University of Illinois Springfield faculty go on strike

Union voices concerns over inadequate pay after months of negotiations

SPRINGFIELD — Faculty at the University of Illinois Springfield went on strike Friday after contract negotiations failed to produce satisfactory wage increases and address other concerns.

The strike at the campus of 4,300 students at one of the three University of Illinois system schools marks the first by a public university in Illinois since three universities went on strike in April 2023. It’s the first strike at UIS since May 2017.

Tenure and tenure-track faculty at UIS have been negotiating with administrators since last spring, when nontenured faculty avoided a strike. A 2022 collective bargaining agreement expired last August and despite help from a federal mediator, the UIS United Faculty Union has been unable to reach an agreement after voting last month to authorize a strike.

A group of several dozen faculty members and supporters held a rally on campus Friday after a 10-hour bargaining session on Thursday failed to produce a deal.

“This is not where we wanted to be on this beautiful Friday morning,” said Dathan Powell, an associate theater professor and president of the UIS faculty union. “We wanted to be in our classrooms. We wanted to be in our offices with our students, working with them on research, doing service for this institution to keep it running. But we’re out here. We’re out here because the administration of this university has not been valuing its students. It values its students when it invests in its faculty, in its staff and in the institution itself.”

University ‘disappointed’

The university said in a statement that it is “disappointed” by the union’s decision to go on strike.

“We remain hopeful the union will return to the table so negotiations can continue,” the statement said. “UIS is committed to supporting students who are affected by the faculty’s decision to participate in a work stoppage and has plans in place to minimize the impact to them. The university continues to work toward a fair and fiscally responsible contract that serves the entire university community and hopes to reach a timely

agreement with the union.”

The university told students in an email on Thursday that they should continue attending classes unless their professor cancels it. Not all professors are part of the strike and the university said contracts with other faculty groups prohibit them from engaging in a sympathy strike.

“The students who are worried are rightfully worried, and we are worried for them because we see that the administration has valued them so little by refusing to negotiate with the faculty,” Powell told reporters.

Several UIS students spoke in support of the faculty at the rally.

“When you hurt the faculty, you hurt the students,” UIS communications student Braden Nuttall said. “We are not separate; we are one. One does not come without the other. The faculty is not asking for anything more than what they truly deserve.”

The UIS staff union is also considering going on strike but are continuing negotiations.

What’s being negotiated

A key point of contention is the size of cost-of-living adjustments. The administration offered 1% raises, which they said aligns with a University of Illinois system program on salary and raises. The union is seeking a 2.6% increase in the current fiscal year and 6% over the next two years, according to the university’s bargaining update.

“What they’re providing would not even buy or fill a tank of gas,” University Professionals of Illinois President John Miller said.

The union says wage growth for faculty has been lower than for top administrators who earn six-figure salaries.

Faculty are also hoping to boost the $55,000 minimum salary that was set in 2017 by $11,000 — UIS has offered a $2,000 increase. The union also wants the university to set aside more money for faculty to attend conferences, which have also risen in cost.

The union is seeking protections from artificial intelligence, making a pilot program on employee leave permanent and limiting rate increases for on-campus parking. They also expressed fear the administration is trying to walk back agreements from the 2022 contract.

“We want for them to recognize that the faculty and the staff here at UIS are the ones who provide the support and the education for the students here, and the way that they can do that is by bargain-

ing with us collaboratively,” Powell told reporters. “Oftentimes, what happens in bargaining, however, is that our proposals are presented, we talk through the logic and the reason behind them, and we are often met with just a rejection.”

The next bargaining session had not been set as of Friday morning, Powell said.

Broader budget talks

In a March 26 email to students obtained by Capitol News Illinois, the UIS administration said they are working to address a structural deficit pegged at $19 million in the current fiscal year. Reducing hiring and targeted budget reductions have helped the university advance its long-term financial plan, the email said.

UIS’ budget struggles and the strike come as lawmakers down the road at the Statehouse debate creating a new formula for higher education funding.

The proposal calls for increasing university funding by about $135 million each year over the next 15 years. That new funding would be distributed under a formula that sets an adequacy target for each institution and gives priority for new funding to those institutions furthest away from their target.

The University of Illinois system is opposed to the bill over fears funding would be redirected to other universities. According to the Coalition for Transforming Higher Education Funding, U of I Urbana-Champaign is funded at 89% of its adequacy target. UIS is at 57%.

“The U of I system has plenty of money, but it has chosen not to fund UIS at an appropriate level,” Powell told reporters. “There is a cost of running an institution of higher ed in Illinois, and they are not paying that to the institution. So the state funds that come into the system are held up by the system and not dispersed evenly to the campuses that need it most.”

UIS accounts for 2% of all of the university system’s spending in the current fiscal year, according to the system’s budget documents. UIUC receives 44% and the University of Illinois Chicago 31% while the rest goes to the system’s administration and university’s hospital. UIS also receives only 3% of state funds allocated to the system.

Seven years after legalization, final cannabis licensing lawsuit goes to court

Company with perfect applica- tion score argues for new license lottery

CHICAGO — Nearly seven years after Illinois lawmakers approved recreational cannabis legalization, applicants who lost out on coveted business licenses are still battling the state in court, alleging the law’s rollout undermined its purported equity goals.

At the time of its passage in 2019, supporters of Illinois’ landmark law touted it as the most equity-centric legalized cannabis program in the nation. But one of the centerpieces of that legislation — setting aside the majority of cannabis business licenses for “social equity” applicants disproportionately affected by the War on Drugs — proved more complicated than the law’s authors had imagined, setting off years of litigation over the process.

The final lawsuit of dozens filed following the first cannabis licensing lottery in 2020 finally got its day in court this week, marking the conclusion of a yearslong legal saga testing the state’s legalization policy. But it’s also the last chance for the plaintiff, Well-Being Holistic Group, to have an opportunity for a dispensary license after all four of its applications lost in three lotteries.

“We just want a fair shot,” the Rev. Otis Davis, said after a hearing in the case Wednesday. “We’re not asking for anything special, no special privileges, but what they promised from the very beginning. … So we just saying, ‘Hey, that the system is broken, then they should redo it, and they should give everybody a chance.’”

Davis preaches at Repairers of the Breach Ministries in Chicago’s Back of the Yards neighborhood and unsuccessfully ran for Chicago City Council in 2019. He was part of the team that applied for dispensary licenses as Well-Being Holistic Group in 2020. Chris Harris, an attorney who’d represented Davis, teamed up with his client along with Harris’ friend and business partner David Roberts to submit the applications. Harris was blunt in his assessment of Davis’ value to the team: “Otis being a veteran, Otis being a practicing minister on the South Side of Chicago coming from a disproportionately impacted area — we had what we thought was a perfect team, and a team that was designed to win this

type of license.”

In fact, Well-Being Holistic Group’s applications received perfect scores, but still didn’t win a license. While most lawsuits filed against the state after the lottery process were from applicants who disputed their scores for a chance to be included in the lottery, Well-Being’s case argues a different legal theory, which attorney Chris Carmichael of Henderson Parks said is the “most difficult path” of all the lawsuits.

Plaintiff alleges lotteries were rigged

Well-Being argues that the Illinois Department of Financial and Professional Regulation, which operated the lotteries, improperly allowed roughly 450 ineligible entries into a lottery of 901 applicants for dispensary licenses in the Chicago region. That, Well-Being argues, nearly doubled the size of the pool and reduced others’ chances of winning.

Well-Being alleges the entries should have been flagged as ineligible because corporate dispensaries that already had a footprint in Illinois’ medical cannabis market had their fingerprints on applications for social equity dispensary licenses.

In one case, Carmichael said a company paid for roughly $500,000 in application fees — something IDFPR and the consultants hired to vet applicants and conduct the lotteries should have caught, as the “remitter” line on those cashier’s checks contained the name of the company.

IDFPR maintains it did its due diligence by checking out the individuals named as principal officers on the license applications, which the agency argues would have caught any attempts to flout application limits or hide true ownership of the entity behind an application.

But Well-Being argues vetting only individuals missed the forest for the trees, causing IDFPR to overlook dozens of applications having the same corporate sponsorship.

Alex Moe, a lawyer from the Illinois Attorney General’s office, told Cook County Judge Patrick Stanton on Wednesday that Well-Being was “missing that consultants were expected” to take part in the application process. There were no rules against those consultants paying for application fees either, he said, unless consultants had undisclosed financial interest in the entity applying for licenses.

Further, Moe said Well-Being’s theory

of mathematical unfairness in the lotteries is fundamentally incorrect.

“Even if Well-Being is correct and half the applicants should not have been in there, it doesn’t change the outcome,” he said.

By following the “paper trail” created by the lottery, Moe said IDFPR recalculated what would have happened if the applications Well-Being allege should’ve been marked ineligible weren’t in the pool. Well-Being would have placed 126th out of 450, he said.

“That’s something we know with mathematical certainty — that WellBeing would not have received a winning drawing,” Moe said.

Corrective lottery?

But Carmichael pointed out that since the state has social equity cannabis dispensary licenses going unused, “the only possible meaningful thing to do is to run a corrective lottery.”

The state already ran corrective lotteries after initial litigation held up the license awarding process for a year. The first dispensaries owned by social equity license holders didn’t open until November 2022 — nearly three years after the application process opened. As of January, only 64% of licensed social

equity dispensaries were operational, according to an analysis by The Chicago Reporter.

Stanton, who pointed out multiple times during Wednesday’s hearing that IDFPR had wide latitude over interpreting state statute, said he understood WellBeing’s claims but seemed skeptical of its arguments that a court should step in and tell a state agency how to do its job.

“It sounds to me like … there was some vetting done before the lottery. Maybe not the level of vetting you think should’ve been done,” he told Carmichael. “You’re saying they didn’t do enough. And I feel like, ‘Okay, that’s sort of the decision of the department.’”

The judge said he would need more proof that IDFPR “didn’t follow statute” in order for judicial review to be warranted.

“They did something,” Stanton said of IDFPR. “Perhaps not enough. Applying the standards they did, it seems to me they caught what they should’ve caught.”

The judge is set to rule at a May 21 hearing.

China aims to show global leadership with Iran war diplomacy. US appears uninterested

WASHINGTON (AP) — China is stepping up its diplomacy on the Iran war, putting forward a five-point proposal with Pakistan, rallying support from Gulf countries and opposing a United Nations proposal to use any force necessary to open the Strait of Hormuz.

It is China’s latest push for a more prominent role in global affairs, though it may prove to be more rhetorical than substantive, with the U.S. appearing uninterested in Beijing’s efforts.

“The war with Iran is the priority of all countries in and outside the region,” said Sun Yun, director of the China program at the Stimson Center, a Washington-based think tank. “It is an opportunity China will not miss to demonstrate its leadership and diplomatic initiative.”

Danny Russel, a former senior U.S. diplomat, described China’s diplomacy as “performative” and compared the five-point proposal for ending the Iran war with its 12-point plan for Ukraine in 2023, which was “filled with platitudes but never acted on.”

“Its narrative is that while Washington is reckless, aggressive and heedless of the cost to others, China is a principled and responsible champion of peace,” said Russel, a distinguished fellow at the Asia Society Policy Institute. “What we are seeing from China is messaging, not mediation.”

China has been working “tirelessly for peace” since the outbreak of the war, said Liu Pengyu, spokesperson for the Chinese Embassy in Washington.

How the US views China’s diplomacy

The Trump administration appears to have little enthusiasm for the prospect of China’s mediation, according to U.S. officials.

The U.S. has soured on third-party mediation efforts, and it has little interest in boosting China’s international stature or giving it an opening to claim success in the Middle East, said three U.S. officials, who spoke on condition of anonymity because they were not authorized to publicly discuss potential diplomatic options.

One of the officials described the administration’s position on the ChinesePakistani effort as “agnostic,” neither endorsement nor rejection, but all three stressed that could change if President

Donald Trump weighs in before his planned summit with Chinese President Xi Jinping.

For Beijing, there could be an incentive to see the war subside before Trump travels to China in mid-May. Citing demands of the war, Trump postponed the trip initially set for the end of March.

“There is no guarantee that Trump may not delay the trip to China again if the war rages on,” Sun said.

The war saw a major escalation Friday when Iran shot down two U.S. military aircraft, a first since the war began five weeks ago. Trump told NBC News that it would not impact negotiations with Iran, just days after declaring in a national address that the U.S. has “beaten and completely decimated Iran.”

Beijing is calculating the pain from the closure of the Strait of Hormuz

For now, China is more insulated from the disruption in the Strait of Hormuz than other countries after diversifying its energy sources and reducing dependence on fossil fuels.

China relies on Iran for only about 13% of its oil imports, and Beijing is working with Tehran to allow the passage of Chinese-flagged vessels through the critical waterway, where Iran’s stranglehold has sent energy prices soaring. China also maintains a large strategic petroleum reserve.

While China has positioned itself to cushion short-term shocks, analysts say Beijing is worried about a protracted war and has an interest in trying to bring it to an end.

“An escalation of the conflict will start to harm Chinese interests,” Russel said. “Because China’s growth model is so export-heavy, prolonged energy shocks and shipping disruption will mean costlier inputs and weaker global demand that damage its vulnerable economy.”

Besides not wanting to see a long war, China “welcomes the opportunity to suggest that it is helping mitigate a crisis of America’s making, especially as the Trump administration’s lack of a considered strategy for containing the fallout becomes more apparent,” said Ali Wyne, a senior research and advocacy adviser on U.S.-China relations at the International Crisis Group.

China has undertaken a flurry of diplomacy

After the war began, Chinese Foreign

Minister Wang Yi spoke with counterparts from Russia, Oman, Iran, France, Israel, Saudi Arabia and the United Arab Emirates. He told Iran that China cherished its friendship, urged Israel to cease military actions and expressed that China would be willing to play a role in seeking peace.

This past week, Wang hosted his Pakistani counterpart in Beijing to hash out their five-point proposal, calling for an end to hostilities and the reopening of the strait.

He has held more than 20 phone calls with regional foreign ministers, and a special envoy has visited several countries in the region, aiming to promote peace and deescalate tensions, Liu said.

Wang sought support for China’s plan from the European Union’s foreign policy chief Kaja Kallas, telling her it represented “broad, international consensus,” the Chinese foreign ministry said. Wang told Saudi Foreign Minister Prince Faisal bin Farhan that halting the fighting was the most urgent matter.

Wang also spoke this week with Bahrain’s foreign minister, Abdullatif bin Rashid Al Zayani, to explain why China opposed Bahrain’s U.N. proposal to allow military force to open the Strait of Hormuz. Wang said actions by the U.N. Security Council should help ease tensions “rather than endorse illegal acts of war, still less add fuel to the fire.”

China and Russia argued that the U.S. or other countries could exploit a U.N.backed mechanism to escalate the deadly war, according to a U.N. diplomat, who spoke on the condition of anonymity to discuss diplomatic conversations. Both countries appear to have less immediate need to see the strait fully open. While China has been able to pay to get some of its ships through, Russia is benefiting from the high price of oil, its main export.

Hoping to avoid a veto, Bahrain significantly watered down its proposal to authorize defensive — but not offensive — action to ensure vessels can safely transit the strait. A vote was pushed back until next week.

To solve the problem of the strait, China says a ceasefire is needed. But its plan with Pakistan has been met with mostly silence from the U.S.

One of the U.S. officials said the plan is difficult to assess because it is less of a roadmap to peace than a vague appeal for respect for international law and the importance of diplomacy and the U.N.’s role.

Ukraine War

A long Mideast war could take away from support for Ukraine, Zelenskyy tells the AP

ISTANBUL (AP) — Ukrainian President Volodymyr Zelenskyy expressed concern that a prolonged U.S.-Israeli war on Iran could further erode America’s support for Ukraine as Washington’s global priorities shift and Kyiv braces for reduced deliveries of critically needed Patriot air defense missiles.

Ukraine desperately needs more U.S.-made Patriot air defense systems to help it counter Russia’s daily barrages, Zelenskyy said, speaking to The Associated Press in an exclusive interview late Saturday in Istanbul.

Russia’s relentless pounding of urban areas behind the front line following its full-scale invasion of Ukraine more than four years ago has killed thousands of civilians. It has also targeted Ukraine’s energy supply to disrupt industrial production of Ukraine’s newly developed drones and missiles, while also denying civilians heat and running water in winter.

“We have to recognize that we are not the priority for today,” Zelenskyy said. “That’s why I am afraid a long (Iran) war will give us less support.”

A loss of focus on Ukraine

The latest U.S.-brokered talks between envoys from Moscow and Kyiv ended in February with no sign of a breakthrough. Zelenskyy, who has accused Russia of “trying to drag out negotiations” while it presses on with its invasion, said Ukraine remains in contact with U.S. negotiators about a potential deal to end the war and has continued to press for stronger security guarantees.

But, he said, even those discussions reflect a broader loss of focus from Ukraine.

His most immediate concern, Zelenskyy said, are the Patriots — essential for intercepting Russian ballistic missiles — as Ukraine still lacks an effective alternative.

These U.S. systems were never delivered in sufficient quantities to begin with, Zelenskyy said, and if the Iran war doesn’t end soon, “the package — which is not very big for us — I think will be smaller and smaller day by day.”

“That’s why, of course, we are afraid,” he said.

Interlinked wars

Zelenskyy had been counting on European partners to help make the Patriot purchases despite tight supply and limited U.S. production capacity.

But the Iran war, now in its sixth week, has sent shock waves through the global economy and pulled in much of the wider Middle East region, further straining these already limited resources, diverting stockpiles and leaving Ukrainian cities more exposed to ballistic strikes.

For Kyiv, a key objective is to weaken Moscow’s economy and make the war prohibitively costly. Surging oil prices driven by Iran’s closure of the Strait of Hormuz are undermining that strategy by boosting the Kremlin’s oil revenues and strengthening Moscow’s capacity to sustain its war effort.

In his interview with the AP, Zelenskyy said Russia draws economic benefits from the Mideast war, citing the limited easing of American sanctions on Russian oil.

“Russia gets additional money because of this, so yes, they have benefits,” he said.

Russian officials said Sunday a fire broke out at a major oil refinery in the Nizhny Novgorod region after a drone attack, while another drone damaged a pipeline at the Russian Baltic Sea port of Primorsk, home to a major oil export terminal. No casualties were reported.

Russia could reap a windfall from a surge in oil prices and the U.S. temporary waiver on Russian oil sanctions designed to ease supply shortages as the Iran war continues. Russia is one of the world’s main oil exporters, and Asian nations are increasingly competing for Russian crude oil as an energy crisis mounts.

In response, Ukraine has intensified its long-range drone attacks on Russian oil facilities, which have rattled Moscow.

A renewed diplomatic push

To keep Ukraine on the international agenda, Zelenskyy has offered to share Ukraine’s hard-earned battlefield expertise with the United States and allies to develop effective countermeasures against Iranian attacks.

Ukraine has met Russia’s evolving use of Iranian-made Shahed drones with growing sophistication, technological ingenuity and low cost.

Moscow significantly modified the original Shahed-136, rebranded as the Geran-2, enhancing its ability to evade air defenses and be mass produced. Ukraine responded with quick innovation of its own, including low-cost interceptor drones designed to track and destroy incoming drones.

Zelenskyy said Ukraine is ready to share with Gulf Arab countries targeted by Iran its experience and technology, including interceptor drones and sea drones, which Ukraine produces — more

than are used up — with funding from Americans and its European partners.

In return, these countries could help Ukraine “with anti-ballistic missiles,” Zelenskyy said.

In late March, as the Iran war escalated, Zelenskyy visited Gulf Arab states to promote Ukraine’s singular experience in countering Iranian-made Shahed drones, leading to new defense cooperation agreements.

Zelenskyy has also positioned Ukraine as a potential partner in safeguarding global trade routes, offering assistance in reopening the Strait of Hormuz by sharing Ukraine’s experiences securing maritime corridors in the Black Sea.

Zelenskyy was in Istanbul for talks with President Recep Tayyip Erdogan, a day after the Turkish leader spoke with Russian President Vladimir Putin.

Zelenskyy said they discussed peace talks and a possible meeting of leaders in Istanbul. He also said there could be new defense deals signed between the two countries soon.

Following the talks in Istanbul, Zelenskyy and Turkish Foreign Minister Hakan Fidan arrived in Syria on an official visit Sunday, Syrian state news agency SANA reported.

Writing on X, Zelenskyy said he discussed the wars in the Middle East and Ukraine with Syrian President Ahmed al-Sharaa, and that there is “strong interest in exchanging military and security

experience” between Ukraine and Syria.

Russia steps up its spring offensive

Each year as the weather improves, Russia moves its grinding war of attrition up a notch. However, it has been unable to capture Ukrainian cities and has made only incremental gains across rural areas. Russia occupies about 20% of Ukraine, including the Crimean Peninsula, which Russia seized in 2014.

On the roughly 1,250-kilometer (750-mile) front line stretching across eastern and southern parts of Ukraine, short-handed Ukrainian defenders are getting ready for a new offensive by Russia’s larger army.

The commander-in-chief of Ukraine’s armed forces, Gen. Oleksandr Syrskyi, said Russian troops have in recent days made simultaneous attempts to break through defense lines in several strategic areas.

One thing Zelenskyy says he has insisted on and will continue to do so — a territorial compromise and giving up land will not be on Ukraine’s agenda.

In Ukraine, meanwhile, drone attacks overnight into Sunday killed at least one person and seriously wounded another in the city of Nikopol, authorities said. Three people were wounded in the Ukrainian port city of Odesa in a separate drone attack.

Designing weeds out of the vegetable garden: Prevention as the first line of defense

In last week’s column, I made the case that weeds belong in the Integrated Pest Management (IPM) conversation just as much as insects and diseases. One of your best—yet often overlooked—tools in weed management is prevention. The simple truth is that vegetable gardens designed with prevention in mind spend far less time battling weeds later in the season.

Bare soil is the starting point for many weed problems. When soil is exposed to sunlight, weed seeds already present in the soil are given exactly what they need to germinate as soon as the soil warms up. Covering soil as much as possible is

Energy & Environment

one of the most effective ways to reduce weed pressure. Mulches such as straw, shredded leaves, or wood chips block light and help prevent weed seedlings from emerging. Each material comes with tradeoffs. Straw is light and easy to work with but may contain some weed seeds. Wood chips last longer and suppress weeds well, but they are best suited for perennial vegetables like rhubarb where you would not be disturbing the soil every year.

Your vegetables plants could also help with prevention by quickly shading the soil from weeds to germinate. Crops like squash, cucumbers, and sweet potatoes can act almost like a living mulch once established. In contrast, widely spaced

crops such as tomatoes and peppers leave soil exposed early in the season and benefit from added mulch or shallow cultivation during that window. Approaching weed prevention with your crops in mind can be key to determine what actions you may want to take. In empty beds or between crop rotations, fastgrowing cover crops can also suppress weeds while protecting the soil, even at a small garden scale. Cover crops are great to experiment with and you should do additional research to determine where and if they may fit in your garden. Garden layout also plays a role. Permanent paths covered with mulch or fabric reduce the need for frequent cultivation and help keep weeds from

spreading into growing areas. Repeated tillage, especially deep tillage of 6-8 inches, can worsen weed problems by bringing buried weed seeds back to the surface where they can germinate.

Prevention doesn’t mean a weedfree garden. It means starting strong before the season even begins. By keeping soil covered, choosing plant spacing carefully, and thinking about weeds during garden setup—not just during cleanup—you can dramatically reduce the time and effort spent pulling weeds later. In IPM, the best control is often the problem you never create in the first place.

Energy and environmental impacts of wars and data centers

During my lifetime, I have heard two U.S Presidents threatening to bomb our perceived as enemies back to the stone age. One was President Johnson during the Vietnam war and President Trump recently issued the same warning to Iran. Eventually Johnson ended the Vietnam war and Trump has talked of ending the war with Iran.

The existing war with Iran has disrupted global energy supplies and is likely to have a long term adverse impact on global resources supply chains and the global economy. Gas and diesel prices have risen within the U.S. and will slow the economy and reduce job opportunities. President Trump indicated we have adequate fuel supplies for our economy and the increase is energy prices are seen as temporary. Of concern to farmers is the rising costs and availability of fuel and fertilizers. From the Strait of Hormuz it takes 10

to 15 days for an oil tanker to reach Asia where real shortages and raising energy prices are occurring. For Europe to secure oil and gas supplies from the middle east it takes 20 to 30 days for supplies to reach them. Giving the long times involved in shipping the energy the longer the Strait is closed the greater the adverse impacts on the global economy.

The Iran war is occurring at a time when citizens are already upset about the rising cost of energy, food and the overall cost of living. The increasing cost of electricity is attributed to the rapid buildup in data centers. Promoters of AI projects seek sites to build more facilities and they are being met with more public resistance to them.

The Rochelle City Council recently tabled an agreement for a potential data center and a proposed data center for Rockford areas lead to a community information session sponsored by a coalition of environmental organizations seeking more information about

the economic, environmental and social impacts of the proposed data center.

Monarch Energy owns 1,100 acres of land located in Rockford and part of Ogle County. The firm intends to build a data center on the site which is close to the Kishwaukee River and Kilbuck Bluffs Forest Preserve.

Sponsors of the information session included the Illinois Clean Jobs Coalition, Nature at the Confluence, Sustain, Sinnissippi Audubon, Illinois Environmental Council and Friends of Illinois Nature Preserves.

I received a copy of the Clean Jobs Coalition paper: Tackling the Unprecedented Challenges of Data Center Development in Illinois and I suggest one visits their website for further information. The sponsors of the community information session should also be contacted for their perspective and information.

Data centers are massive consumers of energy and water, remove large tracts of agricultural land, require back up power

generation to operate continuously for 24 hours per day, and add to the electronic waste disposal load. They require a large labor force during the construction phase but only a limited number of workers are needed to operate the facilities.

Illinois is a top five targeted states in the U.S. for the data center facilities and it is estimated if the existing center applications are built energy demand in Illinois are built energy demand would double.

In response to the intense push for more data centers the Clean Jobs Coalition is seeking legislative support for the proposed Power Act for Illinois. On the Federal level there is a proposal for a national moratorium on the building of more data centers in order to better understand the implications of the impacts of data centers on American citizens, their communities and the environment.
