Lawmakers target hidden fees, predatory sales tactics with electric supply legislation

Consumer advocates push for new measures with affordability as session’s focus

mdougherty@capitolnewsillinois.com

CHICAGO — When Illinoisians look to power their homes, they are faced with what can be an intimidating landscape of energy providers. That includes the major energy utilities — Commonwealth Edison, Ameren Illinois, Nicor Gas and Peoples Gas — but also smaller, alternative suppliers.

Lawmakers are looking to further regulate the latter, charging that a 2019 law aimed at reigning in predatory sales tactics is falling short.

Utilities are not allowed to mark up the supply price of energy they deliver, instead making their money by charging customers for energy delivery. State regulators also heavily scrutinize those expenditures in a formal review process.

But Illinois also allows consumers to buy their energy from other less-regulated third-party companies known as alternative retail energy suppliers.

Those alternative suppliers are not restrained by the same pricing limitations as the utilities. Rep. Kimberly Du Buclet, D-Chicago, said a bill she’s sponsoring aims to change that. House Bill 4313 would cap excessive pricing, prohibiting alternative suppliers from charging residential and small commercial customers more than 25% above utility supply prices.

Du Buclet said the issue of alternate suppliers came onto her radar particularly via complaints from seniors, who may be more at risk of signing up from aggressive door-to-door or telemarketing campaigns.

“For far too long, many consumers have believed that they were signing up for savings only to find themselves locked into higher rates, confusing terms (and) automatic renewals that they clearly did not understand or agree to,” Du Buclet said. “This is not what consumer choice should look like.”

Bills doubled or tripled

Retail suppliers can sometimes charge double or triple the utility rate, which might mean paying $40-$200 more per month, depending on energy usage.

A 2025 analysis of annual state reports

conducted by the Citizens Utility Board, a consumer watchdog group, found that residential customers of ComEd and Ameren had lost a combined total of more than $2 billion in business to alternative electricity suppliers since 2015.

There are over 50 registered electric suppliers in the ComEd service territory alone, according to CUB Director of Governmental Affairs Bryan McDaniel.

The bill would require alternate suppliers to report rates and how pricing compares to utility rates, while also prohibiting suppliers from automatically renewing customers into higher cost contracts without clear written consent and explanation of those costs.

It also targets aggressive sales tactics by prohibiting commission-based compensation for sales agents.

“Salespeople should not be rewarded simply for closing a deal, regardless of whether that deal is actually in the consumer’s best interest,” Du Buclet said. “If a company is offering a strong product at a fair price, it should be able to compete honestly; it should not have to rely on high pressure sales tactics or misleading pitches to get customers to sign on.”

Senior, green consumers at risk

Philippe Largent, state director of AARP Illinois, said seniors are often hit hardest by rising utility costs.

“A surprise increase in an energy bill doesn’t just cause frustration, it forces hard choices, like cutting back on groceries, delaying medications,” Largent said. “Energy choices should never come with a financial risk.”

Some alternate suppliers offer highpriced plans that are advertised as “green” or environmentally friendly. Customers might be willing to pay more to use renewable energy sources, but McDaniel said the claims are often misleading.

Though they may be marketed as “green,” he said, the companies often don’t send renewably sourced energy to the consumer’s home. They may put energy from renewables on the grid somewhere, or they may just be purchasing renewable energy certificates, essentially an investment in renewable sources.

“They like to try to charge a premium for that clean energy, when a lot of times clean energy ought to be cheaper,”

McDaniel said. “So, we just tell people, you know, really look closely.”

Du Buclet said while lawmakers passed the Home Energy Affordability and Transparency Act, or HEAT Act, in 2019, there are still gaps to be filled regarding alternative suppliers.

“At its core, this bill is about accountability,” Du Buclet said. “It’s about saying that in Illinois, consumer choice must be real, consumer choice must be informed, and consumer choice must be fair.”

Company expenses

Another new bill called the Utility Transparency Act would prevent utility companies charging customers for expenses related to the utility’s advertising, insurance, legal costs and trade association dues. Connecticut, Colorado and Maine have passed similar laws.

Under Illinois law, utilities are currently allowed to charge customers for those costs.

“The Utility Transparency Act is commonsense legislation that would end the practice of utilities making consumers pay for a long list of expenses that should otherwise be paid for by shareholders,” said State Rep. Theresa Mah, D-Chicago, at a February news conference announcing the bill.

“We are in an affordability crisis, and the last thing that any of my constituents need is to pay higher utility bills for expenses that simply advance the agendas of Illinois utilities and increase their political power,” Mah, who is sponsoring the bill in the House, said.

State Sen. Suzy Glowiak Hilton, D-Western Springs, who is sponsoring the bill in the Senate, said her constituents have told her their bills have gotten unreasonably expensive.

“What we should be doing is delivering energy to homes and businesses, not asking people to pay for extra things that don’t do that,” she said at the same news conference.

The Citizens Utility Board estimated the bill could, in an average year, save Illinois ratepayers $40 million based on utility rate-hike cases from 2023 to 2025.

Complaint says men who brought explosives to NYC protest said they were inspired by Islamic State

NEW YORK (AP) — Two men who brought explosives to a protest outside New York City’s mayoral mansion said they were inspired by the Islamic State extremist group, a court complaint said.

Emir Balat and Ibrahim Kayumi are awaiting arraignment Monday on charges of attempting to provide material support to a terrorist organization and using a weapon of mass destruction.

Kayumi blurted out, as he was being arrested Saturday, that “ISIS” was the reason for his conduct, the complaint said. Balat, 18, later told authorities that he had pledged allegiance to the extremist group, and Kayumi, 19, asserted that he was affiliated with the Islamic State group, the complaint said.

Officers asked Balat whether he was aiming to accomplish something akin to the bombing of the Boston Marathon in 2013, when two pressure-cooker bombs exploded near the finish line, killing three people and wounding hundreds more.

“No, even bigger,” Balat replied, according to the complaint.

The men’s attorneys were expected at court. Attempts to reach the suspects’ families were not immediately successful. The two men both have addresses in Pennsylvania, and Balat carried a Turkish government identification card along with his Pennsylvania driver’s license, according to the complaint.

An automated license plate reader captured the pair entering New York City from New Jersey less than an hour before the attack, according to the complaint.

Their vehicle — registered to one of Balat’s relatives — was discovered Sunday a few blocks from where they were arrested. A search of the car turned up a “hobby fuse” and a metal can, along with a written list of chemical ingredients and components that could be used to build explosives, the complaint said.

The homemade devices, which did not explode, were hurled Saturday during raucous counterprotests against an anti-Islamic demonstration led by Jake Lang, a far-right activist and critic of New York Mayor Zohran Mamdani, a Democrat and the first Muslim to hold the office. Mamdani and his wife weren’t at the house, called Gracie Mansion, at the time.

Speaking outside the residence Monday morning, Mamdani said Balat and

Kayumi “traveled from Pennsylvania and attempted to bring violence to New York City.”

Police Commissioner Jessica Tisch said there are no indications that the men’s alleged activities were connected to the ongoing war in Iran. She declined to say more about why authorities believe the suspects were motivated by the Islamic State group, a Sunni extremist group. Iran’s population is almost entirely Shiite, the other main religious community within Islam.

While Mamdani and Tisch briefed reporters Monday, Lang heckled from outside the Gracie Mansion gates.

Meanwhile, police searched a home in northeastern Pennsylvania’s Middletown Township, and a separate federal investigation was underway in nearby Newtown, local police said. Both inquiries were related to the incident outside New York’s mayoral residence, Rep. Brian Fitzpatrick, a Pennsylvania Republican, wrote in a social media post Sunday.

Lang’s sparsely attended protest Saturday drew a far larger group of counterdemonstrators, including one person who police say tossed a smoking object containing nuts, bolts, screws and a “hobby fuse” into the crowd.

The device extinguished itself steps from police officers, Tisch noted. The same person who threw it then dropped

a second device that did not appear to ignite, the commissioner said.

The scene had grown chaotic even before the devices were thrown. Police said one person involved in the anti-Islam protest, Ian McGinnis, 21, was arrested after pepper-spraying counterprotesters. McGinnis, of Philadelphia, was released without bond after pleading not guilty Sunday to assault and aggravated harassment in a New York court, records show. A message seeking comment was left Monday for his attorney.

Three others were taken into custody but were released without charges.

After the Jan. 6 insurrection at the U.S. Capitol, Lang was charged with assaulting an officer with a baseball bat, civil disorder and other crimes. He was later freed from prison as part of President Donald Trump’s sweeping act of clemency. Lang recently announced that he is running for U.S. Senate in Florida.

Earlier this year, he organized a rally in Minneapolis in support of Trump’s immigration crackdown, drawing an angry crowd of counterprotesters who quickly chased him away.

Report outlines premature deaths, chronic health problems among homeless Illinoisans

CHICAGO — Homeless people are much more likely to face emergency room visits, hospitalizations and premature death than the general population, and state officials are struggling to stem the crisis, according to a new report by the Illinois Department of Public Health.

Underlying these efforts to end homelessness is the Home Illinois Plan, the IDPH’s overarching multiagency strategy to address housing instability, in which the Housing First model is a core pillar. The model emphasizes that homelessness is not driven by individual shortcomings but by housing costs and systemic inequities.

Still, in his 2026 budget address on Feb. 18, Gov. JB Pritzker proposed that funding for Home Illinois be reduced by $7.6 million, bowing to headwinds from federal budget cuts and Illinois budget belt-tightening. It was the second straight year seeing a cut in funding for housing programs, including Pritzker’s signature program designed to eliminate homelessness in the state.

That means people who are homeless across Illinois and especially in urban areas will need to rely more on community-based programs.

Dr. Amanda Bradke, a physician at Rush University Medical Center, participates twice a week with a local nonprofit at a walk-in clinic in Chicago. While she can provide medical care, these centers often offer mental health services, laundry, showers, housing support, and career and legal resources.

“Our big overarching tenet of the work that we’re doing with the center is meeting people where they’re at,” Bradke said. “So that’s also, in terms of their needs, making sure that we have the right staff and the right resources to do that, but also physically bringing care into the community.”

Bradke’s work is a piece of a much larger network of homeless services offered by nonprofits, but their challenge is immense.

An estimated 10,000 people in Illinois experienced “literal homelessness,” according to the IDPH report. An estimated 108,000 to 233,000 are living in unstable arrangements.

The IDPH report found that 2,996 people died statewide from 2017 to 2023 while experiencing homelessness. Their average age at death was 20 years below the statewide average. More than 300 of those who died were veterans, and 30 had worked in the public sector, including as police officers, paramedics and correc-

tional officers.

Those experiencing homelessness are far more likely than the public at large to die of drug overdoses, traumatic injuries and excessive cold — and three times more likely to be murdered.

The report has state and nonprofit leaders asking about the need to provide well-rounded services that proactively address the needs of homeless communities.

The state’s Office to Prevent and End Homelessness will focus on interventions that “help close the gap on health care delivery to people experiencing housing insecurity,” based on the report’s data.

“People who experience homelessness tend to live 20 years less than people who are housed, and tracking how this gap changes over time can help assess how interventions are working, ” the Illinois Department of Human Services, which oversees OPEH, said in a statement.

The IDPH report found that from 2017 to 2023, approximately 10,000 people in Illinois experienced “literal homelessness” and more than 200,000 people were in unstable housing situations. During the same time period, more than 75,000 people experiencing homelessness in Illinois accounted for more than 1.8 million hospital visits.

Eugenia Olison, a senior policy advisor at OPEH and an author of the IDPH report, said the study can open more pathways for identifying people experiencing homelessness in hospital settings to provide social services. Pritzker established OPEH and appointed Christine Haley as Illinois’ first chief homeless officer in 2021 through his Executive Order to Fight Homelessness in Illinois.

“My hope for this report is to not only bring awareness to the amount of individuals that are suffering while experiencing homelessness,” Olison said, “but also different advocacy ways that we could highlight the need for additional resources, additional housing, additional health care access for people experiencing homelessness.”

Street outreach programs

Street outreach programs that bring services directly to homeless people are not new, according to Sherri AllenReeves, chair of the Chicago Continuum of Care, which is a membership organization funded through the U.S. Department of Housing and Urban Development. Chicago CoC is partnering with Street Samaritans, a Chicago-based nonprofit dedicated to fighting homelessness through direct outreach, to bring an

in-person space to meet and help people facing homelessness.

“By the end of the month, and hopefully, really soon, we’ll be opening up a drop-in center in the Chicago Lawn area … just so people have a place to go and get a hot meal and shower,” Allen-Reeves said.

Illinois’ homeless services infrastructure is headed in the right direction, Allen-Reeves said. Efforts by both nonprofits and state offices to collect data and build networks of communication with homeless communities have steadily increased since Pritzker’s executive order in 2021.

Because of the links between food insecurity, mental and physical health, and housing status, at Nourishing Hope, one of the largest and longest-operating hunger relief organizations in Chicago, advocates aim to provide access to food, mental health resources and social services for all Chicagoans. In 2024, Nourishing Hope provided the equivalent of more than 4.5 million meals to people in need.

Through the organization’s Health and Hope Program, partnerships with local hospitals allow for the identification of individuals who are in need of emergency food support, longer term food services and other social services.

“We really try to address food insecurity from a holistic perspective,” Lisa Mayse-Lillig, chief program officer at Nourishing Hope Chicago, said, adding it’s about “being able to have those partnerships with health care providers so that they understand where they can make that referral and that connection with patients to get access to that nutritious food.”

Housing First model

While Pritzker’s administration has been in tune with supporting homelessness and housing services, budget cuts over the last two years have dampened efforts to address the affordable housing

crisis, said Niya Kelly, director of state legislative policy, equity and transformation at the Chicago Coalition to End Homelessness.

“As we are seeing rents get higher and the price of items continue to grow and wages stay stagnant, we know that we’re going to see more people who are unstably housed,” Kelly said. “We want the governor’s office and the General Assembly to say, ‘We see these folks, and we’re going to make sure that we’re providing all the services that we can, not only get them housed, but get them the services that they need in order to stay housed.’”

Sen. Rachel Ventura, D-Joliet, who is vice chair of the Senate Public Health Committee, said she disagrees with the proposed cut and believes the state should prioritize affordable housing in the face of cuts at the U.S. Department of Housing and Urban Development.

“Since the 1970s, the federal government has removed funding for public housing, and then states and local governments followed in suit to the point that we have very little public housing today,” Ventura said.

Kelly said addressing housing instability and affordability is the first step to ensuring that the number of people experiencing homelessness and the number of premature deaths decrease, as the Housing First model emphasizes.

“When we talk about the hierarchy of needs, knowing where you’re going to sleep at night absolutely impacts your quality of life and your mental health,” she said. “And so making sure that the person is in housing first makes the most sense, and then doing wraparound services.”

PUBLIC QUESTION

RESOLUTION TO SUBMIT AN ADVISORY REFERENDUM TO THE VOTERS OF WINNEBAGO COUNTY, ILLINOIS REGARDING THE FEDERAL SCHOLARSHIP TAX CREDIT

“Shall Illinois opt into a federal program that would provide Public K-12, private school, and homeschool students with privately - donated funds for academic needs, such as tutoring and test preparation, educational therapies for students with disabilities, tuit ion, books, exam fees or for other specified academic needs?”

YES NO

PROPOSITION TO IMPOSE COUNTY SCHOOL SALES TAX

“Shall a retailers’ occupation ta x and a service occupation tax (commonly referred to as a “sales tax”) be imposed in The County of Winnebago, Illinois, at a rate of 1% to be used exclusively for school facility purposes, school resource officers, and mental health professionals?”

YES NO

Once you’ve decided whether to grow day-neutral or June-bearing strawberries, there are a few additional management decisions to consider. First, though, let’s discuss recommended varieties.

Most of the time, strawberries are purchased as bare-root plants. They typically arrive in mid- to late April with very little visible growth. Over the course of the season, the plants will grow and, if they are day-neutral varieties, produce strawberries throughout the summer. You may also find strawberries sold as transplants at home and garden centers. Whether you choose bare-root plants or transplants, both can work well. If you

Growing strawberries: Selecting varieties

purchase transplants, inspect them carefully to make sure there are no diseased or infected leaves.

A single strawberry plant can yield about 1½ pounds of fruit during its season. For June-bearing varieties, this harvest typically occurs over a 3–4 week period in June and July. Day-neutral varieties produce over a longer season, usually from August through October. If you plant 10 strawberry plants, you might expect around 15 pounds of strawberries in total. Keep in mind, however, that this estimate assumes a very good growing season.

Recommended June-bearing strawberries include ‘Jewel’, ‘Honeoye’, ‘Annapolis’, ‘Earliglow’, and ‘Cabot’. Most

Energy & Environment

of these varieties are vigorous, meaning they grow well but also produce many runners, some of which may need to be removed. ‘Earliglow’ is an early producer and is often recommended for beginners. If you garden in an area that stays cooler, ‘Cabot’ is well adapted to colder climates. Day-neutral strawberries that perform well in our area include ‘Albion’, ‘Seascape’, ‘Evie 2’, ‘Portola’, and ‘San Andreas’. Some varieties, such as ‘Evie 2’, are less sensitive to heat. ‘Albion’ produces high yields and large berries but requires consistent watering. ‘Portola’ can produce excellent yields, though its flavor is sometimes described as more muted. In a research study I conducted on day-neutral strawberries, ‘Mara des Bois’

was also included. However, I generally do not recommend it because the berries are quite small compared to varieties like ‘Albion’.

Like any crop, strawberry varieties can have challenges. Plants may be sensitive to heat, cold, excessive rain, or other conditions beyond your control. Some of these issues can be reduced through good site selection, proper spacing, and consistent watering and fertilization. Next week, we’ll continue our strawberry discussion by looking at management practices.

Preserving species diversity

For those of us who have spent our adult years promoting the protecting of natural areas we remember the 1960’s as an exciting times in terms of the nation’s commitment to environmental reforms. During that time we met Ray Schulenberg who was raising prairie plants from seeds in a Morton Arboretum greenhouse and transplanting them on a parcel of land on the property. We were teaching 4th to 6th grade students from nearby schools at an outdoor education center known as Camp Reinberg. The outdoor learnings addressed the geology of the area, the ecology of an oak woodland and the ecology of a small water pond on the site. Ray asked us to help him pull weeds in his prairie planting and he later gave us a diversity of native prairie plants to establish a prairie on the camp property to include lessons on the prairie habitat. Since that time a lot of effort has gone into preserving and restoring natural areas by a wide range of individuals and organizations in Illinois including the local Northern Illinois region. Some of

the organizations active here include the Byron Forest Preserve, the Natural Land Institute, the Ogle County Prairie Preservation Society, the Middle Rock River and Nachusa Grasslands.

All of these organizations rely on volunteers to work on their lands and engage in preservation projects and donations or grants to fund their efforts. There are similar projects being done by other organizations who also need support. The Rock River Trial Initiative offers an opportunity to explore these areas.

A recent article in The Rundown published by WBEZ Chicago (wbez.org) called attention to the Chicago Botanic Garden creation of the Midwest Native Seed Network aimed at improving the region’s fragile seed supply. On existing prairies local organizations often collect seeds from their own sites and scatter them to enrich and expand their prairies. Volunteers contribute to such efforts and spend some enjoyable time in the outdoors and meet new friends. Often children are involved in such efforts getting them away from the screens

that dominate their lives and get them in contact with nature and others.

Exploring beyond the concerns of the midwest is an article in The Conversation, Mass extinction: our fossil study reveals which types of species are most at risk from climate change, that addresses the potential of species on the east-west coastline as being more likely to go extinct than those on the north-south shores. According to authors Cooper Malanoski and Erin Saupe as the Atlantic Ocean warms from climate change many fish have moved northward to stay within the temperature range they prefer. Their study documents that black sea bass as an example of having moved hundreds of miles north to their preferred temperature range.

Another article in The Conservation, Prehistoric creatures flocked to different latitudes to survive climate change – the same is taking place today, Emma Dunne and Bethany Allen point out that life on Earth now is most diverse at the equator and is seen on land and in the oceans. In the archeological past some latitudinal diversity has shifted and is often linked to mass extinction events. The authors point

out that we could experience a major loss of biological diversity if we fail to address increasing global temperatures.

One theory explaining the relationship of species diversity and latitude is that greater species diversity at the equator occurs during “icehouse times” when ice sheets are present but during “hothouse times” of the past, when ice was gone, greater species diversity occurs in two bands at mid latitudes north and south of the equator.

During periods of mass extinctions Saupe and Malanoski found that fossil remains indicate smaller species and those that live within a narrow temperature range are more likely to perish.

In an effort to preserve global genetic diversity the UN has created a biodiversity treat which 196 countries have endorsed. Eleven of seventeen nations account for 70% of the earth’s biodiversity. The United States is not part of the world’s nature treaty. However, there are ongoing efforts to preserve genetic diversity within our country protecting global and local efforts that need and deserve support.

Wild Ones March Program, ‘Saving the Pieces: Relocat ing Plants from Bell Bowl Prairie’

On Thursday, March 19, Wild Ones Rock River Valley Chapter continues their free monthly educational programming with a presentation by Mike Brien, Director of Natural Resources for the Forest Preserves of Winnebago County (FPWC), updating the community on the success of salvaging remnants of Bell Bowl Prairie prior to its partial destruction in early 2023. The presentation will begin with socializing at 6 p.m. at Cherry Valley Public Library, 755 E. State Street, followed by the educational program at 6:30 p.m.

There is less than one-hundredth of one percent (0.01%) of prairie remaining in the

Haunted Rockford

state of Illinois. Gravel prairies such as Bell Bowl occur on steep slopes, usually facing south or southwest, with abundant, low-growing grasses and wildflowers. A portion of the highest quality part of the Bell Bowl Prairie was bulldozed on March 9, 2023, for the construction of a service road at Chicago Rockford International Airport. FPWC staff were permitted to salvage the sod and topsoil removed from the prairie, rescue plants and roots, and incorporate them into an ongoing prairie restoration project at the nearby Cedar Cliff Forest Preserve. Brien led the rescue operation for the FPWC and will discuss the salvage process, the results from floristic surveys completed in the project area, and ongoing management

of the preserve unit where the soil was translocated.

Historic Lake House

Lake Koshkonong is known today for water fun, great restaurants and fishing. But there is a rich history here, too. This lake had its beginning as a gathering place for several Native American tribes. They lived off the rich animal life and harvested the wild rice and celery that grew here. These people left mounds behind to tell of their time here.

But there are other, darker stories told of this place. Stories that include legends from back when people first settled this area. There are tales of ghosts and strange creatures that roamed and waited just beneath the surface of the water of the shallow lake. Other stories have been added over the years, making this lake and its surrounding areas filled with legends.

One of the oldest houses on the lake had humble beginnings as a farm shed but would eventually grow into one of the most prestigious hotels in the region. For the past few years, it was opened as a supper club and tavern called the Lake House Inn. The hotel stands on a small hill overlooking the lake, a shell of its former, grander self. The history of this building is fascinating and filled with as many legends as the lake itself.

The first white man to purchase and build on the land was a farmer, Azor Kinney. He built a house that still stands on the property. In 1857, he built a farm storage shed on the property. Later this would become the main floor of the hotel.  William Taylor purchased the land in 1870 with the intent of creating a hotel.

He and his partner Robert Carr added a second and third floor to the building. They also add an observatory to the top of the building, giving it a unique look. Carr took over the running of the hotel until 1899 when the property was sold once again.

In 1899, two brothers from Rhode Island purchased the hotel and land. Courtland and Peleg Bliven remodeled every square inch of the hotel. The brothers even added a gas plant to provide hot and cold indoor running water. Another two surrounding farms were purchased, bringing the estate to 300 acres. Soon the Lake House gained the reputation of being the most premier place to stay in the area.

The brothers and their families continued to farm the land as well as run the hotel. They were very successful in both endeavors. It must have felt like all their hard work was finally paying off. But then disaster struck the family.

On December 10, 1908, Peleg’s daughter, Fannie, was fifteen. She and Courtland’s thirteen-year-old daughter, Violette met three other children to go skating for the evening. The other children were thirteen-year-old Harvey Richardson, thirteen-year-old Earl Cooper, and little Mabel Brown.

The four older children could skate quite well, and they quickly left Mabel behind as they moved around on the ice. Suddenly, Mabel was horrified to hear a cracking noise that was quickly followed by the screams of the other children. Each child fell into the water created by the widening cracks.

Mabel stood crying as one by one the

children slipped under the water. After the last child slipped under the water, Mabel began to scream. She made her way to the shore of the lake and was found by Tone Brown who lived next to the Bliven property.

It took an hour for the rescuers to find the children’s bodies and bring them to the surface. All the bodies were taken to the hotel where the families gathered to mourn their children.

The newspapers of the day stated that Fannie’s body was sent back to Rhode Island but this author found a listing for her in the Tomah, Wisconsin where Peleg and his wife, Caroline lived and were buried. Violet was buried in Evergreen Cemetery in Albion, Wisconsin, not far from the lake where she died. Courtland’s young wife, Katie, went insane after the accident. She was sent back east to live with relatives.

Peleg and his wife continued to work the property for a few years. During the winter months, they took their remaining children and went back home to Tomah, Wisconsin. But the grand days of the Lake House Inn were over. Peleg died in 1912 and was buried next to Fannie. Courtland bought a bowling alley and a horse track in the area. He passed away in 1913 and was buried in the same cemetery as Violet.

It was after this tragedy that the ghost experiences started in the inn. The most disturbing stories are about a young girl that appears all over the property. She has been seen looking out of the windows on the top floors even after they were no longer used. The horrible tragedy was remembered, and it was thought to be one of the

planet. To learn more about meetings and events, read newsletters, and find links to informative references, please visit www. rrvcwildones.org.

Bliven girls. Some folks claimed she might be Peleg and Carrie’s daughter, Fannie. She was the older of the two girls. They think she might have felt responsible for her younger cousin and is still looking for her. Others claim that it was the younger girl, Violet. They believe the little girl continues to play in the hotel on the property where she once lived.

These hauntings continued through all the changes that the old building went through. Through the many owners, sometimes operating as a tavern and a supper club. The longest operators, the Axwell family ran their supper club from sometime in the 1960s until 2016 when they, too, made the decision to close. The building sat empty once again. Then in 2022, Lori McGowan purchased the property. She ran it as a tavern and supper club and turned the original farmhouse into a gift shop. McGowan had made plans for upgrades. But on January 4, 2026, disaster once again visited the Inn on the hill. This time instead of disaster brought by ice, it came in the form of fire. The fire took its toll and now an empty shell of limestone is all that remains of a building that has been the beginning and ending of so many dreams.
