Schools, students still recovering from pandemic learning loss

SPRINGFIELD – Student test scores continued to fall last year but new data shows Illinois’ students are on the path to recovering from the learning loss that occurred during the pandemic.

Numbers from standardized tests administered last spring show steep declines in the percentage of students who met or exceeded state standards in English language arts and math compared to 2019, the last year tests were administered before the pandemic.

Those numbers were reported in the latest state report card, which the Illinois State Board of Education released Thursday. In addition to test results, the report card includes information on a wide range of education metrics such as graduation rates, class sizes and teacher qualifications. It offers statewide data as well as data on each district and school building.

But while proficiency rates were down across the board, State Superintendent Carmen Ayala said the amount of growth students are showing from one year to the next is improving, suggesting that strategies being used help students catch up in their academics are working.

ISBE devised a new metric this year to track growth rates. It involves measuring a student’s year-over-year change in scores in a particular subject and comparing that growth to a student in a prior year – in this case, 2019 – who started off with the same score. This year’s report card suggests students in 2022 showed greater growth than their academic peers in 2019.

“Now, proficiency rates are still not back to pre-pandemic levels, but this accelerated rate of growth tells us we are on the right track,” Ayala said during a media briefing on the report card.

Overall, only 27.4 percent of third graders in Illinois met or exceeded state standards in reading, down from 36.4 percent in 2019.

That’s considered an important metric because third grade reading skills are a strong indicator of future success in school. A 2010 study by the Annie E. Casey Foundation found that students who are not proficient in reading by third grade are four times more likely to drop out of high school than those who are proficient. Typical questions on a third grade read ing test would ask students to define a word such as “impatient” or “overwhelmed” as it’s used in a short story or article.

Likewise, eighth grade math proficiency is considered crucial to future success in what are called the STEM fields – science,

technology, engineering and math.

Typical questions on an eighth grade math test would ask students to calculate how many gallons of paint are needed to cover a patio of certain dimensions or use the Pythagorean theorem to calculate the length of a trip between three cities.

Last year, only 23.1 percent of Illinois eighth graders scored proficient in math, down from 32.6 percent in 2019.

One positive sign in math performance was an increase in the percentage of eighth graders who completed Algebra I – 29.9 percent, compared to 28.8 percent the prior year – although it was still lower than the 30.6 percent reported in 2019.

“This metric is critically important because taking Algebra I by eighth grade is the gateway to STEM in college,” Ayala said. “If a student does not take Algebra I by eighth grade, then following the normal math course sequence ... that student will not make it to calculus by the end of high school. And calculus is frequently a prerequisite for STEM majors in college.”

Although the overall percentage of students scoring at or above grade level may seem low, Ayala said that Illinois has some of the most rigorous standards for proficiency in the nation. The report card also noted that the four-year graduation rate in 2022 was 87.3 percent, the highest rate in 12 years, and that 64 percent of Illinois’ 2020 graduates enrolled in a post-secondary program within 12 months of graduating.

The college enrollment rate was down significantly from the 75 percent recorded for the class of 2016. State officials said that has been a nationwide trend that was exacerbated by the pandemic.

The standardized tests are required by state and federal law. Like most states, however, Illinois received a federal waiver from the requirement in 2020, when school buildings were closed due to the pandemic, and the participation rate in 2021 was far below normal. State officials cautioned against using either of those two years as a point of comparison on most metrics.

Achievement gaps

The report card showed academic declines across all racial and ethnic groups in both English language arts and math, but there were still large gaps between those groups.

For example, across all grades, prelim inary data showed 39.4 percent of white students scored proficient in English language arts compared to 12.1 percent of Black students and 18.4 percent of Hispanic students. Asian students had the highest proficiency rate by far, at 58.6 percent.

In math, 35.6 percent of white students

scored proficient compared to 6.8 percent of Black students, 13.5 percent of Hispanic students and 60.2 percent of Asian students.

One area where achievement gaps appeared to be closing, however, was high school graduation rates. The four-year graduation rate among Black students rose more than 1.5 percentage points, to 79.5 percent, while the graduation rate for Hispanic students rose 1.4 points, to 85 percent.

That was a major factor in the state’s overall growth in graduation rates because the rate for white students dropped half a point, to 90.4 percent.

There were also increases across the board in the percentage of ninth graders who were on track to graduate, and for Black and Hispanic students, those rates were above pre-pandemic levels.

“We know that the number one strategy to increase graduation rates is to intervene early with students who are not on track to graduate,” Ayala said. “The rate of ninth graders on track to graduate has bounced back to pre-pandemic levels after dipping in 2021.”

National trends

The Illinois report card came out the same week the U.S. Department of Education released results from the National Assessment of Educational Progress, or NAEP exams, often referred to as “the nation’s report card,” and many of the trends seen in Illinois were consistent with national trends.

NAEP is administered to a representative sample of fourth and eighth grade students across the nation. In 2022, the majority of states saw average scores decline in both reading and math compared to 2019. There was also an increase in the percentage of students scoring below the NAEP “basic” level.

Illinois fared better than many states on the NAEP exam in that there was no significant difference between average scores in 2019 and 2022 for both subjects and grade levels, with scores above the national average.

“This is the nation’s gold standard report card, and this demonstrates that our investments in learning recovery serve as a national model because they are working,” Ayala said. “Now, we have much work to do, but this is an important indication that our students are on track.”

Salary transparency laws aim to combat pay disparities

NEW YORK (AP) — Starting this week, job-seekers in New York City will have access to a key piece of information: how much money they can expect to earn for an advertised opening.

New York will require employers as of Nov. 1 to disclose “a good faith salary range for every job, promotion, and transfer opportunity advertised,” according to the city’s Commission on Human Rights.

Similar salary transparency laws are being adopted by a small but growing number of cities and states across the coun try in an effort to address pay disparities for women and people of color.

Seher Khawaja, senior attorney for economic empowerment at Legal Momentum whose organization helped draft the New York City law, said salary transparency “gives existing employees and workers information to better gauge how positions within their workplace are valued and whether they’re being paid fairly.”

It also gives employers a way to avoid liability.

“It puts their feet to the fire to think about how they’re setting pay and to avoid discriminatory practices that were working their way in previously,” Khawaja said.

Haris Silic, vice president at Artisan Talent, a staffing agency that places hundreds of creative professionals in New York City and across the country, said the law’s implementation may initially be tough on the employer’s side, but he thinks “everyone sees the value.”

“Every employer was an employee once,” he said.

Business groups, including New York’s five borough chambers of commerce, have argued that the law could create “dissat isfaction in the workforce and demands to adjust existing pay scales that the employer may be unable to afford.”

“During a labor shortage, or in the context of achieving diversity goals, the posted maximum may be significantly higher than the historical salary ranges,” the groups wrote in a letter to the New York City Council.

Colorado was the first to adopt a salary transparency law in 2019, followed by California, Maryland, Nevada, Rhode Island, Connecticut, and Washington, as well as cities like Cincinnati and Toledo, Ohio.

Rules for salary disclosures vary. In some cases, they require employers to share the information upon request or after an interview, with exemptions for small businesses. In other cases, employers must post salary ranges.

In Colorado, for example, a recent job posting on hiring site Indeed for an execu tive assistant in Denver advertised a salary range of $57,131 to $88,516 a year. A human resources data analyst role listed a range of $67,488 to $111,355 a year. A retail position at Target advertised an hourly salary of $23.75 to $40.40.

New York City’s law is similar to Colorado’s, but it applies only to employers with four or more workers rather than all businesses. That accounts for one-third of employers in the city but roughly 90% of workers, according to state Labor Department statistics.

The new wave of legislation marks a shift in who bears the onus for making salaries transparent, with more employers now being held responsible for creating an open work environment instead of leaving it to employees to figure out how their pay compares to their coworkers and whether to ask for fair compensation, according to Andrea Johnson, director of state policy at the National Women’s Law Center.

Mary Ramsay, 55, a health educator based in Syracuse, New York who is looking for a job with higher pay, said she hopes New York City’s salary transparency law will soon apply to the entire state, something that legislators are currently considering.

“Hiring people should be seen as a two-way contract,” she said. “You’re looking for a good partnership.”

In September, California Governor Gavin Newsom signed a law requiring any employer with at least 15 employees to publish pay scales with its job listings. The law also went further than Colorado and New York by requiring large employers to submit an annual report to California’s Civil Rights Department breaking down salaries by race, ethnicity, and sex.

In 2021, the median pay for full-time women workers was about 83% of men’s pay, according to federal data, and women make less than their male counterparts in nearly all fields. For women of color, the numbers are even worse. A report by the National Partnership for Women and Families found that Black women make 64 cents for every dollar paid to white, non-Hispanic men. For Latina women, it’s 54 cents and for Native American women, it’s just 51 cents.

Khawaja said the disclosure of demo graphic information is a heartening addi tion to the California law, noting that one of the most significant reasons for persistent wage inequities is occupational segregation by gender and race. So long as women and people of color disproportionately work in lower wage industries, pay gaps will exist, she added.

“A disproportionate number of women are working lower wage jobs,” Khawaja said. “So legislation to increase the mini mum wage and eliminate exceptions, such as the tipped wage for certain categories of workers like restaurant workers, are really essential to closing that gap.”

Here are some other things to know about salary transparency:

DISCUSSING PAY WITH CO-WORKERS IS LEGAL

Johnson emphasizes that it’s perfectly legal to talk about pay on the job even if employers discourage it.

“The National Labor Relations Protection Act protects employees who discuss pay because it protects employees who discuss workplace conditions, and pay is a work condition,” she said.

A lack of transparency around pay typically disadvantages women and people of color — the very same groups that are already statistically less likely to fare well in negotiations, Johnson added.

IT’S OK TO WITHHOLD YOUR SALARY HISTORY

Don’t feel compelled to disclose your salary history with a potential employer. In fact, some cities and states have passed laws forbidding employers from even asking, a practice that can depress wages and lock in inequities.

“There’s a fundamental information asymmetry in salary negotiation,” said Kate Bahn, chief economist at the Washington Center for Equitable Growth. “Employers inherently have better infor mation about wages, meaning they have an upper hand. The party that has more information is going to fare better.”

SAME GOES FOR SALARY EXPECTATIONS

Some employers get around the salary history legal constraint by asking appli cants to share their salary expectations, but Bahn said that can have the same effect of lowering offers.

That’s why Laura Adler, assistant profes sor of organizational behavior at the Yale School of Management, said it’s better to have salary transparency laws that require employers to disclose salary ranges — like in New York, Colorado, and California. Such laws are more difficult for employers to circumvent.

“The more policymakers can ground their interventions in the way companies actually run their businesses, the more effective those interventions are likely to be,” she said.

When negotiating for a new job, know you have the right to decline to share salary expectations so that the employer opens the offer, advocates advise.

Heavy Russian barrage on Ukraine, no water for most of Kyiv

KYIV, Ukraine (AP) — A massive barrage of Russian cruise missile and drone strikes hit critical infrastructure in Kyiv, Kharkiv and other Ukrainian cities on Monday morning, knocking out water and power supplies in apparent retaliation for what Moscow alleged was a Ukrainian attack on its Black Sea Fleet.

Russia has intensified its attacks on Ukraine’s power plants and other key infrastructure as the war enters its ninth month. Large parts of Ukraine are already experiencing rolling power cuts as a result of Russia’s strategy.

Russia’s Defense Ministry said its forces carried out “strikes with longrange high-precision air and sea-based weapons against the military command and energy systems of Ukraine.”

“The goals of the strikes were achieved. All designated targets were hit,” the ministry said in a statement.

Meanwhile, 12 ships with grain left Ukrainian ports on Monday despite a Russian threat to reimpose a blockade that threatened hunger across the world, Ukraine’s Ministry of Infrastructure said. One vessel carried Ukrainian wheat to Ethiopia, where a severe drought is affecting millions of people.

Ukraine’s air force said it shot down 44 of more than 50 cruise missiles that Russia launched.

Ukrainian Prime Minister Denys Shmyhal said Russian missiles and drones hit 10 Ukrainian regions and damaged 18 sites, mostly energy facilities.

Hundreds of localities in seven Ukrainian regions were left without power, he said in a Facebook post, adding that “the consequences could have been much worse” if the Ukrainian forces hadn’t shot down most of the Russian missiles.

Thirteen people were wounded as a result of morning attacks, the head of National Police, Ihor Klymenko, said on national television.

Loud explosions were heard across the Ukrainian capital as residents prepared to go to work. The emergency services sent out text message warning about the threat of a missile attack, and air raid sirens wailed for three hours during the morning commute.

“The Kremlin is taking revenge for military failures on peaceful people who are left without electricity and heat before the winter,” Kyiv region Gov. Oleksii

Kuleba said.

Kyiv Mayor Vitali Klitschko said 80% of consumers in the city of 3 million people were left without water because of damage to a power facility.

Local authorities were working urgent ly to restore the water supply, Klitschko said, telling Kyiv residents in the mean time to “stock up on water from the nearest pump rooms and points of sale.”

Andriy Yermak, the head of President Volodymyr Zelenskyy’s office, vowed that the attacks on civilian facilities would not weaken Ukraine’s resistance.

“We will persevere, and generations of Russians will pay a high price for their disgrace,” Yermak said.

The attacks occurred just before Czech Prime Minister Petr Fiala and many top members of his government — including the foreign, defense and interior minis ters — arrived in Kyiv in the latest show of European leaders’ support for Ukraine.

“The Ukrainians are fighting not only for their country but also for the whole of Europe. Our support must continue,” Fiala tweeted from Kyiv.

Smoke rose from the left bank of the Dnieper River in Kyiv, either from a missile strike or where Ukrainian forces shot it down.

Associated Press reporters saw soldiers inspecting a crater and debris from where one of the missiles landed on the outskirts of Kyiv. The missiles flew fast and low and sounded like bombs exploding, according to witnesses.

“It was scary, actually,” said Oleksandr Ryabtsev, 28, who was on his way to work. “I raised my head and it was flying there. You could see this cruise missile, I didn’t even go to work. I went home.”

Prime Minister Shmyhal said that in the Kyiv, Zaporizhzhia, Dnipropetrovsk and Kharkiv regions, emergency power shutdowns were underway. “Today, just like in previous weeks, it is important that Ukrainians consume energy mindfully and reduce the load on the grid,” the official said.

In the eastern city of Kharkiv, two strikes hit critical infrastructure facil ities, according to authorities, and the subway ceased operating.

Critical infrastructure sites were also hit in the Cherkasy region southeast of Kyiv. In the Kirovohrad region of central Ukraine, an energy facility was hit, according to local authorities. In Vinnytsia, remnants of a missile that was shot down landed on civilian buildings, resulting in damage but no casualties,

according to regional Gov. Serhii Borzov.

Power was cut to parts of Ukraine’s train network, the Ukrainian Railways reported.

The attacks come two days after Russia accused Ukraine of a drone strike against Russia’s Black Sea Fleet off the Russia-annexed Crimean Peninsula. Ukraine has denied the attack, saying that Russia mishandled its own weap ons, but Moscow still announced it was retaliating by halting its participation in a U.N. and Turkey-brokered deal to allow safe passage of ships carrying grain from Ukraine.

Turkish President Recep Tayyip Erdogan said his country was determined to press forward with the grain deal, which has allowed more than 9 million tons of grain to be exported from Ukraine.

Turkish Defense Minister Hulusi Akar said he would speak with Russian coun terpart Sergei Shoigu to revive the deal.

“The suspension of the agreement affects all humanity. We remind the parties concerned to reconsider their decisions,” Akar said. “Those in need were already urgently awaiting the grains. The situation will only get worse.”

Monday’s strikes were the second time this month that Russia unleashed massive

attacks on Ukrainian infrastructure.

On Oct. 10, a similar attack rocked the war-torn country following an explosion on the Kerch Bridge linking Crimea to mainland Russia — an incident Moscow blamed on Kyiv.

Ukrainian Foreign Minister Dmytro Kuleba said there was no justification for Russia launching missiles meant to inflict so much suffering on civilians.

“Don’t justify these attacks by calling them a ‘response.’ Russia does this because it still has the missiles and the will to kill Ukrainians,” he tweeted.

One of the Russian missiles Ukraine shot down landed on a Moldovan border city, causing damage but no casualties.

Moldova’s interior ministry released photos showing a thick plume of smoke rising over the northern city of Naslavcea, on the border with Ukraine, as well as broken house windows.

In another development, Russia’s Defense Ministry on Monday reported completing a partial mobilization of troops, ostensibly fulfilling a promise to end the call-up at 300,000 men. Some human rights lawyers, however, warned that only Putin can end the call-up by signing a decree.

‘Manmade disaster’: Officials criticized over Seoul deaths

SEOUL, South Korea (AP) – Seoul police assigned 137 officers to manage a crowd of Halloween revelers anticipated to number over 100,000 over the weekend – a decision that has come under intense criticism following the deaths of more than 150 people when the group surged.

By comparison, nearly 7,000 police officers were sent to another part of the South Korean capital on Saturday to monitor dueling protests that drew tens of thousands but still fewer people than flocked to the popular nightlife district of Itaewon the same night. Even the task force created to investigate why the crowd surged, with 475 members, is more three times larger than the detail assigned to crowd control.

As South Korea mourns, officials are facing tough questions about prepara tions for the celebrations and demands for accountability in the wake of the coun try’s worst disaster in nearly a decade.

The national government has insisted there was no way to predict the crowd would get out of control.

Experts disagree. Deploying so few police officers, they said, showed officials were poorly prepared despite knowing ahead of time that there would be a huge gathering following the easing of COVID19 restrictions in recent months.

On top of assigning more personnel, police and officials in the Yongsan district, which governs Itaewon, should have pedestrianized some streets and taken other measures to ease the crowd ing in narrow lanes like the one where the deaths occurred, experts said.

Instead, the 137 officers in Itaewon were assigned to monitor crime, with a particular focus on narcotics use,

meaning that for all practical purposes “no one was looking after pedestrian safety,” said Kong Ha-song, a disaster prevention professor at South Korea’s Woosuk University.

The deaths should be seen as a “manmade disaster,” said Lee Changmoo, an urban planning professor at Seoul’s Hanyang University.

Authorities have come under similar criticism in national media and on social networks. The headline of an editorial in the Hankyoreh newspaper on Sunday described the tragedy as “all too avoid able.” The paper said its reporting showed that a pedestrian got knocked down by a crowd in Itaewon a day before Halloween festivities — although no one was hurt.

Saturday’s deaths occurred in a down hill alley running between a dense row of store fronts and the landmark Hamilton Hotel. The path became clogged by a huge throng of partygoers before some of them fell and toppled over “like dominos,” according to witnesses.

Emergency workers were so over whelmed by the number of people lying motionless on the ground that they asked pedestrians to help them with CPR. But Choi Sukjae, an emergency medicine specialist and chief spokesperson of the Korean Emergency Medical Association, said CPR, which ideally should be admin istered within a handful of minutes, wouldn’t have made much of a difference in many cases since the paramedics were delayed getting to the scene because the area was so packed.

Kong, the disaster prevention profes sor, said more police and government workers should have been called on to monitor potential bottleneck points. He suggested that the crush may have been prevented if authorities had enforced

one-way walking lanes, blocked entry to some narrow pathways, and tempo rarily closed Itaewon’s subway station to prevent an excessive number of people moving in the same direction.

Officials also could have also temporar ily closed Itaewon’s main road to cars, as they did during the annual Itaewon Global Village Festival earlier in October, thereby giving people more room to spread out, Kong said.

Lee, the urban planning professor, criticized Interior and Safety Minister Lee Sang-min, who claimed, without elaborating, that having more police and fire department personnel on the ground wouldn’t have prevented the tragedy.

When asked about the number of officers assigned, the Seoul Metropolitan Police Agency said 137 was still more than it sent in 2020 and 2021, exclud ing units specifically assigned to virus control measures. Police and government officials have acknowledged this year’s crowd was bigger — but it was not clear by how much.

Kong added that the lack of a central organizer on Saturday — when young people flocked to bars and night clubs to celebrate Halloween but there was not one specific event promoted — may have contributed to the tragedy.

“Our country usually does a good job in following the manual and maintaining crowd control at events where there’s a specific organizer,” he said. “But officials are often unsure what to do or even don’t care about events that aren’t created by a specific organizer ... although it’s those events that usually require a closer watch.”

Monday, saying police do not have an established way to deal with such gatherings.

“In events like festivals that have a specific organizer, discussions are made between related municipalities, police, fire departments and medical experts who prepare and cooperate under differ ent roles,” Hong said. “That is what we lacked regarding this accident.”

Yongsan district refused to answer questions about preparations. District Mayor Park Hee-young instead said in a statement Monday that her office was deploying “all administrative resources” to support the injured and families of the victims.

In the two previous years, the district’s preparations for the Halloween festivities were focused on preventing the spread of COVID-19 among partygoers. Workers toured bars, restaurants and nightclubs to monitor whether they were abiding by social distancing rules, and checkpoints were established in crowded areas where public workers and volunteers took the temperatures of partygoers.

Saturday’s crush was the country’s biggest disaster since 304 people, mostly high school students, died in a ferry sink ing in April 2014. The sinking exposed lax safety rules and regulatory failures.

South Korea has a long history of deadly crowd crushes and stampedes, although none as deadly as Saturday’s. In 2005, 11 people were killed and dozens were injured in a pop concert during a crowd crush in the southern city of Sangju.

In 1960, 31 people died after being crushed on the stairs of a train station as large crowds rushed to board a train during the Lunar New Year holidays.

Brazil’s Lula to reclaim presidency after beating Bolsonaro

RIO DE JANEIRO (AP) — Brazilians delivered a very tight victory to Luiz Inácio Lula da Silva in a bitter presidential election, giving the leftist former president another shot at power in a rejection of incumbent Jair Bolsonaro’s far-right politics.

Da Silva received 50.9% of the vote and Bolsonaro 49.1%, according to the country’s election authority. Yet the morning after the results came in – and congratulations had poured in from world leaders – Bolsonaro still had yet to publicly concede or react in any way, even as truckers blockaded some roads across the country in protest.

Bolsonaro’s campaign had made repeated – unproven – claims of possible electoral manipulation before the vote, raising fears that, if he lost, he would not accept defeat and try to challenge the results.

For da Silva, the high-stakes election was a stunning comeback. His imprisonment for corruption sidelined him from the 2018 election won by Bolsonaro, who has used the presidency to promote conservative social values while also delivering incendiary speeches and testing democratic institutions.

“Today the only winner is the Brazilian people,” da Silva said in a speech Sunday evening at a hotel in downtown Sao Paulo. “It’s the victory of a democratic movement that formed above political parties, personal interests and ideologies so that democracy came out victorious.”

Da Silva is promising to govern beyond his party. He says he wants to bring in centrists and even some leaning to the right, and to restore the kind of prosperity the country enjoyed when he last served as president from 2003-2010. Yet he faces headwinds in a politically polarized society.

Bolsonaro’s four years in o�ce have been marked by proclaimed conservatism and defense of traditional Christian values. He claimed that his rival’s return to power would usher in communism, legalized drugs, abortion and the persecution of churches - things that didn’t happen during da Silva’s earlier eight years in o�ce.

This was the country’s tightest election since its return to democracy in 1985, and the first time that a sitting president failed to win reelection. Just over 2 million votes separated the two candidates; the previous closest race, in 2014, was decided by a margin of roughly 3.5 million votes.

Some of Bolsonaro’s supporters outside his home in Rio on Sunday night screamed about electoral fraud. And overnight,

truck drivers who backed Bolsonaro blocked several roads across the country, including a stretch of the Rio de Janeiro-Sao Paulo highway, local media reported. Videos posted on social media early Monday morning showed tra�c at a complete halt. Similar reports popped up in several other states.

Da Silva’s win extended a wave of recent leftist triumphs across the region, including Chile, Colombia and Argentina.

The president-elect will inherit a nation straining against itself after he is inaugurated on Jan. 1, said Thomas Traumann, an independent political analyst who compared Sunday’s results to Biden’s 2020 victory.

“The huge challenge that Lula has will be to pacify the country,” he said. “People are not only polarized on political matters, but also have di�erent values, identity and opinions. What’s more, they don’t care what the other side’s values, identities and opinions are.”

Among world leaders o�ering congratulations on Sunday night was U.S. President Joe Biden, who in a statement highlighted the country’s “free, fair, and credible elections.” The European Union also commended the electoral authority for its e�ectiveness and transparency throughout the campaign.

Bolsonaro had been leading throughout the first half of the count and, as soon as da Silva overtook him, cars in the streets of downtown Sao Paulo began honking their horns. People in the streets of Rio de Janeiro’s Ipanema neighborhood could be heard shouting, “It turned!”

Da Silva’s headquarters in downtown Sao Paulo hotel only erupted once the final result was announced, underscoring the tension that was a hallmark of this race.

“Four years waiting for this,” said Gabriela Souto, one of the few supporters allowed in due to heavy security.

Outside Bolsonaro’s home in Rio, ground-zero for his support base, a woman atop a truck delivered a prayer over a speaker, then sang excitedly, trying to generate some energy as the tally grew for da Silva. But supporters decked out in green and yellow barely responded. Many perked up when the national anthem played, singing along loudly with hands over their hearts.

For months, it appeared that da Silva was headed for easy victory as he kindled nostalgia for his presidency, when Brazil’s economy was booming.

Bolsonaro’s administration has been widely criticized for its handling of the COVID-19 pandemic and the worst deforestation in the Amazon rainforest

in 15 years. But he has built a devoted base by presenting himself as protection from leftist policies that he says infringe on personal liberties while producing economic turmoil and moral rot. He sought to shore up support in an election year with vast government spending.

“We did not face an opponent, a candidate. We faced the machine of the Brazilian state put at his service so we could not win the election,” da Silva told the crowd in Sao Paulo.

Da Silva built an extensive social welfare program during his tenure at president that helped lift tens of millions into the middle class. The man universally known as Lula left o�ce with an approval rating above 80%, prompting then U.S. President Barack Obama to call him “the most popular politician on Earth.”

But he is also remembered for his administration’s involvement in vast corruption revealed by sprawling investigations.

Da Silva was jailed for 580 days for corruption and money laundering. His convictions were later annulled by Brazil’s top court, which ruled the presiding judge had been biased and colluded with prosecutors. That enabled da Silva to run for president for the sixth time.

Da Silva has pledged to boost spending on the poor, reestablish relationships with foreign governments and take bold action to eliminate illegal clear-cutting in the Amazon rainforest.

“We will once again monitor and do surveillance in the Amazon. We will fight

every illegal activity,” da Silva said in his speech. “At the same time, we will promote sustainable development of communities in the Amazon.”

The president-elect has pledged to install a ministry for Brazil’s original peoples, which will be run by an Indigenous person.

But as da Silva tries to achieve these and other goals, he will be confronted by strong opposition from conservative lawmakers.

Unemployment this year has fallen to its lowest level since 2015 and, although overall inflation slowed during the campaign, food prices are increasing at a double-digit rate. Bolsonaro’s welfare payments helped many Brazilians get by, but da Silva has been presenting himself as the candidate more willing to sustain aid going forward and raise the minimum wage.

In April, he tapped center-right Geraldo Alckmin, a former rival, to be his running mate. It was another key part of an e�ort to create a broad, pro-democracy front to not just unseat Bolsonaro, but to make it easier to govern.

Building bridges among a diverse – and divided – country will be key to his success, said Carlos Melo, a political science professor at Insper University in Sao Paulo.

“If Lula manages to talk to voters who didn’t vote for him, which Bolsonaro never tried, and seeks negotiated solutions to the economic, social and political crisis we have,” Melo said, “then he could reconnect Brazil to a time in which people could disagree and still get some things done.”

Birds and the environment

A hawk was sitting on the farm gate this morning, watching for lunch from its feeder buffet. Then, with a slow, steady beat of its wings, flew gracefully away. Life, movement, energy.

The sight of one of these magnificent creatures and the thought that it shares its life with us fills the mind with awe and wonder. Yet, according to the Cornell Laboratory of Ornithology, the presence of these and many American birds as well as birds throughout the world, is diminishing. The truth cannot be ignored: What happens to birds is likely to happen to people, too.

What would our world be like without the company of birds and other creatures that share it with us? Over half of US bird species are in measurable decline.

Over 70 species of birds are in danger of extinction, having lost nearly half of their populations within the last 50 years. Habitats and human actions influence which bird populations are healthy and which are in danger. For example, grassland birds are diminishing and aquatic birds are increasing, probably resulting from changing habitats – native grasslands have diminished in size as prairies give way to agriculture; pressure from hunters as well as financial support encourages protecting aquatic birds such as ducks and geese, which they enjoy hunting for sport.

Beyond managing habitats for specif ic purposes is the general quality of the environment. Healthy ecosystems encourage a variety of both plant and animal life, including that of humans. Climate change affects nearly every species of life, altering environments in

which life forms flourish to those to which they are not accustomed, producing less healthy lives.

Birds and other animals including humans respond similarly to habitat change and environmental degradation. Monitoring changes in bird populations can be done in far less time than moni toring human populations. A generation of many bird species changes in a year, where a generation of humans takes decades. Additionally, birds do not intentionally alter the environment to the degree to which humans can and do. Their response to a changing environment is much more obvious than that of humans, who are more capable of changing it and postponing evidence of damage. Birds can serve as indicators of the impact of the environment on people.

In order to help more people become aware of birds in their lives as well as

contribute to the knowledge regarding numbers, distribution, and changes in populations of birds, the Cornell Lab has established Project Feeder Watch which encourages citizens to monitor the birds in their own yards. From November through April, volunteer “citi zen scientists” count and report birds at their home feeders, their numbers and behavior. Monitors do not need to be bird experts; they just need to be interested and observant. They are not expected to discover unique species but honestly report what birds are in their yards no matter how common they may seem. All of the observations contribute to the base of knowledge about the status and distribution of birds and the changes in their populations. Scientists will use the data for research into the fate of these delightful creatures. They can then help predict the fate of people.
