A year after introducing an annual one-per-cent capital levy to help finance future projects, council has scaled it back for 2019. Last year, council directed staff to implement an annual one-per-cent capital levy, with the funding helping to address the challenge of replacing infrastructure, buildings and equipment and investing in new services and infrastructure to

meet the needs of a growing community.With a largerthan-normal tax hike being contemplated in New Westminster this year, in part because of a provincially imposed Employer Health Tax that adds a 1.8 per cent increase to the budget, staff included a 0.5 per cent capital levy in 2019 to lessen the impact on taxpayers. Some council members were comfortable reducing the levy to 0.5 per cent in 2019, but others preferred to keep it the same.

Coun. Patrick Johnstone supported continuation of a one-per-cent capital levy, noting it was introduced to help fund the city’s “very ambitious” capital plan. “Financing those (capital projects) is really going to be the number 1 challenge in our budget in the next five years going forward,” he said. “We have seen the numbers about where our debt is going and where our reserves are going, and I think we made a good decision last year to have that

specific one-per-cent capital levy every year so that we could put a little bit of money aside to reduce the shock on the system when we get up to the point of actually having to pay the bills for this aggressive capital program.” Colleen Ponzini, the city’s acting chief financial officer, said the city’s five-year capital plan anticipates spending $265 million, of which $124 million would be funded through reserves, $112 million from debt and $28 mil-

lion from development cost charges, grants and contributions. She said city staff are trying to secure grants, which would reduce the need to borrow or draw on reserves, which are projected to decrease from $69 million in 2018 to $39 million in 2023. Coun. Mary Trentadue also supported continuing with a one-per-cent tax levy. “It is important we be very clear and transparent to the community about why we put this in the

budget.The need is there. This is not something that council has just determined we should have. I think it is providing a bit of false hope to say we need it one year and we don’t need it the next year and to move it around based on the tax requirements and demands,” she said. “I support this. I know that it is a hardship, but unfortunately it is absolutely required to do the things the community wants us to do.” Continued on page 3

City meets landlord over new rules

“We should be allowed to stay.” So said Shelley Outhwaite, a NewWestminster senior who was one of the key speakers on Saturday during a protest against renovictions. Tenants being threatened with renoviction at 732 Fifth Ave. were part of a rally at a time when the City of NewWestminster has passed anti-renoviction rules. Outhwaite has lived in the building for more than a decade, but, during the Christmas holidays, she received a notice she would have to leave by the summer. Rally signs said the landlord had “stolen Christmas” from them. On Friday, city staff met with the landlord to explain in detail the new rules that were passed last month.The meeting laid out what the landlord has to do in order to comply. NewWest council approved amendments to the business regulations and licensing (rental units) bylaw that would add a new regulations to restrict evictions, such as when they can be considered, provisions for temporary accommodations for tenants in cases when evictions are deemed necessary, provisions to prohibit increases in rents after renovations are done, punishments for contravening the bylaw and when exemptions

Levy needed for aging infrastructure: mayor Continued from page 1 Council defeated a motion that would have kept the capital levy at one per cent for 2019. Mayor Jonathan Cote said he supports the capital levy because the city has aging infrastructure and needs to invest in new facilities, but he didn’t support a one per cent levy in 2019. “If approved, that gets us to 5.78 per cent, and it’s just a point that I am not comfortable getting to from a tax point of view,” he said of the impact on this year’s property tax increase. Cote said the levy will be part of discussions in future budget years, but he believes the city has to have some flexibility, particularly in “tough budget years” like 2019. “I think this is a reasonable compromise that allows the capital levy to stay in place but maybe not as originally envisioned,” he said. On Feb. 25, council directed staff to prepare the 2019 financial plan bylaw, which proposes a 5.28 per cent tax increase for 2019. This includes the 0.5 per cent capital levy. A budget information package, including the draft 2019 to 2023 financial plan, a staff report and a comment sheet, is now available

on the city’s website and for pickup at the finance department at city hall. City staff will provide a presentation about the budget on Monday, March 11 at 6:30 p.m., and community members will be given an opportunity to ask questions about the financial plan. THESE ARE THE BIG-TICKET CAPITAL PROJECTS IN THE PROPOSED 2019 BUDGET The city’s 2019 proposed capital budget is $66.9 million, which is an increase from $63.4 million in 2018. Some of the items costing more than $100,000 in the city’s 2019 capital budget include: ! $540,600 – to purchase property on the Fraser River waterfront to accommodate a proposed greenway. ! $ 7,165,600 – to help fund the Canada Games Pool replacement project. ! $819,400 – to replace the HVAC system to include air cooling system at Century House. ! $190,000 – to replace the roof of the city’s main greenhouse in Queen’s Park. ! $470,000 – to replace the ice plant system at Moody Park Arena.

The capital program includes $5,214,500 in park improvements, which includes work on the Hume Pool, off-leash enclosures, replacement of the Mercer skate board park, a new washroom and concession building in Queen’s Park, a new front driveway at the Queensborough Com-

munity Centre to address “slippage” along the drainage canal, and the provision of shade components at Westminster Pier Park because park users are finding the park to be extremely hot without shade. Engineering structures also account for $18,026,100 in the capital budget, which includes funds for cycling and greenways, Great Streets, livable neighbourhoods (traffic calming), repairs and rehabilitation to infrastructure, and road initiatives. Some of the big-ticket items include Phase 3 of the Brunette Fraser Regional Greenway – Braid Street ($1,257,700), repairs to the esplanade ($630,000), street lighting improvements ($400,000), traffic signal installation and improvements ($1,073,500) and pavement management ($3,915,600). Additionally, the capital budget includes funds for railway improvements, improvements to improve walkability in the city, and special projects including the Q to Q pedestrian ferry ($1,029,300), and the riverfront connection between Sapperton Landing and Pier Park ($1.5 million).

If you’ve got an idea on how to liven up public spaces in downtown New Westminster, now is a good time to make it happen. The Downtown New West BIA has partnered with the City of New Westminster on a new placemaking program that invites individuals, businesses and not-for-profits to submit proposals for unique and innovative activities in public spaces in downtown New West.The program has several goals: to foster activities in public spaces that are safe, welcoming and inclusive; to build community by encouraging people to connect with each other in public spaces; and to test new ideas and help identify/remove barriers that discourage activities in public spaces. “I am beyond excited. I would love to see some really unique, innovative ideas. I would love for people to

submit things we have never even thought of doing here,” said Kendra Johnston, executive director of the Downtown New West BIA. “It’s open to anyone, but I’m mostly excited to see what local residents might come up with.” The BIA is no stranger to activating public spaces, having organized events like the Columbia StrEAT Food Truck Festival and Fridays on Front. “I would say the biggest is fostering social connections,” Johnston said of the benefits of activating public places. “We see it all the time at Fridays on Front. People who are new to New West and are making friends, or are running into people they haven’t seen in years.” This year, the Downtown New West BIA will fund three projects for up to $3,500 each, with the funds going toward the cost of producing the events.This could include materials, artists’ fees, insurance, market-

organizations in the city that activate spaces and do cool things, but there seems to be an appetite to do more, more, more from local residents,” Johnston said. “The idea was to encourage other people to activate public spaces.” The deadline to submit proposals is March 25. While locations like Westminster Pier Park and Hyack Square are potential venues, Johnston said the BIA welcomes proposals for all kinds of locations.

Have your say on the New West budget on March 11

If New Westminster city council passes the draft budget, this is what local residents are facing. ! A 5.28-per-cent tax increase. ! A seven-per-cent increase to the water rates. ! A 12-per-cent increase to solid waste rates. ! A seven-per-cent increase to sewer rates in 2019. ! A 2.8-per-cent increase to the electrical rates, which take effect on April 1. We’ll let you take a moment to soak that all in. Perhaps take a sip of Pepto Bismol. Maybe punch a

pillow. OK, now that you’ve taken a breath, let’s dive into the numbers a bit because they can feel overwhelming. The property tax hike in particular is quite breathtaking, but when you look at what’s behind it, there is a case to be made that it’s necessary. You might not agree at all with that case, but there are reasons why the proposed tax increase is so high. The proposed tax rate includes a 1.8-per-cent increase that’s related to the provincially imposed Employer Health Tax – hard to

argue with that. “This is a difficult budget year,” said Mayor Jonathan Cote, “particularly with the Employer Health Tax, from the very get-go adding 1.8 per cent before we did anything.” In addition to the operating budget, the financial plan includes a $67-million capital program, of which $51 million is projected to be funded from reserves, $1.9 million from development cost charges, $6.3 million from debt and $7.9 million from grants and contributions. Big-ticket, multi-year capital projects being fund-

ed in 2019 include the relocation of the animal shelter and tow yard, renovations to the New Westminster Public Library, replacement of Canada Games Pool and Centennial Community Centre and city hall renovations, as well as improvements to the city’s transportation and parks infrastructure, buildings, fleet and projects to enhance the city’s arts and culture portfolio. People want good amenities, and those amenities often cost a lot of money. New Westminster is also a community that is growing

fast, and the budget needs to keep up with the needs of that growth. The tax hike actually could have been higher, but the city reduced a oneper-cent capital tax levy it started collecting last year to 0.5 per cent in 2019. The levy was implemented last year to help address the challenge of replacing infrastructure, buildings and equipment, and investing in new services and infrastructure. Not everyone agreed with cutting the levy, including Coun. Patrick Johnstone, who noted it was introduced last year to help

fund the city’s “very ambitious” capital plan. “Financing those (capital projects) is really going to be the number 1 challenge in our budget in the next five years going forward,” he said. Staff will provide a public presentation on the draft budget on March 11 and give people an opportunity to speak up.The plan is for staff to seek formal approval of the budget that night. So if you’re happy with the budget or hate it, come out to the meeting to give your thoughts. After all, it’s your money.

MP shares how RCH saved his baby Burnaby North-Seymour MP Terry Beech stood up in front of the House of Commons for what was probably the toughest one-minute speech of his life. Beech shared the story of his new baby Nova, born on Dec. 4, 2018, with a condition called meconium aspiration syndrome. Basically, it involves stool entering an infant’s lungs, blocking their ability to breathe and leading to swelling in the lungs. Beech shared this difficult experience with me at the NOW office in January, but now here he was in Parliament talking about how he, his wife Ravi and daughter Nova spent about three weeks in the neonatal intensive care unit (NICU) at Royal Columbian Hospital in NewWestminster. It’s one thing to talk about your child suffering from a dangerous medical condition with a single person. Standing up in the House of Commons is quite another. Beech spoke fast and rocked back and forth as he shared this story – likely wanting to get through it without breaking down. I spent eight days in hospital watching my daughter Emily struggle with jaundice – which is nothing compared to meconium aspiration syndrome. It’s 20 years later, and I still get choked up thinking about. I can’t even fathom how tough it must have been for Beech to talk about. The main point of Beech’s speech was to pay tribute to RCH’s NICU –

one of the best in the country, let alone North America. In November, I wrote about how the RCH NICU was shown some love when the 2017 Canadian Neonatal Network annual report ranked it No. 1 in the country for having the lowest neonatal mortality rate. The unit has a rate of 99.5 per cent of babies in care surviving. For nearly 20 years, the perinatal program at RCH has been consistently ranked top in the country for lowest mortality results, and best outcomes for premature babies, some born with a birth weight of less than 500 grams, or around one pound. Beech can agree with that assessment. He praised all of the doctors and nurses during his speech. “Having our newborn daughter spend her first few weeks struggling to survive was heartbreaking, but it made me realize just how ‘intensive’ intensive care really is,” Beech told the House of Commons. “It’s 24 hours a day, minute by minute.” Nova managed to make it home for Christmas and is now “happy, healthy and ready to take on the world,” said Beech. “We are endlessly grateful to the angels at Royal Columbian Hospital.” Beech finished it off by encouraging people to give a hug to those in work in NICUs. Police dress code questioned Although city council supported the idea of amendments to the RCMP dress code to allow Sikh members to wear turbans and beards, the city’s own policy didn’t allow for them.The dress code at the time was established by regulations in the Police Act, according to the B.C. Police Commission, and no municipal force had ever yet violated the regulation. Since two-thirds of the province was being policed by the RCMP at the time, the commission said it wouldn’t consider a change until the RCMP had made a decision. “But the RCMP hasn’t given any indication on when that will take place,” commission executive officer Bill Beamish said.

Appalled at tax hike Editor: An open letter to Mayor Jonathan Cote: I can tell you that I am appalled at the level of tax increase being proposed. I don’t know about you, but I can guarantee being a public sector employee myself, my wages certainly have not increased by this amount. I have been a citizen of New Westminster for well over 20 years and have continually watched the city spend money with what appears to be deep pockets. New playgrounds, the Anvil Centre, new pool, new outdoor pool, new fashionable street signs, etc. The rates continue to increase every year. It looks like the city thinks the community is an endless source of cash. What are we actually doing to work within the budgets rather than increasing the rates every year? I live in Brow of the Hill, and I can tell you that our sidewalks are in very poor condition, yet I see you are spending money on hiring more staff for the city, and it seems that the positions being filled are positions that the city could manage without until the budget is under better control. New Westminster is now becoming unaffordable. Let’s be realistic as to what our community can afford. I realize from a political perspective cutbacks are not popular, however if people cannot sustain a reasonable standard of living due to the outrageous tax increases, it seems to me you are not doing a service to your constituents. Do not blame the employee medical plan increases when you are not doing anything else to manage your costs. Put projects on hold until you can determine a way to work within your budgets

like most of us have to do to affordably live in our communities. I am a citizen that is considering moving. I will retire within the next two years and will not be able to afford to live here any longer if this continues. Michele Kelly, New Westminster

Retirees will feel the pain Editor: Re: New Westminster taxpayers facing a 5.28-per-cent tax increase in 2019, Record, Feb. 27 There are a fortunate few of us in New Westminster who bought homes when prices were realistic, worked our butts off to pay the debt off and are now retired. Retirement for many, if not in most cases, means fixed and somewhat limited income. The decision to retire can involve estimating future tax increases which we hope are in the same range as the inflation rate. Mayor Jonathan Cote’s announcement of 2019 rate increases dashed those hopes. Match that to the fixed CPP monthly income, the slight annual adjustment if you receive the Old Age Pension and low returns on GICs these days and they don’t even come close to these increases. One partial answer they suggest, of course, is to defer your property taxes. Why should that essentially become a mandatory decision? And when city council votes themselves decadent salary and expense increases, they expect us to just lay down and suck it up and, of course, we could just sell and rent, couldn’t we? Lord Tweedsmuir may have had the advantage in the championship bobsled race Friday afternoon at Queen’s Park Arena, but even with three teams in the four-team final, they were no match for the kids from Connaught. The teams were part of a day-long competition for grades-3-to-5 students from across the district, organized by Gary Pattern, the district’s applied design, skills and technologies facilitator. The challenge? To design and build a bobsled out of cardboard and tape and have it ready for competi-

tion on March 1 at Queen’s Park Arena. Between three and five teams faced off at one time, and only the winners moved on to the semifinal and championship races. The goal was to get the students to use critical thinking skills to solve a general problem as well as handle any issues that came up during the competition, Pattern said. It’s all part of a focus on applied design, skills and technology. Pattern said it’s important, especially at a young age, to get kids in the habit of rethinking and reworking their projects; something he thinks helps foster innovation as the kids get older.

Carpentry students from New Westminster Secondary were at the arena throughout the day to help Pattern. Including the secondary students in the day’s activities helps “them shine a little bit,” Pattern said. It’s all part of the district’s push for more collaboration between schools and students, he added. The event was split into two, with races happening in the morning and afternoon. Qayqayt students

came out on top in the morning competition, according to Pattern, and all three top teams were presented with medals for their

achievement. In the afternoon, three Lord Tweedsmuir teams faced off against a lone Connaught Heights team

in the final, but they were no match for Connaught Heights, who took home the gold medal after crossing the finish line first.

Hundreds of people joined the Khalsa Diwan Society New Westminster to celebrate the 100th anniversary of the Gurdwara Sahib Sukh Sagar in Queensborough on Sunday. The women of Steel & Oak are once again pouring their efforts into charitable endeavours. The women recently brewed their second Women’s Charity Brew,Talanoa, which is a blackcurrant and rosemary wheat ale. “Talanoa is a Fijian word for sharing stories and ideas in order to nurture understanding and build relationships,” said a press release from Steel & Oak. “Those experiencing mental health and wellness challenges often lose relationships, as well as their ability to share their stories without stigma. In order to change the stigma around mental health, we need to start talking.The women of Steel & Oak encourage you to share your

mental health story.” Having raised more than $3,500 for charities with its first Women’s Charity Brew and fundraiser, the women of Steel and Oak are hoping to raise even more money this year for the Kettle Society, a non-profit society that supports people living with mental illness by providing housing, employment and support services, raising awareness of mental health issues and breaking down barriers, and promoting the inclusion of people living with mental illness in all aspects of society. The launch of Talanoa is taking place on Thursday, March 7 (which coincides with International Women’s Day on March 8) at the Sapperton District Taphouse.The event, which runs from 6 p.m. until midnight, includes a silent auc-

tion, raffle prizes, food and beer pairings and sale of Talanoa beer soap that’s been made by Peregrine Supply Co. Partial proceeds from Talanoa and Talanoa soap will be donated to the Kettle Society, as well as all process from the silent auction and raffle. If you can’t make it to the launch,Talanoa will be available at the Steel & Oak tasting room on March 7 and will hit liquor stores the week of March 11. Inspired by the #MeToo movement, the women of Steel & Oak decided they wanted to do something to support women who’ve been victims of violence and created a special beer in December 2017. That resulted in the creation of Zusammen, which means “together” in German.

There are several factors to consider for the casual and elite runner in preparation for a season of running races. How do I care for my dentures?

Complete and partial dentures need to be cleaned every day just like natural teeth. Otherwise, plaque and tartar can build up on your dentures and cause stains, bad breath and gum problems. Then wet a denture brush or a regular softbristle toothbrush and apply denture cleaner or a mild dish soap. Household cleaners and regular toothpaste are too abrasive and should not be used for cleaning dentures. Rinse your dentures well in clean water before placing them back in your mouth. Always remove your dentures overnight to give your mouth a chance to rest. Soak them in warm water with or without denture cleanser. Never use hot water that could warp your dentures.

A musical that reimagines the music of Joni Mitchell is on its way to New Westminster. The Firehall Arts Centre production of Circle Game, which hits the road for the Arts Club on Tour series starting Feb. 14, arrives at the Anvil Centre for a show on Tuesday, March 12. The show, created and directed by Andrew Cohen and Anna Kuman, reinterprets such iconic songs as BigYellow Taxi, River, California and A Case ofYou through the eyes and ears of a new generation, connecting to the politics and world of today. The show won 2017 OVATION! Awards for Outstanding Professional Production and Outstanding Music Direction. Firehall Arts Centre’s artistic producer, Donna Spencer, said she’s excited that the Arts Club has chosen to take the performance on the road.

The press release notes that, with the opioid overdose epidemic sending communities into crisis, awareness of recovery has never been more necessary. “Whether it be alcohol or prescribed medications, addiction has no boundaries and affects the entire family unit and the communities we live in,” said Susan Hogarth, executive director of Westminster House, in the release. “Funding is needed for the continuum, particularly after-care, and events like this help us to celebrate recovery, raise awareness and raise revenue for our programs.” The two artists featured in the concert are powerhouses on the Canadian

blues and roots scene. Chiarelli recently released her ninth recording, the soundtrack for her awardwinning documentary Music From the Big House.The documentary traces her pilgrimage to the birthplace of the blues, the Louisiana State Maximum Security Penitentiary, a.k.a. Angola Prison. Her trip turns into

a jailhouse performance as she plays with inmates serving life sentences. Her roots-blues albums have earned her a JUNO Award and four other JUNO nominations, and she’s also won a host of other Canadian blues awards: multiple Maple Blues awards, CBC’s Great Canadian Blues Awards and Life-

Classic British play coming to New West The Royal Canadian Theatre Company is wrapping up its season with a classic British farce. A Bedfull of Foreigners is onstage March 14 to 16 at the Anvil Centre Theatre.The setting for the play is the dingy Hotel Heinz on the border between France and Germany, where the inept staff create pandemonium after they book two couples into the same room. “Mistresses, mistaken identities, misunderstandings and unexpected wives, along with food poisoning outbreaks,

monks, nuns and a Bulgarian lady cyclist all add to the mayhem during the Festival of St.Wolfgang,” a press release says. They got the start they wanted, but by the time the final buzzer sounded, the New Westminster Hyacks’ finish was all about goodbyes. The senior boys basketball team suffered a seasonending loss last week at the Lower Mainland tournament in Richmond, falling 85-69 to the defending 4-A B.C. champion Burnaby South Rebels. Faced with a must-win situation, neither team had room for error. New West came out well and even pressed ahead by eight points in the early going, but by halftime were on the wrong side of a 43-35 score. The Rebels launched the second half with a couple of buckets through turnovers, then turned on the jets. “It’s too bad, because we came out and scored like crazy and were looking good at the start,” remarked New West coach Ted Cusick. “We were hitting our shots but then their defence tightened up and suddenly we weren’t hitting them. They’re a good team.” Down 29-25 after one quarter, New West traded shots and took a brief lead before Burnaby South chimed in with a small streak to take the lead.They came out with the second half’s first three baskets and were soon up by a dozen. “(Burnaby South’s) big guys gave us too much trouble.We couldn’t stop them,” said Cusick. “We managed to keep pace with them (the rest of the game), but couldn’t get any closer.” The Rebels got 19 points, six rebounds and six steals from senior Justin Sunga, while Kyle Kirmaci tallied 16 points. The Hyacks’ Simon Cruz racked up 23 points, while Luke Burton contributed 17. Also posting double-digit points was Ethan Rivas, with 13, while pulling down eight rebounds. Mo Al-Ghreibawi hit for three points and six assists. “(Cruz) just came out and hit everything. He was smoking.We just couldn’t keep it up.

A Royal City Curling Club foursome was part of a record haul of 30 gold medals for Team B.C. at the Canada Winter Games that wrapped up Sunday in Red Deer, Alta. The New West-based Hayato Sato rink rolled to a 7-2 win over Ontario in the curling competition’s gold medal game Saturday at the Pidherney Centre. It is the first time the B.C. men’s team ever collected curling gold at the Canada Winter Games. “It was an incredible feeling,” Sato said of the victory that capped a 9-1 run through round-robin play. “They shook hands and my knees were just trembling there.” The team is comprised of skip Sato, lead Troy Chong, third Joshua Miki and second Dawson Ballard. In the seventh end,Team B.C. scored a five-ender which was enough to have the game wrapped, with handshakes all around. The squad played well throughout the week, going 9-1 and advancing to the final on the basis of a close 6-5 decision over Manitoba. It avenged their lone loss of the competition, a 6-3 setback in the third game of the round robin. Both Sato and Chong had the highest shooting percentages in the tournament compared to skips and leads from the other provinces. In addition to the team’s success, Chong, a Grade 12 student from Burnaby North Secondary, was presented with the Team B.C. Athlete Excellence Award. One male and one female athlete were awarded a $2,500 bursary based on leadership and community involvement, athletic

All-world for New West swimmer Betty Brussel is in a class by herself. Not literally, but the New Westminster swimmer has achieved something that few could even dream of. At the age of 95, the senior swimmer has shattered the world record for women 9599 with a new record in the 50-metre breaststroke, set last week in Chilliwack. Brussel carved six seconds off the previous best world

mark at a meet in Chilliwack, swimming with herWhite Rock Wave masters swim team. “She just loves to compete,” remarked Waves coach Carole Gair. “She’s fit as a fiddle, takes no meds and swims three times a week at the Canada Games Pool.” Although she just joined the club last year, Brussel has made strong headway in knocking her times down in her events, said Gair.

Previously, the New West nonagenarian just swam on her own.This was her third meet since joining the Waves, and each meet has seen her set at least four Canadian records. “She’s just incredible.These records are huge,” added Gair. “When I first met (Brussel) she told me the records didn’t mean much to her, ‘I love to swim.’ Now she looks at the records and says, ‘I can beat those.’”

But like a zombie movie where the walking dead won’t die, the Vancouver Island Mariners rose up and rallied with 1.2 seconds left, then carried that into overtime for a heartbreaking 8982 decision for the championship title. A dramatic jumpshot by Royals guard Courtney Anderson, with just 1.2 seconds left in regulation, made it 72-70 and gave the host Douglas College fans reason to celebrate. However, the Mariners

DESAUTELS, Jeanne Sheran January 9, 1941 - February 20, 2019 We are deeply saddened to announce the passing of our mom, grandmother, most of all “our friend.” With Tomas by her side, she succumb to her sudden illness. Jeanne was born in Camrose, AB, then moved to Vancouver with her parents Victor and Florence Steele, where they lived on Beach Avenue until the family move to South Burnaby, where Jeanne grew up with her siblings Joanne, Jim, Jack (Judy) and David. Jeanne graduated from Notre Dame High School in 1958; she worked for The Bay and then took early retirement from Suncor (PetroCanada). Jeanne and Tomas traveled the world with several trips to Spain to spend time with Tomas’ family. Jeanne was a loving mother, grandmother and sister. We all will miss her wisdom, compassion and love. She loved to sit and watch the birds in the back yard, go to the park on Saturdays with her long time friends for a picnic dinner and games of cards. The last few years were a challenge, but she never gave up! She loved her home, her neighbours, and all her friends. Jeanne was predeceased by her daughter Cheryl (1983) her parents; brother Jim and brother-in-law Morley. She will forever be loved by her best friend/ spouse Tomas; her daughter Corinne (Keith); her sons Craig (Leslie); Cameron (Debbie); her grandchildren Marc, Brad, Erica (Milos), Alexandra, Adam, Ashley, Blake and Ben; her great-grandchildren Nolan and Livia. A funeral service will be held on Friday, March 15th, at 11:30am at St. Francis de Sales Catholic Parish, 6610 Balmoral Street, Burnaby. Mary passed away on the evening of February 23 at the McKenney Creek Hospice in Maple Ridge. She had been ill for eight months with the effects of a brain tumor. Mary was born in High Wycombe, Buckinghamshire, England, on June 20, 1931, but spent her youth in Cardiff, Wales, attending Howell’s School for Girls in Llandaff. In 1951, she received her secondary Teacher’s Certificate with a major in Biology from the University of London. In 1956, after responding to an ad in the London Times requesting applicants for a teaching post in Manitoba, Mary immigrated to Winnipeg where she taught science at St. John’s Technical High School. In Winnipeg, she met her husband, Leonard, whom she married in 1958. Her first son, Howell, was born in 1960. In the same year, she received her Bachelor of Arts from the University of Manitoba. In 1962, Mary, Len, and Howell moved to Germany where Len taught at the Canadian Forces Base school at Baden, Baden for two years. Upon returning to Canada, the family moved to BC where Mary and Len taught in Arrowhead, Parksville, and Nanaimo, eventually settling in Campbell River in 1968. While living in Parksville, the couple welcomed their second son, Timothy, born in 1966. Mary and Len were lifelong learners, attending summer school at the University of Oregon from 1968-1977, culminating in Mary earning her Doctorate in Education. Mary moved into education administration, fulfilling various leadership roles on Vancouver Island and in the Kootenay Lake school district. Ultimately, she was appointed the first and only female Superintendent of New Westminster School District in 1981, retiring from that position in 1995. In addition to her professional career, Mary was also active in the New Westminster Rotary Club from 1992-2011, serving as their first woman President from 1998-1999. She supported a wide range of Rotary initiatives, notably in youth services and programs, and the Rotary Foundation, the international charitable arm of the organization. The Rotary Club recognized Mary with a Paul Harris Fellow designation in 1999. Beyond service work, Mary was an avid reader who also enjoyed knitting and sewing. She was also a devoted wife, mother, grandmother, and aunt. Mary was pre-deceased by her father, Howell (1959), mother, Edith (1987), and son, Timothy (1986). She will be held in respectful memory by her brother, Thomas (Wales), husband, Leonard, son, Howell, daughter-in-law, Shelley, grand-daughter, Bronwyn, and extended family in Canada and the UK. The family is grateful to Maple Ridge Home Health palliative nurses, Maple Ridge Hospital nurses, Nurse Next Door care-givers, and McKenney Creek Hospice nurses, for all of their support and kindness during Mary’s illness. In lieu of flowers, donations made in Mary’s memory to the BC Cancer Foundation, Ridge Meadows Hospice Society, or the New Westminster Foundation (c/o Rotary Club of New Westminster), will be greatly appreciated.
