Five years in: What the ‘Home Illinois’ plan reveals about the state of homelessness Local homelessness, affordable housing, racial disparities, and the planned solution. By Bernarda Malevska
Capitol News Illinois bmalevska@capitolnewsillinois.com
Homelessness in Illinois decreased overall by 6% between 2025 and 2026, but chronic homelessness, where people have been homeless more than once in the last year and have a disabling condition, rose by 28%, according to a new state report. Five years after Gov. JB Pritzker launched the Home Illinois Plan to Prevent and End Homelessness, the Illinois Department of Human Services released a report meant to serve as a roadmap of action from fiscal year 2027 to 2029. In fiscal year 2027, the Illinois Interagency Task Force on Homelessness, a state group of agencies led by senior leaders on the issue, expects to spend almost $620 million combating homelessness. These funds are designated to meet four main goals: investing in housing, ensuring everyone has access to eligible benefits, ending unsheltered homelessness, and building a prevention system. These goals target homelessness trends across Continuums of Care, or CoCs. A CoC includes multiple counties and administers services for people experiencing homelessness in its area. The report outlined specific agency-based proposals to achieve these goals. It suggested these actions in accordance with broader strategies like scaling up available homes and making housing services easier to find and apply for. It also suggested “strengthening partnerships” between housing, healthcare, public health and behavioral health systems, as well as employers, workforce development programs and public benefits. One example of this strategy for the IDHS is to conduct outreach to people sleeping in public transport and connect them to longer-term services and shelter.
Disparities in homelessness
One trend highlighted by the Home Illinois Plan is that, even though Black Illinoisans make up only 14% of the state’s population, they account for 55% of the population experiencing homelessness. This disparity is familiar to service providers, Bob Palmer of Housing Action Illinois said.
“People who are Black are much more likely than anyone else, even controlling for other factors, to experience homelessness,” Palmer said. “It is a longstanding reality, and it’s not something that fluctuates from year to year.” Statistics like this not only reflect systemic trends but also inform the four action goals, said Christine Haley, chief homelessness officer, in a written statement. “Understanding the disproportionate risk of homelessness affecting certain segments of the population is crucial for pinpointing the interventions needed to make sure Illinois’ homeless response system is effective at addressing the housing needs of everyone in the state,” wrote Haley. The report also noted the Trump administration’s approach to homelessness has exacerbated challenges. Several policy changes since 2025, especially the cuts to Medicaid, a low-cost health insurance policy, and the addition of a work requirement for the Supplemental Nutrition Assistance Program, or SNAP — a federal assistance program helping low-income individuals buy groceries — put people experiencing homelessness at risk of losing their benefits. “We need to make sure that people are getting all the federal benefits that they’re eligible for, even though the federal government is making that more difficult,” Palmer said. Statewide coordination reduced the number of people experiencing homelessness at risk of losing SNAP benefits from 32,000 to 7,400 by May 2026, the Home Illinois Plan reported. Last week, President Donald Trump cut $56.1 million in federal housing counseling funds per a Crain’s Chicago Business report. Housing Action Illinois, where Palmer is policy director, lost $1.5 million in funding and joined a lawsuit Tuesday against President Trump and the U.S. Department of Housing and Urban Development, along with nine other plaintiffs. A federal judge on Monday temporarily blocked the cuts.
Homelessness count varies
The overall homeless population count varied by CoC. Although homelessness decreased by 6% statewide, some CoCs saw increases, with the highest being a
43% increase in the Southern Illinois CoC. But when talking about these percentages, you have to consider the overall number of homeless people, Haley wrote. The CoCs conduct a “point-in-time” count on a single day in Januar y. Volunteers go out into a community and count the homeless population. “Many communities have a literal homelessness point-in-time count in the range of 150 – 350 people. This means that a shift of resources or conditions could cause the count to increase by a modest number of people but represent a large percentage increase or decrease,” Haley wrote. In the Central Illinois CoC, for example, the homeless population increased by 31%, which was noticeable on the ground too, Joan Hartman, CEO of the Center for Human Services in McLean County, said. Hartman said that was at least partially attributable to how homelessness is counted. In the most recent point-in-time count, the Central Illinois count reached more rural areas that were not previously included. Palmer said measuring homelessness is difficult because it’s hard to figure out someone’s situation just by looking at them. The second reason Hartman gave for the rise is tied to finding a home itself. “Being able to find stable housing that you could afford is really a challenge in our area,” Hartman said. The state currently lacks about 142,000 homes, and by 2030, the number of new units needed to keep up with the demand is likely to be closer to 227,000. “The main reason why we have homelessness in Illinois, and the rest of our society, is the shortage of affordable housing,” Palmer said. At the state level, Pritzker sought to address the housing gap in a plan he dubbed BUILD Illinois in the spring session. But the measure, which would have created statewide zoning laws aimed at spurring housing development, stalled amid opposition from municipal leaders. The General Assembly did, however, approve $250 million in capital investments, including $100 million to develop new housing projects, $100 million to the Missing Middle and Affordable Homes program and $50 million for new and first-time home buyers.

Report: New data centers could create more than 120K Illinois jobs, though mostly temporary By Ben Szalinski and Maggie Dougherty
Capitol News Illinois news@capitolnewsillinois.com
A new study predicts data centers expected to be built in Illinois over the next decade would create thousands of jobs and millions of dollars in new property tax revenue. But many are skeptical the touted benefits will live up to their promises or outweigh the environmental and energy burdens. The study by the Illinois Economic Policy Institute projected that $57 billion worth of new data center investments through 2035 will create 121,000 jobs. Most of those would be temporary construction and other jobs throughout the economy, with just 2,800 of them direct, permanent positions.
Read the report
After lawmakers failed to pass data center regulations in the spring session and Gov. JB Pritzker paused the state’s data center tax incentive program, a comprehensive study was needed to help guide policymakers on how to address residents’ concerns, according to Frank Manzo, an economist at ILEPI, a labor-backed research organization that “promotes thoughtful economic growth for businesses and working families.” “There’s currently a trust deficit amongst the public, and Illinois can ensure responsible development of data centers to address that deficit, and we’ve come up with possible ways to do that,” Manzo said. Recognizing the grow ing public distrust of data centers and concerns over their heavy water and energy consumption, the report put forth 10 policy proposals that it says could protect residents while preserving the state’s competitive position to attract data center development. Many were in line with a policy plan that stalled in Springfield in the spring, aiming to put guardrails on an industry while still promoting economic development. “A moratorium sends investment to neighboring states,” Manzo said, adding that clear standards and guardrails “give developers certainty and can protect ratepayers.” The Department of Commerce and Economic Opportunity estimated that, as of 2025, data centers received an estimated tax break value that exceeded $660 million.
Data centers and property taxes
There are already more than 240
planned or active data centers in Illinois, or 19 per 1 million residents. The report found that data centers would also supply nearly $300 million in annual property tax revenue once operational, allowing local governments to reduce property taxes for residents by 3-10% if no tax abatements are offered. Manzo said the impact of a data center on local property taxes would depend on its size, with larger ones eating more of the bill. He said the impact could also be especially strong in more rural and small counties, such as DeKalb. The report shows that in 2024 while the tech company Meta paid $31 million in property taxes on their new data center in the county, average property taxes in DeKalb County increased by about 2% compared to 6% on average across the state. “Every local community has to have their own voice and their own will expressed in these,” Robert Bruno, a University of Illinois professor who coauthored the report with ILEPI, said in an interview. “But as a possible source of revenue that could achieve a lot of good, it’s sizeable and it is a pretty reliable collective source of revenue for schools.” But the city also reduced the property taxes paid on the sprawling Meta data center, lessening what the impact could have been for homeowners, according to Kristan Wong Karinen, a researcher at Good Jobs First, a national policy organization that advocates against corporate subsidies. “Abating the taxes doesn’t help you at all,” she said, pointing to Illinois’ law limiting how much local governments can raise property taxes in a single year. “It just hurts any kind of gain you could have had from it.” One of the report’s recommendations was to ban local property tax breaks so data centers help reduce local tax burdens by a greater amount.
Jobs created would be mostly temporary
Most data centers don’t employ many people after they are built. With 2,800 permanent positions expected to be created by the total $57 billion investment, data center developers are collectively spending $20.2 million per permanent job. “If this were completely private money, it would be a different story,” Anthony Elmo, another Good Jobs First researcher, said. “These taxpayer dollars need to actually incentivize good long-term jobs and they’re not.” Illinois Economic Policy Institute
researchers said many of the jobs created by the data center projects pay well, including six-figure construction jobs. Thirteen projects in 2020 and 2021 created 8,000 construction jobs with wages over $100,000, according to the report. The report also found data centers would create 41,751 consumer-demand-induced jobs over the next decade throughout the economy. These are jobs that range from local restaurant workers to factory jobs at places that manufacture construction materials. Elmo questioned whether the growth of data centers will continue to be robust given the public backlash and likelihood they will face more regulations. But Manzo said the counter argument is that these jobs could go to a different state — something Elmo said could happen anyway as technology progresses. “As they are able to build their technology and build their ability to run data centers remotely and without permanent positions, how many of those permanent position will go away?” Elmo said.
Energy implications
The report ack nowledges that a tradeoff for those job and property tax benefits is the increasing cost of energy driven by power-hungry, always-on data centers. The authors estimate the impact to average residential bills would be around an extra $12 per month, or $150 a year. The report’s estimate was based on what researchers called a mid-level scenario, in which new data centers would add 6.5 gigawatts of energy demand to Illinois’ grid by 2035 — enough to power millions of homes. That scenario, researchers said, would increase electric system costs overall by almost 10%. Other projections estimate the impact will be much higher. Data from PJM, the regional transmission organization that manages energy flows in northeastern Illinois, forecasts that electricity demand from data centers will grow by 10.7 GW by 2035 in ComEd’s territory alone, though all projects are not guaranteed to come online. The rest of the state is on the MISO grid, which is expected to see peak demand increase by 35% by 2035 across the 15 states in its territory, driven largely by data center development in states like Illinois, Indiana and Michigan. Analysis conducted by the Natural Resource Defense Council last year predicted that average families in the PJM territory would see prices increase by as much as $70 per month by 2028. Rising electricity costs don’t just affect
residential bills but can also hurt businesses, Citizens Utility Board spokesperson Jim Chilsen said, as consumers have less disposable income. “One thing that’s horrible for the economy is high electric bills, because when consumers are pouring all their money into escalating electric bills, they don’t have money to use to spark the economy in other places,” he said.
Policy recommendations
Many of the proposed policy recommendations are in line with the POWER Act, a bill that would have made data centers secure their own renewable energy supply and required water-use permits and transparency reporting, among other provisions. The report also recommended a statewide ban on nondisclosure agreements with developers because they harm trust with the public, who are often left asking questions about data center projects that can’t be answered because of the agreements. The POWER Act would also ban such agreements. Lawmakers didn’t pass the POWER Act in the spring legislative session, but advocates are optimistic the bill will advance during the fall veto session. Pritzker, who advocates criticized for a lack of engagement on the issue last spring, called on lawmakers to act last week. The report also proposed limiting the incentives the state gives to data center developers. Researchers suggested raising the investment threshold and number of jobs that a data center creates to qualify for a state tax break, while also reducing the number of years the incentive lasts. Christine Nannicelli oversees renewable energy policy at the Sierra Club of Illinois, which has advocated for stronger data center regulations. She said Illinois needs to prioritize rigorous standards, not just incentives for companies that choose to bring their own renewable energy and create jobs. “The rubber hits the road when we talk about, are we incentivizing good behavior or are we going to require good behavior?” Nannicelli said. “This isn’t about offering fluffy tax incentives to do the right thing. We need to really raise the bar for this industry as a whole.” Capitol News Illinois is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide. Plan finds rising costs
The Home Illinois Plan also found that rents increased by 27%, while home prices rose by 54%, between 2019 and 2024. This economic situation is worsening faster than service providers can address, Doug Kenshol, executive director of South Suburban PADs, a nonprofit that aims to prevent homelessness, noted. “Rents have increased so dramatically, and people’s incomes have not increased at the same rate. As a result, more and more people are becoming homeless every year, and we are struggling to keep up,” Kenshol said. Housing costs rose faster than inflation in 90% of Illinois counties between 2020 and 2026, according to the report. This creates a race to shelter, Kenshol said. South Suburban PADS can serve
about 10 households, but on average, 30 others are on the waitlist for the same spots. “Those individuals are struggling on their own, living in cars, living in the forest preserve, living in abandoned homes,” Kenshol said. Sarah Howe, a board member of the Central Illinois Continuum, said it is sometimes hard to even get local zoning approval to open a shelter, especially in rural counties with fewer social services. But when shelter zoning succeeds, new models become possible. In BloomingtonNormal, Home Sweet Home Ministries opened The Bridge Shelter Village in January. The shelter can accommodate more than 50 adults in separate living spaces, Matt Burgess, the CEO of Home Sweet Home Ministries, said. This ‘shelter village’ also has a bathhouse and a community center, according to an NPR Illinois report. “We’ve demonstrated a new way for the state to be thinking about providing shel-
ter to individuals who are experiencing homelessness. Rather than doing it in one big building with a bunch of beds lined up side-by-side, we have demonstrated the success of building a little enclosed community with individual sleeping cabins,” Burgess said. Burgess said the report’s varied strategies were necessary to solve the issue, from scaling housing to expanding access, increasing life expectancy, reducing healthcare costs, and connecting people to jobs and income. “We can’t think that doing just one thing is going to adequately solve homelessness. Homelessness is a complex set of circumstances. That means the way that we respond to it needs to be complex at some level,” Burgess said. Winnebago County Election Center opens October 7 Voters Reminded of Convenient Early Voting and Vote-By-Mail Options From Lori Gummow
Winnebago County Clerk
WINNEBAGO COUNTY, Ill. – The Winnebago County Clerk’s Office reminds voters that the Winnebago County Election Center, located at 1965 Harlem Road in Loves Park, will open Wednesday, October 7, for early in-person voting for Winnebago County residents who reside outside the City of Rockford limits. Beginning October 7, voters may cast their ballots at the Election Center Monday through Friday, from 9 a.m. to 5 p.m. Extended voting hours, including evenings and weekends, will be added closer to the November 3 General Election. The Election Center provides voters with a convenient alternative to voting downtown, with plenty of park ing available. Voters choosing to vote at the Winnebago County Administration Building at 404 Elm Street in Rockford should be aware that construction continues in the area around the Public Safety Building, and parking on Elm Street remains limited. “We want voters to have choices when deciding when and where to cast their ballot,” said Winnebago County Clerk Lori Gummow. “The Election Center gives
residents outside the City of Rockford another convenient location with easy access and plenty of parking. As we get closer to Election Day, we will expand the hours to make voting even more accessible.”
Vote-By-Mail Reminder
Voters who receive a Vote-By-Mail (VBM) ballot are encouraged to carefully review all instructions, complete their ballot, and return it promptly. Completed VBM ballot envelopes may be returned by mail or placed in the designated VBM ballot drop box located in front of the Winnebago County Administration Building, 404 Elm Street, Rockford. VBM ballots will not be accepted at polling locations. Voters returning their ballot by mail should allow sufficient time for the ballot to reach the Winnebago County Clerk’s Office. Under Illinois law, a VBM ballot mailed to an election authority must be postmarked no later than Election Day, November 3, to be eligible for counting. Ballots received after Election Day may be counted during the period for counting provisional ballots, which extends through the 14th day following the election, provided all other legal requirements are met. “Once you receive your ballot, please don’t put it aside and forget about it,” Gummow said. “Read the instructions
carefully, vote your ballot, and return it as soon as possible. If you are concerned about mail delivery, you can use our secure drop box at the Administration Building.” The November 3, 2026 General Election will proceed as scheduled, with VBM, Early Voting and Election Day voting available to eligible Winnebago County voters. Election Day polling places will be open from 6 a.m. to 7 p.m. Voters should also remember that the results reported on Election Night are unofficial. Additional VBM and provisional ballots may be counted after Election Day as permitted by law. The Illinois State Board of Elections has set November 17 as the statutory deadline for tabulating all final ballots. Nobel medicine prize goes to 3 scientists for research into brain activity By Kostya Manenkov, Lauran Neergaard and Adithi Ramakrishnan Associated Press
STOCKHOLM (AP) — The Nobel Prize in medicine was awarded Monday to three scientists whose work led to a tool that uses light to help unravel how the brain works. Karl Deisseroth, Peter Hegemann and Georg Nagel have carried out research into light-gated ion channels and optogenetics. The Nobel Assembly lauded their work and said their tool is now being used in laboratories around the world to reveal the brain’s mysteries. Deisseroth, 54, is a Howard Hughes Medical Institute investigator and St a n for d Un i ve r sit y pr ofe s s or i n California. Hegemann, 71, is at Humboldt University in Berlin, and Nagel, 73, most recently worked at the University of Würzburg, also in Germany, the assembly said.
The work that won the 2026 Nobel Prize in medicine
Optogenetics opened what the Nobel assembly called a new era in neuroscience following the discovery of a light-controlled switch to turn on and off nerve cells and circuits in the brain to better learn how it works. The research has started unraveling the pathways that lead to behavior and disease. T h e br e a k t h r oug h b e g a n w h e n Hegemann explored how a single-celled type of green algae can swim toward light. He and Nagel discovered a particular protein that, when illuminated by blue light, opens a channel to create an electrical impulse. Putting that protein into other cells makes them light-sensitive. Deisseroth then worked with the gene that controls that protein to create a light-controlled switch for nerve cells in the brains of living mice. “People usually think about light as a way of collecting information to observe things,” he said. “But this is the opposite of that. This is using light to control things, to make things happen, and to do it in a very precise way.” Deisseroth first developed tiny fibers to deliver light to cells modified with the light-sensitive gene and said there now are other techniques to switch on or off neurons being studied. Optogenetics is mostly a research technique to learn how specific neurons and neural circuits work, which can then lead to development of treatments, including regimens for autism and schizophrenia
that other scientists are pursuing, he said. A technique he called direct optogenetics is being used to test a treatment for a genetic form of vision loss called retinitis pigmentosa.
Why the research is important
Brain cells communicate in milliseconds, and optogenetics for the first time offered scientists a way to control them at the same speed in a laboratory, said Patrick Forcelli, the chairman of the pharmacology and physiology department at Georgetown University, whose lab uses optogenetics. Now a mainstay in neuroscience labs, the field has moved from using fixed maps of brain activity to building functional wiring diagrams. It has also jump-started additional techniques to explore neural complexity. “It has let us go from a ‘Rand McNally’ road atlas of the brain to something more akin to ‘Google Earth,’” Forcelli said in an email. The University of Pittsburgh’s Jeremy Berg was at the U.S. National Institutes of Health in the early 2000s when it awarded Deisseroth major funding for “this vision of optogenetics that was pretty much spot-on the way it played out.” “It’s a very precise set of tools for doing experiments about how the brain works that are pretty hard to do any other way,” Berg said. Abdel El Manira, a member of Nobel Assembly, said the impact of optogenetics goes beyond the understanding of a healthy brain. “It has also helped reveal how specific brain circuits are disrupted, with implications for conditions such as blindness, depression, addiction and dementia,” El Manira said. “Yet despite these extraordinary advances, the brain still holds countless mysteries, with much more left to learn and discover. And optogenetics has given us a powerful means to take on these challenges.”
dren, who were still sound asleep. “That’s my one obligation I have in the next few hours, to make sure I make their sandwiches,” he said. Thomas Perlmann, the secretary of the medicine committee, said he was able to reach all three winners Monday. The AP could not immediately reach Hegemann and Nagel.

Last minute vegetable garden tasks By Grant McCarty Contributor
One of the questions we get at the Illinois Extension office during the fall is what can someone still do in their vegetable garden in October. With a lot of rain as we’ve entered this month, this may mean that a lot of your priorities are in shutting down the garden and getting in some very late harvests for your vegetables. Horseradish can still be harvested. You want to do this before the ground freezes and usually after a hard frost (air temperatures near 28 F). Horseradish is a perennial plant but unlike rhubarb or asparagus, it requires the removal of the entire plant in order to harvest. To
harvest, cut back the leaves to the soil surface, using a shovel/fork try to lift the plant from the edges with a goal of taking the main roots. You want to leave behind smaller ones that are pencil width. Horseradish can then be stored in a fridge/ cool place unwashed and then used for your cooking. Another task is to plant garlic. Garlic is planted the end of October for harvest at the end of June 2027. You’ll plant a single clove, double it’s height, into the soil which will then produce a bulb to harvest next year. Space these cloves 6 inches apart in a row and 12-36 inches between rows. We typically recommend Hardneck varieties as they do well in our
area. Once planted in the soil, you need to cover the garlic with 4-6 inches of straw mulch. It can be difficult to find garlic and sometimes the best options are to visit a farmers market and purchase your own local garlic. While it can be purchased online, shipping can be expensive. While last week’s weather feels like an end to the season, you still may have crops growing for weeks to come. I have removed most of my summer vegetable plants but still am allowing for peppers to ripen. I also have smaller pie pumpkins on a vine that are still growing. In order to get these crops closer to ripening, you might consider the removal of flowers that then could allow for the plant to focus on the
crop that has already been pollinated. For pumpkins, consider cutting the vine back close to where your remaining unripe pumpkins currently exist. For your orchard, this is a good time to start cleaning up any dropped fruits and fallen leaves under the trees. Many insects and diseases will overwinter in this debris and cause challenges next spring and summer. Keep watch of the tree foliage as the longer leaves stay on the tree, the better prepared your trees will be for winter. While last week was rainy, these next weeks may be dry and you may need to increase the watering. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.
Energy & Environment
Heat impacts crop production in Europe By Dr. Robert Vogl, Ph.D.
Illinois Renewable Energy Association Contributor
Both my late wife Sonia and I have always enjoyed being outdoors, so we took a risk and bought a small farm based on the encouragement of two older neighboring friends. Since we had a mortgage to pay off we rented the tillable acres for others to farm and turned some of remaining woods and prairies into ecological study sites for our university courses. Later we expanded our efforts into renewable energy and energy efficiency. Our teaching careers involved contact with students and other professionals from various parts of the world and we continued to follow environmental issues from a global perspective. As farm owners we also follow environmental issues from an agricultural perspective. The war with Iran has disrupted the supply of resources essential for existing agricultural practices and the extensive global transportation system that distributes the food. The changing weather conditions of heat, drought, floods, wild-
fires and storms add risks for farmers and food supplies. A recent overview of How this summer’s heat and drought impacted crops in Europe appeared in the Carbon Brief. It reported on how farmers around Europe are being impacted by their summer of extreme heat. The report was organized in in six charts which included comments regarding each chart. The report identifies human-caused climate change as increasing the severity and likelihood of many extreme weather events around the world, which is increasing the volatility for food producers. A quick overview of the projected impact on 2026 crops includes shrunken potatoes in the Netherlands, reduce carrot harvest in France, dried up rice fields in Italy and scorched olive groves in parts of the Mediterranean regions. The report continues on providing a quick view on the summer’s extremes potential impact on 2026 potential crop production and yields across Europe. Of particular interest is a potential 13 per cent drop in corn production which would be the lowest level across the EU since 2007.
While the report is based on projected impacts we will have to wait until the crops are harvested for the actual results and their impact on food supplies and prices. A wide spread concern in the farm community is the cost of inputs is likely to reduce the overall profit from their operations. Some farmers selling last year’s corn got a slight increase in the price being paid for the corn. A number of farmers expect crop yields similar to the five year average yields for their farms, Farmers in the U.S. also await the harvest of crops and how they have being impacted by extreme weather events. Of global and local importance is how food supplies and prices will be impacted from any dramatic loss of food supplies. Beyond the issue of crop production is the importance of adequate supplies of diesel fuel for the harvesting this year’s crops and transportation of them to markets. Adequate and low cost supplies of diesel fuel are also these essential to the existing global in economy. In her book When the Trucks Stop Running: Energy and the Future of Transportation Alice Freedman points out that virtually every-
thing in our homes and stores got there on a truck. Prior to that 90 percent of those items were transported on a ship and/or a train. If they all stopped running our global economy and our way of life would all stop. She goes on to make the point of how dependent we are on affordable energy supplies fueling our transportation system. Our grocery stores, service stations, hospitals, pharmacies, restaurants, construction sites and manufactures rely on daily truck deliveries. Community services like garbage collection, sewerage treatment plants and water purification facilities are also in need of reliable truck services for their continuous operations. Reliable electrical services are also essential to operate the computers that are used to control much of our economy. There are multiple ways society can be redesigned to lower its energy consumption and reduce the environmental damage degrading planetary health and human well-being. But it needs to occur on an appropriate scale to fulfill the promise of a more sustainable society.

Missouri makes big jump to No. 14 in AP Top 25 with rout of Gators; Texas No. 1 for 4th week in row By Eric Olson Associated Press
Missouri made a big jump to No. 14 in The Associated Press Top 25 on Sunday following its rout of Florida while the Gators dropped eight spots to No. 16 and were replaced by LSU in the top 10. Texas will go into Saturday’s Red River Rivalry game against Oklahoma as the No. 1 team for the fourth straight week. The rest of the top five stood pat with Georgia, Notre Dame, Miami and Ohio State following the Longhorns. Texas received 61 of the 70 first-place votes from the media voting panel, one less than last week. Georgia, whose 24-point win over Vanderbilt was its closest of the season, got six first-place votes. Miami, which beat Clemson by four touchdowns on the road, got two. No. 6 Alabama and No. 7 Indiana flipflopped, with the Hoosiers receiving the remaining first-place vote. BYU moved up two rungs to No. 8, Mississippi remained No. 9 and LSU went up one spot to No. 10. Missouri’s 11-spot promotion from No. 25 was the second-biggest jump by a team this season following Florida’s 13-spot rise last week. The Tigers sent the Gators plummeting with their 45-17 win in Columbia, Missouri, and have their highest ranking since Oct. 5, 2025.
Iowa fell six spots to No. 20 after a 17-point home loss to Ohio State and SMU slipped three to No. 24 after an uninspired home win over Boston College. Pittsburgh made its season debut in the poll at No. 25 and Kentucky, No. 24 last week, dropped out.
In and out
Pittsburgh is 5-0 for the second time in three seasons and ranked for the first time since last November after holding off Virginia Tech 35-33. The bad news is that the Panthers will go forward without quarterback Mason Heintschel, who tore his ACL on Friday and will miss the rest of the season. Kentucky, which won 35-34 in overtime at South Carolina after erasing a 17-0 deficit, is the unranked team receiving the most votes, two points behind Pittsburgh.
— No. 12 Utah has risen in each poll this season after starting at No. 21. — No. 7 Indiana has dropped one spot each of the last three polls.
ACC (3): No. 4 Miami, No. 24 SMU, No. 25 Pittsburgh. Pac-12 (1): No. 23 Boise State. Independent (1): No. 3 Notre Dame.
Conference call
Ranked vs. ranked
SEC (9 ranked teams): No. 1 Texas, No. 2 Georgia, No. 6 Alabama, No. 9 Mississippi, No. 10 LSU, No. 14 Missouri, No. 15 Tennessee, No. 16 Florida, No. 17 Mississippi State. Big Ten (6): No. 5 Ohio State, No. 7 Indiana, No. 13 Oregon, No. 19 USC, No. 20 Iowa, No. 21 UCLA. Big 12 (5): No. 8 BYU, No. 11 Texas Tech, No. 12 Utah, No. 18 Oklahoma State, No. 22 Houston.
No. 2 Georgia at No. 6 Alabama: The two Southastern Conference powers split two games in 2025. The Bulldogs haven’t been tested yet and Crimson Tide haven’t scored fewer than 45 points in a game so far this season. No. 21 UCLA at No. 13 Oregon: Last met in a Top 25 matchup in 2022. The Bruins, who have lost five straight to Ducks, get their biggest test after four impressive wins.
Poll points
— Texas’ four-week hold on No. 1 is the program’s longest since it topped the poll for six weeks in 1977. — No. 13 Oregon is making its 70th straight appearance in the Top 25. — Missouri’s biggest promotion before this week also came after a win over Florida, when the Tigers got a nine-spot bump to No. 5 on Oct. 20, 2013.
