As early voting begins, officials seek to reassure public about election security, integrity By Peter Hancock

SPRINGFIELD — With early in-person and mail-in voting now underway in Illinois, state and local election officials insisted Friday that the state’s voting system is being run fairly and accurately. Sangamon County Clerk Don Gray and Illinois State Board of Elections spokesman Matt Dietrich told a Springfield audience not to buy into false reports that the system is vulnerable to widespread fraud or that voter rolls can be hacked or manipulated. “We can’t allow that disinformation to permeate our systems here, or that form of terrorism to erode our greatest beacon of what we do — electing our leaders,” Gray said. “I encourage all of you to get involved. Become an election judge. See what it is that we do. See how we operate.” Gray and Dietrich were the featured speakers at a forum sponsored by the Citizens Club of Springfield. It was billed as an effort to address concerns that have been raised in recent years about the integrity and security of elections in the United States. Much of the recent criticism of the electoral process has come directly from the White House where President Donald Trump has tried to exert more federal control over elections, particularly mailin voting.
Federal lawsuits
For more than a year, Illinois and at least 29 other states have been embroiled in litigation over the Trump administration’s efforts to gain access to the states’ complete, unredacted voter registration databases that include sensitive personal information such as dates of birth, driver’s license numbers and partial Social Security numbers. The Trump administration has said it needs the data to determine whether states are properly maintaining their voter rolls, including purging the rolls of non-U.S. citizens and other people ineligible to vote. But Illinois has argued the administration has no statutory authority to demand the data while state law prohibits election officials from releasing it. “We’ve won at the trial court level,” Dietrich said, referring to a July 31 federal court ruling. “But those cases are going on. There are still five more that are out
there. So far, the states have prevailed in 25 of those cases. That’s going to go on for a while. I foresee that that will end up at some point before the Supreme Court.” Illinois was also part of a successful multistate lawsuit to block the administration’s attempt to put the U.S. Postal Service in charge of regulating the pickup and delivery of mail ballots. Because the U.S. Supreme Court ruled in the states’ favor in that case, Gray said local election authorities throughout Illinois were able to mail out ballots to people who had requested them on Thursday, the official start of early voting in Illinois. “If the guidelines were upheld, we’d have to reprint all our envelopes,” he said. “It would take weeks for us to do that. They’d have to restuff all of the materials to get them in. So the timing was terrible for us to do this.”
Election safeguards
Despite Trump’s attempts to cast doubt over vote-by-mail systems, Gray said mail balloting has been growing “by leaps and bounds” in recent years and predicted that mail-in votes could account for as much as one-third of all votes cast in the Nov. 3 election. Gray and Dietrich also tried to put to rest concerns that the state does not properly check the identity of people registering to vote. Gray said Illinois provides multiple ways for people to register. Many people do it when applying for or renewing their driver’s license or state identification card, but they can also do it through an online portal on the State Board of Elections’ website or by filling out a paper form that can be delivered to their local election office. Illinois requires applicants to show two forms of identification, at least one of which must show their current home address. That can include a driver’s license, state ID card, bank statement, a residence contract or lease, or a utility bill. The application also asks for the last four digits of the person’s Social Security number and their date of birth. No matter how a person submits their application, Gray said, it eventually gets sent to the local election authority where officials verify all the information provided. “When it comes back to the election authority, we look up those driver’s
licenses into a portal of secretary of state to ensure it’s active, it’s legitimate, it’s the person that’s presenting themselves and at the address that they request,” he said. “We also do the same with the last four digits of your Social Security number with the Social Security Administration. So we’re doing a lot of upfront vetting all the time through those means to ensure that you are who you are.” And while Illinois does not require voters to show identification at the polls to cast a ballot, Gray and Dietrich said it would be extremely difficult for anyone to vote under someone else’s name. “You would have to know the voter’s name and address for one,” Dietrich said. “You’d also have to have a pretty good idea of what their signature is. But if impersonation was happening at any volume, even if it was just a few dozen, eventually the real voter is going to show up in their polling place and try to get their ballot. The election judge will say, ‘Well, you already voted. We have this here,’ and the legitimate voter is going to say, ‘Well, I didn’t vote.’ That’s going to start an investigation.” Dietrich also discussed cybersecurity measures that have been put in place since a highly-publicized attempt in 2016 by Russian agents to hack into the state’s voter registration database as part of a broader attempt to interfere in that year’s U.S. elections. In response, he said, Illinois used a $13 million federal grant and state matching funds to hire “cyber navigators” who were deployed across the state to train local election authorities on cyber security. “Probably the biggest thing that they did in that first year was they put all 108 local election authorities onto the Illinois Century Network, which is the state of Illinois’ private internet that state government uses to send data within an intra-agency communication,” Dietrich said. “So your voter data is never being put onto the public internet to come to us.” More information about how to vote by mail or cast an early in-person ballot is available from the State Board of Elections or local election authorities. “Some of My Bruises Have Names, “ the title of Eric Nofsinger’s exhibition is as intriguing as his art work. Nofsinger’s captivating solo exhibition opens Friday, October 2nd in the Kortman Gallery, downtown. “A bruise is proof of contact. It’s also a slow thing — a patch of skin cycling through its colors while it decides whether or not to become a story,” says Nofsinger “That’s close to how my paintings are made. Thin washes of acrylic go down one over another, violet under green
under a yellow that only shows up where the layers thin out, and the figure surfaces somewhere in the middle of that.” Eric Nofsinger is a painter based in Rockford, working in acrylic and mixed media on canvas. He was painting long before anything else, and prolifically, until a career intervened. Hired in 1994 as the first artist at a small game studio, he spent the next three decades building it. He eventually became co-owner and chief creative officer of a 185-person operation making games for some of the largest publishers in the industry. It was
thirty years of directing images meant to be seen by millions of people at once, on someone else’s schedule, inside someone else’s world. “The paintings are the other half of that life, picked back up,” said Nofsinger. “They are made by one pair of hands for one viewer at a time, layered washes and bruise-colored surfaces where dream figures surface slowly rather than arriving all at once. The subjects come from the eerie, the half-playful, and the mythic: the figure that turns up in the hallway at four in the morning and refuses to explain itself.”

Madison’s Henry Vilas Zoo By Charles Herbst Contributor
In 1904, prominent Wisconsinite and politician, William Vilas, along with his wife Anna, donated fifty acres to the City of Madison to be used as a public park in honor of their deceased son, Henry Vilas. A stipulation of the gift was that admission to the park must remain free. The Henry Vilas Zoo, established in 1911, is located in that park. The zoo is owned by Dane County, and hosts over 750,000 guests annually. The Vilas Zoo is accredited by the Association of Zoos and Aquariums. Only about 10 percent of US zoos have that distinction. The zoo is one of only nine accredited zoos with free admission. There is also free parking. Animal science is evolving. The Vilas Zoo has a partnership with the staff of the School of Veterinary Medicine at University of Wisconsin—Madison. This gives the animals access to high-quality medical care and gives the school, students, and veterinarians an opportunity to study and interact with animals that they would ordinarily not encounter. The focus of a zoo has completely
changed. Today, zoos have fewer animals, and the emphasis has shifted to conservation. Back in the day, it was common to see animals chained up and in steel cages. Often, visitors were encouraged to feed peanuts or marshmallows to the elephants or monkeys, with little concern for the welfare of the animals. While it may have seemed like fun, modern sensibilities have prevailed and professional dieticians make sure that animals are given a healthy diet instead. In addition, each animal is provided with daily enrichment activities. It turns out that the big cats love old, stinky perfumes. As this space recently discussed, Olbrich Gardens treats Madisonians and their visitors to flora. With 90 species spread over 28 acres, the zoo is a chance to concentrate on the fauna. While the zoo is perhaps not as encyclopedic as some larger zoos, visitors are treated to the familiar assortment of lions, tigers, orangutans, bears, giraffes, and many others, including, of course, badgers. It wouldn’t be Madison without badgers! The badgers, Wisconsin’s state animal and University of Wisconsin mascot, are exhibited as part of a recently created
Wisconsin Heritage Trail. In the wild, badgers typically inhabit open grasslands, have short, powerful legs, and huge front claws allowing them to burrow and dig for their prey. In addition to their distinctive white striped pattern on a black triangular head, badgers typically have black, white, and brown fur, are about 25 inches long and weigh about 15-20 pounds. That weight can expand to over 30 pounds in the autumn. Badgers do not hibernate but become less active in winter. They are closely related to otters and ferrets. Although the badger is native to Wisconsin, the Wisconsin badger nickname traces its roots to the early lead-ore (galena) miners of Southwest Wisconsin. Miners dug temporary shelters in the hillsides during winter that resembled the burrowing technique of a badger. The zoo’s badger exhibit explains the nickname. Another fairly recent addition is the Arctic Passage Exhibit. This large area houses the zoo’s polar bears and harbor seals. There are currently 35 polar bears in accredited zoos, and Madison has 3 of them. Polar bears are always a
crowd pleaser, and the Vilas bears do not disappoint. Only a pane of heavy glass separates visitors from these amazing creatures. They can be viewed both underwater and on land. The exhibit also has a restaurant. A children’s zoo features goats, which may be hand fed. Other animals in the children’s zoo include red pandas, meerkats, aardvarks, and flamingos. Work is ongoing at the zoo to build new facilities. Currently, the giraffes are on loan to a zoo in Green Bay as the Vilas Zoo is getting ready to build a new state-of-the-art $21 million building called Edge of Africa. With a renewed focus on animal welfare, the zoo remains a pleasant stroll for people of all ages and a chance to encounter many animals in an entertaining as well as educational way. The Henry Vilas Zoo is located at 702 South Randall Avenue, Madison. It is open all year, daily from 9:30 to 5:00. The zoo is on the northern shore of Lake Wingra and is southwest of Downtown, a few blocks west of Park Street. The nearest bus, Route B, is a 12-minute walk to Park Street. Illinois AG claims victory in lawsuit against Trump administration By Peter Hancock

SPRINGFIELD — Illinois Attorney General Kwame Raoul has claimed victory in a legal battle against the Trump administration over noncitizens’ access to a host of publicly funded health, education and social service programs. A federal judge in Rhode Island on Monday struck down the administration’s attempt to require states to verify a person’s citizenship or lawful immigration status before allowing them to access services such as Head Start, mental health crisis programs, homeless shelters and many other programs. The lawsuit challenged the administration’s attempt to expand the application of a three decades-old law known as the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, the signature welfare reform law of the Clinton administration. Among other things, that law prohibits certain categories of noncitizens from receiving federal benefits such as Medicaid and Temporary Assistance to Needy Families, or TANF. After the law was enacted, federal agencies issued guidance to states interpreting the law to exclude vital community services that were open to all. But soon after taking office for his second term in 2025, President Donald Trump issued an executive order titled “Ending Taxpayer Subsidization of Open Borders” that directed federal agencies to realign their programs to “prevent taxpayer resources from acting as a magnet and fueling illegal immigration to the United States.” In July 2025, several federal agencies issued notices that they were changing their interpretation of the 1996 law. The Department of Justice, for example, announced it was revoking exceptions it had previously allowed for programs deemed necessary for the protection of life and safety, including crisis counseling and intervention programs, child protection services, violence and abuse prevention, and services for domestic violence victims. T he D e p a r t ment of He a lt h a nd Human Services reversed its policy that excluded Head Start and certain public health programs from the verification requirement. Other agencies that expanded the requirement to verify lawful status to qualify for benefits included the Department of Education, Department of Labor and Department of Housing and
Urban Development. Illinois, along with a coalition of 21 other Democratic state attorneys general, filed suit challenging the new rules. Among other things, they argued the change in interpretation violated the Administrative Procedures Act, which requires agencies to publish notice and take public comment before enacting new administrative rules. In September 2025, Judge Mary S. McElroy, a Trump appointee, issued a preliminary injunction blocking enforcement of what she called a “Show me your papers” policy. “If the Government’s plan goes into effect, immigration verification will be necessary for individuals to access emergency services for domestic violence victims and veterans, homeless shelters, soup kitchens, mental health crisis programs, and plenty more.” McElroy wrote. On Monday, she granted the plaintiff
states’ motion for summary judgment declaring the agency notices “unlawful” and blocking the agencies from enforcing them. The order did not, however, prohibit the agencies from promulgating new rules if they go through the proper administrative process, including public notice and comment. “I am proud to have secured this legal victory protecting some of our most crucial social service programs,” Raoul said in a statement. “I will continue to oppose arbitrary and illegal actions by the Trump administration and will use all the tools at my disposal to fight unlawful orders.” Capitol News Illinois is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide. Taylor Swift becomes most-awarded artist in MTV VMAs history, dedicates top prize to Dolly Parton By Maria Sherman Associated Press
NEW YORK (AP) — Taylor Swift broke records at the 2026 MTV Video Music Awards, as she is known to do. The pop powerhouse received the inaugural Artist Director Honors on Sunday night, becoming the most-awarded artist in VMA history. Previously, she was tied with Beyoncé for the title, with 30 VMAs each. The new award is meant to recognize artists “whose work behind the camera has expanded the possibilities of music video and advanced the art of visual storytelling.” “I got to start making music videos and being a part of music videos 20 years ago,” Swift said in her speech, adding that she’s been involved in making roughly 60 music videos, 18 of which she wrote and directed. “You, the fans, make it so much fun,” she said. She also took home the top prize of the night — video of the year — for “The Fate of Ophelia” from her album “The Life of a Showgirl.” Swift dedicated that award to the “ultimate showgirl,” the late Dolly Parton. “I think we were all very lucky to share this planet with Dolly Parton for a time,” Swift said.
Taylor Swift debuts ‘Patient Zero’ music video
Swift also debuted the music video for her new song, “Patient Zero,” during the award show. She directed the visual, which stars Colin Farrell and Dakota Johnson. Johnson and Swift portray mirror images of each other. “Patient Zero” is also her first single since marrying Kansas City Chiefs tight end Travis Kelce at Madison Square Garden in July. The two-hour show was broadcast live on CBS from the Peacock Theater in Los Angeles.
Madonna opened the starry award show — and won big
“It’s mother,” were the first words uttered by Madonna as she opened the VMAs with her 2026 single “Bring Your Love” alongside collaborator Sabrina Carpenter. Later in the night, the pair won the award for best collaboration for
the song. “It’s been a while since I did one of these things,” Madonna joked. “So, I’ve prepared nothing.” When it came time for her return to the stage to accept the award for artist of the year, Madonna began with, “First of all, I would like to thank my fingers because I can always count on them.” Returning a third time to accept for best dance, she said simply, “I came alive on the dance floor. ... We’re all equal on the dance floor.” If her aim was to bring the dance floor to the award show stage, Madonna did exactly that in her opening number — and then some, when Charli xcx emerged from a club bathroom to perform their reworked version of “Danceteria.” Around them? A trove of dancers and various famous friends, including actor Debi Mazar, Sombr and Julia Garner. The show, which was delayed 20 minutes by a tight NFL game, wasted no time getting heart rates up. Snoop Dogg, a 13-time VMAs nominee and three-time winner, emerged as host shortly thereafter. “Now that is an icon,” Dogg said of Madonna, before pivoting to a joke: “She ain’t a virgin no more.” Teyana Taylor then presented the first award for best pop to LISA for “Dream,” featuring Kentaro Sakaguchi. “Thank you MTV for this amazing award,” she said while holding back tears. “All those late-night dreams brought me here today.” It was a different scene about an hour later, when she returned to the stage for her hip-hop heavy hitter “Sawadika,” which loosely translates to “Hello” in her native Thai.
“Where Is My Husband!” Bruno Mars slowed things down with “Dance With Me.” Shaboozey launched into his saloon single “Cowgirl,” before being joined by Gunna for some hybrid country-rap with their crossover track, “High Noon.” “Survivor” host Jeff Probst and actor Brandon Sklenar introduced the final performance of the night and arguably its best – a partial reenactment of GENER8ION and Yung Lean’s “STORM” music video – which began with Lean smashing a VMA ‘Moon person’ trophy. Sienna Spiro belted out her “Great Expectation.” It was a welcome introduction to the new talent, who was named best new artist shortly thereafter. Orville Peck introduced a tribute to George Michael, who died 10 years ago on Christmas Day. He was 53.
Nirvana took home the 2026 Video Vanguard Award
If this year’s VMAs felt too pop-heavy for some viewers, that changed when the coveted Video Vanguard Award was awarded to Nirvana. “They were completely original and always fearless at a time when the status quo kind of got to the point of being formulaic,” Public Enemy rapper Chuck D said of the grunge greats. The award was presented to surviving members Krist Novoselic, Dave Grohl and Pat Smear. Frontman Kurt Cobain died in 1994. “Kurt was one of one,” Novoselic said in their acceptance speech, adding that the band never imagined its sound and aesthetic would resonate with so many people. He said the music continues to endure because people are still hungry for “something real, something uncompromising” and a message that “it’s just OK to come as you are.”

Kacey Musgraves paid homage to the late, great country music icon with a cover of Parton’s “I Will Always Love You.” Parton, whose soaring vibrato vocals, poignant songwriting and sparkling costumes defined her rise from a log cabin in the Tennessee mountains to the height of stardom and acclaim, died in Nashville of cancer in August. Preparing for the first fall frost and freeze By Grant McCarty Contributor
As we move into October, vegetable gardeners begin watching the weather forecast a little more closely. I certainly know I have with the cool, crisp weather we’ve experienced recently. Terms like “frost advisory” and “freeze warning” often appear in forecasts, but many people use them interchangeably. While both signal cold weather, understanding the difference can help you decide whether you need to protect plants or prepare for the end of the growing season. A frost occurs when temperatures at or near the ground reach freezing and ice crystals form on plant surfaces. Frost can develop even when the air temperature measured a few feet above the ground remains slightly above 32°F.
Clear skies, calm winds, and low humidity often create ideal conditions for frost formation. Since cold air settles near the ground, some gardens may experience frost while nearby locations escape damage. A freeze is generally more serious. A freeze occurs when air temperatures fall to 32°F or below throughout a larger layer of the atmosphere. When this happens, water inside plant cells can freeze, causing injury or death to plant tissue. A hard freeze, often defined as temperatures of 28°F or lower, is typically enough to bring the growing season to an end for many garden crops. Freeze events can also affect perennial fruit crops. Many apple orchards in our area experienced damage this spring when trees were blooming during multiple freeze events, reducing
fruit production in some locations. Not all plants respond to cold weather the same way. Cool-season vegetables like kale, spinach, collards, and Brussels sprouts can tolerate light frosts and may even develop a sweeter flavor after exposure to cold temperatures. Your warm-season crops including tomatoes, peppers, cucumbers, squash, and sweet potatoes are much more sensitive and can suffer damage from even a light frost. When a frost advisory is issued, gardeners can often protect sensitive plants and gain additional harvest time. Lightweight blankets, old bed sheets, or frost cloths can help trap heat rising from the soil. Covers should be placed over plants before sunset and secured so they reach the ground. The coverings can then be removed the following morning
after temperatures warm. Protection becomes more difficult when a freeze warning is issued. While covers may help during a brief light freeze, extended freezing temperatures can overwhelm these measures. If a hard freeze is expected, it is often best to harvest mature vegetables beforehand. In northern Illinois, the average first fall frost typically occurs around mid-October, with the first freeze often following shortly afterward. Because temperatures can drop quickly this time of year, start monitoring the weather forecasts now and be prepared to protect sensitive crops when frost advisories or freeze warnings are issued. A recent interview on the Local Energy Rules Program of the Institute for Local Self-Reliance covered the Homegrown Energy Report from Rewiring America. The podcast covered six key policies that states can adopt, build grid capacity, and lower customer bills by investing in clean energy for homes and businesses. In this article I highlight some aspects of the interview to alert readers to another means to address the rising cost of electricity by helping households and businesses to build energy capacity and lower their electric bill. John Farrell introduced the interview with Kristin Eberhart by commenting that he was drawn to the report by its reliance on using local resources and the stunning conclusion that most if not all of the energy demanded by AI data centers could come from other energy system users. He anticipated that the interview would cover the benefits for the electricity system, the climate and the customers being impacted now by higher energy costs. In the interview Kristin indicated that the actual increasing demand for electricity from data centers could be supplied with household upgrades. The starting point for the project was focused on helping households lower their bills, taking control of their energy use, becoming more resilient and reducing their energy use. It relies
on advances in household technologies, such as rooftop solar and batteries and heat pumps. These home upgrades can reduce peak power demand, shift loads, store energy and provide flexible capacity to the grid. Such household upgrades can be brought on faster than new gas plants which take at least five years to build while thousands of household upgrades can occur within months. Eliminating gas consumption within homes provides for a healthier home environment and lower energy bills while reducing climate change. Farrell pointed out that meeting the future demand for energy from data centers is presented as requiring utilities or data centers owners funding new facilities to meet the rising energy demand. The cost would be passed onto customers. He wondered why the existing energy customers were not involved in providing the additional electrical supplies for the data centers by upgrading their home energy systems to meet the growing energy demand. Eberhard pointed out that there are lots of groups and intelligent people working on improving distributed energy sources and demand flexibility for a verry long time. These decentralized sources of energy supply are mature, low in cost , efficient and can meet all the household energy needs by moving around electrons instead of burning natural gas. Consumers benefit because their energy
bills are lower while the community benefits from the local jobs involved installing and servicing the systems. In turn the utility can benefit from the improved efficiency of their bigger infrastructure. The utilities will also benefit from the increased electrical consumption while avoiding the costly expansion, upgrading and servicing of the electric grid. However, as pointed out by Farrell, implementing a household approach to meeting increasing energy demand will require changing the existing market structure and incentives. Eberhard described one beneficial change could be made in the existing permitting system for rooftop solar system, battery storage and heat pumps The process often involves seeking approvals to have such systems installed and another for connecting to the grid. The process could be simplified by speeding it up and reducing the need for on-site inspectors which would reduce costs. She pointed out that rooftop solar installations in Australia are one-fourth the cost of similar systems in the United States. Eberhard and Farrell agreed on the additional benefits of increasing the local control and resiliency of household energy sources while remaining connected to the grid. Both of them shared their enthusiasm over the possibility that most if not all of the energy needed for data center consumption could come from other energy users benefiting them, the electrical system and the
climate. Eberhard went on to explain some other benefits of meeting the load growth from data from household sources reduces our reliance on costly centralized gas fired systems which require a substantial amount of time to construct in contrast to the short time needed for household installations. A key question regarding household energy upgrades is how they would be funded. There are some potential sources of funding, as they could come from the data center owners or the impacted utilities. Some portion of the funding could also come from the community. The guiding principal regarding funding is that it should be beneficial to participating households so they get both an upgraded house and a lower electricity bill while the community gets the benefits of a less polluting energy source. A fuller discussion of the funding issue it is available on the interview transcript. The household funding approach is in response to the unprecedented spike in energy demand which offers an opportunity to rethink how household technologies could serve to meet home energy needs and provide at less cost and more quickly with less environmental damage than increasing our reliance on electricity from natural gas plants. This article represents some additional food for thought regarding our energy future.

Florida made a massive jump in The Associated Press Top 25 on Sunday and landed in the top 10 for the first time in five years while four new teams joined the rankings in a major shuffle. The Gators’ 24-point win over thenNo. 4 Mississippi under first-year coach Jon Sumrall on Saturday earned them a 13-rung promotion to No. 8, their highest ranking since 2020 and first top-10 appearance since 2021. Texas, Georgia and Notre Dame continued to hold the top three spots, Miami was a season-high No. 4 and Ohio State moved up two spots to No. 5. Indiana, Alabama, Florida, Mississippi and BYU completed the top 10. The Longhorns received 62 first-place votes from the media voting panel, four more than last week, after they held off Tennessee 20-17 in their first road game. Georgia, coming off a convincing win over Oklahoma and outscoring opponents by an average of 41.5 points per game, got six first-place votes, double its number last week. Miami and Indiana each received one first-place vote. Mississippi State moved up eight spots to No. 16, its highest ranking in four years, for beating Missouri at home. Oregon
was up five spots to No. 15 after winning on the road against Southern California. Houston also moved up five spots to No. 20 after winning at Georgia Southern.
