Durbin, Pritzker put pressure on Republicans to oppose cuts to key programs
Thousands of Illinoisians could lose coverage from Medicaid cuts, governor warns
By Jade Aubrey Capitol News Illinois jaubrey@capitolnewsillinois.com
TAYLORVILLE — Voters must put pressure on congressional Republicans to oppose any budget bill that makes major cuts to services, according to U.S. Sen. Dick Durbin, D-Ill.
Lawmakers are set to return to Washington, D.C., this coming week, where they will begin a reconciliation process on a budget plan that Democrats worry will contain major cuts to Medicaid, Social Security and other federal programs.
But if just a handful of Republicans in either chamber oppose President Donald Trump’s preferred budget plan, Congress can likely block cuts to these programs, Durbin said at a news conference Thursday at a Taylorville hospital southeast of Springfield. He put pressure specifically on Illinois’ three Republican members of the House of Representatives.
“I hope they’ll come home as I have during this break and visit rural hospitals and hear first-hand from administrators and the people who work there what cutbacks in the Medicaid program mean for their communities,” Durbin said.
Democrats fear Republicans will lean on cuts to social safety net programs such as Medicaid to pass a budget plan that would extend more than $4 billion worth of tax cuts and help pay for Trump initiatives such as mass deportations.
Illinois covers about half of Medicaid costs for about 3.4 million people, or 1 in 4 residents, under the traditional program. Medicaid eligibility was expanded in 2010 by the Affordable Care Act to include more adults at higher income levels. Approximately 770,000 people in Illinois are covered under the expansion and the federal government pays 90% of the cost for that group.
If Congress severely reduced that program, the state wouldn’t be able to make up the billions of dollars the federal government sends Illinois each year to cover the program, Gov. JB Pritzker said at a news conference Friday in Peoria.
“I believe that blood will be on their
hands,” Pritzker said of Trump and Republicans. “People will lose their lives as a result of what they’re trying to do right now.”
Pritzker said the size of the tax cuts Republicans are seeking is so large they will be forced to dip into Medicaid, Medicare and Social Security to cover the cost. For Illinois, that could mean $8 billion worth of health insurance coverage could be at risk, the governor said.
“Donald Trump and Elon Musk and congressional Republicans, in their crusade to give an enormous, massive tax cut to the wealthiest people in the country, have put working Illinoisans and health care on the chopping block,” Pritzker said.
Durbin said the cuts could upend the Illinois health care industry as well.
“If we do substantial cuts on Medicaid, it could have an impact on individuals first and foremost, but certainly on the survival of clinics and hospitals around the nation, and in particular, in downstate Illinois,” Durbin said.
Cuts could limit services at health care facilities and could force some hospitals or medical centers to close as they lose Medicaid funding.
“The point is this: When you decide priorities for your future, and we’re making those decisions every single day in Washington, I think health care should be the highest priority,” Durbin said.
Democrats on tour
Both Pritzker and Durbin, the state’s top elected Democrats, spent the week touring Illinois, highlighting impacts the state could feel from action at the federal level alongside other Democratic members of Congress from Illinois. Durbin focused on Medicaid on stops at hospitals in Chicago and Taylorville while Pritzker discussed agriculture, Social Security, infrastructure and Medicaid at events in Urbana, Romeoville, Rockford and Peoria.
“If people stay home and don’t speak up about this, we will see people die as a result of the devastation that this will cause,” Pritzker said Thursday in Romeoville.
Both Democrats’ hopscotching around Illinois came days after Pritzker and Durbin found themselves on opposite
sides of a spending bill in Congress.
Last week, Durbin voted for a spending plan to keep the government open through September, which angered many Democrats including Pritzker, who thought Senate Democrats should force a government shutdown as a roadblock to Trump’s agenda.
“It was a huge mistake,” Pritzker said Wednesday in Urbana. “I’ve made it very clear, lots of people made it very clear, that the people who voted for the (continuing resolution) in the Senate were wrong. Dead wrong.”
But shutting down the government would have been worse and enabled Trump and Elon Musk’s so-called Department of Government Efficiency to continue dismantling parts of the federal government, Durbin said.
“I have never voted for a shut down and I didn’t last week,” Durbin said. “Do I think it’s right that we have an appropriations process that is not bipartisan? No, I don’t. And now we’re going into another one and I’ll just tell you this: I want to hold both Democrats and Republicans responsible to come up with a bipartisan approach to spending that makes sense.”
The public disagreement between the two Democrats comes as Durbin contemplates running for reelection in 2026. A litany of Illinois Democrats is rumored to be waiting in the wings, including Pritzker’s running mate, Lt. Gov. Juliana Stratton.
Durbin would only say that he will decide “soon.” The 80-year-old senator, who resides in Springfield, said “whether I’m still physically able, mentally able to deal with the issues,” are the top factors guiding his decision.

Environmental and Energy Policies from Project 2025
By Drs. Robert & Sonia Vogl Illinois Renewable Energy Association
Contributors
A summary of the Conservative Heritage Foundation’s promise for a second Trump Administration by Simon Pierce provides some insight into the overall goals of the administration. The summary is far larger in scope than the policy concerns addressing environmental and energy in this article.
Pierce indicates “Project 2025 seeks to end all current climate change effort, advocating for the complete reversal of initiatives like the Paris Climate Accord. It promotes the exploitation of natural resources, prioritizing economic gain over environmental sustainability.”
“Regarding Environmental regulation; the plan includes dismantling environmental protections, viewing regulations as obstacles to economic growth.” During a presentation at the University of
Michigan we heard Kenneth E. Boulding, the co-founder of general systems theory say that “anyone who believes exponential growth can go on forever in a finite world is either a madman or an economist”. The 1972 book The Limits to Growth relied on systems theory to provide scenarios indicating the potential consequences of various projections of economic growth.
Since the publication of the book, new tools have been developed to assess the health of the planet and human well-being. A summary, by Jonathan Bamber, of research reports based on earth satellite images continue to point out the accelerating rate of unhealthy changes in planetary systems.
Articles appeared in The Conversation which addressed sea level increases, permafrost thawing in the arctic which releases both CO2 and methane, and the release of polluting nitrogen dioxide
levels from the combustion engines of cars and trucks. The articles revealed a drop in nitrogen dioxide levels after the 2020 lockdowns in Europe, and deforestation losses in a portion of the Amazon forest between 1986 and 2010. Such reports document climate changes and other ecosystems impacts important to maintaining a habitable planet. The massive amount of data is quickly processed using AI data centers which make the information readily available.
The increasing size of the human population, energy consumption, pollution and complexity of modern society has multiple deleterious impacts on human well being and that of the planet. As the adverse impacts are documented, it becomes the responsibility of those who are creating them to ameliorate them. If the perpetuators of the damages are unwilling or unable to correct them consumers and governments are left to
implement the corrective actions.
Securing regulations often involved collecting scientific data on the need for a regulation and persuading congress of the necessity and benefits of the regulation. Some regulations take a long time to secure support as was the case regarding cigarettes. During our childhoods aunts, uncles and grandparents referred to cigarettes as cancer sticks and it took close to a century to force manufacturers to include warnings on the packages as to the risks involved in smoking and secure smoking bans.
Of critical importance is whether the new tools used to identify problems will result in sustainable policies and practices. An emphasis on economic growth over sustainability does not bode well for the health of people and the planet if it is not based on good data.

Ukraine War
US holds separate talks with Russians after meeting Ukrainians to discuss a potential ceasefire
By Jon Gambrell and Illia Novikov Associated Press
DUBAI, United Arab Emirates (AP) — U.S. negotiators worked on a proposed partial ceasefire in the the 3-year-old war in Ukraine on Monday, meeting representatives from Russia one day after holding separate talks with a team from Kyiv.
It has been a struggle to reach even a limited, 30-day ceasefire — which Moscow and Kyiv agreed to in principle last week -- with both sides continuing to attack each other with drones and missiles.
One major sticking point is what targets would be off-limits to strike, even after U.S. President Donald Trump spoke with the countries’ leaders, because the parties disagree.
While the White House said “energy and infrastructure” would be covered, the Kremlin declared that the agreement referred more narrowly to “energy infrastructure.” Ukrainian President Volodymyr Zelenskyy has said he would also like to see infrastructure like railways and ports protected.
Talks Monday in the Saudi capital of Riyadh are expected to address some of those differences, as well as a potential pause in attacks in the Black Sea to ensure the safety of commercial shipping.

U.S. and Russian representatives met in the morning, Russia’s state Tass and RIA-Novosti news agencies reported. The U.S. and Ukrainian teams met Sunday.
Serhii Leshchenko, an adviser to the Ukrainian presidency, said the delegation remained in Riyadh on Monday and expected to meet again with the Americans.
Grigory Karasin, head of the foreign affairs committee in the Russian parliament’s upper house and a participant in Monday’s talks, told the Interfax news agency the negotiations were going on in a “creative way” and that the U.S. and Russian delegations “understand each other’s views.”
Meanwhile, both Russia and Ukraine continued to launch attacks across their borders.
The Russian Defense Ministry said Monday a Ukrainian drone attacked an oil pumping station in southern Russia that serves a pipeline carrying Kazakhstan’s Caspian Sea oil to the Russian port of Novorossiisk for export. It said the drone was downed before it could reach the pumping station.
Kremlin spokesman Dmitry Peskov said Monday the Russian military has been fulfilling President Vladimir Putin’s order to halt attacks on energy facilities
for 30 days. He has accused Ukraine of derailing the partial ceasefire with attacks on Russia’s energy facilities, including a gas metering station in Sudzha in Russia’s Kursk region.
Ukraine’s military General Staff rejected Moscow’s accusations and blamed the Russian military for shelling the station, a claim Peskov called “absurd.”
Zelenskyy said Sunday evening that “since March 11, a proposal for an unconditional ceasefire has been on the table, and these attacks could have already stopped. But it is Russia that continues all this.”
He added that Ukraine’s partners — “the U.S., Europe, and others around the world” — should increase pressure on Russia “to stop this terror.”
Zelenskyy has emphasized that Ukraine is open to Trump’s proposal of a full, 30-day ceasefire. Putin has made a complete ceasefire conditional on a halt of arms supplies to Kyiv and a suspension of Ukraine’s military mobilization — demands rejected by Kyiv and its Western allies.
Speaking on “Fox News Sunday,” Trump’s special envoy Steve Witkoff said he expected “some real progress” at talks and that a pause in hostilities by both countries in the Black Sea would “naturally gravitate into a full-on shooting ceasefire.”
China rules out supplying peacekeeping forces
Asked about reports speculating that China might send peacekeepers to Ukraine to enforce any peace deal, Chinese Foreign Ministry spokesperson Guo Jiakun responded Monday with an unequivocal no.
“Let me stress that the report is completely false. China’s position on the Ukraine crisis is clear and consistent,” Guo said at a briefing.
China has provided Russia with trade earnings from oil and other natural
resources, along with diplomatic backing, but has not given any weapons or sent any personnel. China is, however, on close terms with North Korea, which has sent troops to fight alongside the Russian army.
Ukrainian railways hit by cyberattack
A “massive targeted cyberattack” hit Ukrainian state railway operator Ukrzaliznytsia on Sunday, the company wrote on Telegram, adding that it was working to restore its systems on Monday. The company said the attack did not affect train movements or schedules but disrupted its online booking system.
“The railway continues to operate despite physical attacks on the infrastructure, and even the most vile cyberattacks cannot stop it,” the company wrote.
Meanwhile, Ukraine’s Special Operations Forces claimed Monday it destroyed four military helicopters in Russia’s Belgorod region with the use of U.S.-supplied HIMARS rocket systems. It published drone footage on its Telegram page of what it said was the attack.
The strikes occurred at a concealed “jumping-off point” for Russian aircraft used in surprise attacks on Ukrainian forces, the group said.
A Russian missile struck the northern city of Sumy, across the border from Russia’s Kursk region, hitting residential buildings and a school, said regional head Volodymyr Artiukh. Children at the school were being evacuated at the time, and all were safe, he added.
But the regional prosecutor’s office said 65 people were injured, including 14 children.
Earlier, Russia fired 99 attack and decoy drones into Ukraine overnight, according to Ukraine’s air force, of which 57 were shot down.
