Greetings to all and welcome 2013! Your friends, fellow members and staff at FRSA hope that this will be a successful year for our industry and a profitable year for your businesses. To those companies and individuals that are new members, we welcome you to FRSA and encourage you to take advantage of the benefits and incentives that are available by getting involved.

With each new year, we always look to the promise of what tomorrow brings. This year I’m more optimistic than I have been for the last several years. I hope that this will be a good premonition when we look back at the end of the year.

By most accounts the roofing industry and construction in general are on more solid footing and appear to be gaining strength over the course of last year heading into 2013. That’s a positive for all of us as it not only provides jobs for roofing workers at our member companies, but moves products for our suppliers and manufacturers. We have retooled the convention format and activities starting for 2013. We are hopeful that the positive changes will lead to increased attendance and renewed enthusiasm to participate in the trade show and educational opportunities. We will be continuing to provide more detail about the events and education as we get them finalized. We have committed to getting this done and released earlier than we have in many years due to the changes and need to promote them.

On the education side of the house, the Educational Foundation has completed the development of some roofing specific online training courses to add to our offerings.

You can sign up and register for these classes to obtain the CEU credits necessary to maintain your license. These have been a long-time wish list item and we’re glad that we are finally able to get them developed and accredited.

Kudos to the Foundation trustees and staff for making this a priority and getting it done. The great thing about utilizing this online tool is that it’s a win-win for everyone. You get the credits you need from the convenience of your home or office computer and the Foundation gets a little share of the revenue from your fee. Florida Senate and House Adjust Following Elections Whatever happened to the goal of creating less government? Oh yeah – it’s still out there as a campaign promise that is abandoned almost as soon as the election is over. That sounds critical of our politicians, but it is not intended to be just that.

“Less government” is a good sound byte, but it is a monumental, messy, and long-term task that is easy to push aside when you have a long list of other things you can be doing.

We were in a year of “less government” when the Jessica Lunsford Act was passed, and that, even with all good intentions, is a gigantic chunk of government in all the wrong ways that creates so much paperwork and expense that is disproportionate to whatever good it may actually do (and even that is not a sure thing). But it was a political feather in a cap and an emotional response to a horrible tragedy, and that’s a lot of the reason it made it through to become a law.

I heard the other day that someone, somewhere is thinking about creating an energy permit. Wow – what a perfect way to utterly destroy any possible hope for less government in our lifetime.

Before the advocates of all things energy start to write me nasty e-mails and letters, let me explain why I say something so crusty. It’s not that an energy permit is a bad idea, it’s that adding another layer of permit on top of the mess for permits that already exists is like going after a fire with gasoline.

Right now, there are hundreds of different ways Florida’s jurisdictions handle permits. If a construction company works all over the state, it almost has to have a staff that rivals a large publicly traded corporation to figure out what’s needed in all Florida’s counties and cities. The locals will all tell you that they need to have things their own way, but that’s not entirely correct. They certainly could do a lot of things the same way all over Florida, but they just want to be different.

At a minimum, what they could do is list the needed information that is common for all permits and be uniform all

over the state about that. That would not even be so hard to do, but it takes initiative and willingness. Neither is there.

It would be great if local governments would take a few steps toward standardizing what and how they charge for permits and inspections. Even developing a formula for what goes into a permit fee would be a big improvement. And I don’t want to hear about how it’s necessary for some jurisdictions to base permit fees on the project contract amount while others base it on the cost of processing the actual permit because that’s just not true. I dare any county or city to prove to me that a permit fee based on the project contract amount is commensurate with the government’s work associated with that permit and inspections, and I want a detailed analysis of all permits required Including staff time needed, or don’t bother sending me anything at all.

Now that I have had a chance to rant, let’s consider how government bureaucracy develops into such a monster. It’s not so much that anyone says “I am going to make really big government,” but rather a lot of different people keep piling on over time. Most of the time people think they really are improving something – it’s just that they do not stop to think about whether their improvements are actually just increases for the sake of making something a bigger requirement. A bigger more complicated requirement looks more important than something short, sweet, and streamlined. There is almost always an element of job security or adding a personal legacy in decisions to make a one-page form into a four-page form.

The mindset of those who make regulations is just the little universe for which he or she is responsible. This is why, for example, the building department in Charlotte County probably does not care if you tell it that Sarasota County makes you do the opposite. I think it’s fair to say that most individual government offices live happily with blinders and in a vacuum.

So, when we end up with 17 different government filings for each employee hired and we are required to spend hours to complete even the simplest government form (repeating the same information year in and year out) then do it all again – but in a different way and with different calculations – for the government office next door, is it any wonder people just want to live deep in the woods and stay way far away from any government radar?

We complain about fees and taxes because we can quantify the amounts we pay, but how do we quantify the amount of time and trouble it takes us to fill out forms for the privilege to pay those fees and taxes? I will bet that, in most cases, the cost (in time, copying, etc.) of filling out forms is as much or more than the tax or fee to do it.

There have been and still are some efforts to wipe out this epidemic of more, different, and contradictory requirements, but this is always met with such resistance from almost every little kingdom looking to protect what it views as its fantastic way of doing things. How do we get these little offices to let go of some of this meaningless power over us all? Maybe – just maybe – one efficient step toward the goal could be to charge a penalty to the government office for any form that exceeds one page in length and Continued on page 26

Michael Kornahrens and teammates from FRSA member Advanced Roofing in Fort Lauderdale went fishing in December. They did pretty well: 23 sailfish caught over two days and a total of $172,625 in prizes.

The Sun-Sentinel reports that “Michael Kornahrens’ team won $43,000 for topping the 37-boat field in the first of three events in the Quest for the Crest Sailfish Series and took home another $129,625 in value-added division winnings for a total payday of $172,625 out of the $496,300 tournament purse.”

2013 FRSA Buyers Guide Members Support Members

All of these companies do business in Florida and some of them may be just what you need to complete a project or develop a strategic relationship in the coming year as you meet the needs of your customers in the State.

The Buyers Guide is an opportunity to feature FRSA associate members whose names appear in bold and whose participation in the Association allows it to continue to grow in vitality, providing contractor members with more of the tools they need as well as providing associate companies the opportunity to meet and develop relationships with premier professional contractors.

What is “Members Support Members”?

I have heard the phrase “Members Support Members” now and then over the past year but wasn’t sure what it meant to FRSA members. I spoke to a few FRSA members, a contractor and a few associates, to get their thoughts.

The hunt started with “Mr. Membership”, Jim Brauner, of Roofing Eqipment of Florida in Orlando. He provided an overview of what “Members Supports Members” looks like: ♦♦An associate member supports the professional contractors with whom he does business; for instance, through sponsorship of an FRSA or Affiliate event such as a golf tournament. ♦♦Contractors provide associate members the opportunity to do business together.

As anyone who has spent two minutes with Jim knows, he encourages member contractors to take a look at who they are doing business with – and supporting FRSA associate members whenever they can.

Loretta Hartley of Sunniland Corporation shares a laugh with Past President Dave Cumming at the 2012 FRSA Convention Golf Tournament in Orlando.

Say “Loretta” and many people in the Florida roofing industry know you’re talking about Loretta Hartley at Sunniland Corporation. Loretta has participated in FRSA for more than three decades and believes that the industry is different than others she has experienced over the years.

“In roofing,” Loretta says, “people are goodhearted. I think it is unique.

I don’t see that in other industries.”

Before beginning her roofing career at the start of the 1980s, Loretta and four other women pioneered the first female class of the Army Signal Corps at Fort Gordon in Georgia.

Before 1974, the Corps was comprised exclusively of men. Loretta says that the Signal School’s transition to co-ed began with the Army setting up a separate chow hall to allow the women and men to eat in different areas. After finishing Signal School – Loretta graduated at the top of her class – she operated with the National Guard’s 146th Signal

After completing six years of military service, Loretta began working with Julien Benjamin at the Benjamin Equipment Company in accounting before moving to sales at Southeastern Metals in 1982. At Southeastern,

dues, support of local affiliates, Convention participation and sharing her expertise through Codes committee and other venues, Tonya brings value to the Association. In return, she greatly appreciates the “wonderful networking” that comes with being a member.

“I’ve known a lot of people for a long time,” Tonya says. “You have to earn [business] regardless, but without getting to know people [through Association involvement] you can’t develop relationships.”

Those relationships translate into an ability to keep track of industry trends and the specific needs of the customers she serves: information she would be deaf to if she were not an actively involved associate member.

Keeping in Touch For out-of-state associate members like Brad Dunn of Garlock Equipment Company in Plymouth, Minnesota, FRSA participation means keeping in touch throughout the year. Brad says that by supporting local affiliates that revolve around smaller groups of contractors, your name “gets out there.” Then at the annual Expo he gets the opportunity for direct contact. “It’s great to meet key members,” he says.

From Brad’s perspective, the FRSA Trade Show is one of the best in the country, even with what has been a less than robust economy. Reflecting on the 2012 Expo,

he notes that traffic was definitely up. Pretty amazing given that Tropical Storm Debbie, which happened to hit the State the week of the show, kept many contractors busy. Brad is also impressed with the caliber of people that FRSA brings to the Convention who share a broad industry perspective with both associate and contractor members. In general, he says, FRSA does a great job of communicating with members and with facilitating communication between members.

How Can You Help Build FRSA? In closing, I want to encourage each contractor member to take the opportunity to speak with vendors about FRSA whenever the opportunity arises; and, to review the vendors you are currently doing business with. Just a mention to a non-member about FRSA lets them know that you view industry involvement as important.

For associate members, thank you for the support you provide to FRSA. Some of that support, like sponsorships, is a highly visible promotion for your company but the expertise you share through your active involvement in the Association also pays great dividends as you develop and maintain industry relationships that can provide an edge over the competition.
