Candidate filing began Monday, signaling official start of 2024 election cycle Party candidates will file petitions to get on the 2024 primary ballot By Dilpreet Raju

Monday morning marked the official beginning of the 2024 election cycle in Illinois, opening up the week-long period when candidates for local, state, congressional and judicial races are required to turn in the signatures they’ve spent the last two months collecting to get on the ballot. The first day of petition filing has traditionally taken on a party atmosphere, as candidates and staff line up outside the Illinois State Board of Elections office in Springfield, where the line often reaches past the Chuck E. Cheese storefront, roughly 100 yards down from the board’s entrance in the capital city strip mall. Those who get in line before 8 a.m. are entered into a lottery drawing to be placed atop the ballot for their respective position. The lottery drawing is scheduled for Dec. 13. Though many candidates line up before filing opens, elections board spokesperson Matt Dietrich said he hasn’t seen any studies that prove being first on a primary ballot actually provides any advantage. “Primary voters tend to be the most informed voters,” he said. “So these are the voters are most likely to know which candidates are on their primary ballot and they’re the voters who are most likely to have already made up their minds before they go into the polling place.” Still, “political candidates, if they sense that there may be any type of advantage to something, they’ll go out of their way,”

Dietrich said. Some candidates also try for another myth of advantage by waiting until the last hour of the last day of the filing period, Dec. 4 from 4 to 5 p.m. This pool of candidates is entered into a lottery to be at the bottom of the list in their respective races. Candidates can file petitions to be on the ballot from Nov. 27 through Dec. 4 at the elections office for any of the 17 U.S. House of Representatives seats, 141 Illinois General Assembly seats or 77 judicial vacancies. After filing, the board opens a period for challenges to candidate petitions. Typically, opponents or party operatives will attempt to knock a newcomer off the ballot for signatures that may not have been collected properly, or in some cases are proven to be fraudulent. The board will certify the primary ballot at its January meeting and the primary election is scheduled for March 19. This filing day signals a return to normal from the last state election cycle, which was slowed by delays in 2020 U.S. Census data that caused a chain reaction — slowing the process of redistricting in 2021 and changing Illinois’ typical mid-March primary to a June primary last year. Instead of the usual November candidate filing in 2021, the Board of Elections pushed it to March 2022. Dietrich said it was necessary as candidates needed the new maps — which had been challenged in court — finalized before they could start passing petitions for the new districts they sought to run in.

Even before petitions are filed, election authorities in Illinois are trying to get ahead of both conspiracy theories and genuine questions about election security and integrity that have continue to circulate and evolve on social media during the past several election cycles. In late September a number of downstate county clerks hosted a series of coordinated news conferences to send the message that if constituents are concerned about election integrity, they should visit their local county clerk’s office to learn how the process is actually handled from start to finish. In a Capitol Cast interview this fall, Tazewell County Clerk John Ackerman said that since 2016, county clerks throughout the state of Illinois have seen “unprecedented attention focused on elections.” “A lot of misinformation [is] being placed out there,” Ackerman said. “Two presidential cycles in a row. Before we got to the third one, if you just keep doing the same thing, you’ll get the same result.” Ackerman said he tries to tell people, “you know who we are, we’re in the community, our kids go to the same schools, we shop at the same supermarkets.” On the podcast in September, Dietrich emphasized that the work of running elections is largely decentralized; the Board of Elections only provides administrative support to Illinois’ 108 local election authorities. ”They do all of the voter registration, they do all of the voter list maintenance on a daily basis, they recruit the election judges, they rent out the polling places,” he said. One increased securit y measure requires that no one except Board of Elections employees and candidates filing their signatures will be allowed in the petition filing room next week. The 2024 Illinois general primary election is March 19. Registered voters can begin requesting mail-in ballots Dec. 20, according to the Illinois State Board of Elections calendar. ELMSFORD, N.Y. (AP) — When Sean Rafferty got his start in the grocery business, anything that wasn’t sold got tossed out. But on a recent day, Rafferty, the store manager for ShopRite of ElmsfordGreenburgh in New York, was preparing boxes of bread, donuts, fresh produce and dairy products to be picked up by a food bank. It’s part of a statewide program requiring larger businesses to donate edible food and, if they can, recycle remaining food scraps. “Years ago, everything went in the garbage ... to the landfills, the compactors or wherever it was,” said Rafferty, who has 40 years in the industry. “Now, over the years, so many programs have developed where we’re able to donate all this food ... where we’re helping people with food insecurities.” New York is among a growing number of states targeting food waste over concerns it is taking up diminishing landfill space and contributing to global warming as meat, vegetables and dairy release the greenhouse gas methane after being dumped in a landfill. Rescuing unwanted fruits and vegetables, eggs, cereals and other food also helps to feed hungry families. Globally, about a third of food is wasted. In the United States, it’s even higher, at 40%, according to the Harvard Food Law and Policy Clinic. The U.S. spends about $218 billion each year growing and producing food that is wasted. About 63 million tons (57 million metric tons) goes to waste, including 52.4 million tons (47.5 million metric tons) that ends up in landfills and 10 million tons (9 million metric tons) never harvested from farms. “What’s shocking to people often is not only how much we waste ... but also the impact,” said Emily Broad Leib, a Harvard University law professor and director of the school’s Food Law and Policy Clinic. “Food waste causes about 8% to 10% of global greenhouse gas emissions.” Broad Leib says 20% of water in the U.S. is used to grow food “that we then just throw away, so we’re basically taking water and putting it directly into a landfill.” But she and others also note there is growing awareness of the need to do something about food waste in the U.S.

In 2015, the U.S. Department of Agriculture and Env ironmental Protection Agency announced a goal of 50% food waste reduction by 2030. That has prompted a number of state-led initiatives, along with smaller, nonprofit efforts. Ten states and the District of Columbia have passed legislation or executed policies to reduce, compost or donate waste. All 50 states have passed legislation shielding donors and recovery organizations from criminal and civil liability linked to donated food. California and Vermont have launched programs converting residents’ food waste into compost or energy, while Connecticut requires businesses, including larger food wholesalers and supermarkets, to recycle food waste. Farmers in Maryland can get a tax credit of up to $5,000 per farm for food they donate. Several states have joined New York in setting up systems allowing food to be donated. Rhode Island requires food vendors servicing education institutions to donate any unused food to food banks, while Massachusetts limits the amount of food that businesses can send to landfills, which Broad Leib said has increased food donations in the state by 22% over two years. New York’s program is in its second year, and state officials believe it’s having a significant impact. As of late October, the program had redistributed 5 million pounds (2.3 million kilograms) of food — the equivalent of 4 million meals — through Feeding New York State, which supports the state’s 10 regional food banks and is hoping to double that number next year. Among those required to donate food include colleges, prisons, amusement parks and sporting venues. “Certainly, we should be reducing the amount we waste to start with, but then we should be feeding people before we throw food away if it’s good, wholesome food,” said Sally Rowland, supervisor with the state Department of Environmental Conservation’s Organics, Reduction and Recycling section. “To me, it’s a commonsense kind of thing and I think it’s just kind of built that momentum of people understanding about how much food we’re really wasting.” New York’s Westchester County has eight refrigerated trucks that pick up all

types of perishable food, according to Danielle Vasquez, food donations coordinator for Feeding Westchester, one of the state’s food banks. The group started working with businesses in 2014 but has seen participation ramp up since the donation law went into effect last year. Much of the food collected goes to nearly 300 programs and partners throughout the county, including a mobile food pantry and the Carver Center, a nonprofit serving Port Chester’s families and children, which has a pantry. “This time of year is very important for us and a lot of families across Westchester,” Vasquez said. “There is the high cost of food. There is a high cost of living. Westchester is a very expensive county to live in. ... We are here to supplement our families as much as we can so, that way, they can focus that money on paying their bills.” Among those visiting the Carver Center earlier this month was Betsy Quiroa, who lamented how the cost of everything had gone up since the coronavirus pandemic. She was counting on getting milk, eggs, fruits and vegetables during her visit and said she didn’t care if the produce was dented or slightly damaged. “Coming here is good,” said Quiroa, a mother of four who relies on Social Security. “If you are not working, you buy nothing. This is the problem.” Despite New York’s success, advocates for food waste worry not enough is being done to meet the 2030 goal. Broad Leib and others have called for a national effort to coordinate the various state and local policies. There is a goal, “but we don’t really have a great roadmap ... and how we’re going to actually achieve that end goal by 2030, which is kind of crazy,” Broad Leib said, adding that a one-person liaison office in the USDA isn’t sufficient to address the problem. Kathr yn Bender, a Universit y of Delaware assistant professor of economics, said donation programs are helpful, but she worries they might shift the burden from businesses to nonprofits, which could struggle to distribute all the food. “The best solution for food waste is to not have it in the first place,” Bender said. “If we don’t need to produce all that food, let’s not put all the resources into producing that food.”

Ukraine has a new way to get its grain to the world despite Russia’s threat in the Black Sea By Hanna Arhirova and Courtney Bonnell Associated Press

KYIV, Ukraine (AP) — Grain thunders into rail cars and trucks zip around a storage facility in central Ukraine, a place that growing numbers of companies turned to as they struggled to export their food to people facing hunger around the world. Now, more of the grain is getting unloaded from overcrammed silos and heading to ports on the Black Sea, set to traverse a fledgling shipping corridor launched after Russia pulled out of a U.N.-brokered agreement this summer that allowed food to flow safely from Ukraine during the war. “It was tight, but we kept working … we sought how to accept every ton of products needed for our partners,” facility general director Roman Andreikiv said about the end of the grain deal in July. Ukraine’s new corridor, protected by the military, has now allowed him to “free up warehouse space and increase activity.” Growing numbers of ships are streaming toward Ukraine’s Black Sea ports and heading out loaded with grain, metals and other cargo despite the threat of attack and floating explosive mines. It’s giving a boost to Ukraine’s agriculture-dependent economy and bringing back a key source of wheat, corn, barley, sunflower oil and other affordable food products for parts of Africa, the Middle East and Asia where local prices have risen and food insecurity is growing. “We are seeing renewed confidence among commercial operators keen to take Ukrainian grain cargoes,” said Munro Anderson, head of operations for Vessel Protect, which assesses war risks at sea and provides insurance with backing from Lloyd’s, whose members make up the world’s largest insurance marketplace. Ihor Osmachko, general director of Agroprosperis Group, one of Ukraine’s biggest agricultural producers and exporters, says he’s feeling “more optimistic than two months ago.” “At that time, it was completely unclear how to survive,” he said. Since the company’s first vessel departed in mid-September, it says it has shipped more than 300,000 metric tons of grain to Egypt, Spain, China, Bangladesh, the Netherlands, Tunisia and Turkey. After ending the agreement brokered by the U.N. and Turkey, Russia has attacked Ukraine’s Black Sea ports — a vital connection to global trade — and grain infrastructure, destroying enough food

to feed over 1 million people for a year, the U.K. government said. The risk to vessels is the main hurdle for the new shipping corridor. Russia, whose officials haven’t commented on the corridor, warned this summer that ships heading to Ukraine’s Black Sea ports would be assumed to be carrying weapons. U k r a i n i a n P r e sident Volo d y my r Zelenskyy said that allies had agreed to provide ships to help his country protect commercial vessels in the Black Sea but that more air defense systems were needed. “Air defense is in short supply,” he told reporters Saturday at an international food security summit in Kyiv. “But what’s important is that we have agreements, we have a positive signal and the corridor is operational.” While a deadly missile strike on the port of Odesa hit a Liberian-flagged commercial ship this month, not long afterward, insurers, brokers and banks teamed up with the Ukrainian government to announce affordable coverage for Black Sea grain shipments, offering shippers peace of mind. Despite such attacks, Ukraine has exported over 5.6 million metric tons of grain and other products through the new corridor, U.S. Ambassador to Ukraine Bridget Brink tweeted Friday. Before the war, it was nearly double that per month, Ukrainian Deputy Economy Minister Taras Kachka said. “The way that they’re transporting right now, it’s certainly much more expensive and time consuming,” said Kelly Goughary, a senior research analyst at agriculture data and analytics firm Gro Intelligence. “But they are getting product out the door, which is better than I think many were anticipating with the grain initiative coming to an end,” she said. Farmers also are facing low prices for their grain, which makes sending trucks to Odesa’s often-attacked port not worth the risk for one agricultural company near the front line. Instead, Slavhorod, which farms near the border with Russia in the Sumy province that faces daily shelling, has chosen to store its peas, wheat, soybeans, sunflower and corn in warehouses. There’s risk in keeping the 3,500-hectare (8,650-acre) farm running at all: Signs warned of explosive mines near where workers were collecting corn in a field 3

kilometers (nearly 2 miles) from Russia. But “who, if not us? It’s the only industry that brings some income to the country,” said Slavhorod’s chief agronomist, Oleksandr Kubrakov, who survived driving over a mine last year. But it’s becoming increasingly challenging to maintain morale. “This year, there is less enthusiasm because grain prices are low, the product remains near the border and at any moment” it could be destroyed, he said. “It’s a big risk.” Since the war started, Ukraine has struggled to get its food supplies to countries in need. Even during the yearlong U.N. deal, when Ukraine shipped nearly 33 million metric tons of food, Russia was accused of slowing down ship inspections required to be done by all sides. “That corridor worked in an unpredictable way for us,” said Mykola Horbachov, president of the Ukrainian Grain Association. Now, the Ukrainian military decides when it’s safe to sail. “This may incur additional costs, but it is still more predictable than it was before,” Horbachov said. Osmachko of Agroprosperis Group agrees. Before the invasion, the exporter paid $50 per metric ton to ship grain through the Black Sea. Alternatives since the war – including river routes through Europe – cost the company nearly three times more, Osmachko said. Under Ukraine’s new corridor, the company pays $70 to 80 per metric ton. “It’s more efficient, more profitable,” he said. Plus, Ukraine’s shipping corridor

allows vessels to travel less in dangerous areas compared with the grain deal and avoid those often-delayed inspections, said Anderson of Vessel Protect. Agroprosperis Group no longer needs to pay for ships to wait around. Inspection delays cost the company $30 million in losses during the yearlong grain deal, Osmachko said. While the delays are gone, there still “is military risk, safety risk, war risk. And not all of the insurance companies are ready to take this risk,” Osmachko said. To ease that hurdle, an insurance program launched this month to provide affordable coverage to shippers carrying food from Ukraine’s Black Sea ports. The partnership between insurance broker Marsh McLennan, Lloyd’s, two Ukrainian state banks and the government offers up to $50 million for each of two types of coverage protecting against damage and other losses. In another boost, a humanitarian program was extended Saturday that donates Ukrainian grain to nations facing food shortages with support from countries worldwide. Next, it will bring enough grain to help nearly 400,000 people in Nigeria, Zelenskyy said. The goal for the new shipping corridor is to export at least 6 million metric tons of grain a month, Ukrainian Agriculture Minister Mykola Solskyi said. It has a lot of work to do: Ukraine exported 4.3 million metric tons of grain in October through all routes, the ministry said. “We maintain cautious optimism, based on the fact that we have been fighting before and will continue to fight further,” he said.

Movie,’ it’s not anywhere near as fun as it would be to play it.” — Todd Haynes’ “May December” is a deliciously disquieting drama loosely based on a stranger-than-fiction true story. Haynes’ film, which debuts Friday, Dec. 1, on Netflix, is inspired by Mary Kay Letourneau, the teacher who went to jail in 1997 for a sexual relationship with a student, only to later marry him. In “May December,” Julianne Moore and Charles Melton play a couple years past a similar scandal, while Natalie Portman portrays an actress who’s come to research them for an upcoming film. As Robin you have an arsenal of high-tech arrows, and you can invite three friends to the fray: metal-fisted brawler Little John, speedy assassin Maid Marian and mace-wielding healer Friar Tuck. This isn’t Disney’s Robin Hood (or Kevin Costner’s, for that matter). The rebellion begins Thursday on Xbox X/S, PlayStation 5 and PC. — The soldiers in Last Train Home aren’t out to save the world; they just want to get out of Russia after the end of World War I. Growing crimson: Adding cranberry plants to the backyard BY GRANT MCCARTY CONTRIBUTOR

As you sat around your Thanksgiving table last week, you may have looked at the crimson berries, either from a can or freshly prepared, and wondered if this berry could be grown in your backyard for next year. The answer is yes with some caveats and patience. Many of the cranberries that end up on the Thanksgiving table come from Wisconsin. Considered the US cranberry capitol, Wisconsin produces cranberries on 21,000 acres over 20 counties in lush bogs that employ nearly 7,000 people. Some of these bogs can be seen if you drive from Madison to Minneapolis on

I-94. The climate of Wisconsin with cold winters and moderate summers provide an ideal environment. So very similar to what we see in Northern Illinois. Unlike other berries, the bogs are essential to growth and harvest, allowing for the plants to thrive and to facilitate harvest when the bogs are flooded and the berries float to the surface. To replicate this type of growing experience for your backyard cranberries will require some troubleshooting. The berries need sandy and acidic soils between 4 and 5 which is fairly similar to blueberries. Most likely your soil pH is between 6 and 7 and you have more of a silty-clay soil; so you’ll need to spend

some time lowering the soil pH and adding organic matter. Cranberries thrive in full sunlight and would need a very sunny spot in your backyard. To promote pollination, consider planting multiple varieties of cranberry vines to ensure cross-pollination, which enhances berry production. Cranberries require consistently moist conditions, and creating a bog-like environment in your backyard is essential. Installing a drip irrigation system can help maintain the right moisture levels without waterlogging the soil. Additionally, adding organic matter such as peat moss can enhance soil acidity and mimic the conditions found in Wisconsin bogs.

Re com mende d v a r iet ie s i nc lude ‘Stevens’ and ‘Pilgrim’ which are both traditional, low-growing cranberries. The ‘American’ cranberry is upright, reaching 5-6 feet in height. Yields should begin 1-2 years after planting. Expected yields from traditional cranberry plants are 1-2 lbs of fruit. While cranberries can grow for you, you’ll need to focus on getting your soil just right before planting these berries. Once those conditions are reached, you’ll be on your way for robust cranberry harvests for years to come and fresh cranberries straight from the backyard on the Thanksgiving table. Throughout our careers as environmental advocates we recognized the links of environmental destruction to excessive consumption of fossil fuels. After we became owners of an old farm house we had it insulated to save the high cost of heating it. We replaced the old oil burning furnace with a wood burning one and added a propane furnace to provide supplemental heat. The high levels of insulation also reduced our cooling needs during the heat of summer. We use a window air conditioning unit during the day. As the outdoor temperature drops in the evening we turn on a whole house fan to remove heat from the house. Later we had a small 2 Kw solar system installed and continued to add to it. Reaching 10 Kw dramatically reduced our electric bills. We remain advocates of upgrading

insulation in existing buildings and adding photovoltaic systems to them. Given the large number of existing buildings, opportunities to add insulation remains an important way to cut energy consumption. Available rooftops o�er another significant opportunity to cut electrical energy consumption. While we benefit from existing incentives we also invested our personal funds in the solar system based on the environmental benefits of owning such a system. Later we invested in a battery system to provide a measure of energy security for times when grid service is disrupted. We also face the ongoing cost of maintaining our energy system which includes replacing both the inverter and the battery system as needed. We willingly made these investments to demonstrate what citizens can do to gain a measure of energy independence while improving local air quality. California has long been the national leader in the number of solar systems

installed on homes and businesses. But support for solar installations has been under attack as critics claim the costs of rooftop solar systems and net metering have increased electrical costs for everyone including low income people. Ignored in the attack on net metering are the benefits of increasing rooftop solar system to local energy security, improved air quality and reduced vulnerability to disruptions in supplies. Reducing incentives to net metering in California could increase the appeal of battery backup systems to save the excess energy produced during sunny times for later consumption. But investing in a battery backup system increases the cost of the solar system which would adversely impact low income electrical customers. Solar supporters and environmentalists disagree with the argument that incentive payments are driving up the cost of electricity as other factors contribute to cost increases. Utility electrical grids face rising costs from the damage inflicted on

them by increased intensity of storms, floods and fires associated with changing climatic conditions. Cost comparisons between large utility scale solar farms and small, distributed installations such as rooftop systems ignore the high cost of grid development to transmit electricity to distant markets. Other ways to reduce the rising cost of electrical service are non-wire alternatives. They include technologies and operating practices to reduce grid congestion and manage peak demand to avoid the need to invest in wires, poles and substations. Options include distributed energy resources including solar, microgrids, batteries, load management, demand response and energy e�ciency. Distributed rooftop solar systems are an important part of our e�orts to increase the use cleaner energy sources. Incentives including net metering accelerate their installation. Their use increases local energy security.
