Rockford artist Kyle Wolfe’s exhibit opens at Kortman Gallery

SPRINGFIELD – Democratic Gov. JB Pritzker and Republican state Sen. Darren Bailey generally stuck to their talking points Thursday at their first debate on the same stage.
The questions and answers were similar to those posed during a forum organized by the Illinois Associated Press Media Editors, on which I served as a questioner and we covered in-depth last week.
During Thursday night’s debate, orga nized by Nexstar Media Group and AARP and hosted at Illinois State University in Normal, I found some of the most interesting answers were the ones where specifics were lacking.
For the governor, that was when he wouldn’t say what changes he’d make to the Pretrial Fairness Act provision of the SAFE-T Act criminal justice reform that will end cash bail on Jan. 1.
It’s one of the only aspects of the wide-ranging law that has not yet been amended nearly two years after its initial passage, but changes are likely coming.
An Illinois Supreme Court task force charged with assisting in implementing the law has pointed to needed clarifi cations, and even the law’s most ardent supporters have noted negotiations on follow-up legislation continue.
The crux of the matter is that various sections of the bill, taken together, are seen by prosecutors as too limiting for judges who consider whether an indi vidual should be denied pretrial release. Pritzker said his intent is to pass language that ensures and clarifies that no indi viduals are “non-detainable.”
At the debate he was asked for specifics.
“I think there are clarifications that can be made in the law to make sure that everyone understands what this law is,” he said.
He repeated a talking point that violent criminals should not be released from pretrial detention simply because they can afford bail, while mothers who shoplift diapers and formula shouldn’t be detained simply because they can’t.
It was a similar response to a question I asked in last week’s forum about whether the public deserved broader, more public discussion of changes prior to Election Day. Lawmakers are not scheduled to return to the Capitol until one week after the election.
After the debate, Pritzker said a bill filed by Sen. Scott Bennett, D-Champaign, could serve as a framework for follow-up legislation.
That bill, among other things, would clarify that the end of cash bail applies to individuals arrested after Jan. 1, would make it so previous missed court hearings are evidence that a person is a willful flight risk, would clarify that officers will always have authority to detain an individual deemed a safety threat, and would remove language stating officers should apply a “presumption in favor of pretrial release” while making arrests.
But the bill also had some provisions which bail reform advocates worried would increase pretrial detention, and Pritzker didn’t specify which portions of the 71-page bill he would support.
Bailey, meanwhile, argued that the law should be fully repealed, and any negotiations on changes should be had in the open and prior to Election Day.
But Bailey, a state senator and farmer from downstate Xenia, had his share of non-answers as well.
Or at least he answered “zero-based budgeting” to a number of questions
while declining to go into greater detail as to how he would cut the state’s budget.
Bailey didn’t give a specific definition for “zero-based budgeting.” In general, he’s suggested it means agency heads would have to sit down each year and justify every dollar spent, rather than operating on the baseline expenses that agencies carry year after year.
“Once we do a zero-based budget, I believe there’s $10 to $15 billion in that budget of waste. And we can take that and begin to get our state healthy again,” Bailey said when asked about pension debt.
There’s a lot to unpack there.
For starters, cutting that much money from the state budget would be the equiv alent of eliminating the Department of Corrections 10 times, or eliminating the state’s general revenue fund contribu tion to K-12 and college-level education entirely.
To be clear, those are not things Bailey has proposed cutting. He hasn’t said what he’d cut.
The point is, he’d have to cut a lot to reach that level of savings.
The state’s total general revenue fund operating budget is $46 billion for the current year. That means Bailey believes 22-33 percent of the state’s general reve nue fund spending is waste.
It’s an even more eye-popping figure when you factor in that the state’s pension payment this year is $9.9 billion. Since Bailey criticized Pritzker for “short-changing” pensions – the gover nor hasn’t shorted the pension payments required by law, although accountants generally believe pension payments should be higher than they are under law – we can assume he’d want to maintain at least the statutory minimum contribution.
Which would mean he believes 28 percent to 42 percent of non-pension state spending is “waste.”
If that were the case, one would think Bailey would have a long list of wasteful spending he’d plan to cut. But he didn’t identify any Thursday.
Instead, he assured moderators, his people will identify cuts through zerobased budgeting, which will also “solve the problem” of making Illinois more business friendly and will allow the state to address high property taxes.
The two candidates will meet again on Oct. 18 for another debate in Chicago. Maybe they’ll get more specific.

Memoriam SchierSAN JUAN, Puerto Rico (AP) — U.N. Secretary-General António Guterres submitted a letter to the Security Council on Sunday proposing the immediate activation of a rapid action force following a plea for help from Haiti as gangs and protesters paralyze the country.
The letter, which was seen by The Associated Press but has not been made public, said the rapid action force would be deployed by one or several member states to help Haiti’s National Police. That force would “remove the threat posed by armed gangs and provide immediate protection to critical infrastructure and services,” as well as secure the “free movement of water, fuel, food and medical supplies from main ports and airports to commu nities and health care facilities.”
The letter also states the secre tary-general may deploy “additional U.N. capacities to support a ceasefire or humanitarian arrangements.”
However, the letter notes that “a return to a more robust United Nations engagement in the form of peacekeeping remains a last resort if no decisive action is urgently taken by the international community in line with the outlined options and national law enforcement capacity proves unable to reverse the deteriorating security situation.”
A Canadian official who was not autho rized to speak publicly on the matter told the AP on condition of anonymity that “we are watching the situation in Haiti closely and will be working with our international partners to assess Haiti’s broader request for international support.”
The letter suggests that the rapid action force be phased out as Haitian police regain control of infrastructure, and that two options could follow: member states establish an international police task force to help and advise local officers or create a special force to help tackle gangs “including through joint strike, isolation and containment operations across the country.”
The letter notes that if member states do not “step forward with bilateral support and financing,” the U.N. opera tion may be an alternative.
“However, as indicated, a return to U.N. peacekeeping was not the preferred option of the authorities,” it states.
The letter also says the Security Council could decide to strengthen the police component of the current United Nations Integrated Office in Haiti known as BINUH, and to call on member states to provide additional equipment and train
ing to local police, which are understaffed and lack resources. Only about a third of some 13,000 are operational in a country of more than 11 million people.
The secretary-general said the issue is a matter of urgency, noting Haiti “is facing an outbreak of cholera amid a dramatic deterioration in security that has paralyzed the country.”
On Friday, Haiti’s government published an official document signed by Prime Minister Ariel Henry and 18 top-ranking officials requesting from international partners “the immediate deployment of a specialized armed force, in sufficient quantity,” to stop the “criminal actions” of armed gangs across the country.
The request comes nearly a month after one of Haiti’s most powerful gangs surrounded a key fuel terminal in the capital of Port-au-Prince, preventing the distribution of some 10 million gallons of diesel and gasoline and more than 800,000 gallons of kerosene stored on site.
Tens of thousands of demonstrators also have blocked streets in Port-auPrince and other major cities in recent weeks, preventing the flow of traffic including water trucks and ambulances, as part of an ongoing protest against a spike in the prices of gasoline, diesel and kerosene.
Gas stations and schools are closed, while banks and grocery stores are operating on a limited schedule.
Protesters are demanding the resig nation of Henry, who announced in early September that his administration could no longer afford to subsidize fuel.
The deepening paralysis has caused supplies of fuel, water and other basic goods to dwindle amid a cholera outbreak that has killed several people and sickened dozens of others, with health officials warning that the situation could worsen amid a lack of potable water and cramped living conditions. More than 150 suspected cases have been reported, with the U.N. warning that the outbreak is spreading beyond Port-au-Prince.
The outbreak comes as UNICEF warns that three-fourths of major hospitals across Haiti are unable to provide critical service “due to the fuel crisis, insecurity and looting.”
The U.S. Embassy has granted tempo rarily leave to personnel and urged U.S. citizens to immediately leave Haiti.
Haitian officials have not specified what kind of armed forces they’re seek ing, with many local leaders rejecting the idea of U.N. peacekeepers, noting that they’ve been accused of sexual assault and of sparking a cholera epidemic that
killed nearly 10,000 people during their a 13-year mission in Haiti that ended five years ago.
A Brazilian general and former U.N. peace mission leader who declined to be identified because he is still involved with the U.N. told The Associated Press this weekend that any peacekeeping mission would be established following a decision by the Security Council if it believes there’s a risk to international security.
The U.N. would send a team for eval
uation, and then the Security Council would decide if money is available and which countries would be available for volunteering. He noted that a military mission could cost between 600 to 800 million dollars and would count with 7,000 military components, plus police and civil components.
“It is an ongoing crisis, which makes it difficult for short term solutions,” he said. “There needs to be international help, no doubt about that.”
TAMPA, Fla. (AP) — Can’t touch this.
Falcons defensive tackle Grady Jarrett found out the hard way how seriously some referees take protecting quarter backs when he sacked Tom Brady and got flagged for roughing the passer in the fourth quarter of Atlanta’s 21-15 loss at Tampa Bay on Sunday.
The questionable penalty that benefited Brady and the Buccaneers raised more concerns about interpretations of the rule. It was the second straight week referee Jerome Boger made the critical call late in a game on a play that didn’t seem to warrant a flag.
Last week, it helped the Buffalo Bills on a drive that ended with Tyler Bass kicking a 21-yard field goal as time expired to beat the Baltimore Ravens 23-20.
This time, it allowed the Buccaneers to extend the final drive and eventually run out the clock.
Protecting quarterbacks has always been a point of emphasis for the NFL. That was magnified after Dolphins quar terback Tua Tagovailoa was taken off the field on a stretcher following a violent hit in a game against Cincinnati on Sept. 29. Tagovailoa sustained a concussion when 6-foot-3, 340-pound Bengals defensive tackle Josh Tupou threw him backward, slamming his head into the turf.
Tupou wasn’t penalized for sacking Tagovailoa. Neither Josh Allen nor Brady were injured on the hits Boger called roughing.
“What I had was the defender grabbed the quarterback while he was still in the pocket, and unnecessarily throwing him to the ground,” Boger told a pool reporter after the game. “That is what I was making my decision based upon.”
Buccaneers coach Todd Bowles, of course, understood the decision.
“I saw that one being called. I saw it against Tua when he got hit, and in the London game this morning,” Bowles said.
“I think they are starting to crack down on some of the things, slinging backs. I don’t know. Right now, the way they are calling (it), I think a lot of people would’ve gotten that call.”
In the NFL rulebook, it states: “Any physical acts against a player who is in a passing posture (i.e. before, during, or after a pass) which, in the referee’s judgment, are unwarranted by the
circumstances of the play will be called as fouls.”
The rulebook also notes: “When in doubt about a roughness call or poten tially dangerous tactic against the quarterback, the referee should always call roughing the passer.”
Many analysts, including former quarterbacks, disagreed with Boger’s call.
“The league office has to get that fixed,” Hall of Fame coach Tony Dungy said on NBC’s “Football Night in America” pregame show. “If you cannot tackle the quarterback, it’s going to be impossible to play defense.”
Robert Griffin III tweeted: “The Falcons got ROBBED. Hitting the QB hard does not equal Roughing the Passer even if it’s Tom Brady.”
Despite the perception that the 45-year-old Brady gets special treatment, the seven-time Super Bowl champion ranks 41st with .14 roughing calls per
game since 2009. This was the first time Brady was the beneficiary of a roughing penalty this season. He only got one last year.
Jarrett was visibly upset about the penalty and refused to talk to reporters after the game. Falcons coach Arthur Smith wouldn’t criticize the officials.
“Obviously from my vantage point, it looked like it was a bad call,” Falcons cornerback Casey Hayward Jr. said. “But that’s why you put the refs out there to make these calls. They pay these guys to make those calls. It looked bad (from) my standpoint - but like I said - I was on the back end. They put these guys there to make those calls.”
Nobody wants to see any player endure a hit like the one that sent Tagovailoa to the hospital. But there’s a difference between protecting quarterbacks and punishing defenders for playing football.
Finding a balance is the NFL’s dilemma.
KYIV, Ukraine (AP) — Russia retali ated Monday for what it claimed was a Ukrainian terrorist attack on a critical bridge by unleashing its biggest and most widespread attacks against Ukraine in months. The lethal barrage against multiple cities smashed civilian targets, knocking out power and water, shattering buildings and killing at least 11 people.
Ukraine’s Emergency Service said 64 people were wounded across the country in the morning attacks — the biggest and broadest since the early days of the war.
Though some missiles apparently targeted energy facilities, others struck civilian areas during the morning rushhour. One hit a playground in downtown Kyiv and another struck a central building of a local university.
Andriy Yermak, a senior adviser to President Volodymyr Zelenskyy, said there was no “practical military sense” in the strikes and Russia’s goal was to cause a “humanitarian catastrophe.”
Russian President Vladimir Putin said the strikes were in retaliation for what he called Kyiv’s “terrorist” actions — a reference to Ukraine’s attempts to repel Moscow’s invasion forces, including an attack Saturday on a key bridge between Russia and the annexed Crimean Peninsula that Putin called a “terrorist act” masterminded by Ukrainian special services.
Putin vowed a “tough” and “propor tionate” response should Ukraine carry out further attacks that threaten Russia’s security. “No one should have any doubts about it,” he said.
Speaking in a video call with members of Russia’s Security Council, Putin said the Russian military launched “precision weapons” from the air, sea and ground to target key energy and military command facilities.
But the intense hours-long barrage on major cities hit residential areas and critical infrastructure facilities alike, portending a major surge in the war amid a successful Ukrainian counteroffensive in recent weeks.
The Ukrainian General Staff said 84 cruise missiles and 24 drones were use in the barrage. Ukrainian forces shot down 56 aerial targets, it said.
Putin, whose partial mobilization order earlier this month triggered an exodus of hundreds of thousands of men of fighting age from Russia, stopped short of declar ing martial law or a counterterrorism
operation as many had expected.
Moscow’s war in Ukraine is approach ing its eight-month milestone, and the Kremlin has been reeling from humiliat ing battlefield setbacks in areas of eastern Ukraine it is trying to annex.
Blasts struck in the capital’s Shevchenko district, a large area in the center of the city that includes the historic old town as well as several government offices, Mayor Vitali Klitschko said.
Some of the strikes hit near the government quarter in the symbolic heart of the capital, where parliament and other major landmarks are located. A glass tower housing offices was signifi cantly damaged, most of its blue-tinted windows blown out.
Russian forces targeted civilian areas and energy facilities in 10 cities, Ukrainian President Volodymyr Zelenskyy said in a video address. The Russians “chose such a time and such targets on purpose to inflict the most damage,” Zelenskyy said.
The morning strikes sent Kyiv residents into bomb shelters for the first time in months. The city’s subway system stopped train services and again made the stations available as places for refuge.
While air raid sirens have continued throughout the war in cities across the country, in Kyiv and elsewhere many Ukrainians had begun to ignore their warnings after months of calm.
That changed on Monday morning. The attacks struck Kyiv at the start of the morning rush hour, when commuter traf fic was beginning to pick up. At least one of the vehicles struck near Kyiv National University appeared to be a commuter minibus, known as a “marshrutka,” a popular alternative to the city’s bus and metro routes.
Nearby, at least one strike landed in Shevchenko Park, leaving a large hole near a children’s playground.
Among the targets hit was the Klitschko pedestrian bridge — a land mark in central Kyiv with its glass panels. Closed-circuit television footage showed a huge explosion as the bridge was struck, and a man running away after the blast.
Elsewhere, Russia targeted civilian areas and energy infrastructure as air raid sirens sounded in every region of Ukraine except Russia-annexed Crimea, for four straight hours — an attack that spanned from Kharkiv in the east to Lviv in the west, near the Polish border.
Associated Press journalists in Dnipro city saw the bodies of multiple people killed at an industrial site on the city’s
outskirts. Four people were killed and 19 injured in the city, local officials said.
Witnesses said one missile landed in front of a bus during the morning rush hour. Despite heavy damage to the vehicle, officials said no passengers were killed.
Natalia Nesterenko, a mathematician, said she saw one missile fly by her Dnipro apartment balcony as she was working in her kitchen. Then she heard two explosions.
“It’s very dangerous. I immediately called my kids to see how they are because anyone can be hit. Women, children,” she said.
Kharkiv was hit three times, Mayor Ihor Terekhov said. The strikes knocked out the electricity and water supply. Energy infrastructure was also hit in Lviv, regional Gov. Maksym Kozytskyi said.
Three cruise missiles launched against Ukraine from Russian ships in the Black Sea crossed Moldova’s airspace, said the country’s foreign affairs minister, Nicu Popescu.
The attacks brought out a fresh bout of international condemnation of Russia.
German Chancellor Olaf Scholz’s spokesman, Steffen Hebestreit, said the Group of Seven industrial powers will hold a videoconference Tuesday on the situation which Zelenskyy will address.
Germany currently chairs the G-7.
The attacks brought a chorus of outrage in Europe. French President Emanuel Macron expressed “extreme concern.” British Foreign Secretary James Cleverly tweeted that “Russia’s firing of missiles into civilian areas of Ukraine is unacceptable.”
“Russia once again has shown to the world what it stands for. It is terror and brutality,” European Commission President Ursula von der Leyen.
Some feared Monday’s attacks may just be the first salvo in a renewed Russian offensive. Ukraine’s Ministry of Education announced that all schools in Ukraine would switch to online at least until the end of this week. Ukrainian Foreign Minister Dmytro Kuleba broke off his Africa tour and headed back to Ukraine.
In an ominous move, Belarusian President Alexander Lukashenko announced Monday that he and Putin have agreed to deploy a joint “regional grouping of troops” amid the escalation of fighting in Ukraine. He offered no details.
Lukashenko repeated his claims that Ukraine is plotting an attack on Belarus, sparking fears the stage is being set for preemptive action by Minsk.

Growing up Kyle Wolfe was always attracted to visually charged toys, video games, comics, and pop culture objects from the past. With a natural talent for art, he cultivated his artistic talent and curiosity that lead to a career not only as a multimedia visual artist, but an art educator.
On Friday, October 14th Wolfe brings his extraordinary visual, interactive new works to the Kortman Gallery in an exhibit he calls, “Imaginary Friends.”
The opening receptions, coincide with this year’s ArtSene weekend on Friday, October 14 from 5-9pm and and Saturday, October 15, 4- 9pm.
Wolfe’s imaginative, innovative exhibit includes painting with acrylics or oil, on recently rediscovered found objects from his past like skateboards, shoes, and even telephone. His attraction to comics, video games and the visual culture of his youth is also the inspiration for digital and print work that will also be featured in this exhibit.
“My approach to creating has always been evolving,” says Wolfe. “I’m at point in my career where I feel the freedom to create in any way that moves me. This show has given me the opportunity to let go of control and express myself in multiple media utilizing anything that inspires me to become my canvas.”
Since his personal relationship to the imagery of pop culture was such an important part of his early life, he relates
to his newly created visual images as his “imaginary friends.” Some of his art makes references to known characters like Pac-man, Muppets characters, etc. while other creatures in his eye-popping, colorful works are pure fantasy.
Many of his pieces will include an interactive QR code along side that will enhance and engage the viewers experience.
“This is going to be a fun and enter taining exhibit for all ages,” said Doc Slafkosky, Kortman Gallery director.
“This is not just paintings on the wall. You will have a great time exploring the imagination and creative spirit of this expressive and inspired artist.”
This is Kyle Wolfe’s second solo exhibit in the Kortman Gallery. His first show in 2010 featured digital works called “A Thousand Words” creating images from visual fragments he created on the computer. Wolfe, a graduate of Northern Illinois University, teaches art in the Rockford Public Schools at Roosevelt High School.

Bats represent one quarter of all mammal species on earth, yet they are widely misunderstood and persecuted. If we look past our prejudices, we see that bats are inextricably linked to the health of our environment and our agricultural systems. Globally they consume huge quantities of crop pests and provide pollination services worth billions of dollars. Locally, bats are busily at work on mosquito control and crop pest reduction and they ask nothing more than to be left alone to do their work.
Barbara Williams will examine our local bats and the challenges they face. We’ll take a quick tour of the world’s bats and attitudes that people have toward bats in di�erent cultures, look at the risks and benefits of welcoming bats to your landscape and ways you can accommodate and encourage bats without confl ict. The program will include a brief demonstration of a bat detection microphone and recorder that can be used to monitor bat populations.
Barbara Williams is a life-long student of natural history with many years of experience as a birder, photographer
and traveler. She worked in Rockford at Burpee Museum’s biology department for about ten years tending and cataloguing the collections, creating exhibits and preparing specimens of plants, insects, birds and mammals. She also monitors dragonflies and bumblebees as part of the Forest Preserves of Winnebago County citizen science program.

As you continue making decisions on your backyard orchard, there are a couple of other decisions you need to make to.
Try to plant fruit trees that have disease resistance. The main apple diseases we encounter in Northern Illinois are Apple Scab, Fireblight, and Cedar Apple Rust. These three can cause severe damage to your fruit and leaves depending on the season and your varieties vulnerabilities. With disease resistance, your trees may not be as susceptible to disease problems. It can also allow you to limit your spraying if that is something you are considering. When you purchase your fruit trees,
the company will be able to share what disease resistance the trees have.
Tree size is very important in the backyard orchard. Most of the time a fruit tree company will o�er a variety as a standard, dwarf, or semi-dwarf based on it’s expected height. The tallest of these is the standard which can reach a height over 25 feet followed by semi-dwarf at 14-16 feet and dwarf at 8-10 feet. Since trees are commonly spaced (trunk-totrunk) based on their expected height, your backyard orchard could contain more dwarf and semi-dwarf than standard trees. Yields though can be lower for dwarf and semi-dwarf trees. These trees will also need staking such as bamboo
for their entire lives. As you think about what might make the most sense for you, consider the long-term growth of this tree and while it may be easy in the fi rst couple of years to prune a standard tree, you may fi nd that in year 10 and beyond it becomes more di�cult. One of your final considerations is whip or feathered. This would be the shape of the tree that arrives to your home. A whip tree does not have any branches when it arrives and after planting, will develop branches that season. Whips are usually less expensive and tend to be the most common type you will fi nd. Because it does not have branches at planting, it may take an additional year to reach maturity.
Our early lives, as those of many others of our generation, made minimal use of energy. We walked to school, church and to play with friends. We walked to shop and buy groceries. Our daily activities included riding bicycles with baskets to carry items. Walking and biking were integral to our existence and not something done for fitness and recreational pursuits. We endured during the cold of winter and the heat of summer by dressing appropriately to be comfortable throughout the year.
That began to change after WW II as natural gas replaced wood and coal for heating. The diversity of appliances available for use in the home such as automatic washers, driers, thermostats, dishwashers and televisions also changed our lives and relieved families, particularly our mothers, of much of their housework. Simple activities like playing outdoors and organizing our own games became activities organized for us by adults. Indoor activities like reading, solving puzzles and table games got less attention as television viewing became more widespread. Clothes that previously were handed down to younger children and mended as needed were discarded. If the current energy crisis continues, we are likely to see a renewed interest in
simpler activities characteristic of a less intense energy dependent time.
Conservation and the environment were topics in some of our textbooks but they were often overlooked and seldom discussed. Undergraduate college courses in botany and ecology were available for those who chose to take them. But enrollments were relatively low as students pursued other interests. Even the Audubon and Trees for Tomorrow Camps did not directly address the energy issue in depth.
In the 1970s we attended an energy conference in Toronto sponsored by a science teachers’ organization which included a presentation by Amory and Hunter Lovins. They included a criticism of Federal Government plans to expand energy consumption while ignoring the importance of energy conservation and e�ciency. They were building an energy efficient house in the mountains in Snowmass, Colorado, to demonstrate how a new home could consume a minimal amount of energy.
We visited the house and saw for ourselves how little energy was being consumed. Later, the Lovins released a paper on the principles of developing energy efficient homes. The Illinois Department of Natural Resources released a booklet on what to do to make an existing home more energy e�cient. We used the booklet to guide the upgrad-
ing of our home which was built around 1912. It had been heated with a central wood furnace and supplemented with heat from a wood burning cookstove and fi replace.
By the time we bought the house, the wood furnace had been converted to an oil burning unit. We had been in the house when a friend lived in it; it was so cold that they moved out because of the high cost of heating. The home was uninsulated and soon after we acquired it we had the walls and attic insulated to the extent possible. We caulked and weather stripped the building.
Later, we added solar panels for electricity.
As the cost of solar electricity fell, the concept of a zero net energy house gained momentum. Such a home was very energy e�cient. Using solar electricity over the course of a year could produce enough energy to o�set the energy used by that home annually. Of continued concern is that existing older homes continued to consume massive levels of energy for heating and cooling. We have seen a variety of approaches to upgrading insulation levels. One has been to add insulation to the interior of a home where wall insulation is already in place. However, that approach reduces available living space. A more popular approach has been to add insulation to the exterior of the house. In some cases people have built an additional

Retrofitting the existing mass of buildings with higher insulation levels and heat pumps remains essential to achieve the largest, least costly, safest, cleanest way to address the energy and environmental crisis according to Amory Lovins. He calls attention to the Dutch Energiespong Energy Project as an example of what can be done to dramatically reduce energy consumption in buildings. The Dutch government helped launch the program to coordinate mass building retrofits. One example of their work is laser scanning to determine the dimensions of an existing older home and using the measurements to cut out the windows and doors of an insulated panel to match the home. The panels are trucked to the home and attached to the existing walls. A similar process develops a replacement roof which includes solar units. Heat pumps are installed in the house to provide heat, air conditioning and hot water. In some cases the entire transformation to a net zero energy home can be done within a single day.
The Rocky Mountain Institute, where Lovins serves as chief engineer, is working with its partners developing projects to test the application of the concept in the United States.
