CHICAGO – A state watchdog has identified at least $7.2 million in fraudulent claims and more than 275 instances of misconduct by state employees accused of bilking a federal program designed to help businesses during the COVID-19 pandemic.
Since 2022, the Office of the Executive Inspector General has been investigating allegations that state employees fraudulently claimed Paycheck Protection Program loans for small businesses they didn’t disclose or entirely fabricated. State workers may engage in secondary employment, but only if it’s disclosed and permission is granted.
Employees from 13 different state agencies are involved in the fraud and have illegally taken these federal public funds, according to the OEIG, which is charged with investigating allegations of misconduct within state government. As of April, more than 60% of those implicated to date worked for the Illinois Department of Human Services, which operates mental health hospitals and developmental centers across the state.
The Paycheck Protection Program was an initiative established by the federal CARES Act in 2020. The Small Business Administration oversaw the implementation of the PPP to provide forgivable loans to cover payroll costs or other expenses for small businesses struggling during the COVID-19 pandemic. By October 2022, the program gave out $786 billion in loans and forgave 93% of them, according to the SBA.
Quickly, PPP loans led to “unprecedented fraud levels,” according to the SBA inspector general. Applicants self-certified their small business status and income. The OEIG is investigating only public employees who received more than approximately $20,000 from the program. To receive a $20,000 loan, businesses investigated by the OEIG typically declared $100,000 or more of net profit or gross income on the loan application.
The OEIG could not comment on whether this investigation was close to the end. Due to the sheer size of this fraud, investigations involve many different agencies. In May 2023, the Illinois legislature passed House Bill 3304, which allows criminal prosecutions for COVID-19 related fraud to start up to five years after authorities discover the fraud.
Rep. Fred Crespo, D-Hoffman Estates, who filed the bill, said most of the routine checks such as cross-referencing data on the loan forms with other agency data-
bases were suspended for this program. A large issue was also the lack of personnel. According to Crespo, between April 2020 and April 2022, the fraud hotline of the SBA received millions of calls, of which a large number went unanswered.
“The vulnerabilities that led to the issues with PPP fraud weren’t really attributable to things at the state level. I would say that the issues had far more to do with the unaccountable nature of the program itself,” said State Rep. Mike Kelly, D-Chicago, who co-sponsored the bill.
IDHS employees have been heavily involved in the fraud. Since 2022, at least 43 employees have been discharged and 53 resigned before further action by management. In most cases on the OEIG website, the employees either lied about being self-employed or provided false information about their income.
Records show Deborah Reynolds-Jones was a human services caseworker who had been working for the IDHS since 2016. Reynolds-Jones told OEIG investigators that her barber recommended a company that could help her apply for the loan. She sent the company her personal information, including her Social Security number. The company filled out the form and simply asked her to sign. The information was inaccurate. Reynolds-Jones paid the company $3,000 for their service after she fraudulently received a $20,000 PPP loan.
In another case, Shanythia Anderson admitted to the OEIG that she allowed a third party to apply for a PPP loan on her behalf and that the information provided was inaccurate. She began working as a mental health technician at IDHS in 2020. Anderson met a woman on Facebook, and she sent her personal records. In exchange for this service, the woman was to receive half of her loan, $10,000. Anderson worked at the Ludeman Development Center in Forest Park, where at least 36 other employees were accused of wrongdoing.
“It happens that in one particular location when you find out there are 37 people that have done this, they’ve obviously been talking to one another at work,” Gov. JB Pritzker said in a news conference last year. “Maybe somebody committed this kind of fraud and then tried to convince somebody else.”
IDHS declined to comment on why so many of its employees were implicated. IDHS is the largest public agency in Illinois, which could be one explanation. Crespo said that his best guess was that public employees had early access to the loan forms, so it was easier for them to understand how to file them, fraudulently or not.
“While the vast majority of IDHS’ roughly 14,000 State employees are hard-work-
ing people of strong character who work tirelessly to help the most vulnerable, it is deeply concerning any time an employee takes advantage of public programs,” IDHS said in a statement.
Other state agencies where the OEIG found multiple cases of PPP fraud included the Department of Corrections (31 cases), the Department of Children and Family Services (27), Pace (10) and the Department of Healthcare and Family Services (8).
The OEIG, through the Executive Ethics Commission, publishes reports of wrongdoings only if there is proof of employee misconduct. It can refer cases to the Attorney General if the fraud is significant enough. The Attorney General, specifically the Public Integrity Bureau, then conducts its own investigation in order to prosecute involved public employees.
Many cases mentioned third parties who applied for the PPP loan on behalf of an individual. The DOJ has gone after some of these third parties in Illinois, but it’s unclear that these are the same third parties that helped public employees.
In June, the a federal jury in Chicago convicted Hadi Isbaih on charges of wire fraud. According to the DOJ, Isbaih used his company, Flash Tax Service Inc., to file fraudulent loan applications on behalf of his clients. Isbaih would ask for an upfront fee to file the loan form, and when the client received the loan, he would charge an additional fee. A sentencing date has not yet been announced for Isbaih.
In September 2023, two Illinois businessmen were indicted on federal charges for obtaining $7.8 million in fraudulent business loans. According to the DOJ, they recruited self-employed individuals to provide personal information. With that, they would fill out loan forms with false data by inflating the individuals’ income, for example. They would then charge the clients up to $4,000 if the loan was successfully received. These two have not been convicted.
There are severe consequences for PPP fraud. Knowingly declaring false statements to a financial institution can result in up to 30 years in prison or a fine of up to $1 million. Wire fraud, the use of the Internet or electronic communication to carry out fraud, is a federal crime that can be punishable by up to 20 years in prison. Notre Dame Reopening

PARIS (AP) — The reopening of Notre Dame this coming weekend is going to be a high-security affair, with a repeat of some measures used during the Paris Olympics and the sealing-off to tourists of the cathedral’s island location in the heart of the French capital.
After more than five years of reconstruction following the fire that devastated Notre Dame in 2019, invite-only ceremonies Saturday and Sunday will usher in its rebirth.
Police chief Laurent Nuñez said only people with invitations and the island’s residents will have access to the Ile de la Cité in the middle of the River Seine, which includes Notre Dame and habitually hums with tourists.
He said about 50 heads of state and government are expected and that security arrangements are drawing on the police measures that sealed off large sections of central Paris for the Paris Games’ flamboyant opening ceremony.
“A very high level of security will be applied,” Nuñez said in an interview published Monday in Le Parisien.
Archbishop to bang on the doors
The first celebrations starting Saturday afternoon will blend religious ritual and showbiz. Paris Archbishop Laurent Ulrich will preside at a reopening service, banging on Notre Dame’s shuttered doors with his staff to reopen them, the cathedral website says.
The archbishop will also symbolically reawaken Notre Dame’s thunderous grand organ. The fire that melted the cathedral’s lead roofing coated the huge instrument in toxic dust. Its 8,000 pipes, ranging in size from that of a pen to over 10 meters (33 feet) tall, have been painstakingly disassembled, cleaned, and retuned.
There will also be psalms, prayers and singing. French President Emmanuel Macron will attend and address the VIP guests.
A musical show
After the service, opera singers Pretty Yende, from South Africa, and Julie Fuchs, from France; Chinese pianist Lang Lang; cellist Yo-Yo Ma; Benin-born singer Angelique Kidjo; Lebanese singer Hiba Tawaji and others will perform at a concert Saturday evening for the cathedral and those who took part in the reconstruction, says the show’s broadcaster, France Télévisions.
The security cordon sealing off the whole of the Ile de La Cité, plus a stretch of the Seine’s southern bank and nine of its bridges, will be in place from early Saturday evening to Sunday night, the police chief said. Only those involved in the ceremonies and residents will be granted access, he said. All shops on the island — many are geared to the tourist trade — as well as boat tours that start and stop there will be closed for the weekend, he added.
Sunday Mass and buffet
The Paris archbishop will also lead an
inaugural Mass and consecration of the new altar on Sunday morning.
Nearly 170 bishops from France and other countries will join the celebration, as well as priests from all 106 parishes in the Paris diocese, the cathedral website says.
It says Mass will be followed by a “fraternal buffet” for the needy.
Public viewing areas capable of holding 40,000 people will be set up on the Seine’s southern bank, so spectators can follow the two days of events on screens, the police chief said.

SPRINGFIELD – Education officials from five statewide organizations are pushing for fundamental changes in the way student achievement is measured each year and how schools are held accountable for meeting the state’s academic standards.
In a new report entitled Vision 2030, organizations representing local school boards, superintendents, principals, district business officers, and regional superintendents argue that in the aftermath of the COVID-19 pandemic, the entire landscape of public education has been dramatically altered, presenting new challenges and heightened scrutiny of public schools.
The report is similar to one the same groups released about a decade ago, Vision 20/20, that pushed for reform of the state’s school funding system, eventually leading to the adoption of the Evidence-Based Funding formula that is used today to steer state funding to the neediest school districts.
The new report makes recommendations on several aspects of public education, such as improving schools’ focus on college and career readiness, enhancing student safety and well-being, and attracting and retaining a diverse educator workforce – all subjects that are routinely at the center of most discussions about education policy.
But the groups also argue in the new report that it’s time to take a new look at the whole system of outcomes-based accountability for schools, something that has been a central focus of public education since the 1990s.
They say the current system of grading schools based largely on standardized test scores fails to give an accurate picture of how well students are doing or what schools need to do to improve.
“This might seem counter intuitive, but educators do welcome accountability,” Jason Leahy, executive director of the Illinois Principals Association, said during a media briefing about the report. “But we just want to make sure that the accountability really talks about the comprehensive work that educators do, much more than just test scores.”
In the 1990s, Illinois, along with most other states, began moving to an outcomes-based education model in which teachers, schools, and districts were graded based on how well their students were learning. That was measured by how students performed on standardized tests that were tied to the state’s official learning standards for each subject and grade level.
Such systems became a federal mandate in 2002 with passage of the No Child Left Behind Act – later replaced by the 2015 Every Student Succeeds Act –which required standardized testing as a condition of receiving federal education funding. NCLB also required states to adopt systems of holding schools and districts accountable – through things like focused remedial programs or administrative sanctions - for making continuous improvement toward the goal of having all students meet or exceed the state’s academic standards.
Today in Illinois, students are tested in English language arts and math in grades 3-8 by taking the Illinois Assessment of Readiness. And starting this year, high school students will be tested using the ACT set of exams, which are replacing the SAT exams that have been used in previous years.
Schools also administer the Illinois Science Assessment in grades 5 and 8.
The scores that students earn on those tests are divided into five categories, indicating they either exceeded, met, approached, partially met, or did not meet the state’s standards for proficiency in a particular subject.
Those test scores, in turn, make up a large part of the overall “designations” schools are given each year. The designations are based on test scores and other data for the student body overall and for student subgroups based on race, ethnicity, gender, disabilities, poverty status and other factors.
The top two designations, “exemplary” and “commendable,” are those with the highest overall scores who also have no student subgroups that are significantly underperforming. Exemplary schools are those with overall scores in the top 10% of all schools.
State officials give the bottom three designations to schools that are placed on four-year improvement plans while being given “targeted,” “comprehensive,” or “intensive” supports to address
problem areas.
Schools designated for comprehensive or intensive support and oversight represent those with overall scores in the bottom 5% of all schools.
But state and local school officials in Illinois have argued for years that those systems are flawed.
First, they argue, the dividing line between meeting and not meeting state standards – what is often referred to as the “cut score” – is set unreasonably high in Illinois, giving the false impression that Illinois students are significantly less accomplished than their peers in other states.
Gary Tipsord, executive director of the Illinois Association of Regional Superintendents of Schools, said it’s like setting different qualifying times in a track meet.
“If Indiana students are having to run the mile in in seven minutes, and the kids in Illinois are having to run at six, that’s not an equitable comparison. We don’t have parity there,” he said in an interview. “And as it stands, in Illinois today, our cut scores are higher than other states, and then we’re trying to compare what Illinois students are doing to the students in other states, which creates an unfair comparison.”
Officials also argue those designations do not accurately describe how well students are performing academically.
In 2021, for example, only about one-third of high school juniors taking the SAT met or exceeded state standards in English language arts, and slightly fewer did so in math. And yet, after those same students graduated the following year, nearly two-thirds enrolled in college within 12 months of graduation.
The Vision 2030 report also questions the validity of the performance designation for schools, noting the categories are based largely on how schools compare with each other, rather than how they measure up to an objective standard.
“Inevitably, you’re going to have a top 10%. You’re going to have a bottom 5%. Inevitably, you’re going to have that in the way it is structured currently,” Tipsord said. “What you don’t then get is a good system of communicating to communities around the state of Illinois about how their districts are actually performing. … Those designations don’t necessarily inform how your school districts are performing relative to grade-level equivalency, or relative to growth and improvement.”
The Vision 2030 report calls for making several changes to the state’s testing system, including recalibrating the benchmarks that define “proficiency” in a given subject. Those benchmarks, they argue, should be aligned to a national standard such as the one used for the National Assessment of Educational Progress, or NAEP exam, which shows Illinois students rank about average nationally across most subjects and grade levels.
The report also recommends the Illinois State Board of Education work with its State Assessment Review Committee to develop a new test that not only measures students’ proficiency at a particular grade level but also tracks their growth over time.
In addition, the report recommends releasing unofficial test results earlier, “in near real time,” so teachers can use the information to adapt their teaching methods. Currently, tests are given in the spring, but results are not reported until the following fall, long after instruction for the next set of students is already underway.
The authors also recommend overhauling the state’s system of ranking schools for accountability purposes so schools are measured against a fixed, objective standard, rather than comparing them to one another.
It also recommends using a scoring system that takes into account both the proficiency rate among students as well as the “growth” rate for students who are below proficiency.
“Proficient students should meet or exceed expectations, while students below proficiency should accelerate rates of growth to achieve proficiency over time,” the report states. “Therefore, within the broader accountability scoring system, student growth should be given more weight for students below proficiency and less weight for proficient students.”.

Depending on your growing space, you may think that you cannot grow fruit trees. This is especially true for apple, peach, and cherry trees which need to be grown outdoors. However, there are some fruit trees that can thrive indoors when given the right amount of space, sunlight, and other growing conditions.
Citrus is the most common indoor fruit trees in our region. I know many homeowners that will grow these and have had great success with them. Varieties include ‘Calamondin’ Orange, ‘Satsuma’
Orange, ‘Ponderosa’ Lemon, ‘Meyer’ Lemon, Kaffir Lime, and Kumquats. What is unique about these varieties is that they are dwarf and self-pollinating in which pollinators are not needed.
Fig trees can be grow indoors too.
‘Chicago Hardy’ and ‘Brown Turkey’ are two varieties you will find. Unlike a dwarf citrus that tends to grow to a height of 3-4 feet, a fig tree can reach 5-6 feet and taller. Online retailers and certain home and garden centers will have indoor fruit trees for sale. These will be grown in containers with a diameter of 10-14 inches. A good container depth is more than 2 ft. Choose
a container that you can move outdoors during the summer. Your choice of potting mix is crucial. Most fruit trees will do well with a citrus/cacti mix that is commonly found in the houseplant section at home and garden centers. This mixture allows for proper drainage.
When bringing your fruit tree indoors during the fall and winter, you may need to supplement with artificial lighting. Fig trees can tolerate a sunny window with 4-6 hours of sunlight whereas a citrus tree will need 10-12 hours and greatly benefit with additional lighting. This lighting can be either fluorescent or LED.
Place your fruit trees in areas that stay relatively warm, above 65 F. This will ensure that they continue to thrive during the fall and winter. Your trees will need to be watered fairly regularly. I find that my fig tree needs more water than my citrus tree when indoors and tend to water every other day. Add some compost every couple of months. You may want to add a low NPK fertilizer depending on how your trees look.

The recent announcement of Monarch Energy’s considering the possibility of a billion dollar investment in producing hydrogen based aviation fuel for the Chicago Rockford International airport. If implemented could be an important component of a future hydrogen economy. The financial feasibility of the project is dependent on whether hydrogen based aviation fuel being proposed qualifies as renewable energy by federal officials in the Department of Treasury and the Department of Energy.
With the global economy now based on 24 hour 7 day a week energy consumption, any effort to move toward a cleaner energy system based on renewable energy sources like solar and wind has always faced the challenge of identifying a source of energy for use when the sun does not shine and the wind does not blow.
In the early stages of the transition
to solar and wind energy the solution to the intermittency problem was to remain connected to the electric grid.
An effort to solve the intermittency problem lead to developing battery storage systems to store electricity for later use. Transitioning to electric vehicles relies on batteries which can be charged from wind and solar systems and used later for back up power
When Iceland announced its plans to become the world’s first hydrogen economy we contacted Thornstein Sigfusson who headed their project and asked him to present at our Energy Fair hosted by the Illinois Renewable Energy Association and provide an overview of their intended project.
Iceland’s existing energy system was already generating nearly all of its electricity from the renewable sources of hydro and geothermal power. Their intent was to use their renewable electricity to release hydrogen via electrolysis of water and use the hydrogen fuel to power their
transportation system. It consisted of road, marine and air transport and was dependent on costly imported oil.
Sigfusson invited us to visit Iceland and view their efforts at using hydrogen as a fuel. At that time it consisted of a Shell Service station which generated hydrogen by electrolyzing water and provide it to three passenger busses outfitted with fuel cells. The project was an experiment supported by the European Union and considered successful but not commercially competitive.
The hydrogen vehicle land transportation effort was expanded in selected cities in Europe Union and the fuel celled busses continued to perform well as did the expanded hydrogen fueling stations. The experimental program was again expanded to include a diversity of fuel celled cars and older traditional internal combustion powered cars modified to burn hydrogen fuel.
Another use of hydrogen is as a liquid fuel which results from hydrogen being
combined with a variety of carbon sources and known as e-fuels.
They are manufactured using captured carbon dioxide or carbon monoxide and uniting the with hydrogen obtained by electrolyzing water. In general the same amount of carbon captured for use in producing an e-fuel is released when burned as a fuel thus lowering its overall carbon footprint.
E-fuels are seen as a means of reducing carbon emissions in the transportation sector especially that of long distances in the freight, marine and air transport sectors. In addition to their benefits as a fuel their use could enable the continued use of existing equipment in other sectors as well.
While the use of hydrogen is still in its early stages of development and focused on reduction in carbon emissions, there are environmental consequences from the hydrogen efforts in terms of increased demand in electrical production and water consumption.
