DEAR FRIENDS, The past year has been one of challenge and change for us all. But throughout this pandemic, Rosie’s Place’s doors have remained open and our help constant. Every day, we meet hundreds of poor and homeless women in need and many, in despair—feeling overlooked and overwhelmed during this health crisis. They live in uncertainty wondering: Where will I sleep? What will I eat? Where can I be safe? For these women, thanks to friends like you, we provide unequivocal answers with unconditional love, sanctuary and support. It is with gratitude and pride that we share this Annual Report for Fiscal Year 2021, detailing all that our community accomplished from July 1, 2020 to June 30, 2021. In a year of unprecedented need, your generosity enabled us to respond in extraordinary ways. Rosie’s Place has provided a lifeline to homeless women, offering day and nighttime shelter, meals, showers and medical screenings. And for guests who have housing and are struggling to keep it, we’ve been a safety net—expanding our Advocacy, Legal and Outreach programs to provide the expert and comprehensive help they need to remain stable. When it was reported that food insecurity in Massachusetts had risen by more than 50%, we were saddened but not surprised. Because seemingly overnight our Food Pantry had a line that snaked around the block starting at 7:00 every morning. So, in response, we doubled its capacity, serving 250 women every day. Not only have we seen increased demand for our Food Programs, we’ve seen a higher need for virtually every program at Rosie’s Place. Over the past year, our Advocates conducted 34% more visits with 87% more women. Our Remote Call Center allows women to access help with whatever they need from wherever they are when they call us. This has meant more help with back rent and utility arrearages, moving and storage costs, mental health and recovery support and expert housing, legal and job search advice. With a national eviction crisis looming, our efforts to keep women in their homes have grown by 72%. Our founder, Kip Tiernan, often spoke about “the risk of being human.” In a pandemic-stricken world, where it seems risk is around every corner, it can be hard to remember the importance of risking humanity, connection and vulnerability. But you never wavered. All through this year like no other, when the world was told to stay at a distance—you kept us close. You supported and sustained us, allowing Rosie’s Place to remain a refuge of compassion. A community of resolve and resilience. A place like absolutely no other. Thank you. With appreciation,

SANCTUARY When a woman walks through our doors, she is welcomed into a safe and nurturing environment by a team of multi-lingual staff members. In our Daytime Shelter, she can take respite from the strains and struggles of homelessness. In our peaceful Sitting Room, she can read a book from our library, participate in one of the activities we offer throughout the day or simply rest. She can also access a host of emergency and critical services. When the onset of the pandemic necessitated shutdowns and reduced capacities across the state, homeless women were able to rely on Rosie’s Place for safe shelter and care. Here, they accessed daily medical screenings, showers, use of phones, laundry services and lockers and found a place to rest with space for physical distancing, support services and much more.

After spending the night in a park, Norma Jean is at our door when we open at 7am. She desperately needs refuge from the streets, a place to wash up, a hot meal to eat. She receives all these things and more at Rosie’s Place—taking solace in the peace, welcome and kindness she finds with us by day. The constancy of our services remains critical, most especially for women like Norma Jean.


We helped 70% of those staying with us access vaccinations. And we were able to place more than half of these guests in stable, permanent housing. Our emergency Overnight Shelter offers a respectful and dignified environment that engages our guests while keeping them safe and healthy. The 20-bed shelter affords each guest a three-week stay, allowing her to unpack, exhale and connect to all that Rosie’s Place offers, with the goal of beginning a forward-facing plan toward long-term stability. This year, we accommodated 21 stays with 21 different guests. Due to COVID-19, we extended the guests’ stays until August 1, 2021. In this way we ensured the longterm safety of these women for the entirety of the year and a half ahead. Further, we implemented extensive cleaning procedures and social distancing practices. We helped 70% of those staying with us access vaccinations. And we were able to place more than half of these guests in stable, permanent housing.

Grace is one of 21 women whose typical 3-week stay in our Overnight Shelter was extended indefinitely during the pandemic. She is an elderly woman who we first met four years ago. Her story, like that of so many homeless women, is a complicated one, but when she began working with us, she found a fresh start. Grace’s journey with us led to permanent housing which, coincidentally, is right around the corner from Rosie’s Place. She took this as an omen because as she said, we’d become family, and it’s always nice to have family nearby. From her new address, Grace wrote to us: “I want to extend my deepest gratitude to you for your hospitality, patience, kindness and professionalism…finally I have my own apartment and I am overjoyed…I will continue to visit this community that has sheltered me, fed me and helped me with all my legal and health issues. Please accept my infinite gratitude.”

In the Dining Room, our guests find nourishment of many kinds—food, friendship and support. Our kitchen prepares wholesome, nutritious and culturally inclusive meals every day of the year, served in a cheerful environment. Following lessons learned over the past year, Rosie’s Place continues to observe strict safety guidelines and CDC protocols to ensure the prevention of the spread of COVID-19 and other illnesses. This year, as always, our Dining Room was open 365 days serving breakfast, lunch and dinner. We served more than 50,000 nutritious meals. Food was available throughout the day so that whenever a woman came to us she would be ensured a warm and hearty meal, and all were available to-go in the event that guests preferred to takeout rather than sit at our socially-distanced tables. And in addition to the delicious food offered, we also provided joy and celebration during a time of great worry for our guests, hosting special events at holidays and birthdays, screening movies, decorating with flowers and treating our guests with surprise fun activities.

Our Food Pantry provides fresh meat, dairy, fruits, vegetables, non-perishable staples, household supplies and face masks to 250 women each day to help feed the more than 700 members of their households. We increased our budget, extended our hours, increased the frequency with which a woman can visit our Pantry from monthly to weekly and relocated our Pantry distribution to the ground-level windows of our Women’s Education Center—in order to safely serve more households than ever before. By year’s end, our Food Pantry had accommodated a record 39,000 visits. Annette, who has housing but now must work even harder to keep it and get by, relies on our Pantry. With her daughter and two grandsons who’ve recently moved in with her—she’s feeling the strain of feeding a larger family. The fresh produce and non-perishable groceries Annette receives help her to make ends meet for one more week.

The Wellness Center at Rosie’s Place provides an opportunity for women to receive unconditional support along with sound health and medical assistance. We partner with community health organizations including Boston Health Care for the Homeless Program, Health Care Without Walls and Regis College School of Nursing to offer the most comprehensive services and treatments we can such as: routine vital signs checking, blood sugar level monitoring, immunizations, pregnancy testing and dental referrals. By providing a host of wellness services on-site at Rosie’s Place in a familiar and trusted setting—we are bringing critical medical assistance and information to poor and homeless women who would very likely, otherwise not seek such help. This year, our Wellness Center implemented many of the safety precautions necessitated by the pandemic. Working with our partner organizations, Rosie’s Place conducted on-site COVID-19 symptom screening with nearly 12,000 guests, provided both emergency and surveillance testing throughout the pandemic and offered access to vaccines for our guests.

SUPPORT & STABILIZATION At Rosie’s Place, many of the women who come through our doors are looking for help beyond emergency services. Whether a guest is seeking urgent assistance with rent or utility arrearages or long-term assistance with a complicated issue, such as finding or keeping housing, help navigating the legal system or needs substance abuse or mental health support—we are there. The Advocacy Program at Rosie’s Place provides effective and compassionate support to all guests who turn to us for help. To maintain a connection and offer services to women in need during the pandemic, Rosie’s Place established a Remote Call Center allowing those unable to make their way to our 889 Harrison Avenue location to seek help from wherever they are. We provide specialists to assist women with more specific issues: a social worker from the Department of Mental Health, a Recovery Support Navigator working to help women with substance use disorders and two HomeStart housing search specialists. By bringing these experts inhouse, we can tailor our services to the needs of our guests.

This year, our multi-lingual Advocacy team provided innovative and effective support during a time when our guests needed us most. In addition to offering oneon-one in-person visits for issues related to housing, shelter access, financial support, IDs and transportation, we also helped women through our Remote Call Center that allows for the same services to be delivered over the phone. In total, 19,000 Advocacy visits were provided over the year, an increase of 40% over the prior year, with the majority of assistance provided via our Remote Call Center.


Janine is a grandmother who worked as a grocery store cashier throughout the pandemic. But in the winter, when she got COVID, she was homebound for months, overwhelmed worrying about how she could put food in her cupboards, keep her electricity on and pay her rent. Thankfully, her job was waiting for her when her health improved— but unfortunately, so too, were her bills. Rosie’s Place was able to catch Janine up on her back rent, and even negotiate a payment plan with her landlord for the months ahead so that she could catch up on other bills too. We also helped her with groceries and household essentials.

Our Legal Program offers holistic legal services in a warm, caring and compassionate manner. To provide the most comprehensive help, in addition to offering general legal advice, we contract with Greater Boston Legal Services and Rian Immigrant Center for housing and immigration law expertise. Moreover, we aim to help our guests overcome obstacles to interacting with the legal system, like access to technology, or services in their preferred language, in order to assuage feelings of fear and confusion. Prior to the pandemic, guests connected with the Legal Program mostly in person, at our legal clinics onsite at Rosie’s Place. Like the Advocacy program, this program too pivoted to offering services via the phone and established a Legal Helpline. This year, nearly 800 guests used the Legal Helpline to connect directly to Legal Program staff–often these calls represent guests who reached out for more than one issue, and through direct referrals from Rosie’s Place Advocates.

Rosie’s Place’s Stabilization Program delivers services to guests within their own community and in their own homes, providing multiple resources to maintain stable housing and health by building long-term support and solutions. Many of our guests struggle with mental illness, physical disabilities, language and other barriers that can jeopardize their living situations. Bill paying, housekeeping tasks or mediating disputes with landlords and neighbors can overwhelm and ultimately sabotage a woman’s housing. Stabilization Advocates establish and maintain relationships with each woman, regularly checking in and developing a support system to address each guest’s particular needs. With the growing need for eviction prevention, Rosie’s Place can step in to help financially with rent arrearages and utility shutoffs, and help with transportation, the purchase of household items and furniture. All 60 guests served by the Stabilization Program remained housed and stable over a most difficult year.

OPPORTUNITIES & STEPPING STONES Our Employment Specialist helps guests apply for, acquire and keep gainful employment. We work to support guests as they enter or re-enter the workforce. In the wake of the health crisis and the massive unemployment that has resulted, our Employment Specialist is also helping many guests to navigate unemployment benefits and seek work in new fields.

Connecting with guests online, over the phone and in-person, this year our Employment Specialist accommodated 255 appointments—assisting 100 women with employment searches, resume writing, job applications and interview skills—with the goal of entering the workforce, advancing in their careers and thriving. The Public Policy department has two core goals: to advocate at the state level on issues that directly affect our guests and to involve and empower guests in making change through the political process. In addition to working on legislative campaigns to improve conditions for our guests, we frequently host candidates and elected officials at Rosie’s Place, giving them and their Rosie’s Place constituents a chance to interact and ask one another questions. Despite the distance imposed by the pandemic, our Public Policy staff connected with several hundred guests and community members over the course of the year. Through our Action Network portal and emails, more than 500 individuals were inspired to reach out to their legislators. Further, by bringing census workers to Rosie’s Place, a record 633 women were counted in the 2020 Census. We also joined a task force with partner organizations focusing on equity issues related to COVID-19 such as vaccine distribution and the classifying and prioritizing of vulnerable populations and essential workers. This collaboration was crucial in bringing the vaccine to our guests and staff in early 2021. The Women’s Education Center truly meets our guests where they are—and gives them the opportunity to learn, achieve and plot their own paths forward. All our classes are free. Students are not required to pass any tests to enroll, enabling them to learn at their own pace as they progress through curriculum levels. The pandemic posed challenges for our Women’s Education Center, but turning to online technology and smartphone apps, we were able to serve 130 students remotely, through Zoom, an online app called Cell-Ed and teaching calls.

Founded by Kip Tiernan in 1974, Rosie’s Place is the first emergency shelter for women in the United States. Our mission is to provide a safe and nurturing environment to help poor and homeless women to maintain their dignity, seek opportunity and find security in their lives.
