May 16, 2021 Dear Andy, I want to congratulate you on your ten-year run as the Director of the Rose Institute!

My ten-year run was so much easier than yours. The founding director of the Rose Institute, Alan Heslop, established a model where outside consultants (CMC alumni David Huntoon ’66 and Steve Frates ’68) secured outside grants and contracts for the Rose Institute and then worked with Rose Institute students to carry out these projects. As director, I enthusiastically embraced this model and relied heavily on it. (I was, in Max Weber’s words, the routinization of charisma.)

One set of examples: David helped the Rose Institute to secure during my tenure as director 42 projects in Indian Country. I accompanied David to many of the negotiations of these deals that David, because of his extensive contacts with tribal leaders, would then secure and that, thereafter, David and Steve would, as supervisors of the work of Rose Institute students, ensure the delivery of actionable results to these clients.

By the time you became director, Steve had moved to Pepperdine; and David who already suffering from cancer, was unable to serve you as he had served me, and would soon – far too young – die.

That meant you had to re-invent the Rose Institute. You had to come up with a new “business model.” You did that brilliantly. One example: You re-made the Rose by producing videos that showcase Rose students explaining the details of the numerous constitutional and legislative ballot initiatives that appear on every primary and general election in California. What a great idea!

I admire how you have contributed to the sterling reputation of the Rose Institute, resulting in so may CMC students wanting to become “Rosies” and adding to CMC’s reputation as the nation’s finest liberal arts college focusing on public affairs.

I know I had the privilege of serving as student manager during Dr. Busch’s first full year as director and our first year in the Kravis Center. I have fond memories of Dr. Busch’s extraordinary patience with me when I lobbied for budget to roll out a new online project management system, evangelized it to both students and senior staff, then abandoned it just a few months later in favor of a different tool that I realized I liked better. In characteristic Dr. Busch fashion, he laughed it off and signed off on the new tool, just as he did approving framed maps to decorate the office and as many of us wrote our senior theses on the Rose computers. The details of any particular project are long lost in my memory, but Dr. Busch’s kindness and cheerfulness remain.

I just wanted to say a big “thank you” to you Professor Busch for taking a chance on a Canadian like me, allowing me into the Rose. Those four years were incredibly formative in my life. I know I’m going to continue to derive lessons from them and I will think fondly forever both on your smile, which was always ever-present in the Rose Institute on that fourth floor. I will always remember our experiences together running Slido and mastering that software together. And I would also say just the formative classes and conversations I’ve had with you, either dropping in to your office just to discuss something that’s on my mind or something related to thesis topics or, even just that class we took together from working remotely in DC that semester. All these experiences I’ve had with you were really amazing. I’m grateful I got to spend time with you while you were the director of the Rose Institute and I know you will leave the Rose a better place for it. So, I just want to say thank you again from me, and the other Canadian, Sevion. I really hope to see you again soon, Professor, in person, hopefully next year. But otherwise, I know you will be leaving the Rose Institute better than you left it. So thank you, again for taking a chance on me – I’m so grateful.

Working at the Rose was easily one of the major highlights of my undergraduate experience, and I am grateful for Dr. Busch’s leadership over the past 10 years. The Rose undoubtedly is a serious research institute that produces top-tier policy analysis and is rightfully demanding of its students. Nevertheless, Dr. Busch has made the Rose an enjoyable place to learn and grow, whether it is his friendly, approachable demeanor, or enthusiasm for Rose traditions such as the annual kickball game against KLI. Dr. Busch taught my very first government class at CMC (Gov. 20) which had something like 5 students in it. Despite the smallness of the group, he brought such energy and joy into teaching the class that I decided to switch my major from Psychology to Government - and apply to join the Rose Institute that next year. Dr. Busch was one of my favorite professors, not only because of his vast knowledge on the subjects he taught (he literally wrote our textbook), but also because you could tell he really loved to teach - and he deeply cared about his students.

During the summer after my sophomore year, I wrote an op-ed about being sexually assaulted on campus and called for men to step up - both in support of women and to confront other men about their behaviors. Dr. Busch emailed me within a few hours of its release with congratulations and support for my op-ed. It meant so much to me at the time to have a male professor respond as such, and speaks to Dr. Busch’s character and compassion for his students. I’m sure he will be missed by all Rosies!

It's difficult to imagine my time at the Rose without the infamous pizza nights with Dr. Busch!

I always enjoyed getting to chat informally with him, and that tradition was certainly the highlight of my onboarding experience. While I'm sure that students will miss Dr. Busch popping his head into the student workroom to say hi, he's left his mark on the Rose and will be remembered for years to come. Dr. Busch, I wish you the best in your future endeavors!

Professor Busch was a mainstay of social and intellectual life at the Rose Institute. His commitment to the Institute, the students, and to the CMC community as a whole, seemed to consistently animate his rhetoric and priorities. I particularly appreciated his accessibility and willingness to discuss a variety of issues; from current events to political theory, Professor Busch always had an insightful opinion. On top of his kind and caring demeanor, he could always bring the house down at Rose karaoke by singing the Boogie Woogie Bugle Boy — a unique pairing that perfectly captures the spirit of Professor Busch. Congratulations and thank you to Professor Busch!

Professor Busch was a huge part of my experience at the Rose and at CMC. I learned so much from collaborating with him on projects, particularly his presidential primaries research for his book. I loved going to the Reagan library with him and participating in a simulation of the Presidential situation room (and listening to Hamilton and Glenn Miller on the drive back).

Although he was not my thesis reader, Prof. Busch generously recommended books to me for use in my thesis—and lent me his copies when they were unavailable from the library.

The Rose is losing a friendly, caring, and kind presence, and I am proud to have been a student during the Busch Administration.

Dear Dr. Busch, Thank you so much for all you did at the Rose! You were an impressive force, balancing both being a kind and joyful presence at the Rose with also being a thoughtful, productive, and perceptive director.

I enjoyed working on the Federalism project with you, as well as helping you with research for your book. It was very impressive to see your ability to understand the intriguing elements of any topic firsthand. You always seemed to know where to prod and what to explore further. As Associate Student Manager, I also saw in our staff meetings just how well you could pin down what topics needed to be covered and how exactly to effectively do that.

In addition to your impressive handle over the Institute’s needs, I was so happy to see your nearly constant smile and laugh. You brightened the holiday party and made it clear that you wanted our experience at the Rose to transcend research. You seemed to make sure that we also enjoyed our time there and had fun with our fellow research assistants.

We are so grateful for the supportive and collaborative environment Dr. Busch fostered at the Rose. Dr. Busch helped to create opportunities for creative and independent thinking and was always open to supporting student initiatives. Much of our senior year was mired by conflict as the discussion regarding safe spaces unfolded that fall semester. It was a politically and emotionally fraught time and all three of us landed on different sides of the issue. We’re grateful for the support and kindness that Dr. Busch showed each of us at different points in our CMC careers to help us navigate that environment. Earlier, he had approved funding for Jessica to attend CPAC with Hannah, a truly “out there” experience for Jessica and an opportunity for Hannah to feel supported and connected with a friend who she knew diverged from her politically. Later, searching for levity, Shannon came up with the idea of creating shirts for the Government department. When pitched this idea, Dr. Busch ran with it whole-heartedly. And though seemingly trivial, we appreciate the fond memories and the interconnectedness of that physical memento of our time at CMC (and Bryn Miller actually ran out of a house in Salt Lake to greet Jessica because she recognized that shirt). Under Dr. Busch’s stewardship, the Rose was a place where we could grow as individuals, as scholars, and as friends. For that, we are infinitely grateful and wish him the best in his new adventure!

Dear Dr. Busch, When I first came to the Rose Open House, I remember being introduced to you. From that first interaction, I could see your passion for the Rose as you discussed the student development and work opportunities afforded to all employees. I was fortunate to see this passion come to light over the past four years at the Rose. Your support, mentorship, guidance, help, and encouragement has inspired me to follow my passions and challenge myself.

Having the ability to work under your leadership as Project Manager of the Federalism team was a time I will forever cherish. In this role, it was a pleasure having the opportunity to learn from you and discuss the future of Federalism. I remember our first meeting after I was appointed Project Manager. In that meeting you discussed your desires for the project but also asked me what I considered as vital research to conduct. This immediate trust in my ability to lead was a testament to the faith you had in me.

Your knowledge set and leadership helped make me a better leader and worker. I undoubtedly would not have been able to grow as leader, researcher, and individual at the Rose if it wasn’t for you. Thank you for being there every step of my Rose journey! It was an honor being able to work under your tutelage and I am extremely grateful to also have you as my Federalism advisor.

I will forever be grateful for your wisdom, encouragement, and support. Your advice, mentorship, humor, directness, and knowledge have been a tremendous help to me throughout my Rose career and I look forward to staying in the touch in the future. All the best in your new endeavours.

Thank you for serving countless students as the director of the Rose Institute for the past decade! I look fondly back to my years at CMC, and the memories from the Rose Institute are those I recall most vividly. As a wide-eyed, eager student research assistant, it was a privilege to get to work with you and the other senior staff on research projects like the SoCal Almanac, the Video Voter Series, and the Inland Empire Outlook. It gave me some of the very first “real” research experiences in public policy and government that fueled my interest in this field, which eventually led me to the Kennedy School and now GAO. I’m so thankful for the ways you invested in the growth of the student staff at the Rose, and it has truly made a difference.

I remember hopping onto a Zoom Rose lunch in my New Hire semester, having met no one at the Rose prior to being hired. Of course, there’s no easy way to navigate a casual lunch over Zoom with strangers. Still, you made it effortless as you talked and joked about your grandkids defying laws of nature, teaching, and COVID19 policy issues. This conversation was my real first welcome to this institute that is close-knit, thoughtful, and collaborative.

I still remember the interview process. Before then, I had only ever interviewed for two jobs: Staples (which was successful, but the hours didn’t work out) and Wingstop (which was not successful). I was terrified, but you helped put me at ease.

I still remember finding out that I secured the job. I actually keep the voicemail on my phone! You were so gracious when I showed up to my first training, despite my nervous stuttering and all.

I remember all those days like they were yesterday.

Better yet, in the days that followed, I have always felt supported and excited, no matter what sort of work I had on my plate. Even though the Rose is a short walk away from Pomona, I have always felt at home in the workroom and even in all our Zoom functions.

All of this is thanks to you. I wish you the absolute best, and I am confident that we’ll stay in touch. After all, I picked up Reagan’s Victory from Claremont’s Sanctuary Bookstore: when I finally get around to reading it, I’ll be sure to let you know!

Between the work at the Rose Institute and the Public Policy Since the New Deal class, I have gained a much better understanding of policy and the policymaking process than I could have ever imagined. With a heavy heart, we bid farewell to Professor Andrew Busch in his capacity as the Director of the Rose Institute. In his tenyear term, Professor Busch spearheaded a new direction for the Rose as a nonpartisan institute focused on student development, collaboration with local stakeholders, and high-level undergraduate research. Internally, the Rose blossomed into a strong community featuring a robust new hire training program, a priority on mentorship, and strong student-faculty relationships. A celebrated professor and scholar, it was an honor to have Professor Busch serve as the Director of the Rose Institute and we cannot thank him enough for his lasting impact on generations of Rose students and the Institute itself.

Professor Busch will, of course, remain a partner of the Rose Institute in the coming years. Under the leadership of Professor Ken Miller, we are excited to engage students through faculty-led research and Professor Busch will continue to work with students on new, exciting projects.

Andy Busch had a remarkable record of accomplishment at the Rose Institute, the college, and in his profession during his ten years at the helm. While ably directing ongoing programs and new initiatives at Rose, he also regularly contributed his wisdom to faculty governance at the college and managed, during seven of those years, to provide steady and prudent leadership as chair of the college’s second largest academic department. And if all this were not enough, he somehow found the time to author or coauthor eight books on American politics. An outstanding decade of achievement!

By the time I became Director of the Lowe Institute, Andy had been in charge of the Rose for several years. Our joint off-campus conference wasn’t working for the Rose Institute but it was something I couldn’t let fail just as I walked in the door. Instead of simply walking away, Andy worked with me to revamp it into an on-campus conference. This entailed a fair bit of financial and reputational risk and I am grateful that Andy was willing to take a chance on my ability to come through. During the two years that we put on the conference together, there was a lot of work, a fair bit of uncertainty and stress, and a lot of meetings. Despite that stress, Andy was always affable and gracious, making it an enjoyable working relationship. Thank you, Andy!

I have been so lucky to work with you over my years in the dean’s office! I remember the first piece of advice you gave me: meet with the institute directors one-on-one before you get everyone together in a room together. Good advice! Those were my best meetings. Running through old memos about the institute assessment and plans for the Kravis building, your name kept coming up again and again. I remember you at a faculty meeting in the Bauer Founders Room going over changes to the Faculty Handbook on overhead slides!

Andy, you have done so much for CMC over all of these years! It has been a real pleasure to work with you and learn some tools and tricks of the trade from you. I admire your integrity, high standards and genuineness. Thank you for everything!

From my own projects overseen by the Institute I know of the great work the Institute did providing valuable services to external organizations across the State of California, advising on good public policy, providing information for voters, and so much more. October 13, 2021 Dear Andy, I have great admiration for your decade-long directorship of the Rose Institute and I’ll always be thankful for the chance to work so closely with you over the past ten years.

My admiration for your leadership runs deep. You skillfully steered the Institute through a difficult transition when it became clear that our old reliance on consultants and contracts was no longer viable and needed to be replaced. You created a new model that enhanced the Institute’s reputation for objective, relevant public policy research; gave students excellent learning experiences; and contributed to the college’s intellectual life—all while balancing our budget.

The new model’s strengths included high-quality, publicly-accessible research on criminal justice, federalism, elections, and more; in-depth analysis of issues facing the Inland Empire and the broader Southern California region; and more sophisticated presentation and delivery of content. This new direction expanded opportunities for students to work with faculty, Board members, and other senior mentors, while also giving them chances to develop their own research interests.

As part of this transition, you skillfully reduced the weight of the Kosmont Cost of Doing Business Survey, making that legacy project more sustainable while preserving its essential value.

This key decision allowed you to develop an innovative new hire training program that has deepened students’ political and policy knowledge and helped them gain useful research, analytical, computation, design, writing, speaking, and collaboration skills.

At the same time, you introduced the Rose Institute Speaker Series, which has brought to campus prominent speakers from across the political and ideological spectrum. The series has contributed to the quality and diversity of opinion at the college, often on topics where different voices were much needed. When protesters forcibly blocked access to one of our speakers, you responded with one of the greatest defenses of free speech, free thought, and reasoned debate I’ve ever seen.

It was a critical moment for the Institute and the College and you rose to the occasion with a courageous and persuasive defense of the principles that too often are neglected or abandoned in higher education today.

I especially admire how you worked to develop and sustain a positive culture at the Institute. On senior staff, you collaborated beautifully with Bipasa, Marionette, and me. You established a well-balanced relationship with students, nurturing them and allowing them to assume leadership positions without over-deferring to them. You worked effectively with the Board of Governors and helped strengthen its ranks through the addition of new members. And you carefully tended relationships with other constituencies, including the CMC administration and the Rose alumni society.

Your focus on institutional culture helped form students in positive ways. It is easy to see how, under your directorship, the Institute provided students a master class in politics, policy, and practical skills. More importantly, through your personal example and institutional leadership, you helped shape the character of our students. Over a period of years, all of them witnessed your virtues. They saw a leader who appropriately asserted authority, but never raised his voice; treated everyone from Board members to the newest student hire to the cleaning staff with equal respect; maintained high standards for quality work while also recognizing that our students are talented novices who make mistakes and need both correction and encouragement; exercised sound judgment on even the hardest issues; insisted on fiscal responsibility; stood firm on principle whenever necessary; and added conviviality and good cheer to all that we did.

On a personal note, I am grateful to be able to step into the directorship following such a remarkable run. It is great gift to assume leadership of an organization that has developed a strong reputation for excellence and integrity, is financially sound (and even has a substantial reserve), and, more generally, has the foundation in place for continued success in the future.

Even more, I am grateful for our friendship, which has flourished over the past decade and, I hope, will continue to grow as we work together, at the Rose Institute and elsewhere, in the years ahead.
