SPRINGFIELD – Some of the state’s leading law enforcement officials on Tuesday urged lawmakers to pass a statewide ban on high-power, high-capacity weapons, which they say are growing in prevalence in Illinois.
“What the public asks members of the law enforcement community to do each and every day is stunning, knowing full well that the cars we’re approaching, the houses we’re entering, have some of the most lethal weapons you’ve ever seen, ever. And they keep getting worse,” Cook County Sheriff Tom Dart told the House Judiciary-Criminal Committee during a third hearing on proposed legislation.
The committee is considering House Bill 5855, a proposal by Rep. Bob Morgan, D-Deerfield. It would ban the possession and sale of a long list of firearms that would be defined as “assault weapons” as well as high-capacity magazines and devices that make a semi-automatic gun fire like a fully automatic weapon.
It would also delete a provision in current law that allows people between the ages of 18 and 21 to obtain a Firearm Owner’s Identification, or FOID card, with the consent of their parent or guardian, effectively establishing a firm minimum age of 21. It would also require hunters younger than 21 to be under the supervision of an adult with a valid FOID card.
The bill was prompted in large part by a mass shooting at a Fourth of July parade in Highland Park earlier this year that left seven people dead and dozens more injured. The alleged gunman in that shooting used a Smith and Wesson M&P 15 semi-automatic rifle and three magazines containing 30 rounds of ammunition each.
“These weapons have entered our schools, our places of worship, our theaters, our parades and our peaceful community spaces with one objective – to create mass carnage,” said Elena
Gottreich, Chicago’s deputy mayor for public safety. “Assault weapons are designed to inflict maximum tissue damage in the shortest amount of time.”
Angel Novalez, chief of constitutional policing and reform for the Chicago Police Department, said that so far this year, his department has taken 1,156 assaultstyle weapons off the street, nearly a 13-percent increase over 2021. Since 2004, he said, the department has recovered more than 18,000 such weapons.
“We are up against an ever-growing threat and it’s making protecting our neighborhoods more difficult and dangerous for all our police officers,” he said. “It’s making residents feel more unsafe. They’re living in the crosshairs of needless violence every day.”
So far, the proposed legislation has received broad support from gun safety advocacy organizations as well as elected public officials, including Secretary of State Jesse White. But it faces strong opposition from gun rights organizations, including the National Rifle Association and the Illinois State Rifle Association, which argued the bill would likely be ruled unconstitutional.
“I’m here to tell you that the gun owners are tired of being blamed for every madman, every criminal, and every other depraved act that 2.5 million gun owners didn’t do,” former NRA lobbyist Todd Vandermyde said Tuesday. “And we’re not here to negotiate. I’m here to tell you that if House Bill 5855 or anything remotely like it passes, we will see you in court.”
Valinda Rowe, a spokeswoman for the gun rights advocacy group Illinois Carry, also said the law, if enacted, would be challenged in court and likely overturned, and she urged lawmakers to focus on the root causes of violent crime.
“The focus to address the problems that have been brought up today – and they are horrendous problems, there’s no doubt – but the focus going forward … must be on the violent criminals and on the mentally ill who pose a danger to themselves and others, not on law abiding citizens and lawfully owned and possessed purchased firearms,” she said.
But the committee also heard from survivors and witnesses of other notorious mass shootings.
Po Murray, president of the Newtown Action Alliance, said her children were attending Sandy Hook Elementary School in Connecticut in 2012 when a gunman armed with an AR-15-style rifle and high-capacity magazines killed 20 children and six educators.
“Our town became unrecognizable,” she said. “We were shocked by what happened in our community. But instantly we knew that if our town could turn into a war zone due to an AR-15 that it could happen anywhere. Therefore, we sprung into action to send a strong message to all Americans that no one is safe as long as Americans can legally obtain assault weapons and high-capacity magazines.”
Aalayah Eastmond said she was a student at Marjory Stoneman Douglas High School in Parkland, Florida, when a gunman there opened fire and killed 17 people.
“Illinois has led the country in enacting some of the strongest policy solutions to prevent gun violence,” she said. “However, in the wake of the Highland Park shooting where a perpetrator armed with an AR-15-style weapon and high-capacity magazines was able to murder seven people and injure 48 more, I along with several others here today are urging this body to yet again prioritize public health and safety by passing House Bill 5855.”
Tuesday’s hearing was the third such hearing the committee has held since the bill was introduced Dec. 1, and committee Chairman Justin Slaughter, D-Chicago, said there will be further hearings when lawmakers return to Springfield in January. The committee could take action on the bill during an upcoming lame duck session scheduled to begin Jan. 4.

Gun rights group calls bill unconstitutional, vows lawsuits
The Illinois Environmental Protection Agency and the United States Environmental Protection Agency (U.S. EPA) are conducting the required Five-Year Review of the Beloit Corporation Superfund Site (the Site) remedy. The Site is located in Rockton, Illinois and is bounded on the north by Prairie Hill Road, on the west by the Rock River, on the south by a line projected from the Rock River along the south edge of a Village of Rockton easement and access road (for the village water tower) to Blackhawk Boulevard, and on the east by Blackhawk Boulevard. The Site includes the former Beloit Corporation property, the adjacent Blackhawk Acres subdivision, the former Soterion/United Recovery facility, a portion of the Taylor, Inc. property and the Safe-T-Way property.
The Superfund law requires regular checkups of sites that have been cleaned up, with waste managed on-site, to make sure the cleanup continues to protect people and the environment. This is the third five-year review of this site following the start of remedial action in 2008.
The Illinois EPA’s and U.S. EPA’s final remedy for volatile organic compounds (VOC) contamination of the soil and groundwater consisted of installation and operation of a groundwater pump and treatment system, groundwater monitoring, and institutional controls (ICs). The ICs include restrictive covenants for the former Beloit Corporation property portion of the site, and the establishment of a Groundwater Management Zone pursuant to 35 Illinois Administrative Code 620.250 for the on-property and off-property areas of groundwater contamination.
Superfund Documents and previous five-year reviews are also available for public review at the site information repository located at Talcott Public Library, 101 East Main Street, Rockton, IL 61072, and on EPA’s webpages for the site at https://cumulis.epa.gov/supercpad/cursites/ csitinfo.cfm?id=0500272. The review is scheduled for completion by September 21, 2023.

BUFFALO, N.Y. (AP) — Millions of people hunkered down against a deep freeze Sunday to ride out the winter storm that has killed at least 34 people across the United States and is expected to claim more lives after trapping some residents inside houses with heaping snow drifts and knocking out power to tens of thousands of homes and businesses.
The scope of the storm has been nearly unprecedented, stretching from the Great Lakes near Canada to the Rio Grande along the border with Mexico. About 60% of the U.S. population faced some sort of winter weather advisory or warning, and temperatures plummeted drastically below normal from east of the Rocky Mountains to the Appalachians, the National Weather Service said.
Travelers’ weather woes are likely to continue, with hundreds of flight cancellations already and more expected after a bomb cyclone — when atmospheric pressure drops very quickly in a strong storm — developed near the Great Lakes, stirring up blizzard conditions, including heavy winds and snow. Some 1,707 domestic and international flights were canceled on Sunday as of about 2 p.m. EDT, according to the tracking site FlightAware.
The storm unleashed its full fury on Buffalo, with hurricane-force winds and snow causing whiteout conditions, paralyzing emergency response efforts. New York Gov. Kathy Hochul said almost every fire truck in the city was stranded Saturday and implored people Sunday to respect an ongoing driving ban in the region. Officials said the airport would be shut through Tuesday morning. The National Weather Service said the snow total at the Buffalo Niagara International Airport stood at 43 inches (109 centimeters) at 7 a.m. Sunday.
Daylight revealed cars nearly covered by 6-foot snowdrifts and thousands of houses, some adorned in unlit holiday displays, dark from a lack of power. With snow swirling down untouched and impassable streets, forecasters warned that an additional 1 to 2 feet of snow was possible in some areas through early Monday morning amid wind gusts of 40 mph. Police said Sunday evening that there were two “isolated” instances of looting during the storm.
Two people died in their suburban Cheektowaga, New York, homes Friday
when emergency crews could not reach them in time to treat their medical conditions. County Executive Mark Poloncarz 10 more people died in Erie County during the storm, including six in Buffalo, and warned there may be more dead.
“Some were found in cars, some were found on the street in snowbanks,” said Poloncarz. “We know there are people who have been stuck in cars for more than 2 days.”
Freezing conditions and day-old power outages had Buffalonians scrambling to get to anywhere that had heat amid what Hochul called the longest sustained blizzard conditions ever in the city. But with streets under a thick blanket of white, that wasn’t an option for people like Jeremy Manahan, who charged his phone in his parked car after almost 29 hours without electricity.
“There’s one warming shelter, but that would be too far for me to get to. I can’t drive, obviously, because I’m stuck,” Manahan said. “And you can’t be outside for more than 10 minutes without getting frostbit.”
Ditjak Ilunga of Gaithersburg, Maryland, was on his way to visit relatives in Hamilton, Ontario, for Christmas with his daughters Friday when their SUV was trapped in Buffalo. Unable to get help, they spent hours with the engine running, buffeted by wind and nearly buried in snow.
By 4 a.m. Saturday, their fuel nearly gone, Ilunga made a desperate choice to risk the howling storm to reach a nearby shelter. He carried 6-year-old Destiny on his back while 16-year-old Cindy clutched their Pomeranian puppy, following his footprints through drifts.
“If I stay in this car I’m going to die here with my kids,” Ilunga recalled thinking. He cried when the family walked through the shelter doors. “It’s something I will never forget in my life.”
The storm knocked out power in communities from Maine to Seattle. But heat and lights were steadily being restored across the U.S. According to poweroutage.us, less than 200,000 customers were without power Sunday at 3 p.m. EDT — down from a peak of 1.7 million.
Concerns about rolling blackouts across eastern states subsided Sunday after PJM Interconnection said its utilities could meet the day’s peak electricity demand. The mid-Atlantic grid operator had called for its 65 million consumers to conserve energy amid the freeze Saturday.
In North Carolina, less than 6,500 customers had no power — down from a peak of 485,000. Across New England, power has been restored to tens of thousands with just under 83,000 people, mostly in Maine, still without it. In New York, about 34,000 households were still without power Sunday, including 26,000 in Erie County, where utility crews and hundreds of National Guard troops battled high winds and struggled with getting stuck in the snow.
Storm-related deaths were reported in recent days all over the country: 12 in Erie County, New York, ranging in age from 26 to 93 years old, and another in Niagara County where a 27-year-old man was overcome by carbon monoxide after snow blocked his furnace; 10 in Ohio, including an electrocuted utility worker and those killed in multiple car crashes; six motorists killed in crashes in Missouri, Kansas and Kentucky; a Vermont woman struck by a falling branch; an apparently homeless man found amid Colorado’s subzero temperatures; and a woman who fell through Wisconsin river ice.

In Buffalo, William Kless was up at 3 a.m. Sunday. He called his three children at their mother’s house to wish them Merry Christmas and then headed off on his snowmobile for a second day spent shuttling people from stuck cars and frigid homes to a church operating as a warming shelter.
Through heavy, wind-driven snow, he brought about 15 people to the church in Buffalo on Saturday, he said, including a family of five transported one-by-one. He also got a man in need of dialysis, who had spent 17 hours stranded in his car, back home, where he could receive treatment.
“I just felt like I had to,” Kless said.

KYIV, Ukraine (AP) — The Russian military reported Monday that it shot down a Ukrainian drone approaching an airbase deep inside Russia, the second time the facility has been targeted this month — again revealing weaknesses in Russia’s air defenses.
Russia’s Defense Ministry said debris killed three servicemen at the Engels airbase, which houses Tu-95 and Tu-160 nuclear-capable strategic bombers that have launched strikes on Ukraine in the 10-month-old war.
Russia’s Baza news outlet reported that four people were wounded and said a fi re had broken out, with explosions, sirens and flashes on a video it posted on its Telegram channel. The Defense Ministry claimed no Russian aircraft were damaged. It wasn’t clear whether the drones had been launched from Ukraine or Russian territory.
Engels is located in Russia’s Saratov region on the Volga River, more than 600 kilometers (370 miles) east of the border with Ukraine.
In keeping with the Kyiv government’s long-standing practice of not confirming cross-border attacks but welcoming their results, Ukrainian air force spokesperson Yurii Ihnat didn’t directly acknowledge his country’s involvement in Monday’s incident in an interview on Ukrainian television, but said: “These are the consequences of Russian aggression.”
He added: “If the Russians thought that
the war wouldn’t a�ect them deep behind their lines, they were deeply mistaken.”
Russia has suffered numerous cross-border attacks during the war on its main territory, as well as on the Crimean Peninsula, which it illegally annexed in 2014. The incidents have outraged Russian military bloggers who say they show the country’s weak air defenses and security systems in general.
In another cross-border incident that couldn’t be independently confi rmed, Russia’s Tass news agency reported Monday that the country’s security forces had killed four Ukrainian saboteurs attempting to enter the Bryansk region from Ukraine. The report claimed the infi ltrators carried explosive materials when they were caught Sunday.
On the nominal front line in Ukraine, Luhansk’s Ukrainian governor, Serhiy Haidai, said Russian forces have withdrawn from their military command operations post in the town of Kreminna as Ukrainian forces were approaching after months of intense fighting. Russia’s Defense Ministry didn’t comment on the withdrawal claim.
Russian forces relocated to Kreminna and several other areas in September after they pulled back from the Kharkiv region in eastern Ukraine. Kreminna is in the eastern Luhansk region, which is almost entirely under Moscow’s control, and is on an important supply route for Russian forces and serves as a gateway for movement into other strategic positions. Earlier, Haidai reported that Russia had withdrawn its occupying government
administration from Svatove, 51 kilometers (31 miles) north of Kreminna.
Haidai told Ukrainian television on Monday that Russian forces in the region are “su�ering huge losses and medical facilities are overwhelmed with wounded soldiers.” The Russian army is redeploying paratroopers from the Kherson region to the area, he added.
In neighboring Donetsk region, partially occupied by Russia, fierce battles continue around the city of Bakhmut, which Russian forces have been trying to seize for weeks to consolidate their grip on Ukraine’s east. Ukrainian President Volodymyr Zelenskyy said last week Bakhmut was the hottest spot on the war’s 1,300-kilometer (800-mile) front line. Ukrainian o�cials have maintained ambiguity over previous high-profi le attacks, including drone strikes on Russian military bases earlier this month.
On Dec. 5, unprecedented drone strikes on Engels and the Dyagilevo base in the Ryazan region in western Russia killed a total of three servicemen and wounded four others. In retaliation, Russia launched a massive missile barrage in Ukraine that struck homes and buildings and killed civilians.
Elsewhere on the battlefield, at least four civilians were wounded in Russian shelling of fi ve Ukrainian southeast regions over the past 24 hours, according to the deputy head of Ukraine’s presidential o�ce, Kyrylo Tymoshenko. Overall, the intensity of the shelling from Sunday
night into Monday was signifi cantly lower.
For the fi rst time in weeks, Russian forces didn’t shell the Dnipropetrovsk region, which borders the partially occupied southern regions of Kherson and Zaporizhzhia, its governor, Valentyn Reznichenko, reported on Telegram.
“This is the third quiet night in 5.5 months since the Russians started shelling” the areas around the city of Nikopol, Reznichenko wrote. Nikopol is located across the Dnieper River from the Zaporizhzhia nuclear power plant, which is under the control of Russian forces and whose six reactors are shut down.
Ukrainian-controlled areas of the neighboring Kherson region were shelled 33 times over the past 24 hours, according to Kherson’s Ukrainian Gov. Yaroslav Yanushevich. No casualties were reported.
On Sunday, Russian forces attacked the city of Kramatorsk, where Ukrainian forces are headquartered. Three missiles hit an industrial facility and damaged residential buildings, but no casualties were reported, according to local o�cials.
On Saturday, a deadly attack on the city of Kherson, which Kyiv’s forces recaptured last month, killed and wounded scores of people. Local residents are lining up to donate blood for the wounded, Yanushevich said Monday.

Advocates are calling on the state to fund non-congregate hotel room shelters
By Jerry Nowicki Capitol News Illinois jnowicki@capitolnewsillinois.comSPRINGFIELD – For Illinois’ homeless populations and those that serve them, the COVID-19 pandemic accelerated a crisis – the volunteer, mostly faith-based shelters that had long been the backbone of the state’s emergency housing system were closing their doors.
But with the crisis – and a sudden influx of temporary federal, state and philanthropic funding – came an opportunity to move away from an already-stressed emergency housing system to what advocates say is a more dignified and effective one.
Those same advocates, however, say the new system, largely based on using government vouchers to fund private hotel rooms, is on the edge of a fiscal cliff as federal COVID-19 response funding dries up.
It’s a pressing issue, more than 220 housing advocacy organizations wrote to Gov. JB Pritzker this week, because Illinois is already about 4,500 beds short of the 11,300 it needs to accommodate all individuals seeking shelter on a given night, according to a recent report to a state homelessness task force.
“Without a significant increase in state funding, the severe shelter shortage will worsen,” the advocates wrote in the letter dated Dec. 21, coinciding with the first day of winter. “(Illinois Shelter Alliance) members estimate that at least 1,600 existing shelter beds could be lost during 2023 due to federal COVD-19 relief funds, mostly being spent on hotel vouchers, being fully expended.”
The Illinois Shelter Alliance is a coalition of more than 50 emergency and transitional housing organizations from throughout Illinois that have organized to push for increased state emergency housing investment.
The ask for the upcoming fiscal year which begins July 1 is a $51 million, six-fold increase to a long-stagnant emergency housing line item to sustain the new system and create a bridge to a more permanent one.
It’s increasingly important, the letter
noted, as Alliance members reported up to 76 percent of the churches and other facilities that have provided congregate shelters previously are unable or unwilling to resume doing so due to closures, declining membership and COVID-19 concerns.
“So, pre-pandemic, the shelter model was people survive the winter because churches let them sleep on the floor,” Doug Kenshol, executive director of the emergency housing organization South Suburban PADS, one of the signers of the letter, said in a phone call.
The pandemic, he said, changed things “almost overnight.”
Providers rallied to raise the funds for hotel rooms before federal aid was provided in late March 2020 via the Coronavirus Aid, Relief, and Economic Security, or CARES Act. Federal allotments have largely sustained the new model since that point.
“The current model has been so much better than what came before,” Kenshol said. “Now that we have people in hotel rooms, it’s more dignified. They have privacy, they have stability, safety. They’ve got a locked door. They can take showers.”
Kenshol, who is also a founding member of the ISA, said while the pandemic has represented a breaking point, the old system was always inadequate and underfunded.
Since Fiscal Year 2003, state funding stagnated at about $10 million annually, a number that, factoring in inflation, amounted to a 50 percent cut over that span, advocates wrote. It amounts to just 6 percent of the funding that would be needed to make sure that all who need it have shelter.
Kenshol illustrated the effects of disinvestment on human terms, recalling an individual who was dropped off by ambulance at a suburban shelter in the years prior to the pandemic. The person had been out in the cold, experienced frostbite and had all his fingers amputated.
“And then the individual was dumped off at a shelter, a place with no professional staffing. A place operated entirely by volunteers,” Kenshol said. “This person could not feed himself or bathe himself and he was being dropped off at the church for shelter.”
As federal funds dry up, he said, the
emergency housing system could end up in worse shape than it was prior to the pandemic if more funds are not made available.
“And so we’ve been in a panic at various points during the last two years that funding is ending and we have no other option, that we’ll hit a cliff and everybody is just going to be put out into the street,” he said.
The requested increase would bring state emergency and transitional housing funding to $61.4 million, up from a $10.4 million allotment that’s been relatively static for years.
Of that, $20 million would sustain 1,600 beds which advocates say are in danger of disappearing. Roughly $29 million would go toward increasing the number of emergency shelter beds by 1,500, leasing approximately 1,000 apartments to rapidly rehouse families, and increasing the number of available hotel vouchers by more than 500.
About $2 million of the budget request would be used to help agencies with employee recruitment and retention, including hiring staff to work with people to find alternatives to going to a homeless shelter.
But it’s also part of a broader long-term vision that, in the coming years, could add as many as 3,000 beds.
The ISA members noted that while the federal hotel voucher funds are drying up, state agencies will soon make available another $57 million in federal funding allocated specifically for the purchase or renovation of sites to serve as fixed-site and non-congregate shelter. Many local governments are also providing capital development funds from their federal allocations.
While this creates a “once-in-a-generation opportunity to build a more humane and effective crisis housing system” with federal resources, the advocates wrote, state funding is “crucial” to providing the ongoing operational funding for the new system.
Thus, a large part of the money used for vouchers in the upcoming fiscal year could be used in later years to fund the provider-run shelters that are created with the federal funds.
Kenshol said for organizations like South Suburban PADS – which is looking to purchase up to two hotels and poten-
tially an apartment building – the state funding is necessary for it to be able to demonstrate fiscal solvency on its applications for federal funding.
The Pritzker administration has acknowledged the importance of providing such shelter, both in a June housing report, entitled “Home Illinois,” and through a recent Dec. 8 announcement that the Department of Human Services was increasing current-year emergency housing appropriation by $5 million through a redistribution of funds already allocated to IDHS.
“I’ve said it before and I’ll say it again: shelter is not a privilege — it’s a right,” Pritzker said in a news release coinciding with the recent funding announcement.
“With the winter season well underway and snowy days on our horizon, we are investing $5 million to ensure that no Illinoisan goes without the shelter they need to stay warm, safe, and healthy.”
A spokesperson for Pritzker said he and IDHS “look forward to working with advocates to ensure sustained investments in these critical programs in the years to come.” He noted that the current-year IDHS budget included an additional $15 million for homeless prevention programs, including the recent $5 million increase.
In their letter, the advocates thanked the Pritzker administration for its focus on ending homelessness. Increasing emergency housing capacity, they said, is the most important next step to getting there.
“We and others will do everything we can do to make sure the State of Illinois does create enough affordable housing that will end homelessness, but, even under the best circumstances, that will take a number of years,” Bob Palmer, an ISA member and policy director for Housing Action Illinois, said in an email. “Right now, we have to have a much more well-resourced emergency shelter system, especially not to go backwards in terms of serving people who are without a home today.”

While both series – which will air opposite each other on Sunday nights (details below) – focus on several generations of strong women, one is appropriate for inter-generational co-viewing, while the other is decidedly not for younger or impressionable viewers.
Up first is Mayfair Witches, which is AMC’s second series based on the works of late supernatural-horror author Anne Rice. The first was Interview With the Vampire, which returns for a second season sometime next year. Mayfair Witches is an adaptation of Rice’s Lives of the Mayfair Witches trilogy – The Witching Hour, Lasher, and Taltos – and the first
season focuses on the first of the three novels.
It stars Alexandra Daddario as Dr. Rowan Fielding, whose life turns upside down when she discovers her birth family including her birth mother Deirdre (Annabeth Gish), feuding aunt Carlotta (Beth Grant) and uncle Cortland (Harry Hamlin), and a long matriarchal line of healers extending back to the dark ages of Scotland. Oh, yeah. Rowan soon meets a mysterious spectral figure called Lasher (Jack Huston) who’s long been entwined with her ancestors.
Rowan also learns about the Talamasca – think of it as a paranormal version of the CIA – when she encounters one of their agents, Ciprien (Tongayi Chirisa). Ciprien is a combination of two characters from the novels. Other tweeks were made, too, since society and technology have changed since the first book was published in 1990, but the series honors
the tone and themes of Rice’s original stories.
The other multi-generational family drama debuting in January is Hallmark’s The Way Home, starring Andie MacDowell as Del Landry, Chyler Leigh as her daughter Kat, and Sadie Laflamme-Snow as Kat’s teenage daughter Alice.
The series centers on three generations of a fractured family trying to heal. Alice’s problems coping with her parents’ impending divorce cause her to make poor decisions, so Kat decides they’ll get a fresh start by moving back to her family farm in Canada. The catch? Kat and her mom, Del, have been estranged for two decades. The cause of the estrangement is a bit unclear at first, but Alice knows loss is at the core. Kat’s brother went missing in 1999 and was never found, and her father died a few months later. The mystery of the past events that caused the rift between the grieving mother and daughter will
be revealed gradually through flashback “echoes” of the past. (Let’s just say the name Alice wasn’t a random choice for the teenager.)
While The Way Home is ideal for family viewing, it’s not what you might expect of a Hallmark series. It’s got depth, flawed characters, and even a dash of a supernatural or fantasy element. (Which plays into the inspiration behind Alice’s name.)
The Way Home and The Mayfair Witches both feature generations of strong (albeit flawed) women, family secrets, and great acting, but they are extremely different shows – and both worth watching.

NEW YORK (AP) — Holiday sales rose this year as American spending remained resilient during the critical shopping season despite surging prices on everything from food to rent, according to one measure.
Holiday sales rose 7.6, a slower pace than the 8.5% increase from a year earlier when shoppers began spending the money they had saved during the early part of the pandemic, according to Mastercard SpendingPulse, which tracks all kinds of payments including cash and debit cards.
Mastercard SpendingPulse had expected a 7.1% increase. The data released Monday excludes the automotive industry and is not adjusted for inflation, which has eased somewhat but remains painfully high.
U.S. sales between Nov. 1 and Dec. 24, a period that is critical for retailers, were fueled by spending at restaurants and on clothing.
By category, clothing rose 4.4%, while jewelry and electronics dipped roughly
5%. Online sales jumped 10.6% from a year ago and in-person spending rose 6.8%. Department stores registered a modest 1% increase over 2021.
“This holiday retail season looked different than years past,” Steve Sadove, the former CEO and chairman at Saks and a senior advisor for Mastercard, said in a prepared statement. “Retailers discounted heavily, but consumers diversified their holiday spending to accommodate rising prices and an appetite for experiences and festive gatherings post-pandemic.”
Some of the increase reflected the impact of higher prices across the board.
Consumer spending accounts for nearly 70% of U.S. economic activity, and Americans have remained resilient ever since inflation first spiked almost 18 months ago. Cracks have begun to show, however, as higher prices for basic necessities take up an increasingly large share of everyone’s take-home pay.
Inflation has retreated from the four-de-
cade high it reached this summer, but it’s still sapping the spending power of consumers. Prices rose 7.1% in November from a year ago, down from a peak of 9.1% in June.
Overall spending has slowed from the pandemic-infused splurges and shifted increasingly toward necessities like food, while spending on electronics, furniture, new clothes and other non-necessities has faded. Many shoppers been trading down to private label goods, which are typically less expensive than national brands. They’ve been going to cheaper stores like dollar chains and big box stores like Walmart.
Consumers also waited for deals. Stores expected more procrastinators to hit stores in the last few days before Christmas compared with a year ago when people began shopping earlier due to a global disruption of the supply chain that created thousands of product shortages.
“Consumers are trying to spread out their budget, and they are evaluating
and shopping at different stores,” said Katie Thompson, the lead of consultancy Kearney’s Consumer Institute.
In November, shoppers cut back sharply on retail spending compared with the previous month. Retail sales fell 0.6% from October to November after a sharp 1.3% rise the previous month, the government said in mid-December. Sales fell at furniture, electronics, and home and garden stores.
A broader picture of how Americans spent their money arrives next month when the National Retail Federation, the nation’s largest retail trade group, comes out with its combined two-month results based on November-December sales figures from the Commerce Department.
The trade group expects holiday sales growth will slow to a range of 6% to 8%, compared with the blistering 13.5% growth of a year ago.
Analysts will also be dissecting fourth-quarter financial results from major retailers in February.
In the last weeks, I’ve discussed approaches to fruit tree pruning and how you might consider a plan to prune your trees this winter. This week, I’ll talk about how you approach this for central leader style (pears and apples) and open center/ vase shape (cherries, peaches, plums). The equipment you need for pruning will be based on the age of your trees and the limbs you might expect to remove. For small limbs, hand pruners and loopers (one that can extend) should work well. Loopers will usually list the limb width that you can target. Bigger limbs may require a hand saw or chainsaw. You
sometimes see extension saws that can go higher up in the tree too.
Yearly cuts on the tree will be suckers (from the base of the tree), water sprouts (vertical, pencil width, and covering the tree), and dead-broken wood. This will all add up to that 30-40% of limb removal each year from the tree. Once you’ve worked through the yearly cuts, you are on to removing incorrect sca�old branches, limbs growing into the center, extreme vertical limbs, and competing leaders. Depending on the age of the tree, you may have big limbs that need to be removed over time.
You also want to reduce the amount of cuts you are making. For example, if a
horizontal limb is covered in 10-12 water sprouts, can you make a single cut from the horizontal limb that would keep you from making 10-12 tiny cuts? The more cuts you make, the stronger chance of excessive water sprouts showing up in the summer.
While these cuts are the basic ones you are making, you have to factor in the shape you are trying to achieve. Central leader style looks like a Christmas tree with one main trunk and levels of horizontal sca�old branches that are longest on the bottom and reducing as they go further up the tree. On the sca�old branches will be your apples and pears. These sca�olds should remain as horizontal as they can be
and should not block out other sca�olds.
For open center-vase, sca�old branches extend vertically from a main trunk of 3-4 feet. This works best for pollination on the stone fruit. They can be grown central leader style too. Sca�olds should not grow into the center.
Though it’s beneficial to read about how to prune, I know that having visuals is much better in fruit tree pruning education. There are numerous guides and YouTube videos that can provide good introduction. Additionally, you may reach out to me if you are needing further advice.

Some recent news items impacting energy and environmental issues should be addressed. In Utility Drive, Ethan Howland presented utility scale developments which are likely to continue in 2023, including increased renewable energy installations, grid modernization, and electric vehicle sales paid by funds available from the Infrastructure Investment and Jobs Act.
Howland refers to the views expressed by Deloitte Consulting acknowledging the IIJA will not pay the full costs of the new installations and that utility costs to consumers will increase over the short term and later drop as installations are completed.
Deloitte expects utilities will replace older meters with faster processors, increased memory and longer lasting batteries. Residential meters will capture information regarding how energy is used in households. How the captured information will be used was not indicated but it could be useful in new programs
managing home energy consumption.
In Energy News Network, Kathiann M. Kowalski presented potential solutions to the extreme heat and cold temperatures already stressing the Midwest Grid. Temperature extremes are known to disrupt electrical generation from all installations. Weather extremes increase with greater frequency; climate change intensifies grid planning to address the concerns.
According FERC, one problem is that grid operators rely too heavily on historic weather patterns which fail to adequately consider the impacts of climate change. One solution calls for more and better transmission connections between regional electrical grids to move electricity between them. Another solution would rely on smaller and more dispersed electric generation and storage systems to avoid the risks of a large generating facility failure and to reduce expansion of the electric grid.
FERC recently approved PJM’s (which serves Illinois and other states) plans, which is expected to accelerate its review of new connections to the grid, including
many renewable projects.
In California, utilities have obtained the approval of the Public Commission to slash payments for rooftop solar production sent back to the grid. In PV magazine Ryan Kennedy points out that new solar projects without an attached battery system are considered uneconomical by solar interests. In April of 2023 the existing rate of 30¢/kilowatt will be cut to 8¢/kW. It will be the largest cut in history and is expected to negatively impact the nation’s largest market which represents nearly 50% of the country’s residential solar installations. It is a ruling which is seen as benefitting utility scale projects. As many as 10 California cities are currently seeking to challenge the ruling which is expected to hamper their attempts to cut their carbon emissions.
Some solar projects are proposing new sites for their installation. In the midst of what Roger Bales points out is the worst megadrought in the Western United States in 1200 years, he is involved in a project to protect water supplies and boost renewable energy installations. The idea, known as the solar-canal solution
is scheduled to be tested. Nearly 4000 miles of canals transport water within the state. Covering the canals with solar panels would reduce evaporation of the water while helping reach the state’s renewable energy goals and save money.
In nuclear powered France, the Senate mandated that “all car parks bigger than 80 spaces allocate” half of their space” to generating solar energy within three years.” The government plans extend to rooftops, vacant spaces around roads and railways and other marginal lands. According to government estimates these installations would generate 11 gigawatts: equivalent to 10 nuclear reactors.
While new solar projects could deliver electricity relatively quickly, the recently announced breakthrough of fusion reactions producing more energy than received from lasers remains a distant potential energy source. It is an open question whether new developments will arrive quickly enough to avoid the worst impacts of global climate change envisioned by climate scientists.
