SPRINGFIELD – The federal case against former Illinois House Speaker Michael Madigan widened Friday after new charges were filed against him and his longtime ally, Michael McClain, alleg ing they conspired to accept a bribe from AT&T Illinois in exchange for favorable legislation.

Prosecutors also announced that the company had admitted to using inter state commerce to facilitate passage of legislation and entered a deferred prosecution agreement while agreeing to pay a $23 million fine. The company’s former president, Paul La Schiazza,

65, also faces charges for conspiring to influence Madigan.

The latest indictments stem from legislation that AT&T pushed in 2017 known as a “carrier of last resort,” or COLR bill. The charges allege that the phone company paid $22,500 to a Madigan ally in exchange for efforts by Madigan and McClain to pass the bill. The payment was allegedly made through an intermediary to conceal its true purpose.

A spokesman for the Citizens Utility Board, which opposed the bill, said in an email that the law relieves AT&T from its prior duty to offer land line service to any customer within their service territory, once it receives approval from the Federal Communications Commission.

The bill passed the General Assembly twice in different forms. Both were vetoed by then-Republican Gov. Bruce Rauner,

but in July 2017 the General Assembly overrode the second veto and the bill became law.

La Schiazza has been charged with one count of conspiracy, one count of corruptly giving something of value to reward a public official, and three counts of using a facility in interstate commerce to promote unlawful activity, including bribery and legislative misconduct, which are violations of state law. Arraignment in federal court in Chicago has not yet been scheduled.

“We hold ourselves and our contractors to the highest ethical standards. We are committed to ensuring that this never happens again,” an AT&T spokesman said in a statement.

Madigan, 80, reigned over the Illinois House for all but two years between 1983 and 2021 and was considered by many to be the state’s most powerful politician. He also chaired the Democratic Party of Illinois from 1998 to 2021 but resigned that position amid the corruption scandal as well.

But he lost his leadership role in 2021 after he was implicated in a bribery scheme involving electric utility giant Commonwealth Edison. He was eventu ally indicted earlier this year on multiple corruption charges related to that scheme and is still awaiting trial.

The latest charges come less than four weeks before the 2022 midterm elections in which the entire General Assembly and all statewide elected officials are on the ballot.

Democrats hold supermajorities in both chambers of the legislature, but Republicans have campaigned hard on the theme that those majorities are the result of Madigan’s corrupt leadership, both in the House and in the party.

The Illinois Republican Party respond ed quickly to the new charges by issuing a statement.

“Indicted former House Speaker Mike Madigan’s legacy continues to haunt Illinois as he now faces additional corruption-related charges. Since 2019, nine Chicago Democratic aldermen and women, three Democratic state repre sentatives, and four Democratic state senators have been indicted or convicted on corruption-related charges, including Madigan himself.”

Waves of suicide drones strike Ukraine’s capital, 4 killed

KYIV, Ukraine (AP) — Waves of explo sives-laden suicide drones struck Ukraine’s capital Monday, setting buildings ablaze and tearing a hole in one of them. People scurried for shelter or tried to shoot down the kamikazes.

The concentrated use of the drones was the second barrage in as many weeks — after months in which air attacks had become become a rarity in central Kyiv. The assault sowed terror and frayed nerves as blasts rocked the city. Energy facilities were struck and one drone largely collapsed a residential building, killing four people, authorities said.

Intense, sustained bursts of gunfire rang out as the Iranian-made Shahed drones buzzed overhead, apparently from soldiers trying to destroy them. Others headed for shelter, nervously scanning the skies. But Ukraine has become grimly accustomed to attacks nearly eight months into the Russian invasion, and city life resumed as rescuers picked through debris.

Previous Russian airstrikes on Kyiv were mostly with missiles. Analysts believe the slower-moving Shahed drones can be programmed to accurately hit certain targets using GPS unless the system fails.

Mayor Vitali Klitschko said Monday’s barrage came in successive waves of 28 drones — in what many fear could become a more common mode of attack as Russia seeks to avoid depleting its stockpiles of long-range precision missiles.

Five drones plunged into Kyiv itself, said Prime Minister Denys Shmyhal. In the Kyiv region, at least 13 were shot down, all flying in from the south, said Yurii Ihnat, a spokesman for Ukraine’s air force.

One strike appeared to target the city’s heating network, hitting an operations center. Another slammed into a four-story residential building, ripping open a gaping hole and collapsing at least three apart ments on top of each other. Four bodies were recovered, including those of a woman who was 6 months pregnant and her husband, Klitschko said. An older woman and another man also were killed there.

An Associated Press photographer caught one of the drones on camera, its triangle-shaped wing and pointed warhead clearly visible against the blue sky.

“The whole night, and the whole morning, the enemy terrorizes the civil ian population,” Ukrainian President Volodymyr Zelenskyy said in a social media post. “Kamikaze drones and missiles are attacking all of Ukraine.”

“The enemy can attack our cities, but it

won’t be able to break us,” he wrote.

Andrii Yermak, head of the presidential office, posted on social media that Shahed drones were used.

Zelenskyy, citing Ukrainian intelligence services, has previously alleged Russia has ordered 2,400 of the drones from Iran. Russia has rebranded them as Geran-2 drones — meaning “geranium” in Russian. A photo of debris from one of Monday’s strikes, posted by Klitschko, showed the word Geran-2 marked on a mangled tail fin.

Iran has previously denied provid ing Russia with weapons, although its Revolutionary Guard chief has boasted about providing arms to the world’s top powers, without elaborating.

The drones pack an explosive charge and can linger over targets before nosediving into them. Their blasts jolted people awake. They included Snizhana Kutrakova, 42, who lives close to one of the strikes.

“I’m full of rage,” she said. “Full of rage and hate.”

The Russian military said it used “longrange air- and sea-based high-precision weapons” to strike Ukrainian military and energy facilities. They hit “all assigned targets,” Defense Ministry spokesman Igor Konashenkov said.

Ukrainian Foreign Minister Dmytro Kuleba called for European Union sanctions on Iran for providing drones to Russia. He reiterated Ukraine’s need for air defenses and ammunition, saying he’d addressed a meeting of EU counterparts from a bomb shelter because air raid sirens were howling.

EU foreign policy chief Josep Borrell said the 27-nation bloc is gathering evidence about Iran’s drone sales to Russia, and if the allegations are true, “we will be ready to react with the tools at our disposal.” The EU also approved a military train ing program in Europe for thousands of Ukrainian troops and plans for about 500 million euros ($486 million) in extra funds to buy weapons for Ukraine.

Iranian-made drones have been used elsewhere in Ukraine in recent weeks against urban centers and infrastructure, including power stations. At just $20,000 apiece, the Shahed is only a fraction of the cost of higher-tech missiles and conven tional aircraft. The Kalibr cruise missile that Russia has used widely in Ukraine costs the Russian military about $1 million each.

Drone swarms also challenge Ukrainian air defenses. Western nations have prom ised systems that can shoot down drones but much of that weaponry has yet to arrive in Ukraine and, in some cases, may be months away.

“The challenges are serious because the

air defense forces and means are the same as they were at the beginning of the war,” said Ihnat, the air force spokesman. Some air defense weaponry supplied by the West can only be used during daylight hours when targets are visible, he added.

Russia forces also struck energy infra structure elsewhere on Monday, apparently seeking to compound pressure on Kyiv’s government after previous attacks knocked out power supplies.

Shmyhal, the prime minister, said hundreds of settlements were without power after missile attacks on critical infrastructure in the Dnipropetrovsk and Sumy regions.

Ukraine’s nuclear operator said Russian shelling cut off power again to the Zaporizhzhia Nuclear Power Plant, one of the most worrying flashpoints of the Russian invasion.

The nuclear plant, Europe’s largest, needs power for critical safety systems. When shelling severs its power supply lines, the plant is forced to fall back on diesel generators – a temporary stopgap.

Russian President Vladimir Putin had said Friday that there was no need for more widespread attacks against Ukraine — after a barrage of strikes earlier in the week that he said were retaliation for the bombing of a bridge connecting Ukraine’s Russian-occupied Crimean Peninsula with Russia.

However, Putin also said that seven of 29 targets designated after the bridge attack were not hit “the way the Defense Ministry had planned,” so Moscow’s forces would continue to target them. He didn’t specify the targets.

After months during which strikes in central Kyiv were rare, last week’s attacks put the country and its capital back on edge.

Monday’s strike on Kyiv came amid intensified fighting in the eastern regions of Donetsk and Luhansk, as well as a continued Ukrainian counteroffensive in the south near Kherson and Zaporizhzhia. Zelenskyy said Sunday that there was heavy fighting around the cities of Bakhmut and Soledar in the Donetsk region.

The Donetsk and Luhansk regions make up the industrial east known as the Donbas, and were two of four regions annexed by Russia in September in defiance of inter national law.

In the south, Ukrainian air forces reported shooting down nine drones over the Mykolaiv region and six more over the Odesa region. The governor of the eastern Kharkiv region said overnight attacks on a city and villages killed one woman and injured four more people.

Amazon faces off with union in fight for a second warehouse

NEW YORK (AP) — The startup union that clinched a historic labor victory at Amazon earlier this year is slated to face the company yet again, aiming to rack up more wins that could force the reluctant retail behemoth to the negotiating table.

This time, the Amazon Labor Union and the nation’s second-largest private employer are facing off in the town of Schodack, near Albany, New York. Workers at the warehouse there, which employs roughly 800 people according to Amazon, will finish voting in a union election on Monday. The votes will be tallied Tuesday by the National Labor Relations Board.

“There are also a lot of odds against us, but I think there’s definitely a huge possibility we might win,” said Sarah Chaudhry, an 18-year old who’s been organizing workers since joining the company two months ago. “I can’t jinx it.”

The face-off near the state’s capitol — one of the most unionized metro areas in the country, according to Unionstats.com — marks the third time the ALU is taking on Amazon following its initial win at a Staten Island facility in April. That victory — the first ever for an Amazon facility in the U.S. — came as a surprise even to those sympathetic to the union’s calls for a $30 hourly wage and better working conditions for warehouse workers.

But soon enough, challenges began to appear. A loss at a second, nearby warehouse in May took some wind out of the union’s sail. Fractures were exposed when some prominent organizers left the group.

Elsewhere, the union lost time and resources attempting to cement its lone win. Amazon has accused the ALU and the NLRB’s field office in Brooklyn of tainting the vote. In a quest for a redo election, the company filed more than two dozen objections with the agency, triggering a lengthy process that could take years to resolve.

Last month, a federal labor official who presided over the hearings ruled against the company, which has noted it intends to appeal. During an interview last month, Amazon CEO Andy Jassy also signaled the retail giant could drag the case to federal court.

“Amazon is ready to fight this to the death,” said John Logan, the director of labor and employment studies at San Francisco State University. “And the problem for the Amazon Labor Union is

if you only have one warehouse ... you’re never going to have enough leverage to force the company to bargain.”

The election in Albany offers the ALU a chance to show its win isn’t a one-off, experts say. Heather Goodall, the main worker organizer in the facility, launched the campaign at the warehouse in May, three months after joining the company and a month after the Staten Island win. Her passion for unionizing, she said, came from the death of her son, who committed suicide six years ago while working for a large company.

“So when I heard that there were working conditions that were suspicious in my own community — and I have a 17- and 15-year-old that attends the school district in the area where Amazon conducts its business — I wanted to see firsthand what was going on,” Goodall said.

Amazon launched its own campaign to push back the organizing effort. As it did with other warehouses, the company held mandatory meetings at the Schodack facility in an attempt to persuade workers to reject the union. It also put up flyers and signs across the warehouse urging workers to “vote no.”

“Don’t sign an ALU card,” the company said on one sign posted on a screen at the facility. “The ALU is untested and unproven.”

“We’ve always said that we want our employees to have their voices heard, and we hope and expect this process allows for that,” Paul Flaningan, an Amazon spokesperson, said in a statement.

Last week, Amazon workers at a sepa rate facility in California’s Moreno Valley filed for their own union election, seeking to join the ALU. Nannette Plascencia, who has worked at the warehouse for seven years, said she and her colleagues have been attempting to organize the facility for more than two years, but the company’s famously high turnover rate had made it challenging to build up enough support.

Another election spearheaded by the Retail, Wholesale and Department Store Union at a warehouse in Bessemer, Alabama, remains too close to call with 416 challenged ballots still waiting for adjudication. The vote, held this spring, was the union’s second attempt to orga nize there, following a prior loss that it contested.

Unlike Starbucks stores that have voted to unionize by the hundreds in the past year, organizing Amazon warehouses is

a much more arduous task. The facilities typically employ hundreds -- or thou sands — of employees. And it can take months to build up enough showing of support for an election.

Amazon warehouse workers at a facility in Garner, North Carolina, a suburb of Raleigh, have been organizing for months and plan to file for an election by the end of summer next year, said Tim Platt, an Amazon worker who’s been soliciting support for the campaign under a group called Carolina Amazonians United for Solidarity and Empowerment, or CAUSE. Organizers are taking their time to file for an election so they can be confident of the outcome by the time workers start voting.

The workers there chose not to align with the ALU, though organizers still coordinate with each other routinely. Platt said workers might join another union in the future. They’ve met with the Teamsters, which launched a division last month focused on organizing Amazon

workers. But for now, Platt said they’re only focused on organizing.

Mendoza, ALU’s director of commu nications, said the union is trying to support other workers forming their own organizing committees across the country. However, their main task will be filing their own election petitions and building up more support at the facility that voted to unionize in case it needs to call for an action, such as a strike.

The union has been able to hire two full-time staff to help out with trainings and meetings. A $250,000 donation from the American Federation of Teachers has also allowed them to get office space in Staten Island. They’re building support, but it takes time, Mendoza said.

“You can lose some elections or win other ones,” he said. “We’re not concerned about an individual result the way Amazon is. They can’t really afford to lose one.”

The Backyard Orchard: Recommended fruit tree varieties

Now that we’ve discussed some of the main decisions on a backyard orchard, this week I’ll talk about varieties that University of Illinois Extension recommends.

We highly recommend you purchase your fruit trees from a reputable fruit tree company. Not only will they be able to answer some of the questions you have, many of these companies have newer varieties available for the homeowner compared to what you might find somewhere else. They may also have di�erent heights and feathered/whip type too. Most of these fruit tree companies will begin to market their 2023 o�erings in

December for you to purchase and have shipped to you in the spring of 2023. Many of these businesses will also be able to tell you if you need more than one variety and suggest which varieties you’d want to plant to ensure cross-pollination. Note that it is probably too late to plant fruit trees this year.

There always tend to be new apple varieties each year and you may find your favorite apple you purchased from a Rockford orchard this year is available for you to plant this upcoming season. Early fall (end of August and into mid-September) varieties include ‘Prima’, ’Gala’, ‘Empire,’ ‘Ginger Gold’, and ‘Pixie Crunch’. If you want to harvest your apples in fall (end of September

to mid-October), the varieties we recommend include ‘Jonathan,’ ‘Golden Delicious’, ‘Red Delicious,’ ‘McIntosh’, ‘Honeycrisp’, ‘Cortland’, ‘Liberty’, ‘Jonagold’, and ‘Crimson Crisp’. The final group is considered winter eating/ cooking that includes ‘Winesap,’ ‘Turley,’ ‘Fuji,’ ‘Rome’, ‘Enterprise’, ‘Braeburn’, and ‘Goldrush’.

For pears, recommended varieties include ‘Maxine’, ‘Starking Delicious,’ ‘Seckel,’ ‘Harrow Delight’, ‘Anjou,’ ‘Bosc,’ ‘Duchess Stark,’ and ‘Moonglow’.

For your stone fruit group, peach varieties that University of Illinois Extension recommends are ‘Contender’, ‘Reliance’, and ‘Madison’. You could also plant plums like ‘Mountain Royal’,

‘Black Ice’, and ‘Pipestone’. Some of the tart/sour cherry varieties that may work for you are ‘Nanking’ (bush), ‘Meteor’, ‘Montmorency’, and ‘North Star’. Remember to expect yields every couple of years due to our weather for this group and that plums will need more than one variety.

A backyard orchard can be a great project to consider into 2023. As this is a long-term decision for planting a fruit tree, you want to think about all the factors (height, disease resistance, whip/feathered) before purchasing and planting.

Climate change and economic impact

According to an article by Robinson Meyer, The climate economy is about to explode, the fight against climate change is becoming the great story of our lives. His enthusiasm stems from a report by Investment Bank Credit Suisse which concludes that The Inflation Reduction Act is more important than has been recognized, shaping industries in the United States for the next decade and beyond.

Credit Suisse believes total spending could double what was initially projected within the decade. It describes the U.S. as becoming “the world’s leading energy provider.” It currently is the world’s largest producer of oil and natural gas, but with new federal funds extending to hydrogen, carbon capture and storage it will gain another competitive advantage in low-cost clean energy.

A contrasting perspective on solutions to climate change includes an article by Richard Heinberg entitled The only longrange solution to climate change. In it he

argues that the solution will not come from replacing fossil fuels with renewable energy sources which is another technological solution bypassing the need for personal and cultural change. Climate solutions will require a large portion of the population, especially those in wealthy countries, to forego some of what they now enjoy. Heinberg describes a transition to intermittent sources of energy as a potentially impossible if we attempt to maintain the existing level of energy use or attempt to continue to expand economic growth.

Another challenge to a transition to cleaner energy sources comes from the question of gaining public acceptance of the transition to cleaner energy sources. It is common for developers to target low cost rural communities and remote sites for solar and wind installations. In some cases such proposals are being met with strong resistance from interests protecting natural habitats and small town life.

A new report from the Nature Conservancy discussed in the Boiling Point addresses the need to set some limits on renewable energy installation

in 11 western states. The study advocates that only 21 million acres of land of the original 26 million acres are needed for renewable infrastructure development. The acres eliminated would include lands valuable for ecological purposes. More of the renewable energy infrastructure should be placed closer to high energy demanding urban centers. Existing degraded lands such as railway corridors, abandoned mines and superfund sites should also be used for development. In urban settings rooftops, warehouse roofs and parking lots should host renewable energy infrastructures, reducing the need to industrialize rural settings.

Despite some of the controversy surrounding the siting of renewable energy systems the pace of the transition has accelerated and increasing levels of installations are being reported. The Institute for Local Self Reliance reports that during this year’s second quarter 10 gigawatts of new electrical generation capacity were installed with most of them being renewable energy sources. Over the same period in Illinois 93 community solar projects were completed adding

181 megawatts of capacity. All of the new developments occurred before the Inflation Reduction Act was implemented.

A renewable energy plant serving Lexington, Oregon, is the first plant in the United States to develop an installation that replaces its dependence on fossil fuels with a renewable energy system. The system combines wind, solar and battery storage on one site and provides continual electrical power to the community. Similar projects are being proposed for other locations, including one in Illinois. The new federal legislation allows municipal and cooperative electrical utilities to secure credits for renewables.

With our involvement in the e�ort to transition to cleaner energy sources we have witnessed many examples of dramatic reductions in energy consumption. Good, comfortable lives are possible with lower levels of energy use but they have not been widely implemented. Less consumption would reduce the need for more energy and potentially reduce some concerns over siting issues.

ROCKFORD, IL – River Bluff Health & Rehabilitation is requesting candy donations for its “Trick or Treat at the Bluff” event on October 31 from 3:30pm to 4:30pm in the facility’s parking lot. River Bluff staff and residents will pass out candy to the community and are looking forward to seeing friends and family stop by. In the spirit of Halloween, River Bluff is asking the community for donations of candy for residents to pass out to those trick or treating.

The Rockford SymphonyOrchestra to Perform with Electronics DJ Gabriel Prokofiev

The Rockford Symphony Orchestra (RSO) continues their search for a new music director by welcoming finalist Yaniv Segal on Saturday, October 22, 2022 at 7:30 PM at the Coronado Performing Arts Center. Segal’s program is titled Deconstructing Beethoven and will feature guest artist Gabriel Prokofiev who is a composer and DJ. Segal will be speaking about the program at a pre-concert lecture at 6:30 PM.

Segal has achieved critical success for his work as a symphonic conductor, composer, actor, and violinist. Esquire Magazine wrote that he is “redefining classical music”. Segal is Conductor Laureate and Artistic Advisor of the Chelsea Symphony, former Assistant Conductor of the Detroit Symphony Orchestra and the Naples Philharmonic, and has also assisted at the New York Philharmonic.

In 2020, Segal released Beethoven

REimagined, a commercial recording made with the BBC National Orchestra of Wales. The album, called “exciting [and] outrageous” (Times of London), presents contemporary music inspired by Beethoven arranged and written by Segal as well as composer, DJ Gabriel Prokofiev, who is the guest artist at the RSO concert.
