Regulators OK ComEd’s plan to increase deposit costs for largeload projects like data centers

Commission calls the order an ‘important first step’ but initiates proceedings to dig deeper

CHICAGO — As large data centers burn electricity as fast as some small cities, utilities and advocates are looking for ways to ensure they’re not passing the buck for related infrastructure costs to everyday ratepayers.

The Illinois Commerce Commission on Thursday approved a proposal from Commonwealth Edison that allows the electric utility to seek a type of security deposit from developers of large-load projects based on the energy needs of proposed projects. Those deposits will allow ComEd to recover costs associated with data centers if the companies go out of business, move, or if facilities constructed to serve the customer are under-utilized.

The ICC called the approval of ComEd’s June request an “important first step.” But consumer and environmental advocates sought broader protections that the commission ultimately determined were out of scope for the proceedings.

The ICC did, however, direct its staff to initiate new proceedings next month to investigate the unaddressed issues and adopt new ratepayer protections, recognizing what it called “significant reliability, affordability and policy risks” caused by large-load projects in ComEd’s territory.

The order stated that ComEd’s pipeline includes more than 75 large-load projects that are expected to draw over 28,000 megawatts of energy. That’s more than ComEd’s highest-ever 24,000-megawatt peak demand in its 118-year history.

“In other words, the cumulative maximum demand of requests to serve new large load projects that are already in the application process is nearly 1.2 times greater than the highest demand ComEd has ever needed to serve,” the commission wrote in its order.

The huge surge in demand by data centers, which ComEd said has accelerated at an “exponential pace” since 2019, comes at a time when the state is facing projected energy shortfalls that are expected to drive up energy costs if not resolved.

“ComEd’s proposals are pivotal customer protection measures,” the company’s attorney told the commission during oral arguments. “They mitigate the risk that costs associated with providing service to new large load customers might be shifted to other customers.”

Prior to the order, ComEd required a flat $1 million deposit from all large load project applications. Under the revised tariff, security deposits for new projects requesting 50-200 megawatts will start at $1 million and increase by $500,000 for each additional 100 megawatts beyond that point.

In projects that come to fruition, the deposits will go toward the development cost of the project, according to ComEd. Deposits will be returned on canceled projects, minus costs already incurred by ComEd.

Here’s what’s at stake

Concerned environmental and consumer advocates had hoped the ICC would set additional consumer protections, like requiring data centers to pay for the full cost of their infrastructure needs and adoption of a “bring your own new clean energy” model.

ComEd’s proposal protects customers in part by ensuring that data centers pay the portion of the cost assigned to them, Brad Klein, managing attorney with the Environmental Law and Policy Center, told Capitol News Illinois.

“But what it doesn’t do is fully, directly assign all of the costs of the infrastructure to the data center in the first place,” Klein said. “We still spread it out, we socialize it, and then ComEd is only protecting the portion of the cost that is assigned to the data center, even though the data center is causing all of that cost.”

The cost of infrastructure like transmission wires and poles for a single data center could be $50 million or more, just to serve a single new data center, Klein added.

According to a report by the Union of Concerned Scientists, ComEd ratepayers are already left holding the bag for hundreds of millions of dollars in costs to connect data centers to the grid.

The new tariff structure would not apply to data centers already on the grid.

Advocates also say the “bring your own new clean energy model” could

offset reliability risks created by energy generation shortages exacerbated by the data center demands.

They recommended that companies that bring their own renewable energy sources to the table should be rewarded with faster grid connections, skipping the long wait times that normally exist for data centers to connect to ComEd’s grid, using TSA PreCheck as an analogy.

“Travelers who demonstrate they are low-risk earn access to faster screening and better service. Illinois can apply the same principle to data centers,” Klein wrote on ELPC’s website. “Projects that put in the work up front — planning for clean energy, efficiency, and grid reliability — should be rewarded with faster grid connections.

The approach has been discussed in Texas and by PJM, the regional network operator that serves all or part of 13 states reaching from the East Coast to the ComEd territory in Illinois. Advocates are also pushing for parallel legislative protections via the POWER Act, introduced by Illinois state lawmakers in February.

The bill language is slated for discussion in upcoming subject matter hearings in the House. In the Senate, it has been sent to a subcommittee, where senators will discuss multiple bills regulating data centers.

The ICC directed its staff to file a report and draft an order initiating additional proceedings by April 23 to evaluate further ratepayer protections. That exploration should be completed within eight months or “as expeditiously as possible.”

“We’re taking the commission at its word that this is a first step and that they’re serious about the follow-up steps needed to protect consumers and the environment,” Klein said. “We’re really heartened by the Commission doing this on a real, near term, urgent basis.”

Political will grows for data center regulations as POWER Act remains in committee

Lawmakers, stakeholders, the governor and feds all have indi- cated they’re open to regulation

SPRINGFIELD — Managing data centers has been a growing issue around the U.S. as states balance economic development with community concerns about pollution, water supply and energy prices.

That has led to different regulations nationwide from moratoriums on development permits to putting data centers in their own ratepayer class. Illinois legislators have proposed regulating data centers with the POWER Act, a bill that addresses concerns about prices, water and pollution by:

• Requiring data centers to pay for their own energy and the infrastructure to generate it, and requiring that energy to come from renewable sources.

• Mandating transparency from data centers about their water use and water permits from the Illinois Environmental Protection Agency, which would manage how data centers handle wastewater and meet efficiency standards.

• Requiring the IEPA to conduct assessments about how a data center would impact a community and mandating data center developers enter community benefits agreements that promote transparent engagement with the public. The community benefits agreements will be enforced by a coalition of residents, organizations and local government officials who will make up a community advisory board.

Democratic lawmakers sponsoring the bill call the regulations “commonsense” guardrails on a growing industry that impacts communities and electricity prices.

“Obviously, we know that data centers can provide economic development. But on the other hand, I want to make sure that our environment is protected and our people are protected,” said Illinois House Majority Leader Robyn Gabel, D-Evanston.

While data center backers say the economic benefits include job creation, capital investments and property tax revenue, environmentalists and consumer advocates say they are far outweighed by the risks for water resources and energy prices.

The POWER Act thus far remains in committee. But Illinois has a history of passing large-scale energy packages, such as the Climate and Equitable Jobs

Act and the Clean and Reliable Grid Act, as extensive amendments late in their regular or fall legislative session. The session is slated to adjourn on May 31.

Growing need for rules

Aurora is one Illinois city already regulating data centers. The city in September implemented a 180-day moratorium on development that will expire in late March.

The city set the pause so it could study the fiscal, environmental, stormwater and utility impacts on the community and come up with better rules and safeguards.

In late February, Aurora proposed ordinances that would require developers to conduct and submit multiple studies dealing with noise, water consumption and energy needs. The ordinances also require future data centers to meet standards for noise, vibrations, water use and energy use. New and expanded data centers “will also need to install and operate either on-site renewable energy techniques or on-site resilience storage procedures.”

The POWER Act has similar requirements, and negotiations on the bill are ongoing. Those conversations include municipalities and workforce, labor, manufacturing and environmental groups.

“What we’re asking for in this legislation are principles that I think, widely, people understand,” said state Sen. Ram Villivalam, D-Chicago.

“Accountability protects our taxpayers and protects our environment. That’s, I believe, entirely possible,” he continued.

Technology is an essential part of many people’s lives, and the data centers needed to support that technology will continue to exist and expand, Villivalam said.

“We’re not saying ‘no.’ We’re saying this is going to continue. This is how we need to approach it,” he said.

Agreement between the gover- nor and feds

Protecting consumers from paying for data centers’ energy needs is a key part of the POWER Act, and shifting the cost to the data centers has widespread, bipartisan support in Illinois and nationwide.

During his annual budget address, Gov. JB Pritzker put the onus on PJM Interconnection, the electric grid operator that covers all or part 13 states from Illinois to the East Coast: “PJM must force data center developers to pay for capacity resources to power their operations to protect consumers from higher rates.”

Pritzker also proposed a two-year

pause on tax credits for new data centers to compensate for rising demand and higher prices. Illinois has provided tax incentives for data centers since Pritzker signed bipartisan legislation in 2019.

According to the state’s 2024 report, at least 27 data centers had received incentives totaling $983 million in estimated lifetime tax breaks and benefits.

“With the shifting energy landscape, it is imperative that our growth does not undermine affordability and stability for our families,” Pritzker said.

Pritzker has long advocated for attracting data centers to Illinois, especially given his focus on growing quantum computing, but he lately has said he also wants development to be controlled.

In January, Pritzker joined the Trump administration and 12 other governors in the PJM service area to call for PJM to adopt six principles to lower electricity prices. One principle would require PJM to allocate the cost of “any new” capacity to data centers.

Tech companies in early March signed a voluntary, nonbinding “Ratepayer Protection Pledge” at the White House, agreeing to cover the majority of costs for data center energy, though the pledge does not include penalties or other enforcement language. Seven companies have signed, including Google, Amazon, Microsoft and Meta. President Donald Trump announced the pledge during his State of the Union address.

In a separate letter, Pritzker and New Jersey Gov. Philip Murphy clarified to PJM that “implementation of these principles must also ensure that clean, cheap energy growth will not be sabotaged.”

Cautious support from Republicans

Illinois Republicans have also called for data centers to pay for their own energy generation, though their support for the POWER Act isn’t guaranteed and they don’t share a commitment that energy generation come from renewable sources.

“While data centers have become part of the broader energy discussion, they are not the primary driver of the rate increases families have been experiencing,” said Sen. Sue Rezin, R-Morris. “At the same time, I believe large energy users should pay their fair share and that our grid must remain secure and dependable.”

Rezin sits on the committees that will likely discuss the POWER Act and she said she’s open to “thoughtful, targeted proposals” for handling data centers, but she also wants to ensure companies aren’t dissuaded from investing in Illinois.

Her concern is similar to that of groups like the Illinois Manufacturers’ Association, which framed the POWER Act as “penalizing innovation” in a news release after it was announced. They also advocated for dealing with energy prices by pursuing an “all-of-the-above energy approach” to generation.

However, Gabel said she’s had conversations with groups like the IMA, and they’ve indicated they’re open to negotiation.

“I have spoken to both the IMA and the Data Center Coalition, and they both say that there’s much in this bill that that they can work with,” she said. “There may be a few issues that we need more discussion about, but neither of those organizations felt like this was DOA.”

Considering how many other states have data center regulations, Gabel said she thinks concerns about scaring away development are overblown.

“I’ve met with data centers, and they are open to this,” she said.

The Clean Jobs Coalition, a group of organizations committed to renewable energy favors the bill but also supports negotiation.

“We also know that data center development in Illinois to date has not delivered a fair deal for families, who have paid millions in tax incentives while subsidizing Big Tech’s utility costs,” the group said in a statement. “The POWER Act is an opportunity to reconcile that imbalance moving forward and will need further discussion and consideration among stakeholders.”

A big reason for the urgency, Gabel said, is that data centers built elsewhere in the PJM territory would impact what Illinoisans pay anyway, even if the centers aren’t built in Illinois. That’s because all states in that territory pull from the same energy pool.

“We feel like it’s our responsibility to put some guardrails around the development of these data centers,” she said.

The bill language is now in the House Executive Committee, which meets Thursday at 10 a.m. and the Senate AI and Social Media Subcommittee, where senators will discuss multiple bills regulating data centers, though negotiations could come down to the wire if recent history is a guide.

As demand for GLP-1 pills and shots surges, healthy habits are still key

Whether they’re using weekly shots or daily pills, more Americans than ever are turning to anti-obesity drugs to lose weight and boost health.

About 1 in 8 U.S. adults say they are taking a GLP-1 drug, according to a recent survey by the health research group KFF.

Just since January, more than 600,000 prescriptions have been written for Novo Nordisk’s new Wegovy pill, the company said. Early analysis suggests that more than a third of users are new to the drugs, according to Truveta, a health care data company.

But medication alone isn’t the answer, experts caution. It also takes lifestyle changes — healthy diet, exercise, adequate sleep and stress management — to reap the biggest benefits from the drugs known as GLP-1s.

“The biggest mistake people make with GLP-1 medications is thinking the prescription is the treatment,” said Dr. Katherine Saunders, an obesity medicine expert at Weill Cornell Medicine and co-founder of FlyteHealth, a weight-loss treatment company.

GLP-1s can spur weight loss and health benefits on their own, but the effects are larger and last longer when the drugs are combined with lifestyle changes, a recent review of nearly three dozen studies found.

Here’s what experts say you should know about GLP-1 drugs and healthy habits:

It’s not all about weight

Obesity is a big driver of chronic disease, including conditions such as heart disease and diabetes. But the focus should be overall health and not just the numbers on a scale, said Dr. Jody Dushay, an endocrinologist and obesity expert at Harvard Medical School.

“Health is what you eat, how much you move your body, what is your blood sugar, what is your blood pressure, what is your cholesterol,” she said. “All of those things are really important.”

The GLP-1 drugs work by targeting hormones in the gut and brain that slow digestion and target appetite and feelings of fullness. That effect “levels the playing field,” said Saunders, making it easier to adopt healthy habits like eating less and

moving more.

“Social media and advertising sometimes create the impression that these medications are a quick fix, but obesity is a complex, chronic, progressive disease” that requires ongoing medical management, she added.

What does research show about GLP-1s and lifestyle changes?

The clinical trials of anti-obesity medications like Wegovy and Zepbound included structured lifestyle programs along with the medication, which are advised along with every new prescription.

That results not only in significant weight loss, but improved health markers.

A February study of more than 98,000 U.S. military veterans found that those who used a GLP-1 and adhered to six to eight healthy habits had a 43% lower risk of serious cardiovascular events such as stroke and heart attack than those who didn’t use the drugs and followed three or fewer such habits.

Lifestyle habits “can substantially amplify the benefits of modern medications” noted Dr. Frank Hu, a lead author and chair of the nutrition department at the Harvard T.H. Chan School of Public Health.

Which changes are most important?

To maximize the benefits of GLP-1s and reduce potential side effects like nausea, vomiting, constipation and muscle loss, Dushay and other experts offer specific advice.

Maintain muscle by eating 20 grams to 30 grams of protein per meal, which could include fish, poultry, yogurt and beans. Eat more fiber and drink more water — as much as 8 to 12 cups a day. If heartburn or nausea is a problem, avoid fried foods and spicy foods, and don’t lie down after meals.

Aim for 150 minutes of aerobic exercise a week, or, ideally, about an hour a day. Add in 30 minutes of strength training two or three times a week, such as lifting weights or using resistance bands. Get enough sleep — seven to nine hours a day for a healthy adult. Take steps to reduce mental and emotional stress. Finally, check in with a health care provider about your progress. The GLP-1 drugs can have rare but serious side effects, the experts noted.

“Someone really does need to keeping track of: What is the pace of your weight loss? What are your side effects? And not just mailing you a prescription every month,” Dushay said.

New York Plane Crash

Jet collides with fire truck at New York’s LaGuardia Airport. 2 pilots killed

NEW YORK (AP) — An Air Canada jet carrying more than 70 passengers collided with a fire truck while landing at New York’s LaGuardia Airport late Sunday, killing the pilot and copilot and injuring several others, officials said.

The fire truck was crossing the tarmac after being given permission to respond to another plane reporting an odor onboard. Before the collision, an air traffic controller can be heard on airport communications frantically telling the fire truck to stop.

In a transmission nearly 20 minutes later, the controller appears to blame himself. “We were dealing with an emergency earlier,” the controller said. “I messed up.”

About 40 passengers and crew members on the regional jet were taken to hospitals, some with serious injuries. Most were released by Monday morning, authorities said.

The impact crushed the regional jet’s nose, leaving cables and debris dangling from the mangled cockpit. Images from the crash site showed the damaged fire truck flipped onto its side.

A key question for investigators will be examining coordination of the airport’s air traffic and ground traffic at the time of the crash, said Mary Schiavo, a former Department of Transportation Inspector General. “I don’t know how many wake-up calls the (Federal Aviation Administration) needs, but this has been happening for years and sadly some of the most horrific air crashes in history happen on the ground at the airport.”

The crash shut down LaGuardia — the New York region’s third busiest hub — until at least Monday afternoon, during what was already a messy time at U.S. airports. Travelers have been facing long security lines due to a government shutdown and the busy spring break travel season.

Pilot and copilot were based out of Canada

The pilot and copilot who died were both based out of Canada, said Kathryn Garcia, executive director of the Port Authority of New York and New Jersey, which operates the airport.

The airport will remain closed until at least early Monday afternoon during the investigation, which is being led by the National Transportation Safety Board.

“Our thoughts are with the victims, their families, and everyone affected,”

New York Gov. Kathy Hochul posted online.

President Donald Trump called it a “terrible” situation. “They made a mistake,” he told reporters. Canadian Prime Minister Mark Carney said in a statement the accident was “deeply saddening.”

The fire truck was traveling across the runway to respond to a separate incident aboard a United Airlines flight, whose pilot had reported “an issue with odor,” said Garcia, who deferred additional questions about the sequence of events leading up to the crash to the NTSB.

Two Port Authority employees in the fire truck suffered injuries that were not believed to be life-threatening, Garcia said.

There were 72 passengers and four crew members aboard the aircraft, a Jazz Aviation flight operating on behalf of Air Canada, according to a statement from the airline. The flight originated at Montreal-Pierre Elliott Trudeau International Airport.

Stairways used to evacuate passengers from the aircraft were pushed up to the emergency exits on the jet, a Bombardier CRJ. The impact left the jet with its crumpled nose tilted upward.

Air traffic controller tried to stop vehicle after giving clearance

The air traffic controller tried to warn the vehicle.

“Stop, Truck 1. Stop,” the transmission says. The controller can then be heard frantically diverting an incoming aircraft from landing.

Air traffic controllers are not impacted by the partial government shutdown that has caused long delays at airport security checkpoints in recent days. They have been affected by past shutdowns.

The FAA has been chronically short on air traffic controllers for years with some of most recent estimates showing that at least 3,000 additional controllers are needed. But former FAA air traffic control chief Mike McCormick said that LaGuardia is “not a control tower that has perennial staffing problems.”

But at the time this crash happened, the tower would have been lightly staffed during the overnight shift, he said. Investigators will also look at how much overtime and how many days in a row the controllers had been working to determine if fatigue could have been a factor.

As passengers straggled out of the airport into the dark early Monday, some described having arrived at LaGuardia

hours before their flight, hoping to beat the lines.

Arturo Davidson said his Miami-bound flight was on the tarmac Sunday night when fellow passengers saw the collision and its aftermath.

They were soon told there had been an accident and that the airport was closing, he said later Monday, gazing at a departure board filled with cancellations.

“I don’t think we’re going at two,” he said, referring to the time that officials gave as the earliest for reopening LaGuardia.

One of the nation’s busiest airports

LaGuardia was 19th busiest in 2024 out of more than 500 U.S. airports, with over 16.7 million passengers boarding there, according to a 2025 FAA database.

The Port Authority of New York and New Jersey describes it as “one of the nation’s leading domestic gateways for business and leisure travel” in its 2024 Airport Traffic Report.

LaGuardia is one of 35 major airports across the country equipped with an advanced surface surveillance system that uses radar and data from locator systems on planes to alert controllers to potential conflicts on runways, according to the FAA.

There are three different models of Aircraft Rescue and Firefighting trucks, according to a video put out last year about the unit by the Port Authority.

The Transportation Safety Board of Canada has sent a team of investigators to assist the U.S. officials at LaGuardia.

The story has been updated to correct that the Port Authority video on trucks was put out last year, not last month.

Associated Press reporters Michael R. Sisak, Anthony Izaguirre and Mae Anderson in New York; Rob Gillies in Toronto; Josh Funk in Omaha, Nebraska; and Kathy McCormack in Concord, New Hampshire, contributed.

Getting Ahead of Vegetable Pests: An Introduction to Integrated Pest Management (IPM)

As the Rockford area gets closer to the start of another growing season, many of us are already thinking about prepping beds, rinsing out seed trays, and grabbing seed potatoes for next month. Right alongside those tasks comes another reality of vegetable gardening: figuring out how to handle the insects, diseases, and weeds that may show up. Integrated Pest Management—or IPM—offers a practical framework for staying ahead of these issues. And chances are, you’re already doing several IPM practices without even realizing it.

IPM isn’t complicated. It’s basically a series of small, intentional steps that help prevent pest problems before they get out of hand. A lot of that prep work happens

Energy & Environment

before anything is planted, which makes early spring the perfect time to get a plan in place.

One of the first steps I suggest for IPM is looking back at last year’s garden. Think about which vegetables did well and which ones struggled. Did tomatoes show signs of blight? Did cucumbers stay on a trellis or spread across the ground? Were there spots that stayed too wet after rain? Many plant diseases can hang around in leftover plant debris, and insects often overwinter in weeds or along the edges of beds. Cleaning up what’s left from last season, pulling early weeds, and noting problem areas gives you a clearer idea of what adjustments might help this year. Especially important would be to go ahead and start targeting perennial weeds. Rotating crops is another core piece of

IPM. Planting the same vegetable in the same spot year after year creates an open invitation for pests like Colorado potato beetles or squash vine borers. Moving different plant families to new spots each season helps break these cycles. Even in a small backyard garden, simple rotations can make a noticeable difference.

Soil prep is another underrated tool. Healthy soil grows stronger plants, and stronger plants naturally handle stress and pests better. Adding compost, checking soil pH, and making sure beds drain well are small steps that can work. Stressed plants tend to attract more problems, so setting up good conditions early helps reduce issues later on.

Picking tomato and cucurbit varieties with disease resistance can also help. Combining these varieties with proper

spacing and good airflow gives pests and diseases fewer opportunities to take hold. Your seed packets and transplants will denote disease resistance.

Finally, some physical tools can make early-season gardening smoother. Floating row covers can keep early insects off young plants before they flower (eggplants, squash) or their whole lives (cabbage, kale). These row covers still provide the ability for the plants to get sunlight and rain.

With a few great choices early in the season, you can set yourself up for stronger plants and fewer issues down the road. Think of IPM as smarter gardening—not a set of rules, but a toolkit that keeps things manageable.

The damages and risks from closing the Strait of Hormuz

The US and Israel war with Iran has escalated to point of Iran blocking shipping through the Straits of Hormuz. The US seeks the unconditional surrender of Iran which they have refused to do. Meanwhile Russia has been assisting Iran by providing Iran with targeting intelligence on US military operations. It is a complex situation with the potential to escalate as the US is seeking allies to help protect ships seeking to move resources through the straits.

About 20 percent of the global oil production passes through the Straight and its closing has caused energy prices to rise dramatically. The rising costs are already felt at the gas pump and will contribute to the inflation of food, heat, transportation and materials.

Oil consist of a complex mixture of hydrocarbons that can be separated into petrochemicals that can used to make plastics, solvents, medicines, electron-

ics, clothing, and household goods. The petrochemicals are also used to produce pesticides, herbicides, plastic parts for irrigation systems and various agricultural containers.

Qatar provides 20% of the LNG shipped to Europe. It is shipped in vessels as there are no pipelines built to move the gas. The lack of natural gas limits Europe’s energy supplies and increases costs as Russian no longer is a major supplier of gas to much of Europe.

Natural gas is also processed into nitrogen fertilizer essential in maintaining crop production. Reducing the availability of fertilizers along with rising costs will limit the production of food particularly in low income countries. Its availability and cost is also a concern from U.S. farmers.

The global industrial society is dependent on the uninterrupted flow of low cost oil and gas. The food we eat is highly dependent on fossil fuels for growing, harvesting, processing, storing and

transporting it to our stores and homes.

Qatar is also the largest producer of helium outside of the US supplying slightly over a third to the world market in 2024. It is used in magnetic resonance imaging scanners, semiconductors, aerospace systems and other electronic technologies. About a third of their helium goes to the EU, and a similar amount to Southeast Asia with a significant amount going to China. An extended disruption in supplies could lead to a dramatic price increase.

The majority of oil passing through the straights contains sulfur which is extracted from the oil and processed into sulfuric acid. The acid is used to leach out copper and cobalt from mined ores. The minerals are used in transformers, electric grids, data centers, and EV charging stations.

The longer the war continues the greater the adverse impacts on the global economy, the environment and the lives of civilian and military populations. Hagens points out the danger that all

three countries involved in the war believing in their own God who is on their side with each connected with a very specific sense of end of times that marks the return of their respective Messiahs.

The existence of three different Messiahs all with different stories serve to turn fear into meaning and a willingness to endure pain and sacrifice is not unique to any religion. But it does add an emotional fervor to the middle east war, especially when the struggle is portrayed as the final battle.

From another perspective the current breakdown of international trade and subsequent war results from intensification of competition for scarce and dwindling resources as projected in the 1972 book The Limits to Growth. War is one way to secure scarce resources but given the power of nuclear weapons it remains an existential threat. A less destructive approach to resource scarcity would be to redesign the global economy in ways that reduce intense resource consumption.

As required with OSLAD grant funding it is encouraged that 1) “minority” business firms to submit bids on the approved project and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction.

Bids will be opened online via Zoom. Link to the Zoom opening is provided on the cover page of the bid document. The Rockford Park District reserves the unrestricted right to reject any or all bids received, to waive or not to waive any informality, or to accept the bid considered to be in the best interest of the Park District.

Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the IL Wages of Employees on Public Works Act (820 ILCS 130/1-12).
