bridge tolls, but both are effective ways to deal with the climate crisis Canada and the rest of the world face.

Both raise money to fight climate change, and they discourage some people from driving – pushing them in the direction of taking transit.

So it was painful to watch Premier John Horgan last week in New Westminster when he updated work on

the Pattullo Bridge replacement.

“Safer, easier, toll-free commutes is what our government is dedicated to,” Horgan said.

Yeah, Horgan is committed to toll-free commutes, which is why he got rid of tolls on the Port Mann and Golden Ears bridges.

We guess it was smart politics because the BC NDP did well in Surrey.We just hope it was worth selling out the party’s principles that claim to want to fight climate change.

Sadly, New Westminster and even Burnaby will both suffer from any increased traffic People who take transit have to pay to use the service, so why is it so hard to grasp that drivers should have to pay to use a bridge or a road? And don’t say it’s because drivers already pay taxes that fund the road system, because transit users pay those same taxes.

As for the bridge itself, people in Surrey and Delta have to stop thinking that it will magically solve their commuting woes.The bridge is being replaced because it’s old and decrepit – not to necessarily make commutes faster.The current bridge is unsafe, which

is why the wider lanes will be welcomed.

Surrey and Delta have both complained about the new bridge only being four lanes and, unfortunately, Horgan played into that with his announcement.

Horgan said “a fourlane bridge with four real lanes” is an appropriate way to start, but the bridge has the capacity to expand to six lanes, or five lanes with counterflow, in the future.

As transportation experts will tell you, the issue of “induced demand” means

that if you add more lanes for traffic, you only attract more traffic.

Sadly, New Westminster and even Burnaby will both suffer from any increased traffic with a new Pattullo Bridge.

Our communities are already suffering from the piles of traffic that roll through on a daily basis.

Tolls would have likely reduced that traffic volume, but hey, there were votes to get in Surrey, so who cares about New Westminster and Burnaby?

Look for First Nations to end up sidelined

It is apparent that the protest that began over a natural gas pipeline has turned into something much bigger.

Ironically, it threatens to harm what this protest was supposed to be about from the beginning – Indigenous rights.The protest has spread well beyond B.C.’s borders and taken on a national scope. Railways are being blockaded, thus threatening the economy of the entire country.

The protest has become a catch basin for various assorted “causes” and wrongs.

At the protest that blockaded the B.C. legislature last week, I heard protesters denounce everything from colonialism to pipelines to fossil fuels to capitalism in general.

Lost in this chorus is the fact so many of B.C.’s 204 First Nations actually support many of the things now being condemned.

The Coastal Gaslink pipeline that was originally at the heart of this protest has the support of the band councils of 20 First Nations along the pipeline route, including that of the Wet’suwet’en.The hereditary chiefs, however, oppose it.

The Federal Court of Appeal’s recent decision that gave the green light for the Trans Mountain pipeline expansion to go ahead noted that 120 of 129 First Nations along that pipeline’s route either support the project or at least do not oppose it.

At least two consortiums of First Nations are actually trying to buy the TMX pipeline in order to allow their members to share in

potential economic prosperity.

Many First Nations are trying to take advantage of opportunities that may rescue their members from what are, in many instances, situations of grinding poverty.Those efforts could be thwarted by a protest that seems to have been taken over by the well-organized environmental protest movement.

In no way are any of these developments surprising.There has long been schisms among B.C.’s 204 First Nations, and it has been obvious that the environmental protest community has exploited that reality by hiving off some of those nations into their camp.

Inevitably, unless the hereditary chiefs change their position, this protest will merge with the simmering protest against the TMX pipeline. Many people will be arrested for civil disobedience.

Political protests have a greater chance of eventual success if they can combine several causes under the same umbrella.That is exactly what seems to be happening, which may prove unnerving to both federal and provincial governments across the country.

This tinderbox was created long ago. It has been waiting for something to come along to set it alight.

That “something” turned out to be Wet’suwet’en hereditary chiefs, who will likely be sidelined eventually by a potentially massive, broad-based protest against all pipelines. And many First Nations may well be worse off as a result.

Churches back porn forum The local church community raised a chorus of support for a city council decision in June to hold a public forum on the issue of pornography in NewWestminster. City clerk Peter Larkin said his office had received 10 petitions from local churches supporting the idea.

The event was to give community members a chance to voice concerns and share ideas about what, if anything, should be done about porn. Councillors agreed the forum should copy similar events held in other cities, like Coquitlam, which had already developed its own community standards in relation to pornography.

Make side streets, not main roads, car-free Editor: The article “HUB presses for cycling changes” in the Record addresses at least some of the issues challenging cyclists such as myself.

I gave up car ownership about three years ago, in the interests of reducing my carbon footprint.

The main issue to me is the whole idea of cycling on main thoroughfares.

These are death traps, as evidenced by the several cyclist/motor vehicle fatalities on main streets each year.

Now, it is possible that barrier separation of the cycle lane is effective, but why reduce the capacity of the road to handle motor vehicles?

Surely designating parallel side streets as bicycle/ pedestrian-only routes is a far better solution.

I should be compensated if Columbia goes car-free Editor: An open letter to New Westminster Mayor Jonathan Cote: I live on Columbia Street. I enjoy living in New Westminster and appreciate your efforts to always be exploring ways to improve our community for all residents who live here.

It has come to my attention via numerous recent New West Record news articles there are activist groups demanding (some downtown parts of) Columbia Street in New Westminster be permanently closed to all vehicle traffic.

Please be advised our building’s parkade entrance is on Columbia Street. This would understandably have a significant impact on our homes as we would no longer be able to have tradespeople, taxis, delivery vehicles, HandyDart, moving trucks attend our building.

What is more concerning is we would no longer be able to drive to our homes and park our personal vehicles on our property. What would happen with garbage collection and recycling at our building?

We already experience numerous temporary street closures throughout the year, and to imagine a permanent closure and limited access to our building is inconceivable and, quite frankly, unacceptable.

I have learned the city has recently hired a climate change manager to oversee such initiatives.

I also observed in the Record an artist’s rendition of Columbia Street as a post-vehicle public open space. One article even features a photo looking east on Columbia Street, and every story I have read makes very obvious references to Columbia Street.

I am writing to ask you, sir, if you intend to close Columbia Street.

If so, please advise when this will occur and kindly explain how the city plans to compensate myself and the other over 40-plus homeowners here who will be directly impacted. I ask that you also consider there are three additional residential buildings west of us on Columbia.

I request your immediate attention and look forward to a timely explanation and clarification.

A retail strategy and a business survey are among the upcoming initiatives being undertaken as part of the city’s future economic development work.

Blair Fryer, the city’s manager of communications and economic development, recently provided city council with an update on Future Forward: An Economic Development Plan for New Westminster, which was adopted in 2018.

In addition to continuing with ongoing work related to economic development and responding to emerging issues, the city’s next steps include working on a retail strategy, doing a business inventory, conducting a business survey and doing sector-specific marketing strategies.

The city has already completed several items in the action plan, including creating a business hub at city hall. Several items are in progress or ongoing, including implementing a customer services strategy for business at city hall and collaborating with local partners on programs and initiatives that encourage residents and businesses to spend dollars locally.

PUBLIC HEARING SET A proposed development in the Connaught Heights neighbourhood will go to public hearing this month.

The city has received an application to rezone 2223 Ninth Ave. to allow for a single-detached dwelling, a secondary suite and a detached accessory building on the site. Council will consider the application at a public hearing in council chamber on Monday, Feb.

24 at 7 p.m.

That same night, council will consider a rezoning and a development permit application related to 719 Colborne St., where the addition of two accessory buildings is being proposed.

In addition to a secondary suite in the basement of the existing principal building, a second unit is proposed on the upper level of an existing detached accessory structure.

According to a staff report, the proposal includes limited changes to the exteriors of the buildings and has no additional floor space or massing.

GRANT WANTED New Westminster is hoping to get some financial assistance for a major infrastructure project.

Council has authorized staff to apply for grant funding under the Investing in Canada Infrastructure program for the 2021 to 2024 West End combined sewer separation and green infrastructure program. A staff report notes that the provincial and federal governments committed up to $150 million toward the second intake of infrastructure projects in B.C. According to a staff report, the grant program offers funding up to a maximum of 73% of eligible

project costs – with 40% contributed by the Government of Canada and 33% from the Province of British Columbia, and the remaining project costs and all ineligible project costs being the responsibility of the applicant.

The preliminary estimate for the West End sewer separation and green infrastructure program is $15 million. If successful, the city would contribute $4.05 million, the province would provide $4.95 million and the federal government would chip in $6 million.

If approved, a staff report states the grant funding will allow the city to accelerate the combined sewer separation to significantly reduce combined sewer overflows in the West End in order to meet the Metro Vancouver integrated liquid waste resource management plan.

“The proposed financial plan includes approximately $23 million for combined sewer separation over a fiveyear period to meet the minimum regional commitment,” said a report. “If the application is successful, the Investing in Canadian Infrastructure Program – British Columbia – Green Infrastructure program could potentially continue up to $10 million to accelerate the overall combined sewer separation program.”

Smart stuff planned for Intelligent New West egy.”

The first of four Intelligent New West events planned for 2020 is an Innovation Expo that’s taking place at Anvil Centre today (Thursday, Feb. 20).

Now in its fourth year, the event, presented in partnership with Public Services and Procurement Canada’s office of small and medium enterprises, includes panels and presentations that provide strategies on being awarded government contracts and securing funding for new innovation and technology.

During last year’s Innovation Week, the city hosted an Advancing Women in STEAM event, which featured speakers on numerous topics celebrating ways for advancing women in science, technology, engineering, arts and math.

Jen Arbo, the city’s economic development coordinator, said representatives from the Department of National Defence approached the city after that event to see if it could work with the city on a future

In recent years, the City of New Westminster has held many events during Innovation Week. In response to feedback that suggested some folks found it challenging to attend so many events concentrated into one week, the city decided to disperse events out through the year.

Jonina Campbell won’t be taking a run at the BC Green Party leadership.

Campbell, a former New Westminster school trustee and a teacher in the Richmond school district, was named the BC Greens deputy leader by former leader Andrew Weaver. She ran for the Greens in the 2017 provincial election, tripling the party’s voter support to 25%.

Campbell will continue as deputy leader under BC Green Party interim leader Adam Olsen.

“I gave considerable thought to seeking the permanent leadership of the party, but for personal reasons will not be entering the race this year,” Campbell said in a press release.

“I am honoured to continue to work with Adam, with a focus on the rollout of the leadership contest, election

readiness and representing the voice of the Lower Mainland.”

Weaver announced in November that he would be stepping down as party leader but would continue representing the riding of Oak Bay-Gordon Head in the B.C. legislature.

Olsen is now looking ahead to the party’s future.

“I am very grateful to work with such a competent, professional and dedicated team, including deputy leader Jonina Campbell,” Olsen said. “Our party has many significant oppor-

tunities in the near future, like the leadership contest, which will pave the way for our success in the next election scheduled for October 2021.

“Jonina’s contribution as deputy leader is a major part of these efforts.”

Following her secondplace showing behind NDP incumbent Judy Darcy in the 2017 provincial election, Campbell said she was committed to building the Greens in New West and was working on plans to start a local riding association.

Arts & Entertainment Maori group coming for Indigenous dance fest Coastal Dance Festival returns to Anvil Centre and Museum of Anthropology, Feb. 25 to March 1 Julie MacLellan

For the young dancers in the Tuakana and Teina Leadership Academy Group, a trip from New Zealand to NewWestminster is about far more than just performance.

The Maori group is coming to town for the 13th annual Coastal Dance Festival, running from Feb. 25 to March 1 at the Anvil Centre in NewWest and the Museum of Anthropology at UBC.Tuakana and Teina, or TNT for short, is one of 14 performance groups to take to the stage for the annual celebration of Indigenous stories, song and dance.

Managing director Cindy Mokomoko, on the phone from Tauranga on New Zealand’s North Island, expects the trip to be a formative one for the nine young

dancers – three boys and six girls, ages 10 to 16 – she’s bringing to the festival.

“I would expect to see leadership development and growth,” she says.

“There is so much poverty here in this country, amongst Maori in particular, and there are so many social problems, and our leadership group is about helping young people to have hope in the future.

“And it’s also about opening and widening their minds to global things – global Indigenous things, and what’s happening here, and what we can see there.

It’s named for the traditional Maori concept of tuakanateina, which focuses on the older person teaching and supporting the younger, and the idea that the older person can also learn from the younger.

TNT’s work is grounded in four Maori cultural values: whanaungatanga, or relationships; manaakitanga, meaning self-care and care for others; tikanga and kawa, two interconnected concepts that Mokomoko summarizes as “doing things right and doing the right thing”; and tino rangatiratanga, or empowerment and self-determination.

All those values are taught to leadership camp participants through dance class.

The dancers became a touring performance group thanks to Mokomoko’s travels presenting at various conferences. At first, the dancers were a backdrop to her presentations; now, they’re the main attraction.

“My thoughts have always been, if you’re going to be talking about young people, let them go and let them talk for themselves,” Mokomoko says. “I have been to too many conferences, even a whole conference about youth, where everybody’s up there talking about them but there’s no youth there.”

It was a previous international trip, when her group presented at an Indigenous conference in Toronto in 2017, that brought Mokomoko to the attention of the Coastal Dance Festival.

“Our room was packed,” she recalls. “People were very interested, and that’s

how we’re coming this year.”

For the upcoming festival, the TNT group has a 20-minute performance planned, including both traditional and contemporary dances, as well as waiata (song) and karakia (prayer).

Mokomoko is looking forward not just to sharing her own group’s culture with a North American audience but also to experiencing the culture and stories of the other performers.

“I think it’s going to be a really good opportunity for our young people to meet and talk with other Indigenous people over there,” she says, noting that there are certain shared commonalities with Indigenous cultures around the globe – confiscation of land, loss of language, loss of culture.

Based on her previous Toronto trip, for which she travelled with a group of 14 teenage girls, Mokomoko is expecting the experience

idea what they wanted to do with their lives; another was struggling with her identity, being Maori but not having been brought up in the culture.

But now?

“They are thriving, the whole team,” she says proudly.

Mokomoko feels sure that the same kind of growth will

happen for this year’s crew as well.

“I don’t think that they have any idea, in all honesty, about how extended their minds are going to be, and the experiences,” she says.

What with six performances and two workshops in the eight days they’ll be in Canada, Mokomoko and her team won’t have a lot of time for sightseeing.

She’s hoping they’ll be able to catch a few local sights – maybe Capilano Suspension Bridge – and she knows the girls will want to go shopping.

And Mokomoko does have one other goal for her dancers, based on one of her own personal highlights from a previous trip toVancouver.

“One of the greatest things for me was seeing all the squirrels in the parks, because we only see them in picture books,” she says with a laugh. “I want these ones to see squirrels.”

Free mental health talks offered A free talk on emotional self-regulation is taking place in New Westminster during Psychology Month.

As part of Psychology Month, the B.C. Psychological Association is hosting 21 free public presentations across Metro Vancouver, the Fraser Valley and Vancouver Island in February.

Each of the talks is being facilitated by a registered psychologist, with topics including stress and its impact on mental and physical health, managing anxiety, mindfulness, helping children chase away worry, time management, how to upgrade relationships in our disconnected world and

more.

“Mental illness does not discriminate – anyone can experience mental illness, and the burden of untreated mental illness can have negative effects on families, the economy and the health-care system,” Alexina Picard, operations manager of the B.C. Psychological Association, said in a press release. “Many people affected by mental illness do not know where or how to seek help. Our referral services can help connect them to a highly trained, local registered psychologist who can provide assessment, diagnosis and evidence-based treatment.”

What is emotional selfregulation and how do we do it? Is the topic of a presentation by Dr. Rosa Wu that’s taking place at the New Westminster Public Library on Wednesday, Feb. 25 from 6:30 to 8 p.m.

Wu will begin her presentation with a brief introduction on emotions and the purposes they serve. She will also discuss the ability to: identify, label and make sense of emotions; tolerate or transform negative emotions; and reduce vulnerability to negative emotions.

According to a press release from the B.C. Psychological Association, the association hopes the pre-

sentation series will raise awareness that effective psychological treatments exist for the vast majority of mental illnesses and identify where British Columbians can access treatment.

“We hope that Psychology Month will encourage people to think and talk about their mental health, which is why we are offering free public talks in English, Mandarin, Cantonese and Spanish across Metro Vancouver, the Fraser Valley, Vancouver Island and the Interior,” Picard said.

Community Martial arts school offers anti-bullying seminars Janaya Fuller Evans

Raz Chan knows what it’s like to be bullied. He lived through it inWinnipeg in the ’70s and ’80s.

“I was one of the few Chinese kids in the area,” he told the Record, adding kids would get physical with him “just for being Chinese.”

He had trouble fitting in at school. His parents would tell him to walk away, to turn the other cheek, he said. Sometimes he’d tell a teacher, which stopped the bullying, but only in the classroom.

“When I left class, I was fair game,” Chan said.

Today, Chan, who goes

by Professor Raz, runs Gracie Barra martial arts and Brazilian jiu-jitsu school in NewWestminster. Gracie Barra is a chain of hundreds of schools run all over the world.

This month, to help kids who are experiencing bullying like he did, Chan is holding free anti-bullying

seminars for ages four to 13.

Chan said he’s got a soft spot for kids.

“I want to help them avoid the situations I was in,” he said.

While there’s more awareness about bullying today, Chan said, kids also have to deal with online bullying.

The school helps build confidence and teaches that violence is a last resort, he said.They show how to take

control of a bully and take them to the ground without hurting them.

“Kids have a right to protect themselves,” Chan said.

The seminars are an introduction to what the school teaches, building awareness and going over common scenarios, accord-

ing to Chan.They also deal with what to do if you witness bullying.

“What we recommend is to tell a teacher or a person in authority,” he said.

“And step in, tell the bully to stop.”

Bullies want an audience, he added, and stepping in stops that dynamic.

A mother recently shared a story of how her son handled a bully, according to Chan.

“He’s not a competitive kid, he’s very shy, inward, but he told the kid to leave him alone,” he said.

“The kid was much bigger and older and he said, ‘No, I’m going to continue to do what I’m going to do.’ And he got physical with my little student here, and my student did a little takedown on him and got on top of him. And the kid tried to hit him multiple times, and my student just blocked him and held him down and screamed leave me alone, and ran and told the teacher, and the bully ran away.”

bullying other children, to teach them empathy, he pointed out.

Community It’s time to ban student cellphones in school Mommy’s GROUNDED Bianca Bujan

Sitting in the cafeteria of my oldest daughter’s soonto-be high school, I listened wide-eyed as the vice principal explained to our group of Grade 7 parents the importance of encouraging our kids to leave their devices at the door when heading to bed.

“The sooner you start this habit, the better,” she emphasized in a stern voice. As I listened to her reasoning, I realized that I had loosened the reins when it came to the screen-time restrictions of my eldest. She was pretty good about putting her phone away when asked.

She also needed to have her phone close as it was what she used for her alarm clock, I thought to myself – justifying my negligence.

“Don’t let them convince you that they need their phones for the alarm,” she continued, “get them a proper alarm clock instead.”

I could feel my face reddening as she said this – it was as though she had read my mind.

She went on to explain the challenges many teens face at her school today. Sleeplessness. Anxiety.

Dropping grades. All as a result of spending too much time staying up late and staring at screens once their heads hit the pillow.

“It’s really become an issue that’s impacting every aspect of their lives,” she shared.

Last year, when I read that Ontario was going to enforce a cellphone ban in schools, I was opposed to the idea of B.C. following

suit. I didn’t think that banning phones entirely was the right way to address device dependence and suggested that schools promote selfregulation instead.

I have since changed my tune.

According to a recent survey conducted by the Research Co., 88% of the B.C. adults polled believed that the province should restrict the use of mobile phones during instructional time in kindergarten to Grade 12 classrooms.

Let’s focus on learning and leave the distracting devices at home.

She calls this the ‘phoney pack.’ ” Students are so dependent on their devices that compromises are being made to ease the separation anxiety that occurs, such as letting young people see their devices from afar, or keep them close but locked up in a pouch to restrict access.

As it stands now, my daughter’s future high school leaves it up to each teacher to determine whether or not devices are allowed in the classroom.

Some allow use for classwork only, others have a phone “parking lot” where devices are parked when students enter the classroom, and others ban them altogether.

I think it’s time for schools to get on the same page and ban phones entirely. Kids can stay digitally connected with laptops for completing schoolwork.

Let’s focus on learning and leave the distracting devices at home.

Life as a chemical engineer couldn’t be more different from life as an actor.

“One you control everything, two you don’t control anything at all,” says Praneet Akilla with a laugh.

The New Westminster resident is onstage in the new Arts Club Theatre Company production of Cipher, running Feb. 6 to March 7 at the Granville Island stage.

The new Canadian play

by Ellen Close and Braden Griffiths – who both also star in the show – drew its inspiration from the famous Somerton Man case in Australia.The still-unsolved case revolves around the body of a well-dressed man found on Dec. 1, 1948 on Somerton Park Beach, just outside of Adelaide, South Australia, with no identification on his body but with a line from a poem on a scrap of paper in his suit.

For Cipher, the playwrights moved the action to Victoria and centred their

story on a fictional, 63-yearold Vancouver Island cold case.The plot follows forensic toxicologist Grace Godard (Close), who thinks she is coming close to an answer – but then she meets Aqeel Saleemi (Akilla), a young man with a personal stake in the mystery.

“The whole play is about their journey together and solving the case,” Akilla says, noting the story offers up the excitement of a thriller and murder mystery together with poignant commentary about the world we live in today.

Landing the role is just the latest success for the 26-year-old actor, who has also worked with Bard on the Beach and is currently appearing in the Netflix supernatural drama series October Faction.

It wasn’t where life was originally heading for the Mumbai-born, Calgaryraised Akilla. He originally followed in the footsteps of his engineer father and graduated with a degree in chemical engineering from McGill University. But a

year of working as an engineer convinced him that his heart wasn’t in it; instead, he wanted to follow his passion for acting.

He’d always been involved in theatre, he notes – in school plays, musical theatre productions and other artistic endeavours.

“It wasn’t out of nowhere,” he says. “I knew I was good at it. I knew I could do something with it.

It was just a matter of me making a decision and going 110% into it.”

He admits his family greeted his decision with some trepidation, and he understands why. He was eight years old when his family moved to Calgary from Kuwait, where his father’s work had taken them, and he knows what it’s like to grow up as an immigrant family.

“You want a stable life; you want to see your kids grow and have a stable life,” he says.

Once his family realized he was serious and that, in fact, he was able to make a career out of acting, they

got on board.

“Now they’re overtly supportive, to the point where if there’s a Marvel movie out, they’ll be like, ‘Why aren’t you in it?’” he says, laughing. “It’s very sweet. I find it very endearing. I couldn’t do it without their support.”

Akilla, who didn’t get into the world of acting until he was 24, says he’s been fortunate to work with excellent directors – which, he says, is a particular blessing since he comes into the industry without formal training.

“The theatre community

in Vancouver has really embraced me as one of their own, and the same with the film and television industry,” he says. “I’ve been able to learn on the job.”

Rafiki screens at Massey An LGBTQ love story that was banned in its home country is coming to the screen at Massey Theatre.

Rafiki is screening on Monday, Feb. 24 as part of the Arts Council of New Westminster’s Last Mondays at the Movies film series.

It tells the story of two Kenyan girls who live very different lives in Nairobi.

Kena (Samantha Mugatsia) works in her father’s shop and awaits the start of nursing school, while Ziki (Sheila Munyiva) passes the days

hanging out with her friends and making up dance routines.

Their paths cross when their fathers run against each other for seats in the County Assembly, and they find themselves drawn to each other.The movie follows the girls as they find ways to love each other despite the ever-watching gaze of the neighbourhood.

The movie was banned by the Kenya Film Classification Board because of its lesbian content, but the Kenyan High Court lat-

er allowed the film to the screened in the country for seven days to allow it to meet eligibility requirements for the Academy Awards’ Best Foreign Language Film category.

“We’re not even trying to force it; that’s just the world we live in today,” he says.

He still sees room for growth, however – particularly in allowing diversity to happen more naturally.

“I think the goal going forward will be to not tokenize it so much, not to do diversity for the sake of diversity,” he said, pointing out there are many roles for which the colour of an actor’s skin should be irrelevant. “A person like me can be a guy named Tom. He doesn’t have to be Tom from India. … There is a lot more work to be done. It is moving in that direction; I just think it’ll take a few more years to take a more organic approach.”

Once Cipher winds up, Akilla has another major project on the horizon: he’s part of the cast for the Shaw

Festival production of Mahabharata this summer.The six-hour, two-part production is based on the Indian epic poem that’s known as the longest poem ever written (for reference, it’s reported to be 10 times as long as the Iliad and the Odyssey combined).

“If you’re part of the South Asian diaspora, you’ve been told the stories,” Akilla says.

This production will be the first ever done with an all-South Asian cast, and it’s been cast with actors from around the world.

Sax quartet offers concert

A classical saxophone quartet from Victoria is bringing its tour to New Westminster.

Sobremesa Saxophone Quartet is onstage at Holy Trinity Cathedral on Friday, Feb. 21.The concert is set for 7 p.m., with a reception to follow.

The concert is called Mountain Roads, after American composer David Maslanka’s 1997 piece of the same name. Blending newer and older musical styles, Mountain Roads embarks on a sonic journey that is inspired by rugged mountain ranges and a spiritual form of beauty.

Also on the program will be works by Astor Piazzolla, J.S. Bach, Antonin Dvorak and others.

Formed in 2017 at the University of Victoria, the Sobremesa Saxophone Quartet is an award-winning ensemble that promotes conversation through music. “Sobremesa” translates to “over the table” in Spanish and refers to the time spent in conversation after a meal.

WHAT’S HAPPENING? The Amabilis Singers present Magnificat, a concert featuring the Magnificat by young Norwegian composer Kim Andre Arnesen, featuring organ, string ensemble and soprano solo.

WHO’S PERFORMING? Amabilis is a 60-plusvoice community choir, originally formed in 1980 as the Douglas College Community Choir. It became an independent community choir, under its current name, in 1989.

The choir is led by artistic director Ramona Luengen, with pianist Ingrid Verseveldt.

Ginalina in the running for Canadian Folk Music Award A former New Westminster resident is in the running for a 2020 Canadian Folk Music Award.

Gina Lam, best known by her stage name Ginalina, has been nominated in the category of Children’s Album of theYear for her Juno-nominated album It Takes aVillage.

The 15th annual Canadian Folk Music Awards will be presented April 3 and 4, at an event in Charlottetown, P.E.I. Ginalina is no stranger to the event, having also been nominated for Canadian Folk Music Awards in 2015 and 2017 for Children’s Album of the year.

“I am honoured to be nominated for Children’s Album of theYear for the 2020 Canadian Folk Music Awards. My album centres around the power of community and puts children at a core place of importance.

I am extremely proud of it,” she said in a press release.

“Through Hi Neighbour, we have mobilized teams in eight local neighbourhoods where social isolation is a growing concern. These teams are embedded in the community and are working alongside residents as they design their own solutions to the issue,” says Winchell.

“Our society has never been so connected and so disconnected at the same time,” says Geneviève Kyle, Coquitlam resident and founder, producer and co-host of podcast Parent Talk.

“Meeting in person is a very good way to solve loneliness, anxiety and depression because it is all connected.”

In order to combat this feeling, she started to invite new mothers into her home to get to know one another. After she saw the demand in attendance, Kyle knew she had stumbled upon a cause very important to her, and was desperate to find more ways to help.

Meanwhile, community engagement specialists at United Way were also tracking a sense of isolation in the Burke Mountain area. That’s why it is now home to one of its eight Hi Neighbour initiatives, and why Kyle has been tapped as a local community builder to spark change in the area.

Recently, Kyle launched her podcast Parent Talk to discuss topics affecting new parents in an openminded and safe space. She’s also partnered up with like-minded community connectors, like Audrey Poulin, founder of a Canadian app called Social Mom. Kyle is using these innovative tools to ensure moms have a place to meet, socialize, and organize real-time events in which all communities can benefit. Help from United Way, and its Local Love Fund in Hi Neighbour Burke Mountain, have been instrumental in helping Kyle expand her reach and mobilize local moms.

As it marks its 90th anniversary, United Way continues to serve vulnerable populations through programs in our local communities – including those that help kids, families and isolated moms. United Way also sees change-makers like Kyle as part of the solution.

Kyle moved to the Burke Mountain area of Coquitlam years ago from Quebec and felt overwhelmed at the number of new moms who admit to feeling isolated in the community.

Starlight Casino joins the fight against breast cancer Gateway Casinos and Entertainment wants to help fight breast cancer.

Starlight Casino New Westminster was one of the company’s participating sites, which took part in a fundraiser for the Canadian Cancer Society and donated 50 cents from every guest’s cheque at its food and beverage outlets. Gateway raised a grand total of $60,948 (involving close to 100,000 diners) in support of the Canadian Cancer Society during the campaign, which ran last October to support Breast Cancer Awareness Month.

“Gateway is a longtime

supporter of the Canadian Cancer Society,” said Tanya Gabara, Gateway’s director of public relations. “As a company, we could not be more proud to give back and show our support – to contribute to their mission of helping people live longer and enhancing the quality of life for people with breast cancer.”

The GatewayGIVES program is the company’s charitable and community engagement program.

“It’s because of funds raised through corporate partners like Gateway, we know more than ever before about how to prevent, diag-

nose, treat and live with and beyond breast cancer,” said Irina Novak-Calki, account executive of corporate partnerships for the Canadian Cancer Society. “Thanks to this contribution we are able to continue funding the best breast cancer research, provide the largest cancer support system in the country and shape health policies that will save lives and make living with cancer easier.”

Last year, Gateway Casinos and its properties donated more than $1.3 million in monetary and in-kind support, as well as countless hours of volunteer time, to various organizations.

Councillor makes the case for Canadian $5 heroes

Won Cumyow and Chloe Cooley are NewWest councillor Jaimie McEvoy’s picks of historical figures who are worthy of being on Canada’s next $5 bill.

The Bank of Canada is accepting nominations for iconic Canadians who will appear on the next $5 bill.

Cumyow, the first Canadian-born person of Chinese ethnicity, was a leader of the Chinese community.

“Cumyow studied law, and was the first person of Chinese heritage to earn a law degree. Although he

even articled at law firms as a lawyer, he was not allowed to become a lawyer, because he did not fulfill the requirement of being a registered voter, even though Chinese people were barred from voting by law,” McEvoy said. “He went on instead to become court interpreter, first in NewWestminster, then inVancouver, due to his ability to speak English, Chinese and Chinook.”

In a write-up on his Facebook page, McEvoy said Cumyow spent much of his life campaigning for the

right to vote.

“When Chinese persons were stripped of the right to vote, Cumyow was too young to be eligible, but he still voted during the ban in defiance. Cumyow was able to vote because the returning officer in NewWestminster refused to deny the right to vote to someone who had been born in Canada,” McEvoy said. “Thus, although persons of Chinese descent were denied the right to vote in 1875, he was still (illegally) kept on the voter’s list by local officials

until 1898. In 1902, he appealed twice to the province over his removal, only to be ignored.”

Cumyow lived long enough to be the first Chinese Canadian to vote both before and after disenfranchisement.

McEvoy is also nominating Chloe Cooley, whose actions helped lead to the abolishment of slavery in Canada. An enslaved black woman, Cooley was bound, thrown in a boat and sold to a new owner in the United States on March 14, 1793.

El Santo helps Autism Network El Santo has set its sights on reaching the Major Junior Leagues – and its success at the recent Reveal Gala will help it get there.

The NewWestminster restaurant is a huge supporter of the Canucks Autism Network, holding an annual fundraiser at the Columbia Street eatery and supporting the charity in other ways during the year. El Santo participated in CAN’s Reveal Gala on Feb. 1 at Roger’s Arena.

Alejandro Diaz, owner of El Santo, said the restaurant was thrilled that someone attending the gala bid $20,000 on an eight-course pairing dinner for 24 people.

“All those funds will go

straight to CAN,” he said.

CAN provides programs for individuals with autism and their families, while promoting acceptance and inclusion through community engagement and training initiatives across B.C. and beyond.

“Our goal is to keep raising money so we can reach $100,000 by 2021,” Diaz said.

El Santo is currently in CAN’s Junior League, which is for individuals or organizations that have donated $10,000 to $99,999, but it’s hoping to make it into the Major Junior League, which is for those contributing $100,000 to $999,999.

er’s Arena.The event raised $1.022 million to support children, youth and adults with autism and their families in British Columbia.

“Her screams and violent resistance were brought to the attention of Lieutenant Governor John Graves Simcoe. … Simcoe immediately moved to abolish slavery in the new province,” said an Ontario Heritage Trust sign posted on the Niagara Parkway in Ontario.

The sign notes Simcoe’s move met with some opposition, but a compromise allowed for the gradual abolition of slavery – the first piece of legislation in the British Empire to limit slavery.

“Chloe Cooley’s act of resistance and her decision not to go quietly laid out starkly the realities of slavery,” McEvoy said. “Her resistance led to the only law on slavery adopted in Upper Canada, and to the end of the importation of slaves and the decision that hers would be the last generation of slaves in Canada.This in turn set Canada as different from its neighbour to the south, and created the conditions of freedom that allowed the Underground Railroad into Canada.”

Usually in sports, access breeds success.

Here’s a case where the reverse may be true, too.

The B.C. girls ball hockey team that made an impressive showing at last year’s Canadian national junior under-19 girls championships is now seen as an inspiration behind the West Coast Ball Hockey Association’s creation of an allgirls league, beginning next month.

As part of the program’s aim to introduce the sport to more girls, the regional organizations, including Burnaby-based Metro Ball Hockey Association, are offering a league where there is no registration fee – just the cost of being properly equipped to put stick to floor and chase the ball.

“If we want this to be a place where we can compete (with national champion Ontario), we need this,” said MBHA president Paul Hundal. “There’s obviously an appetite for this, we need to keep going on with this.

Let’s see if we can continue that progression and get them playing together during the year.”

Metro is inviting girls from Burnaby, New West, Vancouver and the Tri-Cities to sign up for the fledgling league (visit www. metroballhockey.ca).

Other regional partners, including Delta and Richmond, are also taking part in the program, which is geared towards girls ages 11 to 19.Younger players would still play co-ed, and other girls may choose to stay with their co-ed leagues.

But only the all-girls league is free.

Hundal, who was the coach of last year’s inaugural Team B.C., notes how a lot of lessons were learned from competing at the national level, with a team that had little concrete floor experience. B.C. would rise to the challenge, placing third overall, and fuel the interest of taking the next step.

That means providing a place where girls can get a taste of the game in a comfortable, supported atmosphere.

a sport that currently exists for just a few now,” said Hundal.

His resumé prior to last season was as a coach of boys’ teams in a variety of sports.Taking on the task of getting a girls’ team together over a short period of time was a huge task, but one that opened his eyes to what a committed all-girls league could enhance.

“I’m super stoked for this.

Lessons learned for me was, female ball hockey in B.C. has mostly just been ‘let them play with the boys.’

They start out young, and by the time they’re 11, 12, the difference in physique and mindset occur, and girls basically drop out.

“We want to encourage and create a place where they can develop their talents.”

To that point, some have already seen the rewards.

“When I got the email I was really excited about it.

It seemed really surreal. I didn’t think it was actually a thing. I still don’t feel like it’s actually happening,” said Dahlstedt, 16, of Coquitlam.

ey background, playing with the Tri-City Predators midget A1 team. She was one of the more experienced players with B.C.’s ball hockey squad, having started the sport three years earlier after a concussion in lacrosse made her check out other options.

At that time, it meant playing with boys – which has been the norm for a lot of ball and ice hockey girls.

The idea of an all-girls league makes complete sense to her.

“It’s definitely a league where it would be more comfortable.There’d be a lot more players at the same skill level, and a chance to meet new friends and people in the community,” Dahlstedt said. “I believe it’s going to be a real awesome opportunity.”

For Proulx, who hails from North Delta and has played girls ice hockey with the Richmond Ravens program, the benefit of a girls

league were obvious.

“It’s a lot easier to get comfortable in a sport where you are with people similar to you,” said Proulx, 18. “Being on a boys (ice hockey) team meant I felt different. I had to change in a separate changing room, and you felt segregated a bit.”

Although she had only one year in ball hockey – back when she was six years old – it was a fascinating immersion to be selected to Team B.C. “I’d played 13 years on ice, so when I got asked to play it was a real new experience,” said the Burnsview Secondary grad. “There was not a lot of time to get used to each other.We had to bond really fast, and the adjustment from chasing a puck to a ball was tougher than I thought it would be.”

Dahlstedt envisions their next adventure, trying to bond with an Ontario-based national squad under the

pressure of a world championship, as a wonderful opportunity. Had her B.C. team garnered layers of experience on an all-girls league, like many with the Ontario squad, they’d have been all the more prepared.

“I think we were a bit blown back by that – (Ontario) is such a good team.

That’s where we got to see everyone play as hard as they could, the skills really showed and our passes were clicking. … I think having a whole girls league where we could have played against, we’d probably have done better,” she said.

The new Metro all-girls league will begin play in late March at Moody Park, Burnaby Lake, Kensington and Trout Lake arenas.

Registration has already begun, so interested parents and players should sign up soon.
