Lawmakers hear of rising demand in second hearing of three
By Nikoel Hytrek Capitol News Illinois

A House committee got an overview this week of how data centers are driving up energy demand and threatening potential shortfalls in the second of three planned hearings on the matter.
The fundamental issue is that data centers have created a sudden and massive spike in demand for electricity, and Illinois doesn’t yet have the supply to accommodate it.
“There is more demand pending in the customer connection queue than they traditionally had on the system, period. So that gives you some sense of the magnitude of the challenge that we’re facing,” Brian Granahan, director of the Illinois Power Agency, told the House Executive Committee.
Representatives from Ameren and Commonwealth Edison, Illinois’ major electric supply companies, said a majority, though not all, of the large load projects in their queues are data centers, and the expected demand will be significant.
“If all the projects in our pipeline come to be and they all reach their maximum, requested demand will more than double our system peak it took us 120 years to achieve, roughly by 2040,” said Max Leichtman, the director of economic and workforce development at ComEd.
However, he said that projected load will come online over time and likely be in place by 2040 or 2045.
“I think that’s important and valuable from the utilities planning perspective because it allows us to build in stages and evaluate,” Leichtman said.
Brad Tietz, Midwest director of state policy for the Data Center Coalition, said data centers are becoming more energy efficient because the technology is still developing.
Because Illinois has struggled to get more electricity generation to the grid, Granahan said provisions from the 2025 Clean and Reliable Grid Affordability Act, or CRGA, will be crucial to support this new demand. That law gives the IPA more
authority to pursue generation.
“Then there’s a number of other initiatives from CRGA that either reduce demands, like energy efficiency programs or otherwise make better use of something like rooftop solar or virtual power plant program, and budget changes that allow us to have more latitude to pursue additional generation,” he said.
House Leader Robyn Gabel asked if the state has the tools to build more energy supply.
Granahan said that while IPA is assessing whether the deadline for closing gas and coal plants is viable. It’s also assessing the regulatory and legal barriers for new nuclear power following Gov. JB Pritzker’s executive order aimed at spurring nuclear development after CRGA ended a longstanding moratorium on new plant construction.
But any new supply options would take time to implement.
New wind and solar farms take roughly three to four years to come online after a contract is signed and the state is unlikely to invest in new natural gas production, Granahan said.
The CRGA also creates new “virtual power plant” programs. That program allows homes and businesses with solar panels or wind turbines to pool energy together, acting “virtually” like a power plant despite not physically existing as one. The idea is that the energy stored in residential and business batteries can be contributed to the grid during peak hours. Homes and businesses who contribute to the grid will be paid for their energy.
“The things that can be stood up more quickly tend to be more diffuse solutions,” he said. “And that’s why the virtual power plant program is really important because we can stand up these things at smaller scale and manage peak demand through something like rooftop solar coupled with onsite batteries.”
A key provision of the POWER Act, the main proposal for regulating data centers, is a requirement that data center companies invest in renewable energy to power their facilities.
According to advocates, the main incentive of that requirement is that those companies will be allowed to come online faster and potentially beat their competitors.
Sarah Moskowitz, the executive director of Citizens Utility Board said the POWER Act’s requirement that data centers be put in their own rate class is another important cost-control measure.
“If the growth continues, we’re seeing estimates that in the next 24 years, the costs of serving these facilities could reach between $24 and $37 billion here in the state of Illinois for up to $70 a month in a typical bill,” she said.
To help mitigate costs for customers, Leichtman said ComEd designs rate structures so the customers with high demands are not charged with customers who have smaller demands.
In March, the Illinois Commerce Commission allowed ComEd to increase the amount of money it charges largeload project developers looking to pull from the state’s electric grid.
Eric Whitfield, the director of economic development for Ameren, said his company is looking to do something similar, though it already has some consumer protections.
“Large-load projects do not move forward unless detailed engineering reviews confirm the system can serve them safely,” he said. If a large customer needs new or upgraded infrastructure, Whitfield said, Ameren also requires them to pay for it.
A complicating factor when it comes to price is that Illinois is part of a network of regional transmission organizations, which sets the wholesale price of electricity.
“We have to look beyond Illinois, but we have to start with our policies here,” Rep. Ann Williams, D-Chicago, said. “The bottom line is the cost increase should be isolated to the cost causers. And so how to make that happen is the challenge.”
The final data center hearing, focused on water, will be on Wednesday, April 22.
Editor’s Note: This story has been updated to clarify Sarah Moskowitz’s role as the executive director of the Citizens Utility Board.

From Kortman Gallery
At the entrance to the new downtown Rockford Public Library, stands a grouping of 17 abstract “lollipop” forms in subtle colors that represent humanities various skin tones. The sculpture called, “Carrying the Dream” commissioned by the Rockford Area Arts Council, celebrates racial equity and diversity.
An exhibition with the same title, inspired by the sculpture, opens in the Kortman Gallery on April 24th & 25th (ArtScene weekend) in the Kortman Gallery in downtown Rockford. “Carrying the Dream” exhibition features five of the
artists who were involved in the creation of the this public art project.
These five artists will present not only their conceptual proposals for the sculpture, but also their own works, which includes paintings by Nathan J. Taylor and Nancie King Mertz, sculptures, and mixed media works by Jeremy Klonicki, John Verl McNamara, and Tim Hawley.
Seven Rockford artists were invited to contribute to the project with each presenting concepts for the sculpture. As a collective, they chose a design and actually built and installed the work that now stands at the library entrance at Wyman and Mulberry. Those participating artists

include Nathan J. Taylor, Tim Hawley, Jeremy Klonicki, Nancie King Mertz, John Verl McNamara, R. Scott Long, and Betsy Youngquist.
“This should be a fascinating exhibit, since it was the public sculpture project that brought this artists from different disciplines together to create something significant for the community,” said Kortman Gallery director Doc Slafkosky.
“Patrons will be able to see how the sculpture evolved through visual concepts created by each of these artists, but also see works that these artists are individually known for.”
“Carrying the Dream” featuring
concepts and works by five artists will open with an artist’s receptions on Friday, April 24th from 5 to 9pm, and Saturday, April 25th from 4 to 8pm upstairs in the Kortman Gallery, 107 North Main Street in Downtown Rockford. The opening dates are part of the Spring ArtScene weekend. The exhibit will run through June 6th. J.R. Kortman Center for Design and Kortman Gallery are open Tuesday through Friday, 11am to 6pm and Saturdays, 11am to 5pm. The opening event and gallery are free and open to the public. SPRINGFIELD — When the “One Big Beautiful Bill Act” passed last July, millions of U.S. residents were put at risk of losing access to federal food assistance, including hundreds of thousands of Illinoisians.

Because of eligibility and work requirement changes President Donald Trump’s One Big Beautiful Bill Act, also known as H.R. 1, made to the Supplemental Nutrition Assistance Program, certain groups of immigrants and some households without dependents have already lost, or are at risk of losing, access to their SNAP benefits this spring.
Among those at risk is Chicago resident Tatiana, a mother of three children aged 6, 3 and 1. She’s been on SNAP for about six years, since her first child, her son Jashua, was born. She requested to be identified by only her first name.
Tatiana briefly lost access to her SNAP benefits when her son was an infant and struggled before she was able to re-enter the program. Even now, balancing work and SNAP eligibility is a catch-22, she said.
“When I do start working, now I have to turn in my paychecks, and if I make too much, then I have to figure out if they’re going to cut me off or not because I’m making too much,” Tatiana said. But she has to work at least enough to afford necessities outside of food — things like child care and housing.
Currently, Tatiana receives about $975 a month from SNAP for her and her three children. The average grocery trip is a “very stressful” experience, and she doesn’t have much support outside of herself, she said.
And if she were to lose access to SNAP again? “I don’t know,” Tatiana said. “It’s stressful. … I’m more anxious now.”
H.R. 1’s new work requirements went into effect Feb. 1. Recipients who can’t meet the requirements can only receive up to three months of SNAP benefits in a three-year period. May will be the first month that some households will lose those benefits.

And as of April 1, the only immigrants who can receive SNAP benefits are lawful permanent residents, certain immigrants from Cuba and Haiti, and people living in the United States under a Compact
of Free Association, a work and trade agreement between the U.S. and The Marshall Islands, Micronesia and Palau. This removes eligibility from refugees, asylum-seekers, certain trafficking and domestic violence survivors, and other location-specific groups of immigrants.
Save our SNAP, a new Illinois-based coalition of more than 85 religious and social groups, food-assistance providers and health and human services organizations, rallied on Tuesday, April 14, at the Illinois Capitol to ask lawmakers to support three bills that would provide support to those who’ve lost access to their benefits.
“I know what this means because I’ve lived close to it. I’ve been on SNAP. I’ve watched my mother stretch meals for seven people,” Sen. Graciela Guzmán, D-Chicago, said at the rally. “SNAP was not abstract in my life. It was not a talking point. … I get to stand here as a senator because I had SNAP.”
Tatiana was one of hundreds who attended the rally, and she brought her three children with her from Chicago.
“It’s important to me,” she said of the initiative. “I feel like the goal was to be heard. … It’s very helpful to be able to go out there and rally.”
Nearly 1 million Illinois households received SNAP benefits in February 2026, down from just over 1 million in February 2025. According to the coalition, over 250,000 households are affected by the changes H.R. 1 made. And 150,000 of those have not yet submitted documentation of work, training, volunteering or exemption to keep their benefits, according to a news release from Gov. JB Pritzker. Recipients can check their status here.
“Too many of our neighbors are struggling to feed themselves and their families. Too many are having to make really impossible decisions about paying for shelter, paying for medicine, putting food on the table,” Kate Maehr, executive director and CEO of the Greater Chicago Food Depository, said at the rally. “We have to come here and lift our voice, because we cannot stand by.”
SNAP recipients looking for a way to earn hours and remain eligible can visit Job Ready Illinois to earn SNAP training hours or Serve.Illinois.gov to find volunteer hours. Additional work-related resources from the state are also available here.
“Not feeding people is a choice,” Guzmán said at the rally. “This is not about waste. This is not about fraud, and this is not about responsibility. This is about cruelty. This is about power.”
Guzmán is a sponsor on Senate Bills 3277, 3276 and 3167, the three bills that Save our SNAP is championing. The House versions have all missed the committee deadline, although that doesn’t mean they won’t come back later. The Senate bills are still being considered in committee. The measures call for funding but don’t provide funding sources, meaning lawmakers would have to separately allocate money in the budget process.
SB3277 would establish a program — Families Receiving Emergency Support for Hunger — that would give out one-time $600 payments to families who experienced a complete or partial loss of SNAP funding due to the new work requirements. That’s roughly equivalent to three months of the average SNAP benefit.
To address the other group of SNAP recipients at risk, SB3167 would extend eligibility of Illinois’s Victims of Trafficking, Torture and other Serious Crimes program to certain immigrants if they are not eligible for SNAP benefits due to H.R. 1’s new citizenship or immigration status requirements.
The trafficking victim program provides medical, housing, cash and food assistance to non-U.S. citizen victims of human trafficking and other serious crimes. In 2024, the law was narrowed to exclude certain visa seekers, asylum seekers, individuals and those in institutions that cover 50% or more of their daily meals.
Last, SB3276 would create a SNAP response working group to measure the impacts of H.R. 1 on Illinois recipients, gather data on the state’s error rate and issue a report to the General Assembly with recommendations on mitigating the effects of losing federal funding to the program.
“This marks the beginning of a unified statewide effort to ensure that no one in Illinois, the greatest state in this great country, has to worry about where their next meal is going to come from,” Maehr said. “We do this work not alone, not as a community organization in one neighborhood or as a food bank that serves one part of the state. We do this together as volunteers, as service providers, as advocates, as neighbors.”

SPRINGFIELD — Faculty at the University of Illinois Springfield ended a more than two-week strike on Monday after reaching an agreement with university administrators overnight.
Tenured and tenure-track faculty at UIS, one of three University of Illinois system institutions, went on strike on April 3 after failing to reach an agreement with UIS administrators over pay increases. The two parties came to an agreement after hours of negotiations on Sunday. Both sides declined to specify the terms of the agreement until after the UIS United Faculty union could ratify the agreement in the coming days.
“Our bargaining team made the difficult decision to suspend this strike because we do not want our students to lose further instructional time as they head into final exams and graduation,” Dathan Powell, the union president and UIS theater professor, said in a statement.
It appeared the strike would start having more substantial impacts on students if it continued into another week. The university sent an email to students on Friday announcing it was prepared to implement a plan this week to help students complete the semester if the strike continued.
The university said alternative plans would be made for students who were not able to complete their assignments because their professors were on strike. Not all classes at UIS were held up by the strike, however, as many professors are part of a different union.
The union indicated their decision to end the strike was more about ensuring students can complete their classes than any victory in bargaining meetings.
They claimed UIS Chancellor Janet Gooch “intentionally prolonged” the strike.
“We cannot let her jeopardize their education and futures any longer, so we have decided to bring the administration’s last offer to our membership for a vote,” Powell said, calling on Gooch to
resign her leadership role.
UIS said in a brief statement that it “looks forward to continuing to work together to fulfill its mission to provide a uniquely student-centered educational experience, both in and out of the classroom.”
A spokesperson for Gooch declined to comment. Gooch took over UIS in 2022.
Both parties remained far apart on the size of salary increases as of Friday, according to the university’s website.
The union wanted a 2.6% increase in the current fiscal year and 6% over the next two years, costing $1.3 million.
UIS offered three options for increases, two of which begin with 1% raises that could increase under the University of Illinois system’s University Salary Program. They argued one-third of the union already makes six figures.
The union also wanted to raise the minimum starting pay for their unit to $64,500 from $55,000, which UIS
argued was not realistic given financial constraints on the university. The university offered to raise the minimum salary to $60,000.
UIS said in an email to students last month that it was running a $19 million deficit in the current fiscal year.
UIS accounts for 2% of all of the university system’s spending in the current fiscal year, according to the system’s budget documents. The University of Illinois Urbana-Champaign receives 44% and the University of Illinois Chicago 31% while the rest goes to the system’s administration and university’s hospital. UIS also receives only 3% of state funds allocated to the system.
State lawmakers have been debating a new higher education funding formula that would allocate a greater share of annual funding to lesser-funded schools like UIS. Institutions like the flagship campus that are more adequately funded would receive a lower percentage.
The system has continued to oppose the overhaul.

As a continuation from last week, rhubarb remains one of the earliest spring vegetables in the Rockford area each year. With the warm weather and soil conditions we’ve experienced this spring, your harvest may be already underway. In fact, I had my first harvest in early April. This perennial plant produces annual stalks (petioles) that are harvested and cooked—remember, not the green leaves, which are toxic. Because of its tart flavor, rhubarb is often prepared with sugar or paired with fruits like strawberries. For new rhubarb plantings, consider starting with crowns or divisions. Crowns
are commonly available at garden centers and are typically one year old, giving you a head start toward production. If planted this spring, you can plan for a light harvest in 2027. While you may occasionally see rhubarb seeds for sale, they are generally not recommended, as they delay harvest and can result in variable plant quality.
If you have access to an established planting, dividing a crown from a neighbor or family member can be a great option. Not only does this provide you with a free plant, but it can also help rejuvenate older rhubarb stands. However, with it now mid-April and soils warming quickly this year, the window for dividing
rhubarb is likely closing or already too late in many cases. Division is best done very early in the spring before significant growth begins. Attempting it now may increase plant stress and reduce success. For established rhubarb plants, applying aged manure or compost around the crown each spring remains a good practice. Rhubarb is a heavy feeder, so supplementing with a balanced fertilizer such as 10-10-10 can support strong growth, especially in older plantings or lighter soils. You may notice seed stalks forming, sometimes quite early in the season. These should be removed as soon as they appear, as they divert energy away from stalk production. It’s common for multi-

When our family moved to Ann Arbor, Michigan in 1969 Sonia and I began working on our doctorates in environmental studies plans were already underway to hold an environmental teach-in addressing the need for social and political change to correct deteriorating environmental conditions within the United States. The Environmental Action for Survival (Enact) teach-in was held in March of 1969. Its theme was Give Earth a Chance and the event appealed to both students and much of the Ann Arbor community.
Students at the University of Michigan saw the environment as a serious concern that should be addressed and discussed with the public. They organized the first environmental teach-in in the country and a leading advocate of it was Senator Gaylord Nelson of Wisconsin who was encouraging students to organize similar events at their universities.
Walter Ruether President of the United Auto Workers union was a key supporter of the teach-in providing a grant to the event and encourage his workers to support the effort as well. A short time after the event he died in a small plane crash on his way to union conference center in Michigan.
Sonia and I attended numerous sessions at the teach-in. A few highlights for us included hearing Ralph Nadar challenging students in the audience to abandon their consumption of drinks in one way containers as proof of their commitment to environmental reforms. We hosted a biologist who was testifying at hearings seeking to ban the use of DDT as it was damaging the reproduction of eagles. The ban was successful and we continue to see Eagles flying along the Rock River corridor. Another successful legislative action was the creation of a bottle bill which placed a fee on containers to create an incentive to recycle them.
Sonia and I were promoting the need for a public education program to protect the environmental quality of the Great Lakes to the organizations in Chicago. We meet with Dr. Stanley Cain in Washington to discuss the idea when he was head of the Department of Interior. When the University of Michigan received a federal Sea Grant focused on the Great Lakes environment it included a newsletter. We were employed to write news articles describing the ongoing research projects. Environmental management of the Great Lakes remains a major effort.
In a class offered by Dr. Stanley Cain, after he left the Department of Interior, he described his involvement in the policy
decision that lead to the Santa Barbara Oil Spill. President Johnston requested a study to justify the sale of the right to drill for oil in the Pacific ocean to secure funds to support both the Vietnam War and the War on Poverty. Cain indicated that he and has staff recognized that the rock formations holding the oil in the ocean floor off the Santa Barbara coast was fragile and tapping in to it could result in a major oil spill. They also recognized that denying the oil to President would likely lead to their being fired and replaced with more cooperative experts. Cain asked his staff what they were willing to do.
Dr. Cain had a tenured position to return to at the University of Michigan but the staff he assembled had sold their homes to serve in Washington and had no guaranteed jobs waiting for them. The staff voted to approve the sale of the oil to industry but included a provision that required shut off valves on the wells to control the oil flow if needed.
When the oil spill occurred some wealthy people were upset with the spill and it lead them to support many of the new federal policies aimed at protecting the environment as they recognized that they too could be harmed.
Following the March event it was decided that similar events should be held across the county but under the title of
ple seed stalks to develop throughout the growing season, so continue removing them as needed.
Harvesting can be done weekly by gently twisting and pulling stalks from the base. Be sure to leave about one-third of the plant intact at each harvest to maintain vigor. Thinning out smaller stalks can also improve airflow and encourage larger stalks to develop. With this year’s early start, a typical 6–8 week harvest window would put the end of harvest around late May. It could be one of those years where things move a little faster, so keep an eye on your plants to address their needs. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.
Earth Day and be an annual event starting on April, 22, 1970. The event remains focused on protecting the environment addressing issues relevant to the local sponsors. In 1990 the event was expanded to include countries around the globe. With the arrival of the current U.S federal administration an effort has been implemented to cut back multiple government regulations and programs including those directed at environmental reforms, renewable energy and sustainable living. Environmental interests have used the courts to push back on federal actions weakening environmental reforms within the United states. In addition the global inflation and rising costs from the wars in the middle east and the Ukraine have adversely impacted government funds available for environmental reforms.
With Earth Day and Earth Week being celebrated now, it is important to attend and support such local efforts for environmental reforms. This year’s celebrations are directed at Solar and Wind Energy in contrast to the current stress on stressing the pursuit of fossil fuels. It remains important to remember that we and other life forms have evolved within a planet designed to support existing lives.
