Contextualizing cash bail’s end Researchers at Loyola University of Chicago add data to public safety conversation

SPRINGFIELD – While a new law overhauling Illinois’ system of pretrial detention continues to face scrutiny ahead of its Jan. 1 implementation date, new research suggests that the old cash-based system “results in much less pretrial detention than is generally assumed.”

That’s according to the Loyola University of Chicago Center for Criminal Justice, which has been measuring the potential effects of the provision commonly referred to as the Pretrial Fairness Act, which will abolish cash bail come Jan. 1.

“What we’ve found is that, while it’s true that many people are jailed under the current cash bail system, most jail stays are brief,” researchers wrote in an Oct. 26 brief that examined data from six counties.

“Most people pass through jails, being held for relatively short periods before bonding out — and that includes people charged with the kinds of serious offenses that are designated ‘detainable’ under the PFA.” The research is nonpartisan and not conducted for advocacy purposes.

It received funding from the National Institute of Justice, which is a research arm of the U.S. Department of Justice.

David Olson, a Loyola professor and Center co-director, spoke to Capitol News Illinois for an episode of the Capitol Cast podcast. Below is a list of questions covered in the conversation, along with other context from CNI’s previous reporting on the topic.

How will pretrial detention change under the new law?

The PFA, passed in 2021 as part of the SAFE-T Act criminal justice reform, will end the wealth-based system that decides whether an individual is released from custody while they await trial.

It replaces it with one that allows judges greater authority to detain individuals who are accused of violent crimes and deemed a danger to the community or a risk of fleeing prosecution. But the new system also limits judicial discretion when it comes to lesser, non-violent offenses.

Under current law, bail hearings typically occur within 72 hours of arrest and last fewer than five minutes. Prosecutors detail the defendant’s charges and may recommend a bail amount. The judge then

decides the conditions of their release, including how much money, if any, the defendant must post before their release.

“The concern is that in in some counties, there’s not sufficient time spent considering the decision at hand, …there isn’t adequate or sufficient legal representation at that point where an important decision about liberty is being made,” Olson said.

The PFA, he said, was designed to make detention hearings more deliberative.

That’s important, he said, because the subjects of the law are defendants who have only been charged with, not convicted of, a crime.

The new process will allow a prosecutor to petition the court for pretrial detention and a defendant is given the right to legal representation at their first hearing, with the detention hearing typically taking place within 24 or 48 hours of the first appearance in court.

Will more defendants walk free while awaiting trial because of the new law?

Olson said the research can’t predict whether more or fewer people will be jailed while awaiting trial once the PFA takes effect, but the makeup of jail populations is likely to change. It’s likely, researchers found, that lower-level defendants will spend less time in jail, while stays may get longer for those accused of violent crime because they can no longer free themselves on bail.

One study estimated that a judge would not have been able to detain the defendant in 56 percent of arrests that occurred statewide in 2020 and 2021 had the PFA been in place.

But another analysis showed only 19 percent of individuals with pending felony cases were in jail custody while awaiting trial on average from 2017 through 2019, with another 17 percent on electronic monitoring or pretrial supervision.

That means about 64 percent of individuals awaiting trial for felony charges over that timespan were living in the community without any sort of supervision, the study found.

“The important caveat to that, and I think what the law seeks to address, is that they spend some time in jail,” Olson said. “And even if they spent a few days in jail, it’s disruptive to their life. And we didn’t really achieve anything if we were thinking we were achieving public safety, because we only held them for one or two days before (they posted bond).”

Another study of Cook County data showed individuals charged with an

offense that would be non-detainable under the PFA paid an average of $1,646 to be released from jail in 2021. Individuals who could be held as flight risks under the PFA were required to pay an average of $4,846, while those detainable as risks to the community under the PFA could pay an average of $5,344 for release from jail.

So what are “detainable” offenses?

Under the PFA, police will maintain discretion to arrest and bring to the station any individual who is charged with a crime and deemed a threat to the public.

What’s new is that the law will create a presumption in favor of pretrial release for any individual charged with offenses for which a judge cannot deny pretrial release. That means officers are instructed to cite and release lower-level offenders who, under the officer’s discretion, are not deemed a threat to the community. They would be given instructions to appear in court within 21 days.

Once an individual is arrested, prosecutors may petition the court for pretrial detention. Once a judge receives that petition, their decision to detain would hinge on whether the state has proven “by clear and convincing evidence” that the defendant has committed a detainable offense.

Detainable offenses include non-probationable forcible felonies such as murder, aggravated arson, residential burglary, stalking, domestic battery, offenses where the abuse victim is a family or household member or if the defendant was subject to the terms of an order of protection, gun offenses and several specified sex offenses.

Persons deemed to be “planning or attempting to intentionally evade prosecution” may also be detained pretrial under what is called the “willful flight” standard if they’ve been charged with a crime greater than a Class 4 felony – such as property crimes, aggravated DUI and driving on a revoked license.

Olson noted the detention standards create a greater likelihood that individuals accused of domestic violence remain in jail than under current law. That’s one reason domestic violence victim advocacy groups, which helped craft the law, remain among its most ardent supporters.

“When we get to the domestic violence offenses, currently, they are detained to a degree but most post bond within a relatively brief period of time,” he said.

“So it may be under the law that more of them stay in pretrial detention for a longer period of time.”

UN chief, Gore, others give heated warnings in climate talks

SHARM EL-SHEIKH, Egypt (AP) — With the world on “a highway to climate hell with our foot on the accelerator,’’ the United Nations chief on Monday told dozens of leaders to “cooperate or perish,” singling out the two biggest polluting countries, China and the United States.

U.N. Secretary-General Antonio Guterres wasn’t alone in preaching with tones of fire and brimstone to try to shake up the world’s sense of urgency at this year’s annual U.N. climate conference.

“Choose life over death,” former U.S. Vice President Al Gore urged. “It is not time for moral cowardice.”

Some of the strongest pleas for action came from leaders of poor nations that caused little of the pollution but often get a larger share of the weather-related damage. Several called on developed nations for reparations, which in climate negotiations is called “loss and damage.”

“Africa should not pay for crimes they have not committed,” Central African Republic President Faustin Archange Touadera said, adding that rich nations were to blame for the climate problem.

“Climate change is directly threatening our people’s lives, health and future,” Kenyan President William K. Ruto said of the African continent, which he said is looking at $50 billion a year in climate change damage by 2050. Ruto said Kenya is choosing to not use many of its “dirty energy” resources even though it could help the poor nation financially, and has instead opted for cleaner fuels.

Loss and damage “is our daily experience and the living nightmare of millions of Kenyans and hundreds of millions of Africans,” Ruto said.

Seychelles President Wavel John Charles Ramkalawan said, “Like other islands, our contribution in the destruction of the planet is minimal. Yet we suffer the most.”

He called on wealthier countries to assist in repairing the damage.

Barbados Prime Minister Mia Mottley called for a massive overhaul of international development loans and a 10% tax on fossil fuel companies, which she said made “$200 billion in profits in the last three months.”

“I don’t need to repeat the horror and the devastation wrecked upon this Earth over the course of the last 12 months since we met in Glasgow,” Mottley said. “Whether the apocalyptic floods in Pakistan or the heat waves from Europe to China or indeed in the last few days in my own region, the devastation caused in Belize by Tropical Storm Lisa or the torrential floods a few

days ago in St. Lucia.”

Ahead of this year’s conference, known as COP27, leaders and experts have been ringing alarm bells that time is running out to avert catastrophic rises in temperature.

But the warnings may not have the impact of past meetings because of multiple other challenges pulling leaders’ attention — from midterm elections in the U.S. to the Russia-Ukraine war.

“In the fight for life on Earth, no one is a bystander,” said Jordan’s King Abdullah.

“Every contribution counts. COP27 has brought us together to link forces and stand our ground. We are at the beginning of a long, challenging and urgent transformation.”

More than 100 world leaders will speak over the next days at the gathering in Egypt, most from developing countries demanding greater accountability from the richest, most polluting nations. Much of their focus will be on telling their stories of devastation by climate disasters, including a speech Tuesday by Prime Minister Muhammad Sharif of Pakistan, where summer floods caused at least $40 billion in damage and displaced millions of people.

“Climate change will never stop without our intervention,” the summit’s host, Egyptian President Abdel Fattah el-Sissi, said.

El-Sissi, who also called for an end to the Russia-Ukraine war, was gentle compared to a fiery U.N. chief Guterres, who said the world “is on a highway to climate hell with our foot on the accelerator.”

He called for a new pact between rich and poor countries to make deeper cuts in emissions with financial help and phasing out coal by rich nations by 2030 and elsewhere by 2040. He called on the United States and China — the two biggest economies — to work together on climate, something they used to do until the last few years.

“Humanity has a choice: cooperate or perish,” Guterres said. “It is either a Climate Solidarity Pact — or a Collective Suicide Pact.”

But bad timing and world events hang over the gathering.

Most of the leaders are meeting Monday and Tuesday, just as the United States has a potentially policy-shifting midterm election. Then the leaders of the world’s 20 wealthiest nations will have their powerful-only club confab in Bali in Indonesia days later.

Leaders of China and India — both among the biggest emitters — appear to be skipping the climate talks, although underlings are here negotiating. U.S. President Joe Biden is coming days later than most other leaders on his way to Bali.

“There are big climate summits and little climate summits and this was never expected to be a big one,” said Climate Advisers CEO Nigel Purvis, a former U.S. negotiator.

United Kingdom Prime Minister Rishi Sunak was initially going to skip the negotiations, but public pressure and predecessor Boris Johnson’s plans to come changed his mind. King Charles III, a longtime environment advocate, won’t attend because of his new role. And Russia’s leader Vladimir Putin, whose invasion of Ukraine created energy chaos that reverberates in the world of climate negotiations, won’t be here.

Many European leaders who spoke Monday singled out Russia as the cause of the current energy and food crises, saying the war in Ukraine showed shifting to renewable energy was a matter of national security.

“We always want more” leaders, United Nations climate chief Simon Stiell told a Sunday news conference. “But I believe there is sufficient (leadership) right now for us to have a very productive outcome.”

In addition to the leaders’ speeches, the negotiations include “innovative’’ roundtable discussions that “we are confident, will generate some very powerful insights,” Stiell said.

Still, “the historical polluters who caused climate change are not showing up,’’ said Mohammed Adow of Power Shift Africa.

“Africa is the least responsible, the most vulnerable to the issue of climate change and it is a continent that is stepping up and providing leadership.”

“The South is actually stepping up,” Adow told The Associated Press. “The North that historically caused the problem is failing.’’

For the first time, developing nations succeeded in getting onto the summit agenda the issue of “loss and damage” — demands that emitting countries pay for damage caused by climate-induced disasters.

Niger ia’s Env i ronment M in ister Mohammed Abdullahi called for wealthy nations to show “positive and affirmative” commitments to help countries hardest hit by climate change. “Our priority is to be aggressive when it comes to climate funding to mitigate the challenges of loss and damage,” he said.

Leaders of poorer nations, joined by French President Emmanuel Macron, talked about the issue as one of justice and fairness.

“Our part of the world has to choose between life and death,’’ Tanzania President Samia Suluhu Hassan said.

Putin-linked businessman admits to US election meddling

By The Associated Press undefined Kremlin-connected entrepreneur Yevgeny Prigozhin admitted Monday that he had interfered in U.S. elections and would continue to do so — confirming for the first time the accusations that he has rejected for years.

“Gentlemen, we have interfered, are interfering and will interfere. Carefully, precisely, surgically and in our own way, as we know how to do,” Prigozhin boasted in remarks posted on social media.

The statement, from the press service of his catering company that earned him the nickname “Putin’s chef,” came on the eve of the U.S. midterm elections.

It was the second major admission in recent months by the 61-year-old businessman, who has ties to Russian President Vladimir Putin. Prigozhin has previously sought to keep his activities under the radar and now appears increasingly interested in gaining political clout — although his goal in doing so was not immediately clear.

White House press secretary Karine Jean-Pierre said Monday that Prigozhin’s comments “do not tell us anything new or surprising.”

“It’s well known and well documented in the public domain that entities associated with Yevgeny Prigozhin have sought to influence elections around the world, including the United States. The U.S. has worked to expose and counter Russia’s

malign influence efforts as we discover them,” she said, noting that Yevgeny has been sanctioned by the United States, the U.K. and the European Union.

“Part of Russia’s efforts includes promoting narratives aimed at undermining democracy and sowing division and discord. It’s not surprising that Russia would be highlighting their attempted efforts and fabricating a story about their successes on the eve of an election,” she added.

In September, Prigozhin also publicly stated that he was behind the Wagner Group mercenary force — something he also had previously denied — and talked openly about its involvement in Russia’s 8-month-old war in Ukraine. The military contractor also has sent its forces to places like Syria and sub-Saharan Africa.

Video also has emerged recently of a man resembling Prigozhin visiting Russian penal colonies to recruit prisoners to fight in Ukraine.

In 2018, Prigozhin and a dozen other Russian nationals and three Russian companies were charged in the U.S. with operating a covert social media campaign aimed at fomenting discord and dividing American public opinion ahead of the 2016 presidential election won by Republican Donald Trump. They were indicted as part of special counsel Robert Mueller’s investigation into Russian election interference.

The Justice Department in 2020 moved to dismiss charges against two of the indicted firms, Concord Management and

Consulting LLC and Concord Catering, saying they had concluded that a trial against a corporate defendant with no presence in the U.S. and no prospect of meaningful punishment even if convicted would likely expose sensitive law enforcement tools and techniques.

In July, the State Department offered a reward of up to $10 million for information about Russian interference in U.S. elections, including on Prigozhin and the Internet Research Agency, the troll farm in St. Petersburg that his companies were accused of funding. Prigozhin also has been sanctioned by the U.S. Treasury Department for election interference.

Until now, Prigozhin had denied Russian involvement in election interference.

Russian media, prisoner’s rights groups and relatives of prisoners this year reported an extensive effort by Wagner — and sometimes Prigozhin personally — to recruit convicts to fight in Ukraine.

Prigozhin hasn’t directly confirmed it, but said in one statement that “either (the Wagner private military company) and convicts, or your children” will be fighting on the front lines.

Last week, Wagner opened a business center in St. Petersburg, which Prigozhin has described as a platform for “increasing the defense capabilities” of Russia.

On Sunday, he also announced through Concord the creation of training centers for militias in Russia’s Belgorod and Kursk regions that border Ukraine.

“A local resident, like no one else, knows his territories, is able to fight

against sabotage and reconnaissance groups and take the first blow if necessary,” he said.

A one-time hot dog stand owner, Prigozhin opened a swanky restaurant in St. Petersburg that drew interest from Putin. During his first term in office, Putin took then-French President Jacques Chirac to dine at one of Prigozhin’s restaurants.

“Vladimir Putin saw how I built a business out of a kiosk, he saw that I don’t mind serving to the esteemed guests because they were my guests,” Prigozhin recalled in an interview published in 2011.

His businesses expanded significantly.

In 2010, Putin attended the opening of Prigozhin’s factory making school lunches that was built on generous loans by a state bank. In Moscow alone, his company Concord won millions of dollars in contracts to provide meals at public schools. Prigozhin has also organized catering for Kremlin events for several years and has provided catering and utility services to the Russian military.

When fighting broke out in eastern U k r a i ne b e t we en Ru s si a n-b a c k e d separatists and Kyiv’s forces in 2014, Prigozhin said through his spokespeople that he was seeking to “put together a group (of fighters) that would go (there) and defend the Russians.”

Russian laws prohibit the operation of private military contractors, but state media in recent months have openly reported on Wagner’s involvement in Ukraine.

How is judicial discretion limited by “non-detainable” offenses?

Under the PFA, there are no offenses that would be non-detainable in every circumstance. Even misdemeanors and other low-level offenses can result in detention if the defendant is already on pretrial release, probation or parole.

But for the most part, the law prohibits detention of individuals accused of committing lower-level, non-violent offenses. Olson used the example of vandalism, criminal trespass where the defendant is not deemed a threat, “someone stealing a six pack of beer,” small-amount felony drug possession or low-level retail theft offenses.

There are many levels of nuance to detainability, Olson added. For example, he noted, a homeless person who steals a purse might not be detained on robbery charges because it would be difficult to prove them to be a risk of willful flight.

But an armed robbery with a firearm would be a detainable offense under the dangerousness standard.

“Most arrests in Illinois are for relatively minor crimes,” he said. “It’s not the crimes that get much attention from the media or the public, but most arrests are for relatively minor crimes. And so the idea is divert those from the formal trappings of this process that take time and resources.”

Olson noted judges in many counties will have more options for setting release conditions for all defendants come Jan. 1 when the Illinois Supreme Court launches

its Office of Statewide Pretrial Services in about 70 counties that don’t currently offer such services.

Pretrial services and supervision can range from sending reminders about court appearances, to mandating monthly check-ins to confirm a defendant’s address, to providing transportation, to overseeing individuals placed on electronic monitoring.

Supervision may also include court orders for counseling or treatment programs and requiring face-to-face reporting to a pre-trial service officer.

Why not give judges greater authority to detain all individuals?

A frequent argument against the PFA from prosecutors and Republicans is that the new detainability standards are too limiting for judges. Some have requested Illinois implement a system similar to one adopted in New Jersey in 2017 which allows judges to detain even for misdemeanor crimes.

They’ve also argued that the standard for proving willful flight is too high and some sections of the new law are contradictory, creating wider categories of “non-detainable” offenses than the bill’s drafters intended.

Olson noted the question of where to draw the line on judicial discretion is important because of the finality of pretrial detention under the new system.

“Now, the stakes are a lot higher, right?”

Olson said. “The decision to detain is a decision to detain, it’s not a wishy-washy

on-the-fence of well, ‘We’re going to hold you but if you can come up with $1,000, you’re free.’ This is a decision about freedom. And so I think with that the argument by many is that detention should be more constrained.”

By providing lower-level offenders with a citation and scheduling them to appear in court within 21 days, Olson said, the intent of the law is to allow officers to go back to the beat rather than booking an individual, and to allow the courts to spend more time on cases where violence was involved or was likely to be involved.

It’s also something that, research has shown, has already been happening more frequently since the COVID-19 pandemic began.

Olson said the first hearing for citedand-released individuals would be brief and would not focus on an individual’s detention, although a judge could set conditions of pretrial release or pretrial supervision.

What could change about the new law before Jan 1?

Judicial discretion is a matter that could be reconsidered when lawmakers return to the Capitol on Nov. 15.

A follow-up bill sponsored by former prosecutor and current Democratic Sen. Scott Bennett, of Champaign, would, among other things, widen judicial authority to allow for detention of a defendant charged with any crime if the court believes they are a serious risk of skipping trial, pose a danger to the community, or are likely to threaten a potential witness or juror.

That’s a bill that Gov. JB Pritzker has said could be a launching point for discussions as lawmakers consider amendments to the PFA, although he has not endorsed all of its components.

The bill’s House sponsor and domestic violence victim advocacy groups have pushed back against that specific provision, arguing that it would overburden the court system and divert resources from more serious cases where a person’s freedom is on the line and they’re accused of violent crime.

Olson agreed that by expanding detainable individuals from roughly half of those arrested to all individuals entering the system, the intent of the law would be drastically changed by the proposed amendment.

Will those held in lieu of bail on Jan. 1 be freed under the PFA?

Nothing in the bill says that will happen, although opponents of the PFA have cited its silence on the matter as a point of concern.

Pritzker said he would like it made explicit in a follow-up bill that individuals held in lieu of bail when the bill takes effect will not be released.

Trinadora performs matinee for Concerts on the Creek From Spring Creek Church

The Concerts On The Creek team has created a once-a-month Sunday series called ‘Inspiration On The Creek’ (IOTC).

This month we welcome the Stateline’s genre-jumping multi-instrumentalists Trinadora (Janel Nelson and Ron Holm).

IOTC artists perform inspiring secular songs as well as music rooted in faith traditions. (These concerts do not include preaching or liturgy.)

The ladies of Iota Upsilon Sigma Chapter (Rockford-DeKalb) are hosting an Open House at the Ethnic Heritage Museum, 1129 S. Main St., on Saturday, November 12, from 1-3:00 pm. The Open House will provide an exhibit of the history of Sigma Gamma Rho and the Iota Upsilon Sigma chapter and say “thank

you” to the Rockford community.

Iota Upsilon Sigma chapter has served the DeKalb and Rockford communities through implementing various national and local initiatives. The chapter has sponsored teen moms and their children.

Members have consistently dedicated themselves to the March of Dimes, March for Babies event. IUS partners with Hope Haven, the DeKalb Public Library, Family Service Agency, and Big Brother/Big Sister to service the varying needs of the DeKalb community.

Their service in the Rockford includes; Operation Big Book Bag where they give out backpacks filled with school supplies, Youth Symposium programs, donations to Remedies and volunteering at Veterans Drop-Off Center.

Growing pawpaw trees

The pawpaw tree, our largest native fruit tree, has seen a bit of a resurgence in interest the last few years at our University of Illinois Extension o�ce.

As backyard and commercial growers are looking to grow fruit trees, it has become one that many ask us about. While the trees can do well in our region, it is a fruit that I do encourage you to taste before you decide on planting.

The pawpaw (Asimina triloba) is within the custard apple family. In Illinois, pawpaws are fairly common in the forest-

ed areas of central and southern Illinois though more recent varieties are suitable for northern Illinois. Most all members of this plant family are in the tropics and the tree has a palm-like appearance to it. These trees reach maturity at about 15 to 20 feet and do well in partial shade to full sun.

One of the unique features of the pawpaw tree is their tiny, indiscrete flowers that appear before the tree leafs out in the spring. These 1-1 ½ inch flowers are maroon to purple-brown in color where they stay open for a month after emerging mid-April. These flowers give

o� a scent similar to rotting meat which attracts their main pollinators of flies and beetles. You will probably not be able to smell this scent as it is fairly faint.

Fruits of the pawpaw are 3-6 inches long that appear in clusters of 2-9 on the tree. They have a creamy custard like texture with a flavor that reminds people of banana, papaya, mango, apple, or mixture of many of these. Their green skin is very soft which makes them unsuitable for long-term storage as they usually have a short-shelf life of 2-3 days.

Pawpaw fruit is best harvested when it falls from the tree. If you pick the fruit

from the tree, you may limit its flavor and sugar. When you cut open a pawpaw, you will notice very large black-brown seeds which are very di�cult to remove from the fruit pulp.

In order to have pawpaw fruit, you need two di�erent varieties for proper cross-pollination. Some varieties that are recommended include ‘Convis’, ‘Davis’, ‘Overlees’, ‘Wells’, ‘Prolific’, and ‘Shenandoah’. By planting your pawpaw trees in spring 2023, you should have your first pawpaw fruit sometime in 2026.

Diesel powers the economy

What is happening with the outlook for supplies and cost of diesel fuel? Biodiesel fuel this past Friday was being sold locally for $5.39 per gallon and oil diesel was selling for $5.35. The price di�erence is relatively insignificant for a small purchase, but the high price is part of existing inflation.

For the existing economy increasing the domestic supplies of diesel fuel and decreasing their cost would be beneficial.

By late October diesel prices were roughly 50% higher than they were about a year ago. The higher prices contribute to the rising level of inflation.

Diesel fuel is essential to trucking and global supply chains. The links between diesel fuel and the economy are significant but often overlooked. The fuel powers trucks, trains and tractors. When diesel fuel is in short supply, transportation, production, services and food prices climb.

Some Midwest corn and soybean farmers have pointed out that fuel costs have doubled from $35 /acre to $70/ acre, contributing to the rise in food

prices. According to an article from the Washington Post appearing in Peak Oil a potential crisis for diesel fuel is emerging for trucking and home heating, particularly for the Northeast. Diesel supplies covering 25 days are now at their lowest level in nearly 30 years. The article o�ers an explanation of why diesel prices are so high: in October diesel futures sellers were faced with a potential loss of 30¢ to 40¢/gallon if they kept the diesel into the next month, so they sold it. The sale is in contrast to the normal practice of buying diesel in the summer to provide the supply for fall harvest and winter heating needs.

Refiners on the Gulf Coast in Texas and Louisiana can directly sell and quickly ship diesel to buyers in other countries and they do. Shipping diesel to the east coast is done through a pipeline but far less was shipped than was done in previous years. It also takes more time and adds to its costs. Shipments normally sent to the East Coast from Europe and Russia declined dramatically as well due to restrictions imposed on Russian supplies.

While supplies to the East Coast were delayed, demand rose as farmers harvested crops, residents filled their oil tanks

for winter and truck tra�c increased as cargo was being shipped for the holidays.

Government actions could be taken to increase supplies and reduce prices.

One million barrels could be released from the strategic reserves held in the Northeast but it is estimated that it would be consumed within six hours. Exports from the U.S. could be limited. Another option would be that of rescinding the restrictions on shipping between domestic ports on US built, flagged and crewed vessels. However all the options involve economic, social and political consequences.

The possible responses to the diesel shortages appear to be aimed at addressing short term concerns. Some energy experts view the current shortages as a sign of future shortages impacting our transportation system.

In her book When Trucks Stop Running: Energy and the Future of Transportation Alice Friedemann points out that everything in our homes and stores arrived on a truck. Ninety percent of the items were carried on a ship or train. While trains and ships are more e�cient than trucks, she points out the di�erences in

the available shipping routes. There are only 95 route miles for trains and 25,000 miles of inland and coastal waterways in place. For trucks there are over 4 million miles of roads.

If ships, trucks, and trains stopped running due to a lack of fuel, the global economy would cease as would our way of life. Friedemann accepts that a substantial amount of electrical energy can come from renewable sources but remains doubtful that we have found an energy source with the power provided by diesel fuel to power the existing global economy.

Equipment used in farming, logging, mining, construction and garbage collection are commonly powered by diesel engines. Energy expert Vaclav Smil in his book Prime Movers of Globalization: the History and Impact of Diesel Engines and Gas Turbines describes the importance of diesel engines to civilization, claiming their importance is greater than that of computers.

Calling attention to the vulnerabilities in our existing transportation system is another call for reducing our energy consumption.
