SAFE-T Act back in spotlight after killing of Chicago Police officer

SPRINGFIELD — The SAFE-T Act is again generating controversy following the killing of a Chicago Police officer whose alleged shooter critics of the law say was only out of jail because of the state’s pretrial laws.

While Republicans say the law needs to be changed to make it easier to hold a person in custody while they await trail, others say the judge who allowed the suspect’s release had the authority to detain him but made the wrong decision.

Gov. JB Pritzker said the judge should have ordered the detention of Alphanso Talley — a man with a violent criminal history who is charged with shooting and killing Chicago Police Officer John Bartholomew at a hospital on the city’s North Side on April 25.

The law creates a presumption of pretrial release and directs the justice system to order the least restrictive method of ensuring someone attends their trial. But it also lets prosecutors petition judges to detain individuals who they believe are a risk to the public or of fleeing prosecution.

Talley had previously served time in prison and been convicted of crimes such as aggravated armed robbery and battery of a correctional officer.

According to WGN, Talley was granted pretrial release by a Cook County judge over prosecutors’ objections while he faced armed carjacking charges. He was put on electronic monitoring, but he stopped showing up to court in March and his monitor went silent. A warrant was issued for his arrest, but he remained out of jail.

“The reality of the SAFE-T Act is stark,” House Republican Leader Tony McCombie, R-Savanna, said at a news conference on Wednesday. “Individuals with extensive criminal histories or active charges are being released and committing crimes, serious crimes in their communities.”

McCombie and Senate Republican Leader John Curran, R-Downers Grove, are proposing a specific solution in response to Bartholomew’s killing. They want people who are on electronic monitoring pretrial and commit a new crime to automatically have pretrial release revoked until the case is resolved.

Since the law’s early days, its Republican opponents repeatedly called for giving judges full discretion to keep dangerous suspects detained.

Pritzker told reporters in Chicago on Wednesday that judicial decisions have led to many of the high-profile releases of people who’ve gone on to commit violent crime.

“In most of the cases where Republicans have complained about the SAFE-T Act, it’s actually been the bad decision by an elected judge in Illinois, or no hearing at all because the prosecutor didn’t bring it to the judge, and that has been a reason why somebody gets let out,” Pritzker said. In many instances, proponents have argued, repeat offenders could have been out on bail under the previous system.

State lawmakers passed the SAFE-T Act in January 2021 as part of a series of initiatives led by the Illinois Legislative Black Caucus in response to civil unrest and racial justice conversations following the 2020 murder of George Floyd.

On the campaign trail

Pritzker’s Republican opponent this fall, former Sen. Darren Bailey of Clay County, held a news conference at the Statehouse on Thursday to call for the SAFE-T Act’s repeal. However, some of his proposals mirror the existing Pretrial Fairness Act — the portion of the SAFE-T Act that deals with pretrial procedures and is the subject of much of the criticism over the law.

Bailey outlined his six-point proposal in a news conference. It would keep the no-cash bail system and require judges to evaluate a person’s criminal history, compliance with supervision and risk to victims. It would also allow judges to order detention of people who are deemed a public safety threat or flight risk before trial. All of those are components of the current law.

“If a judge believes that someone is more likely than not to be a danger to the community, they stay in jail,” Bailey said.

Sen. Elgie Sims, D-Chicago, an architect of the SAFE-T Act, said he hopes other Republicans also come to realize the state is better off without cash bail.

“Certainly, it’s recognition that that the policy is working,” Sims said of Bailey’s proposal. “And the (cash bail) policy was certainly never about safety. It was always about the access to wealth.”

Bailey’s more specific changes to the

law would create a presumption of detention for repeat violent offenders, while the current law requires prosectors to prove a person must be detained. He also wants changes to electronic monitoring rules to end free movement requirements.

“It’s basically the honor system. That ends,” Bailey said. “Violent offenders will be supervised by real law enforcement, people with the authority to act when something goes wrong, and if you violate your monitor, even once, you’re back in front of a judge within 48 hours – no loopholes, no excuses, no second chances.”

Pritzker also said he believes people should be “immediately apprehended” if they violate mandatory supervised release terms.

Legislative deliberations McCombie and Curran say their proposal is common sense.

“This is saying that if you get a get-out-of-free-jail card, and you get a second chance, and you mess that up by committing another felony while on release, you don’t get any more chances,” Curran said.

Despite chatter from some top Democrats earlier this year that lawmakers could consider changes to the SAFE-T Act, nothing is immediately being considered in Springfield.

“If there is something that we need to work through, we certainly can evaluate that to see how that works,” Sims said.

Cook County court records show 83% of people who have been released pretrial have not committed new crimes. Six percent have been charged with new violent crimes while 11% have been charged with new nonviolent crimes.

Sims said the tragedy involving Bartholomew doesn’t mean the law needs to be tossed aside.

“I wish that folks who were the purveyors of fear who want to just trot these issues out – the one-offs – they would take time to delve into the policy and how things are working,” Sims said. “And that’s what you see from folks, from academicians to practitioners, they’re showing that we are making progress.”.

Illinois lawmakers punt remap amendment after SCOTUS Voting Rights Act ruling

SPRINGFIELD — Illinois lawmakers are not planning to pursue a constitutional amendment on redistricting after a key U.S. Supreme Court ruling on Wednesday.

Senate President Don Harmon, D-Oak Park, told Capitol News Illinois that Senate Democrats decided not to call an amendment that passed House last week after the U.S. Supreme Court dealt a hefty blow the federal Voting Rights Act. If approved by voters, it would have rewritten the state’s redistricting rules.

“We want to spend a little bit of time unpacking the Supreme Court decision to make sure we get it right and protect the voting rights of Illinois residents,” Harmon said. “It’s much better and much more important to get this correct than to do it quickly. The worst thing that would happen is if we rushed and there were unintended consequences that undermine people’s voting rights.”

But that means the matter will have to wait until at least 2028, as lawmakers faced a May 3 deadline to approve constitutional amendments for voters to consider in November.

The proposed amendment would have inserted a provision from the Voting Rights Act into the state constitution to specifically direct lawmakers to consider race in drawing district lines.

The Voting Rights Act provision has long been interpreted as a ban on splitting large minority groups into multiple legislative districts to dilute their voting power.

The U.S. Supreme Court, however, struck down Louisiana’s congressional map on Wednesday, ruling a district drawn to consolidate Black voters was illegally gerrymandered based on race. While the decision did not broadly eliminate the section of the Voting Rights Act, dissenting liberal Justice Elena Kagan suggested it is “all but a dead letter.”

Racial intent

David Becker, founder and executive editor of the nonpartisan Center for Election Innovation and Research, called the decision a “radical” change in the way voting rights cases are now reviewed.

“When I woke up this morning, we had a functional Voting Rights Act,” he said during a media briefing on the case Wednesday. “And unfortunately, I can’t say that anymore.”

Prior to Wednesday’s decision, he said, plaintiffs in voting rights cases only had to show that a set of maps had the effect

of diluting a minority group’s voting strength, not that there was a specific intent to discriminate.

Wednesday’s decision, he said, reverses that standard and provides what he called “a clear roadmap” for how a state legislature can engage in racial gerrymandering without it being declared illegal.

“All it has to do is to be very careful about talking about intent,” he said. “Don’t talk about intent at all. Couch everything in partisanship. And then it can’t even be really reviewed because racial effects aren’t going to be enough to establish a violation, even if those racial effects are stark.”

Illinois reaction

Illinois House Speaker Emanuel “Chris” Welch, D-Hillside, said fear that the court would strike down protections for racial groups inspired him to pursue the constitutional amendment. While the court did not go that far, the ruling that lawmakers cannot draw maps based on race affirmed many Democrats’ fears.

“The decision by the Supreme Court today on the Voting Rights Act is an abomination,” Gov. JB Pritzker told reporters in Chicago. “It is an attack on a crown jewel of our democracy.”

Illinois’ proposed amendment would’ve established a priority list stating what factors lawmakers should consider in the redistricting process. It stated they should draw districts “to be substantially equal in population; to ensure that no citizen is denied an equal opportunity to participate in the political process and to elect representatives of his or her choice on account of race; to create, where practical, racial coalition or influence Districts; to be contiguous; and to the extent practicable, to be compact.”

Harmon said the ruling “highlights how much the court would frown upon race being a predominant factor in drawing districts.”

The Illinois Voting Rights Act, which was established in 2011, requires lawmakers to create “crossover” districts where minority groups are a large enough share of the population to potentially elect their preferred candidate and “influence” districts where a racial minority is large enough to sway the outcome of an election toward their preferred candidate.

Political fight

House Republicans argued last week that the amendment was in response to a lawsuit they filed last year that sought to overturn the state’s legislative maps by alleging dozens of districts failed to meet

a decades-old Illinois Supreme Court precedent that defined an appropriately compact map. The Illinois Supreme Court ultimately tossed the lawsuit, ruling it was filed too late.

They said the proposed constitutional amendment would give Democrats more leeway to draw heavily gerrymandered districts that snake around communities.

“This Supreme Court decision addresses the very gerrymandering efforts the Democrats are hoping to codify into Illinois law with this Constitutional Amendment,” the Illinois Freedom Caucus, a group of far-right Republicans, said in a statement. “(House Joint Constitutional Amendment 28) is now, very clearly, unconstitutional.”

New congressional maps are not in General Assembly Democrats’ plans for

now either. The possibility was floated last year as other states began redrawing their boundaries to increase partisan representation in Congress, but talks in Illinois faded after Indiana Republicans decided not to attempt a mid-decade remap.

“I think we have an excellent congressional map that reflects the communities of interest across the state,” Harmon said. “I’m not sure that we could, and if we could, whether we should draw a district that leans more one way or the other.”

How a weaker dollar is quietly making life more expensive

NEW YORK (AP) — A hidden force is quietly pushing up costs for everything from your summer vacation to your weekly grocery bills: a weaker U.S. dollar.

The dollar has fallen about 10% against other major currencies since President Donald Trump returned to the White House, a pullback potentially playing a role in Americans’ concerns about affordability.

“It’s kind of a hidden tax,” says economist Thomas Savidge of the conservative-leaning American Institute for Economic Research. “What your dollar is going to be able to buy is going to shrink.”

A look at where the dollar stands and what it means for you:

Historic dollar decline

The U.S. Dollar Index, which measures the greenback against other major currencies, logged its steepest six-month drop in more than 50 years in the first half of 2025. Though the decline hasn’t deepened, the dollar index is still about 10% lower than the start of Trump’s term.

A strong dollar makes imports cheaper and can help keep inflation in check. A weak one can increase prices on foreign goods but boost American exports.

U.S. presidents have long voiced support for a strong dollar even as they pursued policies that, at times, pushed the currency lower. Trump has suggested a strong dollar puts the U.S. at a disadvantage and that a weak dollar helps American industry. And as with most things with Trump, he’s been blunter in his messaging.

“You make a hell of a lot more money with a weaker dollar,” he said last year, one of a number of public statements showing his preference for seeing the dollar decline.

Big multinationals benefit

Trump isn’t alone in seeing benefits of a weaker buck.

In recent months, corporate earnings calls have been peppered with talk of how a weaker dollar has helped companies from Philip Morris to Coca-Cola, with executives pulling out C-suite phrases like “favorable currency impact” to note how the dip brought tailwinds outside the U.S. that added to bottom lines.

“In many cases, we’ve got a weaker dollar, which is not unhelpful,” Elie Maalouf, the CEO of InterContinental Hotels, said on a February call as the company announced higher profits and revenues.

For big multinational companies that do business overseas, a weaker dollar can spur sales for products that suddenly become cheaper. But the vast majority of U.S. businesses are not operating beyond the border. For those catering to domestic customers, it’s a different story, particularly if they are reliant on importing goods.

Travis Madeira, a fourth-generation lobsterman who founded the lobster-shipping business LobsterBoys with his brother, makes about 80% of his sales to Americans, unlike some competitors who primarily export.

“The exporters are gonna have the advantage when it comes to the dollar weakening,” says Madeira, who is paying more to import bait and buy Canadian lobsters. “These guys are gonna have a little bit of a lever on us.”

Smaller companies hurt

Even among companies that do have a presence outside the U.S., the dollar’s fall can have an impact. While many big companies hedge currency to try and insulate themselves or push more sales overseas, smaller businesses are often more susceptible to the turbulence.

David Navazio, CEO of Pennsylvaniabased Gentell, which makes bandages and other medical supplies, operates plants in Brazil, Paraguay, Canada, New Zealand and the United Kingdom. In each location, the dollar has fallen, increasing Gentell’s costs.

Gentell has had to raise some prices to reflect the currency fluctuation, which stacks on top of other challenges, including tariffs and war-related spikes to fuel costs.

“A year ago, none of these were concerns,” he says. “And it always hurts the consumer.”

Other currencies rise

For the American consumer, the reality of a declining dollar is most obvious during foreign travel or when making a purchase directly from an international seller.

Cross the border into Mexico, the top foreign destination of Americans, and your dollar is about 16% weaker versus the peso compared with early 2025. Declines of about 10% to 17% have been recorded elsewhere, including against the Swiss franc, South African rand, Danish krone, Swedish krona and the Euro.

As for goods imported to the U.S., there is an impact, but it’s harder to gauge. Many economists estimate that, in advanced countries like the U.S., only about 5% to 10% of a currency dip is passed on to consumers.

But they are an added stress when prices are already affected by other factors.

Take coffee, one of the grocery items that has seen the biggest price hike in the past year. Brazil is the biggest source of coffee for the U.S. and the dollar has fallen around 13% versus its real. Currency fluctuations can hit harder in developing economies and, while only a fraction of the change may feed into coffee’s ballooning price, every bit can pile up. Coffee prices are up nearly 19% in the U.S. in the past year, according to government data.

Expect more movement

Currency values are constantly moving and, while the dollar’s recent fall is notable, it has reached lower levels at points in the presidencies of each of Trump’s predecessors, back through the creation of the Dollar Index in 1973, when Richard Nixon was at the helm.

Kenneth Rogoff, a Harvard University economist and former chief economist at the International Monetary Fund, says while “a lot of policies that Trump is doing are something of a cancer for the dollar,” he believes that it was destined to fall no matter who was in charge.

“The dollar had been on a 15-year bull run,” he said. “I would argue the dollar is still wildly overvalued, and over the next maybe five or six years, it might fall 15%.”

What does that mean for American consumers? Rogoff says commodity prices are likely to rise, particularly with the impact of the Iran war on fuel prices. “They’re just going to go up,” he says, “no matter what the dollar’s at.”

Illinois State Board of Education wants to revamp how it counts low-income students

SPRINGFIELD — The Illinois State Board of Education is asking lawmakers this year for $200,000 to develop a new way of counting low-income students.

Although that’s only a small fraction of the overall $10.9 billion general revenue fund budget the agency is seeking to fund preK-12 public schools next year, the request points to a larger issue that public schools could be facing over the next several years as the number of students officially counted as “low-income” is expected to drop.

That’s because Illinois currently counts low-income students based on their enrollment in federal support programs, including Medicaid, the Children’s Health Insurance Program, Temporary Assistance for Needy Families and the Supplemental Nutrition Assistance Program, or SNAP.

However, under new eligibility rules that were part of the federal budget law Congress passed last year known as H.R. 1, or the “One Big Beautiful Bill Act,” the number of people enrolled in those programs is expected to decline.

Those include changes to SNAP eligibility that went into effect May 1 that disqualify many groups of noncitizens and impose new work requirements on many able-bodied adults.

Although the rules mainly affect adults and therefore aren’t expected to have an immediate impact on students, officials believe they could eventually cause entire households to become unenrolled in federal aid programs, resulting in fewer children being enrolled as well in future years.

“We believe we have time to come up with an alternative method,” Robin Steans, executive director of the education research and advocacy group

Advance Illinois, said in an interview.

The changes in federal eligibility rules for Medicaid, SNAP and other federal programs could have a direct impact on the amount of state funding many districts receive through the EvidenceBased Funding formula.

That’s the formula that lawmakers adopted in 2017 that calls for $300 million in additional funding for public schools each year, with the bulk of that money earmarked for the least adequately funded districts.

The formula uses several factors to determine an “adequacy target” for each district, including the number of teachers and paraprofessionals a district needs based on its enrollment and demographic factors.

For example, for kindergarten through third-grade classes, the statute says each district should receive funding for one full-time equivalent teacher for 15 low-income students, and one for every 20 non-low-income students. For grades 4-12, the formula calls for one teacher for every 20 low-income students and one for every 25 non-low-income students.

According to data from the state’s 2025 report card, there were just over 1.8 million students enrolled in Illinois public schools during the 2024-25 school year. Of those, 49.7%, or 933,470, were classified as low-income.

The highest concentration of low-income students for any single district was in Carbon Cliff-Barstow School District 36, in the Quad Cities region, which reported 100% of its students qualified as low-income. Lake Forest School District 67, in Lake County, reported only 1.3% of its students were low-income.

Although many observers say they do not expect the changes in eligibility rules to have an immediate impact on districts’ official poverty rates, they do note that

overall enrollment in Medicaid and SNAP has been declining in recent years, for reasons they say they cannot yet explain.

According to data from the Illinois Department of Human Services, fewer than 1.7 million people in the state were receiving SNAP benefits in March 2026. That’s down 13.7% from a year earlier, and 17.8% from March 2023.

Likewise, according to the Department of Healthcare and Family Services, Medicaid enrollment in Illinois in fiscal year 2025, at 3.26 million, was down

5.7% compared to the year before, and 18% lower than it was in fiscal year 2023.

“It’s the right time for the state to explore (other methodologies),” Steans said, noting that the declining enrollment rates “don’t comport with our lived experiences.”

As May arrives in northern Illinois, you may be eager to get your vegetable garden set up, just as my family and I have been planning. While it is tempting to rush into planting tomatoes, peppers, and eggplants, those warmseason vegetables are still about three weeks away from being safely planted outdoors. Right now is an excellent time to revisit and take advantage of coolseason vegetables.

Coolseason crops are among the most productive and forgiving vegetables for home gardeners. They thrive in cooler conditions and can be planted well before summer heat arrives. Crops such as broccoli, kale, collards, radishes, spinach, beets, lettuce, and other leafy greens can all be planted beginning the first week of

Energy & Environment

May in northern Illinois.

These vegetables grow best when daytime temperatures remain moderate and nights are still cool. Early May typically offers the right balance: soils are warm enough to encourage strong germination, while cooler air temperatures help slow bolting and bitterness, especially in leafy greens. This planting window does not close quickly, as many coolseason crops can continue to be planted through midJune. Cool season crops could be planted as either direct seeding or transplants. Root crops and quickgrowing greens are best direct seeded into the garden. Radishes, beets, spinach, and leaf lettuce germinate readily in cool soils and do not respond well to transplanting, as their roots are easily disturbed. Direct

Cool season crops: Ready to plant

seeding allows these crops to develop properly and mature evenly. Because many of them grow quickly, you can plant small amounts every one to two weeks for a steady supply rather than one large harvest.

Broccoli, kale, cabbage, and collards typically perform better when planted as transplants. Transplants reduce the time to harvest and allow plants to establish quickly, giving them a head start before warmer weather arrives. They are also easier to manage during unpredictable spring conditions and often withstand early pest pressure better than newly sprouted seedlings. Coolseason transplants are commonly available at local garden centers at this time of year.

Seeking energy security

Given the current disruptions in oil and natural gas supplies and dramatic price increases renewable energy sources offer a measure of energy security. In many parts of the world they were already less costly than fossil fuels even before the U.S and Isreal began bombing Iran earlier this year.

A recent report from the International Energy Agency indicated that photovoltaic electrical production in 2025 exceeded 25% of the world’s new power output exceeding that of natural gas at 17%. Ember Research reported that renewables on a global basis produced slightly more electricity than what was produced from coal in 2025. Most of that new growth in electrical production came from solar as its costs had fallen nearly 90% since 2010. Given the disruption in global oil and gas supplies and the falling costs of cleaner renewable energy sources one would expect individuals and countries would increase their reliance on alternative sources of energy.

The increase in energy prices has also raised the cost of solar and wind energy. Contracts on large scale renewable

systems are up 13% on solar and 24% on wind in the first quarter in the United States. This is in keeping with the rise in shipping costs and overall inflation.

Within the United States the current administration has moved to slow the transition to renewable energy and increase our reliance of fossil fuels. But the Sunday Campaign has provided a few positive observation regarding renewable energy trends.

Ember reports that in March of this year one third of electricity in the U.S. was produced from renewable energy exceeding that produced from gas for the first time. This occurred at a time when energy demand is growing.

According the Pew Charitable Trusts some state legislatures are adopting policies that favor distributed energy resources such as battery storage, smart appliances and rooftop solar as a means to meet the growing energy demand. The states are also promoting microgrids to provide power for critical facilities. That state of Illinois polices remain supportive of renewable energy projects.

In the 4th quarter of 2025 PV-Magazine reported that distributed energy in the U.S. has surged to nearly 2-GW of new installations. Over the full year solar

accounted for 78% of the 46-GW of the new power capacity added to the national grid.

With the elimination of the 30% tax credit, the 2026 Aurora Solar Snapshot reports that installers expect that most of their projects will be financed via third party ownership. Prepaid leases provide a way for homeowners to buy a solar project after a short-term in their leasing arrangement and subsequently secure outright project ownership.

While the growth in solar installations is expected to slow over the next few years in the United States it remains an option for individuals and communities seeking a measure of energy security during these times of energy volatility.

While solar energy can provide a measure of energy security it is important to consider it within a broader array of options to reduce energy consumption. While shortages of gas, oil, diesel have adversely impacted the global economy the war with Iran was has also resulted in a boom in renewable energy installations. Europe is seeing a rising demand for rooftop solar systems. The Times reports that there were over 27,000 solar and heat pumps installed in March of this year equivalent to the installation of a new

and yet you are in luck with the cool-season crops as they tolerate cold weather. Many can handle light frosts without significant damage, and some even develop better flavor when grown under cool conditions. Kale, collards, spinach, and broccoli tolerate temperatures near freezing, while radishes and beets manage cool nights with little trouble. If a hard frost is forecast, lightweight row covers or fabric can provide extra protection.

With timely planting and simple care, coolseason crops allow you to make full use of May’s cool weather before summer heat arrives.

solar rooftop every three minutes of the month. In April a new solar generation record of 15 GW of generation was added to the British electrical system.

In response to what the Iran war means for the energy transition and climate action nearly 60 nations attended the first summit directed at developing national roadmaps to move away from fossil fuels. It was held in Santa Marta, Columbia in April of this year. It was hosted by Columbia and the Netherlands and did not include invitations to countries that had not shown a willingness to participate in other international efforts to reduce the consumption of fossil fuels. Russia, China, India and the United States were not invited to participate in the initial session but some countries that had opposed efforts to create a formal reference to a fossil roadmap in the COP30 outcome were invited to Santa Marta according to Carbon Brief.

A follow up meeting of the group will be hosted by Tuvala and Ireland in the Pacific Island Nation in 2027.

In China the largest solar equipment manufacturer Longi Green has announced it intends to match the scale of its energy storage business to match the scale of its solar business.
