Dear Friends, This pandemic has brought on so much change in our lives but the one thing that remains a constant is the community’s embrace of Rosie’s Place. We are grateful every day for your solidarity. Never before in our 46-year history has this mission been as critical as it is today. And never before has it been tested in the ways that it has been over the past seven months. In March, for all of us, the world became a lot more frightening, and the charge upon Rosie’s Place, to keep our doors open and our guests safe, became much more significant. While the manner in which we offer our help today may look different than it did before the pandemic, we remain a lifeline for the women who turn to us. We adapted every program and support we offer to allow for maximum safety without sacrificing quality. From the health screening at our front doors, to enhanced hygiene and cleaning procedures, to a strict adherence to masking and testing protocols, we examined and reimagined every interaction and experience to ensure guest and staff health. We established a remote call center so that our staff—who work with guests on wide ranging issues from back rent and utility arrearages to mental health support, legal advice, and job and housing search—are able to help women with whatever they need from wherever they are when they call us. So that women like Yvonne can access transformative, tangible help that is also convenient. A busy single mother with three children enrolled in remote schooling, we first heard from Yvonne when her hours were reduced at work. She can’t afford her rent now and is worried about how she’ll keep the lights and heat on this winter. Rosie’s Place sees women like Yvonne every day and we’re determined to help each of them. To do this, we ramped up our advocacy efforts, and quickly pivoted our services. We added money to our budget to meet the needs that only continue to grow. In March, we relocated our food pantry outdoors. Within weeks we saw that hunger was skyrocketing and in response we doubled our capacity—so that 250 women now visit us each day. That’s thousands more women over the past seven months than we saw in all of 2019. Meals in our dining room are served socially distanced and are available throughout the day and to-go. Whenever a woman comes to us, a hearty meal awaits her. We’ve always recognized that hunger can exist in more than just the body; the soul too requires nourishment—and while current conditions prohibit gathering in the ways we once did, there is still music and art and laughter and joy and genuine connection that is forged with the women who spend their days with us. Women like Grace, who until just last month was staying in our Overnight shelter. Grace is an elderly woman who we first met four years ago. When she began working with us, she found a fresh start, which led her to permanent housing. Grace was one of 20 women whose typical three-week stay we extended indefinitely during the pandemic. In this way we can help the women in this program find lasting solutions and also keep them safe, so they don’t face the dangers of close contact with hundreds of other homeless individuals on the streets or in shelters. To date, not one of our overnight guests has tested positive for COVID-19. And we do all of this—and more—without sacrificing any of our core philosophies. Advice without judgement, welcome without restrictions, respectful care and compassion—these values are the bedrock of all we offer. And we truly couldn’t do all that we do without you. You stand beside us. Because you believe, as we do, that our guests deserve safety. They deserve security, opportunity, and above all dignity. SANCTUARY Homeless women spend their days figuring out where they will sleep that night and their nights worrying about how they will make it through tomorrow. Rosie’s Place’s Overnight Program provides not only emergency shelter for 20 women for three weeks but sanctuary as well. Guests arrive feeling fearful and weary but soon find the security of a safe bed, welcoming staff and support for what they may do next. From July 1, 2019 through March 15, 2020, our Overnight Program provided 375 stays to more than 200 women.
When the COVID-19 pandemic struck Boston in March, we extended indefinitely the stays of the women sheltering with us. In this way we’ve been able to offer continuity and safety for women whose already uncertain futures were upended by the onset of the virus. Comprehensive housing search plans have been developed for each guest with Housing Search Specialists, who will work with them to overcome hurdles such as past evictions and credit problems. Should guests secure other housing and move out, we have established quarantine and testing procedures to ensure new guests are safely introduced to the existing community. We strive to make our shelter a healthy and comfortable place to stay. To counter the challenges created by social distancing and stay-at-home recommendations, we provide iPads, books and activities to our guests to keep them engaged and entertained. We also offer our guests the services of our mental health clinicians for both in-person and over-the-phone sessions.
Our Wellness Center is staffed by a collaborative of volunteer doctors, nurses and medical students from Regis College, Health Care Without Walls and Boston Healthcare for the Homeless Program. Marking its 25th year of service in FY2020, our Wellness Center is often the only place where women are able to receive medical attention or advice, due to systemic barriers to care for poor people. In nearly 2,500 guest visits through March, Wellness Center staff provided wideranging health care services, including routine vital signs checking, monitoring of guests’ chronic illness, immunizations, pregnancy testing, dental referrals and addiction services.
Following the onset of the pandemic, our Wellness Center services transformed into medical screenings for each guest who visits our facility. Our partner Health Care Without Walls helps us to screen guests for fever, cough and other COVID-19 symptoms. With their expertise, we are able to keep up-to-date health logs for contact tracing and, should any coronavirus symptoms be discovered, are able to refer guests to nearby medical services for testing or treatment. Additionally, our Wellness Center partners provide daily medical outreach and twice-weekly general health services to our vulnerable guests. Since March, nearly 1,000 health screens are conducted weekly.

SECURITY Our guests have always struggled with hunger. Before the onset of the coronavirus pandemic, 9% of Massachusetts households experienced food insecurity; currently that figure has soared to a staggering 38% of residents. Right now, our food programs are more important than ever to women who are desperately trying to get by. From the first day Rosie’s Place opened in 1974, our inviting Dining Room has offered poor and homeless women a warm meal in a friendly, non-institutional setting, 365 days of the year. From July 1, 2019 through March 15, 2020, we served women and their children close to 70,000 nutritionally balanced breakfasts, lunches and dinners.
When the stay-at-home order went into effect in Massachusetts, our Dining Room prioritized serving homeless women. They come to Rosie’s Place tired and hungry, so we ensure that they have access to food all day long: healthy snacks, fruit, boxed lunches and hot dinners, available to eat at a safe social distance in our Dining Room or prepared to-go. As the number of women who find respite and support with us increases, so does the need. Our staff currently serves approximately 170 meals and hundreds more healthy snacks daily, close to 20,000 meals for the period from March 16 to June 30, 2020. Together, we served nearly 90,000 meals over the year. Our Food Pantry welcomed an average of nearly 2,100 women each month for a total of close to 17,800 visits through mid-March. Guests were able to take home 20 to 30 pounds of groceries they will use to prepare healthy meals for their families.
As a result of the pandemic, our pantry began serving more food-insecure women and their families than ever before. Many of our guests are out of work and, with additional family members sheltering with them, food budgets are stretched to the limit. For safety’s sake, we moved our pantry distribution area to our front parking lot, which allows for socially distanced pick up of two bags of groceries by women who are struggling to get by. We provide fresh meat, dairy, fruits, vegetables, nonperishable staples, household supplies and face masks to 250 women each day to help feed the more than 700 members of their households. From March 16 through June 30, 2020, we accommodated 13,054 visits, for an average of 3,729 women each month.

ADVOCATES To provide Advocacy for our guests, Rosie’s Place employs nine full-time multi-lingual staff. Advocates assist with needs such as housing, health and wellness care, educational and employment opportunities, clothing, transportation, and emergency funds for eviction prevention, utility arrearages and prescriptions. Whether a guest is seeking urgent assistance or long-term help with a complicated issue, our Advocates are there for her. Pre-pandemic, our Advocacy department logged more than 10,000 appointments. We also connect our guests to specialists who can help with more specific problems: a social worker from the Department of Mental Health, a Recovery Support Navigator providing support with substance use disorders,

and two Housing Search Specialists. By bringing this expertise in-house, we are able to tailor our services to the needs of our guests, all in one location. Over the course of FY2020, our Mental Health Clinicians provided nearly 4,000 in-person and over-the-phone sessions with guests who struggle to access and maintain consistent therapy. While our Advocates are continuing to meet on-site at a social distance with homeless guests or with women utilizing our Food Pantry, the majority of our Advocacy appointments since March 16 have been conducted either online or over the phone. Our Advocacy Helpline receives as many as 100 calls a day from women who have lost their jobs and are unable to pay their rent and utilities, women
late with rent whose landlords are threatening eviction and women behind on mortgage payments fearful of losing homes they worked so hard to attain. Since the start of the health crisis, Advocates responded to nearly 4,000 calls seeking our assistance, for a yearly total of close to 14,000 appointments. From information and resources to full representation, our Legal Program offers guests a spectrum of legal services that address housing issues, family law, immigration, CORI sealing, employment issues, debt and benefits. In order to provide the most comprehensive help we can, we contract with Greater Boston Legal Services and Rian Immigrant Center. From the start of the fiscal year through mid-March, Legal Services staff provided nearly 1,000 consultations to guests. In recent months, our Legal Program services transitioned to a remote platform, moving from in-person to online and phone assistance. The staff has focused on a host of housing issues made even more complex by the pandemic. Often challenged by language barriers and technology, and experiencing harassment from landlords and creditors, our guests feel alone and overwhelmed. We ensure that they understand their rights and can manage expectations during an eviction moratorium. With our legal partners, we assist our guests with online applications and Zoom court dates and advocate on their behalf with the courts and landlords. Following the onset of the coronavirus, our Legal Program staff fielded more than 200 calls, for a total of more than 1,100 consultations for the year.
At Rosie’s Place, Public Policy efforts are twofold: to advocate at the state level on issues that directly affect our guests’ lives and to involve and empower guests in making change through the political process. In addition to working on legislative campaigns to improve conditions for our guests, we frequently host candidates and elected officials, giving them and their Rosie’s Place constituents a chance to interact. In 2020, we launched the Rosie’s Place Action Network, an online tool through which we are able to quickly alert members when legislative support is needed for issues that affect our community. This has proven to be an immediately impactful means of garnering support, facilitating 300 actions. Throughout the pandemic, our legislative advocacy has responded to the crisis by advocating for housing stability, emergency paid sick time, federal funds for housing and hunger programs, financial assistance for low income families, and equitable COVID-19 response for those in the emergency shelter system. We also ensured that nearly 750 guests were counted in the census and we are reaching out to guests to encourage voting in upcoming election.

OPPORTUNITY Our Women’s Education Center (WEC) offers free English as a Second Language (ESOL), Literacy and computer and iPad classes in our Computer Lab to women who’ve emigrated to the U.S. from countries all over the world. Again this year, students participating in our winter Writing Café contributed stories to the fifth book of their collected writings, Living Our Passions, Breaking Down Walls. Through mid-March, WEC provided 375 women with an opportunity to improve their skills and increase their self-sufficiency. In the wake of the pandemic, Rosie’s Place was forced to halt our spring in-person education courses, which are led by close to 100 volunteer teachers. From March through June 2020, we reached out to our many students to check on their well-being and connected them with services. During this time, staff also researched viable remote learning technology options, as many students lack the computers and/or computer knowledge to use traditional online education tools. The result is an innovative, multi-
pronged approach to teaching for the fall semester, with Zoom ESOL classes for tech-savvy students and equipment provided to those who need it; a brand new phone-based curriculum; and subscriptions to a lowbarrier remote learning software for students with the technology and know-how to utilize it. Our full-time Employment Specialist helps guests apply for, acquire and keep gainful employment in the community. From job sourcing to helping with resumes and mock interviews to offering job readiness workshops and computer trainings, the Specialist supports guests as they enter or re-enter the workforce. Last year, the Specialist accommodated nearly 700 sessions with guests either in-person or by phone. Since March, COVID-19 has brought massive unemployment and high occupational health risks to many of the women we serve. To meet this need, our Employment Specialist helps our guests to navigate unemployment benefits and seek work in new fields.

COMMUNITY Through our Housing Stabilization program, we focus on building long-term support and solutions for our guests who struggle to stay in their homes. For many, mental illness, physical disabilities or language barriers may interfere with a successful tenancy. Essential household responsibilities such as paying bills, housekeeping or mediating disputes with landlords and neighbors can become overwhelming and ultimately sabotage a woman’s housing. Of the 58 guests receiving home visits from our Stabilization and Community Health Outreach staff last year, 100% remained housed and stable.

Our Stabilization Workers regularly speak with each guest to maintain a support system that might include referrals for mental health treatment, substance abuse treatment, job placement, housing assistance and primary health care. Rosie’s Place is also able to provide direct financial help to prevent eviction and utility shutoffs, assist with transportation and purchase household items such as cooking utensils and furniture. For so many guests in this program, their isolation is especially difficult now. Our frequent conversations to offer support in any way we can— and sometimes just to listen–provide guests with a sense of security knowing that Rosie’s Place is here for them.
Our innovative Community Collaborative brings the resources of Rosie’s Place to underserved communities of women in the Boston area. Partnering with more than 50 Boston Public Schools (BPS), our School Collaborative offers mothers of children attending these schools the same advocacy services they would receive if they were to come to Rosie’s Place—help with groceries, housing and job search, transportation and more. From July 1, 2019 through March 15, 2020, we provided nearly 2,200 appointments with mothers seeking our help. Since mid-March, we have been receiving online referrals and many calls from BPS staff and parents, who are struggling during this challenging time. Our work to connect with and help these mothers and families continues. Our Court Collaborative, which provides an on-site presence at nine different court locations, accommodated more than 1,000 visits in FY20 through March 15 to women we encounter who are court involved as victims, offenders or witnesses. In federal, district, and municipal courthouses and mental health and homeless courts, our staff provide individual support to women who are facing myriad issues related to poverty including eviction, utility shut off and food insecurity. With court closures during the pandemic, our work at local courthouses has been suspended, but our partnerships endure. We know that when courts re-open, the backlog will be extensive and the challenges to access and navigate a changing judicial system will be daunting for poor and homeless women. We will be there to help them for as long as they need us. Due to the health crisis, courthouses and public schools were closed statewide. In response, our Community Collaborative Advocates combined their expertise with the Advocates at our main facility and—together—addressed nearly 4,000 calls seeking our assistance from March 16, 2020 through June 30, 2020. Our Friendly Visitor program connects volunteers with women living in nursing homes, hospitals or home-bound who are isolated and unable to come to Rosie’s Place. Volunteers make regular phone calls, write letters and when possible, make socially distant visits to the same woman, providing friendship and companionship. This year, more than 60 marginalized women received regular visits from our dedicated volunteers. We are so grateful for our Friendly Visitors and our entire volunteer network who works alongside us to improve the lives of our guests. It is hard to overstate the value of our dedicated friends: from July 1, 2019 through March 15, 2020, volunteers donated almost 39,000 hours of service in the Dining Room, Food Pantry, Women’s Education Center and other programs throughout Rosie’s Place. The coronavirus outbreak in March necessitated a pause to on-site volunteering in order to maintain social distancing and effective safety precautions to protect the health of our guests, staff and friends. In response, we worked to create alternative, safe ways for the community to support our work. As always, our wonderful volunteers stepped forward to help, making and donating thousands of masks, contributing items on our Food Pantry wish list, starting their own virtual food drives and assembling care packages. We surely feel the absence of our valued volunteers and look forward to a time when we can welcome them back.
