

Lawmaker to IDPH at administrative committee: ‘The pandemic is over’
JCAR action comes as Pritzker eases more COVID-19 mitigation mandates




SPRINGFIELD – A legislative panel on Tuesday objected to an emergency rule put forth by the Illinois Department of Public Health, with one member declar ing, “The pandemic is over.”
The action came during a meeting of the Joint Committee on Administrative Rules, which has oversight authority over state agency regulatory rulemaking. It’s an action that does not block the rule from remaining in effect, but it does require the agency to respond to the objection within 90 days.
It also came four days after Gov. JB Pritzker renewed his disaster procla mation – his 35th since the pandemic began – spelling out various mandates for mitigating the spread of the virus. In recent months, however, he has gradually rolled back many of those mandates.
The most recent executive order removes the weekly testing require ments for unvaccinated health care and long-term care workers, removes the face covering requirement for health care facilities – although they are still
recommended in facilities in areas of high community transmission – and removes the state-issued vaccine mandate for long-term care and health care employees.
At issue before JCAR Tuesday was a program aimed at relieving a shortage of forensic pathologists – physicians who specialize in and investigate deaths that occur under unusual circumstances, perform autopsies and initiate inquests.
The proposed rule expanded an exist ing program in which the state of Illinois sponsors international medical students for a waiver of normal visa requirements so they can remain in the country after they graduate if they agree to practice at a medical facility in designated Health Professional Shortage Area for a mini mum of three years.
Without the waiver, those doctors would have to return to their home coun try and could not reenter the United States to practice medicine for at least two years.
The program in Illinois currently only applies to primary care physicians, psychiatrists and certain specialty areas, but it does not apply to forensic pathol ogists who typically work in a medical examiner’s office rather than a clinic or hospital.
Last year, state lawmakers passed House Bill 3592 to expand the program
to include medical examiners’ offices as “medical facilities” so that forensic pathologists could take part in the program. Gov. JB Pritzker signed the bill on Aug. 20 and it went into effect Jan.1.
Normally, agency rules go through a lengthy process that involves public notice and comment, as well as a review by JCAR. But state law allows them to enact “emergency rules” if they deter mine a threat to the public interest, safety or welfare requires rules to be adopted in less time than would be needed to go through the regular process.
Emergency rules can take effect immediately after being filed with the secretary of state’s office, but they can only remain in effect for 150 days, after which they either expire or are replaced with permanent rules. They also are subject to review by JCAR, which meets monthly throughout the year.
IDPH published the emergency rule on Sept. 19 and said in its explanation that it was needed so it could be in effect in time for the U.S. State Department’s waiver review period that began in October.

But at JCAR’s meeting in Chicago on Tuesday, state Rep. Steven Reick, R-Woodstock, objected, arguing that “the department has been issuing an awful lot of emergency rules lately.”
IDPH has, in fact, issued numerous emergency rules since the start of the COVID-19 pandemic in March 2020. But Reick argued that the agency has used the emergency process even when there was ample time to go through the regular rulemaking procedure, including public comment.
“The pandemic is over,” he said. “It is time for us to get back to normal way of doing business, and the normal rulemak ing process should be the one that is used instead of emergency rulemaking when the time is available to do that.”
Reick then offered a motion for JCAR to formally object to the emergency rule, noting that IDPH had ample time since the law went into effect on Jan. 1 to go through the regular rulemaking process. His motion also noted that IDPH included provisions in the emergency rule that went beyond the scope of addressing the need for forensic pathologists to apply for the waiver program.
The motion passed on a voice vote with no audible dissent.

US Border Patrol sending migrants to offices with no notice

Alvarez Associated PressNEW YORK (AP) — When Wilfredo Molina arrived in the U.S. from his native Venezuela, he told border agents he wanted to go to Miami but didn’t have an address. They directed him to what he thought was a shelter in midtown Manhattan but turned out to be a gray office building.
“It was a fake building. I didn’t under stand what it was,” he said.
Molina was among 13 migrants who recently arrived in the U.S. who agreed to share documents with The Associated Press that they received when they were released from U.S. custody while they seek asylum after crossing the border with Mexico. The AP found that most had no idea where they were going — nor did the people at the addresses listed on their paperwork.
Customs and Border Protection, which oversees the Border Patrol, did not respond to repeated questions about families and individuals interviewed and the addresses assigned to them.
But the snafus suggest a pattern of Border Patrol agents, particularly in Texas, sending migrants without friends or family in the United States to offices that get no notice. The places often don’t have space to house migrants. Yet because those addresses appear on migrants’ paperwork, important notices may later be sent there.

“We believe that Border Patrol is attempting to demonstrate the chaos that they are experiencing on the border to inland cities,” said Denise Chang, exec utive director of the Colorado Housing Asylum Network. “We just need to coordinate so that we can receive people properly.”
Addresses on documents shown to AP included administrative offices of Catholic Charities in New York and San Antonio; an El Paso, Texas, church; a private home in West Bridgewater, Massachusetts; and a group operating homeless shelters in Salt Lake City.

A Venezuelan family that came to the American Red Cross’ Denver adminis trative offices was referred to multiple shelters before someone volunteered to take them in. Migrants who came to New York ended up in shelters, hotels or temporary apartments that the city helped them find and pay for.
A surge in migration from Venezuela, Cuba and Nicaragua brought the number of illegal crossings to the highest level ever recorded in a fiscal year. In the
12-month period that ended Sept. 30, migrants were stopped 2.38 million times, up 37% from 1.73 million times the year before and surpassing 2 million for the first time.
The year-end numbers reflect deterio rating economic and political conditions in some countries, the relative strength of the U.S. economy and uneven enforce ment of Trump-era asylum restrictions.
Many are immediately expelled under the asylum restrictions, a public health order known as Title 42, which denies people a chance at seeking asylum on grounds of preventing the spread of COVID-19.
But others — including people from Cuba and Nicaragua, with which the U.S. has strained relations — are released with notices to appear in immigration court or under humanitarian parole. Those migrants must tell agents where they will live, but many can’t provide an address.
“It almost seems as though, at the border, officials are simply just looking up any nonprofit address they can or just looking up any name at all that they can and just putting that down without actu ally ever checking whether that person has mentioned it, whether there’s beds or shelter at that location, or whether this is even a location that can provide legal assistance,” said Lauren Wyatt, manag ing attorney with Catholic Charities of New York. “So clearly, this is not the most effective way to do this.”
Most of the migrants interviewed in New York had hopped on taxpayer-fund ed buses that Texas and the city of El Paso have been sending regularly to the northeast city.
Republican Govs. Ron DeSantis of Florida, Greg Abbott of Texas and Doug Ducey of Arizona also have been send ing migrants released at the border to Democratic strongholds, including Chicago, Washington, D.C., and Martha’s Vineyard, Massachusetts. They have been criticized for failing to notify local officials of plans. Republicans say they are highlighting issues with President Joe Biden’s immigration policies.
The Biden administration recently agreed to accept up to 24,000 Venezuelans at U.S. airports if they apply for asylum online with financial sponsors, similar to how Ukrainians have been admitted since Russia’s invasion. Mexico has said it will take back Venezuelans who cross the border into the U.S. and are expelled under Title 42 authority.
Yeysy Hernández, a Venezuelan who reached New York after taking one of El Paso’s buses, says the address in her
documents is for an El Paso church that wasn’t expecting migrants and where she slept just one night. Now she worries immigration notices might be sent there.
Hundreds of immigrants have shown up at one of the offices for Catholic Charities of New York with documents listing the address. Wyatt said the group complained and the government prom ised to put an end to the practice by Aug. 1 — something that “obviously, hasn’t happened.”
The group also has received more than 300 notices to appear in immigration court for people the organization does not know, Wyatt said. It’s also received deportation orders for migrants who failed to appear in court because their notices were sent to a Catholic Charities address.
Victor Quijada traveled with rela tives last month to Denver after border agents sent the Venezuelan family to an American Red Cross office building. Once there, they were referred to a city shelter that also turned them away. They eventually found a shelter that took them in for a few days, but they felt unsafe.
“It was tough what we had to go through; from the things we had to eat
to being on the streets — an experience I wouldn’t wish on anyone,” Quijada said.
Chang, from the Colorado Housing Asylum Network, eventually took the family into her home and her organi zation helped them lease an apartment. She said she knows of several migrants assigned to addresses of groups that can’t help them.
“The five families that I’ve worked with in the last three months, all five were picked up off the street, literally sitting on the sidewalk with children,” she said.
The building in midtown Manhattan where Molina went is an International Rescue Committee refugee resettlement office, but it provides only limited services to asylum-seekers there, said Stanford Prescott, a spokesman for the group.
Only one of the IRC’s U.S. offices — in Phoenix — operates a shelter for asylum-seekers and most stay less than 48 hours. Yet its Dallas and Atlanta offices also have been listed on migrants’ documents.
“We are deeply concerned that listing these addresses erroneously may lead to complications for asylum-seekers who are following a legal process to seek safety in the U.S.,” Prescott said.

Test scores show historic COVID setbacks for kids across US
By Collin Binkley Associated PressWASHINGTON (AP) — The COVID-19 pandemic spared no state or region as it caused historic learning setbacks for America’s children, erasing decades of academic progress and widening racial disparities, according to results of a national test that provide the sharpest look yet at the scale of the crisis.
Across the country, math scores saw their largest decreases ever. Reading scores dropped to 1992 levels. Nearly four in 10 eighth graders failed to grasp basic math concepts. Not a single state saw a notable improvement in their average test scores, with some simply treading water at best.
Those are the findings from the National Assessment of Educational Progress — known as the “nation’s report card” — which tested hundreds of thousands of fourth and eighth graders across the country this year. It was the first time the test had been given since 2019, and it’s seen as the first nationally representative study of the pandemic’s impact on learning.
“It is a serious wakeup call for us all,” Peggy Carr, commissioner of the National Center for Education Statistics, a branch of the Education Department, said in an interview. “In NAEP, when we experience a 1- or 2-point decline, we’re talking about it as a significant impact on a student’s achievement. In math, we experienced an 8-point decline — historic for this assessment.”

Researchers usually think of a 10-point gain or drop as equivalent to roughly a year of learning.



It’s no surprise that children are behind. The pandemic upended every facet of life and left millions learning from home for months or more. The results released Monday reveal the depth of those setbacks, and the size of the challenge facing schools as they help students catch up.
Education Secretary Miguel Cardona said it’s a sign that schools need to redouble their efforts, using billions of dollars that Congress gave schools to help students recover.
“Let me be very clear: these results are not acceptable,” Cardona said.


The NAEP test is typically given every two years. It was taken between January and March by a sample of students in every state, along with 26 of the nation’s
largest school districts. Scores had been stalling even before the pandemic, but the new results show decreases on a scale not seen before.
In both math and reading, students scored lower than those tested in 2019. But while reading scores dipped, math scores plummeted by the largest margins in the history of the NAEP test, which began in 1969.
Math scores were worst among eighth graders, with 38% earning scores deemed “below basic” — a cutoff that measures, for example, whether students can find the third angle of a triangle if they’re given the other two. That’s worse than 2019, when 31% of eighth graders scored below that level.

No part of the country was exempt. Every region saw test scores slide, and every state saw declines in at least one subject.
Several major districts saw test scores fall by more than 10 points. Cleveland saw the largest single drop, falling 16 points in fourth-grade reading, along with a 15-point decline in fourth-grade math. Baltimore and Tennessee’s Shelby County also saw precipitous declines.
“This is more confirmation that the pandemic hit us really hard,” said Eric Gordon, chief executive for the Cleveland Metropolitan School District. To help students recover, the school system has beefed up summer school and added after-school tutoring.
“I’m not concerned that they can’t or won’t recover,” Gordon said. “I’m concerned that the country won’t stay focused on getting kids caught up.”
The results show a reversal of progress on math scores, which had made big gains since the 1990s. Reading, by contrast, had changed little in recent decades, so even this year’s relatively small decreases put the averages back to where they were in 1992.
Most concerning, however, are the gaps between students.
Confirming what many had feared, racial inequities appear to have widened during the pandemic. In fourth grade, Black and Hispanic students saw bigger decreases than white students, widening gaps that have persisted for decades.
Inequities were also reflected in a growing gap between higher and lower performing students. In math and read ing, scores fell most sharply among the lowest performing students, creating
a widening chasm between struggling students and the rest of their peers.
Surveys done as part of this year’s test illustrate the divide.
When schools shifted to remote learn ing, higher performing students were far more likely to have reliable access to quiet spaces, computers and help from their teachers, the survey found.
The results make clear that schools must address the “long-standing and systemic shortcomings of our education system,” said Alberto Carvalho, super intendent of Los Angeles schools and a member of the National Assessment Governing Board, which sets the policies for the test.
“While the pandemic was a blow to schools and communities, we cannot use it as an excuse,” he said. “We have to stay committed to high standards and expec tations and help every child succeed.”
Other recent studies have found that students who spent longer periods learning online suffered greater setbacks. But the NAEP results show no clear connection. Areas that returned to the classroom quickly still saw significant declines, and cities — which were more likely to stay remote longer — actually saw milder decreases than suburban districts, according to the results.
Los Angeles can claim one of the few bright spots in the results. The nation’s second-largest school district saw eighth-grade reading scores increase by 9 points, the only significant uptick in any district. For other districts, it was a feat just to hold even, as achieved by Dallas and Florida’s Hillsborough County.
Testing critics caution against putting too much stock in exams like NAEP, but there’s no doubt that the skills it aims to measure are critical. Students who take longer to master reading are more likely to drop out and end up in the criminal justice system, research has found. And eighth grade is seen as a pivotal time to develop skills for math, science and technology careers.
For Carr, the results raise new ques tions about what will happen to students who appear to be far behind in attaining those skills.
“We want our students to be prepared globally for STEM careers, science and technology and engineering,” she said.
“This puts all of that at risk. We have to do a reset. This is a very serious issue, and it’s not going to go away on its own.”
Control of Congress: What’s at play in the 2022 midterms?
By Mary Clare Jalonick Associated PressWASHINGTON (AP) — Democrats have held both chambers of Congress and the presidency for the last two years, but they may not have such consolidated power for much longer.
Republicans are favored to win the House in the Nov. 8 midterm elections, bolstered by frustration over the econ omy and advantages in the redistricting process that takes place every 10 years. But Democrats are working to hold their ground, campaigning on maintaining access to abortion and other issues.
The outlook is murkier in the Senate, where Republicans are bidding to take back control. Several races in key battle ground states are tight, leading Senate Republican leader Mitch McConnell to say the chances of his party winning a majority are just 50-50.
A look at control of Congress and what will happen if Republicans win a majority in either chamber in the election:
WHAT IF THE HOUSE FLIPS?
Democrats, led by House Speaker Nancy Pelosi, have held the majority since 2018, when they won control in then-President Donald Trump’s first midterm election.
Republicans could take back the House if they net just five seats in dozens of competitive districts, and they are trying to win dozens.
History also gives Republicans reason for optimism. In the modern era, the party that’s held the White House has lost congressional seats in virtually every first-term president’s midterm election.
If Republicans win the House on Nov. 8,
the GOP caucus will elect a new speaker and take power on Jan. 3, 2023. They will run every committee and decide what bills come to the House floor.
WHAT WOULD A REPUBLICAN HOUSE LOOK LIKE?
House GOP Leader Kevin McCarthy has already unveiled his “Commitment to America,” a broad outline of economic, border security and other policies that the GOP would propose in the early days of the next Congress.
A return to Republican power in the House would be a victory for Trump, who has fought Democrat-led efforts to hold him accountable for the Jan. 6, 2021, Capitol insurrection. The vast majority of Republicans who are expected to return to Washington next year, along with most of those hoping to win a first term, are loyal to Trump and have followed his example in their policies and positions.
Among those allies are far-right members like Rep. Marjorie Taylor Greene of Georgia, who was stripped of her committee assignments by Democrats because of her extreme rhetoric but would be part of a broad governing majority under a GOP House. Greene stood behind McCarthy as he intro duced the “Commitment to America” in Pennsylvania last month.
WHAT WOULD A GOP HOUSE MEAN FOR BIDEN?
Democratic priorities like access to abortion, addressing climate change and stricter gun control would immediately be sidelined. And most, if not all, of President Joe Biden’s agenda would be effectively dead for the final two years of his term.

Still, nothing becomes law without Biden’s signature. Bills to fund the government, raise the debt ceiling and deal with military issues are necessary for government to function. Those bills are likely to become flashpoints in nego tiations between the GOP, Democrats and the White House.
Biden, who served in the Senate for decades, has often touted his bipartisan credentials and said he wants to work with Republicans. But there would be little appetite for that in a GOP Congress that has made opposition to Biden its top priority.
WHAT ABOUT THE SENATE?
While the Senate could tilt either way after the midterm elections, the majority party is still likely to have the slimmest of margins. That means Biden will be able to find a bit more common ground there, no matter who is in charge. Much of Biden’s legislative achievements in office have been the byproduct of bipartisan negotiations in the Senate.
Still, a Republican-led Senate could pass bills sent over by a GOP House, putting political pressure on Biden. And the GOP would regain control of committees and, with it, the power to conduct investigations and oversight of
the administration.
A Republican Senate could also make life difficult for Biden by blocking or delaying passage of the president’s judicial and executive branch nominees.
WHAT IF DEMOCRATS WIN?
If Democrats were to hold the Senate and Republicans win the House, the two chambers would be unlikely to find much common ground. But Republicans could try to win over Democratic Senate moderates on some legislation.
If Democrats were able to keep the House and the Senate, they would likely restart negotiations on some of Biden’s agenda items that were never passed, including his new package of social and economic programs that stalled amid internal Democratic disagreements.
WHAT DOES THE HOUSE MAP LOOK LIKE?
The majority of House districts aren’t competitive, thanks to a redistricting process that allows state legislatures to draw their own congressional lines if they decide to. Many legislatures draw lines to give advantages to one party or the other.
Still, dozens of seats are in play, including many of those held by Democrats who won in suburban districts in 2018, winning the majority for the party that year.

Whether you love or loathe The Conners, which kicks things off at 7:00pm CT, you have to admit the show has a long history of memorable Halloween episodes dating back to when it was still Roseanne.
• Even the ghosts in CBS’s breakout comedy, Ghosts, might get a bit scared with the séance in that’s store for the

series’ second Halloween episode, airing Thursday, October 27, 7:30pm CT.
• The characters on Call Me Kat cele brate Halloween, Thursday, October 27, 8:30pm on Fox. While you might expect the awkward, pun-loving, cat-loving title character to choose a feline-related costume, remember, she’s a mathema tician, too.

I usually look forward 9-1-1’s to quirky Halloween episodes, but despite Halloween falling on the same day of the week it usually airs, there a new episode isn’t scheduled for Halloween. But a
couple other dramas are having fun with the season.
• Grey’s Anatomy gets into the spooky spirit this year, and not only due to holi day-centric patients coming through the ER doors. Pumpkin carving and a trip to the morgue are on tap for Grey-Sloane Memorial’s newest interns. Thursday, October 27, 8:00pm CT on ABC.
• Appropriately enough, this Halloween the new incarnation of Quantum Leap, “leaps” its modern-day quantum traveler into the life of a priest who’s about to do an exorcism. NBC, Monday, October 31, at 9:00pm CT.
• For a perfect balance of silly, scary, science, and religion, Paramount+ has three seasons of the delightfully warped series Evil ready to stream. If you dare.
Reality Shows
Sibling networks HGTV, Food Network, and Travel Channel have been getting
viewers into the Halloween spirit for several weeks. Food Network caps the season off with a Halloween Baking Championship marathon October 31, starting at 6:00pm CT. And Travel Channel has a nearly full slate of spooky programming running in the coming week, from its “Shock Docs” documen taries to marathons of some of its most popular paranormal investigation shows. Even talk shows are feeling the spirit of the season. Every year, Live with Kelly and Ryan pulls out the stops with amazing costumes and Halloween fun. You can watch that locally Halloween morning at 10:00am on WTVO.

‘Black Adam’ debuts with $67M
By Jake Coyle Associated PressNEW YORK (AP) — Warner Bros.’ “Black Adam” opened with an estimated $67 million, according to studio estimates Sunday, handing Dwayne Johnson his biggest box-office weekend as a leading man and launching the D.C. Comics character he spent a decade to bring to the big screen.
“Black Adam” was a $200-million bid to upset the power balance in a DC Extended Universe dominated by the likes of Batman, Wonder Woman and Superman. The $67 million debut fell well shy of that stratosphere, even with the considerable draw of Johnson acting in his first superhero movie. Still, “Black Adam” managed the highest opening weekend since “Thor: Love and Thunder” debuted with $143 million in July.
“Black Adam,” which stars Johnson as an ancient Egyptian summoned to the modern day, was notably hobbled by poor reviews (40% fresh on Rotten Tomatoes). Moviegoers were kinder, giving the film a B+ CinemaScore. It collected $73 million internationally for a $140 million global haul.
“Black Adam” took a circuitous route to reach theaters. The character had origi nally been planned to launch as a villain in 2019’s “Shazam!” before executives pivoted to give Black Adam a standalone feature. The goofier “Shazam!,” which cost closer to $100 million to make, opened with $53.5 million in ticket sales and wound up an over-achieving success
with $366 million worldwide.
The stakes were higher for “Black Adam,” though. While promoting the film, Johnson hasn’t been shy about his desire to follow up “Black Adam” with a showdown with Superman. But whether the receipts for “Black Adam” are enough to warrant that remains unclear. Under new leadership, Warner Bros. is overhauling its approach to DC Comics adaptations.
Jeff Goldstein, distribution chief for Warner Bros., celebrated the results as a personal best for Johnson outside of the “Fast & Furious” films, and a PG-13 film with broad-based appeal that audiences responded to better than critics. Still, it’s a time of transition for Warner Bros.’ reorganizing DC unit as the studio seeks more Marvel-sized successes. Next on tap is “Shazam! Fury of the Gods” in March.
“It’s all about making good movies. It’s all about finding the right scripts,” said Goldstein. “Our studio is definitely going through a major revamping of our production leadership and style and approach. I think that we’ll be able to crack this nut. We’re definitely focused in on doing that.”
“Ticket to Paradise,” the Bali-set romantic comedy starring Julia Roberts and George Clooney, proved smart counterpro gramming. The Universal Pictures release debuted with $16.3 million, well above recent sales for rom-coms, which have struggled in recent years at the box office. The film is already a hit abroad, where it’s been in release for the last month, accruing
$80.2 million in ticket sales.
Earlier this month, Universal’s R-rated “Bros,” an LGBTQ milestone in the genre, debuted with a disappointing $4.8 million. “Ticket to Paradise” had a notable advantage in its two stars, and appealed particularly to older audiences; 64% of ticket buyers were 35 and up, the studio said.
“It became an event film for all audi ences this weekend but especially for older audiences that can be difficult to get into theaters,” said Jim Orr, head of distri bution for Universal. “We all know this is a demographic group that doesn’t exactly run out to see films opening weekend. That gives us great encouragement for the weeks and months ahead.”
Paul Dergarabedian, senior media analyst for data firm Comscore, noted it was the first weekend with a $65 million opener and more than $100 million in overall domestic ticket sales since July. That was owed largely to star power, he said, in the appeal of both “Ticket to Paradise” and “Black Adam” with Johnson.
“He was the engine that really drove this box office despite some headwinds in terms of the DC brand and this not being as known a character,” said Dergarabedian. “This is a very strong starting point for Dwayne Johnson in the mix of DC Comics. He’s like a box-office supercharger. Forty-percent Rotten Tomatoes, but people just want to see Dwayne Johnson on the big screen because he is bigger than life.”
Last week’s top film, “Halloween
Ends,” dropped massively in its second weekend. The Universal horror sequel, which was simultaneously released on Peacock, declined 80% with $8 million.
Meanwhile, Paramount Pictures’ “Smile,” continued to defy the typical declines for horror releases. With $8.4 million in its fourth week of release, “Smile” came in third and boosted its overall domestic sales to $84.3 million.
As more acclaimed awards contenders land in theaters, Searchlight Pictures’ “The Banshees of Inisherin” started its run with one of the best per-theater aver ages of the year. The Martin McDonagh drama, starring Colin Farrell and Brendan Gleeson, opened with $181,000 in four theaters for a per-theater average of $45,250. For A24, Charlotte Wells’ “Aftersun,” starring Paul Mescal and Frankie Corio as a father and daughter on vacation, also debuted solidly in four theaters, with a $16,589 per-theater average.
Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Comscore. Final domestic figures will be released Monday.

On Sunday, November 6, the Ethnic Heritage Museum, 1129 S. Main St., will host award-winning author, Cyndee

Schaffer and her presentation entitled “The Journey of Mollie’s War: WACs and WWII” at 2:30 pm.
The Women’s Army Corps (WACs) were the first women other than nurses to serve overseas in World War II. Cyndee Schaffer’s mother, Mollie Weinstein Schaffer, was one of them. Drawing upon excerpts from Mollie’s letters written home during the war, this presentation provides a roman tic, yet frightful, glimpse into the life of a woman in uniform during this crucial time in history.
Cyndee’s presentation is divided into three parts–the role of women in the mili tary, her mother’s experiences in WWII and finally the writing adventure from working with her mother on her memoir. Cyndee uses PowerPoint and two videos including a 9-minute WAC recruiting movie called “It’s Your War, Too” from 1943 in which her mother had two cameo appearances.
This event will be co-produced by the Illinois Humanities Road Scholars Speakers Bureau, which invites Illinois authors, artists and educators to share their expertise and enthusiasm with people throughout the state, enabling local nonprofit organizations to present
free-admission cultural programs to their communities.
Cyndee received her BS in math educa tion from Northwestern University and a MS in curriculum development from DePaul University. Her work experience has taken her to four divergent careers: a high school math teacher in inner city Chicago, an IT consultant testing computer systems, writing training materials and training users, and writing a book.
Cyndee Schaffer’s presentation of “Molly’s War” will take place on Sunday, November the 6th at 2:30 pm, the museum will open at 1:00 pm. This presentation is free to the public but donations are greatly appreciated.
On November 5th and 6th, various galleries of the Ethnic Heritage Museum and the Graham-Ginestra House will have displays honoring veterans of those ethnic groups. Last minute vegetable garden tasks
BY GRANT MCCARTY CONTRIBUTOROne of the questions we get at the University of Illinois Extension o�ce during the fall is what can someone still do in their vegetable garden between now and winter. This period of weeks can be a good time to transition/shut down the garden and sometimes even extend your vegetable plants for a couple of weeks.
Horseradish can be harvested this week. While we have received many frosts/freezes this last month countered by a warm weekend, we would still recommend moving ahead with Horseradish harvest before the ground
freezes. Horseradish is a perennial plant but unlike rhubarb or asparagus, it requires the removal of the entire plant in order to harvest. To harvest, cut back the leaves to the soil surface, using a shovel/ fork try to lift the plant from the edges with a goal of taking the main roots. You want to leave behind smaller ones that are pencil width. Horseradish can then be stored in a fridge/cool place unwashed and then used for your cooking.
Another task is to plant garlic. Garlic is planted now for harvest at the end of June 2023. You’ll plant a single clove double it’s height into the soil which will then produce a bulb to harvest next
year. Space these cloves 6 inches down a row and 12-36 inches between rows. We typically recommend Hardneck varieties as they do well in our area. Once planted in the soil, you need to cover the garlic with 4-6 inches of straw mulch. You could also use season extension methods which provide protection using low tunnels, cold frames, and/or row covers. These materials use passive heating (sunlight) to increase the air and soil temperature. Think of this as trying to create a greenhouse without electricity over your currently growing crops but without the costs and/or as much of a temperature di�erence as you
might get. In fact, some of these season extension methods will only provide a 10-25 F degree di�erence from outside depending on what you set up. The most common one is a low tunnel in which you are taking pvc pipes, bending them into hoops over your growing area, and stretching a material to create protection, usually a clear poly that allows for light but blocks rainwater. If you search online, you can find many resources to determine what season extension method makes the most sense for you.

Earlier this year a propane delivery man told us that customers were purchasing it much earlier than usual. He also mentioned that a large amount of LPG was being shipped out of the country. In addition the railroad that ships nitrogen reported that federal o�cials told them to haul 10% less than normal for spring farm use. In spring both wheat seed and nitrogen were in limited supply.
Diesel fuel was also in short supply leaving farmers unsure of how much would be available for spring planting. Evidently spring concerns had a limited impact on available supplies but the dramatic price increases impacted farm expenditures. Fall harvest is well underway and diesel supplies appear adequate. But increased expenditures for fuel are showing up in most sectors of the economy.
A local farmer expressed concern over the price of gas and the increased cost of drying down field corn to the level which brings the best price. Another problem is the challenge of shipping the dried corn
to the market. While Illinois has had a banner year of crop production, the cost of shipping has increased dramatically.
An article in Farm Week recently covered the issue. The widespread drought in the Mississippi watershed has adversely impacted river depth, particularly below Cairo, where the low water level has forced barges to severely reduce the amount of corn or soybeans they can carry. In addition to carrying less weight per barge there are fewer barges in each tow.
Carrying less cargo means more barge trips are needed to carry crops increasing the demand for barges. Increased barge demand has delayed shipping crops and increased shipping costs. Railroad shipping capacity is fi lled and demand for trucks to carry grain exceeds their availability. On-farm storage is also limited so more crops will be stored ln the open. Delays in shipping will add to the cost of the corn and soybeans in the marketplace. An increase in rain and water levels would alleviate some of the shipping problems.
The lack of rain across Kansas and Missouri has reduced crop yields which
impacts food prices. In response ranchers have been selling o� cattle to avoid the high cost of feeding them. Implied in the reduction of cattle herds is that fewer will be available in subsequent years.
Around 60% of the grain exported from the US flows down the Mississippi River. Due to the drought the volume being shipped is down to nearly 50%. The slowdown could also delay upriver shipment of nitrogen fertilizer in time for November applications on Midwestern farms for next year’s crops.
Coal exports destined for power plants in Europe are also down, intensifying the European energy stress. Shipping delays are a result of natural drought conditions rather than government policies.
The war in Ukraine is a result of decisions by government leaders and is a contributing factor in high energy and food prices. Sanctions imposed on Russia limiting energy, fertilizers and grain supplies are producing hardships across Europe. Other countries in Africa and the Middle East are anticipating food shortages, hardships and social stress. Particularly hard hit are low income
countries as well as low income citizens in other countries. Raising interest rates to curb inflation adds to the economic, social and political turmoil.
Of course ending the war and the sanctions involved would both save lives and decrease the stresses they bring. There are few short term solutions to rising energy and food prices. According to some energy experts as much as 50% of the energy consumed in advanced economies could be saved through aggressive changes in consumption. Distinctions would have to be made between essential and discretionary consumption to reduce overall energy use. Such practices were implemented during WW II and during the oil crisis of the 1970s. Some have already been introduced in countries in Europe.
If the energy shortages and price increases rippling through the economy result from an overall decline in energy resources, we will have to make adjustments to living with less available energy. If the estimates of being able to live well on half the energy we currently consume prove accurate, the possibility exists it may be necessary.
