City

Committee seeks local tax on recreational marijuana sales

ROCKFORD - The City of Rockford Finance Committee, on Monday, proposed a 3-percent sales tax on recreational marijuana when it becomes legal Jan. 1.

The tax, if approved by the full council, will follow state law that allows municipalities with dispensaries to impose a tax of up to 3% of gross marijuana sales.

City officials say that having the tax in place before the law takes effect will allow them to start collecting revenue immediately. The full council is expected to discuss the matter next week.

In Rockford, recreational marijuana sales will be allowed in C-2, C-3, C-4, lightand heavy-use industrial zones. Leaders, however, say those allowances could be modified by aldermen at any time.

Currently, two Rockford businesses have medical-marijuana licenses. MedMar, 2696 McFarland Road, and Mapleglen Care Center, 4777 Stenstrom Road. Mapleglen has applied for a recreational marijuana dispensary permit. MedMar is expected to.

The new law calls for 75 additional recreational licenses across the state by next May and another 12 by 2021.

According to state guidelines released by the Illinois Municipal League last week, a recreational marijuana dispensary may not be located within 1,500 feet of a school, daycare, nursing home, or residence. A dispensary is prohibited from selling food and cannot be in someone’s home.

Marijuana or cannabis-infused products cannot be smoked or consumed on the premise and may not be transported for delivery. The state also requires a facility

to have security cameras, adequate lighting and make safety modifications according to its floor plan.

Specific cities, like Rockford, were given first refusal about whether to allow recreational marijuana dispensaries within their city limits. Recreational licenses applications were offered to existing medical-marijuana facilities.

While there is potential for Rockford to collect a substantial amount of tax revenue from the sale of recreational marijuana, it will not be part of budget projections until leaders have time to track the numbers. The Illinois Municipal League projects that the state will bring $525 million a year, about 1% of the state budget. About $20 million could come from local taxes statewide.

Rockford Casino

Casino public hearing Sept. 23 at Coronado Staff Report ROCKFORD - The hearing to give Rockford citizens the opportunity to weigh in on the casino process and hear presentations from the applicants will be at 5:30 p.m., Monday, Sept. 23, at the Coronado Performing Arts Center.

The Illinois Gaming Act requires a public hearing about what needs to be certified by the city and other details of the proposed casino. Those items to be certified include: • that the Applicant has negotiated with the City in good faith; • that the Applicant and the City have

mutually agreed on the permanent location of the casino; • that the Applicant and the City have mutually agreed on the temporary location of the casino; • that the Applicant and the City have mutually agreed on the percentage of revenues that will be shared with the City; • that the Applicant and the City have mutually agreed on any zoning, licensing, public health, or other issues that are within the jurisdiction of the municipality or county; and • that the City Council has passed a resolution or ordinance in support of the casino.

Each applicant will have 45 minutes to make a formal presentation of its casino proposal. After the presentations, audience members are welcome to ask questions of the applicants, city leaders and gaming consultants.

Doors open at 5 p.m. The public is welcome.

Trump ousts hawkish Bolton, dissenter on foreign policy

WASHINGTON (AP) – President Donald Trump on Tuesday abruptly forced out John Bolton, his hawkish national security adviser with whom he had strong disagreements on Iran, Afghanistan and a cascade of other global challenges.

The sudden shake-up marked the latest departure of a prominent voice of dissent from the president’s inner circle, as Trump has grown less accepting of advice contrary to his instincts. It also comes at a trying moment for Trump on the world stage, weeks ahead of the United Nations General Assembly and as the president faces pressing decisions on di�cult foreign policy issues.

Tensions between Bolton, Trump’s third national security adviser, and other o�cials have flared in recent months over influence in the president’s orbit and how to manage his desire to negotiate with some of the world’s most unsavory actors.

Since joining the administration in the spring of last year, Bolton has espoused skepticism about the president’s whirlwind rapprochement with North Korea, and recently has become a vocal internal critic of potential talks between Trump and leaders of Iran and Afghanistan’s Taliban.

Bolton also broke with Trump with his vocal condemnation of Russia’s global aggressions, and last year he masterminded a quiet campaign inside the administration and with allies abroad to persuade Trump to keep U.S. forces in Syria to counter the remnants of the Islamic State and Iranian influence in the region. Bolton’s maneuvering at the time contrasted with former Secretary of Defense Jim Mattis’ decision to instead resign over Trump’s December withdrawal announcement, which has been e�ectively reversed.

On Twitter Tuesday, Trump and Bolton o�ered opposing accounts on the adviser’s less-than-friendly departure, final shots for what had been a fractious relationship almost from the start.

Trump tweeted that he told Bolton Monday night his services were no longer needed at the White House and Bolton submitted his resignation Tuesday morning. Bolton responded in a tweet of his own that he o�ered to resign Monday “and President Trump said, ‘Let’s talk about it tomorrow.’”

Trump explained that he had “disagreed strongly” with many of Bolton’s suggestions as national security adviser, “as did others in the administration.”

South Carolina Sen. Lindsey Graham, who had been traveling with Trump Monday, said reports of Bolton’s opposition to a now-scrapped weekend meeting with the Taliban at Camp David was a “bridge

too far” for Trump.

And one Republican familiar with the disagreements between Trump and Bolton said the adviser’s opposition to a possible meeting between Trump and Iranian President Hassan Rouhani was a precipitating factor. French President Emmanuel Macron has been trying to broker such a meeting, possibly on the sidelines of the upcoming U.N. General Assembly, in hopes of salvaging the international Iran nuclear deal from which Trump withdrew.

“ThereweremanytimesthatAmbassador Bolton and I disagreed. That’s to be sure,” said Secretary of State Mike Pompeo Tuesday. He added that Trump has been clear that he is willing to meet with Rouhani “with no preconditions.”

Treasury Secretary Steven Mnuchin, who appeared with Pompeo at the White House, volunteered: “The president’s view of the Iraq war and Ambassador Bolton’s was very di�erent.”

A former Bush administration o�cial, Bolton has championed hawkish foreign policy views dating back to the Reagan administration and became a household name over his vociferous support for the Iraq war as the U.S. ambassador to the U.N. under George W. Bush. Trump initially supported the 2003 U.S. invasion, but subsequently became a vocal critic.

The Iranian government hailed Bolton’s departure, and spokesman Ali Rabiei said it might pave the way for warmer relations.

“By dismissal of the biggest supporter of war and economic terrorism, the White House will face less barrier to understand realities of Iran,” he said in a tweet. Tehran calls the U.S. sanctions on Iran “economic terrorism.”

Pompeo said, “I don’t think any leader around the world should make any assumption that because some one of us departs that President Trump’s foreign policy will change in a material way.”

Bolton’s well-known foreign policy views and harsh rhetoric for U.S. foes had turned him into a convenient boogeyman for the likes of North Korea and Iran, which have assailed him in the media.

His ouster came as a surprise to many in the White House. Just an hour before Trump’s tweet, the press o�ce announced that Bolton would join Pompeo and Mnuchin in a briefing on new Iranian sanctions. He did not.

As pressure has mounted amid global troubles and signs of an economic slowdown at home, Trump has increasingly favored aides who are willing to defend him on television. Bolton was tentatively booked to appear on a pair of Sunday talk shows in late August but backed out, saying he was not comfortable with some of the administration’s plans, and that drew the

president’s ire, according to a White House o�cial not authorized to discuss private conversations Bolton and his National Security Council sta� were also viewed warily by some in the White House who viewed them as more attuned to their own agendas than the president’s – and some administration aides have accused Bolton’s sta� of being behind leaks of information embarrassing to Trump.

He was always an unlikely pick to be Trump’s third national security adviser, with a world view seemingly ill-fit to the president’s isolationist “America First” pronouncements. He briefly considered running for president in 2016, in part to make the case against the isolationism that Trump would come to embody.

Still, Trump had admired Bolton for years, praising him on Twitter as far back as 2014. Trump had told allies he thought Bolton was “a killer” on television.

Defending Bolton after Tuesday’s announcement, a person close to him said they had been authorized to say one thing – that since he had been national security adviser there had been no “bad deals” on Iran, North Korea, Russia and Syria.

The person, who did not divulge who had given the authorization, was not allowed to discuss the issue by name and spoke only on condition of anonymity.

When asked to respond to the person’s comment, White House press secretary Grisham smiled and told reporters: “Sounds like just somebody trying to protect him.”

Sen. Chris Murphy, D-Conn., said the turnover in the president’s foreign policy team was a cause for worry.

“John Bolton was the wrong choice and the silver lining to this instability is that there will be fewer people whispering war chants in the president’s ear,” said Murphy.

“But no one of any quality is going to take a job in the nation’s national security cabinet so long as everyone’s head is permanently hovering slightly above the chopping block.”

But Utah Sen. Mitt Romney, the GOP’s 2012 nominee for president, bemoaned Bolton’s ouster, calling it “an enormous loss for the country and for the administration.”

He added that “in decision making you want people who disagree and who o�er a very di�erent perspective.”

White House spokesman Hogan Gidley said Charles Kupperman, the deputy national security adviser and a former Reagan administration o�cial and defense contracting executive, would fill Bolton’s role on an acting basis. Trump said he would name a replacement for Bolton next week.

Bolton was named to the post in March 2018 after the departure of Army Gen. H.R. McMaster.

Scientists rethink Alzheimer’s, diversifying the drug search

WASHINGTON (AP) – When researchers at the University of Kentucky compare brains donated from people who died with dementia, very rarely do they find one that bears only Alzheimer’s trademark plaques and tangles – no other damage.

If they do, “we call it a unicorn,” said Donna Wilcock, an Alzheimer’s specialist at the university’s aging center. Contrary to popular perception, “there are a lot of changes that happen in the aging brain that lead to dementia in addition to plaques and tangles.”

That hard-won lesson helps explain how scientists are rethinking Alzheimer’s.

For years researchers have been guided by one leading theory – that getting rid of a buildup of a sticky protein called amyloid would ease the mind-robbing disease. Yet drug after drug has failed.

They might clear out the gunk, but they’re not stopping Alzheimer’s inevitable worsening.

The new mantra: diversify.

With more money – the government had a record $2.4 billion to spend on Alzheimer’s research this year – the focus has shifted to exploring multiple novel ways of attacking a disease now considered too complex for a one-sizefits-all solution. On the list, researchers are targeting the brain’s specialized immune system, fighting inflammation, even asking if simmering infections play a role.

Some even are looking beyond drugs, testing if electrical zaps in the brain, along a corridor of neural connections, might activate it in ways that slow Alzheimer’s damage. Tuesday, doctors at Barrow Neurological Institute in Phoenix announced they had implanted a pacemaker-like “deep brain stimulation” device into the first of more than 200 patients for an international study .

Most of the fresh starts for drugs are in the earliest research stages. It’s far from clear that any will pan out, but “the field is now much more open-minded than it ever was to alternative ideas,” Wilcock said.

BREAKING THE PLAQUE AND TANGLE LINK

No one knows what causes Alzheimer’s but amyloid deposits were an obvious first suspect, easy to spot when examining brain tissue. But it turns out that gunk starts silently building up 20 years before any memory loss, and by itself it’s not enough to cause degeneration.

Sometime after plaques appear, another protein named tau starts forming

tangles inside neurons, heralding cell death and memory loss.

But again, not always: Autopsies show sometimes people die with large amounts of both plaques and tangles, yet escape dementia.

So something else – maybe several other things – also must play a role. One possible culprit: The brain’s unique immune cells, called microglia (my-kroh-GLEE’-ah).

No surprise if you’ve never heard of microglia. Neurons are the brain’s rock stars, the nerve cells that work together to transmit information like memories.

Microglia are part of a di�erent family of cells long regarded as the neurons’ support sta�. But “it’s becoming clear they’re much more active and play a much more significant role,” said Dr. Richard Hodes, director of the National Institute on Aging.

One microglial job is to gobble up toxic proteins and cellular debris. Recently, a mutation in a gene called TREM2 was found to weaken microglia and increase the risk of Alzheimer’s. Dr. David Holtzman at Washington University in St. Louis took a closer look – and says microglia may be key to how the amyloidtau duo turns toxic.

In donated human brains, his team found more tau tangles clustered around amyloid plaques when people harbored microglia-weakening TREM2 mutations.

The researchers altered the TREM2 gene in mice and seeded their brains with a little human tau. Sure enough, more tangles formed next to plaques in mice with weak microglia than in those with functional immune cells, they recently reported in Nature Neuroscience.

Why? Normal microglia seem to restrict amyloid plaques, which limits damage to surrounding tissue – damage that can make it easier for tau to take hold, he explained.

While it was known that amyloid buildup drives tau tangles, “we never had a good clue as to how it is doing that,” Holtzman said. The new findings “would argue that these cells are sort of a missing link.”

Separately, biotech company Alector Inc. has begun first-step patient testing of a drug designed to boost TREM2 and better activate microglia.

THE GERM CONUNDRUM

Could gum disease or herpes be to blame? The idea that infections earlier in life could set the stage for Alzheimer’s decades later has simmered on the edge of mainstream medicine, but it’s getting

new attention. It sounds weird, but both the germ that causes gum disease and di�erent strains of herpes viruses have been found in Alzheimer’s-a�ected brain tissue.

Researchers in New York are testing the herpes drug valacyclovir in 130 people with mild Alzheimer’s who have evidence of infection with certain herpes strains.

And Cortexyme Inc. is enrolling more than 500 early-stage patients around the country to test a drug that targets potentially neuron-damaging substances produced by gingivitis bacteria.

Whether the germ theory is a worthwhile pursuit was hotly debated at an international Alzheimer’s Association meeting in July. One skeptic, Dr. Todd Golde of the University of Florida, cautioned that germs’ mere presence doesn’t mean they caused dementia – they could be a consequence of it.

Still, a 2018 study from Taiwan o�ered a hint that treating herpes infection might lower later dementia risk. And a U.S. study found certain herpes viruses a�ected the behavior of Alzheimer’s-related genes.

“Maybe these are just opportunistic pathogens that have space to spring up in the brains of people a�ected with Alzheimer’s disease,” said Benjamin Readhead of Arizona State University, who co-authored that U.S. paper. But, “it looks at least plausible that some of these pathogens are capable of acting as accelerants of disease.”

A COMMON DENOMINATOR

One key commonality among emerging Alzheimer’s theories is how aggressively the brain’s immune system defends itself – and thus how inflamed it becomes.

Inflammation is a normal part of the body’s response to illness and injury, one method of fighting infection or healing wounds. But when inflammation is too strong, or doesn’t go away, it’s like friendly fire that harms cells. Remember how some people have lots of plaques and tangles but no dementia? A few years ago Massachusetts General researchers found strikingly little inflammation surrounded all the gunky buildup in the resilient brains – but the Alzheimer’s-a�ected brains harbored a lot.

Research since has found similar inflammatory e�ects with other forms of dementia – like vascular dementia, where tiny blood vessels that feed the brain are lost or blocked, and dementias caused by Lewy bodies or other toxic proteins. A growing list of genes linked to inflammatory processes also may play a role.

A handful of drugs are being explored

in the quest to tamp down inflammation’s damaging side without quashing its good e�ects. Take those microglia, which Holtzman said “may be a two-edged sword.”

Early on, before there’s too much plaque, revving them up may be good.

But later on, a hyperactive swarm around growing plaques spews out inflammatory molecules.

In addition to their immune system job, microglia also secrete molecules that help nourish neurons, noted Kentucky’s Wilcock. The goal is to restore the natural balance of a healthy brain’s environment, she said, so microglia “can perform their essential functions without damaging surrounding tissue.”

AMYLOID’S STILL IN THE PICTURE

All those drug flops weren’t a waste of time.

“Every time there’s a failure it’s absolutely clear that we learn a lot,” Emory University neurologist Dr. Allan Levey recently told the government’s Alzheimer’s advisory council.

One lesson: Timing may matter. Most of the failed anti-amyloid drugs were tested in people who already had at least mild symptoms. Some studies seeking to prevent memory loss in the first place still are underway. Several anti-tau drugs also are being tested.

Another lesson: Most people have a mix of di�erent dementias, which means they’ll need a variety of treatments.

“Now we have an opportunity, a real opportunity, to expand and try all these avenues,” said Alzheimer’s Association chief science officer Maria Carrillo.

“The triggers as we understand them are broad.”

Born in the shadow of 9/11 Generation of college students grows up affected by terrorist attacks

Jordan Bruder is too young to remember the Sept. 11, 2001, terrorist attacks.

But she recalls growing up believing the blame for the the 9/11 attacks was squarely put “on Muslim people,” an indictment some people in the towns she grew up in south central Illinois continue to harbor about the terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington, D.C., that killed nearly 3,000 people.

“Everything was whitewashed for me,” said Bruder, a sophomore studying business and political science at Lincoln Land Community College in Springfield.

That re-orientation – “a self-discovery,” Bruder termed it – began with talking with her father, Eric Bruder, a middle-school history teacher, as well as doing her own research about 9/11.

“That’s made all the di�erence for me,” Bruder said. “Being a hateful person, that came from a place of ignorance. Now I feel I can go out into the world and be more tolerant.”

Bruder is part of a generation, now entering college, that has no direct memory of that day or weren’t even born yet. It’s giving professors new challenges and new audiences to teach about one of the most defining moments of the history of the United States. And to older people who have their “where-were-you” stories about 9/11, that gap can be jarring, if understandable.

College students may know about the events and the significance of them, said Christopher McDonald, a professor of political science at LLCC, but they aren’t able to experience the same visceral impact of those who watched the horror from 18 years ago.

McDonald, who teaches an “Early Start” program for high school seniors for LLCC, has seen this moment coming.

“There’s a distance for these students,” McDonald acknowledged. “They sense it’s

really important, though.”

“I feel like these (students) are supposed to feel like (9/11) resonates, but it doesn’t,” said Kristen Chenoweth, the director of admissions at MacMurray College in Jacksonville, who also teaches a freshman seminar class. “They know it was something serious, but it’s not really tied to their lives in any tangible way.”

But Karen Contreras, a student at the University of Illinois at Springfield who is originally from Palatine, said even if today’s students don’t personally remember it or don’t have a personal story about it, “we understand how momentous it was and continues to be.

“You don’t forget.”

Generation grew up with 9/11 repercussions

It’s compelling for Paige Calvert to talk to older relatives and teachers who can describe exactly where they were and what they were doing when the events of Sept.

11, 2001, unfolded.

Calvert, a freshman from Pekin at the University of Illinois Urbana-Champaign, only knows about the terrorist attacks through conversations and what she learned in school. For a person born less than eight months before 9/11, Calvert said the events “seem like a faraway historical moment.” She was first introduced to the tragedy as a second-grade student.

“It feels so close to many people,” Calvert added. “It’s crazy that we’re the generation not even alive when this world-turning event happened and now we’re ready to go o� into the world.”

Like Calvert, many students were introduced to the terrorist attack as elementary school students, though the introduction was usually to first responders and other heroes, not the graphic details of the day.

But this generation of students also grew up with the repercussions of 9/11. That means when they fly, they are getting to airports early and getting screened by the Transportation Security Administration.

A slew of names and terms – Osama bin Laden, “no fly lists,” Gauntanamo Bay and the War on Terror – connected with 9/11

Emotion has also gripped them.

Faithe Metellus was born less than two weeks before 9/11. Earlier this year, she went to New York and saw where the World Trade Center once stood.

“I didn’t have a personal connection to it,” said Metellus, a freshman at UIS from Northbrook, “but seeing the names and photos (at the 9/11 Memorial & Museum), that hit me.”

Going to the site, said Metellus, a pre-nursing major, “made me imagine what it was like for the people there. I feel empathy for them. I know people were traumatized.”

Metellus said her mother recalled that on 9/11 her grandfather burst into the room, screaming, “We’re at war!” They turned on the television, just in time to see one of the towers collapsing. “(My mother) had to lay down because she was in so much shock,” Metellus recalled being told.

Calvert remembered her mother, a third-grade teacher, telling her the only thing she could think about that day was getting home.

“They didn’t fully comprehend what was going to happen next,” Calvert said.

Understanding the magnitude

Carolyn Peck, a UIS professor of psychology, weaves the 9/11 events into her graduate-level Death and Dying class. For those students who have no memory of 9/11, she encourages them to get some sense of the event to understand its magnitude.

“That makes it more than a history lesson,” Peck said. “Seeing those interviews with survivors or relatives of those who died that day, it really forces students to pay attention.”

Like many people, Christopher McDonald flipped on the television to watch the coverage of 9/11. Now, he said, people go to their laptop or smartphone.

“I think (students) understand how the world changed after 9/11,” Kristen Chenoweth said, “just like I understand after the assassination of President (John F.) Kennedy how security changed around

the president.

“We look at what changed – our understanding of the Bill of Rights, freedom of speech, freedom of information – since 9/11. I think they know that it has changed, but they don’t know what it was before, so it’s hard for them to feel it.”

Zygfriend Kurzymski, a freshman at UIS from Park Ridge who was born just before 9/11, said he, too, grew up hearing derogatory terms leveled at people as terrorists.

But even that understanding has changed as he has grown.

“We learned (in a high school psychology class) that no matter how unbiased you say you are, you do judge people based on what you learn from society,” said Kurzymski, a biology and pre-med major. “As I grew up, especially with the school shootings, it redefines what we perceive a terrorist as.

“That can make people even more scared today because they don’t have a bias. These days (a terrorist) could be almost anybody.”

McDonald has seen that too: In his “Early Start” classes, he has asked students to describe a “terrorist.” There was a time that mainly versions akin to bin Laden popped to mind for his students. Last semester, McDonald said, students produced a description of a caucasian school shooter, rather than a “Middle Eastern” figure.

“This was a huge shock to me,” McDonald admitted.

Today’s college students said even if they don’t have their own memories of 9/11, they have been a�ected by it.

“I do think about it,” Metellus said of the anniversary. “It’s important to remember all the lives taken.”

Bruder said one of the most important post-9/11 lessons she has absorbed is the need to continue to spread the truth about what happened.

“It’s important for us to keep the stories alive and fresh,” Bruder said. “History is bound to repeat itself, but I hope to God it doesn’t.”

US stock indexes end mostly higher after late buying burst

Major U.S. stock indexes closed mostly higher Tuesday, erasing much of an early slide, as investors favored smaller, U.S.-focused companies for the second straight day.

Industrial, energy and health care stocks helped power the market higher.

Banks also notched solid gains amid a broad pullback in demand for U.S. government bonds, which pushed yields higher. The yield on the 10-year Treasury note climbed to 1.73% from 1.62% late Monday, a big move.

Lenders rely on higher yields to set more lucrative interest rates on loans. Bank of America rose 2.5%, Goldman Sachs gained 1.7% and State Street vaulted 9%.

For the second day in a row, traders unloaded technology stocks and shares in companies that rely on consumer spending. Microsoft dropped 1.1%, as did payment processors Visa and Mastercard, losing 2.8% and 3.9%, respectively.

“It seems like a complete reversal of what’s kind of been the theme over the last few months, where it’s been more about higher quality, higher market cap, higher growth, more stable growth and lower volatility,” said Sameer Samana,

senior global market strategist at Wells Fargo Investment Institute. “Things that had been doing well just completely got sold and the things that had been lagging completely got bought.”

The S&P 500 index inched up 0.96 points, or less than 0.1%, to 2,979.39. The Dow Jones Industrial Average rose 73.92 points, or 0.3%, to 26,909.43. The average was briefly down 118 points.

The Nasdaq, which is heavily weighted with technology stocks, slid 3.28 points, or less than 0.1%, to 8,084.16.

Investors continued to flock to smaller-company stocks. They’re seen as being better shielded from the fallout of the costly trade war between the U.S. and China than large multinationals.

Among the small-cap gainers were ABM Industries, whicwh rose 3.1% and Spectrum Pharmaceuticals, which jumped 16.9%.

The Russell 2000 index of smaller-company stocks led the gainers, adding 18.76 points, or 1.2%, to 1,542.99.

The broader market has been gaining ground for two weeks as investors remain confident in the strength of the economy, despite the lingering trade war between the U.S. and China. The feud between the world’s two largest economies has been injecting doses of volatility into the

market as both sides escalate and then pull back. Recent plans for trade talks to resume in October raised some hope on Wall Street for a resolution.

Meanwhile, investors continue to watch the steady flow of economic data for a clearer picture of the U.S. economy’s health. Recent reports have been a mixed bag, including a Labor Department report Tuesday that showed both a slip in job openings as well as a slight increase in hiring in July.

The Labor Department will report the latest consumer price index figures on Thursday and the Commerce Department will report August retail sales data on Friday. Economists continue to expect the Federal Reserve to cut interest rates at its meeting next week to help maintain U.S. economic growth.

Apple rose 1.2% after announcing a new slate of iPhones and other products, including a $5 a month streaming video service, which would be cheaper than rival o�erings. Netflix and Disney each fell 2.2%.

Traders knocked Wendy’s shares 10.5% lower after the fast-food chain cut its profit growth forecast because of plans to expand its breakfast options nationwide.

The company plans to invest $20 million this year in the expansion and expects up

to 6.5% profit growth instead of 7% growth.

Ford dropped 1.3% after Moody’s cut the automaker’s credit rating to “junk.”

Moody’s is concerned that the company will be weighed down by weak earnings as it restructures. The move by Moody’s makes it more costly for Ford to borrow money.

A mix of consumer product makers and consumer-focused stocks also fell Tuesday. Procter & Gamble dropped 1.9% and McDonald’s slid 3.5%.

Energy and industrial companies notched solid gains. Schlumberger rose 3.4% and Deere & Co., rose 3.6%.

Major stock indexes in Europe finished higher Tuesday. Markets in Asia were mixed.

Benchmark crude oil fell 45 cents to settle at $57.40 a barrel. Brent crude oil, the international standard, slipped 21 cents to close at $62.38 a barrel. Wholesale gasoline rose 1 cent to $1.59 per gallon.

Heating oil was unchanged at $1.93 per gallon. Natural gas fell 1 cent to $2.58 per 1,000 cubic feet.

Gold fell $11.90 to $1,490.30 per ounce, silver rose 2 cents to $18.04 per ounce and copper was unchanged at $2.61 per pound.

The dollar rose to 107.43 Japanese yen from 107.16 yen on Monday. The euro weakened to $1.1047 from $1.1052.

Reflections on the latest energy fair

Pumpkin and gourd options

While apple orchards have been open for a couple weeks now, many pumpkin patches are just starting to open. This season has been uneven for some farms. Due to heavy rains in June and early disease problems, pumpkins and gourds produced okay for some farms while others had low yields.

As you see a multitude of pumpkins, gourds, and squash, you may be wondering what the main di�erences are. In general, there are not any di�erences other than color, texture, shape, and use. All are members of the cucurbit family with similar growing characteristics. Some are more suited for long term storage as more of a winter squash or gourd. Typically, we call pumpkins any squash that has the orange color. From there, some pumpkins are better for eating known as a pie pumpkin.

Pie pumpkins are the traditional orange color but are smaller in size.

Some of the gourds you use as display are good eating gourds with flesh that can be used just as you would pumpkins.

Rouge Vif d’Estampe, Long Island Cheese, and Jarrahdale are all commonly found as decorative display but are good eating gourds. While these gourds have traditional round shape, they are flatter. The color varies among these three with Jarrahdale being blue-green and Rouge Vif d’Estampe

is orange-red. Like it’s name denotes, Long Island Cheese is shaped like a cheese wheel with a tan-orange color. Blue Hubbard is a circular gourd with a warty, outer skin.

Some growers I know will use it as a trap crop for cucumber beetles as they tend to like it more than others. Next summer, you might consider planting a blue hubbard plant to attract pests away from your other squash.

Acorn and butternut squash are available this time of year too. These are similar to summer squash but they develop a hard outer shell that allows them to be stored for a period of time. Both acorn and butternut should be stored in a cooler area of your home away from heat. Depending on how these are stored, they could last until spring.

If you want to use pumpkins or gourds for display, pick those that do not have any insect damage or disease on them as this can speed up decomposition. You should dip them in an alcohol solution to keep them from rotting faster. Gourds that are good for eating can be processed the same way you would cook a pie pumpkin.

We recently held the 18th annual Illinois Renewable Energy and Sustainability Fair at the Byron Forest Preserve. It is an excellent site for the event as its operations model many elements of a sustainable society. It has acres of restored prairies surrounding the meeting area, a large solar array mounted on its roof and a wind generator adjacent to another building.

At the entrance to the event was Joseph Appell with a wide range of solar appliances illustrating numerous ways solar power can be used. In the parking lot a Tesla automobile recently purchased used by Je� Green, a founding member of IREA Board, was available for closer inspection. For Je� his Tesla was a much appreciated upgrade over his first small electric vehicle which had limited range. In the cold of winter in order to save energy he had to dress in a snowmobile suit, boots and gloves to travel to Evanston from his home in Frankfort to attend environmental meetings. Upon arriving in Evanston he had to immediately plug into a battery charger to have su�cient power to make it home and change clothes to be comfortable indoors.

With his newly acquired Tesla all the inconvenience of his first electric car disappeared. He did charge his Tesla overnight at our farm using the electric charger he had installed two years ago. Je� stayed after the event o�ering rides in his Tesla. As passengers we enjoyed the ride and were very impressed with its performance. The presence of an electric car with su�cient battery power augurs well for our solar future.

It is possible to live in a zero net energy home powered by solar energy and drive an electric vehicle powered by the sun in Illinois. The remaining challenge is to scale up this model of energy independence as quickly as possible to meet the challenges of climate change and species loss.

One means of expanding the role of solar energy is found in the potential of community solar projects. Such projects are designed to allow individuals to secure their solar power without having it placed directly on their property by simply investing in a local community solar installation.

As an investor the production from the solar array helps o�set one’s electric bill.

A complaint heard at the fair was that roughly 800 community solar projects went unfunded as the state of Illinois did not have su�cient finances to support all of them. Not only were potential solar customers disappointed but many of the firms involved in setting up the projects had invested substantial amounts of time and money organizing them. According to a participant one firm submitted multiple

proposals and none were funded.

Two proposals before state legislators: the Path to 100 and the Future Energy Jobs Act would both provide additional funds to meet unmet demands for renewable energy. There were multiple ideas and approaches presented at the fair which would help local communities to keep energy dollars in their community while increasing local job opportunities. For Illinois to meet its energy goal of 25% renewable energy by 2025, it is essential to increase public support for the Illinois Future Energy Jobs Act and the Path to 100 which are under consideration in the current legislative session in Springfield.

Solar electricity is growing in popularity.

Its price has dropped dramatically over the past decade, catching the interest of many.

Anyone who is interested in knowing more about solar electricity or is thinking about a home solar installation is invited to attend a class hosted by the Illinois Renewable Energy Association (IREA) on Saturday, October 5.

An experienced PV installer who has completed over 600 systems in this part of Illinois will be the instructor. He will present a clear explanation of what solar electricity is and how it works. After the presentation, he will lead the class in assembling an actual PV system meant for home use, wiring it and watching it work.

The group will then disassemble it.

The couple who live with the installation at the center which is their home will share their experiences in living with PV. The class will be held at 10 a.m.-3 p.m. on Saturday, October 5, at 1230 E. Honey Creek Rd. in Oregon. All equipment will be provided. The fee is $20 for IREA members and $40 for non-members, which includes membership. An optional lunch will be provided for $6. Those who prefer to bring their own lunch may do so.

The topic of this event will be “Common Spiders of the Midwest”. Spiders are amazing creatures that receive little praise for the role they play in the ecosystem. Whether indoors or out, the overwhelming majority of spiders are harmless, beneficial predators that consume an astonishing mass of insects around the globe each year. In this presentation we’ll take a closer look at our eight-legged neighbors, with an emphasis on common myths, spider biology, and the diversity of the Midwest’s spider fauna. P.J. Liesch is an Extension Entomologist and has been the director of the University of Wisconsin Insect Diagnostic Lab since March 2014. P.J. has been involved with insect-related research, outreach, and Extension since 2005.

He is a regular speaker for the Master Gardener program, the Wisconsin First Detector Network, the Pesticide Applicator Training program, and UW Farm and Industry Short Course programs. Trapped in Iceland Electric Dump Truck

Bingeing both seasons of the critically-acclaimed Icelandic mystery series, Trapped, in less than a week left me feeling almost as if I’d taken a whirlwind trip to Iceland.

Season one of the series – which originally aired in Iceland in 2015-16 and is reportedly the most-expensive television show ever made in Iceland – takes place in winter after a snowstorm leaves a remote northern seaside town inaccessible by road and air. Just as a large Danish ferry boat docks in town, fishermen find a headless and limbless torso in the bay.

With all flights from the capitol of Reykjavik grounded and roads impassable due to the blizzard, police detectives and forensics teams don’t know when they’ll be able to arrive, so Police Chief Andri Olafsson, a big, burly bear of a man played by American-born Icelandic actor Ólafur Darri Ólafasson, has to lead the investigation.

The good news is Andri was a police detective in Reykjavik before moving north with his family. The bad news: he only has two o�cers to help crack the case, Hinrika (Ilmur Kristjánsdóttir) and Ásgeir (Ingvar Sigurdsson). Luckily, Hinrika has the instincts of a good detective and Ásgeir has his moments, too.

Complicating matters, Andri’s ex-wife and her new boyfriend arrived in town just in time to get stranded until the roads open, and all three are staying in the same house with their two daughters and Andri’s former in-laws.

season-long puzzle are starting to come together, a new piece of information or a new crime occurs and you have to rethink everything you thought you knew. Before the first 10-epsiode season is over, one character quips that their little village has the highest murder rate in the entire country.

The second season, set three years later, involves an entirely new mystery and several new characters, but it takes place mostly in the same town, so several familiar faces return.

The series, which is available for streaming on Amazon Prime Video, is in Icelandic with English subtitles, but I was so engrossed in the drama and characters that I forgot I was reading subtitles. A few scenes are in English, too. (In one episode of Season Two the translator must have been distracted because a couple of English sentences were captioned, too.)

My favorite part of subtitles is when a character clearly says a single universal word like “okay,” – or even “já” (yes), “nei” (no), or “takk” (thanks) – while the subtitle says something a lot wordier.

Three years passed between seasons one and two in Iceland, and a third season is reportedly already in the works.

There are some graphic moments – from the mutilated torso to slaughtered animals to people being burnt alive – so Trapped might not be for everyone. But if you like a riveting mystery, a unique setting, and well-developed characters – and have a Prime membership – you should check it out.

I recently came across this story about a huge electric dump truck that works in a mountain mining operation in Biel, Switzerland. At a gross weight of 110 tons, this is the world’s largest electric vehicle - and it never needs recharging.

Based on a Komatsu HB 605-7 modified with an appropriate electric motor and a whopping 600kw battery pack that weighs in at 9,000 pounds (equal to six Tesla S battery packs) this Elektro Dumper saves its Swiss cement company owner, Ciments Vigier SA, somewhere between 11,000 22,000 gallons of diesel fuel the typical huge dump truck uses each year. This also saves the environment from 196 metric tons of carbon dioxide each year as well.

In operation, the e-Dumper as most call it, fills up with 65 tons of minerals up on the mountain and descends to where it is unloaded using regenerative braking. It then climbs the 13 percent grade back up the mountain using electric power only. It uses 80 percent of its battery capacity on the climb up, but regenerates 88 percent on the way down. Thus it generates a surplus of energy and never needs recharging during its twenty trips per day up and down the mountain. In fact, that works out to a daily surplus of 200 kwh or 77 megawatts per year. No mention is made of how this could be used otherwise, but there is certainly potential to do other things with this much power surplus.

This really is not an entirely new innovation for the Swiss. At the dawn of electric power, the Swiss built a mountain climbing electric railroad locomotive that did much the same. Make power descending with a load and use less going back up - yielding a surplus of power.

Owners of electric vehicles can experience much the same thing driving in mountainous areas - using power going up and getting it back through regeneration coming down. Much like my personal experience in our Volt, where stop and go driving consumes very little power overall.

This large truck shows what sort of innovation lies in the future with electric propulsion. There are many di�erent ways to use clean electricity to get the job done.

One other that comes to mind is the French railroad system.

In France, their speedy trains take the place of much of the air travel we are accustomed to. A big di�erence is that many of their locomotives are designed to operate entirely on electricity in urban areas - thus improving urban air quality. Out in the country where higher speeds are attained, they operate on diesel power. This comes naturally to locomotives as they have long been sort of hybrids with diesel-electric power. In the French system, they get the electric power via overhead trolley-like wiring as this saves on the need for batteries and makes use of France’s abundant clean nuclear power.

This is a system Mr. Green Car thinks the US should adopt as well. Use more convenient electric railroads for regional transportation and reduce the demand for kerosene burning jets flying short distances between cities - such as between Chicago and St. Louis. I think these rail lines could be elevated and run down the middle of our existing interstate highways where dangerous road crossings would not be an issue. This is not a new invention. We just need to do it. We can still have our travel needs met while reducing our impact on climate change just as the e-Dumper shows we can get the job done without fossil fuels.

Bears must overcome past with Fangio to correct present

During his eventful four-year tenure in Chicago, former Bears defensive coordinator Vic Fangio was known to have a way with words. No, Fangio was not quoted for his profound monologues. Speaking purely to hear himself speak was not the aim. Fangio’s approach to being a silver-tongued football defensive devil was to only open his mouth and get on his soapbox when absolutely necessary.

A wasted breath is a wasted, empty effort that could have been used to teach, to improve, to mature. Where most other coaches turn their focus to the positives, or listless coach-speak platitudes, Fangio instead offered a brutal, if refreshing honesty as the Bears slowly developed into a contender. A football lifer of over three decades, Fangio refused to mince words. He didn’t offer praise for the sake of praise. Finding the silver lining, no matter the case, was not his aim. Silver linings have to be earned, legitimate, and full of promise. They can’t be born out of pity or moral victory in surrender.

Old-school types such as Fangio view the world differently; it’s black and white, where you’re either successful and did your job, or you didn’t and failed wholeheartedly.

Fangio made certain the Bears would never settle. Under his stead, they clawed, crawled, and somersaulted their way back into the NFL pantheon. He wouldn’t accept anything less than their best, and in turn eventually received even better when the Bears became pro footballs premier defense. The mark of a surly no-nonsense defensive mind seeing his attention to detail rub off on his pupils.

As the Bears make their way over to the heightened, elevated conditions of Denver this week, they’ll have to do more than struggle adjusting to the punishment that increased altitude has on human lungs.

They’ll have to confront the ghosts of their past in Fangio—a man who taught them everything they know, and who might understand them better than they understand themselves. And with the Bears’ season potentially already hanging in the balance with another loss taking them to 0-2 – since 2007, only roughly 10 percent of NFL teams who started 0-2 ended up making the postseason – the student will have to become the teacher.

There’s been a sizable divide as to discerning how responsible Fangio was for the Bears’ long-awaited success of last season. While Chicago was No. 1 overall in most relevant defensive categories in

2018, they were middling to slightly above average in the initial years of his tenure.

It’s no coincidence that the Bears made the jump to intimidating and stifling as soon as they traded for Khalil Mack: one of football’s last true defensive arbiters.

But would Mack, and the Bears’ defense by extension, have been as successful or thrived much without Fangio’s steady hand at the helm?

Like chickens and eggs, it’s an age-old question. What came first, the awe-inspiring special talent, or the coach? And as with the poultry, it has a similar answer: there is no right or wrong as long as neither manifest out of thin air.

No coach will make it in the NFL without special talent at his disposal. They can be a genius of epic proportions, who manages to rewrite the rulebook week by week. They can meticulously study for years under every great mind to ever slap on a headset and rip a play sheet to shreds out of frustration. None of it has any consequence if the players they lead are not up to the task. Legends are made by the legends sowed beneath them.

Fangio has such a vaunted and respected reputation mainly thanks to the efforts of Mack, Akiem Hicks, Eddie Jackson, and in his previous walks of life, the 49ers’ Justin Smith, Patrick Willis, and Aldon Smith. For all of his tight-wired efforts, they mean nothing without the transcendence of someone who can execute the challenges on his to-do list.

The same sentiment applies to great players never reaching their potential without someone prodding them, responsibly, in their egos. A special mold of a man can only get by on sheer natural ability to a select stage. At some point, normally when they hit their physical peak in their mid-20s, a good player does not become a great player without a great coach.

Good coaching sans talent, or good talent sans coaching takes a team to competence, a baseline of respectability.

Combine the two and you have the recipe for the controlled chaos Fangio was able to manage with the Bears. Separate the ideals, and a stark realization sets in.

One where the Bears have to progress by surpassing their teacher.

Franchise cornerstones such as Mack, Hicks and Jackson, among others, would likely amount to field-tilting stars no matter where they featured during their playing career. It took the patient guidance of someone such as Fangio to mold them to this level of acceptance and moderate quality. Raw ability necessitates

that only an expert exert enough pressure to create diamonds out of the deep rock. In diagramming the running list of everything the Bears’ faces were capable of, Fangio became such a conduit. He was the well of knowledge the once young and impressionable Bears needed. They became masters of the trench-crunching, left-tackle one-arming, ball-hawking discipline because of Fangio. The students became the master and won’t soon forget their original master for it, even after surpassing him.

The Broncos haven’t lost at home in September since 2012. Denver has been on a precipitous downturn over the last three seasons and it still retains an early autumn vice grip on its stadium situated in the sky. Mile High Stadium is undoubtedly the most difficult place to play for a road team this early season – a fact the Bears will have drilled into their subconscious by Sunday.

But it’s not the altitude and thin air alone of which presents such a hill to climb for the opposition. Winning in Denver is as much a mental battle as it is anything related to physical shortcomings. Once a visiting squad begins to think with a mind running on a shortness of breath, the rest of the body succumbs to a prevalent weakness. The moment they let their guard down is when the siege on their presence collapses.

Where the Bears stand presents three sets of challenges in this unique circumstance. Not only do they have to contend with Denver’s altitude after acclimating to the flat plains of swampy Chicago, they also cannot let any doubt creep into their minds. The altitude means nothing.

The ramifications of a potential 0-2 start

and an uphill climb stuck in the muck are afterthought. They have to do this while grappling with their mentor, the man who taught them how to ride a bike and change a spare tire. A man who will gleefully take advantage of them in a vulnerable position if it benefits his new outfit: Vic Fangio.

It’s not often life gets to play out in the manner of an action film. Rarely does the student have a climactic head-to-head confrontation with their teacher where the tension is consistently, if cartoonishly palpable. Life away from the silver screen merely means the student has enough of a mastery of the material leading to their respective mentorship of apprentices. A calm passing of the torch that keeps the world turning and gives it meaning.

The Bears are about to follow the script of an action film. They’re receiving a chance to apply all they learned on the man, Fangio, who taught it to them. The only difference in their script is that they likely won’t standing tall, triumphantly stomping over Fangio’s dignity. There’s too much respect between both parties to suffice such a visceral reaction.

Ever one needing to be impressed and moved, Fangio might still possess skepticism that the Bears are better off without his tutelage. The only way for them to prove they’ve moved on is by succeeding at all costs, and leaving nothing to chance.

You either succeed or you fail, there’s no in-between. A hands-on lesson the students need to give to their old teacher.
