Welcome to the latest edition of the City of Roseville Parks, Recreation & Libraries experience PRL!
I’m honored to welcome you to my first Experience PRL publication as Roseville’s new Parks, Recreation & Libraries Director. It’s a privilege to join a community that values parks, recreation, libraries, and the many ways these services bring people together. I look forward to meeting our residents and building on the outstanding programs, parks, and library services that make Roseville such an exceptional place to live.
Whether you’re discovering a new class, signing up for a favorite sports league, exploring one of our beautiful parks, or picking up your next great read, this guide is your invitation to connect with everything that makes Roseville vibrant and welcoming.
Our parks, recreation programs, and libraries are more than services, they’re places where neighbors connect, children grow, families make memories, and our community comes together. Each season offers new opportunities to stay active, learn something new, and experience the spirit that defines Roseville.
Inside these pages, you’ll find programs, events, classes, and activities for every age, interest, and ability from youth sports and enrichment to fitness, cultural arts, aquatics, outdoor adventures, special events, and lifelong learning. Our libraries continue to provide innovative programs, valuable resources, and inspiring spaces for all.
As Roseville grows, so does our commitment to exceptional parks, facilities, recreation opportunities, and library services. I’m inspired by the dedication of our talented staff and volunteers, who work each day to create meaningful experiences that enrich lives and strengthen our community.
Thank you for welcoming me to Roseville. I invite you to explore this guide, try something new, revisit a favorite activity, and enjoy the many opportunities available throughout our city. I look forward to meeting you in our parks, recreation facilities, community events, and libraries in the months ahead.

Building a lifetime of LEGO® Building a lifetime of LEGO®
When Recreation Coordinator Jon McElroy was six years old, his parents bought him his first LEGO® set: a pirate ship. Decades later, he still remembers it. “If I had not opened that package, that pirate ship would be thousands of dollars today,” Jon laughed. Of course, keeping it sealed was never the point. For Jon, building has always been about creativity, problem-solving and the joy of creating something from the ground up.
What began as a childhood pastime has grown into a serious hobby. Today, Jon owns more than 200 sets and estimates his collection contains well over 200,000 pieces.
While many people think of the colorful bricks as children’s toys, Jon says the hobby has evolved significantly in recent years. “There’s a set for everyone,” he said. “Whether you’re into architecture, cityscapes, pirates, space, movies or photography, there’s something out there that connects to your interests.”
For Jon, part of the appeal is nostalgia. Sets inspired by franchises like Star Wars, Lord of the Rings, Marvel and Nintendo allow him to revisit favorite memories while creating impressive display pieces. But collecting is only part of the experience. “I enjoy putting on some relaxing music and sitting at the table and just building,” Jon said. “It’s like my yoga. My mindfulness comes in building
“Little did I know at age eight, I was building skills for my career”
That focus and attention to detail have also carried over into his professional life. “Little did I know at age eight, I was building skills for my career,” Jon said. “That attention to detail would make me able to do some of the things I do in my work today, seeing events through, seeing programs through, managing facilities and all that kind of stuff.”
When he’s not coordinating recreation programs and facilities for PRL, Jon can often be found working on his next project alongside his wife and twins. What started as a solo hobby has become something the whole family enjoys. “My wife builds, my son builds and my daughter builds,” Jon said. “The four of us are into it together.”
One of Jon’s favorite aspects of building is the sense of accomplishment that comes from completing a set. “I like the challenge,” he said. “And at the end of it, you get these really cool things that people look at and say, ‘Oh my gosh, that’s amazing.’”
For Jon, LEGO® is more than a hobby. It is a way to relax, connect with family, revisit favorite memories and continue building new skills, one piece at a time.

Roseville PRL is one of the best in the country, for the fifth year in a row! Roseville PRL is one of the best in the country, for the fifth year in a row!
For the fifth consecutive year, Roseville Parks, Recreation & Libraries (PRL) has been named a finalist for the National Gold Medal Award for Excellence in Park and Recreation Management, one of the highest honors in the parks and recreation profession. The award is presented by the American Academy for Park and Recreation Administration (AAPRA) in partnership with the National Recreation and Park Association (NRPA).
Roseville is one of only four finalists nationwide in the population category of 150,001–400,000. This continued national recognition reflects PRL's commitment to providing exceptional parks, recreation and library services while enhancing the quality of life for the Roseville community.
"Being recognized as a National Gold Medal finalist for the fifth consecutive year is an incredible accomplishment," said City Manager Dominick Casey. "This recognition reflects the dedication, innovation and collaboration of our PRL team and the City's ongoing investment in creating exceptional places and experiences that enrich the lives of our residents."
PRL Director Jill Nunes said the recognition belongs to the people who make the department's work possible every day. "Being named a finalist for the fifth year in a row is a testament to the passion and commitment of the entire team," Nunes said. "Whether we're maintaining parks and trails, creating meaningful recreation opportunities, inspiring lifelong learning in our libraries or bringing neighbors together through community events, PRL staff are focused on making a positive difference. It's an honor to see that commitment recognized on a national level."
Roseville PRL manages more than 90 parks, over 4,000 acres of natural areas, three libraries, three pools, two golf courses, a Native American museum and 20 school childcare sites. From storytimes and swim lessons to senior fitness classes and cultural arts programs, PRL offers a wide variety of services designed to meet the needs of residents of all ages and abilities.
The 2026 National Gold Medal Award winners will be announced in October during the NRPA Annual Conference.

Creating wellness, connections and community at Mahany Fitness Center
From fitness classes and kids camps to community events and sports leagues, there’s always something happening at Mahany Fitness Center. Behind every workout, basketball game, birthday party and special event is a dedicated team working to create a welcoming place where people can stay active, connect with others and feel at home.
“The center is staffed by me, two Recreation Leaders and around 15 part-time Customer Service Specialists who keep the facility running from early morning through evening hours, seven days a week,” said Recreation Coordinator Madeleine Jones.
While many people know Mahany Fitness Center as a place to exercise, the facility offers much more. “We have a little bit of everything going on here,” Madeleine said. Members use the fitness room, join dance classes and play volleyball in the gym while seniors gather for daily activities through the FAB Club. The center also hosts PRL programs, summer camps, community fundraisers, special events and sports on the all-weather field.
Beyond fitness, the center helps residents improve their physical and mental wellbeing while providing a place where people feel connected and supported.
“My team really thrives on making a positive impact and making someone’s day better.”
“The team is here to help with whatever you’re looking for,” Madeleine said. “We’re excited to be here every day. We’re excited to talk to you. My team really thrives on making a positive impact and making someone’s day better.”
Creating that welcoming experience takes a team working behind the scenes every day. Team members help residents register for programs, answer questions about Parks, Recreation & Libraries services, prepare rooms for classes and events, set up sports activities, support rentals, assist with memberships and help keep the facility running smoothly throughout the day.
“I think the biggest surprise would really be just the breadth of knowledge that our team has,” Madeleine said. “We’re able to help anyone who calls or walks through our doors. Whether it’s related to PRL or helping connect someone with another City service, we’ll help them find what they need.”
For many team members, the most rewarding part of the job is building relationships with the people they serve. Some staff members have worked at the facility for nearly a decade, getting to know members by name and becoming part of their daily routines. “The staff love interacting with the members just as much as the members love talking with the staff,” Madeleine said.
That sense of community was especially evident during Mahany Fitness Center’s 25th anniversary celebration last fall. The event featured a member wall showcasing photos and stories from people who have been using the center for decades. “It made me realize how many people have actually been coming here for 25 years,” Madeleine said. “The community here is very close.”
It’s those lasting relationships, built one workout, one conversation and one shared experience at a time, that make Mahany Fitness Center much more than a place to exercise. It’s a place where community comes together.

Celebrating 15 Years of Operation Swim
A bright new swimsuit. A soft towel. And thousands of smiles.
For the past 15 years, Operation Swim has helped remove barriers for Roseville families by providing nearly 3,500 children with a new swimsuit and a towel through Parks, Recreation & Libraries.
But what many people don’t know is that the program began with one employee simply noticing something others had overlooked. In the summer of 2011, while visiting Johnson Pool during a free Family Swim Night, Kate Rebello, who was the Recreation Supervisor at the time, noticed many children swimming in shorts and T-shirts. When the evening ended, they climbed out of the pool in their wet clothes, often without towels to dry off. “I just saw that there was an immediate need, and I wanted to help solve it,” said Kate, who started Operation Swim.
The next morning, she sent an email to Parks, Recreation & Libraries staff asking if anyone had swimsuits their children had outgrown. She hoped to collect enough to help a few families. Instead, the response was overwhelming. Staff donated dozens of swimsuits and towels, to creating the very first Operation Swimsuit boutique outside Johnson Pool, where children could choose a swimsuit to wear…and keep. “I can picture in my mind that table
and then the kids going to try on their swimsuits and then they would come out and they would show me, and they were just grinning from ear to ear.”
That simple idea quickly grew into something much bigger. As staff recognized that families who couldn’t afford swimsuits often faced barriers to swim lessons as well, Operation Swimsuit evolved into Operation Swim, expanding its mission to help children become safer and more confident around water. Today, through PRL’s Scholarship Program, eligible families receive swim lessons along with a new swimsuit and towel, ensuring children have everything they need to participate.
Recreation Supervisor Alisha Moyer helps carry that mission forward. “It’s incredible to see how excited families are when they arrive at Johnson Pool,” Moyer said. “They recognize the yellow shirts, and they know what the night means. We’ve watched families come through Operation Swim and our scholarship program, giving children the opportunity to swim, take lessons and build confidence in the water.”
Operation Swim continues because of the generosity of City employees, community partners, local businesses and residents who believe every child deserves the opportunity to feel comfortable, included, and safe around water.
As Kate looked back on the program’s legacy, she reflected on a quote that still inspires her. ’To the world, you might be one person. But to one person, you might be the world.’ “As one person, you can make a difference in a kid’s life,” she added.
“To the world, you might be one person. But to one person, you might be the world”
Fifteen years later, that one idea has become nearly 3,500 opportunities for children to jump into the water with confidence, and a reminder that one act of kindness can create ripples that last for generations.
