Judge orders release of dozens of immigrants detained illegally by ICE in Chicago

CHICAGO — A federal judge on Friday ordered the release of dozens of people detained by federal immigration enforcement agents without warrants or probable cause amid ‘Operation Midway Blitz’ last fall.

U.S. District Judge Jeffrey Cummings individually considered the details of 53 arrests, weighing factors to determine whether federal immigration officers violated a consent decree in making those arrests. He ordered the release of 32 people by noon on March 5 and said he would issue an order later regarding five more that required further consideration.

Attorneys said that at least 11 of those ordered released by the judge had already departed the country as of Wednesday. They identified another 11 as still detained, and said the rest had been released on conditions that violate the order, such as requirements that they check in and report address changes to immigration officials. Cummings previously ordered all conditions for release such as bond and check-ins be dropped.

The case hinges on the Castañon Nava consent decree, which governs Immigration and Customs Enforcement and Customs and Border Patrol actions in Illinois and five other Midwestern states.

The decree prevents ICE and CBP officers from arresting immigrants without signed warrants unless there is reason to believe the person would escape before a warrant could be obtained for the arrest.

That requires consideration of factors like whether the person has a job, a home, a family or other ties to their community that would prevent them from fleeing, how cooperative they were to immigration agents, and if they have evaded immigration enforcement in the past.

Cummings had previously ordered the release of hundreds arrested for “potential” violations of the consent decree before an appeals court ruled that he could not make a sweeping ruling for those arrested using blank warrants without providing individualized assessments for each situation.

He made the individual considerations Friday under two categories: The first included people arrested without a warrant of any kind, while the second considered arrests made under a recently adopted Immigration and Customs Enforcement policy allowing agents to carry blank warrants, known as I-200 warrants, to be filled out in the field.

Of those arrested without a warrant, Cummings ordered the release of all but one. He was more limited in his ability to

release those arrested with blank I-200 warrants, ordering the release of eight people for whom the government was unable to produce the warrants or for which the warrants had serious concerns as to their authenticity.

Questionable authenticity

In some cases, the I-200 warrants were missing key information about the person arrested, including names and “Alien Registration Numbers,” unique identifiers assigned by the Department of Homeland Security to track noncitizens.

In other cases, the information on I-200 warrants used boilerplate language that contradicted narrative summaries in the other arrest records or was found to be factually incorrect based on outside evidence. In one case, Cummings said the issues with the I-200 were so severe that they were “not simply defects” but indeed “raise questions about the authenticity of the document.”

For example, in one case, the government claimed a 61-year-old man attempted to run away from agents to evade arrest.

According to Cummings, the man’s daughter provided testimony that her father has trouble walking, much less running, due to his age and deep pain in his leg. Video footage reviewed by Cummings apparently showed the man walked compliantly with officers, “and walked very slowly,” according to Cummings.

Cummings said he would “credit the video I saw with my eyes” over the narrative in the report, since DHS did not produce alternate evidence to contradict the video.

Other I-200s were produced much later than other arresting documentation, despite the government’s acknowledgement at an earlier hearing that those records should be stored together, though Cummings said this could be attributed to the volume of arrests that occurred last fall.

Cummings did not order the release of one person who was arrested without a warrant because the arresting documents indicated that he put his vehicle in reverse to try to escape agents.

Mark Fleming, a National Immigrant Justice Center attorney representing the plaintiffs in the case, asked the judge to order the government to produce the body camera footage that it has from the arrest to prove the narrative was true.

In 10 other cases previously under dispute, Fleming said DHS had acknowledged they were violations of the consent decree and conceded to releasing those people after the plaintiffs asked to see

the body camera footage.

“And so that is why I asked for the body cam for the one individual that they alleged attempted to flee in his vehicle because, frankly, they can’t be trusted,” Fleming told reporters after the hearing. “What they wrote is not trustworthy.”

Cummings asked the DHS attorneys to provide that footage. If it supported the narratives in the arrest records, his order against the release will stand.

National enforcement

In his Feb. 17 ruling, Cummings ordered DHS to recirculate the consent decree policy to all ICE agents nationwide by email, and to advise that it will remain in effect as the dominant ICE policy governing warrantless arrests so long as the consent decree remains in effect.

DHS was supposed to circulate the policy by the following day and submit a certification that it had done so by the end of the week.

The agency certified it had recirculated the policy, but told agents it only applies to the Chicago regional office and directed all other ICE offices to adhere to the policy written by ICE Director Todd Lyons, which reduces the information required to make a warrantless arrest.

Cummings had explicitly specified in an earlier hearing that the warrantless arrest policy applies nationwide, not only to the states within ICE’s Chicago regional office.

“Is it your practice to violate orders of a federal court?” Cummings asked the attorneys representing DHS. “Did you think I wouldn’t notice that you put this language in here? Did you think I wouldn’t care?”

Lead government attorney James Walker apologized to the judge for what he called a misunderstanding regarding the scope of the policy. Walker said the government had presented the language openly and would not attempt to mislead the court.

Cummings, who had ordered the government to recirculate the policy nationwide in compliance with the decree, granted the government a delay in recirculating the policy while the parties clarified the misunderstanding.

He asked the plaintiffs’ counsel to prepare a reply to the government’s motion by March 3 and for defendants to file a reply by March 6.

Continuing our discussion on small fruits from last week’s article on blueberries, strawberries are another small fruit we receive questions about at the University of Illinois Extension each year. The plants do not take up too much space in your garden, can produce in a single season, and do not require the extensive pruning and trellising like other small fruits. However, strawberry plants are not without their own issues with decisions that you make that can help you have an easier strawberry experience.

The main decision you need to make is whether you’ll grow strawberries as an annual or perennial. Some varieties

Growing small fruits: Strawberry

of strawberry plants can be grown as an annual crop in which you are planting them the end of April, harvest weekly starting mid August, and then remove the plants around Halloween. You’d be planting new strawberry plants ever spring.

The traditional way of growing strawberries is as a perennial plant where you’d overwinter your strawberry plants each year with straw, harvest for 2-3 weeks in the summer, renovate the strawberry patch, and overwinter again. In this perennial system, you would not harvest from the plants you plant in 2026. These plants would live 3-5 years before replacing.

For a one time investment and a short harvest season, the perennial strawberry

plants will be the type you want. The primary concerns on perennial strawberry plants are sometimes an inability to survive winters and disease problems. You also need to renovate the patch each summer. To grow annual strawberries, you want to grow the “Day-Neutral” type. These are specifically bred to not overwinter. All runners, the vine like growths from the strawberry plant, are removed. Annuals work great in containers. Strawberries will produce for you only in summer of 2026.

I did research on day-neutral strawberries from 2022-2023 partnering with area farms. One of the main challenges for this crop is their irrigation needs throughout their long-growing season. Further,

peak in strawberry quality and size tends to happen mid to end September. Insects were also a major issue due to the long-season of these berries.

If you’d like to grow perennial strawberries, look for “June-Bearing”. After planting this spring, you will select four runners from your plant and remove all other runners and any flowers that develop. The goal being to develop a good root system. In the summer of 2027, this will be your first harvest and you’ll renovate the bed to overwinter the plants in the fall. Next week, I’ll go into more detail on recommended varieties, overwintering, and patch renovation.

Energy & Environment

Approaching limits to growth

An underlying concern in the environmental movement reappears periodically regarding the limits to economic growth. Andrew Curry has directed attention to the concern in a recent article: Limits to Growth was right about collapse. In his article Curry is surprised that investment writer Joachin Klement wrote about the 1972 book Limits to Growth

The book presented three scenarios about how we might respond to the limits to growth. The options include business as usual, a technological enhanced world where technological progress eliminates most limits to growth, and a stabilized world where our economies become sustainable by the turn of the century. The business as usual scenario projects that global industrial output would start to decline in the mid 2020’s and that global growth would start to decline in the mid 2030s.

The early model released in 1972 used

the data and technology available at that time. The model was recently recalibrated using the best data available today. The results indicated the same overshoot and collapse projected in the book is described as occurring now.

Some of the dimensions of the collapse include industrial production decline, peaking food production, and a declining human population.

If the trends are true, Klements indicates we have reached the peak in human civilization and we are beginning to go backward to levels of human development and quality of life similar to 1900 by the end of this century. For Klements, the results of the model indicates we have reached the end of exponential growth.

The excessive consumption of resources by industry and industrial agriculture to feed a growing global population has depleted reserves to the point at which the system is no longer sustainable. An interconnected collapse is expected to begin between 2024 and 2030 and is

caused by resource pollution. For author Curry the remaining question is will we manage the decline or just let it happen. His concern is similar to that expressed by Nate Hagen.

Given the current turmoil in the global economy could lead one to wonder if the predictions regarding economic decline are influencing the policies of major governments. The aggressive pursuit of oil supplies and increasing reliance on nuclear power may be in part driven by a concern over peak oil. The dramatic effort to quickly build data centers and increase our reliance on artificial intelligence could also be a response to the expected ending of exponential growth.

The anticipated peaking in food production is also related to the massive consumption of resources being used in industrialized agriculture. If there isn’t enough food to feed the global population, population growth could peak.

In the book: When Trucks Stop Running, Energy and the Future of Transportation,

author Alice Friedemann points out the consequences of running out of petroleum based diesel fuel to the global economy. Ninety percent of the items in our homes, stores and communities arrived on a ship or train while the last ten percent of the trip was carried by diesel powered trucks. If the delivery system breaks down due to a lack abundant cheap oil for diesel fuel we would run out of some supplies within a week.

Our industrial agricultural system is also heavily depended on oil and natural gas for fertilizers and chemicals as well as diesel fuel to power equipment. If any of these inputs would be disrupted food supplies would be unable to feed the global population.

Whether the anticipated economic decline occurs remains to be seen. If it does occur the question becomes how will individuals, communities and governments respond to it. One potential response could be a return to a more local or regional economy.

Downstate legislators are raising concerns over new distribution formula

SPRINGFIELD — In Dallas City, a small town in western Illinois along the Mississippi River, Mayor Kevin Six says residents have grown frustrated wondering whether the state will ever finish paving Illinois Highway 96.

“They just paved six miles between our town and the next, but we’ve been waiting four, five years for more of it to be repaved,” Six said. “They’re just dragging their feet.”

The Illinois Department of Transportation included $7 million for six miles of resurfacing and culvert work on Illinois 96 in its October multi-year plan. The years of the project are listed for 2027-2031.

Six said his frustrations only intensified following the veto session of the General Assembly last fall and passage of a transit bill that diverted funds traditionally used for road construction throughout the state and put them toward public transportation, mostly in the Chicago area.

Downstate officials have aired frustration in the aftermath of the transit overhaul – though the Illinois Department of Transportation maintains that its multi-year plan unveiled prior to the new law’s passage will not be reduced or altered because of it.

Senate Bill 2111, which passed in the final hours of the last day of the session, included $1.5 billion in transit funding. That includes redirecting a projected $860 million in sales tax revenue charged on motor fuels from the Illinois Road Fund to public transportation operations. The bill, which will take effect in June, distributes 85% of the diverted funds to Chicago-area transit and 15% to downstate transit agencies.

The Road Fund is a primary statewide account used to pay for or finance road projects through the Illinois Department of Transportation. Many road projects are paid for with construction bonds, and the state’s motor fuel tax increases with inflation each year to raise revenue to pay for them.

The Road Fund is fed into by the state’s motor fuel tax, which is separate from

the sales tax charged on motor fuel taxes.

Before 2019’s Rebuild Illinois capital infrastructure plan, the sales tax on motor fuel was going to the state’s main General Revenue Fund, rather than to the Road Fund.

Rebuild, which was the first comprehensive, multi-year capital plan since 2009, created an incremental shift of that money to the Road Fund, which the new law will alter. Pritzker received bipartisan support for the plan, in large part because it shifted the sales tax money on motor fuel purchases to the Road Fund.

The new law also allows another estimated $200 million from interest growing in the state’s Road Fund to be allocated for mass transit.

That money will patch public transportation budget holes in the northern part of the state caused in large part by

pandemic-era federal aid running dry. Pritzker signed SB 2111 on Dec. 16. The plan does not include any statewide tax increases but raises a sales tax in the Chicago area.

Existing road infrastructure plans

The governor defended the redistribution of transportation funding shortly after his signing of SB 2111.

“We have put more money into downstate roads than we have into the Chicago area roads, much more than historically. That’s just been the way it is since we passed Rebuild Illinois,” Pritzker said during an announcement. “We definitely are looking at ways that we can turn the dials and make it better for downstate, but I think we’ve done a lot already.”

Continued on next page

The state’s latest $50.6 billion infrastructure plan expands on the 2019 Rebuild Illinois capital program.

For FY 2026 to 2031, Rebuild Illinois allocates $11.4 billion to projects specific to downstate IDOT Districts 4-9. Projects for districts 1-3 are slated to receive $12.3 billion for the same time, according to IDOT. Region 1 includes the state’s six most populous counties that make up two-thirds of the state’s population: Cook, DuPage, Lake, Will, Kane and McHenry. Districts 2 and 3 include 19 counties ranging from the state’s northwest corner south to Ford and Iroquois County.

Responding to concerns about how downstate road projects will be affected, a spokesperson for the Illinois Department of Transportation said, “No changes or reductions to the program are planned.”

“The department remains committed and has the resources to deliver all of the projects captured in the latest multiyear construction program released last fall, covering fiscal years 2026 through 2031,” spokesperson Maria Castaneda said in an email.

The new law doesn’t explicitly divert funding from projects earmarked for central or southern Illinois. Rather, it pulls from the statewide funding pool that backs IDOT’s multi-year plan and directs the money to the 85-15 transit split on an ongoing basis.

Sen. Ram Villivalam, D-Chicago, a main proponent of SB 2111, argued the bill provides sufficient funding for downstate, pointing to the 15% of redirected funds, or $129 million, for transit outside the Chicago area. But Six and several Republican legislators, including Sen.

Sue Rezin, R-Morris, said Springfield has continuously sidestepped downstate road infrastructure in favor of Chicago.

“That’s peanuts compared to what they took from us and gave to Chicago,” Rezin said. “And what really makes me frustrated is, the people still in my district, when they go to gas up in my district, think that that money is going to repair their roads and bridges.’’

While a 2016 constitutional amendment approved by voters explicitly allows Road Fund money to be used for public transit and several other modes of transportation, Sen. Dave Syverson, R-Cherry Valley, characterized the diversion of funds as a “legal loophole.” The amendment limits money raised from transportation-related activities, like the motor fuel tax, to being spent only for transportation-related purposes.

“When we talk to the public, and we sit down and talk to a group of people and have to say, ‘They’re taking $800 million of major roads and bridges that are supposed to get done out here in central and northern Illinois, that was taken and shifted over to Chicago, so your project’s now being pushed back a year or two or three, then they get angry,’” Syverson said.

Villivalam pointed out the expenditure on transit is explicitly allowed in the text of the constitution.

Impact on trucking

Industry groups have traditionally opposed any diversion of money from the Road Fund. Illinois Trucking Association Executive Director Matthew Hart said poor road quality leads to increased congestion during emergency repairs and

hazards for commercial drivers.

“Every time there is an IDOT crew or maintenance crew out there, they’re closing down lanes and closing down capacity, then you restrict the flow of goods,” he said. “So that’s why it’s imperative that we keep the roads in good shape, so that we’re spending less time filling potholes.”

Hart said poor road quality can lead to increased costs for truckers. “If you operate trucks on bad roads, you’re going to spend more time repairing your vehicles,’’ he said.

Joseph Schwieterman, director of the Chaddick Institute for Metropolitan Development at DePaul University, warned that downstate districts face increasing challenges financing their roads. Declining populations diminish the tax base, he said, and have reduced county spending on roads.

Still, he warned, “we can’t fall back on our bad past habits of letting the road system deteriorate.”

In Rezin’s district, she said Interstate 80 and Illinois Highway 47 are in need of repair.

“There’s tremendous impact everywhere as a result of where we’re located,” Rezin said of her district that includes some parts of the far southwest suburbs. “My district will see directly less money coming in. There will be less projects that will be completed because of this massive diversion of road funds to pay for the CTA, which did not raise rates or fees.”

Syverson said he hopes legislators will adjust to improve funding for downstate road projects.

The fare box recovery ratio — the percentage of a transit system’s revenue

that comes from rider fares — has also decreased. The requirement will be waived in 2026 and dropped from the current 50% to 25% in 2027 and 20% by 2030.

Ajay Gupta, a Republican candidate for state representative in Naperville, said he views this change as a “recipe for disaster’’ because he believes it allows transit systems to put off changes that improve cost efficiency or =increase fares.

“There’s no incentive to improve efficiency, which is absolutely the wrong way to do this,” Gupta said.

The new transit law creates a more powerful governing body for the Chicago region agencies, the Northern Illinois Transit Authority, beginning September 2026. It will be able to establish a universal fare system and coordinate schedules between the three regional agencies.

Rezin is hoping the uproar over road funding will create unity among downstate politicians as they seek legislative solutions. “Downstate needs to be made whole,” Rezin said. “We need to be made whole because we have crumbling roads and bridges.”

Beloit International Film Festival

BIFF returns for 2026

The Beloit International Film Festival, affectionately known as BIFF, returns later this month for its 21st season. This year, the festival is trying several changes. As explained to me by the board and staff, the festival is trying to return to its roots by refocusing their attention, time, and energies to its core purpose of presenting the highest caliber independent films they can attract, curate, and present, with as many attending filmmakers as they can encourage to attend. They are paring down and purging some of the more incidental activities.

The biggest change is that the festival will run for only 4-1/2 days rather than the usual 10 in the past.

This year the dates for the festival are Wednesday, March 25th through Sunday, March 29th.

Each film will be shown only once, generally in a bigger venue than in the past. Generally, the filmmaker will be available after each film, and this change will expedite the question-and-answer sessions. If the film sells out and there is more demand, the film will be shown again in the spring at BIFF Year Round.

Filmmakers are treated well at BIFF and consistently speak well of their experiences here. As Director Tony Hall of Lonesome put it, “This is THE BEST FESTIVAL in the entire Midwest. Forget about those larger cities on either side of the state line from Beloit. The programming is top notch.”

BIFF is one of this area’s greatest treasures: A film festival that The New York Times has called “an alternative to Sundance,” one of the world’s most well-regarded film festivals. Beloit consistently ranks as one of the world’s top-100 film festivals. This is an opportunity to see great indie films in a uniquely accessible venue. For a festival of this quality, free parking, affordable restaurants, and a film price of only $12 per ticket are unheard of. The accessibility of filmmakers and the enthusiasm of BIFF audiences provide an unsurpassed value and opportunity to be entertained. BIFF truly deserves your attendance and support.

As in the past, tickets are not available at the door. They can be purchased online at www.beloitfilmfest.org or at the box office located in the Hendricks Center for the Arts, 409 Pleasant Street, Beloit. (608) 466 9693. The box office is open during the festival on Wed., March 25 from 4-7PM, Thursday through Saturday March 26-28 from 11AM-7:30PM and Sunday, March 29 from 11AM-5PM. Several festival events will occur before the 4-1/2 days of screenings: The BIFF Sing-A-Long Film will be Annie and held

on Saturday, March 14th at 2:30PM at Visit Beloit. Tickets $15, students $7. This year’s classic film, sponsored by First National Bank and Trust is Ferris Bueller’s Day Off, screened on Sunday, March 22nd at 2:30PM, Tickets free.

BIFF may be changing some things, but one constant is how the festival has become popular with thousands of area filmgoers who look forward to the high-quality indie films that BIFF is known for.

Films

Charles Herbst

The best way to find out what’s playing this year is to go to the website, www. beloitfilmfest.org, read the descriptions, and watch some trailers. With over 80 films on offer this year, it’s always difficult to choose which ones to see. As a start, I’ve identified seven films that I think are worth considering.

Do Us Part

Rated R. Directed by Reed Arnold

What happens when the uninvited ex-girlfriend, Rose (Kelly Russo) from college shows up before the wedding?

Add to that a best man, Mark (played by the Director, Reed Arnold), who has more laugh-out-loud funny, snarky lines than a stand-up comic. And, of course, the groom, Ryan (Travis Laughlin) still has feelings for Rose. As the final wedding preparations take place, the backstory a few years ago at college is revealed. Toward the end of the film, Mark and Rose have a serious heart-to-heart conversation and leave us wondering if there might be a future there instead. The film’s beautifully shot mountain scenery is a bonus. This romantic comedy was adapted from the director’s stage play, which I wish I had seen.

Do Us Part has won several awards, including Best Comedy from the Route 66 Film Festival, Audience Choice Best Feature Comedy at the Sedona International Film Festival, and Best First Feature from the Naples (Florida) International Film Festival. Sun., Mar. 29, 12:00NOON, Visit Beloit

25 Cats From Qatar

Rated G. Directed by Mye Hoang

Every city in the world has a has a problem with stray dogs and cats. In Doha, Qatar, migrant workers comprise 90 percent of the population Often, when a family leaves, their cat is turned loose and must survive in the streets despite the extreme heat and the usual urban dangers. With Doha’s extremely transient population, it is almost impossible to find homes for these cats.

Katy McHugh, a flight attendant who operates a cat café in Milwaukee decides on a plan to rescue 25 cats in Qatar, which are currently living in shelters coordinated by Pakistani construction manager, Umair Khan. McHugh travels to Doha for four days, meets Khan, selects 25 cats for rescue, and clears them to be shipped in cargo to the United States. Her cat café provides a venue to find new homes for the cats once they’re in Wisconsin. All of the cats survive the journey, and the film’s epilogue tells where each cat ended up.

Rather than focusing on the obvious question—Why would anyone bring abandoned cats from the Middle East to be adopted in Wisconsin, when there are plenty of stray cats in Milwaukee—the emphasizes that the problem of finding foster homes for displaced animals is worldwide. Director Mye Hoang hopes to draw attention to the cause.

It is fascinating to watch the process of selecting and preparing the cats for their trip. Cat fanciers and animal enthusiasts will find this film to be an entertaining documentary.

Scandinavia - Into the Light Scandinavia - Into the Darkness

Germany, English narration Rated G. Directed by Mi-Yong Brehm, Verena Feige

(Two one-hour films shown together)

Every point on the Earth receives an equal amount of daylight, but because of the Earth’s axis, the amount of light on any given day varies. Nowhere is this more extreme than in Earth’s polar regions. This very well-done documentary tells the story of life in Scandinavia above the Arctic Circle. The Nordic Countries are unique in that they have a sizeable human population living so far north. The first film begins on December 21, the time of perpetual night and finishes on June 21, the time of perpetual light. The second film covers the rest of the year, when perpetual day gradually becomes perpetual darkness.

The documentary is beautifully filmed and is a delight to watch. Excellent narration in English is provided by Adam Wakeling. Considerable detail is provided

about the climate and how the flora and fauna adapt to such an unusual environment. For example, animals whose fur changes color with the seasons. While the viewer learns a lot, the film is well-paced and never boring. Watching these films is interesting, relaxing, and thoroughly pleasant.

The films have won several awards at festivals in Portugal, Brazil, and Montenegro. They also won a Golden Panda award for cinematography.

The Green Mill: A Real Chicago Joint

Rated R. Directed by Paul L Carr

This documentary consists of six people sitting around the table in a tavern drinking and reminiscing for an hour. That’s what people do in a bar, and it’s a fitting way to tell the story of Chicago’s Green Mill, America’s oldest continuously operating jazz club.

You’ll meet the club owner Dave Jemilo; filmmaker Paul Carr, who was hired by Jemilo as his first bartender in 1986; manager Laura Castro; singer and cocktail waitress, Katherine Terrell; another manager and bartender Jason Cole; and trumpet player Brad Goode. Together, they represent over 165 years of Green Mill experience.

They have quite the stories to tell. About the old bricked-up tunnels in the basement and the ghost (and squatter) who inhabited them. About the patrons, from Frank Sinatra, Johnny Depp, and Charlie Chaplin, to the locals, including the old man who introduced the club to Malort. Most of all, you’ll hear about the incredible jazz that’s been played at the venue over the years by world-famous artists as well as the local acts.

Interspersed with the conversation are numerous pictures and film clips of both the neighborhood and the inside of the club. Naturally, it has the musical sound track you would expect from a story about a jazz joint. Whether you’ve ever been to the Green Mill, the film gives you an inside look at the celebrated jazz club. And after seeing this film, you’ll want to visit the Green Mill to catch a set or two over drinks.

Chicago-based Paul Carr has made a number of films, and this is his first documentary.

Matter of Time

Rated PG-13. Directed by Jeremy Snead

Since he was a little boy, Charlie Fleck (Myles Erlick) always wanted to be a video game designer. Now 29, he has a chance to perfect and sell his game, Lone State, to a video game distributor, Sugar Cube. His girlfriend Bree (Ali Astin) works there and the company is desperate for a new hit. The catch is that he has only three months to finish.

Charlie “borrows” a time-stopping device from a friend, Gibbs (Sean Astin), who runs a video game store. The device came from Gibbs’ grandfather, who worked with Robert Oppenheimer on the Manhattan Project. Charlie is warned not to use the device for more than 24 hours at a time.

Charlie had always been collaborative with his good friends Lucas (Patrick Britton) and Brian (Quinn Angel), but decided to abandon them, and soon learns that he needs their help. Finally, Charlie and his friends develop a successful version of the game which they end up launching independently of Sugar Cube. If you are a gamer and love science fiction, you’ll relate to this film, but even if you’re not, it’s a good story. The film and its messages of teamwork and loyalty resonate universally. Matter of Time is Jeremy Snead’s first feature film. It is well-made with a lot of fun, animated sequences interspersed with live action. For someone who is not a gamer, it held my interest.

On The End

Rated R. Directed by Ari Selinger

Based on a true story, Tom Ferreira

(Tim Blake Nelson) is an auto mechanic who repairs cars alongside his run-down home on Navy Road, a traditionally industrial area in Montauk, NY. Montauk is located on the extreme end of Long Island, east of the Hamptons. Tom lives with his brother Milton (Matthew Maher) who regularly takes their aunt and nextdoor neighbor Trudie (Lois Smith)—who Tom calls “Aunt Crusty”—to the grocery store. Both Milton and Aunt Crusty are great for a few laughs.

Tom meets Freckles (Mireille Enos) on the Internet, and she drives out from Brooklyn to meet him. Freckles has been living in her car along with her cat and moves in. Tom and Freckles fall in love. Both suffer terribly from diabetes.

While Montauk was always known as the “un-Hamptons,” in recent years, the town has become more gentrified. A real estate saleswoman, Jess Finch (Anna Chlumsky), convinces Aunt Crusty to list her home. Given the unsightliness of Tom’s house and yard next door, to improve the marketability of Aunt Crusty’s home, Jess persuades the town to harass Tom, destroy his business, and ultimately attempt to force Tom out of his home.

Tom (with the encouragement of Freckles) retaliates by suing the town in federal court and winning. The case becomes a precedent on land use law.

On The End has played to an appreciative audience at the Toronto International Film Festival and several other venues. It’s a cute, sentimental love story, and it’s always entertaining to see an underdog win. Definite date night material. Fri. Mar. 27, 7:30PM, Visit Beloit
