SPRINGFIELD – Illinois lawmakers last week passed significant legislation dealing with electric vehicle manufac turing incentives and the availability of hygiene products for prisoners in the state’s correctional system.
But some weightier issues, including a possible assault weapons ban, will wait until a lame duck session scheduled for early January.
Last week, lawmakers wrapped up a five-day fall veto session that focused mainly on changes to the SAFE-T Act criminal justice reform package first adopted in 2021 and a $1.8 billion infusion of cash into the state’s Unemployment Insurance Trust Fund.
But several other bills passed as well, including an expansion of tax credits and other incentives aimed at promoting electric vehicle manufacturing in Illinois.
Last year, lawmakers passed the Reimagining Electric Vehicles in Illinois Act, or REV Illinois, that provided tax incentives for electric vehicle manufac turers, or companies that manufacture certain component parts for electric vehicles, to locate or expand in Illinois.
Under that program, companies receiving the breaks could receive a state income tax credit of 75-100 percent of payroll taxes withheld from each new employee and 25-50 percent for retained employees. The law also provided a 10 percent credit for training expenses.
The stated goal of that program was to make Illinois a hub for electric vehicle manufacturing. But other states have been getting into the game as well, including Indiana and Michigan, which some people have argued offer better incentives than Illinois.
The first and only contract under the REV Act thus far was signed between the state and T/CCI Manufacturing in Decatur in September to create an estimated $2.2 million in value for the company to retool its facility that manufactures compressors.
House Bill 5189, which cleared the General Assembly Thursday, Dec. 1, expands the incentives to be available to the makers of more component parts, and raises the maximum tax credit to 75 percent of the incremental income tax attributable to retained employees.
That amount can also go to 100 percent, depending on where the jobs are located.
That language was part of an “omni bus” tax bill that also includes a fiveyear extension of tax deductions for contributions to ABLE accounts, a savings program for people with disabilities; an expansion of the Live Theater Production tax credit to make more productions eligible for the credit; and a provision stating that any student loan forgiveness that may be approved by the federal government will not count as taxable income for Illinois taxes.
Lawmakers also passed a bill ensuring that inmates in the custody of the Illinois Department of Corrections will have free access to underwear and menstrual hygiene products.
House Bill 4218, by Rep. Barbara Hernandez, D-Aurora, follows other bills lawmakers have passed recently that seek to end what advocates have called “period poverty.” In 2021, lawmakers passed a series of bills to expand the availability of such products, including requirements that they be made available in college and university restrooms and homeless shelters.
Another bill called on the Department of Human Services to apply for a federal waiver so the products would be eligible for purchase through the SNAP and WIC food assistance programs in Illinois.
Some of the weightier issues that lawmakers hope to deal with before the next General Assembly is sworn into office are being deferred to a lame duck session that is scheduled for five days between Jan. 4 and 10.
That’s because the Illinois Constitution requires that any bill passed after May 31 of a calendar year must receive at least a three-fifths majority to have an immediate effective date. Otherwise, they do not take effect until June 1 of the following year.
But bills that pass after Jan. 1 – even during lame duck sessions that occur before newly-elected lawmakers are sworn in – need only a simple majority to have an immediate effective date.
Among the issues expected to be debated is a proposed ban on the sale or possession of assault-style weapons and high-capacity ammunition magazines.
Those are the same types of weapons and ammunition systems that have been
used in multiple mass shootings in the United States. But calls for banning them in Illinois intensified after a mass shoot ing at an Independence Day parade last summer in Highland Park that left seven people dead and dozens more injured.
On Thursday, Dec. 1, the final day of the veto session, Rep. Bob Morgan, D-Deerfield, filed HB 5855, the “Protect Illinois Communities Act,” which would make it illegal to manufacture, deliver, sell or purchase an assault weapon, assault weapon attachment, .50-caliber rifle or .50-caliber cartridge.
It would also make it illegal for anyone to possess such a weapon or ammunition 300 days after the effective date of the act, unless it is registered with the Illinois State Police.
The bill would also remove the ability of people under age 21 to own firearms and ammunition, with an exception for those serving in the U.S. military or National Guard.
And it would amend the state’s Firearms Restraining Order Act by allowing state’s attorneys and assistant state’s attorneys to act as a “friend of the court” in restraining order petitions while extending the maximum length of those restraining orders to one year instead of six months.
Morgan, whose district includes Highland Park, served as leader of the Firearm Safety and Reform Working Group that House Speaker Emanuel “Chris” Welch appointed earlier this year.
“Gun violence is destroying families and communities from East St. Louis to Highland Park to Chicago, and this moment demands urgency,” Morgan said in a statement. “It is time that we had the political courage to admit that guns are a problem and that we can do something about it.”
Chief cosponsors of the bill include Reps. Maura Hirschauer, D-Batavia; La Shawn Ford, D-Chicago; and Barbara Hernandez, all of whom have backed similar legislation in the past.

WASHINGTON (AP) — The Supreme Court ‘s conservative majority sounded sympathetic Monday to a Christian graphic artist who objects to designing wedding websites for gay couples, a dispute that’s the latest clash of religion and gay rights to land at the highest court.
The designer and her supporters say that ruling against her would force artists — from painters and photographers to writers and musicians — to do work that is against their beliefs. Her opponents, meanwhile, say that if she wins, a range of businesses will be able to discriminate, refusing to serve Black customers, Jewish or Muslim people, interracial or interfaith couples or immigrants, among others.
Over more than two hours of spirited arguments, the justices repeatedly tested out what ruling for the designer could mean, using detailed and sometimes colorful hypothetical scenarios. Those included a Black Santa asked to take a picture with a child dressed in a Ku Klux Klan outfit, a photographer asked to take pictures for the Jewish dating website JDate and also the marital infidelity website Ashley Madison, and a food busi ness called “Grandma Helen’s Protestant Provisions.”
Justice Neil Gorsuch, one of three high court appointees of former President Donald Trump, described Lorie Smith, the website designer in the case, as “an individual who says she will sell and does sell to everyone, all manner of websites, (but) that she won’t sell a website that requires her to express a view about marriage that she finds offensive.”
Where to draw the line for what a business might do without violating state anti-discrimination laws was a big question in Monday’s arguments at the high court.
Justice Ketanji Brown Jackson asked whether a photography store in a shop ping mall could refuse to take pictures of Black people on Santa’s lap.
“Their policy is that only white children can be photographed with Santa in this way, because that’s how they view the scenes with Santa that they’re trying to depict,” Jackson said.
Justice Sonia Sotomayor repeatedly pressed Kristen Waggoner, the lawyer for Smith, over other categories. “How about people who don’t believe in interracial marriage? Or about people who don’t believe that disabled people should get married? Where’s the line?” Sotomayor asked.
But Justice Samuel Alito, who seemed to favor Smith, asked whether it’s “fair to equate opposition to same-sex marriage to opposition to interracial marriage?”
The case comes at a time when the court is dominated 6-3 by conservatives and follows a series of cases in which the justices have sided with religious plain tiffs. Across the street from the court, lawmakers at the Capitol are finalizing what would be a landmark bill protecting same-sex marriage.
The proposed law, which also would protect interracial marriage, has gained momentum following the high court’s decision earlier this year to end consti tutional protections for abortion. That decision to overturn the 1973 Roe v. Wade ruling prompted questions about whether the court — now that it is more conservative — might also overturn its 2015 decision declaring a nationwide right to same-sex marriage. Justice Clarence Thomas explicitly said that decision should be reconsidered.
The case being argued before the high court Monday involves Smith, a graphic artist and website designer in Colorado who wants to begin offering wedding websites. Smith says her Christian faith prevents her from creating websites celebrating same-sex marriages.
“Ms. Smith believes opposite-sex marriage honors scripture and same-sex marriage contradicts it,” Waggoner told the justices.
But offering wedding websites to samesex couples and refusing to design them for opposite sex couples could get Smith in
trouble with state law. Colorado, like most other states, has what’s called a public accommodation law that says if Smith offers wedding websites to the public, she must provide them to all customers. Businesses that violate the law can be fined, among other things.
Five years ago, the Supreme Court heard a different challenge involving Colorado’s law and a baker, Jack Phillips, who objected to designing a wedding cake for a gay couple. That case ended with a limited decision and set up a return of the issue to the high court. Waggoner, of the Alliance Defending Freedom, also represented Phillips.
Like Phillips, Smith says her objection is not to working with gay people. She has had gay clients, her lawyer said. But she objects to creating messages supporting same-sex marriage, just as she wouldn’t create a website for a couple who met while they both were married to other people and then divorced.
Smith says Colorado’s law violates her free speech rights. Her opponents, including the Biden administration, the American Civil Liberties Union and the NAACP Legal Defense & Educational Fund, disagree.
Twenty mostly liberal states, including California and New York, are support ing Colorado, while 20 other, mostly Republican,states, including Arizona, Indiana, Ohio and Tennessee, are supporting Smith.
The case is 303 Creative LLC v. Elenis, 21-476.
CARTHAGE, N.C. (AP) — Tens of thousands of people braced for days without electricity in a North Carolina county where authorities say two power substations were shot up by one or more people with apparent criminal intent.
Across Moore County southwest of Raleigh on Monday, businesses handed out free food or co�ee and businesses without internet conducted transactions in cash. One local economic official described the area known for its golf courses and local pottery as “eerily quiet” at a time of year when businesses are normally full of tourists and holiday shoppers. County schools were closed.
Tra�c lights were out throughout the county. Drivers treated intersections as four-way stops, which caused some traffic in places such as downtown Carthage. A consistent hum of honks could be heard as people signaled to each other when they should go at each nonfunctional tra�c light. Many local businesses and restaurants displayed “Closed” signs in the windows and had empty parking lots.
Kalai and Christine Balutski of Pineblu� sat under a heater Monday morning drinking warm beverages at the Red’s Corner food truck lot in Southern Pines. The couple has been without power since 7 p.m. Saturday and said they have been driving to restaurants in the next county over to eat warm meals and watch football while they wait for updates.
“We got two dogs at home, so we can’t just up and leave,” Kalai Balutski said. “We’re working o� of a power brick to keep our phones charged and candles in one room to keep it warm enough to sleep.”
Bundled in a beanie, boots and a Pittsburgh Steelers jacket, Christine Balutski said she has been struggling to get work done for her remote IT job for the hospital system without WiFi access at home.
The Pinehurst Resort & Country Club has also been a�ected by the outage. With limited power generation capability at The Carolina Hotel, the resort has consolidated all guests into rooms with available power. Golf courses remained open but the main clubhouse was closed.
Golf is played year-round in the Sandhills region and the Pinehurst resort is the No. 3 employer in Moore County -- the largest only behind the local hospital and school systems, according to government employment data. Moore County generated a record in visitor spending in 2021, leading to an economic
impact of $673 million from the tourism industry, the county’s economic development o�ce said.
Moore County has dozens of golf courses, anchored by nine at the Pinehurst Resort. Pinehurst’s famed No. 2 course has hosted three men’s U.S. Opens, with the next to come in 2024. The World Golf Hall of Fame is also moving soon from Florida to Pinehurst.
Meanwhile, federal, state and local authorities were undertaking a massive investigation of what’s being described as a serious attack on critical infrastructure. Utility o�cials said it could take until Thursday to restore all power.
Moore County Sheri� Ronnie Fields said Sunday that authorities have not determined a motivation. He said someone pulled up, breached the substation gates and opened fire at the substations.
He also said the substations were targeted: “It wasn’t random.”
Roughly 35,000 electric customers in the county were without power Monday, down by several thousand from the peak of the outages, according to poweroutage. us. Temperatures dropped below freezing early Monday, and lows in the 40s were expected again later in the week.
About 20 people spent the night at an emergency shelter at the Moore County Sports Complex in Carthage, said Phil Harris, executive director of the local American Red Cross chapter. Harris, who’s managing a team of nine volunteers, said plenty more have stopped by for food, warmth or to charge their devices.
“If you’ve got no power, you probably don’t have any heat, so with winter weather coming in, it’s a nice place to stay,” Harris said.
Duke Energy spokesman Je� Brooks said Sunday that multiple pieces of equipment were damaged and will have to be replaced. He said while the company is trying to restore power as quickly as possible, he braced customers for the potential of outages lasting days.
“We are looking at a pretty sophisticated repair with some fairly large equipment and so we do want citizens of the town to be prepared that this will be a multiday restoration for most customers, extending potentially as long as Thursday,” Brooks said at the news conference.
The county of approximately 100,000 people lies about an hour’s drive southwest of Raleigh.
The holiday season is one of the busiest times of year for the region’s tourism-dependent economy, said Linda Parsons, president of the Moore County Chamber
of Commerce.
As they did during the pandemic, businesses that can’t open or lack foot tra�c were getting creative with online sales. Some hardware and other stores are doing cash-only transactions, she said. Other businesses are o�ering free food to residents without power, such as the Southern Pines Growler, which gave out free co�ee and pancakes Sunday.
“Our community has done an excellent job coming together ... honestly, it’s quite heartwarming,” she said. “We’re making the best out of a bad situation.”
Andrew Wilkins, a conservation advocate who grew up in Moore County, was driving Saturday night from Washington to his parents’ small farm in Whispering Pines when he noticed the street lights were out in Carthage. He arrived to a “pitch black street” and little information about the cause or scope of the blackout.
“When the power was cut, the flow of information was cut too,” Wilkins told The Associated Press.
He spent the weekend helping his parents link a generator to their well for fresh drinking water and preparing them for cold nights without heat. Local grocery stores, such as Food Lion and Harris Teeter, have been distributing drinks, ice and pantry items to those who lost power, he said.
“Their home, like many rural homes, relies on a well for water for fresh, clean water, and it’s powered by electricity,” Wilkins said. “So when the power went out, the well stopped working, and when the well stops working, we slowly lose pressure until we lose water altogether. People are going to really feel the pinch from this as it goes on.”

Last Wednesday, I was looking for something new to watch, and remem bered Netflix had a new show, Wednesday. It seemed like the logical show for that day of the week.
The eight-part series follows a teenage Wednesday Addams – from film and TV’s iconic Addams Family, based on Charles Addams’ cartoons that were first published in 1938 – to her parents’ alma mater, Nevermore Academy. It was a wise decision.
Full disclosure: I love all incarnations of The Addams Family. Creepy. Kooky. Mysterious. Spooky. But not that ooky. (Okay, a disembodied hand running around is a bit ooky. But it’s Thing. Then again, one of the ookiest things about Thing is that he can see and hear without eyes or ears.)
Tim Burton fans will probably appre
ciate the series’ aesthetic, too. Not only is Burton an executive producer – along with series creators Alfred Gough and Miles Millar (both of Smallville) – he directed half of the episodes.
Whoever cast the petite Jenna Ortega (Stuck in the Middle) as Wednesday oppo site Game of Thrones’ towering power house Gwendoline Christie as Principal Weems is a genius. Even without heels Christie is more than a foot taller than Ortega, and camera angles play up their height difference even more. The funny thing is that as tiny as Wednesday is, she’s usually the most formidable figure in any room.
Catherine Zeta-Jones and Luiz Guzman appear as Morticia and Gomez Addams, but the family member Wednesday interacts with the most is Thing, who is imbued with true personality – and a sense of humor –by Romanian magician Victor Dorobantu. A couple scenes between Wednesday
and her roommate Enid (Emma Myers, Girl in the Basement) feel a bit borrowed from the musical Wicked – the songs “Loathing” and “For Good” popped into my mind at pivotal moments – but that’s not necessarily a bad thing.
Nevermore Academy is populated with outcasts cliques. Furs are werewolves like Enid, Scales are aquatic beings, including sirens like the school’s Queen Bee, Bianca (Joy Sunday, Dear White People), and Fangs are vampires like Yoko (Naomi J. Ogawa). Stoners like Ajax (Georgie Farmer) aren’t necessarily stoned, they’re Medusa-like Gorgons who can turn people to stone. Psychics include artists like Xavier (Percy Hines White, The Gifted) who draws his visions, and Eugene (Moosa Mostafa) who can communicate with actual bees. Oh, and Principal Weems is a Shapeshifter.
Wednesday, like her mother Morticia, is a psychic. But Morticia’s visions are positive, while Wednesday has dark,
disturbing visions. Those visions ignite Wednesday’s inner Nancy Drew crime-solving abilities.
Wednesday isn’t above a bit of stunt casting. Christina Ricci, who played Wednesday Addams in the feature films The Addams Family (1991) and Addams Family Values (1993) appears as plant-loving teacher and house mother Ms. Thornbill – Nevermore Academy’s first “normie” faculty member.
Nevermore has a delicate relationship with the nearby town of Jericho, and a rocky relationship with Wednesday’s parents. But every character matters and every story thread ties together in the end. Like a perfectly spun spiderweb.
The uniqueness of the show doesn’t come from the supernatural elements or creatures, but from Wednesday’s dark, deadpan sense of humor and her utter disdain of all things popular or trendy. That alone makes it worth watching.
Houston and Texas remain firmly entrenched atop The Associated Press men’s college basketball poll, while presea son No. 1 North Carolina has dropped out entirely after a fourth straight loss.
The Cougars earned 37 of 62 first-place votes in Monday’s poll, extending the program’s first stay at No. 1 since the “Phi Slama Jama” days in the 1980s for another week. Houston (8-0) beat Norfolk State and Saint Mary’s in its first week at the top.
“I don’t dwell on it,” coach Kelvin Sampson said last week about the No. 1 ranking. “We’re not running around here pushing our chest out, thinking we’re something we’re not.”
The Longhorns received 14 first-place votes. No. 3 Virginia got three votes and No. 4 Purdue got the remaining eight.
Connecticut (9-0) climbed to No. 5, the program’s highest ranking since early in the 2011-12 season. Other than the top five, there are three other teams in the AP Top 25 that entered Monday undefeated (No. 11 Auburn, No. 13 Maryland and No. 23 Mississippi State).
North Carolina is only the sixth team to go from preseason No. 1 to unranked
since at least the 1961-62 season, most recently with Michigan State during the 2019-20 season.
Of that group, the Tar Heels had the swiftest exit from the poll to start the season (four weeks) excet for UCLA in 1965-66. The Bruins fell out of the poll after just three weeks back when only 10 teams were ranked.
Ranked No. 18 last week, the Tar Heels (5-4) l ost their fourth straight game over the weekend at Virginia Tech while play ing without banged-up big man Armando Bacot. They appeared on a single ballot this week from the 62-member panel that votes on the AP Top 25.
“I told them also that I’m not panicked, I’m not any of that,” coach Hubert Davis said afterward. “I’m convinced we’re going to be a great basketball team by the end of the season.”
Last year’s Tar Heels were on the bubble to even make the NCAA Tournament well into February in Davis’ debut season. They went on a final-month tear all the way to the NCAA championship game before falling to Kansas.
Kansas climbed to No. 6, followed by three Southeastern Conference teams in Tennessee, Alabama and Arkansas.
For the Volunteers and Crimson Tide, it marked their first appearances inside the top 10 this year. Arizona rounded out the top 10, falling six spots after a loss at Utah.
No. 13 Maryland had the biggest jump of the week, vaulting nine spots after wins against Louisville and Illinois last week in the Terrapins’ first year under Kevin Willard. That marks the program’s highest ranking since pushing into the top 10 during the 2019-20 season.
Tennessee was next up with a six-spot climb, while No. 11 Auburn rose four spots.
In all, 13 teams climbed from last week.
Creighton had the week’s biggest fall, tumbling 14 spots to No. 21 after losing at Texas and at home to Nebraska last week.
No. 12 Baylor fell six spots after a loss to Marquette, though the Bears responded by beating Gonzaga on Friday in a rematch of the 2021 NCAA championship game won by Baylor.
The Zags, now No. 18, fell four spots to their lowest ranking since checking in at No. 20 on Christmas Day in 2017.
In all, four teams slid from last week.
Beyond the top three, No. 25 Ohio State remained in place after a tough loss at No. 15 Duke last week.
No. 23 Mississippi State and No. 24 TCU were the new additions to the poll, with the Bulldogs (8-0) earning their first AP Top 25 ranking under first-year coach Chris Jans since January 2019.
The Horned Frogs were ranked 14th and 15th, respectively, in the first two polls before falling out for two weeks.
In addition to UNC, Michigan State (No. 20) fell out after losses to Notre Dame and Northwestern.
The SEC led the way with six ranked teams, including No. 16 Kentucky. The Big Ten and Big 12 each had five ranked teams, followed by two each for the Atlantic Coast, Pac-12 and Big East conferences.
The American Athletic, West Coast and Mountain West conferences each had one.

As I sat down with family and friends for Thanksgiving this year, we ended our meal with desserts that included persimmons. Inevitably, a family member asked me if you could grow persimmon trees in Northern Illinois. The answer is yes but with some caution.
If you have never eaten a persimmon, the flavor can be a bit di�erent. Much of it is due to their texture that is somewhat tomato-like with a fairly astringent and sweet flavor. In fact, they look like small tomatoes/pumpkins with an orange-red outer flesh that is usually peeled. Most persimmons are the size of plums. You
can eat the fruit raw, cooked, or dried. If wanting to taste them before planting, you can usually fi nd persimmons at specialty grocery stores. I do not see them often at orchards in our area nor at all grocery stores.
There are both Asian and American persimmon trees with most of the persimmons at grocery stores the Asian varieties. The American varieties are native to the east coast and greater west. Most American varieties are tolerable to our winters and planting zone. The American varieties are higher in vitamin C and calcium compared to the Asian varieties. The downside with the American varieties are that they will reach a height
of 35 to 50 feet. When you are planting an American persimmon tree, you should realize that it will be a very dominate tree in your growing area. Recommended American persimmon varieties include ‘Meador’, ‘Prok’, ‘Yates’, and ‘Nikitas’ (cross of American-Asian). Currently, no Asian varieties are recommended for northern Illinois.
Persimmon trees are self-fruitful and do not need more than one variety for pollination. They also remain dormant for a longer time than other fruit trees which could fit in well with your pruning schedule. Another advantage to growing persimmon trees is that they blossom much later in the spring, potentially
The focus on renewable energy tends to obscure the long list of other environmental concerns which need to be addressed for a sustainable society. Amory Lovins and other energy experts have asserted our lives could still be comfortable while consuming at least 50% less energy than we currently do. The reductions would come from energy conservation and e�ciency. But such approaches gain limited acceptance in our consumer oriented lifestyles. For example a common lament of an energy conservationist was how consumers would choose to install a granite counter top rather than spend the same amount of money upgrading insulation in their home.
Higher insulation levels would save energy in both summer and winter and continue to function for decades. The counter top would have a daily eye appeal which would only last until the next appealing remodeling product became available.
When the cost of electricity increased dramatically during building the nuclear generating fleet, the Illinois Commerce Commission was expected to find ways
to reduce the cost of electricity in order to maintain the competitiveness of industry in Illinois. To cut electrical consumption by substituting compact fluorescent lightbulbs (CFs) for traditional bulbs, consumers were o�ered an opportunity to secure one bulb each at a discounted price. It was a means of jump starting the market for a transition to less energy consuming lighting.
The CFs were soon superseded by far more energy e�cient LEDs. The new bulbs were so e�cient that they became widely used for decorative lighting on the exteriors of large commercial buildings. The e�ciency of the new lighting systems actual expanded the marketplace for lighting and somewhat defeated the environmental benefits of energy e�ciency. Installing increased energy sources requires upgrading the electric grid to move electricity from distant production areas to areas of high demand. The high cost of upgrading the grid is well understood. But Russia’s bombing Ukraine’s electrical grid illustrates the vulnerability of the grid to attacks and questions the extent to which expanding the grid within our country is increasing our vulnerability as well.
Beyond energy concerns is the somewhat overlooked issue of the availability
of water. It is a long standing issue which receives periodic attention. We know of an early situation in Wisconsin which illustrates the problem. A cottage owner installed a low cost sand point well driving the well pump into the ground by hand. An adjacent property owner soon used the same method for water for his cottage. Shortly after the second well was established the first well went dry. The loss of the well ended the friendship; the neighbor soon sold his property.
The new owner had a well drilled and tapped a much lower source of water at 160 feet in contrast to the shallow well of less than 30 feet. The neighbor’s 30 foot well still provides water which is contaminated by manure deposited on the adjacent land from a large dairy operation 40 miles away.
A more recent event came from brothers whose family operated a farm in South Dakota. When a neighboring farmer drilled a well to provide water for a newly installed irrigation system the brothers’ parents lost the water supply from their well. They proceeded to have a deeper well drilled. But more farms were installing irrigation systems obtaining water from the same aquifer. The brothers informed their parents they would not take over the operation of the farm since they foresaw
missing any late spring frosts. Diseases and insects do not tend to be a problem for persimmon trees. Plant your persimmon trees 30-50 feet apart in full sun. The tree will need to be pruned and I imagine you could prune it into a central leader as you would an apple tree. Harvest occurs from September to November with fruit color varying from light yellow-orange to dark orange-red. While you can ripen them on the tree, it is better to harvest and ripen o� the tree. Depending on the variety, it may be eaten still hard or need to become soft and sweeter to eat.

An article in Peak Oil highlighted water problems in the drought stricken Southwest. A camera placed down into the well providing water for the rural town of Weldon, Arizona, revealed the underground water was actually moving past the well pipe instead of remaining still as it normally does. The water was moving rapidly because an irrigation well was being pumped to irrigate a large field of alfalfa grown by a United Emirates based company which then bales the alfalfa and ships it to the Mideast to feed their cows.
Using water from ancient aquifers to grow alfalfa to ship to a foreign country depletes the water resources of this country, adversely impacting local communities and their citizens. There are few if any regulations on the consumption of aquifer waters which are unsustainable. It is a predictable outcome stemming from government policies encouraging globalization.
While energy conservation, installing renewable energy and water conservation remain important goals, other environmental reforms are needed to achieve a sustainable society.

WHEREAS, the duly appointed Board of Trustees of the BLACKHAWK FIRE PROTECTION DISTRICT, Winnebago County, Illinois, has heretofore adopted an Annual Budget and Appropriation, which has been published and is now in full force and effect; and
