Welch, poised for another term as speaker, reflects on growing House majority

Says lawmakers mulling

action on abortion, assault weapons ban

SPRINGFIELD – Illinois House Speaker Emanuel “Chris” Welch, who recently announced he has the support for another term as House speaker, says he looks forward to governing with an even larger supermajority than he had during his first two years.

“Expanding our caucus was definitely a priority of mine,” he said during an interview with Capitol News Illinois. “But from a policy standpoint, we want to continue to build on the budget work that we’ve done. Expanding our caucus would not have been possible if people didn’t believe Democrats were doing the right things.”

Welch, a Democrat from the Chicago suburb of Hillside, was elected speaker in January 2021 after most in the Democratic caucus refused to back longtime Speaker Michael Madigan, who’d been implicated in a bribery scandal and has since been indicted on corruption charges.

During his first two years, Democrats held a 73-45 advantage in the House, and Welch used that to pass landmark legislation, including the Clean Energy Jobs Act, which provides state support for carbon-free energy production and seeks to phase out fossil fuel power plants by 2045.

That supermajority also enabled Democrats to control the redistricting process when lawmakers drew new maps for the General Assembly, congressional districts and the Supreme Court.

In the elections that followed, Democrats widened their majority in the House by at least four seats – one race remained too close to call as of Monday – while also capturing a 5-2 majority on the state supreme court.

In all, while Democrats who ran for statewide offices received, on average, about 55 percent of the vote, Democrats captured roughly 66 percent of the state legislative seats.

When asked whether gerrymandering played a role in those results, Welch said it did not.

“What I would say is that the maps reflect the diversity of our state,” he said. “And one of the things that I said as the

leader of our caucus and the speaker of the House last year when we were going through that process, that any fair map would reflect the diversity of our state. And if you look at the election results, the election results show that.”

He said the results in the House were an example of that.

“We elected our first Vietnamese American to the House,” he said. “We elected our first Korean American to the House. We elected our first Arab American Muslim to the House. We elected our first Indian American Muslim to the House. We elected our first South Asian, Pacific Islander American to the House. Diversity is well represented in the Illinois House, and we look like Illinois, and we look like America. And we should be proud of that.”

Welch said one key factor in the election that worked in Democrats’ favor was the U.S. Supreme Court’s decision in June overturning Roe v. Wade. That decision, in the case of Dobbs v. Jackson Women’s Health Organization, said the U.S. Constitution does not protect a woman’s right to have an abortion, effectively giving states the authority to regulate that procedure as they see fit.

“It certainly played a role in what happened on Nov. 8,” he said. “You know, I said it in a number of speeches here during the campaign that November was coming. And if you look at what happened here in Illinois and across the country, that decision really got women to the polls. It got 18- to 24-year-olds to the polls, and they voted in droves.”

When the Dobbs decision was handed down, Democratic Gov. JB Pritzker and Democratic leaders in the General Assembly quickly called for a special session to call for even more protection for abortion access in Illinois. Likewise, a few weeks later after a mass shooting at a July 4 parade in Highland Park, they called for a special session to call for more restrictions on assault-style weapons in Illinois.

But in the ensuing weeks, both of those issues were put on hold as various “working groups” were formed with lawmakers and stakeholders in an effort to reach a consensus on measures that could actually pass.

While Illinois has among the least restrictive abortion laws on the books, Welch said there is still more the state can do, possibly including a state consti tutional amendment to protect abortion

rights.

“That’s certainly one of the questions that’s out there, and it’s a strong possi bility,” he said. “But again, I don’t want to get ahead of the working group or the recommendations they formally present. I’m certain that’s one of the things that’s on the table.”

Regarding assault weapons regula tion, Welch said that issue will have to wait until the 2023 session begins in January, when only a simple majority of votes is needed to pass new laws with an immediate effective date. That’s because the Illinois Constitution requires a threefifths majority for bills passed after June 1 to have an immediate effective date.

“Anything that we do on assault weapons, we would want it to be effec tive immediately,” he said. “And I just don’t think we would have 71 votes to get something done in this shortened veto session. But I do believe that we’re going to be able to deliver for the people of Illinois an assault weapons ban next year, and we’re going to work real hard to make that happen.”

Lawmakers still have three working days left in the veto session, Nov. 29 –Dec. 1. Welch said the top priority for those days will be to pass “clarifications” to the SAFE-T Act, a sweeping criminal justice reform package passed in January 2021 that includes, among other things, eliminating cash bail effective Jan. 1, 2023.

In particular, he said, there has been disagreement among prosecutors and law enforcement officials about what should happen on Jan. 1 with people already being detained pretrial in lieu of bail. The law doesn’t specifically say what happens to those individuals, which has led some to claim that it could lead to their wide spread release from jail.

“They’re interpreting it in a way that says that they have to swing the jail doors open at midnight,” he said. “And even though that’s absolutely not true, we’re going to add some language making it explicitly clear how that transition should work.”

China COVID-19 Protests

China virus protests hit Hong Kong after mainland rallies

HONG KONG (AP) — Students in Hong Kong chanted “oppose dictatorship” in a protest of China’s COVID-19 rules Monday after demonstrators on the mainland issued an unprecedented call for President Xi Jinping to resign in the biggest show of opposition to the ruling Communist Party in decades.

Rallies against China’s unusually strict anti-virus measures spread to several cities over the weekend, and authorities eased some regulations, apparently to try to quell that public anger. But the government showed no sign of backing down on its larger coronavirus strategy, and analysts expect authorities to quickly silence the dissent.

With police out in force Monday, there was no word of protests in Beijing or Shanghai. But about 50 students sang at the Chinese University of Hong Kong and some lit candles in a show of support for those in mainland cities who demon strated against restrictions that have confined millions to their homes. Hiding their faces to avoid official retaliation, the students chanted, “No PCR tests but freedom!” and “Oppose dictatorship, don’t be slaves!”

The gathering and a similar one else where in Hong Kong were the biggest protests there in more than a year under rules imposed to crush a pro-democracy movement in the territory, which is Chinese but has a separate legal system from the mainland.

“I’ve wanted to speak up for a long time, but I did not get the chance to,” said James Cai, a 29-year-old from Shanghai who attended a Hong Kong protest and held up a piece of white paper, a symbol of defiance against the ruling party’s pervasive censorship. “If people in the mainland can’t tolerate it anymore, then I cannot as well.”

It wasn’t clear how many people have been detained since the protests began Friday, sparked by anger over the deaths of 10 people in a fire in the northwestern city of Urumqi. Some have questioned whether firefighters or victims trying to escape were blocked by locked doors or other anti-virus controls.

Without mentioning the protests, the criticism of Xi or the fire, some local authorities eased restrictions Monday.

The city government of Beijing announced it would no longer set up gates to block access to apartment compounds

where infections are found.

“Passages must remain clear for medi cal transportation, emergency escapes and rescues,” said Wang Daguang, a city official in charge of epidemic control, according to the official China News Service.

Guangzhou, a manufacturing and trade center that is the biggest hot spot in China’s latest wave of infections, announced some residents will no longer be required to undergo mass testing.

Urumqi, where the fire occurred, and another city in the Xinjiang region in the northwest announced markets and other businesses in areas deemed at low risk of infection would reopen this week and public bus service would resume.

“Zero COVID,” which aims to isolate every infected person, has helped to keep China’s case numbers lower than those of the United States and other major coun tries. But tolerance for the measures has flagged as people in some areas have been confined at home for up to four months and say they lack reliable access to food and medical supplies.

In Hong Kong, protesters at Chinese University put up posters that said, “Do Not Fear. Do Not Forget. Do Not Forgive,” and sang including “Do You Hear the People Sing?” from the musical “Les Miserables.” Most hid their faces behind blank white sheets of paper.

“I want to show my support,” said a 24-year-old mainland student who would identify herself only as G for fear of retaliation. “I care about things that I couldn’t get to know in the past.” University security guards videotaped the event but there was no sign of police.

At an event in Central, a business district, about four dozen protesters held up blank sheets of paper and flowers in what they said was mourning for the fire victims in Urumqi and others who have died as a result of “zero COVID” policies.

Police cordoned off an area around protesters who stood in small, separate groups to avoid violating pandemic rules that bar gatherings of more than 12 people. Police took identity details of participants but there were no arrests.

Hong Kong has tightened security controls and rolled back Western-style civil liberties since China launched a campaign in 2019 to crush a pro-democ racy movement. The territory has its own anti-virus strategy that is separate from the mainland.

On the mainland, the ruling party

promised last month to reduce disruption by changing quarantine and other rules. But a spike in infections has prompted cities to tighten controls.

On Monday, the number of new daily cases rose to more than 40,000, including more than 36,000 with no symptoms.

The ruling party newspaper People’s Daily called for its anti-virus strategy to be carried out effectively, indicating Xi’s government has no plans to change course.

“Facts have fully proved that each version of the prevention and control plan has withstood the test of practice,” a People’s Daily commentator wrote.

Protests also have occurred in Guangzhou near Hong Kong, Chengdu and Chongqing in the southwest, and Nanjing in the east, according to witnesses and video on social media.

Most protesters have complained about excessive restrictions, but some turned their anger at Xi, China’s most powerful leader since at least the 1980s. In a video that was verified by The Associated Press, a crowd in Shanghai on Saturday chanted, “Xi Jinping! Step down! CCP! Step down!”

The British Broadcasting Corp. said one of its reporters was beaten, kicked, handcuffed and detained for several hours by Shanghai police but later released.

The BBC criticized what it said was Chinese authorities’ explanation that its reporter was detained to prevent him from contracting the coronavirus from the crowd. “We do not consider this a credible explanation,” the broadcaster said in a statement.

Chinese Ministry of Foreign Affairs spokesman Zhao Lijian said the BBC reporter failed to identify himself and “didn’t voluntarily present” his press credential.

“Foreign journalists need to conscious ly follow Chinese laws and regulations,” Zhao said.

Swiss broadcaster RTS said its corre spondent and a cameraman were detained while doing a live broadcast but released a few minutes later. An AP journalist was detained but later released.

Surgeons work by flashlight as Ukraine power grid battered

Dr. Oleh Duda was in the middle of a particularly complicated surgery at a hospital in Lviv, Ukraine, when he heard explosions nearby. Moments later, the lights went out.

Duda had no choice but to keep working with only a headlamp for light. The lights came back when a generator kicked in three minutes later, but it felt like an eternity.

“These fateful minutes could have cost the patient his life,” the cancer surgeon told The Associated Press.

The operation on the patient’s major artery took place Nov. 15, when the city in western Ukraine su�ered blackouts as Russia unleashed yet another missile barrage on the power grid, damaging nearly 50% of the country’s energy facilities.

The devastating strikes, which continued last week and plunged the country into darkness once again, strained and disrupted the health care system, already battered by years of corruption, mismanagement, the COVID-19 pandemic and nine months of war.

Scheduled operations are being postponed; patient records are unavailable because of internet outages; and paramedics have had to use flashlights to examine patients in darkened apartments.

The World Health Organization said last week that Ukraine’s health system is facing “its darkest days in the war so far,” amid the growing energy crisis, the onset of cold winter weather and other challenges.

“This winter will be life-threatening for millions of people in Ukraine,” the WHO’s regional director for Europe, Dr. Hans Kluge, said in a statement.

He predicted that 2 million to 3 million more people could leave their homes in search of warmth and safety, and “will face unique health challenges, including respiratory infections such as COVID-19, pneumonia and influenza.”

Last week, Kyiv’s Heart Institute posted on its Facebook page a video of surgeons operating on a child’s heart with the only light coming from headlamps and a battery-powered flashlight.

“Rejoice, Russians, a child is on the table and during an operation the lights have gone completely o�,” Dr. Boris Todurov, director of the institute in the capital, said in the video. “We will now

turn on the generator — unfortunately, it will take a few minutes.”

Attacks have hit hospitals and outpatient clinics in southeastern Ukraine, too. The WHO said in a statement last week that they have verified at least 703 attacks between Feb. 24, when Russian troops rolled into Ukraine, and Nov. 23.

The Kremlin has rejected accusations that it targets civilian facilities. Kremlin spokesman Dmitry Peskov once again insisted last week that Russia is targeting only sites “directly or indirectly related to military power.”

But just last week, a strike on a maternity ward in a hospital in eastern Ukraine killed a newborn and heavily wounded two doctors. In the northeastern Kharkiv region, two people were killed after the Russian forces shelled an outpatient clinic.

In Lviv, Duda said the explosions were so close to the hospital that “the walls were shaking,” and doctors and patients had to go down to the shelter in the basement — something that happens every time an air raid siren sounds.

The hospital, which specializes in treating cancer, performed only 10 out of 40 operations scheduled for that day.

In the recently retaken southern city of Kherson, without power after the Russian retreat, paralyzed elevators are a real challenge for paramedics.

They have to carry immobile patients all the way down the stairs of apartment buildings, and then bring them up again to operating rooms.

Across Kherson, where it starts to get dark after 4 p.m. in late November, doctors are using headlamps, phone lights and flashlights. In some hospitals, key equipment no longer works.

Last Tuesday, Russian strikes on the southern city wounded 13-year-old Artur Voblikov, and doctors had to amputate his arm. Medical workers carried the teenager through the dark stairwells of a children’s hospital to an operating room on the sixth floor.

“The breathing machines don’t work, the X-ray machines don’t work. ... There is only one portable ultrasound machine and we carry it around constantly,” said Dr. Volodymyr Malishchuk, head of surgery at a children’s hospital in Kherson.

The generator the children’s hospital uses broke down last week, leaving the facility without any form of power for several hours. Doctors are wrapping newborns in blankets because there’s no

heat, said Dr. Olga Pilyarska, deputy head of intensive care.

The lack of heat makes operating on patients di�cult, said Dr. Maya Mendel, at the same hospital. “No one will put a patient on an operating table when temperatures are below zero,” she said.

Health Minister Viktor Liashko said on Friday that there are no plans to shut down any of country’s hospitals, no matter how bad the situation gets, but the authorities will “optimize the use of space and accumulate everything that’s necessary in smaller areas” to make heating easier.

Liashko said that diesel or gas generators have been provided to all Ukrainian hospitals, and in the coming weeks an additional 1,100 generators sent by the country’s Western allies will be delivered to the hospitals as well. Currently, hospitals have enough fuel to last seven days, the minister said.

Additional reserve generators are still badly needed, the minister added. “The generators are designed to work for a short period of time — three to four hours,” but power outages can last up to three days, Liashko said.

In the recently recaptured territories, the medical system is reeling from months of Russian occupation.

Ukraine’s President Volodymyr Zelenskyy has accused the Russian forces of shutting down medical facilities in the Kherson region and looting medical equipment — even the ambulances, “literally everything.”

Dr. Olha Kobevko, who has recently returned from the retaken areas of Kherson after delivering humanitarian

aid there, echoed the president’s remarks in an interview.

“The Russians stole even towels, blankets and bandages from medical facilities,” Kobevko said.

In Kyiv, the majority of the hospitals are functioning as usual, while relying on generators part of the time.

Smaller private practices and dentist clinics, in the meantime, are having a hard time keeping their doors open for patients.

Dr. Viktor Turakevich, a dentist in Kyiv, said he has to reschedule even urgent appointments, because power outages in his clinic last for at least four hours a day, and a generator he ordered will take weeks to arrive.

“Every doctor has to answer a question about who they will take in first,” Turakevich said.

Power outages have also made it di�cult to access online patients’ records, and the Health Ministry’s system that stores all the data has been unavailable, said Kobevko, who works in the western city of Chernivtsy.

Duda, the cancer surgeon from Lviv, said that three doctors and several nurses from his hospital left to treat Ukrainian soldiers on the front lines.

“The war has a�ected every doctor in Ukraine, be it in the west or in the east, and the level of pain we’re facing every day is hard to measure,” Duda said.

Democrats kept the Senate this year, but 2024 may be harder

NEW YORK (AP) — Democrats cele brating a successful effort to keep control of the U.S. Senate this year will soon confront a 2024 campaign that could prove more challenging.

The party enters the next cycle defend ing 23 seats, including two held by inde pendents who caucus with Democrats. That’s compared with just 10 seats that Republicans hope to keep in their column.

Adding to the potential hurdles is that some 2024 contests are in states that have become increasingly hostile to Democrats, including Montana, Ohio and West Virginia. Other Democraticheld seats are in some of the same hotly contested states that were at the center of this year’s midterms, such as Pennsylvania, Arizona and Nevada. And while Democrats carried each of those races, they did so at great cost and with sometimes narrow margins. In Nevada, for instance, Democratic incumbent Sen. Catherine Cortez Masto won by less than 1 percentage point, or about 9,000 votes.

For now, both parties insist they’re laser focused on coming out on top in the Dec. 6 Senate runoff in Georgia. But Democrats who are on the ballot in 2024 know that they could face fierce headwinds and are studying the results of this year’s election, when the party outperformed expectations.

For Nevada Sen. Jacky Rosen, a Democrat facing her first reelection campaign, that means staying focused on kitchen table issues and touting legisla tion like the infrastructure law and gun violence legislation signed by President Joe Biden.

“We know that races are always close,” Rosen said in an interview. “We never take anything for granted.”

The dynamics of the next Senate campaign could be influenced by a vari ety of outside factors, particularly the presidential election and the attention it generates. Biden, who turned 80 this month, has said his “intention” is to run for reelection and that he will make a final decision early next year. Former President Donald Trump has already announced a third White House bid, and multiple other Republicans are lining up to launch campaigns. The eventual nomi nee in each party could have a profound impact on down-ballot races, including those for Senate.

But perhaps the biggest question for Senate Democrats seeking reelection will

be who Republicans nominate as their opponents. The GOP lost several Senate elections this year, including those in Arizona, Pennsylvania and Nevada, after Trump-backed candidates struggled to raise money and connect with a broader, more moderate range of voters during the general election.

In Nevada, the Republican field to chal lenge Rosen has not begun to shape up but is expected to attract several contenders. One name receiving attention is Sam Brown, a former U.S. Army captain who was awarded a Purple Heart after being severely wounded in Afghanistan. Brown ran for Senate this year and put up a strong challenge in the Republican primary before losing to Adam Laxalt, who lost in the general election to Cortez Masto. Richard Hernandez, who was Brown’s campaign adviser, said, “He has commit ted to his supporters that he will never stop fighting for their issues, but he has not made any decisions as to whether that involves a future run for office.”

Also in the southwest, Arizona Sen. Kyrsten Sinema, a centrist Democrat, will be up for reelection. The race, like other recent statewide contests in Arizona, is expected to be very competitive. But Sinema is likely to first face a well-funded primary challenger after angering much of the Democratic base by blocking or watering down progressive priorities like a minimum wage increase or Biden’s big social spending initiatives. She has not said whether she plans to run for reelection.

Sinema’s most prominent potential primary challenger is U.S. Rep. Ruben Gallego, who has a long history of feuding with Sinema. Gallego has not announced his plans for 2024 but has made it no secret that he’s thinking about challeng ing Sinema. He even raised money on the prospect he might oppose Sinema.

An independent expenditure group is also raising money, saying it will support grassroots organizations committed to defeating Sinema in a Democratic primary.

Republicans hope a bruising Democratic primary might give them an opening to win the seat after losing Senate races in Arizona in three consecutive elections.

Sinema is among a trio of moderate Senate Democrats who have sometimes used their leverage in an evenly divided chamber to block or blunt some of Biden’s plans and nominees. They will also be among the party’s most vulnerable incumbents in 2024.

The other two senators, Joe Manchin of West Virginia and Jon Tester of Montana, will be running as Democrats in states that Trump handily carried in 2020.

Manchin has already drawn a GOP challenger in U.S. Rep. Alex Mooney, who declared a week after winning reelection that he was setting his sights on higher office. Manchin has not yet said whether he’ll run for reelection.

Republicans see Tester, a three-term senator, as vulnerable, and the oppor tunity to run for the seat could draw a fierce primary contest between former Interior Secretary Ryan Zinke and Rep. Matt Rosendale. Zinke, who won a House seat in this year’s midterm elections, said he will decide whether to run next year, and Rosendale declined to answer.

Tester has not announced if he will seek another term but has said he anticipates 2024 will be just as tough as his last race in 2018, when he beat Rosendale in a close contest.

In Pennsylvania, Democratic U.S. Sen. Bob Casey has not said whether he intends to run for a fourth term. Casey easily won reelection in 2018, but Pennsylvania has been competitive for Republicans, including in this year’s Senate race won by Democrat John Fetterman.

One potential Republican challeng er whose name has been floated in Pennsylvania is former hedge fund CEO David McCormick, who narrowly lost the Republican primary in this year’s race to celebrity heart surgeon Dr. Mehmet Oz. McCormick advisers declined to comment on that prospect. Conservative activist Kathy Barnette, who finished a close third in the Republican primary, didn’t respond to messages about whether she’s considering a 2024 campaign.

Wisconsin, which saw Republican Sen. Ron Johnson narrowly win reelection this year, is also expected to have another competitive Senate race in two years.

Democratic Sen. Tammy Baldwin is widely expected to seek a third term but has not officially announced. There are no official Republican candidates, but U.S. Rep. Mike Gallagher has been talked about as a possibility.

Gallagher brushed off a query about whether he was considering challeng ing Baldwin, saying in a statement that he was focused on tackling issues like inflation and the border over the next two years after having just won reelection.

“Any talk of the next election, espe cially since we just had an election, distracts from the serious work we need

to do,” he said.

A number of high-profile Republican senators will also be up for reelection in 2024, including Ted Cruz of Texas, Josh Hawley of Missouri and Rick Scott of Florida.

On the Democratic side, a number of the party’s former presidential candidates will face voters. Massachusetts Sen. Elizabeth Warren, Minnesota Sen. Amy Klobuchar and New York Sen. Kirsten Gillibrand have all said they plan to seek another term.

Vermont independent Sen. Bernie Sanders, who caucuses with Democrats and is one of the most influential progressives in Congress, has not said if he intends to run for reelection.

In Utah, former presidential candidate Mitt Romney will face his first Senate reelection bid — if he chooses to run.

Romney remains popular with many residents in Utah but has faced backlash from his own party for being the only Republican who voted twice to remove Trump from office after his two impeach ments by the House.

When asked if Romney planned to run for reelection, his spokesperson Arielle Mueller did not offer any detail on his plans, saying instead that the senator was focused on tackling “significant challenges facing the country.”

Utah Attorney General Sean Reyes, a Republican who has been a Trump ally, is one of the GOP figures who has been seen as a potential 2024 Senate candidate in the state. Reyes’ longtime political consultant Alan Crooks wouldn’t say whether the attorney general will launch a campaign but argued he was getting pressure from within Utah and outside the state to have him run.

“He’s certainly set up to run, but it does not mean he’s considering it,” Crooks said.

Flagpole removed from Old State Capitol

Project is part of ongoing histor- ic renovation

SPRINGFIELD – People walking through downtown Springfield on Monday morning looked up to an unusual sight – a helicopter hovering over the Old State Capitol, dropping a rope and lifting away the flagpole that sat atop the bronze-colored dome.

“We took off the flagpole of at the Old State Capitol today in preparation for a new automated one that will be going up probably in a few months,” said Troy Gilmore, assistant site superintendent for the Springfield State Historic Sites with the Illinois Department of Natural

Resources.

The operation took fewer than 15 minutes and was part of an ongoing renovation project that has kept the historic building shrouded behind scaf folding for about two years. The project involves repairing roof leaks, repairing and replacing windows, and replacing portions of the columns known as “capi tals” – the decorative portions at the top of Corinthian columns.

Gilmore said replacing the manually controlled flagpole with an automated one will improve safety for workers who raise and lower the flag to half-staff or full staff when occasions call for it.

The Old State Capitol, located a few blocks northeast of the current Statehouse, was used by lawmakers from 1840 to 1876. It was the Capitol when

Abraham Lincoln served in the Illinois House and it is where he delivered his famous “House Divided” speech in 1858 after accepting the Republican Party nomination for the U.S. Senate.

Gilmore said that when the legislature left the building in 1876, it was purchased by Sangamon County, which operated it for the next 90 years, during which time it made several substantial changes.

“The most drastic change that the county made was in 1900, when they raised the building up 11 feet taller than it even stands today,” he said. “And that was to add another level of offices on the ground floor. So, after 1902 you walked straight into the building off of the street level, you didn’t even walk up the steps as you would have today.”

The state of Illinois purchased the

building in 1966 and launched a threeyear restoration project to return the building to its original state, a project that involved taking the building apart and rebuilding it piece-by-piece.

Gilmore said the current renovation project will soon move into its second phase, which will involve removing asbestos from the boiler rooms and installing new restrooms for the first time since the 1960s.

He did not offer an estimate of when the entire project will be complete.

Bears fizzle on offense with Fields out, Siemian in vs. Jets

EAST RUTHERFORD, N.J. (AP) — Justin Fields was ruled out and Trevor Siemian was prepared to step in as the Chicago Bears’ starting quarterback.

Until something went wrong early in warmups.

Siemian strained his oblique before the Bears’ 31-10 loss to the New York Jets on Sunday. And then Chicago announced Nathan Peterman, just elevated Saturday from the practice squad, would get the start.

But then Siemian gritted through his oblique injury and threw on the sideline, along with Peterman.

“Throwing, something wasn’t right,” Siemian said. “It flared up on me. Got back in the locker room, figured something wasn’t right but I gave it a go. ... I didn’t get a shot. Just some medicine.”

And he got the start, after all.

“When you’re a passer, that’s obvi ously a big issue to throw the ball down the field,” coach Matt Eberflus said of Siemian’s injury. “He came in and got some medication, thought it was going to be OK. He went through pregame warmup, he came back in and felt he was OK.

“And Nate was ready to go the whole time.”

Siemian acknowledged the injury bothered him a bit during the game, and he finished 14 of 25 for 179 yards with one touchdown and an interception. He was also sacked twice.

“Honestly, I’m more embarrassed to get an injury,” he said after his first start since last season while with New Orleans. “You’ve got guys in there in Week 12 or 13 going through hell. And I had a non-contact thing show up.”

Either way, the Bears clearly missed Fields, who sat out with an injured left shoulder and watch the Jets’ defense tee off on Siemian and the offense.

“We think that he’s getting better, every single day,” Eberflus said. “At game time today, he wasn’t ready to perform and protect himself. We’ll see how it goes. I think we’ll leave it day to day.”

The Bears (3-9) could certainly use him, especially after losing their fifth straight. Chicago heads home to host Aaron Rodgers and the Green Bay Packers next Sunday, but likely won’t know if they’ll have Fields under center until later in the week.

“If he keeps progressing,” Eberflus

said, “he has an opportunity to do so.”

Fields, who’s having a produc tive second NFL season, injured his non-throwing shoulder in Chicago’s 27-24 loss to Atlanta last Sunday. After being listed as questionable on the team’s final injury report Friday, Fields made the trip with the team to New York and threw lightly on the field at MetLife Stadium. But Chicago officially ruled him out 90 minutes before kickoff.

“We went with the medical staff and we decided it was in the best interests of Justin, and also for the Chicago Bears, that he was inactive today,” Eberflus said. “It comes down to one thing: It’s strength. He didn’t have the strength to protect himself in the game properly and to perform the way he wanted to perform.

“So that was really the gist of that right there.”

Fields said earlier this week his injury is a shoulder separation with ligament damage within the AC joint. While it’s his non-throwing shoulder, he was experi encing some pain on his follow-through when he threw.

Entering this week, Fields ranked fifth in the NFL in rushing with 834 yards to lead all quarterbacks. He has run for

seven touchdowns this season, including six in his last five games. He also joined Arizona’s Kyler Murray as the only QBs in the Super Bowl era with both a passing and rushing touchdown in five straight games.

With Siemian leading the offense Sunday, the Bears gained just 292 total yards and went 4 of 13 on third down. But they got off to a solid start with Chicago scoring 10 points on its first two possessions.

“The first half, I thought we started out well,” Eberflus said. “Trevor came in there, was our starter and did a nice job. We ended up scoring on our first two series, which was excellent.”

But the Bears couldn’t manage much else on offense after that.

“Obviously, the second half wasn’t good enough for either side of the ball,” Eberflus said. “There’s no excuses. No explanation. It just wasn’t good enough.

“I told the guys in the locker room, we’re better than that, that we’ve got to perform better in the second half — and that’s all phases.”

Final garden tasks for December

December in northern Illinois can still provide you with the ability to complete those fall tasks that were delayed. As we’ve had milder conditions in November and with the ground not frozen, there is still some time to get outdoors and work in the garden beds. While planting a cover crop or starting seeds in the garden would not work, there are certain tasks that could potentially occur based on the lack of snow cover.

You may still have the ability to plant

garlic. Though it should be planted by the end of October, your growing area may not be frozen just yet and have the ability to plant garlic cloves. Cloves should be planted 3-6 inches down a row and double their height in the soil. You should cover your garlic with 4-6 inches of mulch (straw, shredded leaves).

While you are covering your garlic beds, plan to cover your other garden beds. Leaving these exposed to the elements may increase loss of good soil benefits. Adding a mulch layer will help with weed control in the spring and break down into the soil for good benefits. Leaves

work well here and could be combined with aged manure/finished compost to enhance breaking down into the soil.

Fruit tree pruning could begin in mid-December. These trees need to enter dormancy in order for you to do any pruning. As a reminder, your goal is to remove between 30-40% of the tree limbs each year. Depending on the age and height of the tree, this may be a lot or very little. With pruning, the goal is to help the tree produce better quality of fruit which is enhanced when you are pruning the fruit trees in a certain shape. For apples-pears, you are looking to create a Christmas tree

type shape with a central leader while stone fruit (peach, plums, cherry) are best with an open-center. I’ll have more overview on pruning in the next month.

This could be a good time to assess your current seed packets as the seed catalogues are coming in the mail for 2023. I already received one of them in the last week. A seed packet you used in 2022 should still be good for 2023. If it’s 3-4 years old, it may be time to purchase new seeds if there is a particular variety you like.

Winter and energy

Several political commentators have expressed shock over the outcome of the midterm elections as Democrats fared better than expected in both the national elections and those in the Midwest region, which includes Illinois, Indiana, Iowa, Michigan, Minnesota, North Dakota, Ohio, South Dakota and Wisconsin. The Environmental Law and Policy Center hosted a webinar featuring the post-election views of Peter Giangreco who specializes in campaign management and Lynn Sweet, the Washington Bureau Chief for the Chicago Sun Times.

It was pointed out that money from the Federal Government for energy and environmental projects already in the pipeline will continue to flow. Protecting the Great Lakes has bipartisan support which is expected to continue. Since all the existing governors in the region retained their o�ces and have had some

cooperative projects in the past, reaching additional agreements on regional concerns should be facilitated.

Some of the potential projects to be addressed in the Midwest include wind farms in some portions of the Great Lakes. EV charging stations are increasing and could benefit from developing regional plans for their deployment, particularly along interstate highways. Water issues to address include chemical contamination and toxic algae outbreaks in the shallow waters of Lake Erie and Green Bay. Lead pipe removal programs should accelerate in the north side of Milwaukee, an area of concern. As wetlands are fi lled and developed, drainage which carries pollutants into the Great Lakes increases. The need to decarbonize buildings was also mentioned as was the potential for high speed rail service.

In a follow up to the webinar, Howard Learner, Executive Director of the ELPC, elaborated on some potential projects of regional concern including restoration of

the Great Lakes, higher speed passenger rail network and energy e�ciency.

Highlighting energy efficiency is significant in that the current emphasis on renewable energy tends to overlook numerous opportunities to retrofit existing buildings of all types to cut energy consumption, reduce pollution and save money. Saving energy remains the best, fastest and least costly low technological approach available. It keeps energy dollars in the community.

With the dramatic rise in energy costs it is particularly important to implement simple energy saving strategies today. According to a report by the IEA doubling the rate of energy e�ciency improvements seen in the last decade by 2030 would slash global energy use by the amount used by China every year.

Making homes and buildings warmer and cheaper to heat limits our dependence on energy providers such as oil, gas and electric utilities. A well-insulated building can also decrease the need to

air condition during the heat of summer.

Upgrading insulation and weather stripping buildings are relatively low cost energy solutions. But they still require funds to implement. Nine billion dollars from the Inflation Reduction Act will begin being released in 2023 for residential energy and electrification programs including contractor training grants.

However, winter weather is on its way and there are reports of people having to wait a month without heat for the arrival and installation of an essential part of their heating system. There are also increased costs of wood as well as lack of wood supplies. For some families the need for heat is now, not next year.

There is plenty of winter ahead of us and communities should be holding energy savings fairs to help citizens cope with high energy costs by providing them with information, products and programs to assist them.

Hawaii’s Mauna Loa erupts, officials warn people to prepare

HONOLULU (AP) — The world’s largest active volcano was erupting Monday and wasn’t immediately threatening commu nities on Hawaii’s Big Island, but officials warned residents to be ready for worse.

Many current residents weren’t living there when Mauna Loa last erupted 38 years ago. The U.S. Geological Survey warned the roughly 200,000 people on the Big Island that an eruption “can be very dynamic, and the location and advance of lava flows can change rapidly.”

The eruption began late Sunday night following a series of fairly large earthquakes, said Ken Hon, the scien tist-in-charge at the Hawaiian Volcano Observatory.

There’s been a surge of development on the Big Island in recent decades — its population has more than doubled, from 92,000 in 1980.

Most of the people on the island live in the city of Kailua-Kona to the west of the volcano, which has about 23,000 people, and Hilo to the east, with about 45,000. Officials were most worried about several subdivisions about 30 miles to the south

of the volcano, which are home to about 5,000 people.

A time-lapse video of the eruption from overnight showed lava lighting up one area, moving across it like waves on the ocean.

The U.S. Geological Survey said that the eruption had migrated to a rift zone — a place where the mountain rock is cracked and relatively weak — making it easier for magma to emerge.

An eruption from the zone could send lava toward the county seat of Hilo or other towns in East Hawaii but it could take the lava weeks or months to reach populated areas.

“We don’t want to try and second-guess the volcano,” Hon said. “We have to let it actually show us what it’s going to do and then we inform people of what is happening ASAP.”

Hawaii County Civil Defense announced that it had opened shelters because it had reports of people evacuating from along the coast on their own initiative.

The average Mauna Loa eruption is not typically prolonged, lasting a couple of weeks, Hon said.

“Typically, Mauna Loa eruptions start

off with the heaviest volume first,” Hon said. “After a few days, it starts to calm down a little bit.”

The USGS warned residents at risk from Mauna Loa lava flows to review their eruption preparations. Scientists had been on alert because of a recent spike in earthquakes at the summit of the volcano, which last erupted in 1984.

Portions of the Big Island were under an ashfall advisory issued by the National Weather Service in Honolulu, which said up to a quarter-inch (0.6 centimeters) of ash could accumulate in some areas.

Mauna Loa is one of five volcanoes that together make up the Big Island of Hawaii, which is the southernmost island in the Hawaiian archipelago.

Mauna Loa, rising 13,679 feet (4,169 meters) above sea level, is the much larger neighbor of Kilauea, which erupted in a residential neighborhood and destroyed 700 homes in 2018. Some of its slopes are much steeper than Kilauea’s, so lava can flow much faster when it erupts.

During a 1950 eruption, the mountain’s lava traveled 15 miles (24 kilometers) to the ocean in fewer than three hours. Tourism is Hawaii’s economic engine

but Roth predicted few problems for those on vacation during the eruption.

“It will be spectacular where it is, but the chances of it really interrupting the visitor industry — very, very slim,” he said.

For some, the eruption might cut down on some travel time, even if there is more volcanic smog caused by higher sulfur-dioxide emissions.

“But the good thing is you don’t have to drive from Kona over to Hawaii Volcanoes National Park to see an erup tion anymore,” Roth said. “You can just look out your window at night and you’ll be able to see Mauna Loa erupting.”

Julia Neal, owner of Pahala Plantation Cottages, said the eruption brings some relief after many preparedness meetings, and much wondering about what the volcano will do.

“It’s exciting,” she said. “It’s kind of a relief that it’s happening and we’re not waiting for it to happen.”

A few future guests from the U.S. mainland called Neal “asking me to make a prediction, which I can’t,” she said. “So I said, just stand by.”
