Trump administration denies Illinois’ request for disaster relief — again By Ben Szalinski

Capitol News Illinois bszalinski@capitolnewsillinois.com

President Donald Trump’s administration denied Illinois’ request on Thursday for federal disaster relief in eight counties after days of severe weather hit the state in August. Gov. JB Pritzker submitted a request to the Federal Emergency Management Agency last month seeking resources to help the eight counties recover from flooding, tornadoes and severe wind damage. FEMA Administrator Cameron Hamilton said in a response letter that assistance was “not warranted,” according to the governor’s office. “Our communities are still picking up the pieces from the destruction caused by severe weather this summer,” Pritzker said in a statement. “Donald Trump should never play politics with their homes, businesses, and infrastructure.” T he gover nor’s request covered Champaign, Cook, Ford, Fulton, McLean, Tazewell, Vermilion and Will counties. It came after the state completed a preliminary damage assessment and determined the damage was beyond the state’s ability to handle by itself and contending it should meet the threshold for federal assistance. On Aug. 11, a storm produced tornadoes and wind gusts approaching 100 mph in southern Cook County and Will County,

according to the National Weather Service. Many of those same communities were slammed by tornadoes and high winds on July 27 and were still recovering. FEMA granted Indiana’s request on Aug. 25 for federal help following the same Aug. 11 storm which left many residents just across the state line without power for weeks. More storms on Aug. 13 brought significant wind damage to McLean County, where the Normal Fire Department said it set a new record for most calls during a 24-hour shift. Many communities in central Illinois reported flooding from another round of storms on Aug. 14. Illinois submitted its disaster declaration Sept. 15. Pritzker said the delay was needed to get a clearer accounting of damage, though his Republican challenger Darren Bailey criticized him for not submitting it sooner. On Thursday, Bailey issued a statement saying he was also “disappointed” by FEMA’s decision. “I’m calling on the FEMA to re-evaluate and reverse this decision to ensure the hardworking Americans who live in our state get the relief they desperately need,” Bailey said. Had FEMA approved Pritzker’s request, it would’ve unlocked several federal programs for residents and businesses impacted by the storms, including grants for repairs. Local governments would

Each member of Illinois’ congressional delegation, including the three Republicans, also signed a letter to Trump supporting Pritzker’s request. “Much like a toddler throwing a tantrum, Donald Trump continues to punish Americans who live in states that did not support him in the last election,” U.S. Sen. Dick Durbin, a Springfield Democrat, said in response to FEMA’s decision Thursday. It’s the third time FEMA has denied a request from Illinois since Trump took office again in 2025. Last year, the Trump administration denied two requests for assistance after summer storms caused severe flooding in the Chicago area. Pritzker criticized the decisions as “politically motivated,” although FEMA has denied that in media statements. The U.S. Small Business Administration did approve low-interest loans for businesses impacted by the flooding. The SBA has also approved Pritzker’s request from earlier this year following spring tornadoes. Illinois has seen more than 200 tornadoes this year — more than any other state. A Politico analysis earlier this year found Democrat-led states saw just 23% of their disaster requests granted in his second term, compared to 89% for Republican states. Under the past six administrations — including Trump’s first term — states led by either party saw similar rates of approval, between 70% and 90%. The analysis also found the administration took twice as long to issue decisions on requests from blue states. Trump’s administration has sought to raise the threshold for events to qualify for FEMA disaster assistance by 50%, which would’ve reduced the federal government’s disaster relief spending by $1.5 billion between 2012 and 2025, according to NPR. ST O C K HOL M (A P) — A m e r i c a n economists Robert E. Hall and Michael Woodford won the Nobel Memorial Prize in economics Monday for their work on models that have helped governments and central banks manage economic shocks, such as energy crises and inflation. The Royal Swedish Academy of Sciences announced the winners in Stockholm, noting that their work created the theoretical foundation to better understand how consumers decide whether to save or spend, insights that make it easier for policymakers worldwide to stabilize economies after fluctuations. “The laureates’ research has made it possible to manage major macroeconomic crises far more effectively than before,” the Nobel committee wrote in a paper explaining the economists’ work. “It has been hugely beneficial during the pandemic and the energy crises of recent years.” Ha l l is a f fi l iated w it h St an ford University in California, and Woodford with Columbia University in New York. Woodford spoke to the committee by phone from New York: “It’s a tremendous honor. It’s a surprise.”

For decades, governments responded to economic shocks by following the Depression-era prescriptions of the British economist John Maynard Keynes: Intervene in the economy by lowering interest rates and taxes and hiking government spending, thereby encouraging consumers and businesses to spend and invest and help restart growth. “This is the Keynesian recipe and it worked well – until it didn’t,” said Timo Boppart of the Nobel economics committee. Policymakers had thought economic management involved simple trade-offs – unemployment, for instance, would stay low at a time of high inflation and rise when inflation fell. But the “ stagflation ‘’ of the 1970s — when the world economy experienced simultaneous high inflation and high unemployment – proved the formula was simplistic. Some economists argued that government attempts to intervene in the economy were doomed to fail. But Hall and Woodford, in separate contributions, set about improving the Keynesian model to take into account how consumers and businesses actually make decisions about whether to invest and spend. “Economic outcomes are the result

of millions of decisions made at the microlevel by households and businesses,’’ the Nobel committee wrote. “Using models based upon this approach, rather than simply studying the economy from a macro perspective, like a bird’s eye view,” Hall and Woodford’s research “generated a paradigm shift in the theory of stabilization policy.”

Hall studied consumer choices

Hall studied the way that consumers’ decisions about whether and how much to spend depend on what they expect their future income to be. “If they are optimistic, they will consume more than if they are pessimistic,’’ the committee wrote. But consumer expectations can change unexpectedly as new information about the economy comes in. Hall found that forecasting future consumer spending is virtually impossible. The idea that consumption is mostly unpredictable “is not good news for forecasters, or policymakers,” Olivier Blanchard, who was chief economist at the International Monetary Fund during the 2008 financial crisis, said by email. “But it is news they must take into account in thinking about the effects of policy.” Hall also explored the idea that some households are so strapped financially that they can’t borrow or tap savings in response to economic changes. In a 1982 paper with the economist Fredric Mishkin, Hall found that around 80% of households made spending decisions based on their expectations for the future “while the rest lived hand to mouth,” the committee wrote. “The prize is for research that pushes our understanding of macroeconomics from the bottom up, from families and firms making decisions over time, while looking ahead,” Ivan Werning, an economist at the Massachusetts Institute of Technology, said in an email.

Woodford analyzed how businesses make decisions

Woodford’s research established that businesses make decisions about prices based on where they think interest rates will go in the future. “If the business believes that its competitors’ prices and its own costs will increase, it is best to set a higher price than it would with the opposite expectation,” the Nobel committee wrote. “Businesses’ decisions are thus also governed by their expectations.” Therefore, central banks such as the U.S. Federal Reserve, which set shortterm interest rates, should provide “clear

and credible communication about how they reason and what they plan to do.” Central banks have responded to this insight by working harder to explain what they are doing. The new Fed chair, Kevin Warsh, has said the trend toward such “forward guidance” went too far. He’s trying to scale back how much the U.S. central bank talks about its thinking and its intentions. Woodford’s research also offered guidance on how central banks should respond to energy price shocks — like the one that followed the U.S. and Israeli attack on Iran in February — that can both feed inflation and send unemployment higher. “Unlike the traditional Keynesian models, Woodford’s model recommends a cooling measure, such as increased interest rates, to avoid uncontrolled inflation,” the Nobel committee wrote. “His insight has made it possible to respond to recent supply shocks more effectively than during the oil crises of the 1970s.” During the phone call broadcast at a news conference, Woodford said his work has stressed “the understanding of the people who are in the markets and making decisions about spending.”

Economics prize is last Nobel announcement this year

The economics prize is formally known as the Bank of Sweden Prize in Economic Sciences in Memory of Alfred Nobel. The central bank established it in 1968 as a memorial to Nobel, the 19th-century Swedish businessman and chemist who invented dynamite and established the five Nobel Prizes. Nobel purists stress that the economics prize is technically not a Nobel Prize, but it is always presented together with the others on Dec. 10, the anniversary of Nobel’s death in 1896. Nobel honors were announced last week in medicine, physics, chemistry, literature and peace. Monday’s award was the second Nobel win for a Stanford University professor this year. Dr. Karl Deisseroth shared the medicine prize with Peter Hegemann and Georg Nagel for their work that led to a tool that uses light to help unravel how the brain works. The prize money this year is 12 million Swedish kronor (about $1.2 million), whether for an individual, small group of laureates or organization. ___ Dazio reported from Berlin, and Wiseman reported from Washington. Report: Illinois tax revenue from gambling increased 19% last year Sports betting, video gambling continue to drive increase By Maggie Dougherty

Capitol News Illinois mdougherty@capitolnewsillinois.com

CHICAGO — Illinois bettors lost more money than ever last year, according to a new state report. State coffers, meanwhile, went in the opposite direction, collecting a record $2.7 billion in gambling-related revenue — a 19.2% increase from the previous year. It marks a 90% increase from fiscal year 2019, the final year before the state approved a massive gambling expansion aimed at raising revenue for the state’s ongoing capital infrastructure plan. A report released this month by the Commission on Government Forecasting and Accountability noted revenues are expected to grow further in the coming years, as several new permanent casinos open, new slot machines enter Chicago bars and restaurants, and sports wagering continues its rapid growth with new fantasy sports offerings. For the second year in a row, video gambling machines surpassed the Illinois Lottery as the largest-grossing source of wagering revenue in the state. Those machines brought in more than $1 billion in state and local tax revenues, while lottery revenues remained relatively flat at $788 million. Sports wagering remains the fastest-growing source of gambling revenue, with more than $15 billion wagered in 2026 alone, generating $593 million in state taxes. Casino receipts grew 13% from the year prior, but COGFA warned that recent growth is largely due to new casinos opening rather than better performance among individual casinos. Since state lawmakers passed a massive gambling expansion in 2019, the number of casinos allowed to operate in Illinois has risen from 10 to 17. Prior reporting by Capitol News Illinois and the Illinois Answers Project found that gamblers in Illinois lost nearly $8 billion last year alone. Adam Hoffer, director of excise tax policy at the Tax Foundation, a nonpartisan tax policy nonprofit, said gambling taxes like Illinois’ can put the state’s interests at odds with the interests of residents struggling with gambling

addiction. “This puts the state in a weird position, right?” Hoffer said. “They want to discourage activity on one hand, but it’s their revenue source on the other hand.” The state last assessed problem gambling during the pandemic when sports gambling wasn’t yet fully implemented. That report estimated 383,000 Illinois adults had a gambling problem, and another 761,000 were at risk of developing one, though some clinicians consider the estimates an undercount. Problem gamblers have one of the highest rates of suicide; the assessment estimated one in 10 problem gamblers in Illinois had thought about or attempted to end their life that year. One in three had done so in their lifetime, it found.

Parlaying losses

Sp or t s g a mbl i ng h a s b e c ome a billion-dollar industry in Illinois in the six years since it was legalized. Last year, bettors in the state placed more than 319 million sports wagers. Nearly 99% of those bets were made online. Fueling that growth are parlay bets, which allow bettors to stack multiple outcomes — the Padres beat the Cubs, the Sox make it to the World Series and Tyson Bagent throws two touchdowns against the Packers — into a single bet. If even one leg of the bet fails, the whole parlay fails. Because the odds get worse as more legs are added, the bets offer high payouts on relatively low wagers, making them particularly attractive. “Especially if you’re at a 16-leg parlay that you might be able to put in $1 and it’ll pay you $100,000,” recovering compulsive gambler Caleb Driker-Ohren said. “All it takes is one team to win a game. Like, how hard is that? Just get another team to win their game and then when it hits, too, it’s a rush.” Parlay bets are so attractive, in fact, that bettors placed them almost 200 million times in the past fiscal year, accounting for three in every five bets placed. And while parlay bets were responsible for almost a third of sports wagering payouts, parlay bettors also accrued the highest net losses at $879 million; nearly 62% of all betting losses in the year came from parlays. Gambling losses are disproportionately felt by compulsive gamblers, especially

when it comes to sports betting. Though the breakdown in spending has not been studied in Illinois, a 2024 study in Connecticut found that nearly 71% of all legal gambling revenue in the state came from the less than 7% of residents identified as problem or at-risk gamblers. Over half of sports bets, it found, were made by less than 2% of Connecticut residents identified as compulsive gamblers. Despite bettors placing fewer bets this year than the year before, state tax revenues were still higher thanks in part to a new per-wager tax instituted for bets placed online. Illinois’ sports wagering revenue outpaces that of other states that have enacted similar legislation in recent years. Gamblers in Pennsylvania, which has a similar population size and opened sports betting two years before Illinois, saw losses of $663 million in fiscal year 2026, trailing Illinois’ $1.4 billion.

Gas station casinos

W hen Illinois first allowed slot machines, or video gambling terminals, outside of casinos in 2012, insiders estimated they would plateau at around 20,000 machines. But while casinos and other forms of gambling were limited amid the pandemic, video gambling terminals flourished. Illinois sets no limits on the number of establishments that can offer video gambling. The state is now nearing 50,000 video gambling terminals, or “the equivalent of over 40 ‘full-size’ Illinois casinos,” according to the report. Chicago’s city council recently voted to lift its longtime ban on video gambling terminals. Since over a fifth of the state population resides in Chicago, the report predicts the city’s legalization to have a “huge impact” on video gambling revenues. Already, Illinoisans are losing triple the money they did a decade ago to these slot machines, which are considered one of the most addictive forms of gambling. That’s not just because there are more machines, the report shows; the net income per machine has increased from around $117 per day in 2016 to over $182 in 2026. Illinoisans lost more than $3.3 billion in total playing slots last fiscal year. For the second year in a row, state and local

governments netted over $1 billion in video gambling taxes.

Prediction markets

One somewhat unknown variable when it comes to sports betting revenue is the continued growth of unregulated prediction markets. State lawmakers passed a law attempting to bring prediction markets like Poly market and Ka lsh i under t he regulatory umbrella of sports betting, though the move faced an expected legal challenge. It would have created a fee structure that budget analysts predicted would have brought in $5 million in state revenue. The law would also have subjected prediction markets to other sports betting regulations, like requiring customers to be 21 and older and disallowing bets on in-state college teams. The Illinois Gaming Board sent cease and desist letters to 13 online operators, including Kalshi and Polymarket, seeking to bring them into compliance. The companies, however, maintain that they are exchange markets regulated exclusively by the Commodity Futures Trading Commission, and that Illinois’ attempt to regulate them violates the Supremacy Clause of the U.S. Constitution. Kalshi, its financial partner Coinbase and the CFTC sued the state in June to block the taxes from taking effect. A federal judge ruled in their favor this week, issuing a preliminary injunction to protect the companies against Illinois’ enforcement of its gambling regulations based on her finding that the markets should be federally regulated as financial swaps, not gambling. “Many of the financial instruments at issue are likely swaps as defined by the Commodity Exchange Act — they just happen to be swaps that people find entertaining and fun,” U.S. District Judge Martha Pacold wrote in her ruling. She did not yet rule on whether Kalshi could be subject to the state’s transaction fees, saying more argument was needed. Diesel fuel long-term perspective By Dr. Robert Vogl, Ph.D.

Illinois Renewable Energy Association Contributor

A recent Farm Week publication from the Illinois Farm Bureau had a number of articles addressing the economic stress farmers are facing from the rising costs of diesel fuel and fertilizers. In response to the rising costs of diesel fuel letters have been sent to Gov. Pritzker and federal officials seeking their assistance to ease the financial burden. They requested temporary relief from state and Federal on-road diesel taxes to help lower fuel costs. At the federal level, according to Euro News, the Trump administration has taken two actions to help lower diesel fuel prices. They secured an agreement with the G7 to an emergency oil release of up to 100 million barrels of diesel and crude oil over four months to help reduce high energy prices, particularly diesel during crop harvesting. A second action is the temporary relief from diesel tax for truckers as fuel costs hurt truckers as we approach the US midterm elections. According to an article by Noi Mahoney some 16 trucking companies have filed for bankruptcy within a month. The filings are geographically

widespread and include a number in Illinois. The filings indicate the financial pressure across general freight. last mile, agriculture and specialized trucking. The relief provided for diesel fuels and oil will provide some welcomed relief but uncertainties remain for the long term energy outlook. Another article in Euro News by Wessam Al Jurdi reports Armin Nasser CEO of Saudi Aramco indicates that global oil stocks are alarmingly in short supply and could take two years to rebuild. An article by energy researchers Busby and Pollack warn Why Fuel Prices May Go Higher Still. As oil shipments remain disrupted by wars, refineries destroyed and oil reserves are drawn down shortages could be long term. Gail Tverberg raises the question of whether diesel and jet fuel shortages can be solved. She suggests that there has been a shortage of these fuels since at least 2020 for a variety of reasons not simply because the closure of the Strait of Hormuz. She postulates that economy needs to transform itself so that it uses less diesel fuel and undertake research on lowering the cost of extracting heavy oil and bitumen to increase the supply over the long

term. Given that heavy oil is more difficult to extract, refine, and transport its cost should be higher than gasoline. The high price of diesel is seen as resulting from a lack of its production. Given the lack of production of costly heavy oil is seen as leading to wars over existing supplies. Some authorities have claimed that there would be plenty of heavy oil to refine if the price rose high enough for long enough. Today’s conflicts in the Middle East and Russian/Ukraine according to Tverberg seem to be related to inadequate supplies of diesel and jet fuel. The total supply of diesel and jet fuel has been lower since 2020. Since that time it is the poorer counties getting more of the available diesel and jet fuel than the advanced countries. The falling consumption of diesel and jet fuel in advanced countries may in part as a result of their becoming service economies lowering their demand for diesel as well as lowering the wages of workers in advanced countries while increasing their unhappiness with the economy. Workers in the poorer countries remain unhappy with their wages as well as their resources that are being sold to people

living in Advanced countries. While heavy oil deposits are found in other countries the ability to extract and process them would require higher prices to bring them into the marketplace. Tverberg offers a few suggestions how heavy oil resources could be brought into the market. One suggestion is that in Middle East countries with large populations would need to be lower them and send guest workers back to their home countries to increase the number of jobs available for local workers so that costly made work projects could be reduced. Another suggestion is that the total consumption of diesel and jet fuel use should be cut back as it is likely to take years before the new heavy oil production can be increased. A third suggestion is to shorten the length of existing supply chains to reduce diesel and jet fuels needs. Tverberg’s solutions rely on increasing the consumption of heavy oils relying on higher prices and technological improvements. Ignored in her proposal is the environmental consequences of increasing fossil fuel consumption at a time when climate scientists are calling for a reduction in there consumption.

Georgia takes over at No. 1 in AP Top 25 with Notre Dame, Miami next; Oregon is out of the poll By Eric Olson Associated Press

Georgia moved up to No. 1 in The Associated Press Top 25 on Sunday following its win at Alabama, Texas dropped six spots to No. 7 after its loss to rival Oklahoma and Oregon was unranked for the first time in four years after losing for the second time in the past month. The Bulldogs, who had been No. 2 for five straight polls while rolling off five straight lopsided wins, went on the road and beat Alabama 20-17 with the help of what appeared to be a missed pass interference call in the end zone late in the game. Georgia received 66 first-place votes from the panel of 70 media members after its first victory in Tuscaloosa since 2014 and ascended to the top of the poll for the first time since Sept. 8, 2024. Notre Dame, which tuned up for this week’s top-10 matchup at BYU with a 58-7 rout of Stanford, moved up one spot to No. 2. The Fighting Irish got one first-place vote and have their highest ranking since they were No. 2 in the final poll of the 2024 season. No. 3 Miami, which received two firstplace votes, is followed by Ohio State and Indiana. The Hoosiers, who received the remaining first-place vote, got a two-spot promotion after their narrow win at Nebraska.

Alabama remained No. 6, and Texas, BY U, M ississippi a nd Te x as Tech completed the top 10. Oregon came into the season with its highest preseason ranking ever at No. 2. The Ducks’ turnover-fueled 17-15 home loss to UCLA dropped them to 3-2 and knocked them out of the poll for the first time since they went from No. 11 to unranked following a 49-3 loss to Georgia in the 2022 opener. No. 12 UCLA and No. 15 Kentucky got the biggest promotions. The Bruins moved up nine spots with their win over Oregon, and the Wildcats went from unranked to No. 15 with their 35-34 overtime win over LSU, which dropped from No. 10 to No. 22.

In and out

In: Kentucky, which dropped out last week after beating South Carolina, is back in the poll with its highest ranking since early October 2022. In: No. 21 Wake Forest is 5-1 and ranked for the first time since late October 2022. In: No. 25 Northwestern, at 4-1, earned its first ranking under fourth-year coach David Braun. Out: Oregon hasn’t lost two of its first five games since the 2016 team opened 2-5 and finished 4-8. Out: Florida has gone from No. 8 to No. 16 to out of the rankings in two weeks following its 38-19 home loss to South

Carolina. Out: Pittsburgh managed just one touchdown on eight second-half possessions in a 21-17 home loss to North Carolina.

20 Houston. ACC (3): No. 3 Miami, No. 21 Wake Forest, No. 24 SMU. Pac-12 (1): No. 23 Boise State. Independent (1): No. 3 Notre Dame.

Poll points

Ranked vs. ranked

– This is the second time in three years there have been three or more No. 1 teams in the first six polls. Georgia, Texas and Alabama took turns holding the top spot in the first six polls in 2024. The only other time in the Top 25 era that three teams had been No. 1 at this point of a season was 1990. – Notre Dame and Miami, dubbed “Catholic vs. Convicts” rivals since their classic game in 1988, haven’t been together in the top three since Nov. 9, 1993. – Texas’ six-spot fall from No. 1 to No. 7 matched its drop following a season-opening loss to Ohio State last year.

Conference call

SEC (9 ranked teams): No. 1 Georgia, No. 6 Alabama, No. 7 Texas, No. 9 Mississippi, No. 13 Missouri, No. 14 Tennessee, No. 15 Kentucky, No. 16 Mississippi State, No. 22 LSU. Big Ten (6): No. 4 Ohio State, No. 5 Indiana, No. 12 UCLA, No. 17 Iowa, No. 19 USC, No. 25 Northwestern. Big 12 (5): No. 8 BYU, No. 10 Texas Tech, No. 11 Utah, No. 18 Oklahoma State, No.
